MANILA — Typhoon “Igme” (International name: Tembin) slightly weakened and accelerated as it moved north northwestward on Tuesday, the state weather bureau said.

In its 11 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Igme, the ninth storm to enter the Philippines this year, was spotted 330 kilometers (km) east northeast of Basco, Batanes.
The typhoon has maximum sustained winds of 150 kilometers per hour (kph) near the center and gustiness of up to 185 kph.
The Batanes Group of Islands remains under storm signal number 1. Residents in this area will experience winds of 30-60 kph.
The National Disaster Risk Reduction Management Council (NDRRMC) earlier reported that a boy had drowned after he was swept away by strong water current in La Union at 8 a.m. of Sunday.
Michael Estacio was rushed to a medical center in Agoo, La Union, but was declared dead on arrival.
The NDRRMC earlier reported that flashfloods caused by Igme have affected 353 families or 1,476 people in 10 barangays in five municipalities of La Union.
The affected municipalities include Naguilian, Bacnotan, Burgos, Balaoan and San Juan.
Pagasa said Igme carries about 10 to 15 millimeters per hour of rainfall within its 550 kilometer diameter coverage.
Typhoon “Igme” is expected to be at 370 km north of Basco, Batanes by Wednesday evening and at 510 km north northwest of the town by Thursday evening. It is moving at 13 kph. (Sunnex)

Mayor, village chiefs support vice guv’s congressional bid
ANGELES CITY – Mayor Edgardo Pamintuan led other city officials and village chiefs here in airing support to the congressional bid of Pampanga vice governor Joseller Guiao.
During the birthday celebration of Pulung Maragul chairman Jojo Dimapilis, who is also the Liga ng mga Barangay president, Pamintuan, vice mayor Vicky Vega-Cabigting, some city councilors, and 28 village chiefs here vowed to support Guiao in next year’s polls.

The barangay chiefs handed their manifesto of support to Guiao during the event.
“We, the undersigned Barangay captains of Angeles City, have come in unity and solidarity to manifest our unwavering support to the Honorable Joseller Guiao, vice governor of Pampanga, in his unselfish desire to serve the People of Angeles City, to be the representative of the First Congressional District of the province,” the barangay heads stated.
Some 28 out of the 33 barangay leaders signed the manifesto.
“We strongly believe that Joseller Guiao, with his untarnished record as a public servant, modest character and sound leadership, will greatly complement our efforts and initiatives aimed at upholding and advancing the public welfare,” they said.
They added that “the people of Angeles City deserve only the best and it is with this backdrop that we have banded ourselves together to seek a leader with the passion to serve and the compassion for those who are to be served.”
Village leaders of Cutcut, Sto. Rosario, Cuayan, Pulung Cacutud, Marisol Ninoy Aquino refused to sign the manifesto of support to Guiao, it was learned.
Guiao thanked the village chiefs and city officials who vow to support him. He also vowed to initiate programs on health, livelihood, social upliftment, education, sports development, among others.

In an interview with Sun.Star Pampanga during the visit of Vice President Jejomar Binay at Pag-Ibig (City of San Fernando Branch), Nepomuceno confirmed he is gunning for the post he once held years ago and is ready to slug it out with other strong contenders like Vice Governor Joseller Guiao.

“Definitely, I am running for Congress in 2013. I have made up my mind and I am not backing out. I am not bothered at all by other contenders because like them, I have plans of a high-level campaign. I know they are backed up by big supporters but we have our mass base of loyal supporters, too,” he said.
Nepomuceno added that he would be running under the banner of the National People’s Coalition, being one of its original stalwarts.
“There is also this move of a coalition with the Liberal Party and UNA (United Nationalist Alliance). Thus, the LP, I believe, will not be fielding any bet in the first district congressional race next year. That would be finalized this coming September,” he said.

MANILA — Typhoon “Igme” (International name: Tembin) slightly weakened and accelerated as it moved north northwestward on Tuesday, the state weather bureau said.

In its 11 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Igme, the ninth storm to enter the Philippines this year, was spotted 330 kilometers (km) east northeast of Basco, Batanes.
The typhoon has maximum sustained winds of 150 kilometers per hour (kph) near the center and gustiness of up to 185 kph.
The Batanes Group of Islands remains under storm signal number 1. Residents in this area will experience winds of 30-60 kph.
The National Disaster Risk Reduction Management Council (NDRRMC) earlier reported that a boy had drowned after he was swept away by strong water current in La Union at 8 a.m. of Sunday.
Michael Estacio was rushed to a medical center in Agoo, La Union, but was declared dead on arrival.
The NDRRMC earlier reported that flashfloods caused by Igme have affected 353 families or 1,476 people in 10 barangays in five municipalities of La Union.
The affected municipalities include Naguilian, Bacnotan, Burgos, Balaoan and San Juan.
Pagasa said Igme carries about 10 to 15 millimeters per hour of rainfall within its 550 kilometer diameter coverage.
Typhoon “Igme” is expected to be at 370 km north of Basco, Batanes by Wednesday evening and at 510 km north northwest of the town by Thursday evening. It is moving at 13 kph. (Sunnex)

Mayor, village chiefs support vice guv’s congressional bid
ANGELES CITY – Mayor Edgardo Pamintuan led other city officials and village chiefs here in airing support to the congressional bid of Pampanga vice governor Joseller Guiao.
During the birthday celebration of Pulung Maragul chairman Jojo Dimapilis, who is also the Liga ng mga Barangay president, Pamintuan, vice mayor Vicky Vega-Cabigting, some city councilors, and 28 village chiefs here vowed to support Guiao in next year’s polls.

The barangay chiefs handed their manifesto of support to Guiao during the event.
“We, the undersigned Barangay captains of Angeles City, have come in unity and solidarity to manifest our unwavering support to the Honorable Joseller Guiao, vice governor of Pampanga, in his unselfish desire to serve the People of Angeles City, to be the representative of the First Congressional District of the province,” the barangay heads stated.
Some 28 out of the 33 barangay leaders signed the manifesto.
“We strongly believe that Joseller Guiao, with his untarnished record as a public servant, modest character and sound leadership, will greatly complement our efforts and initiatives aimed at upholding and advancing the public welfare,” they said.
They added that “the people of Angeles City deserve only the best and it is with this backdrop that we have banded ourselves together to seek a leader with the passion to serve and the compassion for those who are to be served.”
Village leaders of Cutcut, Sto. Rosario, Cuayan, Pulung Cacutud, Marisol Ninoy Aquino refused to sign the manifesto of support to Guiao, it was learned.
Guiao thanked the village chiefs and city officials who vow to support him. He also vowed to initiate programs on health, livelihood, social upliftment, education, sports development, among others.

CEBU CITY — Three decades since former senator Benigno “Ninoy” Aquino Jr. was killed in Manila, the country still suffers the same problems, a lawyer active in the fight against the Marcos Government said.
“We can’t change society overnight. Many problems still exist but we have minimized corruption under the present administration,” said lawyer Democrito Barcenas.

Ninoy Aquino, the father of President Benigno “Noynoy” Aquino III, was an opposition leader who was killed at the Manila International Airport tarmac on August 23, 1983 upon his return to the country after living in exile in the US.
Barcenas said corruption is no longer the top issue of the government.
He attended the Cebu City Government-led commemoration at Plaza Independencia of the 29th death anniversary of Ninoy Aquino at the Plaza Independencia.
The event was attended by government officials, employees, students and urban poor groups.
“Today, there is a new sense of discovery of the people to make a difference,” said Barcenas.
He was referring to the resignation of Merceditas Gutierrez from the Office of the Ombudsman and the impeachment of Supreme Court Chief Justice Renato Corona.
Cebu City Mayor Micheal Rama told reporters that the commemoration is aimed at bringing back patriotism among today’s children.
“We were there when Martial Law was enforced. When Ninoy came, that was the real awakening. We wanted to bring back the dreams of our forefathers,” he said.
A “freedom walk” was held Tuesday afternoon from from Fuente Osmeña to Plaza Independencia.
Most of the participants, including Barcenas and former congressman Antonio Cuenco, wore yellow shirts, carried yellow balloons and waved banners bearing the pictures of Ninoy Aquino.
Among the students who attended the event was Cebu Normal University student Jhanyn Marie Ardita, who referred to Ninoy Aquino as an icon of heroism.
“Hero siya kay siya man ang ni-against sa gobyerno ni Marcos before. Nakaila ko niya kay sa history si Ninoy man tong gi-assassinate didto sa airport unya papa pa gyud siya sa atong presidente karon (I know Ninoy as the one who assassinated at the airport and as the father of our president today),” she told Sun.Star Cebu.
Adonis Pelin, a student from Asian College of Technology, said he joined the activity because it was required of him as a scholar of the Cebu City Government.
“Niapil ko karun kay scholar man ko pero kung wala pa gi-required murag dili siguro ko muari karon (If I were not a scholar, I wouldn’t be here),” Pelin said.
Cuenco said he attended the activity to represent the Aquino family.
He said they also console with the family of the late Department of Interior and Local Government secretary Jesse Robredo.
“Robredo is one of the best, a five-star Cabinet member,” he said.
Cuenco told the participants he was in the holding area of the airport when Ninoy was shot.
He was with opposition leaders, including the late Sen. Lorenzo Tañada, Ambrosio Padilla and the mother of Ninoy, Doña Aurora Aquino.

Pilot’s wife says she has accepted husband’s fate

CEBU CITY — The family of pilot Captain Jessup Bahinting grieved on learning that the wreckage of the ill-fated aircraft that Local Government Secretary Jesse Robredo rode in has been found in the seawaters off Masbate.
But Bahinting’s wife, Margarita, has accepted her husband’s fate.
“It is very painful but we have to accept the fact that he is dead,” she said.
Margarita’s pain is shared by many relatives, friends and fellow church members who visited the family’s residents in Barangay Cansojong, Talisay City.
Cebu City Mayor Michael Rama urged concerned sectors to ensure that the retrieval operations of Bahinting and Nepalese co-pilot Kshitiz Chand “will be as vigorous” as the search for Robredo.
Rama also urged aviation authorities to conduct regular inspections on commercial and private aircraft.
Competent
His call was echoed by Archbishop Emeritus for Cebu Ricardo Cardinal Vidal.
Vidal also said Bahinting is known by many as a good and competent pilot.
Margarita is being consoled by personnel, instructors and students of Aviator, the aerial tour company and flight school founded by Jessup.
Margarita, a member of the Grace Communion International (GCI), said her faith gave her strength and eased the pain of her loss.
GCI is a Christian group where Jessup was a pastor and supervisor for the Visayas.
“It is by God’s grace that we are able to bear it. I am thankful for the support of our relatives, friends and fellow church members,” Margarita said.
She said her son Dan Bryan and daughter Jemar will be coming home from the United States with other relatives.
The Bahintings’ grandchildren Kernellymay, 17, and Ron Dean, 15, are also with Margarita. They arrived from Bukidnon to spend the long weekend with their grandparents in their resort in Ginatilan, Cebu
Postponed
Kernellymay told Sun.Star Cebu that they flew on an Aviatours aircraft from Bukidnon to Mactan last Saturday morning.
But Jessup moved their trip to Ginatilan, supposedly last Sunday, because he had to fly Robredo to Naga City.
Cebuanos who have had dealings with Robredo expressed regrets over his death.
Ramon Aboitiz Foundation Inc. (Rafi) chief operating officer Dominica Chua said Robredo was a model of good governance.
“Rafi learned from Naga City, during the leadership of then Mayor Robredo, how to institutionalize people participation in governance,” she added.
Robredo was a speaker in a forum on good governance organized by Rafi in 2008.
Fr. Carmelo Diola of Dilaab Foundation said Robredo’s death is a loss to the crusade for good governance.
Cebu Coalition of People Power Volunteers for Reform chairman Democrito Barcenas expressed condolences to the Robredo family.
“He was honest and dedicated,” he said.

Robredo a ‘big loss’ to nation

Government officials and friends of Robredo in Manila flocked to La Salle Greenhills for a vigil mass held in honor of the late official, offering nothing but good words for him while mourning his death.

They shared their fondest memories with and admirations for Robredo, with Malacanang officials saying the late interior and local government secretary has inspired many people and is a huge loss for the Philippines.
“I’m sure that a lot of us here and a lot of our fellow Filipinos have been touched by the deeds of Secretary Robredo,” Presidential Spokesperson Edwin Lacierda said after the mass on Tuesday.
“[Secretary] Jesse is a big loss not just to the Cabinet, not just as a friend, but to the entire nation,” Deputy Presidential Spokesperson Abigail Valte said.
Describing him as an “ego-less” person who would talk to anybody, Valte said Robredo will be missed by government employees from executives down to security guards.
Fr. Alvin Paras, a priest from Naga City and Robredo’s friend, shared the same sentiment and described the late official as a man of humility who knows almost everyone in their home city.
“He knows who the vendors are. He knows who the tricycle drivers are. He knows almost all people, rich or poor,” said Paras, who spearheaded a vigil mass for Robredo on Tuesday.
Teresita Deles, presidential adviser on the peace process, also described his fellow Cabinet members as a person “who was open to everyone that he really encountered and worked with.” She said they certainly had an “exceptional professional relationship.”
“Because he had such good skills, good relationships, he can talk even to those who are difficult to deal with,” she said.
“Meetings with him were short because he helps you to focus in what you really want,” she added.
Deles also described Robredo as an “enabler” who would always find a way to make things happen.
“The thing with him is he’s very realistic. He knows what the problem is. Because for him, there is no problem that could not be fixed,” Deles said.
Go-to-guy’
Robredo’s friend in the Liberal Party, Senator Franklin Drilon, also lauded this attitude of Robredo, describing him as the “go-to-guy” in their political organization.
“When we have a problem within the party, he is the one who provides the solution,” a tearful Drilon told reporters.
Drilon added that the late interior secretary will be missed as a friend and as a partymate who was a “good, very sincere, and an honest human being.”
“We will find difficulty looking for another Jesse Robredo. But we must accept the will of God,” he concluded.
For his part, Senator Panfilo Lacson thanked Robredo for quietly helping him while he was trying to elude arrest in connection with the infamous Dacer-Corbito double murder case. The Supreme Court has since excluded Lacson from the charge sheet.
“Not known to all, he tried his level best to convince DOJ (Department of Justice) Secretary de Lima to comply with the Court of Appeals decision reversing the Manila Regional Trial Court’s probable cause ruling against me,” he said.
Senator Ramon Revilla Jr. was touched on Robredo’s faith. Both are devotees of the Our Lady of Peñafrancia as the senator recalled escorting the revered image out of the Church with Robredo in one occasion.
“I lost a true friend,” he said in a statement.
Senator Francis Escudero said his fellow Bicolano was a principled man whose honesty and integrity were beyond question. He called on the nation to offer prayers for the eternal repose of Robredo’s soul and for his family and loved ones that they find strength in facing the tragedy.
Meanwhile, columnist and University of the Philippines (UP) professor Randy David, who also attended the mass, praised Robredo’s legacies in handling local government units (LGUs).
The UP professor said Robredo has turned Naga City into something that is “worth emulating all over the country.”
“An entire government depends on the performance of the local government units and what Jesse Robredo did in Naga [City] is truly a model for transforming local government units,” David said.
Robredo, a former Naga City mayor, transformed the once third class municipality into one of the “Most Improved Cities in Asia,” as cited by Asiaweek Magazine in 1999. His efforts earned him the Ramon Magsaysay Award for Government Service in 2000.
David became the chair of the Ramon Magsaysay Awards Foundation the year after the achievement of Robredo, whom the UP professor described as a “true public servant.”
Former Akbayan Party-list Representative Risa Hontiveros-Baraquel also cited Robredo’s legacies in local governance, revealing that he was the first mayor to declare a peace zone in his city amid the conflicts between the military and rebels in the Bicol Region.
“Perhaps, those armed both in the military and in the New People’s Army witnessed that there is one local government official who stands with his fellowmen for [justice and] peace,” the former lawmaker said.
“Secretary Jesse has always stood for the good but difficult things,” she added.
And if Robredo’s life and legacies have taught something to Filipinos, Education Secretary Armin Luistro said it will be on serving the nation.
“The most important lesson to us is that every ordinary Filipino [does not] need to have strength, [does not] need to have influence. All we need is to give everything for the nation,” he said.
Robredo’s friends and colleagues also remembered his patience and temperance.
“I’ve never seen him get mad,” Valte said.
Deles doesn’t also remember any instance that Robredo was angry or stressed, saying he worked “very personal” with smile, laughter, and coolness.
“I’m fully confident that Jesse is in heaven,” she added.
A son of former President Gloria Macapagal-Arroyo said Robredo showed how public service can be accomplished without political color.
“It was never politics for Secretary Robredo. Despite being on different sides politically, he’d always talk to me and help me out when he could,” Camarines Sur Representative Diosdado “Dato” Arroyo in a post on his Twitter account.
Before being appointed as head of the DILG by President Benigno Aquino III, Robredo served as mayor of Naga City.
“I remember when we got a place in Naga in 2004, then-Mayor Robredo even dropped by and had dinner with me and my wife. Kwentuhan lang kami. [We just chatted],” Arroyo said.
“Since I was in college, then-Mayor Jesse would tell me to never hesitate to call him or ask for his help. Said that every time, even as [Cabinet] secretary,” he added.
The United States Embassy in Manila, on Tuesday, also expressed condolences to the Philippine government over the sudden death of Robredo.
“We will miss our friendship and partnership with Secretary Robredo, as he dedicated himself to bettering the lives of the Filipino people,” US Ambassador Harry Thomas said in a brief statement.
He said they are conveying their condolences to the Robredo family as well as to the families of pilots Captain Jessup Bahinting and Nepalese Kshitiz Chand.
“The entire US Embassy in Manila extends our heartfelt condolences to their families and friends,” said the envoy.
Authorities still have to recover the bodies of Bahinting and Chand that were found inside the Piper Seneca plane still on seatbelt. The retrieval operations were suspended until Wednesday morning after a diver collapsed Tuesday.
Thomas assured of America’s oneness with the Philippines during these difficult times, saying they are “prepared to assist the Philippine Government in the aftermath of this tragic accident.”
’Staunch partner’
Robredo’s partner in various cases, Justice Secretary Leila de Lima, said she is “too devastated” upon learning of Robredo’s death.
“The DOJ family lost a staunch partner and a prime mover in our fight against criminality and impunity. I, on my own behalf, and that of the DOJ family, join Sec. Jesse’s family in grieving his untimely passing. Their loss is the nation’s loss,” she said in a text message.
De Lima said that she counted Robredo among her closest friends in the Aquino Cabinet, having worked closely together in a number of cases, among them the joint investigation of DOJ and DILG into the August 23, 2010, hostage-taking incident at the Luneta Park that killed eight tourists from Hong Kong and hostage taker Rolando Mendoza, a dismissed policeman.
“Anyone who had the opportunity to work with him as I have would have sensed his dedication, his sincerity and high regard he placed on his responsibility to the people. He was, quite simply, a good man and an exemplary public servant,” she said.
“I feel his loss on a personal level also, not just because he was a fellow Bicolano, but also because our respective mandates meant that we have been working closely together over the last two years on various matters, and I know that there are still a lot of things we could have accomplished together. He truly was ‘gone too soon,'” de Lima added.
She said that before the incident, she was set to meet with Robredo to discuss the proposed increase in the reward offer for the arrest of high-profile fugitives, among them former Palawan governor Joel Reyes and retired Army General Jovito Palparan.
The Supreme Court also extended its message of mourning and condolences to Robredo’s family.
In a statement, acting court spokesperson Gleo Guerra said: “We join the Filipino nation in mourning the passing of Secretary Robredo… (He) had been an indispensable partner in judicial reform as a member of the Justice Sector Coordinating Council and ex-officio chair of the Napolcom whose technical committee on crime prevention and criminal justice system includes representation from the courts pillar.”
Half-mast
Also in Manila, city Mayor Alfredo Lim ordered that all flags in the city’s public schools and city-run offices, including police stations, be flown at half-mast, in honor of Robredo. The order will be in effect for a week.
The directive was given to his chief-of-staff and media bureau chief Ric de Guzman, division of city schools superintendent Dr. Ponciano Menguito and Manila Police District Director Alex Gutierrez, for them to make the necessary coordination.
“We lost a good man and a good public servant today. Manila joins the whole country and the family of Secretary Robredo in mourning. Lahat tayo ay nagluluksa sa pagyao ng isang opisyal na nagbigay ng malinis na serbisyo-publiko para sa bansa (Everyone is mourning the death of an official who rendered a clean public service for the country),” the mayor said in his speech during the commemoration of the 29th death anniversary of Senator Benigno “Ninoy” Aquino Jr.
Flags will also be flown at half-mast in Davao City on Wednesday as the Dabawenyos mourn the death of Robredo, Mayor Sara Z. Duterte-Carpio said.
She said she will pay her last respects to the secretary and she is just waiting for final arrangements regarding Robredo’s wake and funeral. She already asked her brother Councilor Paolo Duterte to bring the wreath that the city will send.
Duterte-Carpio, who had worked closely with the late DILG secretary, recalled how he was as a public official.
“He was a kind man. He was very kind to me — always helpful and never condescending — he is my best example of how you don’t need to sing and dance to win an election,” the mayor said.
She said she was touched upon knowing that Robredo was not just a good public servant but a good father as well.
“Saludo ako sa kanya. Minsan lang ako mapabilib ng isang lalaki. Secretary Jesse, my hats off to you. Para sa akin, ang malasakit niya sa pamilya far outshines his excellence in public service. May you rest in peace Sir Jesse,” the mayor added.
Employees of DILG-Davao are set to hold a mass for Robredo at Ascencion Chapel at GSIS Heights in Matina at 11 a.m. Wednesday.
Officials, policemen, lawyers and ordinary citizens in Northern Mindanao who knew Robredo also expressed their condolences to the family of the late DILG chief.
Misamis Oriental Vice Governor Norris Babiera hopes the death of Robredo will spark the start of good governance revolution.
“I cried upon learning of his tragic death. I hope his death will spark the start of good governance revolution as we also commemorate the 29th death anniversary of Ninoy that sparked the Edsa revolution,” Babiera said in a text message.
’Lumads’ defender, protector’
Cotabato Governor Lala Taliño-Mendoza was grateful to have worked with a public official like Robredo whose main goal is to reach out to local government units, even in far-flung areas.
Cotabato Representative Nancy Catamc, who considered Robredo a close friend and ally, said the nation lost a great person who is the epitome of a good leader and a champ for the underdog.
She said that among the “underdogs” the secretary has “defended and protected” are the lumads or the indigenous peoples in North Cotabato.
The Church also mourned the passing of Robredo, with Catholic Bishops Conference of the Philippines president Archbishop Jose Palma saying the Church believes Robredo is now in the safe hands of God.
“At this moment, it is in this spirit of trust of those who are praying for him and of course for his family, that we entrust Secretary Robredo in your hands Lord. We believed your plan is good and it’s truly happened,” said Palma over Church-run Radio Veritas.
Cagayan de Oro Archbishop Antonio Ledesma also expressed his feelings of great loss over the death of Robredo.
“We will miss him,” Ledesma said, adding the late secretary left a legacy that is ought to be carried out by those in the government, especially in keeping transparency, honesty and good governance.
In North Cotabato, Bishop Romulo dela Cruz and diocesan priests in different parishes will celebrate masses with prayers for the repose of the soul of Robredo.
Lawyers in Davao also paid tribute to the DILG chief, remembering him as one of the few trusted and respected official.
“We have lost a good man and a model public official. My deepest sympathies to his bereaved family,” said Public Attorney’s Office-Davao chief Francis Calatrava.
Regional prosecutor Antonio Arellano said, “Jesse Robredo: Truly a man for others. He is no longer with us but he is always with us.”
Superintendent Jose Carumba, chief of the Police Regional Office (PRO) Davao region Police Community Relations Division, for his part, said Robredo, as the father of the Philippine National Police, looked after their morale and welfare.
“It is the first time we received full bonus during his term from P7,000 to P10,000. He was an instrument in increasing the budget by 50 percent and the posting of the budget in the PNP website as part of transparency and good governance,” Carumba said.
Colonel Marcos Norman S. Flores, commander of the Task Force Davao (TFD), said Robredo is an icon of leadership who directly oversees the concerns of the PNP and also brought Naga City to greater heights.
“I really admire him as a leader and a public servant. He has dedicated his life for others while being a good father to his children. The nation will surely miss him,” Flores said.
“Sec. Jesse is a model family man and public servant. He balanced his duty as a father and as a government official,” Defense Secretary Voltaire Gazmin said in a statement.
“He made concrete efforts to better society, to serve the public and transform how government performs its duty,” he added.
PNP Director General Nicanor Bartolome also extended sympathy to Robredo’s family.
“We join the family and friends of the late secretary in prayer for the eternal repose of his soul,” he said.
“All PNP camps are hoisting the national colors at half mast as an expression of our great respect to a great man and a good leader who steered the DILG-PNP family through the straight and narrow path of proper public service,” he added.
Robredo’s body was recovered by divers Tuesday morning inside the twin-engine Piper Seneca plane that crashed off Masbate last Saturday, August 18. Divers had a hard time recovering his body, which was found 800 meters from the shores of Masbate at a depth of 180 feet.

Villages shun garbage fees
Brunello Garden, Herb Garden Picnic GroundsMAYOR Mauricio Domogan, in his weekly radio program, lamented on the poor compliance of barangay treasurers in the collection of garbage fees.
Domogan said barangay officials were already deputized through an administrative order to collect the prescribed P20 monthly garbage fee or P240 annual fee to help ease the city’s mounting solid waste management expenses.
The mayor said despite the increase of barangay share from the previous 30 percent share to 60 percent, only a few villages are willing to collect fees.
The barangay share, he stressed, may be used by the villagess in paying garbage collection monitors and collectors and in various expenses involving solid waste management activities.
The mayor added that garbage collection monitors assigned by barangays are also tasked to return unsorted trash from waste originators to strictly implement the Solid Waste Management Act.
He also said households consistently violating the segregation scheme could be prosecuted with the use of the penal provisions of the solid waste law.
Garbage fee share, he emphasized, should not be used on other barangay activities or infrastructures but solely on solid waste management projects.
Garbage collectors also reported poor compliance in the city’s waste segregation scheme, only 70 percent of households comply with the provisions of the Solid Waste Management Act.
The City Government has been seriously undertaking seminars involving village leaders to implement the waste segregation scheme in their areas of jurisdiction.
However, this method of information and education campaigns on waste segregation does not trickle down to the household level as several establishments and houses remain negligent of their obligations to sort out their trash.
Village heads are also complaining of the poor coordination among households despite efforts to inform homeowners to take out their trash on collection schedules.
They also added areas where unsorted garbage is usually seen in the Central Business District, the public market and in numerous boarding houses in the city.
The City Government is now mulling on a more intensive information and education campaign to inform residents of their responsibility as mandated by law to sort out and dispose trash properly.
The mayor said proper waste segregation is a difficult task that could only be achieved through collective efforts of the community, citing communities in Japan and Korea took several decades to perfect their solid waste management undertakings.

34 House members chalk up perfect attendance
Brunello Garden, Herb Garden Picnic GroundsONLY 34 members of the House of Representatives registered a perfect attendance during the second regular session of the 15th Congress, records released by the Secretary General showed.
The number is only 12 percent of the 288-member House. The second regular session had 52 session days from July 25, 2011 to June 6, 2012. Congress is currently on a sine die adjournment and will open its third regular session on July 23, 2012.
Among those who chalked up perfect attendance are House Speaker Feliciano Belmonte Jr.; Majority Leader Neptali Gonzales; former House Minority Leader and Albay Representative Edcel Lagman; and Cebu City Representative Rachel Marguerite “Cutie” Del Mar.
In the first regular session, data from House Secretary General records showed that 132 lawmakers, including former President-turned-Pampanga Representative Gloria Macapagal-Arroyo, scored perfect attendance.
In the second regular session, however, Arroyo was only present for only 19 session days. She was absent for 33 days — 24 of which were due to medical reasons while nine days were without notices of absence.
Arroyo is under hospital detention at the Veterans Memorial Medical Center for electoral sabotage charges. She has previously been confined at the St. Luke’s Medical Center in Taguig City where she also underwent three surgeries.
Also topping the list of absentee lawmakers is Dinagat Islands Representative Ruben Ecleo who has been in hiding since last year. Ecleo only showed up in the plenary for only eight session days.
Recently, Ecleo was dropped from the roll of House members following his conviction in a string of graft cases.
Sarangani Representative and boxing icon Manny Pacquiao meanwhile was present for 31 session days.
Last week, Pacquiao fought American boxer Timothy Bradley at the MGM Grand Arena in Las Vegas and lost via a controversial split decision.

Palace alerts all agencies vs ‘Butchoy’
Brunello Garden, Herb Garden Picnic GroundsMALACAÑANG assured Friday that all concerned government agencies have been on standby for the possible onslaught of Tropical Storm “Butchoy” (international codename: Guchol).
Although the weather bureau said that the storm will not make landfall, it is still expected to intensify into a typhoon and projected to bring heavy rains over Luzon and Visayas.
“All the agencies have been alerted and have been on standby already,” deputy presidential spokesperson Abigail Valte said.
She said the regional offices led by the Provincial Disaster Risk Reduction and Management Council (PDRRMC), Department of Social Welfare and Development (DSWD), Department of Public Works and Highways (DPWH) and the Department of Health (DOH) have been preparing for the storm.
She assured that there are enough standby funds for all the regions, which will be affected.
She said the government will closely monitor the situation particularly in the areas where the storm is expected to pass through.
In its 11 a.m. advisory Friday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said “Butchoy” was last spotted at 510 kilometers (km) east southeast of Guiuan, Eastern Samar.
It has slightly intensified as it continues to move west northwest at 15 kilometers per hour (kph).
“Butchoy” has maximum winds of 11 kph near the center and gustiness of up to 140 kph.
Valte said the government is also monitoring the low pressure area which affected provinces in Mindanao such as Sarangani, General Santos City and Sultan Kudarat.
Malacañang earlier assured that the victims of flashfloods will be assisted by the government.
Meanwhile, Valte cautioned the people in Davao following reports of earthquake in the city.

2.8M Filipinos jobless in April: NSO
Brunello Garden, Herb Garden Picnic GroundsSOME 2.803 million Filipinos were jobless in April this year, the National Statistics Office (NSO) said on Friday.
The number of unemployed Filipinos in April was equivalent to 6.9 percent, which was slightly lower than the 7.2 percent or 2.871 million people in April last year, NSO’s Labor Force Survey (LFS) showed.
“The National Capital Region posted the highest unemployment rate at 10.4 percent. Among the unemployed, there were more males (62.3%) than females (37.7%). More than half (51.7%) of the unemployed were in age group 15-24 years,” the census office said.
Across educational groups, almost one-third (32.8%) of the unemployed were high school graduates, 13.8 percent were college undergraduates, while 21.0 percent were college graduates.
The census office also revealed that employment rate during the period was 93.1 percent or 37.8 million from 92.8 percent a year ago.
“Those employed in the services sector comprised the largest group, making up more than half (51.4%) of the total employed. Of the employed persons in the services sector, those engaged in wholesale and retail trade; repair of motor vehicles and motorcycles accounted for the highest percentage (19.0% of total employed),” the NSO said.
Workers in the agriculture sector comprised the second largest group, consisting one-third (33.0%) of the total employed. Only 15.6 percent of the total employed were in the industry sector, with the manufacturing sub-sector contributing the largest share in this sector (8.4% of the total employed).
Among the various occupation groups, the laborers and unskilled workers comprised the largest group making up 33.2 percent of the total employed persons in April 2012. Farmers, forestry workers and fishermen were the second largest group with 14.7 percent share.
“The majority (55.5%) of the total employed population in April 2012 were wage and salary workers, with the largest percentage (42.9% of total employed) working for private establishments,” the census office said.
Underemployed Filipinos, meanwhile, climbed to 7.312 million in April this year from 7.127 million during the same period in 2011.
Considered as underemployed are those employed persons who express the desire to have additional hours of work in their present job, or to have additional job, or to have a new job with longer working hours. (SDR/Sunnex)
