CITY OF SAN FERNANDO–A group of farmers has expressed opposition to the proposed privatization of a regional hospital here.
Farmers from the Anakpawis Party-list in Central Luzon have opposed the move to privatize the Jose B. Lingad Memorial Regional Hospital (JBLMRH).

Joseph Canlas, regional coordinator of the farmer’s party-list, said JBLMRH is among the 26 public hospitals in the country targeted to be “corporatized” through the Public-Private Partnership (PPP) program of the Aquino administration.

The privatization of regional hospitals is being pushed in the Congress under House Bill 6069 or “An Act Creating National Government Hospital Corporations.” The bill was filed by Bacolod City Representative Anthony Rolando Golez, Jr., also chairman of the house committee on health.
“If you are to look at these hospitals, these are where we, poor people, run into in times of emergencies as we do not have the budget for private hospitals. If these were privatized, it is the same as the government saying to us ‘let poor people die,’” Canlas said.

“The people of Central Luzon should strongly oppose this plan to privatize JBLMRH, as it puts us all in grave risk. We call on all sectors to act against the plan and demand for improved health service,” he added.

Aside from the JBLMRH, the following hospitals are also included in the house bill: Cagayan Valley Medical Center, Veterans Regional Hospital, Baguio General Hospital and Medical Center, Ilocos Training and Regional Medical Center, Regional Medical Center, Dr. Paulino J. Garcia Memorial Research and Medical Center, Bicol Medical Center (Naga City), Bicol Research Training and Teaching Hospital (Legaspi City), Quirino Memorial Medical Center, Jose R. Reyes Memorial Medical Center, Rizal Medical Center, Amang Rodriguez Medical Center, San Lazaro Hospital, Vicente Sotto Memorial Medical Center, Eastern Visayas Regional Medical Center, Corazon Locsin Montelibano Memorial Regional Hospital, Western Visayas Medical Center, Northern Mindanao Medical Center, Southern Philippines Medical Center, Zamboanga City Medical Center, Cotobato Regional and Medical Center, CARAGA Regional Hospital, Davao Regional Hospital, Mayor Hilarion A. Ramiro, Sr. Regional Center and Training Hospital.

“We were not born yesterday to believe the excuses of the Aquino government of simply ‘corporatizing’ or improving the management of public hospitals. Every indigent patient has experienced the inadequacies of public hospitals, not because of its medical personnel or doctors, but of lacking of facilities and services that are supposed to be supported by the government,” Canlas said.

BACOLOR, Pampanga –The advocacies of vice gubernatorial bet Dennis “Delta” Pineda have attracted the support of a group of bikers, who spearheaded their second 50-kilometer bike caravan participated in by some 500 cyclists all over the province.

Mike Carlos, one of the organizers of Friends of Delta, said Pineda, at his young age, has been promoting sports like biking and basketball and has supported players who are known in the basketball arena today.

“We can see that Delta’s plans and programs will be beneficial to Kapampangans and the youth athletes,” Carlos added.

Pineda himself joined the group during their caravan, as he believes that promotion of sports in the province will be an effective tool for development and peace.

Meantime, in an interview, former Second District Board Member Wardy Chu described the younger Pineda as “a dedicated and effective leader towards action.”

CITY OF SAN FERNANDO –Some 17,085 Kapampangan were given employment in different local and overseas companies through the assistance of the Capitol’s Public Employment Services Office (PESO) for the past 33 months.

Luningning Vergara, provincial PESO manager, said the Pineda administration has given its all-out support to the programs and activities that could lead to the employment of jobseekers such as skills trainings and seminars related to occupation and livelihood through the assistance of the Provincial Manpower Training Center (PMTC).

After the training and orientation, participants who want to engage in livelihood projects are given start-up capital through Negosyo King Panyulung Program of the Provincial Cooperative and Development Office (PCEDO).

“Gov. Pineda is very determined in addressing the problem of unemployment in the province. She mobilized all departments assigned in public employments to assist the Kapampangans who want to find job or start a livelihood,” Vergara said.

Record from PESO shows that under Pineda administration’s public employment programs 14,156 cabalen were locally employed while 2,929 were given overseas employment contracts.

Thirty-one jobs fair were conducted in the province benefitting 14,392 jobseekers from different municipalities and cities. There are also career counseling, facilitated in 67 schools that helped 12,697 students in choosing college courses that meet the manpower demands globally.
Vergara also noted the establishment of Barangay PESO coordinators that serve as arms of the provincial government to saturate every Kapampangan who look job opportunities down to the grassroots level.

She added, one of the notable programs of the province in employment is the creation of the Pampanga Skills Registry System (PSRS), which is first in Central Luzon.

“This new program gives a clear view of the manpower supply and demand in the province making it easy to match the requirement of locators vis-à-vis with the qualification of workers and job seekers in the province,” she explained.

Illegal recruitment victims thank Capitol for assistance

CITY OF SAN FERNANDO– Twelve victims of illegal recruitment expressed on Friday their gratitude to the provincial government through its Pampanga Action Center for Overseas Filipino Workers Concerns (PACOC) for the expedition of their case.

According to Romeo Manalansan, one of the victims, he and other town mates in Lubao were approached by his relative Rustico Manalansan for an alleged job opportunity in South Africa for various positions in construction September of last year.

It was learned, Rustico Manalansan was working for a Mario Pallasigue, a resident of Mexico town, and 23 men fell prey to their ruse. The victims paid their “placement fees” ranging from P30,000 to P50,000 per applicant to Manalansan.

After learning of the deceit, 12 of the victims filed a lawsuit against Pallasigue and his accomplice last February and sought assistance from PACOC regarding their case.

Through the intervention of PACOC, the victims and their offenders have reached an agreement and corresponding placement fees have been returned. The 12 victims personally visited the PACOC office led by Eliza Rey Muñoz to express their gratitude last Friday.

“We are very thankful for the assistance given to us by our Governor Lilia Pineda and the provincial government. We pray for their success and may they continue to help more Kapampangans in the future,” Manalansan said.

Meanwhile, Muñoz reminded the victims to be wary of illegal recruiters – since they still plan to seek employment abroad, and to check if their prospective employers are duly accredited by the Philippine Overseas Employment Administration (POEA).

Also, Pampanga had been declared recently as one of POEA’s Partners in Anti-Illegal Recruitment (PAIR) for the province’s noteworthy efforts in preventing illegal recruitment. ●Angelique Tuazon

CITY OF SAN FERNANDO– The Regional Development Council’s Regional Project Monitoring Committee (RDC-RPMC) of Central Luzon will have a field validation and ocular inspection of the ongoing Pinatubo Hazard Urgent Mitigation Project Phase III (PHUMP-III) this May.

In a letter sent by RPMC Chairperson, also the Regional Director of the National Economic and Development Authority (NEDA) Severino Santos, the scheduled project validation will be on May 3, Friday.

“This is in response to the request of the Department of Public Works and Highways-Mount Pinatubo Emergency-Project Management Office (DPWH-MPE-PMO),” he explained.

Also, this is being undertaken “for an RDC endorsement of the proposed change in scope with corresponding change in cost and extension of consultancy services of the said project,” Santos said.

PHUMP III aims to mitigate flood damage in Central Luzon through improvements of drainage channels, rivers, roads and construction of diversion channel, thereby securing physical distribution, improving hygienic environment and contribute to the region’s sustainable development as part of the development of Subic and Clark.

Target areas of this project are the municipalities of Guagua, Lubao, Sasmuan, Mexico, Sto. Tomas, San Simon and the City of San Fernando. ●Joelyn G. Baluyut
