ZAMBOANGA CITY (Updated) — An Indian national, who was kidnapped over a year ago, has escaped from al-Qaeda-linked Abu Sayyaf bandits in the island province of Sulu.
Sulu Provincial Police Director Antonio Freyra said Biju Kolara Veetil, 37, escaped at dawn Friday while his captors were busy preparing for breakfast.
Veetil, an operations manager of a garment factory in Kuwait, was found by residents in Patikul town around 3 a.m. He was turned over to policemen and local government officials around 4 a.m. Friday in Barangay Kadday Mampalam in Patikul.
Freyra, who described Veetil to be haggard and pale, said the kidnap victim is now in the custody of his command after undergoing medical check-up.
“He lost weight, more or less 20 kilos. But according to medical report, he is okay. He is pale because he couldn’t go out but you can’t see any bruises in his body,” said Freyra.
Veetil later told reporters at a hospital that after he slipped out of the bandits’ encampment in the hinterlands of Patikul, a villager brought him to a provincial official, who handed him to police. He was then taken to the hospital.
The Abu Sayyaf bandits kidnapped Veetil on June 22, 2011 while he and his Filipina wife were visiting his in-laws in the village of Tempok, Patikul, Sulu.
The Abu Sayyaf is notorious for kidnappings, beheadings and bombings, and is on the United States’ list of terrorist groups. The group is believed to currently beholding Australian, Malaysian and Japanese nationals in their jungle hideouts in the south.
But Veetil’s escape on Friday brought down the number of foreigners that are being held captive by the group in Sulu province to four.
The remaining captives are Toshio Ito, 63, Japanese; Lorenzo Vinciguerre, 47, Swiss; Ewold Horn, 52, Dutch; and Richard Warren Rodwell, 53, Australian.
Ito was abducted on July 16, 2010 in Pangutaran, an island municipality in Sulu, while Rodwell was seized from his residence on December 4, 2011 in Barangay Pangi, Ipil, Zamboanga Sibugay.
Vinciguerre and Horn were abducted last February 1 while on a bird-watching trip at Panglima Sugala town in Tawi-Tawi.

Palace distances self from attempt to save De Lima’s candidacy
News About ClarkMALACANANG on Sunday distanced itself on the supposed move by the Executive department to keep Justice Secretary Leila De Lima in the race to become the next Chief Justice.
Last Friday, Palace Undersecretary Michael Frederick Musngi asked the Judicial and Bar Council (JBC) to “amend or suspend” Section 5, Rule 4 of the council, which bars an aspirant with pending criminal and administrative cases from being considered in any judicial post.
Observers found this as a move to save De Lima, who is facing disbarment cases for defying a Supreme Court temporary restraining order on the travel ban on former President Gloria Macapagal-Arroyo last November and for publicly criticizing former Chief Justice Renato Corona.
“It is not for us to judge the actions of an independent body like the JBC,” deputy presidential spokesperson Abigail Valte said.
“We will defer any comment on the matter as the short list is yet to be submitted for the President’s consideration.”
Musngi’s motion prompted the JBC to suspend for the fifth time the selection of the nominees who will be included in the shortlist, which will be submitted to President Benigno Aquino III hopefully by Monday.
Aquino, in turn, has until August 27 to pick Corona’s replacement.
Iloilo congressman Niel Tupas Jr., who represents the House of Representative in the JBC, on Saturday admitted that Musngi was indeed trying to accommodate de Lima and two other nominees from the Executive department to be considered for the shortlist despite the circumstances.
They are Solicitor General Francis Jardeleza and Securities and Exchange Commission chairperson Teresita Herbosa.
Tupas said this was expected since Musngi is from the Executive department.
On Monday’s meeting, the JBC will first rule whether or not the issue on pending cases involves question on a nominee’s integrity, which is a main qualification for the post set by the Constitution.
He said that when qualification of any candidate is raised based on any of the main criteria, the council should decide unanimously. A single vote against a majority opinion serves as veto power.
Musngi’s designation as member of the JBC is being opposed following his action last Friday.
A complaint stated that a Justice Secretary should sit in the JBC under the 1987 Constitution and “not any other representative of the executive branch.”
Musngi was appointed by President Aquino to replace De Lima for the meantime after she accepted the nomination for the highest post in the judiciary.
The JBC has yet to act on the complaint against the Palace representative.

Residents return home as floodwaters recede
About the Philippines, Pampanga, Clark, and Angeles City, News About ClarkCITY OF SAN FERNANDO — Hundreds of families in this city have started returning to their homes as floodwaters in their barangays receded.
Transportation has normalized as road networks in the city are now passable to all vehicles and businesses have resumed operations.
As of this posting, the City Disaster Risk Reduction Management Office (CDRRMO) reported that some families have gone back to their homes as floodwaters in 10 of 22 affected barangays of the City of San Fernando have subsided.
The number of evacuation centers has also been reduced from 33 to 15.
The number of affected families has been accounted at 18,025 (67,761 individuals), while those in evacuation centers has gone down to 1,414 families or some 5,428 individuals.
The number of casualties remains at four, while there is only destroyed house reported.
The CDRRMO officials also said relief and rescue operations are still ongoing in two barangays, particularly hard-hit San Pedro Cutud.

Aquino visits flood victims in Pampanga, 3 provinces
About the Philippines, Pampanga, Clark, and Angeles City, News About ClarkCITY OF SAN FERNANDO — President Benigno Aquino Jr. visited on Sunday Barangay Sto. Niño here to check on flood victims, after his visit in Tarlac and Bataan.
Aquino was welcomed by City of San Fernando Mayor Oscar Rodriguez, 3rd district Representative Aurelio Gonzales, Butil Representative Agapito Guanlao and Govenor Lilia Pineda at the Barangay Sto. Nino Elementary School here.
The President was accompanied by Cabinet secretaries and National Government officials during the less than 30-minute visit.
“We have enough funds for quick response. Rest assured that you will receive help,” Aquino said in Filipino.
Aquino distributed relief goods to the flood victims. The goods came from the funds of the Department of Social Welfare and Development (DSWD) national office.
The President, however, left promptly after distributing a few relief packs. The distribution was continued by City Hall officials.
The City of San Fernando is among hardest hit areas in Pampanga.
According to the City Disaster Risk Reduction and Management Office, some families already went back to their homes as flooding in 10 barangays subsided.
Some 22 barangays out of the 35 barangays of the capital city have been affected by the flooding.
Some 18,025 families or 7,761 individuals were directly affected by the flooding.
City Mayor Oscar Rodriguez has led the relief operations for 1,414 families or 5,428 individuals with donations also coming from the Provincial Government of Pampanga.
The numbers of evacuation centers have been reduced from 33 to 11 as of August 11.
The city has recorded four casualties during the flooding.
Rescue operations are still ongoing in two barangays, as of this posting.

Pampanga tops list crop damages
About the Philippines, Pampanga, Clark, and Angeles City, Press ReleasesGUAGUA — The Department of Agriculture’s (DA) Bureau of Agricultural Statistics reported that Pampanga tops the list of provinces with most crop damages, with damages in Central Luzon reaching P583,563,206.
The DA said some 16,079.01 metric tons of supposed harvest in Central Luzon was hit by floodwaters from the recent rains brought by the southwest monsoon.
The DA’s latest partial and invalidated report showed that some 51,969.03 hectares have been flooded in all provinces of the region. Of this number, some 13,517.13 were classified as destroyed, meaning that farmers would have to replant and rehabilitate destroyed rice fields, while 38,451.90 hectares are considered damaged.
Pampanga’s palay crop damage is estimated to cost some P112,835,880 followed by Bulacan province with P64,110,728.
Tarlac province also sustained much damage to its palay crops with damages estimated to run at P51,775,948 and Zambales with P435,540 worth of damages.
In Pampanga alone, some 16,199.75 hectares have been hit by floodwater with some 8,737.80 hectares classified as destroyed.
Some 10,595 farmers in Pampanga have been hit by floodwaters with more than half of the number now in need of assistance to replant their fields, according to farm leaders in various towns here.
Earlier, Governor Lilia Pineda said they are now prioritizing everything from relief operations to assessment of damaged infrastructure.
“Pero nakapanlulumo ang laki ng damage. Marami pa ring mataas ang baha kagaya dito sa kabayanan ng Lubao at iba pang bayan sa second district. Grabe din, alam natin ang sinapit ng mga taga-fourth district pati na sa San Fernando, Sta. Ana, Arayat at Mexico. Priority natin sa relief operations ngayon iyung nasa mga evacuation centers at ibang lugar na maaabot natin,” the governor said.
She said she continues to urge those in affected areas to cooperate in relief and rehabilitation measures.
Butil Farmers Party Representative Agapito Guanlao has called on National Government agencies like the Department of Agriculture to speed up assistance programs for farmers.
He said the stability of the rice production and farmers in the region would depend on how fast local agencies would help farmers replant their fields.
Guanlao said more than the flooded houses, there are also significant damages to irrigation canals, protective dikes and canals that are important to farming activity in various parts of Central Luzon and Southern Tagalog areas.
Butil estimates that some P50 million would be need in seed assistance alone to get affected farmers back on track.
“Our farmers need seeds and other assistances to get them back on track. The DA should immediately start the release of assistances,” Guanlao said.
Currently, the DA is validating damage reports in the region and coming up with a master list of all affected farmers in various provinces.
Guanlao said there are enough funds for disaster response as earlier stated by President Benigno Aquino III during a recent visit in the capital City of San Fernando.

News that lahar will reportedly flow from Guagua to Bacolor and down to bury the City of San Fernando — just as floodwaters in many barangays have subsided amid fair weather — spread like wildfire after the 10 a.m. mass at the Metropolitan Cathedral.
But City Administrator Ferdinand Caylao, who apparently received the same report, was quick to dispel the news as mere rumors and the handiwork of some who wanted to sow panic for “petty interests.”
“That is not true. No lahar will flow into the city. It’s just a rumor and the handiwork of some who have nothing else to do or may have something in mind in sowing panic in the midst of a calamity. Ituro lang ninyo sa amin ang mga iyan at ipapahuli natin sila,” Caylao told Sun.Star Pampanga.
Engr. Lulu Alingcastre of the Provincial Disaster Risk Reduction Management Council (PDRRMC) corroborated Caylao’s statements and similarly dismissed the reports as mere rumors.
“Just rumors and the handiwork of some people who wanted to rob a supermarket in San Fernando that is why they did this panic blast based on official reports we gathered. We have done the necessary information dissemination via radio (RW 95.1 FM), Facebook and text blasts to calm down people,” Alingcastre said in a phone interview.
She said the PDRRMC, Capitol executives and barangay officials, in coordination with San Fernando’s disaster response office, immediately conducted an ocular inspection where the rumored lahar would flow.
“We have inspected water channels, rivers and dikes in Guagua, Bacolor and San Fernando and found no trace or signs of possible lahar flow. As of this time, we are very safe from it and we are monitoring every minute the situation in Pampanga. We just hope that such unscrupulous individuals would cease from sowing panic in people especially in this time when we are in a calamity,” Alingcastre said.

House approves bill to uplift plight of poor
News About ClarkMANILA — The House of Representatives recently approved on final reading the bill that aims to uplift the standard of living and quality of life of the poor by providing them with sustained opportunities for growth and development.
House Bill (HB) 4484 or “Magna Carta of the Poor” seeks to provide for the creation of employment and livelihood opportunities to help the poor meet their minimum basic needs.
Principal authors of the bill are Representatives Rachel Marguerite del Mar (Cebu City), Ben Evardone (Eastern Samar), Marcelino Teodoro (Marikina City), Rodante Marcoleta (Alagad party-list) and Peter Unabia (Misamis Oriental).
Evardone said the bill will “ensure consistency” in social programs introduced by the government.
“It aims to institutionalize all social services of the government because every administration has its own social programs. More often than not, social programs of the administration are normally discontinued if there is a new administration,” he said in a text message.
The poor are those families or individuals whose income falls below the poverty threshold as defined by the National Economic and Development Authority.
Likewise, the measure states that the poor shall be identified by the National Anti-Poverty Commission with the participation of the basic sectors and local government units.
The bill also tasks government implementing agencies to accredit development partners like non-government organizations, people’s organizations and private corporations, which shall also be authorized to accept donations, aids or grants, in cash or in kind from duly accredited sources, to meet the demands of the basic rights of the poor.
Any donation that may be made to the sponsored program shall be exempt from the donor’s tax and the same shall be considered as allowable deduction from the gross income in the computation of the income tax of the donor. (Kathrina Alvarez/Sunnex)

In a special session on Friday morning, the justices moved that a magistrate can only be removed by impeachment under the 1987 Constitution.
Following this line, the report said disbarment cases can only be filed once an impeachable officer is removed from office.
Acting SC spokesperson Gleoresty Guerra neither confirmed nor denied the information.
“My instructions were to announce the results of the en banc session and meeting of the Judicial and Bar Council at the same time. The JBC meeting is still ongoing,” she told Sun.Star.
The eight-member JBC is the body that screens candidates for all judicial posts.

Filed by anti-crime advocate Lauro Vizconde last Monday, the complaint against Carpio contains allegations of corruption and gross incompetence.
To recall, Vizconde accused Carpio of lobbying for the acquittal of Hubert Webb, principal suspect in the murder of his wife Estrellita and two daughters in June 1991.

Indian escapes from Abu Sayyaf captors in Sulu
News About ClarkZAMBOANGA CITY (Updated) — An Indian national, who was kidnapped over a year ago, has escaped from al-Qaeda-linked Abu Sayyaf bandits in the island province of Sulu.
Sulu Provincial Police Director Antonio Freyra said Biju Kolara Veetil, 37, escaped at dawn Friday while his captors were busy preparing for breakfast.
Veetil, an operations manager of a garment factory in Kuwait, was found by residents in Patikul town around 3 a.m. He was turned over to policemen and local government officials around 4 a.m. Friday in Barangay Kadday Mampalam in Patikul.
Freyra, who described Veetil to be haggard and pale, said the kidnap victim is now in the custody of his command after undergoing medical check-up.
“He lost weight, more or less 20 kilos. But according to medical report, he is okay. He is pale because he couldn’t go out but you can’t see any bruises in his body,” said Freyra.
Veetil later told reporters at a hospital that after he slipped out of the bandits’ encampment in the hinterlands of Patikul, a villager brought him to a provincial official, who handed him to police. He was then taken to the hospital.
The Abu Sayyaf bandits kidnapped Veetil on June 22, 2011 while he and his Filipina wife were visiting his in-laws in the village of Tempok, Patikul, Sulu.
The Abu Sayyaf is notorious for kidnappings, beheadings and bombings, and is on the United States’ list of terrorist groups. The group is believed to currently beholding Australian, Malaysian and Japanese nationals in their jungle hideouts in the south.
But Veetil’s escape on Friday brought down the number of foreigners that are being held captive by the group in Sulu province to four.
The remaining captives are Toshio Ito, 63, Japanese; Lorenzo Vinciguerre, 47, Swiss; Ewold Horn, 52, Dutch; and Richard Warren Rodwell, 53, Australian.
Ito was abducted on July 16, 2010 in Pangutaran, an island municipality in Sulu, while Rodwell was seized from his residence on December 4, 2011 in Barangay Pangi, Ipil, Zamboanga Sibugay.
Vinciguerre and Horn were abducted last February 1 while on a bird-watching trip at Panglima Sugala town in Tawi-Tawi.

Cambodia recalls its ambassador to Philippines
Press ReleasesMANILA — Philippine officials said Cambodia is recalling its ambassador to Manila. No reason was given for the departure.
Philippine Foreign Secretary Albert del Rosario said Friday that a diplomatic note from Phnom Penh said Ambassador Hos Sereythonh will be replaced and leave Manila next week.
Cambodian officials could not immediately be reached for comment.
The ambassador stirred controversy when he said in letter published in a Philippine newspaper last month that Manila and Hanoi tried “to sabotage and hijack” the foreign ministers meeting of the Association of Southeast Asian Nations in Phom Penh in July by insisting on mentioning the South China Sea dispute in the joint communique.
He accused the Philippines and Vietnam of playing “dirty politics” in their territorial row with China.
