GUAGUA — The Department of Agriculture’s (DA) Bureau of Agricultural Statistics reported that Pampanga tops the list of provinces with most crop damages, with damages in Central Luzon reaching P583,563,206.
The DA said some 16,079.01 metric tons of supposed harvest in Central Luzon was hit by floodwaters from the recent rains brought by the southwest monsoon.

The DA’s latest partial and invalidated report showed that some 51,969.03 hectares have been flooded in all provinces of the region. Of this number, some 13,517.13 were classified as destroyed, meaning that farmers would have to replant and rehabilitate destroyed rice fields, while 38,451.90 hectares are considered damaged.
Pampanga’s palay crop damage is estimated to cost some P112,835,880 followed by Bulacan province with P64,110,728.
Tarlac province also sustained much damage to its palay crops with damages estimated to run at P51,775,948 and Zambales with P435,540 worth of damages.
In Pampanga alone, some 16,199.75 hectares have been hit by floodwater with some 8,737.80 hectares classified as destroyed.
Some 10,595 farmers in Pampanga have been hit by floodwaters with more than half of the number now in need of assistance to replant their fields, according to farm leaders in various towns here.
Earlier, Governor Lilia Pineda said they are now prioritizing everything from relief operations to assessment of damaged infrastructure.
“Pero nakapanlulumo ang laki ng damage. Marami pa ring mataas ang baha kagaya dito sa kabayanan ng Lubao at iba pang bayan sa second district. Grabe din, alam natin ang sinapit ng mga taga-fourth district pati na sa San Fernando, Sta. Ana, Arayat at Mexico. Priority natin sa relief operations ngayon iyung nasa mga evacuation centers at ibang lugar na maaabot natin,” the governor said.
She said she continues to urge those in affected areas to cooperate in relief and rehabilitation measures.
Butil Farmers Party Representative Agapito Guanlao has called on National Government agencies like the Department of Agriculture to speed up assistance programs for farmers.
He said the stability of the rice production and farmers in the region would depend on how fast local agencies would help farmers replant their fields.
Guanlao said more than the flooded houses, there are also significant damages to irrigation canals, protective dikes and canals that are important to farming activity in various parts of Central Luzon and Southern Tagalog areas.
Butil estimates that some P50 million would be need in seed assistance alone to get affected farmers back on track.
“Our farmers need seeds and other assistances to get them back on track. The DA should immediately start the release of assistances,” Guanlao said.
Currently, the DA is validating damage reports in the region and coming up with a master list of all affected farmers in various provinces.
Guanlao said there are enough funds for disaster response as earlier stated by President Benigno Aquino III during a recent visit in the capital City of San Fernando.
“We have enough funds for quick response. Rest assured that you will receive help,” Aquino said in Filipino.

‘Helen’ now a storm; 7 areas in Luzon under storm signal
Press ReleasesMANILA (3rd Update, 1:31 p.m.) — Seven areas in Northern Luzon have been placed under public storm warning as Tropical Depression Helen intensified into a storm, the state weather bureau said Monday.
In its latest weather update Monday noon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said public storm signal no. 1 was raised in the provinces of Batanes, Isabela, Kalinga, Apayao, Cagayan, Calayan Group of Islands and Babuyan Group of Islands.
Those areas are expected to experience winds of 30 to 60 kilometers per hour (kph) within the next 36 hours.
Residents living in low-lying and mountainous areas under public storm warning signals are alerted against possible flash floods and landslides, while those residing in coastal areas under public storm warning signal no. 1 are alerted against big waves or storm surges generated, Pagasa said.
As of 10 a.m. Monday, the center of Tropical Storm Helen (international name: Kai-Tak) was located based on satellite and surface data at 550 kilometers (km) east northeast of Casiguran, Aurora.
It packed maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph.
Pagasa said “Helen” carries about 15-35 millimeters (mm) per hour (heavy-torrential) of rainfall within its 400-km diameter coverage.
“Helen” is expected to enhance the southwest monsoon that will bring rains over Luzon and the Visayas especially over the western section. The storm might leave the country by Thursday.
“Locally heavy downpours are possible across Luzon in the northern Philippines from Monday through Wednesday. This area has already seen flooding rain over the past week, and additional rainfall will result in the potential for more significant flooding and mudslides to occur,” meteorologist Eric Leister of accuweather.com said.
By the middle of the week, Leister said “Helen” could also impact Taiwan, another area which has been affected by Typhoon Saola (“Gener” in the Philippines) less than two weeks ago. “Helen” may develop into a typhoon on its way to Southern China on Thursday.
Pagasa said intermittent light to moderate rains (2.5-7.5 mm/hr) are now affecting Central and Southern Luzon becoming more frequent moderate to heavy rains (7.5-10 mm/hr) during the latter part of the day towards the evening over Camarines provinces, Quezon province, Rizal, Bulacan, Pampanga, Laguna, Cavite, Batangas, Mindoro, Bataan, Zambales and Metro Manila.
Pagasa said “Helen” is forecast to move west northwest at 13 kph. It is expected to be 330 km east northeast of Tuguegarao City on Tuesday morning.

Carpio leads 8-man shortlist for CJ; De Lima out
News About ClarkMANILA (Updated) — The Judicial Bar and Council (JBC) came up Monday with a shortlist of eight nominees for Chief Justice, giving President Benigno Aquino III two weeks or until August 27 to pick the new Supreme Court head
The shortlist submitted on the same day to Malacañang culminates the JBC’s two-month search, which was saddled with controversies from representation issue on the part of Congress and Palace’s supposed hand in lobbying for administration candidates.
Leading the eight-man field is Senior Associate Justice Antonio Carpio, who received seven votes, followed by Associate Justices Roberto Abad (six votes), Arturo Brion (six votes), Maria Lourdes Sereno (six votes), and Solicitor General Francis Jardeleza (six votes).
Completing the list are former San Juan City Representative Ronaldo Zamora (six votes), Associate Justice Teresita Leonardo-De Castro (five votes), and former Ateneo de Manila law Dean Cesar Villanueva (five votes). See profiles of these nominees.
Only those who received at least five votes should be given a slot in the list, according to JBC rules.
Justice Secretary Leila de Lima, once a perceived frontrunner for the post, was disqualified after a Malacañang representative failed to convince the JBC to suspend the rules on disqualification of candidates with pending cases.
“I honestly don’t know how to react. Why was I singled out?” de Lima said in a chance interview.
De Lima is facing disbarment cases for defying a Supreme Court temporary restraining order on the travel ban on former President Gloria Macapagal-Arroyo last November and for publicly criticizing Corona early this year.
The Integrated Bar of the Philippines (IBP) junked her appeal to expedite the resolution of the cases as her replacement in the JBC, Palace Undersecretary Michael Musngi, moved last Friday to relax the rules on disqualification to make the selection process equitable.
Rule 4, Section 5 of the JBC disqualifies applicants to judicial posts if they have pending criminal or regular administrative cases, pending criminal cases in foreign courts or tribunals and have been convicted in a case where the penalty was over P10,000 unless granted judicial clemency.
The JBC failed to get a consensus anew on the matter although this will be a subject of future discussion, academe representative Jose Mejia said.
“We will take that up at a proper time but not now because there was no consensus. There was no division of the house,” Iloilo Representative Niel Tupas Jr. said.
IBP spokesperson Trixie Angeles, meanwhile, declined to comment further about de Lima’s fate.
“We did not push for her disqualification. It’s under the JBC rules that those who have disbarment cases before the IBP will be disqualified,” she said by phone.
Corona was removed by the Senate impeachment court last May 29 for betrayal of public trust and culpable violation of the Constitution after he misdeclared his peso and dollar deposits in the asset statement.

Storm signal no. 1 hoisted over 9 Luzon areas
News About ClarkMANILA — Nine areas in Luzon are now under public storm warning as Tropical Storm “Helen” (international name: Kai-Tak) maintained its strength, threatening the country’s northern part.
Placed under storm signal number 1 are the provinces of Quirino, Aurora, Isabela, Kalinga, Apayao, Cagayan, including the Babuyan group of islands, Calayan group of islands, and the Batanes group of islands, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 5 p.m. Monday bulletin.
Residents living in these areas are alerted against possible flashfloods and landslides.
As of 4 p.m. Monday, Helen was located 430 kilometers (kms) east of Casiguran, Aurora. It has a maximum sustained winds of 65 kilometer per hour (kph) near the center and gustiness of up to 80 kph, the Pagasa said.
Helen, which moves west northwest at 13 kph, is expected to be 210 kms east of Tuguegarao, Cagayan by Tueday afternoon and 80 kms south southwest of Basco, Batanes by Wednesday afternoon, the Pagasa added.
Intermittent light to moderate rains (2.5-7.5 millimeters per hour) are now affecting central and southern Luzon and becomes more frequent moderate to heavy rains (7.5-10.0 mm/hr) on Monday night over the provinces of Camarines, Quezon, Rizal, Bulacan, Pampanga, Laguna, Cavite, Batangas, Mindoro, Bataan, Zambales and Metro Manila.

The President made the announcement through Proclamation 455, which was signed by Executive Secretary Paquito Ochoa Jr.

The Chief Executive issued the declaration, through Proclamation 430 signed by Executive Secretary Paquito Ochoa Jr. on July 11, to give the people of Iloilo the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

House to tackle amendments in RH bill today

MANILA — The House of Representatives is set to tackle amendments to the Reproductive Health (RH) bill Tuesday afternoon, just a week after the controversial measure hurdled the period of debates.
Kabataan party-list Representative Raymond Palatino said the House leadership has informed them through a text message that the period of amendments will start in Tuesday plenary session at 4 p.m.
“Your attendance at plenary is requested,” the text message read.
During this period, each member of the chamber may introduce amendments to the provisions of House Bill 4244 or the RH bill.

Residents return home as floodwaters recede
About the Philippines, Pampanga, Clark, and Angeles City, News About ClarkCITY OF SAN FERNANDO — Hundreds of families in this city have started returning to their homes as floodwaters in their barangays receded.
Transportation has normalized as road networks in the city are now passable to all vehicles and businesses have resumed operations.

As of this posting, the City Disaster Risk Reduction Management Office (CDRRMO) reported that some families have gone back to their homes as floodwaters in 10 of 22 affected barangays of the City of San Fernando have subsided.
The number of evacuation centers has also been reduced from 33 to 15.
The number of affected families has been accounted at 18,025 (67,761 individuals), while those in evacuation centers has gone down to 1,414 families or some 5,428 individuals.
The number of casualties remains at four, while there is only destroyed house reported.

“We have enough funds for quick response. Rest assured that you will receive help,” Aquino said in Filipino.
Aquino distributed relief goods to the flood victims. The goods came from the funds of the Department of Social Welfare and Development (DSWD) national office.
The President, however, left promptly after distributing a few relief packs. The distribution was continued by City Hall officials.
The City of San Fernando is among hardest hit areas in Pampanga.
According to the City Disaster Risk Reduction and Management Office, some families already went back to their homes as flooding in 10 barangays subsided.
Some 22 barangays out of the 35 barangays of the capital city have been affected by the flooding.
Some 18,025 families or 7,761 individuals were directly affected by the flooding.
City Mayor Oscar Rodriguez has led the relief operations for 1,414 families or 5,428 individuals with donations also coming from the Provincial Government of Pampanga.
The numbers of evacuation centers have been reduced from 33 to 11 as of August 11.
The city has recorded four casualties during the flooding.

Pampanga tops list crop damages
About the Philippines, Pampanga, Clark, and Angeles City, News About ClarkGUAGUA — The Department of Agriculture’s (DA) Bureau of Agricultural Statistics reported that Pampanga tops the list of provinces with most crop damages, with damages in Central Luzon reaching P583,563,206.
The DA said some 16,079.01 metric tons of supposed harvest in Central Luzon was hit by floodwaters from the recent rains brought by the southwest monsoon.

The DA’s latest partial and invalidated report showed that some 51,969.03 hectares have been flooded in all provinces of the region. Of this number, some 13,517.13 were classified as destroyed, meaning that farmers would have to replant and rehabilitate destroyed rice fields, while 38,451.90 hectares are considered damaged.
Pampanga’s palay crop damage is estimated to cost some P112,835,880 followed by Bulacan province with P64,110,728.
Tarlac province also sustained much damage to its palay crops with damages estimated to run at P51,775,948 and Zambales with P435,540 worth of damages.
In Pampanga alone, some 16,199.75 hectares have been hit by floodwater with some 8,737.80 hectares classified as destroyed.
Some 10,595 farmers in Pampanga have been hit by floodwaters with more than half of the number now in need of assistance to replant their fields, according to farm leaders in various towns here.
Earlier, Governor Lilia Pineda said they are now prioritizing everything from relief operations to assessment of damaged infrastructure.
“Pero nakapanlulumo ang laki ng damage. Marami pa ring mataas ang baha kagaya dito sa kabayanan ng Lubao at iba pang bayan sa second district. Grabe din, alam natin ang sinapit ng mga taga-fourth district pati na sa San Fernando, Sta. Ana, Arayat at Mexico. Priority natin sa relief operations ngayon iyung nasa mga evacuation centers at ibang lugar na maaabot natin,” the governor said.
She said she continues to urge those in affected areas to cooperate in relief and rehabilitation measures.
Butil Farmers Party Representative Agapito Guanlao has called on National Government agencies like the Department of Agriculture to speed up assistance programs for farmers.
He said the stability of the rice production and farmers in the region would depend on how fast local agencies would help farmers replant their fields.
Guanlao said more than the flooded houses, there are also significant damages to irrigation canals, protective dikes and canals that are important to farming activity in various parts of Central Luzon and Southern Tagalog areas.
Butil estimates that some P50 million would be need in seed assistance alone to get affected farmers back on track.
“Our farmers need seeds and other assistances to get them back on track. The DA should immediately start the release of assistances,” Guanlao said.
Currently, the DA is validating damage reports in the region and coming up with a master list of all affected farmers in various provinces.
Guanlao said there are enough funds for disaster response as earlier stated by President Benigno Aquino III during a recent visit in the capital City of San Fernando.
“We have enough funds for quick response. Rest assured that you will receive help,” Aquino said in Filipino.

‘Lahar flow’ rumors send panic
About the Philippines, Pampanga, Clark, and Angeles City, News About ClarkCITY OF SAN FERNANDO — Rumors of lahar flow to this city sent people to panic Sunday morning, forcing some to move out of stores and shops.
News that lahar will reportedly flow from Guagua to Bacolor and down to bury the City of San Fernando — just as floodwaters in many barangays have subsided amid fair weather — spread like wildfire after the 10 a.m. mass at the Metropolitan Cathedral.

But City Administrator Ferdinand Caylao, who apparently received the same report, was quick to dispel the news as mere rumors and the handiwork of some who wanted to sow panic for “petty interests.”
“That is not true. No lahar will flow into the city. It’s just a rumor and the handiwork of some who have nothing else to do or may have something in mind in sowing panic in the midst of a calamity. Ituro lang ninyo sa amin ang mga iyan at ipapahuli natin sila,” Caylao told Sun.Star Pampanga.
Engr. Lulu Alingcastre of the Provincial Disaster Risk Reduction Management Council (PDRRMC) corroborated Caylao’s statements and similarly dismissed the reports as mere rumors.
“Just rumors and the handiwork of some people who wanted to rob a supermarket in San Fernando that is why they did this panic blast based on official reports we gathered. We have done the necessary information dissemination via radio (RW 95.1 FM), Facebook and text blasts to calm down people,” Alingcastre said in a phone interview.
She said the PDRRMC, Capitol executives and barangay officials, in coordination with San Fernando’s disaster response office, immediately conducted an ocular inspection where the rumored lahar would flow.
“We have inspected water channels, rivers and dikes in Guagua, Bacolor and San Fernando and found no trace or signs of possible lahar flow. As of this time, we are very safe from it and we are monitoring every minute the situation in Pampanga. We just hope that such unscrupulous individuals would cease from sowing panic in people especially in this time when we are in a calamity,” Alingcastre said.
