Sierra Madre book out after 16 years

CITY OF MALOLOS–A book that tackles the longest mountain range in the Philippines and its indigenous people, the Dumagats or Agta/Alta, will be now launched after 16 years in the making.
Entitled “Mahabe Pagotan: Kasaysayan, Kalinangan at Lipunan ng mga Dumagat sa Bahaging Bulacan ng Sierra Madre” the book will be launched this December 3, Monday at the Bulacan State University (BSU) Hostel.
It is designed to help the Dumagats in applying for certificate of ancestral lands or domains title since the year 1996.
The book is authored by missionary Bro. Martin Francisco, who also chairs the Sagip Sierra Madre Environmental Society Incorporated, that aims to protect Sierra Madre from the destruction of its historical, physical, socio-economic, and cultural aspects.
Having lived and experienced the life as a Dumagat in the year 1994, Francisco then started doing documentaries about their culture, life, tradition, and way of living through interviews, photographs, as well as videos in 1996 as he continues to work on the rights of the Dumagats.
When Francisco asked about the culture of the Dumagats, the indigenous people always points to the mountain saying in Filipino “Sierra Madre is our culture. This is who we are.”
The movement, Francisco explained “led to awareness of the public and the national government about the current situation of the mountain. Certain actions and projects had been done towards saving it.”
One notable undertaking that the Aquino administration undertook in it is the declaration on September 16, 2011 of “Save Sierra Madre,” under Proclamation No. 233.
The book also features geological foundation of Sierra Madre, the ethnographic studies conducted since the Spanish period among the Dumagats, expanding details on Spanish, revolution, American, Japanese, and contemporary period, and undertakings and issues on the forest protection in Bulacan.
The said launching, according to BSU’s Center for Bulacan Studies who also published the book, is in line with the celebration of the university’s 108th founding anniversary.

PhilHealth makes widest ‘MOVES’ in CSF

CITY OF SAN FERNANDO–The Philippine Health Insurance Corporation (PhilHealth) on Monday launched its Mobile Orientation, Validation & Enrollment Scheme (MOVES), as they distributed some 2,724 health care identification cards to Fernandinos.
Accordingly, MOVES aimed to educate, guide and empower PhilHealth members, particularly the Sponsored Program members identified through National Household Targeting System of the Department of Social Welfare and Development (DSWD).
During the launching, City Mayor Oscar S. Rodriguez noted his participation on the PhilHealth MOVES project and reiterated his commitment to the program as he cited various initiatives implemented by the city government to uplift the quality of life of the Fernandinos.
“Magmula ngayon, wala nang iiyak na Fernandino nang dahil sa wala silang pampagamot dahil na rin sa kawalanan ng pera,” Rodriguez stressed.
The city mayor assured the Fernandinos that this partnership with PhilHealth in giving the people their security, will “continuously grow and will be well developed as time passes by.”
PhilHealth along with the Department of Health distributed a total of 2,724 ID’s to Fernandinos from Barangays Sindalan, Dela Paz Norte, Dela Paz Sur, Saguin, Telabastagan, Lara, Baliti and Pulung Bulu.
Annabelle Imana, Media Relations Officer of PhilHealth in Central Luzon, led the ID distribution and orientation program on the use of PhilHealth cards. She explained recent changes in the use of PhilHealth cards depending on case rates, or a payment method wherein the cost for an operation or illness incurred during hospitalization is already set.
In the previous system, the benefit cost is not set and the member still needed to determine the hospital level, qualifications of the doctors, complications from the illness and operations before they find out the amount of their benefits that PhilHealth will be shouldering.
Among the changes in the PhilHealth services is the “No Balance Billing” ordinance, which assures the beneficiaries that whatever medical and surgical cases they will undergo, they will not be charged of anything, as long as the case falls under the 23 primary case rates of PhilHealth like dengue I and II, pneumonia I and II, dialysis, and cataract surgery.
PhilHealth is rapidly expanding its program in support of the universal health care by providing health insurance coverage for 5.2 million poor families paid for by the National Government and an additional over 5 million families covered by local government units. ●Marna Dagumboy-

Survey ranks Angeles City with lowest corruption rating

ANGELES CITY–The Social Weather Stations (SWS) has ranked this city among the lowest among seven highly urbanized areas surveyed on perception of public corruption by business enterprise amid corruption issues hurled against the city government.
According to the 2012 national survey of the SWS dubbed, “Survey of Enterprises on Corruption,” 100 big and small enterprises were interviewed in Angeles City, and only 27 of them said there is public corruption in the city. The figure is the lowest among the areas surveyed.
Metro Manila registered the highest at 51 affirmative answers.
Asked at what level in government corruption occurs (national, provincial, city and barangay), the Angeles City government also registered the lowest at 63, followed by Cavite-Laguna-Batangas at 64. Metro Manila and Iloilo registered the highest at 85 for both.
Mayor Edgardo Pamintuan has expressed elation over the SWS findings.
“The results of the SWS survey only validate the many awards Angeles City has been receiving in the area of transparency and good governance,” Pamintuan said adding that, “This is something that every Angeleno should be proud of.”
He said the SWS is a very credible survey organization, whose findings belie the allegations of his political opponents.
“The results of the survey, where Angeles registered the best record, should now put to rest the baseless accusations that the business sector is complaining against my administration,” he said.
Pampanga First District Representative Carmelo “Tarzan” Lazatin has been repeatedly saying that “complaints of businessmen of irregularities” have driven him to run against Pamintuan as city mayor.
Lazatin’s camp has also hit Pamintuan for having a long list of job order employees.
Of the 100 enterprises interviewed by the SWS, 33 are large businesses while 67 are small and medium enterprises. On a national scale, the SWS noted of a “radical decrease” in corruption incidence.
The 2012 survey included Angeles City for the first time since it was started in 2000.
The other areas surveyed were: the National Capital Region, Cavite-Laguna-Batangas, Metro Iloilo, Davao and Cagayan de Oro/Iligan City.

Angeles City youth urged to help save environment

ANGELES CITY – Mayor Edgardo Pamintuan called on the youth of Angeles City to intensify their support on protecting the environment, even as he expressed concern over the possible cutting of decades-old trees along the MacArthur Highway because of a road-widening project of the national government.
In a speech before students of the College of Engineering and Architecture of the Holy Angel University, Pamintuan said that insofar as policy and regulations are concerned, Angeles City has all the policy and regulatory requirements to protect the environment.
But he stressed these policies and regulations can only be effective if supported by the people.
“We have launched programs that involve the mobilization of our people, including the youth, because we know that we can address the issues on the environment only through the involvement and cooperation of everyone. We have launched the One Million Trees program, whose aim is to plant one million trees in our city,” he said.
He expressed elation over the support of various sectors, particularly the youth, on the tree planting program.
“But as we are planting trees, I am disturbed that decades-old and ancient acacia trees along MacArthur Highway that traverses our city have been marked “X” – meaning they are going to be cut because of a road-widening project by the national government,” he said.
About 400 trees, according to him, may be affected by the project.
“Although I believe and support infrastructure development, such development should always consider its impact on the environment. I cannot, in conscience, allow the cutting of these magnificent acacia trees, while we are ironically involved in an aggressive tree planting program,” he stressed.
Pamintuan said he will not issue any permit to cut the trees.
“I am inclined not to, unless they present to me a workable alternative to save these trees, even as the road-widening project proceeds,” he added.
Pamintuan also cited the many environment-related projects consistent with the policies, regulations and programs the city have adopted.
Among them are the clean-up of waterways, particularly Sapang Balen and Abacan River; waste segregation; anti-littering; zero-waste management; limiting if not banning the use of certain plastics and Styrofoam products, among others.
“However, the key to the implementation of these programs and projects is the involvement of our people. Even as we already experience the severe backlash of our neglect and abuse of the environment, still many of our people, sadly including many of our poorer sectors, still fail to appreciate these efforts. Which is why the involvement of the youth in rousing up, in educating, and in mobilizing our people on environment concerns is very important,” Pamintuan said. ●Charlene Cayabyab

DOH seeks end to discrimination against lepers

CITY OF SAN FERNANDO–The health department, through the Leprosy Control Program (LCP), appealed to end discrimination to leprosy patients during the information drive conducted recently in the provinces of Nueva Ecija and Tarlac.
By providing adequate knowledge and information to Local Chief Executives (LCEs), school principals and barangay health workers (BHWs), LCP regional coordinator Dr. Renato Pangan believes that the Center for Health Development 3 (CHD-3) will gain the public’s involvement on the leprosy health care.
The facilitators addressed the discrimination experienced by leprosy patients and their families, citing the reported incident in Mayantoc, Tarlac where two grade school students already cured from leprosy were banned from school by the teachers and parents of other students.
“Because of this stigma, some leprosy patients choose to hide their selves and neglect the free treatment on Rural Health Units,” Pangan stated.
He further explained that leprosy is a droplet infection that may be transmitted when the patient coughs or sneezes and does not infect another person through skin to skin contact.
To educate the participants on how the community could help leprosy patients, the facilitators discussed the Philippine Declaration to support the Global Appeal 2007 to end stigma and discrimination against persons affected by leprosy.
“With only 152 recorded cases in the year 2011, Leprosy in the region is not that alarming but still considered as a public health threat. Out of this figure, the Center for Health Development 3 (CHD-3) noted the total of 53 cases in the province of Nueva Ecija and 34 in the province of Tarlac,” Pangan disclosed.
Marking the activity was the signing of commitment of the participants to the 2007 Philippine declaration to support the Global Appeal 2007 to End Stigma and discrimination against Persons affected by Leprosy. ●Au Catu

Subic outstanding workers ‘fruits from good seeds’

SUBIC FREEPORT–Presidential Communications Operations Office (PCOO) Undersecretary for Special Concerns Jose Mari Oquiñena on Friday underscored that the 2012 Ten Outstanding Freeport Workers of Subic Bay are affirmations of good seeds planted that is now reaping a “bountiful” harvest.
“They have gone through many challenges, had difficulty balancing family life and career. But they had overcome all these things and now savoring the fruits of their hardships” said Oquiñena who served as the chairman of this year’s search committee.
The PCOO official added “the honorees are testimonies that will make everybody proud and say ‘if she can do it, why couldn’t I?’ which is our motivation to work hard.”
Oquiñena explained, “You know a lot of people will say that ‘don’t give them fish but teach them how to fish’ but you have to also understand that majority of Filipinos know how to fish, we possess certain skills that allow us to fish, but what’s the problem? We’re not that motivated, we’re not inspired to do it, so what we need are stories for us to be inspired, what we need are sample success stories, examples of triumphs, and also examples of failures so that we’ll learn from it.”
This year’s roster of honorees consisted of Jed Sprint Piño of Pacific Ocean Underwater Solutions Corporation, Engr. Gilbert Buhain of Philippine Coastal Storage and Pipeline Corporation, Ryan Griva of Subic Enerzone Corporation, Charo Guerrero of Polarmarine Incorporated, Mark Anthony Magno of Subic Marine Exploratorium, Christine Manamtam of Wistron Infocomm Philippines Corporation, Dandy Millama of Wistron Infocomm Philippines Corporation, Maria Luisa Pulanco of Nicera Philippines Corporation, Daisy Tagnipes of Wistron Infocomm Philippines Corporation, and Virginia Umbina of Subic Water & Sewerage Corporation.

CITY OF SAN FERNANDO – Top wireless firm Smart Communications and SM Supermalls have vowed to support the Mutya Ning Kapampangan 2012.
Pageant chairperson Board Member Olga Frances “Fritzie” David-Dizon said her initial meetings with Jose “Wo” Rosete, manager of Smart’s Public Affairs Department, “was not just successful but we all felt the genuine concern and generosity of the people behind the top wireless company in the country.”
“Special thanks to MVP for consistent support to his province-mates and the Pampanga government led by Gov. Lilia Pineda,” said David-Dizon, referring to Smart Chairman Manuel V. Pangilinan of Apalit, Pampanga who was the special guest and speaker of last year’s week-long Pampanga founding anniversary celebrations.
David-Dizon said that Sun Cellular, which was purchased by Pangilinan this year, will also be one of the major sponsors of the event.
The annual beauty pageant participated in by the province’s 19 towns and three cities and the Most Outstanding Kapampangan Awards (MOKA) on December 11 are the highlights of the founding anniversary events.
Arwin Lingat, Pampanga tourism officer, disclosed that the SM supermalls in Angeles City and the two in this capital city will be the hosts of various events lined-up for the contest and anniversary celebration.
He said the swimsuit competition will be held at the SM City San Fernando Downtown on December 4, while the pre-pageant will be at the Event Centre of SM City Clark on December 7. The coronation night is on December 10 at the Bren Z. Guiao Gym here.
The organizers said there will also be activities at the SM City Pampanga and the Savemore Supermarket in Apalit related to the week-long activities. They added that the 22 contestants will have a tour at the Ayala-owned Marquee Mall in Angeles City.

Pineda releases additional funds to 14 more villages

CITY OF SAN FERNANDO–The provincial government on Tuesday provided some P2.8 million as financial assistance to 14 more barangays in the province.
Governor Lilia Pineda said that only those barangays with Internal Revenue Allotment (IRA) of P1.1 million and below were given assistance.
The barangay-beneficiaries were Buenavista, Kawayan, Eden, Gandos, Masamat, Panipuan, San Rafael, San Roque and Suklaban, all in Mexico town.
The others were San Bartolome, San Jose and Sto. Rosario, all in Sta. Ana town and San Agustin Sur and Lapaz Turu in Arayat town.
Each barangay received at least P200,000.
Pineda said the financial assistance is intended to augment the funds of barangays for their operational expenses, considering their limited budget share from the national taxes.
“We know that they have meagre funds. That’s why we are giving them financial assistance that they can utilize for their barangays,” she said. ● (PNA)

DepEd car hits woman dead

HERMOSA, Bataan–A Department of Education (DepEd) service vehicle accidentally hit an old woman who died due to severe injuries on Monday.
Police report said Loreta Yandoc, 72, a resident of Barangay San Pedro, this town, was accidentally side swept along the road in Brgy. San Pedro by a DepEd vehicle driven by the agency driver Raul Rubiano, 58.
The victim was thrown away almost 10 meters due to the impact. Report said Rubiano rushed the victim to Orani Bataan District Hospital. However, Yandoc was pronounced dead on arrival by the attending physician Dra. Suzan Galvez.
The remains of the victim were brought to Funeraria Punzalan, Orani, Bataan.
The vehicle was impounded at the Hermosa Municipal Police Station.
Police report said a case of reckless imprudence resulting to homicide is now being readied against the suspect. ●Butch Gunio
