FLORIDABLANCA, Pampanga—The children of former President Gloria Macapagal-Arroyo have been visible of late in the province’s second district, standing in her place while she is on hospital arrest for a plunder case.
Despite her health condition and legal troubles, Arroyo did not withdraw her candidacy and is pursuing her bid for a second term as Pampanga representative.
Her children, Ang Galing Pinoy Rep. Juan Miguel “Mikey” Arroyo and Evangelina Lourdes “Luli” Bernas, and her husband, lawyer Jose Miguel Arroyo, are registered voters in Lubao, a town in the second district where Arroyo’s father, the late former President Diosdado Macapagal, was born.
The Sandiganbayan had denied Arroyo’s request for a Christmas furlough in Lubao from Dec. 21 to Jan. 7.
Floridablanca Mayor Eduardo Guerrero said the presence of the Arroyo siblings during the holidays showed that Arroyo’s 2013 electoral campaign might involve more of her immediate family members.
“And I see no problem in that because it’s normal to be helped by your own family. [The participation of her relatives in the election campaign means that] Congresswoman Arroyo is not abandoned,” he said.
“We will also be campaigning for her,” Guerrero said, referring to the officials of Guagua, Lubao, Sasmuan, Sta. Rita, Floridablanca and Porac.
Arroyo did little campaigning close to the 2010 elections because a year before that and without yet declaring her candidacy, she had visited the second district towns more than 60 times and funneled nearly P4 billion worth of projects, especially in Lubao.
Lawyers Charlie Chua and Vivian Dabu, and Sasmuan Mayor Josefina Leoncio, a niece of Rep. Catalina Bagasina of the party-list group Ale, are challenging Arroyo.
Chua, running as an independent, used to be a nominee of Ang Galing Pinoy, which the Commission on Elections had disqualified for the May 2013 elections. Dabu is being fielded by the Liberal Party.
Luli, who rarely attended public events, has been representing Arroyo in town fiestas and Masses held for such occasions lately.
She pitched in for her mother in the Christmas party of the National Irrigation Administration here last week.

School offers too brief a rest for storm victims

Villagers displaced by Typhoon “Pablo” in two towns in Davao Oriental, one of the worst hit provinces, will be displaced again from Mati National High School here as education officials want the school emptied of at least 158 evacuees by today to prepare the school for the resumption of classes on Jan. 2.
It leaves Rodelo Aporbo, his wife and two children wondering where to go next after staying in the school for the last 20 days.
Social welfare workers had listed two options for the evacuees—return to their devastated hometowns in Cateel and Baganga or move to another evacuation center that has not been identified yet.
If they opt to return home, the government promised to give them tents, work and six months’ worth of food ration.
Aporbo, however, is not convinced. He wants to stay. “We cannot go back there. There is nothing there for us,” he told the Inquirer.
Aporbo’s home is the village of Poo in Baganga town where he said “it is so hot that the children get sick.”
Poo is a 14-hectare islet. At least seven of its 500 residents were killed when Pablo struck on Dec. 4. Most of its residents have either evacuated to the mainland or to Mati City.
“There are no trees there. There are no shades. The children are ill with cough and colds,” said Aporbo. “If we go back there, the more we will suffer,” he added.
Luzviminda Verba, another evacuee, feels the same. Her house in the village of Kinabalangan is now upside down, torn from its lot by the storm.
While willing to return to her village, Verba said it was not yet time. “The water there is not safe for drinking,” she said.
Aporbo said he felt uneasy over the government’s promise to provide food for six months. “After six months, what?” he said.
“Our livelihood is fishing. We cannot be forever eating noodles and canned sardines,” he said.
Aporbo and residents of Poo lost their boats during the storm.
Sister Badette Dollete, directress of Ad Jesum Development Foundation, said the evacuees could stay at the foundation’s seminar house, which has 150 beds, “only until the provincial government has found a place for them.”
“They are pitiful,” said the nun. “What a timing to make them leave the schools.”

House to insist on compensation bill version in bicam

THE House of Representatives will insist on its approved version of a measure providing compensation to human rights victims during the Marcos regime, a member of the bicameral conference committee said.
House Deputy Speaker Lorenzo Tanada III, the main proponent of the House version, noted that the counterpart bill in the Senate was watered down because the provision on enforced disappearance was deleted.
“How can you tell Edcel that his brother will not be considered a human rights victim because enforced disappearance is removed?” Tanada said referring to Albay Representative Edcel Lagman.
Lagman’s brother, labor lawyer Hermon, was among the victims of enforced disappearances during the Martial Law era under the late strongman Ferdinand Marcos.
Tanada and Lagman are both members of the bicam tasked to reconcile conflicting provisions of the House and Senate versions of the bill. Also part of the House contingent to the bicam are Representatives Neri Colmenares (Bayan Muna), Walden Bello (Akbayan), Mitos Magsaysay (Zambales), Abigail Binay (Makati) and Rene Relamapagos (Bohol).
The Senate also inserted the word “peaceful” in the definition of human rights victims, Tanada said, which the House contingent will strongly oppose.
“This means if you’re not exercising your rights peacefully, you are not considered a human rights victim. We will fight for the House version,” he said.
On December 17, the Senate voted 18-0 to approve on third and final reading Senate Bill 3334 or the “Human Rights Victims Reparation and Recognition Act of 2012.”
During the 9th Asia-Europe Meeting in Laos in November, President Benigno Aquino III himself promised Swiss President Eveline Widmer-Schlumpf that his government would fast-track the process of the release of the compensation to Marcos victims.

Police chief leads sealing muzzle of firearms

CAMP OLIVAS – Philippine National Police (PNP) Central Luzon chief Edgardo Ladao led the ceremonial sealing of the policemen’s firearms on Saturday.
The sealing of the muzzle of firearms is in accordance with the directives of the PNP that aims to prevent illegal discharge of firearms by members of the police force during the celebration of New Year’s Eve.
The sealing of firearms was witnessed by the different gun enthusiasts and gun clubs in Central Luzon.
Ladao said this is a commitment and resolve against indiscriminate firing. He added policemen must show good example to the citizens.
He also warned policemen not to use their firearms outside the call of duty or they will be charged with Grave Misconduct and criminally for Discharge of Firearm.
On January 2, 2013, there will be a simultaneous removal of the sealed tapes of said guns, he said.
The activity is in support to the Aksyon: Paputok Injury Reduction (Apir) of the Department of Health (DOH) and adherence to the directive of the new PNP Director General Alan Purisima to attain zero casualty within police headquarters.
Ladao said the Police Regional Office 3 as well as the different Provincial and City Police Offices all over the region are declared as “No firecracker zones.”
He said he has also directed all provincial city and directors to coordinate with barangay officials to establish common firecracker zones in their areas for a safe use of firecrackers. (Ric Sapnu)

MILF completes list of 8 nominees for Transition Commission

THE Moro Islamic Liberation Front (MILF) has completed the list of eight nominees to the Transition Commission that will draft the Bangsamoro basic law, a rebel official said.
Muhammad Ameen, chairperson of the MILF Secretariat, however, refused to divulge yet the names of their nominees pending their transmission to the Malaysian facilitator, who will officially communicate the list to the Philippine government through its peace panel.
“In choosing the nominees, the MILF has set three stringent pre-qualifications: sincerity to the Bangsamoro cause, capability to discharge the task, and geographical or sectoral consideration,” he said.
Included in the nominees were one woman, one member of the indigenous peoples (IP), one senior military commander of the MILF, and one aleem (learned in Islam), Ameen said.
He said the most contentious was the slot allotted for Western Mindanao where no consensus had been arrived at after several attempts. It was only settled after the MILF central committee decided to choose the name by drawing lots.
At the same time, the MILF said that Maguindanao Governor Esmael Mangudadatu has recommended three noted Maguindanaoans to form part of the 15-man Transition Commission.
Mangudadatu reportedly asked the Office of the Presidential Adviser on the Peace Process (OPAPP) to include Maguindanaoan lawyers Didagen Dilangalen, Suharto Ambolodto, and Representative Simeon Datumanong (Maguindanao, 2nd district) to the commission.
Dilangalen is a former congressional representative of the first district of Maguindanao while Ambolodto is an active leader of non-government organizations helping push for the peace process between the government and the MILF.
President Benigno Aquino III had issued Executive Order 120 creating the Transition Commission that will draft the Bangsamoro basic law, which will serve as basis for the creation of new autonomous political entity and will replace the current Autonomous Region in Muslim Mindanao. (SDR/Sunnex)

Public warned vs use of ‘crackers near churches in New Year

CATHOLIC Church officials on Sunday appealed to people who like to welcome the New Year with firecrackers to refrain from doing it near churches so as not to disrupt ongoing masses.
“Sana kapag nagpaputok medyo malayo sa simbahan lalo na kapag may misa…hindi mo tuloy marining ano sinasabi sa Mass,” said Monsignor Pepe Quitorio, media office chief of the Catholic Bishops Conference of the Philippines (CBCP).
On the other hand, Father Melvin Castro, executive secretary of the CBCP Episcopal Commission on Family and Life, said the mass in his parish will start at 9 p.m. on December 31 for the protection of the parishioners.
“Kami sa Tarlac hindi kami nagsecelebarte ng midnight mass takot kasi kami for the security of the faithful na baka abutan sila sa daan, so kami ‘yung misa namin ginagwa much early mga 9 pm so by 10:30 pm tapos na misa nakauwi na cla kasi usually pagtungtong 11 pm dun na ‘yung putukan e,” he added.
With this, he urged the public to only use horns instead of fireworks.
On “gangnam dance” earlier introduced by the Department of Health (DOH) as alternative to welcome the New Year, the CBCP official said the public would still want to make noise than just dance.
“Parte na kasi ng culture is to make noise. Naabutan ko nung araw ‘yung mga kawali pinapatunog ko kasi ang paniniwala pa nila noon dadami ‘yung iluluto mo kapag kawali ‘yung iniingay mo,” he added.
Gangnam style is a dance popularized by Korean singer Psy.
According to the DOH, the number of fireworks injuries rose to over 160 as of Saturday.
DOH Undersecretary Teodoro Herbosa said these number so far is lower than the same period last year.
Herbosa together with the officials of the Philippine National Police, Interior and Local Government, and the Bureau of Fire Protection, briefed President Benigno Aquino III in Malacanang regarding the preparations and security measures for the coming New Year celebration.
He said firework-related injuries are being reported daily by 50 hospitals through online to the DOH since December 21. They will come up with the final tally on January 5.
“Most of the injuries are still due to fireworks and firecrackers, next are from stray bullets and then ingestion,” Herbosa said adding that majority is in the six to 10 age group.
“Those affected shifts to the older age groups during the New Yea’s Eve and New Year’s Day based on our historical data. Before New Year’s Eve it’s mostly children but during New Year’s Eve and the New Year, just like in previous years, it will be more adults rather than the six to 10 (aged children),” he noted.
He said the officials of the DOH will continue to make rounds in several hospitals in Manila on New Year’s eve to ensure that necessary services are in place.
Meanwhile, Senator Loren Legarda said these are unnecessary injuries which could be prevented if everyone will raise awareness on how firecrackers are not the safest way of celebrating the New Year.
The toxic fumes produced by firecrackers can cause ailments, while a number of cases have been reported of ingestion, especially by children, of poisonous firecrackers.
Legarda said chemicals used in producing firecrackers and sparklers also contaminate the soil and could leach into the water table, compromising the safety of potable water.

Board member distributes cash aid to scholars

CITY OF SAN FERNANDO — Board Member Ricardo Yabut distributed Sunday some P250,000 to 100 provincial scholars as part of the program of Governor Lilia Pineda to bring indigent but deserving students to school.
Yabut said the assistance of P2,500 per student aims to help the students in their fees and other school expenses. He said the students enjoyed the scholarship assistance based on the merits of their school performance as reflected in their academic standing.
“We are urging these students to be serious with their studies so as to be able to fully enjoy the continuity of the assistance program. We hope to increase the number of beneficiaries in the coming months subject to available funds,” Yabut said.
Yabut said education remains as one of the surest ways for students to enrich their skills for future employment both here and abroad.
The scholarship assistance is funded through the Provincial Board and requires students to maintain satisfactory grade standing. Yabut said that the students enjoying the scholarship assistance are enrolled in different colleges and universities in the province.
Earlier in October, some 200 students from Visualcom College in this city got P2.2 million in scholarship grants from the Pampanga Provincial Government. Vice Governor Joseller Guiao led the awarding of scholarship grants to identify beneficiaries in a ceremony held the covered court of Barangay San Jose Panlumacan.

City remembers Rizal

CITY OF SAN FERNANDO — The City Government of San Fernando led by Mayor Oscar Rodriguez commemorated Sunday the 116th death anniversary of national hero Dr. Jose P. Rizal with grand rites and tree planting ceremonies at Heroes Hall.
Hundreds of students, Freemasons, city officials, multi-sectoral representatives and simple folk joined Rodriguez, Vice-Mayor Edwin Santiago and Councilors Alex Patio and Noel Tulabut, Association of Barangay Kagawads Allan Patio and Rizal’s great grand niece — Ester Lopez Azurin in the simultaneous wreath-laying of the monuments of other Kapampangan heroes at Heroes Park.
Rodriguez said the commemoration is part of the city’s honoring freedom fighters and reminding the youth of their sacrifices, like Rizal’s martyrdom, for the democracy we enjoy today.
“Ito ay isang pagkilala, paggunita at pagpaparangal sa ating mga bayani kagaya ni Dr. Jose Rizal na nagbuwis ng buhay upang ating makamtam ang kalayaan natin sa maraming bagay,” he stressed.
The mayor noted that the remembrance of Rizal’s death and his advocacies is made more meaningful as the country also celebrated the 75th anniversary of the Philippines’ national language.
“Hindi natin dapat makalimutan ang kahalagahan ng ating sariling wika katulad ni Rizal. Kasama na ang kanyang pagbibigay ng importansya sa edukasyon,” added Rodriguez.
He also likened Rizal to the late martyr Sen. Ninoy Aquino, whom he aid braved the odds despite risks just to free Filipinos from bondage.
“Both Rizal and Ninoy braved the odds and faced the threats to freedom. That is why we should never forget their sacrifices for what we enjoy today,” said Rodriguez.

Pampanga lass tops lantern fest photo tilt

CITY OF SAN FERNANDO — A 15-year-old student from Pampanga High School was chosen as the winner of the 2012 Giant Lantern Festival Photo Contest sponsored by Canon Philippines.
Beatrix Te, a staffer of the PHS school paper and an amateur photography buff, bested 19 other enthusiasts in the tilt with her entry, shot using a Canon digital camera during the actual “Ligligan Parul” last December 15 at Robinsons Starmills.
Te, who entered the tilt with her mom who also landed on the top 20 of the more than 100-entry tilt, satisfied the criteria of the board of judges headed by Canon’s Dennis Amores.
“Beatrix’s photograph was well within the criteria of composition, adherence to the theme, lighting and mood and especially audience impact because it really tells a story about this Giant Lantern Festival which is a tradition, and where photography plays a big role in culture and heritage preservation,” Amores said.
For her part, Te told Sun.Star Pampanga that the moment she captured with the lens was long awaited during the festival, when she took a photo of another girl in the audience videotaping the lantern of Barangay Dolores.
“Timing lang po. Actually, hindi nga po alam noong girl na kinunan ko siya ng photo. Masaya po ako at marami akong natutuhan sa photography contest ng Canon na ito,” she said, as he took home the top prize, a brand new Ixus camera.
With Te in the top three is Frederick Dabu in second spot and Anna Hizon in third place. The works of the top 20 participants are currently on exhibit at the atrium of Robinsons Starmills in this city.

Guv reiterates call for peaceful polls

CITY OF SAN FERNANDO — Governor Lilia Pineda over the weekend reiterated her call for peaceful polls in 2013 and urged candidates and barangay officials to work together to take Pampanga out from the top 15 hotspots in the Commission on Elections’ (Comelec) watchlist.
Speaking before village chiefs at Benigno Aquino Hall, the governor lamented that the province was identified as a potential hotspot despite it being peaceful even during election season.
“Dapat, lahat tayo ay magkakasama at nagmamahalan. Tayong lahat ay magkakampi. Hindo dapat pag-awayan ang isang puwesto at dapat suporthan lahat ng inyong kandidato. Eleksyon lang iyan. Let us show the whole country that Pampanga is a peaceful place and should not be on the watchlist,” Governor Pineda stressed.
She noted that the upcoming election season, which will start January 13 next year, should not be “heated.”
“Huwag nating gawin mainit ang eleksyon. Ipakita natin na hindi tayo dapat bantayan. Hindi ganyan ang mga Kapampangan. What we should do is study carefully each candidate’s platform,” she added.
As for her, the governor said that she rests her bid on Kapampangans and God’s will.
“Ako, ipinapaubaya ko na ang sarili ko sa desisyon ng mga Kapampangan. It will be God’s will for me,” concluded Governor Pineda.
