SINA Police Inspectors Mavidette Ongjunco at Arnel Cera ay dapat lamang bigyan ng parangal ng Philippine National Police (PNP) dahil sa kanilang ginawang pag-asiste sa ginang na nanganganak sa loob ng passenger bus.

Sakay sina Ongjunco at Cera ng Five Star air-conditioned bus patungong Pangasinan nang isang pasahero ang humingi ng tulong dahil malapit ng manganak si Mary Rose Palisoc, residente ng Bulinao, Pangasinan.

Nasa vicinity ng Sta. Ignacia, Tarlac ang bus nang sumakit ang tiyan ni Palisoc kaya naman hindi nagdalawang isip sina Ongjunco at Cera na tumulong.

Nailuwal naman ng maayos ang baby boy ni Palisoc sa tulong ng dalawang Police Inspector.

Eksatong 11:55 am nang maipanganak ang batang lalaki sa vicinity ng Sta. Ignacia, Tarlac.

Ang dalawang Inspector ay nanghingi ng “towels” sa mga pasahero ng bus upang pambalot sa bagong silang na Baby Boy.

Lahat ng mga pasahero ng bus ay natuwa at nag-cheer pa sa bagong Baby Boy na isinilang sa loob ng bus.

Dineretso naman ng drayber ng bus sa Don Gilberto Teodoro Memorial Hospital (dating Camiling Hospital) sa Barangay Malacampa para matignan ang bagong silang.

Mabuti naman ang kalagayan ng nanay at ni baby boy nang tignan ni Doctor Joel Tuquero.

Si Ongjungco ay isang registered nurse at si Cera naman ay nagtapos ng Criminology, ayon kay Senior Superintendent Alfred Corpus, Tarlac police provincial director.

Ang dalawang sikat ngayon na Inspector ay sumakay sa nasabing bus matapos sila dumalo sa bloodletting sa Capitol ng Tarlac City.

Ang dalawa ay sumasailalim sa Field Training Program-On the Job Training (FPT-OJT) sa Camiling Police Station at nagkataon naman noong araw ng Biyernes ay lulan sila ng Five Star bus.

Sa ginawa nina Ongjunco at Cera naging maganda ang image ng PNP.
Naging sikat pa ang dalawa ngayon hindi lang dito kahit sa labas ng bansa dahil nasa internet na ang mga ito.

Kaya mga kabaro nina Ongjunco at Cera, gayahin ninyo sila. Kahit ano ang Call of Duty basta kayang tumulong….

Sabi nga ng isang Superintendent sa Dateline, ang ginagawa ng dalawang Inspector ay bahagi ng PNP’s Call of Duty.

Sana naman bigyan ng Special Awards ang dalawa ni Chief Superintendent Edgardo Ladao, Police Regional Office-3 (PRO3) director.

Binabati naman ng Dateline ang dalawang Police Inspector sa kanilang pag-asiste sa ginang. Paano kaya wala sila, ano kaya nangyari kay Ginang Palisoc?

Sa kanto ng Magdalena road sa Palawe ay mayroong nakaparadang mobile car, at dalawa hanggang tatlong pulis ang nagbabantay.

Sa kahabaan naman ng Lazatin boulevard ay mayroon din isang FB Mitsubishi patrol vehicle ang nakaparada doon.

Ang nasabing FB patrol vehicle ay paiba-iba ng area para naman hindi ma-monitor ng lawless elements na gustong gumawa ng illegal sa lungsod.

Kaya naman naging maayos ang peace and order situation sa City of San Fernando sa ginawang pagde-deploy ng PNP personnel ni Superintendent Ricardo David, hepe ng lungsod.

Congrats sir. Sana tuloy tuloy ang police presence sa lungsod ng sa ganoon magdadalawang isip ang mga lawless elements na gumawa ng masama sa City of San Fernando.

EVERYTHING has turned rosy for the local carriers after the European Commission, the executive body of the 28-member European Union, lifted the ban on the direct flights of Philippine Airlines to the rest of Europe. The new development in the aviation industry will likely move the US’ Federal Aviation Authority to upgrade the rating of the country and allow the entry of local carriers to the continental United States.

PAL was allowed to fly direct to Europe last July 12 after the EC decided that the local carrier had already addressed aviation safety concerns.

Another local carrier – Cebu Pacific – was however relegated to the background amid the June 2 crash landing in Davao City which left passengers seething in anger after they were apparently “neglected by the crew.”

Last week also, representatives of the FAA arrived in the country to reassess the aviation safety standards of the country. The reassessment was supposed to run until the end of this week but the FAA regulators left last Friday after the positive response from the European Commission.

It only means one thing. The Philippines will soon get back its Category 1 rating that will allow local carriers to fly directly to Europe and the US while foreign carriers will start flying into the country. Even CAAP Director General William Hotchkiss was optimistic that the country will get back the Category 1 rating.

This also means that foreign carriers can now launch direct flights to and from the Clark International Airport. We had been anticipating this for a long time as the Emirates Airlines and Qatar Airlines come in with both guns blazing. The Middle East flights are like airbridges between Luzon and the Middle East and it will change the face of the aviation industry in the country.

“Today we confirmed our willingness to remove Philippines airlines from the list as they show real commitment and capacity to implement international safety standards in a sustainable manner,” said EC Vice-President Siim Kallas.

The lifting of the PAL ban was based on EC’s assessments of PAL’s ability to follow aviation safety regulations. Safety experts of the EU Air Safety Committee coming from each of the 28-member states participated in the review. “This is a confirmation of the great work performed by our Filipino partners, especially [Civil Aviation Authority of the Philippines] and Philippines Airlines, in addressing air safety issues,” according to European Union Ambassador Guy Ledoux.

Meanwhile, PAL was already planning to launch flights to popular destinations as London, Paris, Frankfurt, Amsterdam, Rome and Madrid. But will it be most economical to fly PAL instead of foreign carriers such as Emirates Airlines, which is the favorite airline of Europe-bound Filipino passengers? If PAL will have costly tickets to Europe, travelers will opt to take other airlines. PAL will now face a stiff competition because KLM has also returned to the Philippine skies.

For the residents of Central and Northern Luzon, taking the Emirates Airlines will be most economical and pleasurable because Clark airport is near. Travel agencies should now connect with the Dubai Tourism for the development of the Clark route. Arab tourists are also now frequenting the North particularly Baguio City enjoying the rains in the Summer Capital. “They (Arabs) just go out in the rains and enjoy it very much,” said the affable lady tourism official who visited Clark airport recently.

So after the absence of 15 years, local carriers can now relaunch flights to Europe. Well, should we rejoice? Local carriers should not sell their allotted seats for them negotiated under the Bilateral Air Agreement because it will inadvertently increase airline tickets and the unassuming passengers will carry the burden. It’s like local carriers are not actually flying but they were actually earning at the expense of poor passengers. I am hoping that we will have none of that but others will have to do it to survive in the fierce competition.

PamCham leads organization of San Simon biz council

SAN SIMON — This town will soon have its own business council as the Pampanga Chamber of Commerce and Industry (PamCham) attended and assisted in the organization of the San Simon Business Council and election of their interim board of directors.

The move came upon the invitation of the Municipality of San Simon led by Mayor Leonora Wong and Department of Trade and Industry Pampanga headed by Provincial Director Len Ordonio.

PamCham, through Vice Chairman Rene Romero and President Jim Jimenez, shared and discussed PamCham’s continued efforts at promoting the interest and welfare of the business community in the whole province of Pampanga.

Both PamCham officials acknowledged the laudable initiatives of the leaders of San Simon’s business community and the commendable effort of the lady Mayor in reaching out and soliciting their participation in her governance.

President Jim Jimenez noted that the full development and charting of the business goals of a town depend on its local business leaders.  He further praised the initiative of the San Simon Business council in seeking the assistance of PamCham in this initial stage of their organization and choosing to consider the council’s affiliation with the provincial chamber.

Vice Chairman Rene Romero, himself a native of San Simon, expressed elation over the considerable improvement in the economy of his hometown.
He noted the admirable initiative of the town’s chief executive for initiating the partnership which will undoubtedly inspire the business sector to proactively instigate efforts at proposing developmental partnerships with the local government and themselves initiating programs at promoting the town’s economic potentials for investments.

The business council will serve as the town’s consultative body in terms of business and other related issues concerning the sector.  The council will also serve as the official voice of the business sector in the town looking into the concerns of the business community and the community as a whole.

The council was also encouraged to take up corporate social responsibility programs on environment, employment and livelihood and community development.

DTI to launch SME Roving Academy in Pampanga today

CITY OF SAN FERNANDO — The Department of Trade and Industry (DTI) will be launching the Small and Medium Enterprises (SME) Roving Caravan here today at the Regional Government Center in Barangay Maimpis in a bid to drum up support for the small and micro entrepreneur sector.

The DTI said that the SME Roving Academy (SRA) is a strategy to bring the government to SMEs to assist them grow from micro to small then medium and ultimately become large enterprises until DTI.

The SME Roving Caravan is an institutionalized provision of business development services which converges all concerned government agencies to come up with a unified action plan for SMEs.

SRA is a continuous learning program for the development of MSMEs to become competitive in the domestic and global markets. SRA has seven learning stages, namely: startup and capability building stage, market awareness stage, market readiness stage, export readiness stage, export market entry stage, export sustainability stage, and export expansion stage.

DTI can link MSMEs to these partner agencies for the trainings that are not within the trade office’s interventions.

Jerry Clavesillas, director 3 of the Bureau of Micro, Small, and Medium Enterprise Development (BMSMED) of DTI earlier said that three strategies are involved in the implementation of SRA: integrate the business development services for MSMEs at the national and local levels; establish the provincial, regional, national entrepreneurship development networks; and manage an inclusive promotion program.

Mushroom cultivation seminar set

BACOLOR, Pampanga — The Kapampangan Development Foundation (KDF), in cooperation with the Department of Agriculture, will be starting a mushroom cultivation seminar on August 2 at the Don Honorio Ventura Technological State University (DHVTSU) here.

KDF president Benigno Ricafort told Sun.Star Pampanga that the event is part of the ongoing livelihood programs of their organization, which promotes livelihood generation through local empowerment of various community sectors.

The upcoming seminars will deal with organic mushroom production and invites farmers and indigents here to participate in the seminar program.

Participants may visit the KDF office at the Jose A. Datu Medical Center here or inquire at the Social Action Center in Barangay Maimpis, City of San Fernando.

KDF was established by Kapampangans living outside of Pampanga to provide development, medical, and social programs for Pampanga. KDF, with its operations base at the Jose A. Datu Medical Center, has been able to facilitate the distribution of hundreds of leg prosthesis to amputees of Pampanga; provide dozens of reconstructive facial surgeries, and cataract operations to indigents.

Smart leads Globe anew in NTC tests

CITY OF SAN FERNANDO — The latest network quality tests conducted for the second quarter of the year by the National Telecommunications Commission (NTC) shows once more the mobile phone network of Smart Communications, Inc. (Smart) outperforming competition, according to the company spokesperson.

“Just as in the last quarter, Smart had a clear edge in all five parameters of the 2nd Quarter Quality of Service (QoS) Benchmarking tests of the NTC,” said Smart public affairs head Ramon R. Isberto.

Smart beat its competition in the Blocked Calls or Grade of Service (GoS) parameter, with only 1.26 percent of calls made on the Smart network not connecting successfully, versus 1.46 percent of Globe Telecom.

Smart had a Drop Call Rate (DCR) of only 1.07 percent against the minimum 2 percent DCR standard. Globe also had more dropped calls, again with 1.40 percent of incoming calls made on the Globe network terminating involuntarily.

Smart also led in terms of Average Receive Signal Level, registering -65.52 dBm against Globe’s -71.45 dBm. This parameter measures the signal strength provided by the serving cell site to the mobile handset of the subscriber while a conversation is ongoing, and results that are closer to 0 are considered better.

Smart was also ahead in the Average Signal Quality category. Smart scored 0.72 while Globe scored .91, against the minimum acceptable range of from 0 to 4, or the closer to 0, the better. This shows that Smart had better voice quality transmission.

Smart also outdid the competition in terms of Call Set Up Time, or the time it takes for a network to activate the called party. Smart met quality standards with a score of 11.12 seconds, versus Globe’s 12 seconds. The acceptable industry standard is below 14 seconds.

“These numbers only validate what Smart subscribers experience, that of a mobile service that is clearly superior in terms of reliability, quality, and coverage. To us it’s a reminder to keep improving and strengthening our network even as we move to more advanced services like LTE or Long-Term Evolution,” Isberto said.

LTE pioneer Smart continues to have the widest LTE coverage in the country, with subscribers enjoying the world’s fastest mobile broadband in over a hundred cities and municipalities, and in close to a thousand establishments.

Smart’s parent company, PLDT, has over 71.7 million cellular subscribers under the wireless brands Smart, Talk ‘N Text, and Sun Cellular, as of end-March 2013. DA: Slow documentation may jeopardize crop insurance in Central Luzon

CITY OF SAN FERNANDO — The Department of Agriculture (DA) said that a P30 million fund has now been forwarded to the Philippine Crop Insurance Corporation (PCIC) for the coverage of 62,000 hectares of flood risk farmlands in Pampanga and Central Luzon (CL), but slow documentation on the part of municipal agriculturists may leave farmers in the countryside with no insurance coverage in rainy season.

DA Regional Director Andrew Villacorta told Sun.Star Pampanga that the fund is now ready and it is only a matter of municipal officials finalizing their respective master lists.

He added that they are calling on local officials to inform farmers in flood-risk areas of the program and expedite their respective lists to cover farmers in the program.

The crop insurance programs entails a premium on the part of the farmer of P500 per hectare which then translates to P3,000 if the farm is hit by floodwater and has damaged crops.

Farmers are also given an option to increase their enrollment coverage beyond the P500 premium to avail of bigger assistance.

The coverage would enable farmers, through their cooperatives or groups, to access the funds in disasters like floods that hit farmlands here yearly. The money may be used in buying new seeds or fertilizer and other farm inputs.

The DA said there are around 16,000 hectares and 13 hectares in Tarlac and Nueva Ecija identified as flood risk areas, with another 12,000 hectares in Pampanga. However, only 20 percent have been covered as of press time as DA still awaits other documentation requirements from different provinces for approval.

Villacorta said the move is part of DA’s initiative to achieve its production targets this season. He added that aside from the insurance coverage, DA has a buffer stock of 30,000 bags of certified seeds for seed subsidy for those that are not covered by the program or those that are not within the 62,000 hectares risk areas identified for coverage.

DA also called on local government officials to join in a counterpart program with DA in bringing more farmers into the insurance coverage and allocating at least P1,500 for farmers in the program to increase their enrollment premium or at least bring more farmers into the insurance coverage.

DA said it aims to achieve 3.6 million metric ton (mt) production of palay for this year. The Bureau of Agricultural Statistics, Villacorta said, has recorded 1.7-million mt production for the first semester of the year. He added that DA expects 1.9 million metric ton production this wet cropping season.

DA-3 has been topping DA’s production goals since last year reaching production goals and registering even substantial production beyond target goals.

THE operation of a business entity starts with the initial investment of cash by stockholders (the business owners), wherein a valuable resource (cash) is received by the business entity that in turn creates equity or an ownership claim (stockholders equity) of the business. The available initial cash from stockholders is then used to operate the business that in turn generates more cash that is either reinvested in the business or distributed to stockholders as dividends or profits. This is the business cycle in a gist.

The business cycle seems straightforward and simple; but operating the business to generate more cash is quite a complex process that requires right planning and execution across all levels of the business organization – from the high and mighty corporate board of directors, the top executive management, the middle management, and down to the supervisors and rank and file employees.

Before a company starts its business operations, it has to align all levels of the organization and lessen the complexities of business operations; and this is possible if a company has a vision of the future vivid picture of the company 10 or several more years, decades or generations from the time of incorporation. The vision of the future becomes the rallying point of all members of the corporate organization – their knowledge, skills, attitudes and values are harnessed, developed and focused in reaching the desired vision. A clear vision of the future for the company will indeed lessen the complexities in operating a business.

A clear vision of the future is what it takes to be successful for corporate or business organizations and even for individuals, associations or families; and that vision comes about when there is a need or a burning desire to do or achieve something – a purpose driven life or a life that was meant to discover the reason for our being.

In a way, a marriage relationship, created and made legal thru a marriage contract, is similar to a business organization. Couples, long before marriage, oftentimes set for themselves a vision of the future for both of them and their children. The matrimony makes legal the desire to create a future for couples just as an incorporation of a business makes legal its desire to achieve the company vision.

The operation of which I call a family entity, or the organization of the husband, wife and children, also starts with the initial investment of cash by the newly married couple whom I call family stakeholders. Similar to corporations, a valuable resource, which is cash, being part of the conjugal property is received by the family entity that in turn creates a semblance of equity or an ownership claim by the married couples to the family entity. The available initial cash from family stakeholders is then used to operate the family entity that in turn generates more cash, that is either reinvested in the operation of the entity for its further growth and attainment of the family vision, or distributed to the married couple (the principal family stakeholders), that may either form part of their retirement funds or shared to other family stakeholders (the children) to fund the childrenÕs own and personal vision of the future. This too is the family entity cycle in a gist.

I believe that the workings of a company or a business entity, organized by incorporators, and that of a family entity, that was formed by a couple, are quite similar; and I say that let us venture and uncover the similarities and follow the best practices of the most successful business entities and families. Right now, we know that both were created by law, both have visions shared across the organization, both use cash to grow more cash that is either reinvested in the operation of the entity or distributed to owners as dividends or profits, and to couples as either retirement fund or shared to other family stakeholders. From here, let us look into the operations of entities and copy and follow what works and discard what doesnÕt work.

Kumon, GEP: Maximizing a Child’s Potential

KUMON Philippines, recognizing that their associates and parents are their partners in the endless pursuit to maximize children’s potential, launched the Kumon Philippines’ Education and parenting Seminar (KPEPS), briefing of which was held at SM City Pampanga last July 13.

The first of two runs in the province, the next KPEPS seminar will be held in SM City Iloilo on August 3, Saturday, according to Kumon officials.

In Kumon Philippines’ effort to reach parents from the different parts of the country, they had decided to hold the seminar outside Metro Manila. KPEPS is usually being held in Makati, Pasay, Las Pifias, and just last year in Quezon City.

The Kumon Philippines’ Education and Parenting Seminar (KPEPS) series aims to educate and enlighten parents on the different topics that will aid in raising a responsible and happy child.

In this 6th year of KPEPS, Kumon Philippines has chosen to present Good Enough Parenting (GEP), because it shares a lot of views with GEP about parental role and responsibilities.

Good Enough Parenting

While no one’s parenting can ever be perfect, “Good Enough Parenting” can help show parents through a Movie Therapy, how to meet these core emotional needs, and provide parenting that is “good enough” to prevent “life traps” from developing in their children.

“In a world of too much information, “Good Enough Parenting” uses movies to teach parents how to meet core needs, and, at the same time, how to avoid passing down their own dysfunctional behaviors,” said Dr Jeffrey Young, of the Dept. of Psychiatry at the Columbia University, USA.

OVER a year after the creation of Pampanga’s 3rd city, the best is yet to come to Mabalacat City which plays host to the ever growing Clark International Airport.

During the CSR activity of the Community Relations Department of Clark airport in Barangay Sapang Biabas, I had the chance to talk with Mayor Marino “Boking” Morales, the effervescent smile and good looks still visible. Morales told me that the city government will pursue development projects such as the multi-level public market that will be funded by the SM Group of business tycoon Henry Sy. “Ginagawa po natin ang lahat para mapabuti ang kalagayan ng ating mga nagtitinda sa public market at para na rin sa ating mamimili.”

Morales said the City Government and SM management had already been exploring avenues on the establishment of the new multi-level Mabalacat Public Market that will replace the old one along the MacArthur Highway. The first floor of the new Mabalacat Public Market will be devoted to the stall owners at the old public market.

A ‘Triple A’ slaughterhouse approved by the National Meat Inspection Service (NMIS) will also rise in the city. The chief executive said that more infrastructure projects had been realized under the city government, notable among them are the community high schools and a community college where hundreds of students are able to get quality and affordable education.

Morales said Mabalacat City will become the “next Makati north of Manila”, foreseeing the development of areas in Barangays Tabun and Dolores into a ‘central business district.’ The Clark Freeport Zone can actually extend the Freeport zone to include the northern part of Mabalacat where a wide swath of land is available for development. The area had been ravaged by the dreaded lahar flows in the past but slowly reemerging from the destruction wrought by the eruptions of Mt. Pinatubo in 1991.

Mabalacat City is a part of the Clark aerotropolis, an airport-driven development that is seen to generate economic activities in other areas encompassing the Clark airport.

The city plays host to the Clark airport and the Clark Freeport Zone. The modern Subic-Clark-Tarlac Expressway also cuts through the heart of Mabalacat City linking it to the deep-sea port of Subic Freeport Zone. “We have the international airport at Clark and we have the deep-sea port of Subic. Both will play a big role in the development of Mabalacat City,” said Morales, the only politician in Pampanga who graduated in the prestigious Asian Institute of Management.

The long-hackneyed “city of peace, progress and prosperity” has come full circle. Mabalacat has gone a long way and more developments will come.
