SENATORS will hold hearings beginning on Monday on the proposed P2.006-trillion national budget for next year to ensure its passage before yearend, Senate finance committee chairman Franklin Drilon said.
The budget season will kick off with a two-day briefing by the inter-agency Development Budget Coordination Committee (DBCC) on macro-economic targets, revenue generation and expenditure programs in 2013.
The DBCC, which prepares the national budget, is composed of the Secretaries of the Department of Budget and Management (DBM) as chairman and of the Department of Finance and the National Economic and Development Authority (Neda) as members.
The Office of the President is also a member, and the Bangko Sentral ng Pilipinas (BSP) serves as a resource body.
After the DBCC are hearings of the finance sub-committees on the proposed budgets of various national government departments, as well as of government-owned and controlled corporations (GOCCs) starting Wednesday with the Commission on Elections (Comelec) being the first to be grilled.
The Comelec earlier slammed the DBM for trimming its budget from the proposed P24 billion to only P8 billion to conduct the midterm and barangay elections to be held in May and October 2013, respectively.
Comelec Chairman Sixto Brillantes said the budget is not enough considering payment to teachers and the military who will be tapped to ensure peaceful elections.
But Malacañang said the Comelec has enough savings to bankroll operations after it decided to buy over 80,000 precinct count optical scan (PCOS) machines that were used in the 2010 presidential election.
President Benigno Aquino III has since promised to act as mediator to resolve the impasse.
Expected to get attention as well is the conditional cash transfer – the administration’s flagship poverty alleviation program – because of its huge allocation.
The Department of Social Welfare and Development (DSWD) will get P44.26 billion to implement the CCT in 2013, an increase of 12.2 percent from this year’s allocation of P39.45 billion.
The hearings by the sub-committees are expected to last until end of October creating ample time for plenary deliberations by November, said Drilon.
He said Congress will be able to pass the budget before December 31, a trend, which began on Aquino’s assumption to power in 2010.

ANGELES CITY — The City Health Office is now conducting an inquiry regarding the reported sexual assault incident involving two government employees assigned at the licensing division of the city’s social hygiene office.
The unidentified City Government staff reportedly assaulted a bar girl at the Lacem (League of City Entertainers and Managers) office near the social hygiene office on June 25, 2012.
The girl was allegedly traumatized, and stopped working because of the incident.
Dr. Lenario T. Santos, city health officer, said his office is not authorized to conduct a formal investigation but initiated an inquiry to determine the veracity of the report.
Santos expressed doubts about the suspects’ identity, saying there is a possibility that they belong to other government agencies.
Despite this, Santos said he already relieved his male staff assigned at the social hygiene office.
In his letter to an organization helping the girl dated August 1, 2012, Santos said that “from now on, there will be no male officer that in any way may converse with an entertainer applying for work permit and license.”
“I’ve read your letter last night. The very first thing I did next morning was to conduct an investigation. I talked with all male staff of the office in question asking about these absurd activities. Of course, no one admitted doing such. The first step I did is to remove male workers in desks that attend to entertainers seeking license to work and replaced them with female employees,” Santos stated in his letter.
The health officer also said that he will talk to floor managers of establishments to find one or two female entertainers who were victims in the past.
The victims may identify the ones who perpetrated the crime, according to Santos.
“Appropriate punishment will be meted out to these vermins. Be assured that this complaint of yours will reach the top officials of the city. Thanks very much for issuing this alert,” Santos also told the organization.
The city health office will also relay gathered information to the city’s legal department headed by lawyer Reymon Fabros and the office of Mayor Edgardo Pamintuan, Santos told Sun.Star Pampanga on Sunday.
Santos also made an assurance that he will not tolerate misconduct of employees in his office.

PORAC — Mayor Condralito dela Cruz said over the weekend that he has ordered the closure of the Manuali transfer facility here, as the town is now implementing a strict “no segregation, no collection” policy among all its barangays to reduce the total generated garbage here.
“The facility is now totally closed,” Dela Cruz said.
Dela Cruz told Sun.Star Pampanga that the move is in compliance with government standards on solid waste management and a serious response to the call of Governor Lilia Pineda to implement a strict segregation programs in barangays so that only residual waste is collected for disposal in landfills outside Pampanga.
“We have met with various barangay and community leaders and we are now implementing the program. If it is not segregated, we will not collect it,” Dela Cruz said.
Dela Cruz said that segregation helps in recycling waste that could still be reused, like plastic bottles, newspapers, plastic bags, cans and the like.
He said that segregation is also the start of community awareness towards the importance of caring for the environment.
To facilitate the further segregation of collected waste, Dela Cruz said he has ordered a material recovery facility to be operational in Barangay Mitla.
In a meeting with village chiefs and garbage collectors of the town, Dela Cruz and Vice Mayor Dexter David said the “no segregation, no collection” policy will take effect immediately, and violators, from the household source to those found dumping garbage indiscriminately along waterways and public places, would be dealt with accordingly based on the provisions of Ecological Solid Waste Management Act 9003.
The mayor added that they welcome the plan of Pineda to privatize the solid waste management programs for the province.
He said millions each year is devoted to garbage collection and disposal alone in Porac town.
Pineda earlier said she is seriously considering privatizing the garbage disposal of Pampanga in a bid to save on enormous cost on garbage collection and provide an effective garbage segregation program.
The governor said the move will greatly help local government units meet garbage costs. She said the province will at least spend P1 billion in garbage disposal and segregation if the Provincial Government will be taking care of garbage collection.
“Even now, the municipalities are already spending a big amount of money on garbage collection,” Pineda said, stressing that communities should also have a responsibility towards their own garbage and help their respective local government units.
Under the plan, households in respective barangays would be asked to chip in a small amount for the garbage generated in their respective homes. The garbage generated should be segregated and only residual garbage should end up in dumpsites.
The Provincial Environment and Natural Resources Office (Penro) earlier projected a total of P1.4 billion annually for the hauling of the garbage produced by all towns in Pampanga to the Kalangitan Sanitary Landfill in Capas, Tarlac.
Arturo Punzalan, Penro chief, said this during the presentation of the current situation of various dumpsites in the province with local chief executives, environmental groups and other stakeholders.
“Ang gastos pa lamang natin sa hauling ng basura ay P15,000 kada truck,” Punzalan said.
He said the current condition of the open and controlled dumpsites has reached an alarming state.
This came despite the massive campaign by Penro last year on waste segregation, including the establishment of clustered material recovery facilities in various localities.

CITY OF SAN FERNANDO – Two residents of this city died due to dengue, while 489 confirmed cases were recorded based on reports of the Regional Epidemiology and Surveillance Unit (Resu).
Resu chief Jesse Fantone said this city has a high incidence of dengue in its communities particularly in Barangay Quebiawan.
This report was presented to public health doctors, including municipal health officers, in various municipalities in the province in a recent meeting held over the weekend.
City Health Officer Dr. Eloisa Aquino was absent during the meeting to confirm or deny the figures on dengue cases in her area of responsibility.
Earlier, the City Government of San Fernando previously led the country’s observance of the Association of Southeast Asian Nations (Asean) Dengue Day at the Heroes Hall here.
Health Secretary Enrique Ona and Mayor Oscar Rodriguez spearheaded the launching of an anti-dengue campaign dubbed as “Sama-Sama Tayong Mag-Aksyon, Barangay Kontra Dengue.”
It was participated by hundreds of health workers, barangay officials, and other delegates from Central Luzon, Calabarzon, Mimaropa and Metro Manila.

STO. TOMAS — Mayor Joselito Naguit said over the weekend that the P9.5 million in cash advances he allegedly made for the months of May to November 2011 were all returned, accounted for to the last centavo and deposited in the municipal fund of Sto. Tomas.
This, Naguit said, is contrary to the accusations of former municipal administrator Rodelio Garcia that the amount was used by the local chief executive for his “personal gains.”
In an exclusive interview with Sun.Star Pampanga at his house Saturday afternoon, Naguit pointed to attachments — bank statements and journal entry vouchers — in his counter-affidavit submitted to the Office of the Deputy Ombudsman for Luzon on July 23 this year.
“Contrary to the allegations of the former municipal administrator, each and every cash advance was duly accounted for and returned not even fully used or liquidated but directly deposited in the municipality’s PNB Bank account, within the parameters required by law. There were seven withdrawals corresponding to seven cash advances and there also seven deposits equivalent to the seven withdrawals. There was a total amount of P9.5 million in cash advance for the period of seven months from May to November in 2011 and no less than P9.5 million was likewise deposited for the said cash advances,” he said.
“None of those took more than 30 days from withdrawal to return as predominantly un-used cash advances because their intended contingency or purpose were no longer needed or did not fully materialize,” he said.
He added: “There were actual withdrawals made in support of the cash advances but all were regular, fully documented and were in accordance with accounting principles observed by the local government of Sto. Tomas.”
Naguit vehemently denied the claims of Garcia that the cash advances from the general fund that were allegedly “later on shifted as a misappropriation of the 20 percent development fund” were used for his personal gains like his alleged “jueteng” business in Tarlac and restaurant in San Matias.
“None of those funds is unaccounted for and were taken by myself for the purpose of covering my alleged losses in an alleged jueteng operation or STL business, or for the purpose of building a restaurant. I am not the owner, incorporator or stockholder of that Northrails Resources Inc. Garcia is pointing to as the STL (small town lottery) operator in Moncada, Tarlac. I am not aware of their dealings and of any jueteng operations in that province. In my SALN (statement of assets, liabilities and net worth), the said corporation is nowhere to be found and my name never appeared in their corporate documents. I do not own, operate and am not interested in STL business or jueteng operation especially not in the province of the President,” he said.
“Funnside Ningnangan is not one of my assets as reflected in my SALN but is actually owned by my brother, Architect Josefino F. Naguit Jr., in equal partnership with Librada G. Manlapaz of Apalit. The restaurant is a small partnership in the amount of P1 million and not P4.5 million as Garcia impressed that would need three months of cash advances to be completed. It is a known fact that our family has been in businesses even before I ventured into politics. And Garcia knows that fully well,” he said.
“Simply put, nothing is missing contrary to the allegations of the former municipal administrator whom — for the record — I fired because of unprofessional behavior and petty misconducts about money. For a fourth-class municipality like Sto. Tomas, which is IRA (internal revenue allotment) dependent, with just P54 million in total income (which is not readily available at the start of the year but given monthly at around P4 million), the non-return of the alleged malversed P9.5 million would paralyze the municipality. Hence, to take P1.5 million each every month for seven months would be tantamount to not being able to give the salaries of most municipal employees or failure to operate the various offices since the current operating expenses of the municipality for 2011 which includes the salaries of employees is more than 50 percent of the total budget of the municipality. Again, nothing is missing,” he said.
Naguit reiterated that the belated filing of the charges against him is pure harassment and is clearly politically motivated.
In his affidavit, the mayor noted: “If indeed there was misappropriation of the subject amount, how come from May 2011 it is only now after he (Garcia) became closely associated with the incumbent vice mayor that he is complaining. The only reason he did not file any case at the time of the questioned transaction is because the said transactions were done in accordance with the law and there was never any single centavo unaccounted for. On the other hand, the only reason for the belated filing of the case is to harass me as revenge for not agreeing to extend and prolong his appointment as municipal administrator.”
“More importantly, the present complaint is a political tool to discredit my third term re-election bid this coming election. In fact, this is the ultimate goal and the very reason why another person associated with the vice mayor is also… filing two complaints on the same subject matter, one with the Commission on Audit and another with the Office of the Local Government Finance (Department of Finance). To make it simple, the present case is merely a harassment suit for political mileage and for the purpose of discrediting my person for the ultimate purpose of having the possibility of my person being suspended,” the mayor said.

The roads were constructed in the barangays of San Pedro, Sta. Lucia, San Nicolas, and San Joaquin to provide convenience to residents.

Engineer Mon Sagum, owner of Edmari Construction and Trading, which constructed the roads, said the funds came from the Provincial Government.
“Nung 2011, nagbigay ang kapitolyo ng P4 million sa munisipyo ng Sta. Ana na siyang ginamit sa pagpapagawa ng daan sa apat na barangay na tig-iisang milyon,” Sagum said.
The contractor stated that Municipal Government likewise received the first P4 million in 2010. The money was spent in constructing two classrooms in Barangay San Pedro here.
“Yung natitirang dalawang milyon ay pinagpagawa ng dalawa pang kalsada sa Santiago at isa pa sa San Joaquin,” he added.
Pineda, during the inauguration, was welcomed by Mayor Rommel Concepcion together with other local officials and residents.
The governor was accompanied by Board Members Monina “Mons” Laus and Trina Dizon.
Earlier, the Provincial Government has provided P80 million for the priority development projects of 20 municipalities in the province. Each municipality got a share of P4 million.
The same is intended for the reconstruction and rehabilitation of calamity damaged infrastructures.

CITY OF SAN FERNANDO -– The distribution of “yellow cards” under National Households Targeting System–Poverty Reduction program has recently benefited more than 6,900 residents in three towns in the province.
The distribution of the health cards was spearheaded by Governor Lilia Pineda and other provincial elected officials in towns of Magalang, Lubao, and Sta. Ana.

According to Pineda, the yellow cards came from the National Government as part its attempt to provide affordable and quality health care to the poorest of the poor in the province.
The beneficiaries, after verification and correction of wrong entry in the yellow cards, are also set to receive permanent cards which they will use every time they avail the benefits of the said health program.
In Magalang town, some 2,073 residents gathered on Friday in front of the municipal hall to welcome Governor Pineda. Each of them was given yellow cards which they can use to pay hospital bills and other health services for two years.
In Lubao town, more than 3,800 resident-beneficiaries also received yellow cards.
The beneficiaries were identified by the National Government through a census conducted prior to the implementation of the program.
In Sta. Ana town, Mayor Rommel Concepcion, has led some 1,106 resident-beneficiaries in a simple ceremony held the other day in a covered court in Barangay San Joaquin here in connection with the distribution of the said cards.
Pineda, meanwhile, reminded the beneficiaries to safe keep their cards at all times to avoid inconvenience in availing the benefits.
“Ingatan yula pu ren uling mahalaga la den. Pag me hospital kayu ala na kayong bayaran. Zero balance la kasi. Kaya maski nun kayo munta dapat dadalan yula deni uling tatanggapan dala maski nukarin,” the governor said.

CAMP OLIVAS, Pampanga — Emmanuel Bon Alejandrino, the Supremo of Hukbong Mapagpalaya ng Bayan (HMB), who was arrested on Monday has posted bail amounting to P240,000 and was released from the Provincial Jail Friday.
Superintendent Jhoan Ponseca-Rosales, chief of Pampanga police operation branch, said Alejandrino’s bail was approved by Executive Judge Edgar Chua of the Regional Trial Court branch 47.

Alejandrino and his companions identified as Jose Tungol, Anthony Mamangun, Demetrio Lajom, Anthony Dizon, Ferdinand dela Cruz were arrested during a raid in three houses in Barangay Cupang, Arayat, around 5 a.m. Monday.
Rosales said Alejandrino’s son, Melvin, was not in their house when the

The HMB leader and his group were detained at the Provincial Jail after police filed illegal possessions of firearms and ammunition charges against them.
Rosales said that the P240,000 bail is for the three unlicensed firearms of Alejandrino.
Alejandrino was released from the Provincial Jail at 4:15 p.m., according to Rosales.
“Sinundo siya ng kanyang mga supporters sakay ng ilang sasakyan at may nakalagay pang yellow ribbon sa kani-kanilang mga behikulo,” said Rosales.
Rosales also said five others who were arrested could post their bail on Monday “kasi wala pa rin daw pera.”

CITY OF SAN FERNANDO — Former Sto. Tomas municipal administrator Rodelio Garcia clarified on Friday that the charge of malversation and other cases he filed before the Office of the Ombudsman against Mayor Joselito Naguit and two other officials in his administration “is not politically-motivated nor a form of political harassment.”
During a press conference in a restaurant in this city, Garcia said “no other politician or Sto. Tomas official was behind” his appearance and accusations.

“I filed the charges and publicly appeared in my personal capacity with no one behind me. It is for the cause of the people of Sto. Tomas and is not politically-motivated as Mayor Naguit says. Dapat lamang malaman ng taong bayan na marami ngang ginagawang maganda si mayor pero marami rin ang hindi maganda at ang mga ito ay dapat maisiwalat,” Garcia said.
He added that he had “not received any invitation” from the other camp contrary to rumors that he would be included in the line-up of the other party in 2013.
“Wala pa. There are no invitations for me to run for a post in 2013 except for a phone call one time from vice Mayor Ninang Ronquillo asking me to explain why may ganito ngang mga kaso ako laban kay Mayor Naguit,” added Garcia, categorically stating he was “not interested in politics.”
However, Naguit stood by his ground and reiterated that Garcia’s accusations are being prompted by his political detractors.
“How can it not be politically motivated? Kinupkup na siya ng mga Ronquillo at doon siya nakatira sa bahay nila sa Quezon City. Even the car he is driving and using now is from them. There is absolutely no truth at all that his actions are not politically motivated or prompted by someone behind him,” Naguit said.

CEBU CITY – A 31-year-old woman lost more than P200,000 in cash and valuables to an alleged swindler in Barangay Tayud, Consolacion, Cebu last Friday.
Christina Pepito, who reported the incident to the town police, was still bewildered as to how she lost her cash and valuables to the female swindler.

“Mura kuno siya og gi (It was as if she was) hypnotized,” said Police Officer 1 Baltazar Francisco of the Consolacion Police Station.
Pepito said she had just sold scrap metals when she met the culprit on the road in Sitio Bagakay. The woman, Pepito said, started talking to her.
For no reason, Pepito said she gave her cash and valuables to the woman, whom she failed to identify.
Pepito said she lost her P48,000 cash, four gold necklaces worth P88,000, two gold bracelets worth P15,000, four gold rings worth P20,000, three pairs of gold earrings worth P15,000, three silver necklaces worth P15,000, two pairs of earrings worth P1,500, a wedding ring worth P2,000, a cellular phone worth P2,200, and grocery items worth P1,500.
The police are still conducting a follow-up investigation to identify the woman and file charges against her.
Last Wednesday, a 24-year-old Japanese national was also victimized by a female swindler. She lost her cash and four cellular phones, estimated to be about P160,000.
Rizako Takahashi, 24, reported the incident to the Theft and Robbery Section (TRS) of the Cebu City Police Office.
She said she was walking when a woman approached and befriended her. Takahashi, however, could not tell the exact location where the alleged swindling took place.
The woman reportedly persuaded Takahashi to play a card game with her.
The woman, however, tricked Takahashi and took her money and cellular phones.
The TRS said they have received reports of foreigners being tricked by a woman who uses card games.

Senate to begin debates on 2013 national budget
About Angeles City, Clark, Subic and Pampanga, News About Clark, Press ReleasesSENATORS will hold hearings beginning on Monday on the proposed P2.006-trillion national budget for next year to ensure its passage before yearend, Senate finance committee chairman Franklin Drilon said.
The budget season will kick off with a two-day briefing by the inter-agency Development Budget Coordination Committee (DBCC) on macro-economic targets, revenue generation and expenditure programs in 2013.
The DBCC, which prepares the national budget, is composed of the Secretaries of the Department of Budget and Management (DBM) as chairman and of the Department of Finance and the National Economic and Development Authority (Neda) as members.
The Office of the President is also a member, and the Bangko Sentral ng Pilipinas (BSP) serves as a resource body.
After the DBCC are hearings of the finance sub-committees on the proposed budgets of various national government departments, as well as of government-owned and controlled corporations (GOCCs) starting Wednesday with the Commission on Elections (Comelec) being the first to be grilled.
The Comelec earlier slammed the DBM for trimming its budget from the proposed P24 billion to only P8 billion to conduct the midterm and barangay elections to be held in May and October 2013, respectively.
Comelec Chairman Sixto Brillantes said the budget is not enough considering payment to teachers and the military who will be tapped to ensure peaceful elections.
But Malacañang said the Comelec has enough savings to bankroll operations after it decided to buy over 80,000 precinct count optical scan (PCOS) machines that were used in the 2010 presidential election.
President Benigno Aquino III has since promised to act as mediator to resolve the impasse.
Expected to get attention as well is the conditional cash transfer – the administration’s flagship poverty alleviation program – because of its huge allocation.
The Department of Social Welfare and Development (DSWD) will get P44.26 billion to implement the CCT in 2013, an increase of 12.2 percent from this year’s allocation of P39.45 billion.
The hearings by the sub-committees are expected to last until end of October creating ample time for plenary deliberations by November, said Drilon.
He said Congress will be able to pass the budget before December 31, a trend, which began on Aquino’s assumption to power in 2010.

Health office probes sexual assault on bar girl
About Angeles City, Clark, Subic and Pampanga, News About Clark, Press ReleasesANGELES CITY — The City Health Office is now conducting an inquiry regarding the reported sexual assault incident involving two government employees assigned at the licensing division of the city’s social hygiene office.
The unidentified City Government staff reportedly assaulted a bar girl at the Lacem (League of City Entertainers and Managers) office near the social hygiene office on June 25, 2012.
The girl was allegedly traumatized, and stopped working because of the incident.
Dr. Lenario T. Santos, city health officer, said his office is not authorized to conduct a formal investigation but initiated an inquiry to determine the veracity of the report.
Santos expressed doubts about the suspects’ identity, saying there is a possibility that they belong to other government agencies.
Despite this, Santos said he already relieved his male staff assigned at the social hygiene office.
In his letter to an organization helping the girl dated August 1, 2012, Santos said that “from now on, there will be no male officer that in any way may converse with an entertainer applying for work permit and license.”
“I’ve read your letter last night. The very first thing I did next morning was to conduct an investigation. I talked with all male staff of the office in question asking about these absurd activities. Of course, no one admitted doing such. The first step I did is to remove male workers in desks that attend to entertainers seeking license to work and replaced them with female employees,” Santos stated in his letter.
The health officer also said that he will talk to floor managers of establishments to find one or two female entertainers who were victims in the past.
The victims may identify the ones who perpetrated the crime, according to Santos.
“Appropriate punishment will be meted out to these vermins. Be assured that this complaint of yours will reach the top officials of the city. Thanks very much for issuing this alert,” Santos also told the organization.
The city health office will also relay gathered information to the city’s legal department headed by lawyer Reymon Fabros and the office of Mayor Edgardo Pamintuan, Santos told Sun.Star Pampanga on Sunday.
Santos also made an assurance that he will not tolerate misconduct of employees in his office.

Porac mayor orders closure of Manuali transfer facility
About Angeles City, Clark, Subic and Pampanga, News About Clark, Press ReleasesPORAC — Mayor Condralito dela Cruz said over the weekend that he has ordered the closure of the Manuali transfer facility here, as the town is now implementing a strict “no segregation, no collection” policy among all its barangays to reduce the total generated garbage here.
“The facility is now totally closed,” Dela Cruz said.
Dela Cruz told Sun.Star Pampanga that the move is in compliance with government standards on solid waste management and a serious response to the call of Governor Lilia Pineda to implement a strict segregation programs in barangays so that only residual waste is collected for disposal in landfills outside Pampanga.
“We have met with various barangay and community leaders and we are now implementing the program. If it is not segregated, we will not collect it,” Dela Cruz said.
Dela Cruz said that segregation helps in recycling waste that could still be reused, like plastic bottles, newspapers, plastic bags, cans and the like.
He said that segregation is also the start of community awareness towards the importance of caring for the environment.
To facilitate the further segregation of collected waste, Dela Cruz said he has ordered a material recovery facility to be operational in Barangay Mitla.
In a meeting with village chiefs and garbage collectors of the town, Dela Cruz and Vice Mayor Dexter David said the “no segregation, no collection” policy will take effect immediately, and violators, from the household source to those found dumping garbage indiscriminately along waterways and public places, would be dealt with accordingly based on the provisions of Ecological Solid Waste Management Act 9003.
The mayor added that they welcome the plan of Pineda to privatize the solid waste management programs for the province.
He said millions each year is devoted to garbage collection and disposal alone in Porac town.
Pineda earlier said she is seriously considering privatizing the garbage disposal of Pampanga in a bid to save on enormous cost on garbage collection and provide an effective garbage segregation program.
The governor said the move will greatly help local government units meet garbage costs. She said the province will at least spend P1 billion in garbage disposal and segregation if the Provincial Government will be taking care of garbage collection.
“Even now, the municipalities are already spending a big amount of money on garbage collection,” Pineda said, stressing that communities should also have a responsibility towards their own garbage and help their respective local government units.
Under the plan, households in respective barangays would be asked to chip in a small amount for the garbage generated in their respective homes. The garbage generated should be segregated and only residual garbage should end up in dumpsites.
The Provincial Environment and Natural Resources Office (Penro) earlier projected a total of P1.4 billion annually for the hauling of the garbage produced by all towns in Pampanga to the Kalangitan Sanitary Landfill in Capas, Tarlac.
Arturo Punzalan, Penro chief, said this during the presentation of the current situation of various dumpsites in the province with local chief executives, environmental groups and other stakeholders.
“Ang gastos pa lamang natin sa hauling ng basura ay P15,000 kada truck,” Punzalan said.
He said the current condition of the open and controlled dumpsites has reached an alarming state.
This came despite the massive campaign by Penro last year on waste segregation, including the establishment of clustered material recovery facilities in various localities.

Dengue claims 2; cases still rising
About Angeles City, Clark, Subic and Pampanga, News About Clark, Press ReleasesCITY OF SAN FERNANDO – Two residents of this city died due to dengue, while 489 confirmed cases were recorded based on reports of the Regional Epidemiology and Surveillance Unit (Resu).
Resu chief Jesse Fantone said this city has a high incidence of dengue in its communities particularly in Barangay Quebiawan.
This report was presented to public health doctors, including municipal health officers, in various municipalities in the province in a recent meeting held over the weekend.
City Health Officer Dr. Eloisa Aquino was absent during the meeting to confirm or deny the figures on dengue cases in her area of responsibility.

About Angeles City, Clark, Subic and Pampanga, News About Clark, Press ReleasesSTO. TOMAS — Mayor Joselito Naguit said over the weekend that the P9.5 million in cash advances he allegedly made for the months of May to November 2011 were all returned, accounted for to the last centavo and deposited in the municipal fund of Sto. Tomas.
This, Naguit said, is contrary to the accusations of former municipal administrator Rodelio Garcia that the amount was used by the local chief executive for his “personal gains.”
In an exclusive interview with Sun.Star Pampanga at his house Saturday afternoon, Naguit pointed to attachments — bank statements and journal entry vouchers — in his counter-affidavit submitted to the Office of the Deputy Ombudsman for Luzon on July 23 this year.
“Contrary to the allegations of the former municipal administrator, each and every cash advance was duly accounted for and returned not even fully used or liquidated but directly deposited in the municipality’s PNB Bank account, within the parameters required by law. There were seven withdrawals corresponding to seven cash advances and there also seven deposits equivalent to the seven withdrawals. There was a total amount of P9.5 million in cash advance for the period of seven months from May to November in 2011 and no less than P9.5 million was likewise deposited for the said cash advances,” he said.
“None of those took more than 30 days from withdrawal to return as predominantly un-used cash advances because their intended contingency or purpose were no longer needed or did not fully materialize,” he said.
He added: “There were actual withdrawals made in support of the cash advances but all were regular, fully documented and were in accordance with accounting principles observed by the local government of Sto. Tomas.”
Naguit vehemently denied the claims of Garcia that the cash advances from the general fund that were allegedly “later on shifted as a misappropriation of the 20 percent development fund” were used for his personal gains like his alleged “jueteng” business in Tarlac and restaurant in San Matias.
“None of those funds is unaccounted for and were taken by myself for the purpose of covering my alleged losses in an alleged jueteng operation or STL business, or for the purpose of building a restaurant. I am not the owner, incorporator or stockholder of that Northrails Resources Inc. Garcia is pointing to as the STL (small town lottery) operator in Moncada, Tarlac. I am not aware of their dealings and of any jueteng operations in that province. In my SALN (statement of assets, liabilities and net worth), the said corporation is nowhere to be found and my name never appeared in their corporate documents. I do not own, operate and am not interested in STL business or jueteng operation especially not in the province of the President,” he said.
“Funnside Ningnangan is not one of my assets as reflected in my SALN but is actually owned by my brother, Architect Josefino F. Naguit Jr., in equal partnership with Librada G. Manlapaz of Apalit. The restaurant is a small partnership in the amount of P1 million and not P4.5 million as Garcia impressed that would need three months of cash advances to be completed. It is a known fact that our family has been in businesses even before I ventured into politics. And Garcia knows that fully well,” he said.
“Simply put, nothing is missing contrary to the allegations of the former municipal administrator whom — for the record — I fired because of unprofessional behavior and petty misconducts about money. For a fourth-class municipality like Sto. Tomas, which is IRA (internal revenue allotment) dependent, with just P54 million in total income (which is not readily available at the start of the year but given monthly at around P4 million), the non-return of the alleged malversed P9.5 million would paralyze the municipality. Hence, to take P1.5 million each every month for seven months would be tantamount to not being able to give the salaries of most municipal employees or failure to operate the various offices since the current operating expenses of the municipality for 2011 which includes the salaries of employees is more than 50 percent of the total budget of the municipality. Again, nothing is missing,” he said.
Naguit reiterated that the belated filing of the charges against him is pure harassment and is clearly politically motivated.
In his affidavit, the mayor noted: “If indeed there was misappropriation of the subject amount, how come from May 2011 it is only now after he (Garcia) became closely associated with the incumbent vice mayor that he is complaining. The only reason he did not file any case at the time of the questioned transaction is because the said transactions were done in accordance with the law and there was never any single centavo unaccounted for. On the other hand, the only reason for the belated filing of the case is to harass me as revenge for not agreeing to extend and prolong his appointment as municipal administrator.”
“More importantly, the present complaint is a political tool to discredit my third term re-election bid this coming election. In fact, this is the ultimate goal and the very reason why another person associated with the vice mayor is also… filing two complaints on the same subject matter, one with the Commission on Audit and another with the Office of the Local Government Finance (Department of Finance). To make it simple, the present case is merely a harassment suit for political mileage and for the purpose of discrediting my person for the ultimate purpose of having the possibility of my person being suspended,” the mayor said.

Guv leads opening of roads in Sta. Ana
News About ClarkSTA. ANA – Pampanga Governor Lilia Pineda led the inauguration of the newly constructed roads in various barangays here on Tuesday.
The roads were constructed in the barangays of San Pedro, Sta. Lucia, San Nicolas, and San Joaquin to provide convenience to residents.

Engineer Mon Sagum, owner of Edmari Construction and Trading, which constructed the roads, said the funds came from the Provincial Government.
“Nung 2011, nagbigay ang kapitolyo ng P4 million sa munisipyo ng Sta. Ana na siyang ginamit sa pagpapagawa ng daan sa apat na barangay na tig-iisang milyon,” Sagum said.
The contractor stated that Municipal Government likewise received the first P4 million in 2010. The money was spent in constructing two classrooms in Barangay San Pedro here.
“Yung natitirang dalawang milyon ay pinagpagawa ng dalawa pang kalsada sa Santiago at isa pa sa San Joaquin,” he added.
Pineda, during the inauguration, was welcomed by Mayor Rommel Concepcion together with other local officials and residents.
The governor was accompanied by Board Members Monina “Mons” Laus and Trina Dizon.
Earlier, the Provincial Government has provided P80 million for the priority development projects of 20 municipalities in the province. Each municipality got a share of P4 million.
The same is intended for the reconstruction and rehabilitation of calamity damaged infrastructures.

Kapampangans get “yellow cards”
News About ClarkCITY OF SAN FERNANDO -– The distribution of “yellow cards” under National Households Targeting System–Poverty Reduction program has recently benefited more than 6,900 residents in three towns in the province.
The distribution of the health cards was spearheaded by Governor Lilia Pineda and other provincial elected officials in towns of Magalang, Lubao, and Sta. Ana.

According to Pineda, the yellow cards came from the National Government as part its attempt to provide affordable and quality health care to the poorest of the poor in the province.
The beneficiaries, after verification and correction of wrong entry in the yellow cards, are also set to receive permanent cards which they will use every time they avail the benefits of the said health program.
In Magalang town, some 2,073 residents gathered on Friday in front of the municipal hall to welcome Governor Pineda. Each of them was given yellow cards which they can use to pay hospital bills and other health services for two years.
In Lubao town, more than 3,800 resident-beneficiaries also received yellow cards.
The beneficiaries were identified by the National Government through a census conducted prior to the implementation of the program.
In Sta. Ana town, Mayor Rommel Concepcion, has led some 1,106 resident-beneficiaries in a simple ceremony held the other day in a covered court in Barangay San Joaquin here in connection with the distribution of the said cards.
Pineda, meanwhile, reminded the beneficiaries to safe keep their cards at all times to avoid inconvenience in availing the benefits.
“Ingatan yula pu ren uling mahalaga la den. Pag me hospital kayu ala na kayong bayaran. Zero balance la kasi. Kaya maski nun kayo munta dapat dadalan yula deni uling tatanggapan dala maski nukarin,” the governor said.

Communist group leader out on bail
News About ClarkCAMP OLIVAS, Pampanga — Emmanuel Bon Alejandrino, the Supremo of Hukbong Mapagpalaya ng Bayan (HMB), who was arrested on Monday has posted bail amounting to P240,000 and was released from the Provincial Jail Friday.
Superintendent Jhoan Ponseca-Rosales, chief of Pampanga police operation branch, said Alejandrino’s bail was approved by Executive Judge Edgar Chua of the Regional Trial Court branch 47.

Alejandrino and his companions identified as Jose Tungol, Anthony Mamangun, Demetrio Lajom, Anthony Dizon, Ferdinand dela Cruz were arrested during a raid in three houses in Barangay Cupang, Arayat, around 5 a.m. Monday.
Rosales said Alejandrino’s son, Melvin, was not in their house when the

Rosales said that the P240,000 bail is for the three unlicensed firearms of Alejandrino.
Alejandrino was released from the Provincial Jail at 4:15 p.m., according to Rosales.
“Sinundo siya ng kanyang mga supporters sakay ng ilang sasakyan at may nakalagay pang yellow ribbon sa kani-kanilang mga behikulo,” said Rosales.
Rosales also said five others who were arrested could post their bail on Monday “kasi wala pa rin daw pera.”

Tomas municipal administrator Rodelio Garcia clarified on Friday that the charge of malversation and other cases he filed before the Office of the Ombudsman against Mayor Joselito Naguit and two other officials in his administration “is not politically-motivated nor a form of political harassment.”
During a press conference in a restaurant in this city, Garcia said “no other politician or Sto. Tomas official was behind” his appearance and accusations.

“I filed the charges and publicly appeared in my personal capacity with no one behind me. It is for the cause of the people of Sto. Tomas and is not politically-motivated as Mayor Naguit says. Dapat lamang malaman ng taong bayan na marami ngang ginagawang maganda si mayor pero marami rin ang hindi maganda at ang mga ito ay dapat maisiwalat,” Garcia said.
He added that he had “not received any invitation” from the other camp contrary to rumors that he would be included in the line-up of the other party in 2013.
“Wala pa. There are no invitations for me to run for a post in 2013 except for a phone call one time from vice Mayor Ninang Ronquillo asking me to explain why may ganito ngang mga kaso ako laban kay Mayor Naguit,” added Garcia, categorically stating he was “not interested in politics.”
However, Naguit stood by his ground and reiterated that Garcia’s accusations are being prompted by his political detractors.
“How can it not be politically motivated? Kinupkup na siya ng mga Ronquillo at doon siya nakatira sa bahay nila sa Quezon City. Even the car he is driving and using now is from them. There is absolutely no truth at all that his actions are not politically motivated or prompted by someone behind him,” Naguit said.

Swindler ‘hypnotizes’ woman, takes P200,000

CEBU CITY – A 31-year-old woman lost more than P200,000 in cash and valuables to an alleged swindler in Barangay Tayud, Consolacion, Cebu last Friday.
Christina Pepito, who reported the incident to the town police, was still bewildered as to how she lost her cash and valuables to the female swindler.

“Mura kuno siya og gi (It was as if she was) hypnotized,” said Police Officer 1 Baltazar Francisco of the Consolacion Police Station.
Pepito said she had just sold scrap metals when she met the culprit on the road in Sitio Bagakay. The woman, Pepito said, started talking to her.
For no reason, Pepito said she gave her cash and valuables to the woman, whom she failed to identify.
Pepito said she lost her P48,000 cash, four gold necklaces worth P88,000, two gold bracelets worth P15,000, four gold rings worth P20,000, three pairs of gold earrings worth P15,000, three silver necklaces worth P15,000, two pairs of earrings worth P1,500, a wedding ring worth P2,000, a cellular phone worth P2,200, and grocery items worth P1,500.
The police are still conducting a follow-up investigation to identify the woman and file charges against her.
Last Wednesday, a 24-year-old Japanese national was also victimized by a female swindler. She lost her cash and four cellular phones, estimated to be about P160,000.
Rizako Takahashi, 24, reported the incident to the Theft and Robbery Section (TRS) of the Cebu City Police Office.
She said she was walking when a woman approached and befriended her. Takahashi, however, could not tell the exact location where the alleged swindling took place.
The woman reportedly persuaded Takahashi to play a card game with her.
The woman, however, tricked Takahashi and took her money and cellular phones.
The TRS said they have received reports of foreigners being tricked by a woman who uses card games.
