Subic Bay Metropolitan Authority (SBMA) Chairman & Administrator Roberto V. The Senators, however, have not tagged any Customs official or employee who could have been in on the illegal transaction, if there was really one, since SBMA is but one of several government agencies in the freeport tasked to oversee if shipments are in order, raising suspicions on vested interests and political maneuverings as behind the expose.
“Walang smuggling na magaganap kung walang kasabwat na Customs,” the official said. “We, ourselves, would not allow smuggling of any goods via the Subic Freeport,” he added.
SBMA officials who asked not to be named insist there has been no violation yet as the shipment has remained in two warehouses inside the Subic Freeport which, according to the law, particularly R.A. 7227, is not under Customs jurisdiction.
Customs Commissioner Ruffy Biazon, an aspirant to the senatorial line-up of the administration’s slate, however, has declared the seizure of the shipment but Amira, a century-old respected grains company in India which shipped the rice, still asserts its right and ownership of the shipment, having been paying the SBMA some $14,000 every month in warehousing rentals, a real shot in the arm of the cash-strapped government agency.
“We are a Freeport so just as long as a shipment is within our fenced area and not brought outside to the Customs zone, Customs has no jurisdiction over it,” the SBMA official stressed, “mahirap ba intindihin iyon?”
Despite the declared seizure, the fate of the shipment remains unclear at present as another senate hearing has been scheduled also on Wednesday next week.
SBMA officials are wary that the Senate inquiry appears to be a direct meddling by politicians in the business managers’ running of the Freeport, something President Noynoy Aquino must not allow, one said.
“These politicians are destroying the essence of the Subic Bay Freeport and placing its stature in the eyes of the international community in jeopardy,” one old-time department manager said.
It is also possible that the Indian government will come to the aid of Amira, which stands to lose a lot of money due to some politician and customs officials’ grandstanding and political manuevering.

Free seeds, crop insurance for flood-affected farmers

The Department of Agriculture (DA) will provide free rice seeds and crop insurance to farmers in Luzon whose crops were damaged by floodwaters and heavy rains due to typhoons Ferdie and Gener and the southwest monsoon.
Secretary Agriculture Proceso J. Alcala said flood-affected farmers will receive free seeds so they could replant, as well as free crop insurance coverage worth P10,000 per hectare. He said the initial damage of 20,000 metric tons of palay is minimal, and could be offset by the expected harvest from 180,000 hectares that participated under the early planting scheme of the DA in partnership with farmers served by major irrigation systems in Central Luzon and Isabela under the DA’s National Irrigation Administration (NIA).
Secretary Alcala made the assurance at a media briefing at the DA central office in Quezon City on August 13 where he reported the performance of the agriculture sector, which grew by one percent during the first six months of the year.
To offset crop losses, he said the DA will encourage farmers to plant a third crop of rice immediately after the current main season. Further, he said there is no need to import additional rice this year as there is sufficient supply. In fact, he said the harvest of palay during the first six months of the year has reached 7.89 million metric tons (MT), which is 4.2 percent higher than last year’s 7.58 million MT.
The good harvest is due to good weather and appropriate interventions by the DA through the provision of quality seeds and more irrigated areas. The prospects are also bright for the second semester palay production, based on survey of standing crops and on farmers’ planting intentions, according to the DA’s Bureau of Agricultural Statistics (BAS).
The DA-BAS forecasts that 3rd and 4th quarter palay production may reach 3.56 million MT, and 6.36 million MT, respectively for a total of 9.92 million MT. In all, palay production for 2012 may reach 17.8 million MT, which would be another record harvest, and 6.7 percnet more than last year’s output of 16.68 million MT.
Finally, Secretary Alcala said the country will start exporting premium, fancy, aromatic, heirloom, and organic rice next year. He said this early “we have to explore and develop the export market for Philippine aromatic and organic rice varieties.”

RP Energy organizes relief efforts for Zambales flood victims

Over 2,700 families from 16 barangays in Subic and Olongapo City affected by the severe monsoon floods received relief goods and assistance through Operation Habagat organized by power company Redondo Peninsula Energy Inc. (RP Energy).
More than 150 individuals volunteered in the relief operations across several evacuation centers in the municipality of Subic and Olongapo City.
On the other hand, affected families in the towns of San Felipe and San Antonio, Zambales were assisted by RP Energy through the Provincial Disaster Risk Management Office. Each relief bag contained food supplies to help affected residents and evacuees weather the lack of available food resources.
According to RP Energy project manager Grant Smith, “RP Energy is committed to the safety and welfare of its host and surrounding communities and we will make every effort to assist in times of calamity”. Operation Habagat partners included the Provincial Government of Zambales, the One Meralco Foundation, Department of Social Welfare and Development Olongapo City, Municipal Government of Subic, Subic Bay Metropolitan Authority (SBMA), Subic Chamber of Commerce, SBMA Rotary Club, Rotaract Subic and the US Peace Corps.
RP Energy Corporate Social Responsibility officer Victor Chan said, “We are grateful that several NGOs and civic-minded residents heeded Operation Habagat and responded to the needs of flood victims.”
The provinces of Zambales and Bataan were declared under a state of calamity after being hit by torrential rainfall brought about by the southwest monsoon enhanced by Typhoon Haikui. The enhanced weather disturbance also caused widespread flooding in the capital of Manila submerging 80% of the metropolis. Every year, more than 20 typhoons batter the country.
The Olongapo City’s Department of Social Welfare office said that around 500 families were evacuated while Zambales reported that 5,411 families from 61 barangays in eight towns were moved to evacuation centers.

Subic EnerZone gives relief goods to Olongapo, Bataan flood victims

About Angeles City, Clark, Subic and Pampanga

Subic EnerZone Corporation (SEZ) gave relief goods to victims of the massive flood that struck Central and Southern Luzon last August 7.
In cooperation with the Aboitiz Foundation, SEZ donated P100,000 each worth of drinking water, canned goods, instant noodles, and other grocery items to the Subic Bay Metropolitan Authority (SBMA) Disaster Coordinating Council and the Subic Bay Freeport Chamber of Commerce (SBFCC), August 9.
The contribution to SBFCC were distributed to hundreds of families in Olongapo City catered in evacuation centers at Sta. Rita Elementary School, Sta. Rita High School, Barretto Elementary School, and the Nagbaculao fishing village in Barangay Kalaklan.
Meanwhile, the relief goods to the SBMA Disaster Coordinating Council were distributed to hundreds of families in the Bataan municipalities of Dinalupihan and Hermosa.

SBMA teams conduct rescue and relief operations in flood areas

SUBIC BAY FREEPORT – The Subic Bay Metropolitan Authority’s Fire and Rescue team once again braved torrential rains and rising floodwaters to do what it does best – saving lives and rescuing people from danger and calamity.
Responding to calls for assistance, this time from the onslaught of “habagat”, or the southwest monsoon, SBMA fire chief Ranny Magno deployed the first Fire and Rescue team to the flood-stricken area of Orion, Bataan, as early as Monday (August 6) night.
“From then on, there was no rest for everyone, as four other teams were dispatched on the following day to Olongapo City, including Barangays Mabayuhan and Sta. Rita, which were the worst hit in the city; and also to Dinalupihan, Bataan; and Subic town, Zambales”, he said.
Using a 6×6 military truck lent by Subic Freeport locator United Auctioneer, the group was able to rescue 249 individuals. Magno also added that the first team that was sent to Orion proceeded to Hermosa, which was totally flooded, before making its way back to the free port on August 8.
“By nighttime, all our teams had already returned safely from their respective missions but clearing work in Olongapo awaited them,” he mentioned.
When the floodwaters started receding, the SBMA team began helping out in flushing operations in the city to clear schools and public buildings of mud and other debris. Among the first areas the SBMA cleared were Columban College and the Olongapo City Library.
According to SBMA chairman and administrator Roberto Garcia, the agency also opened the Subic Bay Exhibition and Convention Center and the Subic Gym for residents who had to evacuate their flooded homes.
In the meantime, a relief drive was initiated by the SBMA’s Public Relations and Tourism Departments. In coordination with local government units, emergency food supplies from employees, business locators and residents here were distributed to evacuees at the Sta. Rita Elementary School, Sta. Rita National High School, and Tabacuhan Elementary School in Olongapo City.
In Bataan, the SBMA also delivered a total of 660 bags of relief goods to the municipalities of Hermosa and Dinalupihan. “We shall continue to help in relief operations for families who are still in various evacuation centers in Olongapo City and Bataan, and our rescue teams will also be active in helping clear flood-affected areas,” Garcia also said.
Garcia noted that the past week saw Subic’s 20-year tradition of volunteerism and civic-mindedness in action, as he thanked everyone for donating to the flood victims and commended Magno and his team for their passion to help “We have one of the best, if not, the best group around,” he added, referring to several recognitions that the team had received in the past years.
These awards include a Gawad Kalasag award, “recognizing excellence on Disaster Risk Reduction and Management, and Humanitarian Assistance”, which the team received in 2009 from National Defense secretary and National Disaster Reduction and Management Council (NDRRMC) chairman Voltaire Gazmin who cited the “extraordinary courage, heroism and self-sacrifice” shown by the SBMA Fire and Rescue Group in times of emergencies and disasters”. “We’re doing this not for public recognition but for humanity. We’d like to consider ourselves as SBMA ambassadors in the field of public service,” Magno said.

he United States Government intends to provide $100,000 (PhP4.3 million) to support disaster relief efforts in Metro Manila following severe flooding caused by the southwest monsoon this week.
U.S. Ambassador Harry K. Thomas, Jr. issued a disaster declaration today after reports of widespread flooding in the National Capital Region, and offered to provide immediate relief assistance.
Ambassador Thomas said, “On behalf of the U.S. government and the American people, I extend my heartfelt sympathies to those who are displaced and who have lost homes and livelihoods due to the floods.”
The U.S. government, through the United States Agency for International Development (USAID), will conduct an initial damage assessment in Metro Manila and surrounding provinces to determine the extent of damage caused by flooding and determine immediate needs within the affected communities.
