MANILA – A member of Congress advised the government to prioritize flood victims in the selection of new beneficiaries for its conditional cash transfer (CCT) program.
Under the proposed national budget for 2013, the government is targeting to increase its household beneficiaries from 3.1 million this year to 3.8 million in 2013, said Aurora Representative Sonny Angara on Saturday.
Angara, who joined President Benigno Aquino III in the government’s relief operations, said poor families do not need a “one-time hand out of a bag of groceries but sustained assistance” like the cash transfer program.
“The best and obvious candidates for inclusion are those who have all lost what little they have in the recent floods,” Angara said.
“After the floods have subsided, long after television crews have packed up, and the last relief convoy has passed by, there should be a kind of help on the ground that should linger for a while,” he said.
The Department of Social Welfare and Development (DSWD) is proposing a budget of P44.3 billion for the implementation of the CCT program next year.
CCT beneficiaries are given a maximum of P1,400 in monthly subsidy.
There are, however, conditions attached to the CCT program, which include attending family development sessions and sending children to school.
Amid the recent calamity brought by the southwest monsoon, Angara said the government should also consider adding as a condition the clean-up of waterways for families living in slums.
“That way government will be hitting two birds with one stone: help the poor and create an army of river stewards,” he said.
In a related development, Civil defense chief Benito Ramos said that police, soldiers, coast guard personnel and military reservists will be used to help Manila recover from its worst flooding since 2009.
Hundreds of volunteers who helped in rescue and relief work in the early days of the floods will also help in the cleanup.
The Office of Civil Defense said Saturday the floods left at least 66 people dead and affected up to 2.68 million people in Manila and nearby provinces, with more than 440,000 fleeing to evacuation centers.
Corazon Jimenez, general manager of the Metropolitan Manila Development Authority, which is in charge of traffic management and garbage disposal for the sprawling capital of 12 million, said part of the cleanup will involve collecting the garbage that has washed from creeks and rivers into Manila Bay.
“I can’t describe this anymore. These are mountains of garbage,” she said.
Incessant rains from Sunday through Wednesday swelled rivers and creeks and overwhelmed drainage canals already clogged with garbage, raising flood waters that at the peak submerged more than half of metropolitan Manila.
Social Welfare Secretary Dinky Soliman said authorities have already closed about 100 of 351 government-run shelters in the metropolis as evacuees trickled home.
She said the government planned to relocate about half a million urban poor families in the capital, most of them living in “danger zones” such as by river banks and under bridges.
“It can be done, but that would need a lot of help and a lot of political will from people involved,” Soliman said.
She didn’t say how much the relocation would cost, but said funding wasn’t a problem because of prudent spending by the government and anti-corruption measures.
Also, Malacanang said on Saturday that Australia will extend assistance to the victims of massive flooding in Metro Manila and Central Luzon.
Deputy presidential spokesperson Abigail Valte said that Australia’s pledge was an addition to the commitment made by the United States and the European Union in aiding the displaced population.
The death toll from the torrential rains and flooding brought by the southwest monsoon has climbed to 77, the National Disaster Risk Reduction and Management Council (NDRRMC) said Saturday.
In its latest bulletin at 5 p.m., the NDRRMC said that of the 77 reported dead, 12 were victims of a landslide, 58 died due to drowning, three due to electrocution, two due to heart attack, one due to fallen trees and one case of undetermined death.
Meanwhile, Malacanang distanced itself on the supposed early campaigning of some “senatoriables” who tagged along with President Aquino during his visits in flood-stricken areas.
Deputy presidential spokesperson Abigail Valte refused to comment on Saturday as to who had advised the President to bring with him during his rounds in some evacuation centers in Metro Manila and Central Luzon these personalities, who reportedly would be part of the senatorial slate of the administration’s Liberal Party (LP).
Among those personalities who were seen in most of the President’s visits in areas affected by the monsoon rains were Akbayan party-list spokesperson Risa Hontiveros, and Technical Education and Skills Development Authority (Tesda) director general Joel Villanueva.

President Aquino on Wednesday led the distribution of relief goods to affected residents in Muntinlupa.
With him were Technical Education and Skills Development Authority (Tesda) director general Joel Villanueva, Akbayan party-list spokesperson Risa Hontiveros, Bureau of Customs (BOC) chief Rozzano Ruffy Biazon, and Aurora Representative Sonny Angara, four of the potential Liberal Party (LP) candidates announced by Aquino himself.

Users of social networking sites, Facebook and Twitter, thought this was a form of early campaigning. • Hontiveros explained that the Akbayan party-list group has been conducting relief operations since Tuesday, August 7.
“When the President invited me to join his relief operations, wanting to ask our kababayans if they were getting their urgent needs and telling them about government’s strategic flood control plans, I felt it was consistent with, not contradictory to, what we’re doing,” she said in a text message.
Angara also denied that they accompanied the President to campaign themselves early for the 2013 midterm polls.
“We didn’t think of that as early campaigning. We were asked to help and we didn’t think twice. Between helping and staying at home, I chose to help. Most would have done the same,” he said. (Kathrina Alvarez/Sunnex)

Thousands to help clean up Manila flood debris
News About ClarkMANILA, Philippines — Officials will mobilize thousands to clean up the Philippine capital in the wake of torrential monsoon rains and flooding as evacuees return to clear mud and debris that swamped their homes.
Civil defense chief Benito Ramos said Saturday that police, soldiers, coast guard personnel and military reservists will be used to help Manila recover from its worst flooding since 2009. Hundreds of volunteers who helped in rescue and relief work in the early days of the floods will also help in the cleanup.
The Office of Civil Defense says the floods left at least 66 people dead and affected up to 2.8 million people in Manila and nearby provinces, with more than 440,000 fleeing to evacuation centers. (AP)

Australia pledges aid for flood victims
Press ReleasesMANILA — Malacañang said on Saturday that Australia has expressed its intention to extend assistance to the victims of massive flooding in Metro Manila and Central Luzon.
In a radio interview, deputy presidential spokesperson Abigail Valte said that Australia’s pledge was an addition to the commitment made by the United States and the European Union (EU) in aiding the displaced population.
“USAID, the United States Agency for International Development, has pledged P4.3 million for disaster relief. And from my understanding from (Foreign) Secretary (Albert) del Rosario, Australia also pledged its relief assistance,” she said.
Valte also assured that the government had enough funds for relief assistance aside from the help coming from private and foreign donors.
Citing the report of the budget department, she said the government had a calamity fund of around P5.95 billion.
“This is available to enable national government agencies to immediately respond to the needs of our citizens, and to localities that were affected by the monsoon rains,” Valte said.
Apart from the calamity fund, the government could also use its quick response funds that have already been released to different departments early this year.
Among the departments with this response fund include the Department of Agriculture, Department of Education, Department of Health, Department of National Defense, Department of Public Works and Highways and the Office of Civil Defense, Valte said.
If these quick response funds were summed up, it would amount to some P2.989 billion.
The US government and the European Union have committed to provide financial and humanitarian aid to the Philippines following the onslaught of massive floods brought by the southwest monsoon.
The EU delegation to the Philippines expressed its sympathy to more than 800,000 families affected by floods in Metro Manila and nearby areas. (SDR/Sunnex)

Cebu runners hold tribute run for Igaña

CEBU CITY – The different running groups in Cebu were gathered in IT Park in this city on Saturday after the simultaneous night runs in honor of late Ramon Igaña Jr.
• Igaña was an active and supportive member of Ungo. His wife Dr. Humility Igaña is also among the earliest members of the running club.
• Tony Galon, president of the Cebu Ultrarunners Club, said runners present on Saturday night were members of Bohol Running Club, FRC, Talisay City Running Club, MRC of Mandaue City, Striders, Danao City Runners, G6, Igat, TG-Lasang and Ungo ug Dagan.
• Doctors who performed an autopsy on the body of Igaña found acute pulmonary embolism as the cause of the triathlete’s death.
• Igaña was a member of Team TTB Extreme. He joined the Ironman 70.3 event along with his wife, Dr. Humility Igana, who was supposed to take the 21-kilometer run should he finished the bike race.
• Last Wednesday, organizers of the Cobra Ironman 70.3 also awarded to Igaña and to his relay mates the finisher’s medal as a tribute.

Clark firm to distribute relief goods to flood-stricken areas
News About ClarkCLARK FREEPORT – The Clark Development Corporation (CDC) is set to distribute an initial 5,000 packs of assorted relief goods to families affected by recent monsoon floods in low-lying areas of Pampanga.
The CDC has initially distributed relief goods to affected residents of Barangay Dau (113 families) and Sapang Biabas (30) in nearby Mabalacat City and Angeles City (290).

On August 11, the CDC volunteer-employees will troop to the town of Sto. Tomas to distribute relief goods composed of rice, noodles, and coffee to 1,060 families there.
The CDC Community Extension Service Office (Ceso) said the state-run corporation is in close coordination with Social Welfare Department and the National Disaster Risk Reduction and Management Council (NDRRMC) in the assessment and selection of areas most hit by the monsoon flooding.
Aside from the cities of Angeles and Mabalacat and Sto. Tomas town, the CDC will visit residents of Guagua (60 families), Masantol (71), and barangays Panlumacan E/S (250), Del Pilar (300), and Pandaras (510) in the City of San Fernando.
The Ceso added that CDC volunteers will also provide assistance to Aeta communities in Sitio Haduan (100 families) and Calapi (100) in Mabalacat City, 122 families in Paniqui, Tarlac, and 300 families that belong to the Bamban Aeta Tribal Association.

Dole issues advisory on payment of wages in calamity areas
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO – The Department of Labor and Employment (Dole) on Friday advised employers on the payment of wages of workers in areas stricken by calamities.
Dole regional labor communications officer Jerry Borja said Labor Secretary Rosalinda Dimapilis-Baldoz issued an advisory known as the payment of wages due to cases of suspension of work in calamity stricken areas.

The Dole’s labor advisory is pursuant of memorandum circular no. 33-A, series of 2012 issued by the Office of the President on August 7, 2012, advising all private sector employers on rules for payment of wages in areas hit by the recent disaster.
The advisory stipulates that if the day is unworked, the “no work, no pay” principle shall apply, except in cases where there is favorable company policy, practice, or collective bargaining agreement (CBA) granting payment of wages; and if the employee has accrued leave credits where his/her leave of absence shall be charged.
If the day is worked, the employee shall be paid an additional 30 percent of the daily rate on 100 percent on the first 8 hours of work. In excess of) hours, he/she shall be paid an additional 30 percent of the hourly rate on said day.
The advisory also noted that for those implementing compressed work week arrangements, the employee shall be paid additional 30 percent for the agreed work hours on the said day.
Borja told Sun.Star Pampanga that Baldoz made it clear that the effectivity of the said rules of payment of wages shall start at midnight of August 7, 2012 and end at the immediate succeeding midnight.
Baldoz, Borja added, also urged employers to provide extra incentives or benefits to employees who reported for work on August 7, as means to alleviate their plight, in times of crisis.

Lawmaker distributes relief packs
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — Third District Representative Aurelio Gonzales Jr. distributed relief packs to 2,000 flood victims here as part of his commitment to help disaster victims housed in various evacuation centers.
Gonzales visited evacuation centers in Sindalan Elementary School, Calulut Elementary School and Baliti Elementary School.

The lawmaker also checked on the conditions of the flood victims from the villages of San Pedro, Sta. Lucia and San Nicolas housed in the said evacuation centers.
The distribution was part of the commitment of Gonzales of P1-million worth of relief goods to flood victims in different parts of the district following an aerial inspection.
Gonzales said the amount would be followed up with additional relief assistance as consolidated and verified reports of flood victims from different government agencies come in.
“The flooding that we have experienced is really a wake-up call to for all of us to do our part in environmental protection. It is also a call for us to study our government programs on flood control and prevention,” Gonzales said.
Gonzales said the revival of the Pampanga River Control System (PRCS) is more than ever necessary for flood prevention in the district. The PRCS aims to appropriate a maintenance fund devoted to the upkeep and upgrading of the river systems.
The lawmaker added that the PRCS must also include development plans on a long-term basis on how to create new channels and fully upgrade the river system facilities like ripraps, concrete slope protection and the like.
“The revival of the PRCS is something that we can do after we have addressed the current needs of the people in evacuation centers,” Gonzales said.

Twin blasts rock N. Cotabato towns
Press ReleasesKIDAPAWAN CITY – Two loud explosions rocked towns of Kabacan and M’lang in North Cotabato a few hours after the Armed Forces of the Philippines declared “normalcy” in areas where fighting between the government troops and the Bangsamoro Islamic Freedom Fighters (BIFF) took place.
The BIFF is a breakaway group of the Moro Islamic Liberation Front (MILF), which is negotiating for a peace accord with Philippine government.

The BIFF was established in 2010 by former MILF commander Ameril Umbra Kato who bolted out of the group due to ideological difference with top MILF officials.
Around 8:15 p.m. on Friday, a grenade fired from an M203 launcher exploded on top of an Internet shop along Quezon Avenue in Kabacan town.
Kabacan police chief, Superintendent Raul Supiter, hinted the explosive was fired about 200 meters away from the blast site.
No one was hurt during the explosion, which took place few minutes after power was cut-off Friday, Supiter said.
Around 8:30 p.m. Friday, another improvised explosive device (IED) went off in a drainage canal placed along the boundary of Barangays Poblacion-B and Dungguan in nearby M’lang town.
M’lang Mayor Joselito Pinol said no one was hurt during the blast.
Supiter hinted the explosions could be connected to the recent armed fighting between government troops and the BIFF rebels.
“This group really wanted to destroy the peace we’re enjoying in our area,” Supiter said.
With the twin blasts in North Cotabato, the explosions that rocked the province since the skirmishes broke out in nearby Maguindanao towns numbered to three.
The first was last Monday, around 12:45 a.m. when an IED, fashioned from an 81-mm mortar projectile, went off few feet away from the detachment of Citizens Armed Forces Geographical Unit (Cafgu) located along the highway in Pikit town that wounded four Cafgu and a civilian.
Authorities in North Cotabato cautioned motorists, commuters and civilians to be “extra careful” and “vigilant” to prevent from becoming part of the “collateral damage” to the ongoing conflict in nearby areas.
In Maguindanao, a policeman was killed following an attack staged by the BIFF in Datu Unsay town on Friday night, a military spokesman confirmed Saturday.
Colonel Prudencio Asto, 6th Infantry Division public affairs officer, said an undetermined number of BIFF fighters attacked forces of the Philippine National Police’s Special Action Force around 11:30 p.m. at the vicinity of Maitumaig village, resulting in the death of PO1 Randy Dumaguing.
Amid the recent clash between the government troops and the BIFF, the Government of the Philippines (GPH) and the MILF agreed on Saturday to work together against those who would try to derail the peace process.
“The parties condemn the senseless attacks of the so-called Bangsamoro Islamic Freedom Fighters of the Bangsamoro Islamic Freedom Movement (BIFF-BIFM), as well as the violent acts of lawless elements in several areas in Mindanao. Govt urged prioritized flood victims cash transfer program

MANILA – A member of Congress advised the government to prioritize flood victims in the selection of new beneficiaries for its conditional cash transfer (CCT) program.
Under the proposed national budget for 2013, the government is targeting to increase its household beneficiaries from 3.1 million this year to 3.8 million in 2013, said Aurora Representative Sonny Angara on Saturday.
Angara, who joined President Benigno Aquino III in the government’s relief operations, said poor families do not need a “one-time hand out of a bag of groceries but sustained assistance” like the cash transfer program.
“The best and obvious candidates for inclusion are those who have all lost what little they have in the recent floods,” Angara said.
“After the floods have subsided, long after television crews have packed up, and the last relief convoy has passed by, there should be a kind of help on the ground that should linger for a while,” he said.
The Department of Social Welfare and Development (DSWD) is proposing a budget of P44.3 billion for the implementation of the CCT program next year.
CCT beneficiaries are given a maximum of P1,400 in monthly subsidy.
There are, however, conditions attached to the CCT program, which include attending family development sessions and sending children to school.
Amid the recent calamity brought by the southwest monsoon, Angara said the government should also consider adding as a condition the clean-up of waterways for families living in slums.
“That way government will be hitting two birds with one stone: help the poor and create an army of river stewards,” he said.
In a related development, Civil defense chief Benito Ramos said that police, soldiers, coast guard personnel and military reservists will be used to help Manila recover from its worst flooding since 2009.
Hundreds of volunteers who helped in rescue and relief work in the early days of the floods will also help in the cleanup.
The Office of Civil Defense said Saturday the floods left at least 66 people dead and affected up to 2.68 million people in Manila and nearby provinces, with more than 440,000 fleeing to evacuation centers.
Corazon Jimenez, general manager of the Metropolitan Manila Development Authority, which is in charge of traffic management and garbage disposal for the sprawling capital of 12 million, said part of the cleanup will involve collecting the garbage that has washed from creeks and rivers into Manila Bay.
“I can’t describe this anymore. These are mountains of garbage,” she said.
Incessant rains from Sunday through Wednesday swelled rivers and creeks and overwhelmed drainage canals already clogged with garbage, raising flood waters that at the peak submerged more than half of metropolitan Manila.
Social Welfare Secretary Dinky Soliman said authorities have already closed about 100 of 351 government-run shelters in the metropolis as evacuees trickled home.
She said the government planned to relocate about half a million urban poor families in the capital, most of them living in “danger zones” such as by river banks and under bridges.
“It can be done, but that would need a lot of help and a lot of political will from people involved,” Soliman said.
She didn’t say how much the relocation would cost, but said funding wasn’t a problem because of prudent spending by the government and anti-corruption measures.
Also, Malacanang said on Saturday that Australia will extend assistance to the victims of massive flooding in Metro Manila and Central Luzon.
Deputy presidential spokesperson Abigail Valte said that Australia’s pledge was an addition to the commitment made by the United States and the European Union in aiding the displaced population.
The death toll from the torrential rains and flooding brought by the southwest monsoon has climbed to 77, the National Disaster Risk Reduction and Management Council (NDRRMC) said Saturday.
In its latest bulletin at 5 p.m., the NDRRMC said that of the 77 reported dead, 12 were victims of a landslide, 58 died due to drowning, three due to electrocution, two due to heart attack, one due to fallen trees and one case of undetermined death.
Meanwhile, Malacanang distanced itself on the supposed early campaigning of some “senatoriables” who tagged along with President Aquino during his visits in flood-stricken areas.
Deputy presidential spokesperson Abigail Valte refused to comment on Saturday as to who had advised the President to bring with him during his rounds in some evacuation centers in Metro Manila and Central Luzon these personalities, who reportedly would be part of the senatorial slate of the administration’s Liberal Party (LP).
Among those personalities who were seen in most of the President’s visits in areas affected by the monsoon rains were Akbayan party-list spokesperson Risa Hontiveros, and Technical Education and Skills Development Authority (Tesda) director general Joel Villanueva.
