CAMP OLIVAS, Pampanga–A security guard is being hunted by police authorities after he shot dead a farmer in a breeding station of the Department of Agriculture (DA) in Tarlac City on Saturday.
Police identified the victim as Eusebio Criste, a native of Quezon City and stay-in contractual worker of the breeding station of DA Regional Field Office 3 located at Barangay Paraiso, Tarlac City.
According to police investigation, the victim was shot around 9:20 p.m. by Jefferson Palao, a security guard of the Tight-Guard Security Agency and Allied Service Inc. and assigned at the said breeding place.
Police said another security personnel, identified as Jonie Arano, who was near the area where the scene occurred, heard a gunshot at the guard house where the suspect was posted.
When Arano verified the origin of the gunshot, he saw the victim lying near the guardhouse while the suspect was nowhere to be found.

SAN LUIS, Pampanga – Luis Mangalus Taruc of this town, who lived a frugal life despite having a maximum of some 30,000 members of the Hukbong Bayan Laban sa Hapon (Hukbalahap) under his command from 1942 to 1954, was honoured by Pampanga local officials led by Gov. Lilia Pineda during the revolutionary leader’s 1st birth centenary on Friday.
Pineda, National Historical Commission of the Philippines (NHCP) commissioner Dr. Ferdinand Llanes, San Luis Mayor Venancio Macapagal, Board Member Fritzie David-Dizon, officers of the Holy Angel University’s Center for Kapampangan Studies (CKS) and relatives of Taruc officially unveiled the Luis Taruc Freedom Park in Barangay Sto. Tomas here.
The park, with an initial funding of P10 million from then Mayor Jay Sagum, was built in honor of Taruc who was from Barangay Sta. Monica here.
In her speech, Pineda said “the family of Ka Luis Taruc must be proud of his heroics because he is not just popular in Pampanga but in the entire country.”
Pineda, who vowed to prioritize agriculture in 2013, lauded Taruc for fighting for the rights and welfare of farmers in Pampanga and other provinces in Central Luzon.
“Ka Luis may not be too happy because up to now his dream to uplift the lives of farmers was not yet achieved,” said Pineda in the dialect. “I salute him for his solid principle and love for farmers.”
Pineda said the efforts of the Department of Agriculture (DA) and the Department of Agrarian (DAR) should be aided by the support of the provincial and local governments to sustain the programs beneficial to the some 33,000 farmers in Pampanga.
Former Angeles City Councilor Dr. Romeo Taruc, only child of the Hukbalahap leader, attended the ceremony for his father who died of heart attack at the age of 91 years old in 2005.
Dr. Taruc said his father “practically left no wealth for us.”
“My father spent for the education of my four children,” said Taruc, who was accompanied by Angeles City Acting Mayor Vicky Vega-Cabigting.
Dr. Taruc said the last message of his father to him “was continue serving the people.” The son became a four-time city councilor.
Robbie Tantingco, CKS director, said “not everyone may know that Taruc lived a frugal life despite his power then.”
Tantingco said Taruc had a “true love” from Pampanga but they didn’t end up together. He later married Feliciana Bernabe of San Miguel Bulacan who died when Dr. Taruc was two years old.
Dr. Taruc said the last message of his father to him “was continue serving the people.” The son became a four-time city councilor.
In his speech, Dr. Taruc said “Pampanga, Central and even parts of Laguna” were already free from the Japanese soldiers when the American troops arrived due to the efforts of Taruc and his men.
Llanes, who was invited by CFK consultant Lord Francis Musni in the celebration, said “Taruc was not too intelligent like the other communist leaders but he came from the ranks of the farmers, which is important.”
Llanes said “Taruc was a significant part of history but sometimes it’s forgotten.”
Mayor Macapagal said they will put a museum in the park with the assistance of the CFS and the Pampanga government.
For his part, Musni said “Taruc was a typical Kapampangan who dressed well.” He was a tailor who made “katya (loose polo shirt).”
Musni said when someone told Taruc his polo shirt was nice, he would give it to the person who made the compliment.
Musni said Taruc had asked no favour from presidents of the country, including the late former President Ferdinand Marcos who freed him after being in jail for 18 years.
After he helped the Americans defeat the Japanese during World War II, Taruc went underground in 1946 following the failed negotiations with then President Manuel Roxas. The succeeding negotiations with then President Elpidio Quirino also failed, paving the way for the creation of the Hukbong Mapagpalaya ng Bayan (HMB).
Taruc was apparently disappointed with governments after World War II because the top leaders had not prioritized the welfare of farmers and farm workers. It was the land lords that had benefited from the programs, actions and laws of the national governments.

CITY OF SAN FERNANDO–The provincial government has spent some P7 million for the purchase of 200 hand-held radio communication devices to be used for community-based early warning system in all towns and cities as part of its disaster preparedness plan.
Gov. Lilia Pineda said there is a need for immediate and accurate information in times of disaster to give early warnings and guidance to the whole community if so needed.
“Hence, the Capitol will provide the use of radio communication technology capable of reaching the whole community and the whole province. We envision to improve the monitoring and forecasting of information to guide the barangays and municipalities in times of calamities,” Pineda said.
This, according to her, prompted the provincial disaster risk reduction council (PDRRMC) to prioritize the purchase of radio equipment and establishment of communication centers.
The hand-held radios will be distributed to the MDAOs, municipal engineers and key persons of the rescue operation team in every municipality.
“The radio-based communication center could be utilized as scheme which mitigates the impact of disaster and develop preparedness measures in the whole province of Pampanga through the installation of a systematic communication and early warning system. The radio operators in the municipalities are tasked to transfer information and reports to the radio communication center managed by the PDRRMC and to the repeater in Clark,” she said.
Pineda told them that, with the radio communication devices, there are no more reasons for the delay of disaster reports coming from different municipalities.

Ikayu na mismu, ireport yu na agad ing malilyari king lugar yu (Now, we cannot reason out the lack of signal, no load or low-battery when we want to communicate with you. You can now report immediately whatever is happening in your area),” she told the MDAOs.
Engr. Lulu Alingcastre, provincial disaster risk reduction management officer, said immediate and fast communication is pivotal for the success of the every disaster plan; this is where warnings and reports emanate for further action and augmentation.
“We intensify the transmission of information and communication during disaster to prevent casualties and heavy damages. Through our radio devices, we can make early warnings and reports to deter bogus reports,” Alingcastre said.
Meanwhile, Gov. Pineda disclosed that the budget used for the purchase of the equipment came from the P25-million cash-prize for the seal of good housekeeping award received by the provincial government from the Department of Interior and Local Government (DILG). ●JENNA LUMBANG

CITY OF SAN FERNANDO–An international award-winning Kapampangan filmmaker is now a United Nations Educational, Scientific and Cultural Organization (UNESCO) laureate.
Richard Soriano Legaspi, a Carlos Palanca Award winner, and director of numerous independent films which had both recognitions local and abroad, is adding another feather in his achievements, being hailed as one of the laureates of the UNESCO in the Visual Arts category.
The last time a Filipino had this recognition was in the year 2002 where Lyra Abueg Garcellano was chosen in the said category.
In an exclusive interview, Legaspi said that “being a UNESCO laureate is like an eternal syndrome that will linger in my veins forever, a syndrome that will fuel me to create films and literary works that will serve as progenitor mirrors of awareness for Filipinos to start creating artistic projects for the responsible transformation of society.”
“This opportunity is more of a challenge on how I will use my talent and my passion for filmmaking to stimulate young minds to get involved in practices of social change through art,” he added.
The said award is under UNESCO’s scholarship program UNESCO-Aschberg Bursaries Program – UNIDEE (University of Ideas) which promotes the mobility of young artists in order to enrich their personal perspectives, to develop their creative project, enabling them to engage in a cultural diversity dialogue, according to its website.
He narrated that “after months of extensive deliberation by the UNIDEE panels about my works and proposed project about migration, the institution awarded me the highest scholarship of UNESCO given to an artist who will consider himself as ‘activator’ in creating projects for the responsible transformation of society—the UNESCO-Aschberg UNIDEE.”
The filmmaker is currently staying at Cittadellarte-Fondazione Pistoletto in Biella, Italy for the said educational program. In October, he will present an artistic and collaborative project for the UNIDEE in Progress – a public presentation displaying the development of the projects and the result of the researches.
UNIDEE in Residence runs for four months from June 12 to October 12, 2013.
Legaspi filed his application last August 2012 and was chosen among 300 entrants.
“I am very privileged because more than 300 artists in various disciplines all over the world applied for this educational program and I was given a chance. This is truly a remarkable juncture for me in a way that my films can perhaps contribute change or awareness in the human community,” he explained.
Legaspi is the director of “Manenaya” (waiting) which won Grand Jury Prize in the 8th Cinemalaya Film Festival 2012, which also competed in Jogja NETPAC Asian Film Festival in Indonesia; and, “Paano Ko Sasabihin,” which also won the Special Jury Prize, Audience Award and Best in Editing at the 2009 Cinema One Originals and a finalist at the Babel Film Festival in Italy.
Among other UNESCO laureates for visual arts are María Eugenia Rojas from Mexico; LucFosther Diop, Cameroon; Vilma Samulionyte, Lithuania; Elinat Moglad, Israel; Neema Lal, India; Mohamed Abdelkrim, Egypt; Karolina Bregula, Poland; Hanae Utamura, Japan; Paul Hage Boutros, Lebanon; Beatrice Wanjiku, Kenya; and Florencia Almiron, Argentina.

SAN LUIS, Pampanga–Fishing in the Pampanga River remains as the best alternative source of livelihood to residents in the coastal barangays here and in neighboring towns.
With the onset of rainy season, residents started readying things such as fixing their motorized banca and fishing gears for an alternative source of livelihood.
“When the rainy season starts, there are many fish that we can catch in the river. Fish, including shrimps, are big in sizes and many compared to ordinary days,” Orly Villegas, a resident here said.
Villegas said they are not regular fishermen.
He even classified themselves as seasonal fishermen who actually indulge into it only during rainy season.
“Most of us are construction workers and others are daily-wage earners. That’s why when rainy season comes, we are taking advantage in catching fish in the river,” he said.
He said that they could not depend on their works in construction, particularly during rainy season as most of of them do not have regular jobs during this time of the year.
With the deteriorating condition of Pampanga River due to continuing dumping of domestic garbage, they appealed to local officials and residents near the embankment to help protect and save the river.
The Pampanga River is considered by some local officials as the “biggest and longest” dump site in Central Luzon if not in the whole country. • (PNA)

The said mansion was where the president of the First Philippine Republic, General Emilio Aguinaldo, led the first anniversary of Philippine Independence from Spain in the year 1899.
Llanes explained that the Pamintuan mansion is “important” because it became the “center of government of the republic.”
“Kaya mahalaga ito dahil naging sentro ng pamahalaang republika. Ibig sabihin, while they were here, what they were doing? Planning the operation of war. Hindi na ito rebolusyon. Digmaan na ‘to (This is important because it became the center of government of the republic, this is war,)–people’s war,” he said.
The mansion became the headquarters of the Revolutionary Army under General Venancio Concepcion, in 1898, and General Antonio Luna, in 1899. It was also learned that Luna drew up plans there for the defense of Pampanga against the Americans.
The house became the official residence of President Emilio Aguinaldo from May to July 1899, during the war between the Philippines and United States of America.
It was also occupied by General Arthur McArthur and members of his staff in 1901, and served as the home of the Kamikaze pilots in 1944.
In the year 1981, the Pamintuan Mansion was bought by the Bangko Sentral ng Pilipinas (BSP). It was restored in 1983 and inaugurated in 1988 as Central Bank’s regional office.
It was in 2010 that the BSP stopped using the mansion and turned it over to the NHCP.

CAMP OLIVAS, Pampanga – Police arrested a notorious thief with the help of an application installed in an Apple Ipad which he took along with other valuables and cash money from a house located at 60-Acacia St., Gordon Heights, Olongapo City.
Chief Supt. Edgardo T. Ladao said the Olongapo police were able to trace the suspect identified as Jessie James Bandejas, 20, married and a resident of No. 80, Barangay Upper Kalaklan, Olongapo City.
Last Sunday, at around 7 a.m., the suspect ransacked the house of sisters Glorielie and Cherylyne Moril and took the victims’ black Apple Ipad worth P40,000, a Samsung smartphone, a wristwatch and cash money amounting to P10,500.
Police said the suspect entered the house of the victims by destroying the lock of the main door.
Upon discovery of the robbery, the victims immediately reported the incident to the Olongapo City police.
The sisters told investigators that they could track their stolen Apple Ipad through an application “Icloud-Find My Phone” installed in the gadget.
Using the said application police were able to trace the suspect at Paradito’s Beach Resort located along the National Highway in Barangay Lower Kalaklan, Olongapo City.
Like in other countries, authorities now can trace the location of suspected criminals through the “Global Positioning System” (GPS) installed in a stolen car or gadget.
The so-called modern technology is now being utilized by the National Bureau of Investigation and the Philippine National Police in their fight against organized crime groups in the country. ● Rudy Abular

LAGAWE, Ifugao – The provincial police director here called on the Clark International Airport (CIA) in Pampanga to pursue its plan to launch “taxi flights,” allowing tourists to have faster access to premiere destinations in North Luzon.
Senior Supt. Angelito Casimiro, Ifugao police director, said foreign tourists who landed at the CIA or the airports in Metro Manila had complained of the long hours of land travel to reach the rice terraces in this province, three of which are included in the UNESCO World Heritage Sites.
Casimiro handled tourism safety and community relations in Mindanao for five years and is now helping improve the facilities, including the comfort rooms, in the areas near the Banaue Rice Terraces.
“The tourists say it’s too long and we don’t have time when they learned that they need at least nine hours of one-way land travel to reach Ifugao or Sagada,” said Casimiro. He was referring to nearby Sagada town in Mountain Province, which is also a major tourist spot at the Cordillera Administrative Region (CAR).
Casimiro said they are looking at the Bagabag Airport in Nueva Vizcaya province as the “most ideal area” for the tourists to use after landing the CIA. It takes about an hour of land travel to reach Ifugao from Bagabag town.
Victor Jose Luciano, president and CEO of the Clark International Airport Corp. (CIAC), earlier said he was into talks with airline companies that will offer “taxi flights” and they will serve passengers coming from Luzon.
He cited the airports in Cuayan, Isabela and Bagabag.
“They are like taxi cabs that will pick up passengers in North Luzon. Then passengers will take on the flights at Clark,” said Luciano. He said that light planes carrying at least 10 passengers can be used for the airline service.
Luciano and other CIAC officials are now preparing the airport and its terminal for the Emirates’ daily Dubai-Clark beginning October.
Dubai, one of the members of the United Arab Emirates, is in the Middle East and is used as the major entry point of residents of Europe.
