MANILA — Corporate executive Robert Blain Carabuena surrendered to Metro Manila Development Authority (MMDA) chairman Francis Tolentino Thursday and read his statement of apology to traffic enforcer Sonny Fabros, MMDA and the public.
Carabuena was caught on video berating and slapping Fabros in a middle of a traffic violation.

MMDA filed direct assault charges against Carabuena and his brother, Benjamin, on behalf of Fabros at the Office of the City Prosecutor in Quezon City. A preliminary hearing is set later Thursday.
Carabuena allegedly committed a traffic violation while traversing Capitol Hills Drive corner Tandang Sora in Quezon City on August 11. The MMDA said Fabros tried to apprehend Carabuena after he ignored the stop signal.

MANILA — The family of the late Local Government Secretary Jesse Robredo has accepted the offer of a state funeral for the former Naga City mayor, Malacanang said Wednesday.
“The President has offered and the Robredo family has accepted a state funeral for the late secretary of the Interior and Local Government,” presidential spokesperson Edwin Lacierda said.
Lacierda said a state funeral entails that all expenses will be paid by the government. Full military honors will also be rendered to Robredo, who died in a plane crash last August 18.
Communications Undersecretary Manuel Quezon III, whose office is in charge of preparations for the funeral arrangements, announced the details on what will happen on Friday when the remains of Robredo will be brought to Malacanang.
Quezon said the Philippine National Police (PNP) will render departure honors in Naga City and escort the remains from the Archbishop’s Palace to the Naga Airport. Departure honors will be then be given by the PNP prior to departure from Pili Airport en route to Villamor Airbase in Metro Manila.
At Villamor Airbase, arrival honors will be rendered by the Armed Forces of the Philippines.
The Presidential Security Group will escort Robredo’s casket from the airbase to Malacañang. The same group will render arrival honors, to include a gun salute, in Malacañang.
Robredo’s remains will lie in state in Malacañang Palace on Friday until Sunday morning.
Quezon said the committee has yet to decide where exactly in Malacanang the wake will be held, but, in her Facebook account, Robredo’s eldest daughter Jessica Marie “Aika” said the wake will be at the Palace’s Kalayaan Hall.
The committee still has to decide if the wake would be open to the public. But Quezon assured there will be full coverage of every process and arrangement related to Robredo’s funeral.
The same honors will be rendered to Robredo when his remains will be transferred back from Manila to Naga.
Quezon said a state funeral is the highest possible kind of a funeral that a government can give to an individual.
Under the law, entitled to a state funeral are the President, Vice President, Speaker of the House, Senate President, national artists, and medal of valor winners.
The President, however, as head of state and commander-in-chief, has a prerogative to grant a state funeral to those who are considered worthy, Quezon said.
He added that, traditionally, only wakes of Presidents are held in the Palace, particularly in Rizal Hall, but there have been exceptions made recently for members of the President’s official family.
He cited the case of former press secretary Cerge Remonde, whose wake was held at the Malacanang’s Heroes Hall during the term of former President Gloria Macapagal-Arroyo.
In the case of Robredo, Quezon said there would only be minor differences in honors to be rendered particularly the number of gun salute.
Nevertheless, he said the honors to be given to Robredo are the following: escort battalion; funeral cortege with the participation of the uniformed services; arrival honors at the place of interment; gun salute; three volley salute; playing of taps; and handing of the national flag that has covered the coffin to the widow.
Quezon added that there will be books of condolences in Philippine consulates and embassies.
As of Wednesday, the Department of Foreign Affairs (DFA) has opened a book of condolence for the members of the diplomatic corps in Manila. The DFA has likewise instructed all Philippine consulates and embassies overseas to do the same, said Quezon.
He said all government offices are required to fly their flags at half-mast in honor of Robredo.
President Benigno Aquino III earlier declared August 21 until the day of interment of Robredo as national days of mourning.

IMAGINE being able to plant crops, rain or shine, without the threat of floodwater or drought. Imagine this possible even in perennially flooded areas like swamps and canals.
In a village in the City of San Fernando, villagers need not imagine — because they live amidst this possibility using the latest farming technology.
Barangay Del Pilar has launched the first-ever floating garden in Pampanga using the technology of using water hyacinths as floating rafts for garden and vegetable cultivation.
Village chief Pandoy Policarpio said much of the methods they are now using employs technology learned from the Philippine Rice Research Institute (PhilRice). Currently, there are at least 200 floating gardens at the almost 2.3-hectare property of the barangay that is constantly flooded by water even during summer.
The floating gardens are an innovative farming solution that uses water hyacinth, which is collected to construct a raft and then covered with top soil and organic fertilizer.
The gardens are able to withstand flooding and can be planted with palay, vegetables and herbs.
“We are very thankful for the help of PhilRice and Pampanga Agricultural College. Now our residents here can avail of the produce of these gardens for free,” Policarpio said.
The floating garden sits on a 2.3-hectare property that includes a 330-square meter herbal garden. All produce of the garden are given to the people. The property, which was donated to the barangay, is managed by volunteers who also raise chickens and ducks that are also given to residents for free.
“People can come here and take vegetables they need for their meals. We give it to them for free. Indigents can take more but we teach them to be self sufficient and have their own gardens,” Policarpio said.
Policarpio added that they aim to improve the garden with the help of PhilRice. PhilRice is a government corporate entity attached to the national agriculture office, the Department of Agriculture that aims at developing high-yielding and cost–reducing technologies so farmers can produce enough rice for all Filipinos. Recently, it has developed a rice variety that will survive even it is submerged underwater.
Policarpio said their garden can be a model for other barangays who would like to come up with a healthier project that would benefit their local communities.

Kayla, a high school graduate of St. Francis Senior High, is a talented singer.
At an early age of 3, she knew that singing was something she loved to do, and would pursue throughout her life.
She began singing lessons at the young age of 9, and has been singing ever since.
Kayla won her first beauty pageant at the age of 11, winning the title of Miss Junior Philippines Canada-Calgary, as well as Miss Talent and best in Gown.
The next year, she joined Calgary’s Junior Miss and ended up walking away with the title, and was also announced the winner of Miss Talent in the singing category.
The same year, she also won Calgary’s Junior Singing Idol, and as a prize, was flown to Las Vegas to perform at a Variety show at the Venetian Hotel.
Kayla is also active in the school community, winning her school talent show and being a recipient of the “Christian Leadership” award, as well as maintaining Honor Roll status.
In September of 2007, Kayla was chosen as one of the winners of the David Foster Star Search, and had the honorable experience of performing at the Jack Singer Concert hall with David Foster himself, with guest appearances by Lionel Richie, Sinbad, Peter Cetera and William Joseph.
Later that month, both winners, Kayla and David VandenEnden, were sent to Halifax, NS to perform at the kickoff for the David Foster Star Search held in March.
She has also been invited to perform with David Foster as various events around Canada, including an appearance on Canada AM in Vancouver, BC.

In July of last year, Kayla got the opportunity to perform at the Calgary Stampede’s Greatest Outdoor Show on earth, the Grand Show. Singing her rendition of Whitney Houston’s hit “I will Always Love You” in front of a crowd exceeding 20,000 each night, was truly a dream come true for her.
Aside from singing, Kayla took up acting lessons for films and television as well as piano, dance and voice lessons at the Young Canadians of Performing Arts School, Hollywood and Vines Co. and North Conservatory of Music.
She also performed with other local artists like Sam Milby, Piolo Pascual, Christian Bautista, Mark Bautista, Rachelle Ann Go, Sarah Geronimo, Vina Morales and Gary Valenciano.
Her other skills also include modeling, computers, badminton, dancing, hosting, tennis, choir, basketball, volleyball and performing (acting).
“All of these accomplishments would not have been possible without the support and love of my parents, family members, friends, supporters and the blessing that God has graciously given me. I hope that our cabalens will vote for me to make it to the Star Power search,” she said.

CANDABA – The elders in this town said on Wednesday their strength had been renewed with the recent visit of Vice President Jejomar Binay.
They said Binay’s recent visit is an indication that in the future, the town will be getting a just share from the national government’s program particularly in providing the immediate needs of residents during calamities.
“Malaking bagay ang pagdating ng ating Pangalawang Pangulo dito sa Candaba. Ang ibig sabihin lang nito ay nasa isip niya ang mga taga Candaba,” Teodoro Sombillo, 67, a resident here said.
Sombillo said he was not lucky to personally see the Vice President when he distributed relief goods to residents of Barangay San Agustin due to his arthritis, but he added that he is happy to note the manifested concern from Binay.
“Alam ko hindi lang dito natatapos ang pagtulong ni Vice President Binay. Marami pang darating na tulong mula sa kaniya,” he added.
Another senior citizen here, meanwhile, told Sun.Star Pampanga that Binay’s presence is more important than anything else as it could be a source of hope on what the government can still do.
It can be noted that among the vice presidential candidates in 2010, Binay got the most number of votes in Candaba.
This happened as he has been long helping Candaba even during his stint as mayor of Makati City.
It was learned that the Vice President also visited and distributed relief goods in the towns of San Luis, Sto. Tomas, Minalin, Apalit and San Simon.

CITY OF SAN FERNANDO — Councilor Jimmy Lazatin urged Kapampangans and Fernandinos to help in the blood banking programs for patients needing blood supply through the Philippine National Red Cross.
“The recent calamity that hit Central Luzon has also set in renewed demand for blood supply among indigent patients in medical emergencies. The only way the Red Cross can sustain its blood supply program is through the participation of willing donors in the blood program,” Lazatin said.
Lazatin, a ranking official of the Philippine Red Cross Chapter in Pampanga, said with the onset of typhoon season, the PRC and all its 100 chapters nationwide have further intensified its recruitment and training of Red Cross 143 volunteers – the flagship volunteer program that recruits and trains 143 volunteers in every barangay, school and work place.
The Red Cross, in its website, said it has one team leader and 43 members serving as humanitarian arms of PRC on the ground, especially in times of disasters. The Red Cross’s 143 volunteers also serve as ‘walking blood’ donors in their respective communities.
To date, PRC has a total of 152,362 individual blood donors, including the 2,240 members of Blood Galloners’ Club, more than 20,000 members of Pledge 25 program and 4,954 donors with RH negative blood type.
Lazatin said that to ensure that everyone gets blood covering the processing cost for safe and quality blood, PRC is exerting all efforts to promote and get more supporters of ‘Blood Samaritan’ project.
Blood Samaritan is a project where members sponsor indigent patients in need of blood but cannot afford the processing fee.

DEPARTMENT of the Interior and Local Government (DILG) Secretary Jesse Robredo had advanced reforms in local government and interior sector that are crucial for the country’s “Matuwid na Daan (Straight Path)” campaign, said government officials, lawmakers, civil society organizations, the academe, urban poor groups and other supporters.
Robredo’s body was found on Tuesday by search and rescue teams in Masbate City, ending almost three days of waiting. He was on his way home to Naga City after two speaking engagements in Cebu City, when the twin-engine Piper Seneca aircraft he was on crash-landed off Barangay Obingay, Masbate City around 500 meters away from the airport runway.
Fishermen rescued Senior Police Inspector Jun Abrazado, Robredo’s aid, after he lost consciousness trying to protect the secretary.
Movement for Good Governance chairperson Solita Monsod said it is crucial that the reforms Robredo had started be continued and his replacement should make sure that the ideals he fought for would be protected.
Up until the night before his departure for Cebu, Robredo had been pushing his management team to find more effective ways to advance reforms in local governance and the interior sector.
He was particularly focused on drumming up public support for the Full Disclosure Policy (FDP), an instrument that he hoped would advance transparency and accountability in local governance.
The FDP, the crown jewel of Robredo’s work in local governance, requires LGUs to disclose in public places 12 key financial documents that show how funds are spent.
As of June 2012, 1,697 or 99 percent of LGUs have complied with the policy. This is validated by the latest Pulse Asia and Social Weather Stations surveys that show more Filipinos now observe transparency and accountability in their localities.
The FDP is a requirement in the conferment of the Seal of Good Housekeeping, which is awarded to LGUs every year. The Seal of Good Housekeeping rewards honesty and excellence in local governance.
As of June 2012, 856 LGUs who qualified for the SGH have been granted P1.1 billion from the Performance Challenge Fund—money that based on the guidelines are spent for the poorest of the poor.
Robredo wanted to start an advocacy campaign so that ordinary citizens would use the maximum benefits from the tool to demand good governance and transparency from their local leaders.
He also gave instructions that illegal logging be stopped, and those involved be made accountable.
Robredo had also tirelessly improved disaster risk reduction and mitigation capabilities of local government units across the country. He introduced the Seal of Disaster Preparedness, another incentive mechanism to help LGUs deal with disasters and calamities.
As of the first semester of this year, 8,504 LGUs already have functional disaster management councils. Exactly 1,539 have command centers and alarm systems. They now have emergency response, rescue, and medical teams, and evacuation centers.
Having been a mayor in Naga City for 19 years, Robredo was strict about ensuring that each LGU’s business process licensing system is streamlined and highly effective.
The department committed to the Millennium Challenge Corp. to streamline the BPLS of 120 LGUs in four years. As of June 2012, 748 LGUs have already streamlined their BPLS within a two-year period. This has raised revenue collection by as much as seven percent in Lapu-Lapu City and 18 percent in Butuan City.
The latest National Competitiveness Survey results showed that 70 percent of businessmen respondents received permits in three days or less. In fact, 17 percent did so and less than two hours.
Robredo believed that measuring outcomes lead to improvement. He enhanced the Local Governance Performance Management System (LGPMS), a tool to measure LGU performance, by turning it into an assessment tool validated by third-party assessment. This is a departure from the old system of self-assessment.
Consolidated results of the LGPMS shows that there has been a consistent increase in the number of LGUs with high overall performance ratings, from 913 in 2009 to 1,050 in 2010, to 1,261 in 2011.
There has also been a 200 percent leap in the number of LGUs that allow civil society organizations, public organizations, the academe and religious groups to participate in local governance. A concrete example of this is the DILG’s partnership with the Ugnayan ng mga Barangay at Simbahan (UBAS) to monitor LGU budgets and with Ateneo School of Government and De La Salle University’s monitoring of public services in the local governments.
In Armm, Robredo was instrumental in the promotion of transparency and accountability among local governments through the Seal of Good Housekeeping. The DILG is also on top of the reform program in Armm with funding of P8.59 billion.
In the interior sector, Robredo batted for a vision that every Filipino can walk the streets unafraid 24/7. In 2011, crime rate went down 23.8 percent. Financial reforms in the Philippine National Policy also led to the 54 percent increase in the budget for field units to P1,000 per capital from P650. This means the police have more funds for uniform, shoes, bullets and other needs.
Police visibility has also increased with the field deployment of 90 percent of the police force, as opposed to 85 percent previously.
Through the Criminal Investigation and Detection Group (CIDG), the DILG initiated investigations and formally filed charges against individuals involved in spurious procurement contracts.
Robredo declared just last week that he intended to pursue all these reforms at whatever cost, to ensure that the “Matuwid na Daan” of the President is well lighted and easy to traverse for every citizen.

CITY OF SAN FERNANDO – Representative Aurelio Gonzales (3rd District, Pampanga) has appealed to Public Works Secretary Ronald Singson to fast track flood control interventions for the province to avert a potential calamity and allay the fears of his cabalens.
Gonzales made the call as he expressed support for the agency’s budget during the Department of Public Work and Highways (DPWH) budget committee hearing at the House of Representatives.
Gonzales enumerated the damaged flood control infrastructures, among them the tail dike in the City of San Fernando, the Cupang-Guemasan section of the Arnedo dike in Arayat, the Abacan river in Mexico and the Inumang Baka creek in Sta. Ana, all of which need immediate as well as long-term solutions.
Gonzales earlier made an aerial and actual province-wide inspection to assess the extent of the flood damage. He found out the collapsed tail dike, which left several barangays in the City of San Fernando flooded. He said the damaged portion of the dike is around 120 meters and is estimated to cost around P235 million.
Meanwhile, Singson said they have recently completed the masterplan for Metro Manila and surrounding areas and is currently updating the one for Central Luzon.
He assured the congressman that government resources are being mobilized to immediately address the problem.
Gonzales likewise proposed that in the drafting of the Flood Control Masterplan for Pampanga and Central Luzon, the DPWH should consider providing funds for the rechanneling of the Pasig Potrero River, as already contained in the Bacolor Rehabilitation Masterplan under the Bacolor Rehabilitation Act (RA 9506).
The rechanneling will help contain the high volume of water coming from the Zambales and Mt. Pinatubo areas and relieve pressure to the Gugu dike and mega dike.
He also urged the construction of a ring dike in Arayat to temporarily contain the flood waters coming from the Pampanga River and to serve as a reservoir for farmers’ irrigation needs during the summer.
Gonzales also suggested the revival of the Pampanga River Control System, which allocates specific periodic maintenance funds for the river system in order to minimize the river’s adverse effects during the rainy season.
He said he is willing to offer his technical expertise to the agency in the drafting and implementation of the flood-control masterplan.
Singson welcomed Gonzales’ offer of assistance and promised that the latter will be consulted in the planning as well as implementation of the flood mitigation projects for Pampanga and Central Luzon.
The DPWH earlier revealed that a P5-billion short-term flood control mitigation project is expected to be completed within the year, whereas P35 billion is being allocated for the long term Flood Management Masterplan to be implemented from now until 2035.

THE family of the late Local Government Secretary Jesse Robredo asked Justice Secretary Leila de Lima to secure personal and official documents in his office in Quezon City, as well as the family condominium unit in Greenhills, San Juan.
De Lima said Wednesday she had been at Robredo’s office on Monday and Tuesday to take custody of certain “sensitive and important” documents, upon the request of Robredo’s widow, Lenie, who is a lawyer.
De Lima said the request of the family was made apparently after all the staff of the late Cabinet official already flew to Naga city to sympathize with the Robredo family.
She also said she was requested by Executive Secretary Paquito Ochoa, who had been designated as acting Secretary of the Department of Interior and Local Government (DILG), to evaluate the documents.
President Benigno Aquino III on Tuesday has designated Ochoa as temporary replacement for Robredo, who was killed in a plane crash last August 18.
Ochoa went to the DILG office Wednesday to ensure that there will be no interruption in the services the agency provides to the public.
He sought a comprehensive review of all the pending programs and projects left by Robredo.
“While we join Secretary Robredo’s family and the nation in this time of bereavement, the President felt also that it is appropriate to designate an OIC for the meantime, on a very temporary nature to ensure that the DILG is running and its service to the public is continuous,” Ochoa said.
He already asked an inventory of all the pending matters for review and their status, particularly the reforms that Robredo has started in several offices under the wings of the DILG.
He mentioned the ongoing reforms that Robredo has put in place in the Philippine National Police and the Bureau of Jail Management and Penology, as well as his plans to relocate informal settlers.
Initially, Ochoa said he has started putting together the signing and approval system for administrative matters and logistics to prevent any interruption in the services.
He said employees should expect him to be visible in the agency in the coming days until the President appoints a permanent DILG chief.
Malacañang on Wednesday said the post vacated by Robredo is a “very big shoes to fill.”
Presidential spokesperson Edwin Lacierda admitted that the President might have a hard time finding replacement for Robredo describing the late Cabinet official as “one of a kind.”
“Secretary Robredo is one of a kind. He is a Magsaysay awardee. He has proven his competence in local governance and he has shown himself as capable also of speaking and engaging politicians in the entire political spectrum,” he said.
Lacierda was also impressed with Robredo’s ability to speak to politicians of different affiliations despite being a member of the administration’s Liberal Party.

MANILA (Updated) — The tragic death of Local Government Secretary Jesse Robredo in a plane crash Saturday prompted calls for government to get new aircrafts to ensure safety of high-ranking state officials during out-of-town trips.
The minority bloc in the House of Representatives said government should spend US$85 million (P3.6 billion) for the purchase of at least six new aircrafts.
Robredo and two pilots died Saturday after a chartered Piper Seneca plane carrying them to Naga City crashed before reaching the airport in Masbate City. The Cabinet official and his party came from Cebu for an official business trip when they met the accident. Robredo’s aide, June Paolo Abrazado, survived the crash with only a few injuries.
House Minority Leader Danilo Suarez said the government needs at least six new aircrafts—one regional jet, one jet for local travel, two propeller-driven aircrafts (1 Queen Air and 1 King Air), and two helicopters.
“We should not put a tag price in the security of our leaders,” he said in a press conference Wednesday.
Suarez said the Airlift Wing of the Philippine Air Force, which has the mandate of providing safe air transport for the President and members of his official family, has a fleet of aircraft and helicopters but most of which are older than Aquino.
“We are expressing our concern for the safety of the President and his family because, as we are all aware, our country does not have a dedicated Presidential plane and he takes chartered flights for official travel,” the close ally of former President Gloria Macapagal-Arroyo said, adding that the new aircrafts will also benefit political leaders after Aquino’s term.

Carabuena surrenders, apologizes to MMDA
Press ReleasesMANILA — Corporate executive Robert Blain Carabuena surrendered to Metro Manila Development Authority (MMDA) chairman Francis Tolentino Thursday and read his statement of apology to traffic enforcer Sonny Fabros, MMDA and the public.
Carabuena was caught on video berating and slapping Fabros in a middle of a traffic violation.

MMDA filed direct assault charges against Carabuena and his brother, Benjamin, on behalf of Fabros at the Office of the City Prosecutor in Quezon City. A preliminary hearing is set later Thursday.
Carabuena allegedly committed a traffic violation while traversing Capitol Hills Drive corner Tandang Sora in Quezon City on August 11. The MMDA said Fabros tried to apprehend Carabuena after he ignored the stop signal.

Palace: Robredo family accepts state funeral
News About ClarkMANILA — The family of the late Local Government Secretary Jesse Robredo has accepted the offer of a state funeral for the former Naga City mayor, Malacanang said Wednesday.
“The President has offered and the Robredo family has accepted a state funeral for the late secretary of the Interior and Local Government,” presidential spokesperson Edwin Lacierda said.
Lacierda said a state funeral entails that all expenses will be paid by the government. Full military honors will also be rendered to Robredo, who died in a plane crash last August 18.
Communications Undersecretary Manuel Quezon III, whose office is in charge of preparations for the funeral arrangements, announced the details on what will happen on Friday when the remains of Robredo will be brought to Malacanang.
Quezon said the Philippine National Police (PNP) will render departure honors in Naga City and escort the remains from the Archbishop’s Palace to the Naga Airport. Departure honors will be then be given by the PNP prior to departure from Pili Airport en route to Villamor Airbase in Metro Manila.
At Villamor Airbase, arrival honors will be rendered by the Armed Forces of the Philippines.
The Presidential Security Group will escort Robredo’s casket from the airbase to Malacañang. The same group will render arrival honors, to include a gun salute, in Malacañang.
Robredo’s remains will lie in state in Malacañang Palace on Friday until Sunday morning.
Quezon said the committee has yet to decide where exactly in Malacanang the wake will be held, but, in her Facebook account, Robredo’s eldest daughter Jessica Marie “Aika” said the wake will be at the Palace’s Kalayaan Hall.
The committee still has to decide if the wake would be open to the public. But Quezon assured there will be full coverage of every process and arrangement related to Robredo’s funeral.
The same honors will be rendered to Robredo when his remains will be transferred back from Manila to Naga.
Quezon said a state funeral is the highest possible kind of a funeral that a government can give to an individual.
Under the law, entitled to a state funeral are the President, Vice President, Speaker of the House, Senate President, national artists, and medal of valor winners.
The President, however, as head of state and commander-in-chief, has a prerogative to grant a state funeral to those who are considered worthy, Quezon said.
He added that, traditionally, only wakes of Presidents are held in the Palace, particularly in Rizal Hall, but there have been exceptions made recently for members of the President’s official family.
He cited the case of former press secretary Cerge Remonde, whose wake was held at the Malacanang’s Heroes Hall during the term of former President Gloria Macapagal-Arroyo.
In the case of Robredo, Quezon said there would only be minor differences in honors to be rendered particularly the number of gun salute.
Nevertheless, he said the honors to be given to Robredo are the following: escort battalion; funeral cortege with the participation of the uniformed services; arrival honors at the place of interment; gun salute; three volley salute; playing of taps; and handing of the national flag that has covered the coffin to the widow.
Quezon added that there will be books of condolences in Philippine consulates and embassies.
As of Wednesday, the Department of Foreign Affairs (DFA) has opened a book of condolence for the members of the diplomatic corps in Manila. The DFA has likewise instructed all Philippine consulates and embassies overseas to do the same, said Quezon.
He said all government offices are required to fly their flags at half-mast in honor of Robredo.
President Benigno Aquino III earlier declared August 21 until the day of interment of Robredo as national days of mourning.

Pampanga’s First Floating Garden
News About ClarkIMAGINE being able to plant crops, rain or shine, without the threat of floodwater or drought. Imagine this possible even in perennially flooded areas like swamps and canals.
In a village in the City of San Fernando, villagers need not imagine — because they live amidst this possibility using the latest farming technology.
Barangay Del Pilar has launched the first-ever floating garden in Pampanga using the technology of using water hyacinths as floating rafts for garden and vegetable cultivation.
Village chief Pandoy Policarpio said much of the methods they are now using employs technology learned from the Philippine Rice Research Institute (PhilRice). Currently, there are at least 200 floating gardens at the almost 2.3-hectare property of the barangay that is constantly flooded by water even during summer.
The floating gardens are an innovative farming solution that uses water hyacinth, which is collected to construct a raft and then covered with top soil and organic fertilizer.
The gardens are able to withstand flooding and can be planted with palay, vegetables and herbs.
“We are very thankful for the help of PhilRice and Pampanga Agricultural College. Now our residents here can avail of the produce of these gardens for free,” Policarpio said.
The floating garden sits on a 2.3-hectare property that includes a 330-square meter herbal garden. All produce of the garden are given to the people. The property, which was donated to the barangay, is managed by volunteers who also raise chickens and ducks that are also given to residents for free.
“People can come here and take vegetables they need for their meals. We give it to them for free. Indigents can take more but we teach them to be self sufficient and have their own gardens,” Policarpio said.
Policarpio added that they aim to improve the garden with the help of PhilRice. PhilRice is a government corporate entity attached to the national agriculture office, the Department of Agriculture that aims at developing high-yielding and cost–reducing technologies so farmers can produce enough rice for all Filipinos. Recently, it has developed a rice variety that will survive even it is submerged underwater.
Policarpio said their garden can be a model for other barangays who would like to come up with a healthier project that would benefit their local communities.

News About ClarkLUBAO – Kayla (K-La) Layug-Iovan is an upcoming singing sensation who hopes to follow in the footsteps of other great singers.
With the looks and talent to back her up, this 17-year-old lady is a promising mega-star in the making for the Star Power search for new and upcoming talents aired on ABS-CBN 2 every Sunday.
The daughter of Ionel Iovan and Agnes Layug Iovan, “Kayla” grew up in Canada but apampangan blood still runs in her veins as she traces her roots from the Rivera-Dizon clan of Barangay Concepcion here.
Kayla, a high school graduate of St. Francis Senior High, is a talented singer.
At an early age of 3, she knew that singing was something she loved to do, and would pursue throughout her life.
She began singing lessons at the young age of 9, and has been singing ever since.
Kayla won her first beauty pageant at the age of 11, winning the title of Miss Junior Philippines Canada-Calgary, as well as Miss Talent and best in Gown.
The next year, she joined Calgary’s Junior Miss and ended up walking away with the title, and was also announced the winner of Miss Talent in the singing category.
The same year, she also won Calgary’s Junior Singing Idol, and as a prize, was flown to Las Vegas to perform at a Variety show at the Venetian Hotel.
Kayla is also active in the school community, winning her school talent show and being a recipient of the “Christian Leadership” award, as well as maintaining Honor Roll status.
In September of 2007, Kayla was chosen as one of the winners of the David Foster Star Search, and had the honorable experience of performing at the Jack Singer Concert hall with David Foster himself, with guest appearances by Lionel Richie, Sinbad, Peter Cetera and William Joseph.
Later that month, both winners, Kayla and David VandenEnden, were sent to Halifax, NS to perform at the kickoff for the David Foster Star Search held in March.
She has also been invited to perform with David Foster as various events around Canada, including an appearance on Canada AM in Vancouver, BC.
Last October, Kayla was presented with the Tamaraw Awards (Community Service Award) recognizing her as an achiever and good role model in the Filipino community.
In July of last year, Kayla got the opportunity to perform at the Calgary Stampede’s Greatest Outdoor Show on earth, the Grand Show. Singing her rendition of Whitney Houston’s hit “I will Always Love You” in front of a crowd exceeding 20,000 each night, was truly a dream come true for her.
Aside from singing, Kayla took up acting lessons for films and television as well as piano, dance and voice lessons at the Young Canadians of Performing Arts School, Hollywood and Vines Co. and North Conservatory of Music.
She also performed with other local artists like Sam Milby, Piolo Pascual, Christian Bautista, Mark Bautista, Rachelle Ann Go, Sarah Geronimo, Vina Morales and Gary Valenciano.
Her other skills also include modeling, computers, badminton, dancing, hosting, tennis, choir, basketball, volleyball and performing (acting).
“All of these accomplishments would not have been possible without the support and love of my parents, family members, friends, supporters and the blessing that God has graciously given me. I hope that our cabalens will vote for me to make it to the Star Power search,” she said.

Elders feel renewed strength with Binay’s visit
News About ClarkCANDABA – The elders in this town said on Wednesday their strength had been renewed with the recent visit of Vice President Jejomar Binay.
They said Binay’s recent visit is an indication that in the future, the town will be getting a just share from the national government’s program particularly in providing the immediate needs of residents during calamities.
“Malaking bagay ang pagdating ng ating Pangalawang Pangulo dito sa Candaba. Ang ibig sabihin lang nito ay nasa isip niya ang mga taga Candaba,” Teodoro Sombillo, 67, a resident here said.
Sombillo said he was not lucky to personally see the Vice President when he distributed relief goods to residents of Barangay San Agustin due to his arthritis, but he added that he is happy to note the manifested concern from Binay.
“Alam ko hindi lang dito natatapos ang pagtulong ni Vice President Binay. Marami pang darating na tulong mula sa kaniya,” he added.
Another senior citizen here, meanwhile, told Sun.Star Pampanga that Binay’s presence is more important than anything else as it could be a source of hope on what the government can still do.
It can be noted that among the vice presidential candidates in 2010, Binay got the most number of votes in Candaba.
This happened as he has been long helping Candaba even during his stint as mayor of Makati City.
It was learned that the Vice President also visited and distributed relief goods in the towns of San Luis, Sto. Tomas, Minalin, Apalit and San Simon.

Councilor urges kabalens to help blood banking program
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — Councilor Jimmy Lazatin urged Kapampangans and Fernandinos to help in the blood banking programs for patients needing blood supply through the Philippine National Red Cross.
“The recent calamity that hit Central Luzon has also set in renewed demand for blood supply among indigent patients in medical emergencies. The only way the Red Cross can sustain its blood supply program is through the participation of willing donors in the blood program,” Lazatin said.
Lazatin, a ranking official of the Philippine Red Cross Chapter in Pampanga, said with the onset of typhoon season, the PRC and all its 100 chapters nationwide have further intensified its recruitment and training of Red Cross 143 volunteers – the flagship volunteer program that recruits and trains 143 volunteers in every barangay, school and work place.
The Red Cross, in its website, said it has one team leader and 43 members serving as humanitarian arms of PRC on the ground, especially in times of disasters. The Red Cross’s 143 volunteers also serve as ‘walking blood’ donors in their respective communities.
To date, PRC has a total of 152,362 individual blood donors, including the 2,240 members of Blood Galloners’ Club, more than 20,000 members of Pledge 25 program and 4,954 donors with RH negative blood type.
Lazatin said that to ensure that everyone gets blood covering the processing cost for safe and quality blood, PRC is exerting all efforts to promote and get more supporters of ‘Blood Samaritan’ project.
Blood Samaritan is a project where members sponsor indigent patients in need of blood but cannot afford the processing fee.

Robredo’s reforms crucial for nation-building
News About ClarkDEPARTMENT of the Interior and Local Government (DILG) Secretary Jesse Robredo had advanced reforms in local government and interior sector that are crucial for the country’s “Matuwid na Daan (Straight Path)” campaign, said government officials, lawmakers, civil society organizations, the academe, urban poor groups and other supporters.
Robredo’s body was found on Tuesday by search and rescue teams in Masbate City, ending almost three days of waiting. He was on his way home to Naga City after two speaking engagements in Cebu City, when the twin-engine Piper Seneca aircraft he was on crash-landed off Barangay Obingay, Masbate City around 500 meters away from the airport runway.
Fishermen rescued Senior Police Inspector Jun Abrazado, Robredo’s aid, after he lost consciousness trying to protect the secretary.
Movement for Good Governance chairperson Solita Monsod said it is crucial that the reforms Robredo had started be continued and his replacement should make sure that the ideals he fought for would be protected.
Up until the night before his departure for Cebu, Robredo had been pushing his management team to find more effective ways to advance reforms in local governance and the interior sector.
He was particularly focused on drumming up public support for the Full Disclosure Policy (FDP), an instrument that he hoped would advance transparency and accountability in local governance.
The FDP, the crown jewel of Robredo’s work in local governance, requires LGUs to disclose in public places 12 key financial documents that show how funds are spent.
As of June 2012, 1,697 or 99 percent of LGUs have complied with the policy. This is validated by the latest Pulse Asia and Social Weather Stations surveys that show more Filipinos now observe transparency and accountability in their localities.
The FDP is a requirement in the conferment of the Seal of Good Housekeeping, which is awarded to LGUs every year. The Seal of Good Housekeeping rewards honesty and excellence in local governance.
As of June 2012, 856 LGUs who qualified for the SGH have been granted P1.1 billion from the Performance Challenge Fund—money that based on the guidelines are spent for the poorest of the poor.
Robredo wanted to start an advocacy campaign so that ordinary citizens would use the maximum benefits from the tool to demand good governance and transparency from their local leaders.
He also gave instructions that illegal logging be stopped, and those involved be made accountable.
Robredo had also tirelessly improved disaster risk reduction and mitigation capabilities of local government units across the country. He introduced the Seal of Disaster Preparedness, another incentive mechanism to help LGUs deal with disasters and calamities.
As of the first semester of this year, 8,504 LGUs already have functional disaster management councils. Exactly 1,539 have command centers and alarm systems. They now have emergency response, rescue, and medical teams, and evacuation centers.
Having been a mayor in Naga City for 19 years, Robredo was strict about ensuring that each LGU’s business process licensing system is streamlined and highly effective.
The department committed to the Millennium Challenge Corp. to streamline the BPLS of 120 LGUs in four years. As of June 2012, 748 LGUs have already streamlined their BPLS within a two-year period. This has raised revenue collection by as much as seven percent in Lapu-Lapu City and 18 percent in Butuan City.
The latest National Competitiveness Survey results showed that 70 percent of businessmen respondents received permits in three days or less. In fact, 17 percent did so and less than two hours.
Robredo believed that measuring outcomes lead to improvement. He enhanced the Local Governance Performance Management System (LGPMS), a tool to measure LGU performance, by turning it into an assessment tool validated by third-party assessment. This is a departure from the old system of self-assessment.
Consolidated results of the LGPMS shows that there has been a consistent increase in the number of LGUs with high overall performance ratings, from 913 in 2009 to 1,050 in 2010, to 1,261 in 2011.
There has also been a 200 percent leap in the number of LGUs that allow civil society organizations, public organizations, the academe and religious groups to participate in local governance. A concrete example of this is the DILG’s partnership with the Ugnayan ng mga Barangay at Simbahan (UBAS) to monitor LGU budgets and with Ateneo School of Government and De La Salle University’s monitoring of public services in the local governments.
In Armm, Robredo was instrumental in the promotion of transparency and accountability among local governments through the Seal of Good Housekeeping. The DILG is also on top of the reform program in Armm with funding of P8.59 billion.
In the interior sector, Robredo batted for a vision that every Filipino can walk the streets unafraid 24/7. In 2011, crime rate went down 23.8 percent. Financial reforms in the Philippine National Policy also led to the 54 percent increase in the budget for field units to P1,000 per capital from P650. This means the police have more funds for uniform, shoes, bullets and other needs.
Police visibility has also increased with the field deployment of 90 percent of the police force, as opposed to 85 percent previously.
Through the Criminal Investigation and Detection Group (CIDG), the DILG initiated investigations and formally filed charges against individuals involved in spurious procurement contracts.
Robredo declared just last week that he intended to pursue all these reforms at whatever cost, to ensure that the “Matuwid na Daan” of the President is well lighted and easy to traverse for every citizen.

Public Works bureau told to speed up solutions to flooding
News About ClarkCITY OF SAN FERNANDO – Representative Aurelio Gonzales (3rd District, Pampanga) has appealed to Public Works Secretary Ronald Singson to fast track flood control interventions for the province to avert a potential calamity and allay the fears of his cabalens.
Gonzales made the call as he expressed support for the agency’s budget during the Department of Public Work and Highways (DPWH) budget committee hearing at the House of Representatives.
Gonzales enumerated the damaged flood control infrastructures, among them the tail dike in the City of San Fernando, the Cupang-Guemasan section of the Arnedo dike in Arayat, the Abacan river in Mexico and the Inumang Baka creek in Sta. Ana, all of which need immediate as well as long-term solutions.
Gonzales earlier made an aerial and actual province-wide inspection to assess the extent of the flood damage. He found out the collapsed tail dike, which left several barangays in the City of San Fernando flooded. He said the damaged portion of the dike is around 120 meters and is estimated to cost around P235 million.
Meanwhile, Singson said they have recently completed the masterplan for Metro Manila and surrounding areas and is currently updating the one for Central Luzon.
He assured the congressman that government resources are being mobilized to immediately address the problem.
Gonzales likewise proposed that in the drafting of the Flood Control Masterplan for Pampanga and Central Luzon, the DPWH should consider providing funds for the rechanneling of the Pasig Potrero River, as already contained in the Bacolor Rehabilitation Masterplan under the Bacolor Rehabilitation Act (RA 9506).
The rechanneling will help contain the high volume of water coming from the Zambales and Mt. Pinatubo areas and relieve pressure to the Gugu dike and mega dike.
He also urged the construction of a ring dike in Arayat to temporarily contain the flood waters coming from the Pampanga River and to serve as a reservoir for farmers’ irrigation needs during the summer.
Gonzales also suggested the revival of the Pampanga River Control System, which allocates specific periodic maintenance funds for the river system in order to minimize the river’s adverse effects during the rainy season.
He said he is willing to offer his technical expertise to the agency in the drafting and implementation of the flood-control masterplan.
Singson welcomed Gonzales’ offer of assistance and promised that the latter will be consulted in the planning as well as implementation of the flood mitigation projects for Pampanga and Central Luzon.
The DPWH earlier revealed that a P5-billion short-term flood control mitigation project is expected to be completed within the year, whereas P35 billion is being allocated for the long term Flood Management Masterplan to be implemented from now until 2035.

De Lima takes custody of Robredo’s important docs
News About ClarkTHE family of the late Local Government Secretary Jesse Robredo asked Justice Secretary Leila de Lima to secure personal and official documents in his office in Quezon City, as well as the family condominium unit in Greenhills, San Juan.
De Lima said Wednesday she had been at Robredo’s office on Monday and Tuesday to take custody of certain “sensitive and important” documents, upon the request of Robredo’s widow, Lenie, who is a lawyer.
De Lima said the request of the family was made apparently after all the staff of the late Cabinet official already flew to Naga city to sympathize with the Robredo family.
She also said she was requested by Executive Secretary Paquito Ochoa, who had been designated as acting Secretary of the Department of Interior and Local Government (DILG), to evaluate the documents.
President Benigno Aquino III on Tuesday has designated Ochoa as temporary replacement for Robredo, who was killed in a plane crash last August 18.
Ochoa went to the DILG office Wednesday to ensure that there will be no interruption in the services the agency provides to the public.
He sought a comprehensive review of all the pending programs and projects left by Robredo.
“While we join Secretary Robredo’s family and the nation in this time of bereavement, the President felt also that it is appropriate to designate an OIC for the meantime, on a very temporary nature to ensure that the DILG is running and its service to the public is continuous,” Ochoa said.
He already asked an inventory of all the pending matters for review and their status, particularly the reforms that Robredo has started in several offices under the wings of the DILG.
He mentioned the ongoing reforms that Robredo has put in place in the Philippine National Police and the Bureau of Jail Management and Penology, as well as his plans to relocate informal settlers.
Initially, Ochoa said he has started putting together the signing and approval system for administrative matters and logistics to prevent any interruption in the services.
He said employees should expect him to be visible in the agency in the coming days until the President appoints a permanent DILG chief.
Malacañang on Wednesday said the post vacated by Robredo is a “very big shoes to fill.”
Presidential spokesperson Edwin Lacierda admitted that the President might have a hard time finding replacement for Robredo describing the late Cabinet official as “one of a kind.”
“Secretary Robredo is one of a kind. He is a Magsaysay awardee. He has proven his competence in local governance and he has shown himself as capable also of speaking and engaging politicians in the entire political spectrum,” he said.
Lacierda was also impressed with Robredo’s ability to speak to politicians of different affiliations despite being a member of the administration’s Liberal Party.

Government urged to get new aircrafts for top officials
About Angeles City, Clark, Subic and Pampanga, News About ClarkMANILA (Updated) — The tragic death of Local Government Secretary Jesse Robredo in a plane crash Saturday prompted calls for government to get new aircrafts to ensure safety of high-ranking state officials during out-of-town trips.
The minority bloc in the House of Representatives said government should spend US$85 million (P3.6 billion) for the purchase of at least six new aircrafts.
Robredo and two pilots died Saturday after a chartered Piper Seneca plane carrying them to Naga City crashed before reaching the airport in Masbate City. The Cabinet official and his party came from Cebu for an official business trip when they met the accident. Robredo’s aide, June Paolo Abrazado, survived the crash with only a few injuries.
House Minority Leader Danilo Suarez said the government needs at least six new aircrafts—one regional jet, one jet for local travel, two propeller-driven aircrafts (1 Queen Air and 1 King Air), and two helicopters.
“We should not put a tag price in the security of our leaders,” he said in a press conference Wednesday.
Suarez said the Airlift Wing of the Philippine Air Force, which has the mandate of providing safe air transport for the President and members of his official family, has a fleet of aircraft and helicopters but most of which are older than Aquino.
“We are expressing our concern for the safety of the President and his family because, as we are all aware, our country does not have a dedicated Presidential plane and he takes chartered flights for official travel,” the close ally of former President Gloria Macapagal-Arroyo said, adding that the new aircrafts will also benefit political leaders after Aquino’s term.
Back in August 2009, then President Arroyo reportedly cancelled an order for a presidential jet after the public reacted negatively to the purchase.
Senate President Juan Ponce-Enrile, who held Cabinet positions during the time of then President Ferdinand Marcos, saw nothing wrong of the proposal.
“During our time, we attempted to provide the executives of the government, especially those who are travelling often out of Manila, a safe transportation system. We are an archipelago. You traverse jungles and large bodies of water. When you travel by helicopter, if the helicopter crashes in the sea, there is zero survivability,” he said in a chance interview.
He said it is normal for the government to receive criticism if and when it pushes through with the plan given other pressing problems such as poverty.
“That is the burden of leadership. You expect criticism because you cannot please everybody when you make a decision,” Enrile said.
