Guv, execs inspect energy plant

LUBAO — Governor Lilia Pineda and San Fernando City Mayor Oscar Rodriguez recently inspected the on-going waste-to-energy or green power plant in this town.
The two executives were accompanied by Board Members Nestor Tolentino, Crisostomo Garbo and Rolly Macalino, who just came from an observation trip from Germany with Mackay Green Energy in Brussels.
The Phase 1 of the green power plant was complete, according to Garbo.
Phase 1 is located in a 25-hectare area within Lubao’s materials recovery facility, he added.
“In the dry run we conducted a couple of weeks ago, the first part of the plant produced green energy enough to provide power to two barangays. We shall soon move to phase two,” he said.
Garbo described the Mackay concept, which is already widely used in European countries, as using the indirectly fired gas turbine technology, the Exner waste processing system, and extracting renewable fuel from the pyrolysis of recovered plastic.
Tolentino said, “The system is compliant with RA 9003. This facility could take in as much 800 metric tons of unsegregated garbage to produce 22 megawatts (MW) of renewable green electricity per day. It’s absolutely environment friendly.”
Pineda and Rodriguez said they are coordinating to solve the province’s garbage problems using the facility, as well as that of San Fernando’s Biosphere project.

Police chief leads sealing muzzle of firearms

CAMP OLIVAS – Philippine National Police (PNP) Central Luzon chief Edgardo Ladao led the ceremonial sealing of the policemen’s firearms on Saturday.
The sealing of the muzzle of firearms is in accordance with the directives of the PNP that aims to prevent illegal discharge of firearms by members of the police force during the celebration of New Year’s Eve.
The sealing of firearms was witnessed by the different gun enthusiasts and gun clubs in Central Luzon.
Ladao said this is a commitment and resolve against indiscriminate firing. He added policemen must show good example to the citizens.
He also warned policemen not to use their firearms outside the call of duty or they will be charged with Grave Misconduct and criminally for Discharge of Firearm.
On January 2, 2013, there will be a simultaneous removal of the sealed tapes of said guns, he said.
The activity is in support to the Aksyon: Paputok Injury Reduction (Apir) of the Department of Health (DOH) and adherence to the directive of the new PNP Director General Alan Purisima to attain zero casualty within police headquarters.
Ladao said the Police Regional Office 3 as well as the different Provincial and City Police Offices all over the region are declared as “No firecracker zones.”
He said he has also directed all provincial city and directors to coordinate with barangay officials to establish common firecracker zones in their areas for a safe use of firecrackers. (Ric Sapnu)

Senator: Follow ban on firecrackers, guns

CITY OF SAN FERNANDO — Senator Loren Legarda urged Filipinos to follow the ban on firecrackers, guns, and other forms of welcoming the New Year that may cause harm to health and the environment.

Legarda issued the statement after the Department of Health (DOH) disclosed that the number of fireworks-related injuries rose to 72 as of December 26.
“These are unnecessary injuries which could be prevented if we raise awareness on how firecrackers are not the safest way of celebrating the New Year. The toxic fumes produced by firecrackers cause ailments, while a number of cases have been reported of ingestion, especially by children, of poisonous firecrackers,” she said.
“Chemicals used in producing firecrackers and sparklers also contaminate the soil and could leach into the water table, compromising the safety of potable water. This is certainly not the way we want to herald 2013,” she added.

She also noted that the ban on burning rubber tires and firing guns to create noise during the holidays should be strictly implemented.

“The thick blanket of smoke that engulfs our skies every New Years’ Eve can and should be avoided. We can uphold our traditions without risking the safety of our people. I urge everyone to use noisemakers and trumpets instead of firecrackers or guns, and start the New Year right with love, hope, and genuine concern for the well-being of our citizens and our environment,” Legarda said.

Pope to Apu Ceto: ‘Rejoice in the Lord’

CITY OF SAN FERNANDO – Pope Benedict XVI of Vatican bestowed on Friday its Apostolic Blessing upon Archbishop Paciano “Apu Ceto” Aniceto during the pro-life Kapampangan prelate’s 50th Sacerdotal Ordination Anniversary.
Pope said: “As you, our Venerable Brother, recall this joyous jubilee event in your priestly life, may you rejoice in the Lord with spiritual gladness, making your own the words of the Canticle of the Blessed Virgin, “My soul magnifies the Lord, and my spirit exults in God my Savior.” (Luke 1, 46-47)
The anniversary was celebrated with a Holy Mass at the Metropolitan Cathedral in this city, where archbishops, bishops, priests led by Cardinal Chito Tagle and thousands of lay in Apu Ceto’s flock joined in the golden jubilation, and shared the event.
“With the supplication of the Blessed Virgin Mary,—so greatly venerated in your beloved nation, the Philippines,—may Jesus Christ the supreme and eternal Shepherd keep you,—His highly deserving Pastor,—in His grace; may He foster your life and ministry; may he protect unto the longitude of days still ahead of you,” the Apostolic Blessing of the Pope stated.
It furthered: “We now impart to you, Venerable Brother, as a sign of gifts bestowed on you from Heaven, and as brotherly (consociatrix) pledge of our special attention, —from the See of St. Peter the Apostle, —we impart this Apostolic Blessing. Candaba launches ‘Oplan Iwas Paputok’

CANDABA, Pamp. — Mayor Jerry Pelayo has launched ‘Oplan Iwas Paputok’ in line with the government’s efforts for a safe holiday celebration.
Pelayo said the local officials’ initiative is aimed at strengthening the campaign of the Department of Health (DOH) to minimize the morbidity and mortality from fireworks and injuries.
He encouraged the residents on the use of safe, practical, and innovative ways and materials to create a loud noise during New Year’s celebration.
This, according to him, is better than greeting the New Year with damaged and injured fingers.
“Let us keep in mind that any injury resulting from the use of fireworks to any member of the family will ruin the joyous holiday celebration,” he said.
Through the campaign, Pelayo asked the local police to conduct operations against illegal firecrackers.
He also called on private individuals as well as policemen not to fire indiscriminately during New Year’s Eve revelry.
Likewise, he called the barangay officials to establish common firecracker zones in their area to promote the safe selling of legal firecrackers.

Capitol gives aid to villages

CITY OF SAN FERNANDO — Pampanga Governor Lilia Pineda distributed Wednesday more than P10-million in assistance to 35 village heads of this city at the Benigno Aquino Hall.
Pineda said the P300,000 each given to the barangay councils was part of the regular program of the Provincial Government for their various projects which comes on top of their internal revenue allotment.
She said the aid is a regular program of Capitol intended for the use of barangay projects.
Mayor Oscar Rodriguez, for his part, thanked Pineda for the assistance and assured her that the aid will be used and monitored properly.
“Let us thank our governor, our Santa Claus, for the more than P10 million aid to our barangays. Rest assured, pupunta iyan sa magandang mga programa at projects because every barangay in the City of San Fernando is under the Performance Governance System and are using and implementing the Balanced Scorecard,” Rodriguez said.
Meanwhile, Provincial Board Committee on Appropriations chairman Crisostomo Garbo said the financial assistance which was given to village chiefs has undergone the necessary process under the law.

Pamintuan gov’t garners +55% sincerity rating

ANGELES CITY – The City Government of Angeles received a positive 55 percent sincerity rating in the 2012 Survey of Enterprises on Corruption conducted by the prestigious Social Weather Stations for the Transparency Accountable Governance (TAG) project.
Mayor Edgardo Pamintuan expressed elation on the result of the survey, saying that, “This is a proof that our efforts to curb graft and corruption, and implement transparency and good governance are recognized by our constituents including local businessmen and entrepreneurs.”
“This will give us more energy to continue efforts to make Angeles City one of the cleanest local government as well as one of the cleanest, greenest and most environment-friendly cities in the country,” Pamintuan added.
The survey was supported by the Australian Agency for International Development (AusAID) through The Asia Foundation (TAF), and done in partnership with the Makati Business Club’s Integrity Initiative program and the National Competitive Council.
Around 100 businessmen and entrepreneurs in Metro Angeles were interviewed for the survey.
The same survey showed that the efforts of the present administration under President Benigno Aquino III against corruption were effective with 10 percent saying it was “very effective,” 67 percent choosing “somewhat effective” and only 12 percent stating that government was “not effective.”
“This is a clear reaffirmation of the awards we won this year and last year. This is another milestone in the overall efforts of my administration to bring back the trust and confidence of our people to the city government,” Pamintuan said.
Under Pamintuan, the City Government of Angeles received the Seal of Good Housekeeping (SGH) award from the Department of Interior and Local Government (DILG) for two consecutive years and the prestigious and coveted Gawad Pamana ng Lahi award.
It is also the top City Government in Central Luzon and number six nationwide in the implementation of the Local Governance Performance Management System (LGPMS).

Aside from the DILG awards, Pamintuan was recently named as one of the seven most outstanding mayors of the Philippines by Superbrands International, a prominent organization of products branding with presence in around 88 countries worldwide.

Board member gives financial aid to students

CITY OF SAN FERNANDO — Board Member Nestor “Bay” Tolentino led Thursday the distribution of financial grants to the scholars of the Provincial Government.
He said some 100 poor but deserving students coming from eight municipalities in his district benefited from the activity.
Tolentino added that the financial grants are part of the continuing effort of the Provincial Government to help students who wanted to finish education but having financial difficulties in pursuing their dreams.
He stated that the amount given could be used by the students in paying part of their tuition fees and other accountabilities in their respective schools and institutions.
Tolentino has been instrumental in the construction of several public school classrooms and covered court in the 4th district through a resolution filed before the Provincial Board.
This came as various public school administrators sought the assistance of Board Member Tolentino to bring to the attention of the Provincial Government the needs of facilities by the students.

‘Ninong’ eyes accountable, transparent government

STO. TOMAS — Former Mayor Romeo “Ninong” Ronquillo vowed Friday to maintain an accountable and transparent government if he will be given opportunity to serve again the people in this town.
Ronquillo said the people, who are seeking a change in the leadership of the Municipal Government, encouraged him to seek a fresh mandate as local chief executive against incumbent Mayor Joselito Naguit who is now gunning his last term.
He stressed that accountability and transparency will be his guiding principles in administering the affairs of the municipality.
He believed that government transactions must not be kept secret or unknown to the people since they deserve to be informed on matters relating to the spending of public funds.
Asked about his priorities, he stated that the safety of the people in Sto. Tomas is first in the list.
He noted that in the recent calamity, the municipality was caught unprepared with the massive flooding which even resulted to death of some residents and damaged to properties

CITY OF SAN FERNANDO — Mayor Oscar “Oca” Rodriguez challenged Friday students enrolled under the City Government’s Special Program for the Employment of Students or SPES to “study hard, grab the opportunities at hand and share their blessings to the less fortunate.”
Addressing to hundreds of students and their parents from the City of San Fernando, Sta. Ana, Arayat, Mexico, and Bacolor at the Ninoy Aquino Amphitheater of Heroes Hall, Rodriguez said that the SPES grants and incentives they receive must be put into good use.
“This is my challenge to you. For you to do it. For you to grab this very good opportunities to finish your studies then help and share your blessings to the less fortunate when the time comes. Do not be selfish because the call of the times is volunteerism and sharing to become resilient,” he stressed.
Rodriguez said he wants the students to become part of a well-educated society in a habitat of human excellence.
“This is the very reason why I am expanding our education program to the rest of the Third District. Dapat, lahat ng lugar dito ay lugar ng mga marangal at edukado,” he said.
He added that both parents and students should value the gift of education and have that sense of fulfillment to be able to serve.
“I become emotional whenever I talk about education and poor students who aspire for a decent life by acquiring a diploma. Tunay akong nagmamahal sa kabataan at edukasyon. So this is my challenge to you. To do it and serve others who do not such privileges as yours,” said Rodriguez.
The students and parents, represented by Mary Jane Manabat and Remie Sarmiento, both expressed their gratitude to Rodriguez.
“Maraming maraming salamat pos a inyong patuloy na suporta. Makakaasa po kayo ng aming ding suporta,” they said.
