MANILA (4th Update, 9:38 a.m.) – President Benigno Aquino III suspended government work and classes in all levels in Metro Manila and nearby provinces on Tuesday due to inclement weather.
Under Memorandum Circular 33, signed by Executive Secretary Paquito Ochoa, government work and classes from pre-school to college are suspended in the following areas: National Capital Region, Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Laguna, Cavite, Rizal and Bulacan.
Local governments of Marikina, Malabon, Navotas, Caloocan and Valenzuela have implemented a forced evacuation to their residents following the rising water due to incessant rains.
“However, agencies whose functions involve delivery of basic services, preparedness/response to disasters and calamities and or the performance of other vital public services shall continue with their operations,” the circular stated.
Weather forecaster Fernando Cada said Metro Manila remains on red warning as the southwest monsoon continues to bring heavy rainfall in the metropolis.
The weather bureau issues a red alert warning when more than 30 millimeters of rain are experienced in an hour and is expected to continue to rise in the next two hours. In this case, residents of the area under red warning are urged to evacuate.
Following the Palace announcement, the Supreme Court and the House of Representatives also called off work.
“No work in all courts in Metro Manila. EJs (executive judges) to use discretion outside Metro Manila,” Court Administrator Midas Marquez said.
Aquino’s directive was issued upon recommendation of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Speaker Feleciano Belmonte Jr. suspended the session and work at the House of Representative on Tuesday.
House Majority Leader Neptali Gonzalez II, in a text message, said the suspension was due to inclement weather.
Labor Secretary Rosalinda Baldoz, meanwhile, said suspension of work in the private sector is left to the discretion of the employers.
She said private sector workers should verify from their employers if there is work in their offices today, Tuesday.
The Philippine Stock Exchange in the financial district of Makati, which was also flooded, said it will remain closed Tuesday, as was the US Embassy along Manila Bay in the historic old city that was drenched out last week when a storm surge pushed the water over the seawall.
“The embassy is closed today (Tuesday) due to excessive flooding in the streets and concern for the safety of our employees and consular applicants,” Ambassador Harry Thomas Jr. said in an announcement.
Incessant downpour set off by the seasonal monsoon overflowed major dams and rivers in Manila and surrounding nine provinces and put authorities on alert. The death toll from last week’s Typhoon Gener (international codename: Saola), which battered Manila and the northern Philippines for several days, has steadily climbed to 53, as of Tuesday morning.
The head of the government’s rescue agency, Benito Ramos, said there were no immediate reports of fresh casualties early Tuesday after the rains pounded the already-saturated Manila for more than 24 hours.
Vehicles and even heavy trucks struggled to navigate water-clogged roads, where hundreds of thousands of commuters were stranded overnight. Many cars were stuck in the muddy waters.
The La Mesa dam, which supplies water to the capital city with a population of about 12 million, spilled excess water for a second time early Tuesday into the rivers flowing into Quezon City, a middle-class suburb, as well as the neighborhoods of Malabon, Valenzuela and Caloocan, where several villages were submerged.
Along the swollen Marikina River, police were deployed to move more than 5,000 residents away from the riverbanks in what Vice Mayor Jose Cadiz said was an enforced evacuation. The operation started after the City Hall sounded the alarm bell.
“Wala po tayong bagyo o LPA (low pressure area) na nararanasan… Ang isa sa mga factor ‘yung bagyong Haikui na nasa southern Japan — ito rin nagtrigger sa southwest monsoon (There is no weather disturbance or low pressure area in the country… One of the factors that brought heavy rains in the country is the Typhoon Haikui, which is in southern Japan – this also triggered the southwest monsoon),” Cada said.
Cada said heavy rains throughout the day are still expected.
In its Twitter account, Pagasa said that due to the effects of the series of thunderstorms associated with the southwest monsoon, expect heavy to intense rainfall (30 millimeters/hour) within two hours.

Villages on ‘flood watch list’ identified
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — Board Member Nestor Tolentino of the fourth district of Pampanga identified on Monday villages in the area that he branded as flood-prone and on the Capitol’s rescue watchlist.
While he said the current situation merits no alarm, Tolentino said that residents in the villages on the watchlist have been warned and should stay alert as evacuation centers like schools on high ground have been prepared in case of eventualities.

“Based on our inspection, there are 33 barangays in Candaba, particularly the 17 riverside villages that are on our watchlist. In San Luis, we are closely monitoring 17 barangays. Then we have on the list 12 in San Simon, 6 in Apalit, 25 in Macabebe and 26 in Masantol, although flooding in these villages is usually tide-influenced,” said Tolentino.
He said villages in Minalin are not on the watchlist as they are far from Pampanga River, while a part only of Sto. Tomas has been included.
He told Sun.Star Pampanga after briefing Governor Lilia Pineda on the watchlist that residents in the said areas should be vigilant and on alert.
“We have prepared temporary evacuation centers in these areas. In each town we have also activated the municipal action centers which are on 24/7 alert status. The Provincial Government, together with the Philippine National Police, Department of Interior and Local Government, Department of Education, Provincial Social Welfare and Development Office and our disaster management council are closely coordinating efforts in villages on the watchlist,” Tolentino said.
“We do not want to sow alarm or confusion but we want our cabalens there to be on the ready always and to cooperate in measures for their safety,” said Tolentino.

Guv alarmed over rise of dengue patients
About Angeles City, Clark, Subic and PampangaCITY OF FERNANDO — Governor Lilia Pineda expressed alarm over the increasing number of dengue patients confined in various hospitals in the province.
Pineda noted that Jose B. Lingad General Memorial Hospital (JBL) is now crowded with dengue patients.

“Me alarma ku kasi karakal dana reng madi- dengue king JBL atsu nala king pasilyu ding aliwang pasyente,” she said.
The governor said the province of Pampanga has recorded not less than 1,945 confirmed dengue patients as of July 3 this year.
For the month of July alone, some 378 individuals were already by the dengue virus. This is far from the 878 recorded dengue cases for the same period last year.
“Mas mababa yung dengue cases natin for the month of July kumpara last year pero mataas naman fatalities rate natin,” said Leonita Gorgolon, director of the Department of Health-Center for Health and Development (DOH-CHD) who is also present during the meeting.
As this developed, Pineda recently called for an emergency meeting with doctors and municipal health officers in various municipalities to determine efforts undertaken in addressing the problem on dengue.
Digital thermometers
Provincial Health Office (PHO) Chief Marcelo Jaochico said they are studying the possibility of distributing digital thermometers in all public schools in the province to further bolster the campaign against dengue.
Jaochico rationalized the initiative in that students spend eight hours in school. This is the time where early signs of dengue could be possibly traced by teachers.
“Tuturuan natin ang mga teachers na kumuha ng body temperature using digital thermometers. Bibigyan natin sila ng form para ra referral sa pinalamalapit na health center kung sakaling hindi normal ang temperature,” he said.
Express lane
Jaochico said express lanes for dengue patients are still active in various public hospitals in the province. The express lane is designed to facilitate the quick treatment for dengue patients.
Governor Pineda reminded the district hospital chiefs about the Provincial Government’s commitment to shoulder all medical expenses of the dengue patients.
This came as several indigent patients are still coming into the governor’s office asking for financial assistance involving their relatives afflicted with dengue mosquito virus.

City buys M4 rifles for police
Press ReleasesTHE local government is pursuing its assistance and support to the police force, as it is set to turn over anytime another set of firearms and transportation facilities to improve police capability and efficiency in Zamboanga City.
Mayor Celso Lobregat said 84 units of high-powered rifle Sam Trailblazer M4 rifles have been purchased, delivered and tested and scheduled to be turned over to the Zamboanga City Police Office (ZCPO) this month.

The purchase of the M4 rifles would be the third time by the City Government.
The first was 116 M-16 Armalite rifles purchased in 2010 that were turned over to ZCPO in three batches, and the second was last year when 83 rifles of the same caliber were purchased and turned over.
Lobregat said the City Government is also set to turn over several units of L-300 and multi-cab vehicles as a replacement to old and dilapidated transportation facilities and in addition to the existing fleet of police vehicles donated by the local government aside from the M4 rifles.
Lobregat vowed that the City Government’s commitment to support and assist the ZCPO for public safety and security remains steadfast and aggressive.
The City Government also constructs police action centers, fire stations and detention cells and even provides allowances to law enforcers aside from police firearms, vehicles and fuel.
Nevertheless, Lobregat said the efforts of the local police and the City Government will be for naught if the community or the public in general will not support the law enforcers.
Peace and security remains to be a multi-stakeholders’ responsibility, he added.
He also called on all police station commanders and all police personnel and staff to give their all-out support to the new officer-in-charge city director to ensure that all goals and objectives are met.

Armm guv condemns Maguindanao attacks
About Angeles City, Clark, Subic and PampangaAUTONOMOUS Region in Muslim Mindanao (Armm) OIC-Governor Mujiv Hataman condemned Monday the “aggression” in three Maguindanao towns by a breakaway group.
The group identified as the Bangsamoro Islamic Freedom Fighters (BIFF), which broke away from the Moro Islamic Liberation Front (MILF) in December 2009, staged attacks in the towns of Ampatuan, Datu Unsay and Shariff Aguak in Maguindanao province.

The BIFF is led by Ustadz Amiril Umbra, the former commander of the MILF’s 105th Base Command.
The military reported that the BIFF forces simultaneously attacked five Army detachments in Maguindanao around 11:30 p.m. Sunday but no one was reported injured.
The attack prompted the Army’s 6th Infantry Division to temporarily close the Cotabato-General Santos highway as the troops have launched clearing operations.
“The act is especially reprehensible during this time of the Holy Month of Ramadan, when devout Muslims are in the observance of fasting and are supposed to exercise utmost restraint. It is an utter disrespect of Islamic values and of the lives of countless civilians who will have to endure the effects of conflict even in the midst of the holy month,” Hataman said.
“We appeal to all stakeholders to help stop this latest round of violence in the province and prevent its possible escalation,” he added.
He said the BIFF should uphold Islamic values and respect for civilian lives more than any other interest and to exhaust peaceful means to address valid grievances.

Police recapture escapee; another surrenders
Press ReleasesONE of the three detainees who bolted from detention during an hour-long brownout in Zamboanga City was recaptured while another surrendered to the police.
Recaptured was Orlic Taguran, 20, while the one who surrendered was Ben Asdali, said Police Station 7 commander Chief Inspector Larry Domingo.

Taguran was recaptured around 8 p.m. Sunday in the vicinity of a food chain outlet along Gov. Camins Avenue in the village of Canelar, 1.2 kilometers north of the city, Domingo said.
Asdali, after he was convinced by his uncle, surrendered around noontime Monday in Barangay Ayala, 16 kilometers west of the city.
Taguran is facing charges of robbery and illegal possession of firearms, while Asdali is facing a case for illegal possession of firearms.
Taguran and Asdali, along with another detainee, Aldrin Jailani, who is facing a case of robbery, bolted around 9 p.m. Friday from the detention cell of Police Station 7 in the village of Sta. Maria.
They were among the nine detainees at the Police Station 7.
They escaped by passing through the detention cell’s bathroom. They crawled to the adjacent room that houses a postal office and made their way out through the dilapidated portion of the roof.
Their escape went unnoticed since they fully opened the faucet and took advantage of the darkness.
Domingo said manhunt operations continue to recapture the remaining escapee who is still at large.

Gun attack kills 3, injures 2
News About ClarkTHREE people were killed while two others were wounded in a gun attack in the nearby province of Basilan, the police reported Monday.
The Basilan police provincial office said the incident took place around 5 p.m. Sunday near the detachment of the Special Action Force (SAF) in the village of Maganda, Lamitan City, Basilan.

The police identified the fatalities as Mahmud Mohammad, 28, a resident of Mohammad Ajul town, Halim Matias, 30, of Akbar municipality, and Arden Eve Medina of Lamitan City.
Medina, who was fatally hit by stray bullet, has recently passed the nursing licensure examination and was the granddaughter of Lamitan City Councilor Jaime Ortega.
Wounded were Norwina Jawani, and Raji Macrohon, the son of village chief Tatuh Macrohon, of Bato village, Lamitan City.
The victims were reportedly attacked by two men, armed with M-16 Armalite rifles. One of the suspects was identified as Nasser Tauto Dansalin alias Kuyung.
Dansalin is allegedly a member of the militia force in the village of Bohe Ibu, Lamitan City.
Investigation showed that the victims — Mohammad, Matias, Jawani and Macrohon — were on the way home coming from the house of Tuburan Vice Mayor Durie Kalahal when they were fired upon by the suspects who waited for them near the SAF detachment.
Prior to the incident, the police learned that the victims and Dansalin met at the residence of Kalahal where they have settled their differences.
The police also learned that the victims and Dansalan got involved in a trouble last Saturday at the Lamitan National High School.
Dansalan and his companion escaped and went into hiding after the incident, the police said.

Breakaway Moro rebels attack troops; 3 killed

Colonel Mayoralgo dela Cruz, commanding officer of the Army’s 1st mechanized brigade, said Monday that the attacks included roadside blasts using rocket-propelled grenades.

Maguindanao Governor Esmael Mangudadatu said the armed fighters of the Bangsamoro Islamic Freedom Movement (BIFM) staged simultaneous attacks in four Maguindanao towns around 11:30 p.m. Sunday, adding that sporadic clashes were continuing Monday.
The gunmen also attacked two army outposts in nearby North Cotabato province.
In Pikit town, police chief Inspector Elias Dandan said a grenade exploded along the highway in Barangay Batulawan around 12:45 a.m. Monday.
Dandan said the grenade was thrown just in front of a Cafgu detachment. Four Cafgu operatives and another civilian were wounded during the blast.
Mangudadatu said two attackers were killed in Maguindanao along with a villager who was hit by stray gunfire as he traveled on a motorcycle along a highway.
Eight people, including five soldiers and militiamen, were wounded in the violence, officials said.
Colonel Roy Galido, commanding officer of the Army’s 40th Infantry Battalion, said BIFM members pounded detachments’ surroundings with anti-tank rocket-propelled grenades and raked bunkers with assault rifles.
The 200-strong rebel group, led by commander Ameril Umbra Kato, broke off last year from the larger Moro Islamic Liberation Front (MILF), which is involved in ongoing peace talks with the government brokered by Malaysia.
Kato’s group has opposed the negotiations and vowed to continue fighting for an independent homeland for minority Muslims in the south of the predominantly Roman Catholic nation. He had a stroke in November, plunging his group into uncertainty.
Abu Misri Mammah, a spokesman for Kato’s group, said the rebels were avenging the death of a fellow rebel who was killed when army troops advanced on a guerrilla stronghold in Maguindanao last June.
“This is our revenge and this is part of our jihad (holy war),” Mammah said, adding his group has no further plans to carry out attacks unless government forces assault its hinterland strongholds.
The 11,000-strong MILF ordered its rebels to remain in their encampments as government forces battled the breakaway guerrillas.
Spokesman Von Al Haq said his group did not want to be accidentally drawn into the fighting.
The presidential adviser on the peace talks, Teresita Deles, said the attacks by Kato’s forces were meant to derail the negotiations, but she assured the public the violence would not affect the talks.
At the height of the attacks, about 8,500 villagers fled from their homes; at least 131 families from several villages in Datu Unsay town in Maguindanao have evacuated. Also affected were villagers from towns of Shariff Aguak and Datu Saudi, of the same province.
Eleven of Maguindanao’s 36 towns also lost power, officials said. They said the gunmen probably destroyed power lines in the mountainous region, about 900 kilometers (560 miles) south of Manila.
A villager identified as Tho from Datu Unsay, Maguindanao, said residents evacuated to safer places since last Friday after they were warned that the BIFM fighters would launch massive attacks against the government troops in Maguindanao and North Cotabato.
Tho said the villagers are experiencing difficulty. “We are still on a fast and we have no food to eat because of the fighting.”
The government troops have set up road blocks along the Maguindanao-Sultan Kudarat highway to prevent civilians from being hit by bullets and mortars.
At 2 a.m., Monday, vehicles were prevented from proceeding to towns of Datu Unsay, Guindulungan, and Datu Saudi Ampatuan where the heavy exchange of gun fires was taking place.
The attack prompted the Army’s 6th Infantry Division to temporarily close the Cotabato-General Santos highway as the troops have launched clearing operations.

“The act is especially reprehensible during this time of the Holy Month of Ramadan, when devout Muslims are in the observance of fasting and are supposed to exercise utmost restraint. Autopsy points to blood clot in cyclist’s death

CEBU CITY (Updated) — An autopsy on Ramon Igaña Jr., the cyclist who died during the Ironman 70.3 last Sunday, revealed that his death was caused by an acute pulmonary embolism.
Dr. Paolo Soriano of the Visayas Community Medical Center said this condition occurs when a clot forms in blood vessels in the lower extremities, like the foot or pelvis.

Before Igaña’s fall, race marshal Mark Sala saw that Igaña was pale and his bike was swerving. Thinking that the rider was over-fatigued, he followed him. Not long after, Sala saw Igaña falling from his bike.
“Since the pulmonary arteries are blocked, no oxygen could pass through. That explains why he looked pale because the circulation decreased, so he passed out,” said Soriano.
Soriano added that this condition does not happen overnight as it takes years to see symptoms of the clot.
But Dr. Peter Mancao, a running doctor close to the family, said they found it hard to reconcile why this happened since acute pulmonary embolism is common among people who are stationary for long periods of time.
“I have not encountered this in sports. This is very common when one is on long-haul flights and has been sitting for hours. Blood tends to clot in veins on the leg. This clot will go to the lungs, thus causing the condition,” said Mancao.
Igaña was one-third of team TTB Extreme who competed in the relay event of the Ironman last Sunday. He was doing the 90-kilometer bike segment of the race, while his wife, Dr. Humility Igaña, was supposed to do the half-marathon afterwards. However, Igaña never arrived at the transition point.
In a press statement, Sunrise Events Inc.’s Princess Galura said the entire Ironman community expresses deep sympathies to the Igaña family.
Galura added they have extended whatever help they can to the family and she was impressed by how Dr. Igaña is holding up.
“She is a very strong woman,” said Galura after visiting the wake. Galura said they will return to the wake on Wednesday.
Governor Gwendolyn Garcia expressed the Capitol’s sympathies to the Igaña family.
According to a television report, while Dr. Igaña did not lay any blame on the event organizers, she also questioned if there was enough medical support deployed during the event.
She added that if Ramon had been quickly brought to the hospital, there could have been a greater chance of saving his life.
Earlier this year, Igaña underwent an electrocardiogram and was found to be in normal condition.

Organizers urged to inform local governments of big events

CEBU CITY — Next time Cebu hosts a major event like the Ironman 70.3, Cebu City Mayor Michael Rama suggested informing local governments at least six months ahead of the big day.
That way, he said, City Hall can do its share by, among others, paving roads.

Talisay City Vice Mayor Alan Bucao, in a separate interview, recommended informing more towns in the south the next time the South Coastal Road has to be closed.
While both officials welcomed the international event’s being held in Cebu, they said some fine-tuning will make future events even smoother.
About 1,700 people from 31 countries registered for last Sunday’s Half-Ironman. Despite the inconveniences like the traffic caused by road closures, it was a tremendous boost for tourism in Cebu, said Cebu Governor Gwendolyn Garcia.
On the radar
“Now, they will look at Cebu as a possible, ideal venue for other international sporting events,” said Garcia, who cited many visitors’ assessment of the event as a success.
“I am not the one saying it, it’s the triathletes themselves that have said it,” she added.
On social networking sites like Facebook and Twitter, the reviews were generally positive, but there were some — including one of the elite Filipina competitors — who said the uneven roads in some areas were dangerous, especially to new cyclists.
Mayor Rama, in an interview, said earlier notification would have helped local governments do their share better, like paving the roads.
Still, he commended the organizers for their management of the event, and the general public for their patience.
“Events like that cause a chain reaction. A lot of visitors came here, they stayed in our hotels. Aha man diay sila mamalit ug mokaon but sa atong mga establishments (Of course, they have to eat in local establishments). Events like that serve as an economic engine and catalyst,” he said.
Camarines Sur, which hosted the Ironman 70.3 in the last three years, overtook Cebu as the top tourist destination (measured in arrivals) in the country last year.
But while they welcomed the event’s potential windfall, local officials pointed to some fine-tuning needed.
Vice Mayor Bucao said that Talisay’s officials heard a lot of complaints from motorists about last Sunday’s extra heavy traffic.
Warnings
Bucao chairs the City of Talisay Traffic Operations and Development Authority (CT-TODA). He said most of their complaints came from motorists living outside Talisay City.
Organizers of the race, he said, should have considered extending their information campaign to other towns in Southern Cebu, whose residents use the Cebu South Coastal Road to get to Cebu City.
“Ang sayop sa ilaha kay kutob ra sa Talisay City ang ilang information dissemination (They ended their information campaign in Talisay City),” Bucao said.
Considering that the road was closed for half a day, the N. Bacalso National Highway was really congested, he said.
Another flaw he noticed was that some of the crowds crossed the bike course even if the race was still on.
“Dili gyud nato malikayan nga daghan badlongon nga magpa-ugat sa dalan (I suppose it can’t be held that there are those who make a nuisance of themselves on the road),” Bucao said.
Most of the complaints he received mostly occurred in Barangay San Roque and Tanke.
Worth it
Yet despite the complaints, Bucao said, he agreed that the race was highly successful and something to be proud of.
Talisay City Police Chief Superintendent Eddie Recamara said it was generally peaceful during last Sunday’s race.
The race’s bike leg brought competitors from the Shangri-la resort in Mactan, up the Marcelo Fernan Bridge and through the Mandaue Reclamation Area to the South Coastal Road, all the way to Talisay City.
Apart from N. Bacalso, another traffic chokepoint during the race was U.N. Ave. in Mandaue City, leading to the Marcelo Fernan Bridge. It was the only open route for those who had to get to the airport or other parts of Lapu-Lapu City last Sunday. (JKV/PDF/FMG of Sun.Star Cebu)

Rain stops work, classes in Metro Manila, 9 provinces

MANILA (4th Update, 9:38 a.m.) – President Benigno Aquino III suspended government work and classes in all levels in Metro Manila and nearby provinces on Tuesday due to inclement weather.
Under Memorandum Circular 33, signed by Executive Secretary Paquito Ochoa, government work and classes from pre-school to college are suspended in the following areas: National Capital Region, Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Laguna, Cavite, Rizal and Bulacan.
Local governments of Marikina, Malabon, Navotas, Caloocan and Valenzuela have implemented a forced evacuation to their residents following the rising water due to incessant rains.
“However, agencies whose functions involve delivery of basic services, preparedness/response to disasters and calamities and or the performance of other vital public services shall continue with their operations,” the circular stated.
Weather forecaster Fernando Cada said Metro Manila remains on red warning as the southwest monsoon continues to bring heavy rainfall in the metropolis.
The weather bureau issues a red alert warning when more than 30 millimeters of rain are experienced in an hour and is expected to continue to rise in the next two hours. In this case, residents of the area under red warning are urged to evacuate.
Following the Palace announcement, the Supreme Court and the House of Representatives also called off work.
“No work in all courts in Metro Manila. EJs (executive judges) to use discretion outside Metro Manila,” Court Administrator Midas Marquez said.
Aquino’s directive was issued upon recommendation of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Speaker Feleciano Belmonte Jr. suspended the session and work at the House of Representative on Tuesday.
House Majority Leader Neptali Gonzalez II, in a text message, said the suspension was due to inclement weather.
Labor Secretary Rosalinda Baldoz, meanwhile, said suspension of work in the private sector is left to the discretion of the employers.
She said private sector workers should verify from their employers if there is work in their offices today, Tuesday.
The Philippine Stock Exchange in the financial district of Makati, which was also flooded, said it will remain closed Tuesday, as was the US Embassy along Manila Bay in the historic old city that was drenched out last week when a storm surge pushed the water over the seawall.
“The embassy is closed today (Tuesday) due to excessive flooding in the streets and concern for the safety of our employees and consular applicants,” Ambassador Harry Thomas Jr. said in an announcement.
Incessant downpour set off by the seasonal monsoon overflowed major dams and rivers in Manila and surrounding nine provinces and put authorities on alert. The death toll from last week’s Typhoon Gener (international codename: Saola), which battered Manila and the northern Philippines for several days, has steadily climbed to 53, as of Tuesday morning.
The head of the government’s rescue agency, Benito Ramos, said there were no immediate reports of fresh casualties early Tuesday after the rains pounded the already-saturated Manila for more than 24 hours.
Vehicles and even heavy trucks struggled to navigate water-clogged roads, where hundreds of thousands of commuters were stranded overnight. Many cars were stuck in the muddy waters.
The La Mesa dam, which supplies water to the capital city with a population of about 12 million, spilled excess water for a second time early Tuesday into the rivers flowing into Quezon City, a middle-class suburb, as well as the neighborhoods of Malabon, Valenzuela and Caloocan, where several villages were submerged.
Along the swollen Marikina River, police were deployed to move more than 5,000 residents away from the riverbanks in what Vice Mayor Jose Cadiz said was an enforced evacuation. The operation started after the City Hall sounded the alarm bell.
“Wala po tayong bagyo o LPA (low pressure area) na nararanasan… Ang isa sa mga factor ‘yung bagyong Haikui na nasa southern Japan — ito rin nagtrigger sa southwest monsoon (There is no weather disturbance or low pressure area in the country… One of the factors that brought heavy rains in the country is the Typhoon Haikui, which is in southern Japan – this also triggered the southwest monsoon),” Cada said.
Cada said heavy rains throughout the day are still expected.
In its Twitter account, Pagasa said that due to the effects of the series of thunderstorms associated with the southwest monsoon, expect heavy to intense rainfall (30 millimeters/hour) within two hours.
