A BICAMERAL committee has ratified a report seeking to extend the modernization program of the Armed Forces of the Philippines (AFP) by another 15 years.
Both the House of Representatives and the Senate ratified the bicameral conference committee report on House Bill 6410 and Senate Bill 3164, establishing the revised AFP Modernization Program.
The proposed law seeks to amend Republic Act (RA) 7898 or the AFP Modernization Act, enacted by former President Fidel Ramos in 1996.
The 15-year period provided in the law expired last December 2011 with only P33 billion of the earmarked budget allocations of more than P330 billion spent.
The proposed law earmarks P75 billion for the first five years subject to the capacity of the Department of National Defense (DND) to utilize and implement the program in accordance with the Defense System of Management (DSOM).

The Revised AFP Modernization Program Planning and Procurement shall be conducted in accordance with the DSOM, which is a strategy-driven, capability-based multi-year planning and execution process.
The measure exempts certain major defense purchases, such as aircraft, vessels, tanks, armored vehicles, communications equipment and high powered firearms, from the requirement of public bidding.
The proposed law also exempts from value-added tax and customs duties, the sale and importation of weapons, equipment and ammunition to the AFP, which are directly and exclusively used for its programs.
A Congressional Oversight Committee, which will be composed of six members of the Senate and six members of the House with chairmen of the committee on national security of both chambers as chairmen, shall be created to conduct a systematic evaluation of the accomplishment and impact of the measure.
Bayan Muna party-list Representative Neri Colmenares opposed the measure, saying the AFP should explain first the anomalies surrounding the Modernization Fund.

A YOUTH group called Saturday on the Commission on Elections to disqualify President Benigno Aquino III’s supposed “favorite” party-list group, Akbayan.
Vencer Crisostomo, national chairperson of Anakbayan, said the Akbayan party-list group, which won two seats in the 2010 elections, is neither marginalized nor underrepresented.
“If the party-list system is a joke, then the biggest joke is Akbayan. They cannot possibly claim that they are marginalized and underrepresented when their leaders hold various positions in government,” he said.

The youth group noted that Akbayan officials are holding various positions in the Aquino government, including the Commission on Human Rights chairperson Loretta Ann Rosales, former Akbayan president and the party-list group’s first representative in the 11th Congress.

Aquino also appointed former Akbayan officials Ronald Llamas as presidential political affairs adviser, Joel Rocamora as head of National Anti-Poverty Commission, and Precival Cendena as National Youth Commission commissioner.

“Allowing Akbayan to run is like allowing Malacanang and the president’s KKK (kaklase, kaibigan, kabarilan) to run for party-list. Comelec’s ‘cleansing’ of the party-list system would be meaningless if it would turn a blind eye to Akbayan,” he said.

One of the administration candidates for the midterm elections in 2013 is former Akbayan Representative Risa Hontiveros, who ran under the Aquino-led Liberal Party in the 2010 polls but failed to make the cut.
During Akbayan’s Fifth Regular Congress in May, the President denied he was being controlled by the party-list group. “We are controlled by the people,” he said.

Crisostomo added that while the poll body allows “Palace-backed party-lists” to run, accreditation of some legitimate groups like Kalikasan and Courage have been rejected.

Akbayan Representative Walden Bello, also the party-list group’s first nominee for the 2013 elections, said the accusation of Crisostomo was “expected.”

“It’s expected from an irrelevant group. Akbayan’s record of public service speaks for itself,” he said in a text message.

THE Philippine Recruitment Agencies Accredited to Saudi Arabia (Praasa) on Sunday urged those looking to become household service workers (HSWs) abroad to just go for the Kingdom of Saudi Arabia (KSA) for employment opportunities.
The agency encouraged aspiring Filipino domestic helpers to go to Saudi, instead of going for an easier, less tedious process but riskier job opportunity in countries where there are existing deployment bans.
“Be wary in applying with agencies, who are still offering jobs in banned countries like Lebanon, Jordan and Syria,” said Praasa president Maria Mei Victorino.
She noted that some women are easily convinced to work in those countries since they do not undergo the training required, some are medically unfit, and even some are under-aged.
Last week, the KSA government ordered the lifting of the hiring ban imposed to Filipino domestic helpers and will take effect beginning Monday.
To recall, the Saudi government had put in place since March 2011 a ban on hiring Filipino domestic workers after it decided to stop undertaking the mandatory processing and verification of employment contracts of HSWs.
In effect, the directive stopped the deployment of HSWs to Saudi since the verification of employment contracts is part of the requirements in hiring Filipino household workers.
It was later revealed that the KSA government’s decision was a form of protest to the current minimum wage rate for household workers.
The Department of Labor and Employment (Dole) labored in having the ban lifted through a series of bilateral talks and dialogues with their counterparts from Saudi, which led to the establishment of a new Standard Employment Contract (SEC) for HSWs.
“Many Saudi employers prefer Filipinas in their households as many of our workers can adopt easily with their employers and able to teach English as a second language for their children, they often act the ‘governess’ in many Saudi homes and are regarded to be efficient and industrious by Saudis,” said Victorino.
She also assured that the recruitment agencies are all too willing to work with the government in ensuring the success of the labor agreement. (HDT/Sunnex)

FOR the next five days, those who will be running in the May 13, 2013 elections will no longer be a guessing game.
From October 1 to 5, the Commission on Elections (Comelec) is open to accept the certificates of candidacy (COCs) of candidates for all national, local, and regional, as in the case of the Autonomous Region in Muslim Mindanao (Armm) posts.
“We appeal to candidates to dispense with all the fanfares. Let us make the filing of COCs this coming October 1 to 5 as dignified as it should be,” Comelec Chairman Sixto Brillantes said.
Earlier, Comelec spokesman James Jimenez also appealed to would-be COC filers to avoid their rivals during the filing in order to avoid face-offs of their supporters.
If not, he said the poll body is urging them to make sure they are capable of policing their own people.
“I would like to ask those filing their COCs to keep your supporters in check… Make sure that you keep a tight rein on them to avoid any scuffles of any sort,” said Jimenez.
Expected COCs are for the 12 senators; 229 district members of the House of Representatives; 80 governors; 80 vice-governors; 766 members of the Provincial Board; 138 city mayors; 138 city vice mayors; 1,532 members of the City Council; 1,496 municipal mayors; 1,496 municipal vice mayors; and 11,972 members of the Municipal Council.
Also to be filled up next year are the posts of regional governor, regional vice governor, and 24 regional assemblyman for the Armm.
COCs are to be filed at the Project Management Office at the Comelec Main Office in Intramuros, Manila for senators; Office of National Capital Region Director for Metro Manila congressmen; Office of the Provincial Election Supervisor for provincial officials, including congressmen; Office of the City/Municipal Election Officer for city/municipal officials; Office of the Armm Regional Election Director for Armm governor and vice governor; and Office of the Armm Provincial Election Supervisor for Armm legislative assembly members.
“The Certificate of Candidacy shall be filed by the candidate personally or by his duly authorized representative, whose authority shall be in writing, under oath and attached,” said Comelec Resolution 9518.
The COC filing period will be during office hours only for five days beginning 8 a.m. until 5 p.m.
If at 4:45 p.m. of October 5, there are still persons intending to file COCs present inside the offices, the Comelec authorized their Receiving Officers to prepare a complete list containing the names of said persons, consecutively numbered, and the time of listing.
“The persons listed shall be called by announcing each name in the order in which they are listed. Any person who is not present when his name is called shall not be allowed to file his Certificate of Candidacy. A Certificate of Candidacy filed in accordance with this procedure shall be stamped received at the time it was actually filed, and deemed filed on time,” explained the commission en banc.
The Comelec had also reiterated that the filing of COCs would have contrasting effects to those presently holding appointive and elective positions.
The resolution states that any person holding an appointive office or position shall be considered “ipso facto” resigned from office and must vacate it at the start of the day of the filing of his/her COC.
On the other hand, any person holding an elective office or position shall not be considered resigned upon the filing of COC whether for the same or any other elective office or position.
According to Comelec Commissioner Christian Lim, the poll body is determined to implement the said provision to incumbent officials to avoid allowing them have undue advantages.
“We shall closely monitor those who are deemed resigned. They should stop going to their offices on the day they have filed their COCs… this is because some might refuse to vacate their offices and instead use it to further their candidacies,” said Lim. (HDT/Sunnex)

MANILA — Britain, Australia and Canada joined the United States on Saturday in warning their citizens of a security threat in the Philippines, particularly in the capital, Manila.
Philippine authorities said they have no information of a specific threat against Westerners but are treating the warnings seriously.
On Friday, the U.S. Embassy in Manila said “reliable security forces” detected a threat specifically in suburban Pasay City where it maintains a residential facility and a Veterans Affairs office.
It urged U.S. citizens to avoid gatherings that may be regarded as “American events.” The threat remains through Oct. 10, it added.
In their separate warnings, the three other governments cited Friday’s U.S. “emergency message.”
Australians were advised to “exercise a high degree of caution in the Philippines because of the high threat of terrorist attack and the high level of serious crime.”
Britons were told that terrorist attacks “could be indiscriminate” and targets could include places frequented by foreigners such as airports, shopping malls, and churches.
Canadians were warned of “an ongoing terrorist threat to Westerners and Western interests in the Philippines” and bombings that “could occur at any time in Manila and other key cities.”
Metropolitan Manila police chief Leonardo Espina said Saturday that he had ordered beefed up security for embassies with increased patrols by uniformed and plainclothes officers.
Such measures were taken in the wake of attacks that killed the American ambassador in Libya following Muslim protests against an anti-Islam film. Similar protests in the Philippines have been peaceful.
Espina said the U.S. Embassy warning is based on “their own parameters and systems of risk assessment.”
Armed forces spokesman Col. Arnulfo Burgos said the military has not monitored any “significant threat” against Americans and other Westerners. “Nevertheless, we are taking this seriously,” he added.
The foreign governments reminded its citizens not to travel to certain areas in the southern Philippines where the al-Qaida-linked Abu Sayyaf group operates.
The group is notorious for kidnappings, beheadings and bombings. It is on the U.S. and European lists of terrorist groups. (AP)
