PHL to lift fish ban at Scarborough July 15

CLARK FREEPORT – The Philippines will lift on July 15 the fishing ban imposed last May at the Panatag (Scarborough) shoal off the coast of Zambales, half a month earlier than the ban imposed by China.

In a telephone interview with Punto, Bureau of Fisheries and Aquatic Resources (BFAR) national director Asis Perez reiterated that the fishing ban in the shoal had nothing to do with the territorial dispute with China in the area.

China was the first to issue the fishing ban last May, followed by the Philippines.

Foreign Affairs Sec. Albert del Rosario was, however, initially against imposing the ban but said Pres. Aquino had decided to also issue such ban purportedly for purposes of conservation of fishery resources and allow time to replenish fish stock.

Records from BFAR showed that such a ban have been imposed by the government in the Western Philippine seas since 1999, normally from May 16 to Aug. 1.

But Perez said BFAR will lift the ban and allow Filipino fishermen to fish at the Scarborough shoal by July 15.

Earlier, China’s Xinhua news agency said that the Chinese ban in northern parts of the South China Sea, including the waters around Scarborough shoal, would last two-and-a-half months, beginning last May 16.

This means that the Chinese ban would be lifted by the end of July, or half a month after the Philippine ban has been removed.

Perez stressed that the ban was merely a conservation measure, as he warned against the occurrence of another fishkill that hit Bolinao, Pangasinan last May wherein about 70 tons of bangus were killed due to the drop of oxygen level in local waters.

He admitted, however, that conservational fish bans in 13 other parts of the country were lifted way back last February and that the Scarborough shoal area is now the only one still with fishing ban in effect.

Meanwhile, the Philippine Coast Guard has confirmed that as of yesterday, no vessel of any kind was within the Scarborough shoal lagoon in the Western Philippine Sea.

This, even as Zambales Vice Gov. Ramon Lacbain urged Zambales fisherfolk to steer away from the controversial shoal being claimed by both China and the Philippines.

“I am personally urging our fisherfolk to avoid fishing within the area so as not to ignite the territorial controversy,” Lacbain told Punto, despite BFAR’s insistence that the ban in the area had nothing to do with territorial concerns.

Coast Guard Lt. Commander Armand Balilo said in a telephone interview that the no vessel could be found as of yesterday noon in the Scarborough shoal.

China was reported to have pulled more than 20 fishing boats out of the lagoon of Scarborough Shoal.

Lacbain noted that last year, even before the recent territorial dispute between China and the Philippines over Scarborough erupted, the municipal council members of Masinloc passed a resolution affirming that the shoal, referred to as Bajo de Masinloc, was part of their town.

“I suppose the resolution was passed because the shoal is also near Cabangan and Palauig, although the towns never really had any territorial dispute,” he said.

3 kabalen filmmakers make it to 'Cinema Rehiyon' film fest

CITY OF SAN FERNANDO — Three Kapampangan filmmakers have made it to the annual Cinema Rehiyon Film Festival in Los Baños, Laguna on February 5 to 9 representing Pampanga’s best talents in local filmmaking.
The event is in celebration of the National Arts Month organized by National Commission for Culture and the Arts (NCCA).
Cinema Rehiyon is a non-competitive festival that puts the spotlight on indie films made in the provinces. Now on its fifth year, full-length films, short films, and documentaries by various filmmakers from different regions will be screened for free for five days.
This year, the delegates who will represent Pampanga are Jason Paul Laxamana of Angeles City, Carlo Catu of the City of San Fernando, and Petersen Vargas of Apalit.
Laxamana is the Luzon regional representative of the National Commission on Cinema and is currently shooting his second feature film “Babagwa” (The Spider’s Lair), which is competing in the New Breed category of the prestigious Cinemalaya Film Festival.
“Lagyu” (Name), Lacamana’s timely short film on reproductive health issues, will be screened during the Pampanga program of Cinema Rehiyon.
Vargas and Catu, on the other hand, were the winners of Best Film and Second Best Film, respectively, in the recently-concluded CineKabalen Film Festival. Their films “5:00 ning Gatpanapun” (5:00 in the Afternoon) and “Lakbe” (Wander) will be screened in the festival as well.
Other Kapampangan short films that will be screened in the Pampanga block are: “Mariposa” (Butterfly) by Arianne Viardo of Angeles City, “Maniglo” (Eager) by Patrick Paule of Lubao, and Bryle Lakingdanum 1990-2012 by James Jordan of Angeles City.

Mendoza's 'Thy Womb' screening set this Friday

ANGELES CITY — Kapampangan Independent movie director Brillante Mendoza’s award winning film “Thy Womb” will be shown at SM City Clark’s Cinema 4 to give the people of Pampanga another chance to watch the much talked about film that has been reaping awards both here and abroad.
SM City Clark Public Relations officer Venus Manalang said the film will be shown this Friday with screening times 10 a.m., 1 p.m. and 3 p.m.
Mendoza is expected to personally grace the event.
“This is to give people another opportunity to watch this very good film. We hope to bring its message again to another set of viewers this Friday,” Manalang said.
Earlier, Senator Loren Legarda lauded Mendoza’s latest film, saying it is a creative and fearless contribution to Filipino filmmaking. Legarda said the film deserved the seven awards it garnered at the recently concluded Metro Manila Film Festival (MMFF).
Mendoza won Best Production Design and Best Director, while Odyssey Flores won Best Cinematography; Henry Burgos, Best Original Story; and Nora Aunor, Best Actress. The film also won the Gender Sensitivity Special Award for the Mainstream Category, and the Gatpuno Villegas Award.
The film revolves around a simple yet riveting story which Mendoza said shows a childless couple, with a middle–aged woman Shaleha Sarail (played by superstar Nora Aunor), a local midwife in Tawi–Tawi, who cannot bear a child.

With the looks and talent to back her up, this 17-year-old lady is a promising mega-star in the making for the Star Power search for new and upcoming talents aired on ABS-CBN 2 every Sunday.
The daughter of Ionel Iovan and Agnes Layug Iovan, “Kayla” grew up in Canada but apampangan blood still runs in her veins as she traces her roots from the Rivera-Dizon clan of Barangay Concepcion here.
Kayla, a high school graduate of St. Francis Senior High, is a talented singer.
At an early age of 3, she knew that singing was something she loved to do, and would pursue throughout her life.
She began singing lessons at the young age of 9, and has been singing ever since.
Kayla won her first beauty pageant at the age of 11, winning the title of Miss Junior Philippines Canada-Calgary, as well as Miss Talent and best in Gown.
The next year, she joined Calgary’s Junior Miss and ended up walking away with the title, and was also announced the winner of Miss Talent in the singing category.
The same year, she also won Calgary’s Junior Singing Idol, and as a prize, was flown to Las Vegas to perform at a Variety show at the Venetian Hotel.
Kayla is also active in the school community, winning her school talent show and being a recipient of the “Christian Leadership” award, as well as maintaining Honor Roll status.
In September of 2007, Kayla was chosen as one of the winners of the David Foster Star Search, and had the honorable experience of performing at the Jack Singer Concert hall with David Foster himself, with guest appearances by Lionel Richie, Sinbad, Peter Cetera and William Joseph.
Later that month, both winners, Kayla and David VandenEnden, were sent to Halifax, NS to perform at the kickoff for the David Foster Star Search held in March.
She has also been invited to perform with David Foster as various events around Canada, including an appearance on Canada AM in Vancouver, BC.
Last October, Kayla was presented with the Tamaraw Awards (Community Service Award) recognizing her as an achiever and good role model in the Filipino community.
In July of last year, Kayla got the opportunity to perform at the Calgary Stampede’s Greatest Outdoor Show on earth, the Grand Show. Singing her rendition of Whitney Houston’s hit “I will Always Love You” in front of a crowd exceeding 20,000 each night, was truly a dream come true for her.
Aside from singing, Kayla took up acting lessons for films and television as well as piano, dance and voice lessons at the Young Canadians of Performing Arts School, Hollywood and Vines Co. and North Conservatory of Music.
She also performed with other local artists like Sam Milby, Piolo Pascual, Christian Bautista, Mark Bautista, Rachelle Ann Go, Sarah Geronimo, Vina Morales and Gary Valenciano.
Her other skills also include modeling, computers, badminton, dancing, hosting, tennis, choir, basketball, volleyball and performing (acting).
“All of these accomplishments would not have been possible without the support and love of my parents, family members, friends, supporters and the blessing that God has graciously given me. I hope that our cabalens will vote for me to make it to the Star Power search,” she said.

Trader shot dead inside Bulacan cockpit arena

CAMP OLIVAS — A businessman was shot to death by a lone gunman inside a cockpit arena in Barangay San Juan, Balagtas, Bulacan over the weekend.
In a report here, the Bulacan Provincial Police Director Joel Ordona identified the victim as Rolando Estrella, 56, a businessman and a resident of A & V Subdivision in Barangay Panginay, Balagtas town.
Ordona said the victim was sitting at the ringside portion of the cockpit arena when the suspect positioned himself on his back and then shot him three times.
The suspect, after shooting the victim, immediately ran outside and boarded a waiting motorcycle parked near the cockpit arena gate, the report said.
Ordona said the victim was taken to the Balagtas Doctors hospital but was declared dead on arrival by an attending doctor due to gunshot wounds in his nape and back portion of his shoulder.
Police recovered three spent shells and one cartridge for caliber .45 pistol at the crime scene.
Police are still investigating the motive behind the killing. (Ric Sapnu)

Capitol sheep much cheaper than Subic, Gen San prices

THE Capitol defended anew its purchase of Damara and Dorper sheep from Australia, saying that the Provincial Government acquired the breeder stocks at a much lower price than in other places in the country.
In a press statement, Capitol stated that the purchase price of the sheep and even the selling price it offered to local buyers, who included respected businessmen, planters and big farm owners, are way down low, based on its comparative data.
Capitol added that based on the documents sent by the Subic-based Zoomanity to the Provincial Veterinary Office, it showed that the company, which trades hybrid imported and local livestock animals, sells “kiddings” or one to four-month old Damaras at P20,000 apiece, and P35,000 per head for the Dorper.
Provincial Veterinarian Dr. Renante Decena, in referring to the supplier’s price quotations, said Zoomanity’s selling rate for an adult Damara ewe or ram stays at more than P40,000 while the Dorper ewe or ram is P50,000 or more.
The price of a Dorper ram imported by General Santos City from the Australian Rural Exports Pty. Ltd., on the other hand, is pegged at $1,100 each, including the cost of freight, a comparative document showed.
This is four times over our acquisition cost for the Dorper ram at AU$270 each. Even the price of our Dorper/Damara ewe at P16,000 is two to three times lower compared to prices of a Zambales-based supplier which sells between P40,000 to P50,000 per head, Decena said.
“These are prevailing market prices. Real, not imaginary,” said Jose Ma. Valencia, chief of staff of the Office of the Governor.
Valencia added that the GenSan and Subic prices are more than double, if not triple or more, compared to the P16,000 offered by the Provincial Government for the Damara/Dorper ewe and P25,000 for the Damara/Dorper ram pegged under SP Ordinance No. 003, which Vice Governor Genaro Alvarez and the Board Members unanimously approved on February 22, 2012.
Marañon, in a press conference Thursday, underscored there was no overpricing in the acquisition of the breeder stocks, which were procured by Capitol after majority of the Provincial Board members, headed by Vice Governor Genaro Alvarez, approved SP Resolution No. 1003 last November 9, 2011, which amended Resolution Nos. 0816, 0817 and 0821.
Certified correct and signed by Alvarez himself, SP Resolution No. 1003 approved the stipulations of Pro-Forma Invoice No. 0001-2011 (of the International Livestock Export Pty. Ltd.) and authorized Marañon and the Provincial Treasurer as signatories to the contract in behalf of the province, the statement added.
The Vice Governor also affixed his signature on every page of the Pro-Forma Invoice, as well as on the resolution that contained the details of the contract that changed the Capitol order from 1,110 heads of cattle and 2,400 heads of sheep to about 6,000 Damara/Dorper sheep, it further stated.

It pegged the prices for the sheep breeders in Section 5 at P16,000 for the ewe and P25,000 for the ram until March 2012 based on recovery cost, inclusive of handling fees and such other applicable and pertinent fees and charges.
Beginning April 2012, however, the ordinance continued, an additional amount of P600 per month shall be incorporated in the price of each imported sheep to cover for the cost of feeds and other utilities.
“That is why it is preposterous for some quarters to manufacture unverified figures left and right. It is clear that this all boils down to politics as the one making a mountain out of a molehill is an ally and relative of the vice governor. I don’t think they will dispute that because it is fact. If this not politics, so what is their motive? It’s meant to simply confuse and dis-inform the public,” Valencia said.
“SP Ordinance No. 003 speaks for itself. If they continue to resort to media hopping and forum shopping with all those malicious imputations against the good governor, then their bottomline is crystal clear: sheer propaganda,” continued Valencia, as he reiterated Marañon’s call to bring the political campaign to a mature level via public debates where they can bring to the fore their platform of government.
Meanwhile, Board Member Manuel Frederick Ko said on Friday that he will look into the possibility how the SP can conduct an inquiry into the sheep issue.
He said that they may raise the matter with Decena who will be invited in the ongoing budget hearing by the committee on finance. (TDE)

Subic tax remittances hit P7.62 billion

SUBIC BAY FREEPORT — Tax collection agencies in this Freeport have turned over to the national treasury a total of P7.62 billion in taxes collected from January to December 2012.
Subic Bay Metropolitan Authority (SBMA) chairman and administrator Roberto Garcia said the amount was derived from taxes collected by the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC).
Garcia said the combined collection of BIR and BOC here consistently increased in the last four years, showing growing profitability among Freeport-registered locators.
SBMA records indicated that the two agencies yielded a combined collection of P5.28 billion in 2008. This increased by 6.18 percent to P5.6 billion in 2009; by 19.25 percent to P6.68 billion in 2010; by 8.14 percent to P7.22 billion in 2011; and by 5.42 percent to P7.62 billion last year.
During the same period in review, the BIR alone collected a total of P1.29 billion from income, value-added, percentage and other taxes, with a 16.22-percent surplus over the 2011 collection record of P1.11 million.
The BIR collections included a portion of the five-percent corporate tax levied on the annual gross income of Subic-registered locator companies.
The three percent of the five-percent corporate tax that the BIR collected from January to December 2012 reached P205.33 million.
BIR’s peak monthly performance was recorded in April 2012 when its collection reached P139.43 million. However, the BIR fell short of its goal of P1.3 billion by 1.21 percent.
Meanwhile, the Port of Subic-BOC posted collections worth P6.33 billion in January-December 2012. This record indicated a slight increase of 3.47 percent over the P6.12-billion customs harvest in 2011.
Subic-BOC also posted non-cash collections worth P491.22 million from government-to-government transactions.
Garcia expressed optimism that this year, more businesses will invest in the Subic Bay Freeport, thus paving the way for more business activities, employment opportunities, and tax returns. (Anthony Bayarong)

Traders eye 'growth' with road project

CANDABA — Local traders here said the completion of the Candaba-San Miguel road is a welcome development and is expected to bolster the town’s economy in the coming years.
They said that for so long, Candaba has not achieved so much in terms of economic growth due to its geographic characteristics.
“Hindi kasi buo ang bayan kung ang pag-uusapan ay ang lupain nito. Maraming mga barangay sa Kapampangan region ang isolated dahil walang access na maayos sa town proper. Kaya sana madaliin nila ang paggawa sa natitirang kalsada para madali ng pumasok ang kalakal sa ating palengke,” Violeta Pangilinan, a public market vendor, said.
This came as Department of Public Works and Highways (DPWH) officials bared plans to finish the remaining 2.5 kilometers of the Candaba-San Miguel road.
DPWH earlier stated that at least P111 million has been allocated for the project.
Candaba-San Miguel road links the Kapampangan region to the town proper and allows agricultural produce from the villages therein to be easily transported to the public market.
“Magiging maganda ang resulta nito para sa aming maliliit na nagtitinda dahil mababawasan ang gastos sa pamasahe. Ibig sabihin, mas mura ang produktong mabibili ng tao,” another trader here said.
