MANILA, Philippines – Hundreds of supporters of the United Nationalist Alliance (UNA) trooped to the Commission on Elections Office (Comelec) early Monday to throw their support behind UNA’s bets expected to file their certificates of candidacies.
The supporters wore blue and orange shirts bearing the name UNA with the number one sign. They also carried palacards bearing the name of the party and its candidates. A marching band also played songs in support of the candidates.
Vice President JejomarBinay, former President Joseph Estrada, and Senate President Juan Ponce Enrile, were expected to accompany their candidates as they file their COCs at the Comelec’s main office in Intramuros, Manila 1 pm Monday.
UNA is a merger of Binay’s PDP-Laban party and Estrada’s PwersangMasang Pilipino.
Among those included in the UNA’s senatorial slate are: reelectionist Sen. Gregorio Honasan, Representatives JV Ejercito, Jackie Ponce Enrile and Milagros Magsaysay; former senators Ernesto Maceda, Juan Miguel Zubiri and Richard Gordon; and former Governor TingtingCojuangco.
Ejercito is the son of Estrada while Enrile is the son of Senate President Juan Ponce-Enrile. Cojuangco is the aunt of President Benigno Aquino III.

MANILA, Philippines – Joey de Venecia III, son of former Speaker Jose de Venecia Jr., has withdrawn from the senatorial race in 2013 to pursue “immediate business endeavors.”
“I have made a choice,” he said in a statement on Monday.
The young de Venecia said his efforts in business “that have resulted to substantial and wide-reaching investment agreements in BPO, call center, technology and other sectors” would be delayed if he seeks a seat in the Senate next year.
“I have therefore decided not to run for the Senate in 2013,” he said.
“Instead, I will pursue these immediate business endeavors bringing investments and jobs to our country. In so doing, I shall have achieved through business what I will only begin achieving through the Senate,” he said.
But the young de Venecia hinted that he would still pursue his senatorial bid in the future, saying public service was part of his life’s mission.
“My time in the Philippine Senate will come. It is clear to me that public service is part of my life’s mission. I will continue to work for the prosperity of as many Filipinos as possible and at the appropriate time in the future prepare myself for the Senate,” he added. MANILA — Local Government Secretary Manuel Roxas II should explain in a Senate inquiry the details of the renegotiation with Chinese officials on the scandal-tainted Northrail project, a debt watchdog said over the weekend.
Roxas reported the renegotiation of the Northrail project after his talk with Chinese officials last week.
The Freedom from Debt Coalition made the call in light of the government’s plan to revive the project, where $184 million will be paid to the Export-Import Bank of China (China EXIM Bank) in two years for financing land acquisition and other costs.
That amount is a portion of the $500 million worth of official development assistance (ODA) loan, which aims to construct a high-speed rail system that will link Metro Manila to Clark, Pampanga.
Ricardo Reyes, FDC president, said since the project’s original and amended contracts are void according to the July 14, 2011 opinion of the Office of the Government Corporate Counsel (OGCC), the Philippine Government has no obligation to pay the Chinese lender.
“Why should public money be used to pay for a loan agreement that was deemed irregular from the start? Why the people should be made to suffer again from another example of the irregularities committed under the Arroyo administration?” Reyes asked.
If granted by the Senate, the probe should also check how the contractor China National Machinery Industry Corp. (Sinomach) spent the $184 million, among other issues.
FDC questioned why the Department of Finance renegotiated the payment of a portion of the loan when it is clear that the project’s original and amended contracts are invalid from the start.
Critics of the deal had also alleged that it failed to undergo a competitive bidding process and that the Buyer Credit Loan Agreement (BCLA) between the government and Sinomach did not secure a clearance from the Monetary Board. (Virgil Lopez/Sunnex)

MANILA — Rookie sensation Axel Ngui towed Ateneo de Manila to its first UAAP men’s swimming title while University of the Philippines ruled for the fourth straight year on Sunday at the Trace Aquatics Center in Los Baños, Laguna.
Ngui, a prized recruit from Xavier School, collected six golds and a silver medal to lead the charge for the Eagles, who amassed 365 points. In second place was La Salle with 347 points while UP took third with 286.
In the distaff side, the Lady Maroons dominated the pool with 568 points to overwhelm neighboring school Ateneo, which ended up with 326 points and La Salle, which had 196 points in third place.
“The hard work of the girls paid off. They always strive to work harder,” said UP coach Noel Rivera.
En route to its 13th women’s crown, UP posted a fresh record in the 400-meter medley relay courtesy of Whitney Dy, Tiara Tudio, Dennice Cordero and Tin Hipol with a time of 4:39.97.
Delia Cordero also won the Rookie-MVP plum.
La Salle tanker Johansen Aguilar, meanwhile, was named back-to-back MVP after bagging seven gold medals.
What sealed Aguilar’s victory was last Saturday’s 400-meter individual medley event where he beat Ngui with a time of 4:43.11, a new league record. Ngui settled for silver with 4:48.36.

Japan’s Meteorological Agency had warned Tokyo residents to stay indoors while Typhoon Jelawat (Typhoon Lawin in the Philippines) passed Sunday night. The storm then had winds of up to 126 kilometers (78 miles) an hour but weakened to a tropical storm with 108 kph (67 mph) in the morning.
On Sunday, Nagoya City issued an evacuation advisory to more than 50,000 residents because of fear of flooding from a swollen river. A similar advisory was issued for more than 10,000 people in the northern city of Ishinomaki that was hit by last year’s tsunami.
The typhoon left 145 people with minor injuries in southern and western Japan, about half of them on the southern island of Okinawa, public broadcaster NHK said. Tens of thousands of homes were without electricity.
Kyodo news agency reported one fatality, a man who was swept away by seawater while fishing in Okinawa.
Dozens of trains were halted in coastal areas around Tokyo and many stores inside the capital closed early Sunday as the storm approached. It is expected to move into the Pacific Ocean early Monday. (AP)

CEBU CITY –- The child abuse case in the United States against a high-ranking Cebu Church official had been resolved more than 20 years ago, said Archbishop Emeritus Ricardo Cardinal Vidal.
The cardinal, who arrived in Manila last Saturday night, met and talked with Msgr. Cristobal Garcia last week.
“Ok namansiya (He’s ok). I told him, ‘Just suffer a little. The damage has been done. The Lord will restore everything’,” Cardinal Vidal said.
He added that he has all the documents pertaining to the transfer of Msgr. Garcia from the Dominican congregation in the United States to the Archdiocese of Cebu.
The ongoing investigation by the Holy See or the office of Pope Benedict XVI on the same case puzzles Cardinal Vidal, who added that media reports seem to portray that the Church “has done nothing” about Garcia’s case.
“I have already institutionalized his incardination 20 years ago,” Cardinal Vidal told Sun.Star Cebu. He added that the Dominican superior at that time was happy that Garcia was accepted in the archdiocese.
Priestly faculties
He referred to the process Garcia underwent of leaving the Dominican congregation in the United States and being accepted in the Archdiocese of Cebu.
“He (Garcia) was given back all his priestly faculties. He underwent a program under (the late) Archbishop Manuel Salvador who was a canon lawyer,” Vidal said, after giving a speech at the Indiana Aerospace University’s Saint Therese of Lisieux chapel in Lapu-Lapu City on Sunday.
Archbishop Salvador was a co-adjutor Archbishop of Cebu in the early 1970s.
“On this day of Saint Therese, we are reminded once again of spiritual childhood. During the time of Saint Therese, the elevator was just invented and she used it as reference to get to heaven as fast as she could,” said Cardinal Vidal during the school’s foundation anniversary.
What prompted it?
University chairman JovenalToring gave Cardinal Vidal a replica of the RPC 50 airplane used during the fluvial procession of the Sinulog celebration, as a token of appreciation for supporting a scholarship program for poor but deserving students.
The 81-year-old prelate, who served as Cebu’s archbishop for almost three decades, said he does not know why Garcia’s old case is being reviewed by the Holy See. He added that he does not know what triggered the probe.
Garcia was ordained a Dominican priest by Vidal’s predecessor, the late Julio Cardinal Rosales. He was then incardinated by Vidal and later given the title monsignori then appointed Archdiocesan Commission on Worship chairman.
He was relieved of all his official functions in the Archdiocese of Cebu by Archbishop Jose Palma earlier this year, to heed an instruction from the Holy See.
Msgr. Cris, as he is popularly known, also used to be the business manager of the archdiocesan newsletter Ang Bag-ongLungsoranon, in-charge of the publication Mag-ambahan Kita and spiritual director of World of Fatima and BukasLoobsaDiyos communities.
Track record
He is known as a collector of religious artifacts made from various materials such as ivory, silver, porcelain and even one Nativity scene made from candy wrappers. These items are usually on display during the Lenten season or other religious occasions at the Archdiocesan Shrine of the Black Nazarene in Cansojong, Talisay City or in malls and museums in Cebu City.
Garcia also founded the Society of the Angels of Peace (SAP), which is a religious congregation of priests, brothers and nuns dedicated to assisting in liturgical services in parishes.
Canon lawyer Msgr. Raul Go earlier explained that Garcia is on administrative leave, pending the investigation by Vatican officials.
Vidal said he was saddened by the news on Garcia and he encourages those who want to show their support to come out and do so.

MANILA, Philippines—The National Disaster Risk Reduction and Management Council warned early Monday all local offices for possible tsunami occurrences after a 7.1-magnitute shook southwestern Colombia Sunday, a report from Radyo Inquirer 990 AM said.
Though no damage or injuries were reported in Colombia, the NDRRMC gave a directive for its provincial offices to prepare for any eventualities.
Associated Press reported the quake struck at 11:31 a.m. local time 30 miles (48 kilometers) from the regional capital of Popayan and was felt in Bogota as well as 10 of Colombia’s 32 states. The U.S. Geological Survey said its epicenter was 94 miles (150 kilometers) beneath the earth’s surface.
The quake was the most powerful to hit Colombia since a 7.2-magnitude temblor shook the same region in 2004, said Patricia Pedraza of Colombia’s geological service.
Security chief Edith Cabeza of Cauca state, of which Popayan is the capital, said the “white city” of 270,000 inhabitants suffered no damage.
Popayan’s historical center was largely reconstructed after a March 1983 quake that killed at least 250 people.

Around 80 elementary students in grades one to three from Pasig City learned about the former secretary of the interior and local government when he was mayor of Naga City during a Philippine Daily Inquirer Read Along with Khalil Kaimo and Paolo Valenciano.
They read the children’s book “The Public’s Servant” by Didith Tan Rodrigo, which tells about Robredo’s simple and down-to-earth acts as mayor of Naga. The book is part of Ramon Magsaysay Award Foundation’s “Great Men and Women of Asia – Children’s Series.” Robredo was an awardee for government service in 2000.
“We need more people like [Robredo] and what better way than to start with the kids when they’re very young,” Valenciano said in an interview with Inquirer after the Read Along.
The book is told in simple “Internet chat” style between two friends, Chris or “XtnXtra” played by Kaimo, who is in New York, and Matt or “MattDude2000,” played by Valenciano, who is on vacation in his parents’ hometown of Naga City.
Matt chats with Chris about his personal encounters with “Mayor Jesse.” The first time when Mayor Jesse was playing basketball on the streets with locals and wearing regular T-shirt and shorts.
The second time, Matt goes, was when he saw Mayor Jesse go out to the ricefields in a bicycle to bring back a girl who ran away from her parents. And the third time was when a typhoon hit the city and Mayor Jesse led the rescue team in saving people from the devastation.
Throughout the chat sessions between them Chris and Matt express awe and surprise at Mayor Jesse’s acts and behavior that were contrary to the common perception of a government official.
The biggest surprise that Matt found out about Mayor Jesse was when he saw the latter sweeping the streets on his own after the mess caused by the storm.
Valenciano said he found that part of the story having the most impact on the children. “I could see some of the kids were also like ‘What? He was sweeping the [streets]?’” he said.
“I think subconsciously we’re teaching them humility, and right now it’s what the country needs,” Valenciano said.
Kaimo expressed his wish that there would be more government officials like Robredo. “They [should] lead by example rather than [boast] ‘I built this [and] I built that.’ How many of them do you actually see sweeping streets and cleaning up their city?” Kaimo said.
When asked what significance Mayor Jesse could have on children, Valenciano said, “He wasn’t really doing great things, he wasn’t really building bridges. He was just a simple guy doing honest work. That’s what’s good to teach to children.”
“Its good to let the kids know about people that have [made a significant impact] just by doing what’s right,” he added.
Kaimo said that it was because Mayor Jesse led by example that he became significant to the people of Naga. “The people at the top start it, then the people under them will see it and they’ll start doing it. The domino [effect] doesn’t start at the bottom, it should start at the top.”
During the story-telling, the kids were so engrossed that when Kaimo and Valenciano tried to provide explanations, one kid spoke out and requested that they continue with the story already.
Near the end of the book, Chris expressed disbelief in Matt’s stories about the mayor of Naga. “So this mayor plays basketball with anyone, rides a bike to save a child, and sweeps the streets after a storm? Dude, that’s not a mayor!” Chris said in disbelief.
“That’s… I don’t know what that is,” he told Matt.
Matt replied simply: “Well, that’s Naga’s mayor!”

MANILA, Philippines—A total of 18, 054 elective positions are up for grabs as the Commission on Elections (Comelec ) officially opened on Monday the filing of certificates of candidacy for national and local posts.
The filing will be open until Friday, from 8 a.m. to 5 p.m. daily, Comelec spokesman James Jimenez said in an interview over Radyo Inquirer 990AM.
“Hangggang 5pm. Walanang extension (Until 5pm. There is no extension),” Jimenez said. In the previous years, the final day’s schedule was always extended up to midnight.
In an earlier interview, Comelec chairman SixtoBrillantes said the new schedule is meant to remind the candidates to be punctual and to serve as an example to their constituents.
Only candidates who are running for the Senate will file at the main office of the Comelec in Intramuros, Manila while those vying for a congressional seat in the National Capital Region will be in the regional office located just near the tribunal’s office.
To pave the way for the filing of the CoC, Jimenez said voters’ registration will be temporarily suspended from Monday to Friday this week.
It will resume on Saturday, October 6, the spokesman added.

MANILA — Justice Secretary Leila de Lima, the only Cabinet secretary who stands to be empowered more under the Cybercrime Prevention Act, gave assurance on Sunday that constitutional rights of netizens will be protected in the implementation of the new law.
Five petitions have been filed last week at the Supreme Court questioning the constitutionality of Republic Act 10175 or the Cybercrime Prevention Act of 2012, the last of which was filed by lawyer Harry Roque on Friday.
De Lima was among the respondents named in the petitions, which are set to be tackled by SC justices on Tuesday.
But de Lima, in a statement, said that she will exercise the powers granted to her by the law judiciously and prudently.
“Any power or authority granted by the law to Department of Justice and secretary of Justice will be exercised judiciously and prudently, within the standards or parameters set forth in the law and with due regard to fundamental, human rights of individuals,” she said.
De Lima, who arrived in the weekend from a forum on human rights in Washington, DC, was chair of the Commission on Human Rights during the Arroyo administration, before she was tapped to head the DOJ by President Aquino in 2010.
Under Section 19 of RA 10175, de Lima will have the authority to restrict or block access to computer data found to have prima facie violation of cybercrimes defined in the same law.
Notwithstanding the mounting legal protests against and the admission of some senators of the flaws of the law, she said her office will implement the anti-cybercrime act.
“As part of the executive branch, the role of DOJ and SOJ is simply to execute the laws of the land. We did not make that law, which should and ought to be deemed constitutional, unless otherwise declared by the SC,” she said.
Aside from Roque, the other petitioners are
businessman Louis Biraogo, the group AlabngMamamahayag (ALAM), cyberlaw experts led by lawyer Jose Jesus Disini, and Senator TeofistoGuingona III, who was the lone senator who had opposed the passage of the cybercrime bill in the Senate.
Petitioners are one in denouncing Sections 4(c), 5, 7, 12, and 19 of the controversial law, saying these infringe the rights to freedom of speech and expression, as well as have vague provisions on libel, which in effect criminalizes an online show of public opinion.
They further assailed the undue delegation of powers to the DOJ Secretary insofar as it violates the constitutional principle of separation of powers between the courts and the executive, as well as violates the citizen’s right against unauthorized searches and seizures.
Outrage over the controversial Cybercrime Prevention Act continues as a youth party-list group will go to the Supreme Court on Monday to file a petition seeking to declare unconstitutional some provisions on the new law that allegedly violate freedom of expression.
Among the early signatories to the petition for prohibition are Kabataan party-list Representative Raymond Palatino, ACT Teachers party-list Representative Antonio Tinio, University of the Philippines (UP) Student Regent Cleve Arguelles, Philippine Collegian editor-in-chief Katherine Elona, and UP College of Mass Communication Dean Roland Tolentino.
Just like other groups, Kabataan is opposing Section 19 of Republic Act 10175, which authorizes the DOJ to impose a total access ban on social networking sites in the future.

Vice President JejomarBinay, former President Joseph Estrada, and Senate President Juan Ponce Enrile, were expected to accompany their candidates as they file their COCs at the Comelec’s main office in Intramuros, Manila 1 pm Monday.
UNA is a merger of Binay’s PDP-Laban party and Estrada’s PwersangMasang Pilipino.
Among those included in the UNA’s senatorial slate are: reelectionist Sen. Gregorio Honasan, Representatives JV Ejercito, Jackie Ponce Enrile and Milagros Magsaysay; former senators Ernesto Maceda, Juan Miguel Zubiri and Richard Gordon; and former Governor TingtingCojuangco.
Ejercito is the son of Estrada while Enrile is the son of Senate President Juan Ponce-Enrile. Cojuangco is the aunt of President Benigno Aquino III.

Joey de Venecia backs out from 2013 polls
Press ReleasesMANILA, Philippines – Joey de Venecia III, son of former Speaker Jose de Venecia Jr., has withdrawn from the senatorial race in 2013 to pursue “immediate business endeavors.”
“I have made a choice,” he said in a statement on Monday.
The young de Venecia said his efforts in business “that have resulted to substantial and wide-reaching investment agreements in BPO, call center, technology and other sectors” would be delayed if he seeks a seat in the Senate next year.
“I have therefore decided not to run for the Senate in 2013,” he said.
“Instead, I will pursue these immediate business endeavors bringing investments and jobs to our country. In so doing, I shall have achieved through business what I will only begin achieving through the Senate,” he said.
But the young de Venecia hinted that he would still pursue his senatorial bid in the future, saying public service was part of his life’s mission.
“My time in the Philippine Senate will come. It is clear to me that public service is part of my life’s mission. I will continue to work for the prosperity of as many Filipinos as possible and at the appropriate time in the future prepare myself for the Senate,” he added. Senate urged to probe renegotiated North Rail deal
About Angeles City, Clark, Subic and PampangaMANILA — Local Government Secretary Manuel Roxas II should explain in a Senate inquiry the details of the renegotiation with Chinese officials on the scandal-tainted Northrail project, a debt watchdog said over the weekend.
Roxas reported the renegotiation of the Northrail project after his talk with Chinese officials last week.
The Freedom from Debt Coalition made the call in light of the government’s plan to revive the project, where $184 million will be paid to the Export-Import Bank of China (China EXIM Bank) in two years for financing land acquisition and other costs.
That amount is a portion of the $500 million worth of official development assistance (ODA) loan, which aims to construct a high-speed rail system that will link Metro Manila to Clark, Pampanga.
Ricardo Reyes, FDC president, said since the project’s original and amended contracts are void according to the July 14, 2011 opinion of the Office of the Government Corporate Counsel (OGCC), the Philippine Government has no obligation to pay the Chinese lender.
“Why should public money be used to pay for a loan agreement that was deemed irregular from the start? Why the people should be made to suffer again from another example of the irregularities committed under the Arroyo administration?” Reyes asked.
If granted by the Senate, the probe should also check how the contractor China National Machinery Industry Corp. (Sinomach) spent the $184 million, among other issues.
FDC questioned why the Department of Finance renegotiated the payment of a portion of the loan when it is clear that the project’s original and amended contracts are invalid from the start.
Critics of the deal had also alleged that it failed to undergo a competitive bidding process and that the Buyer Credit Loan Agreement (BCLA) between the government and Sinomach did not secure a clearance from the Monetary Board. (Virgil Lopez/Sunnex)

Press ReleasesMANILA — Rookie sensation Axel Ngui towed Ateneo de Manila to its first UAAP men’s swimming title while University of the Philippines ruled for the fourth straight year on Sunday at the Trace Aquatics Center in Los Baños, Laguna.
Ngui, a prized recruit from Xavier School, collected six golds and a silver medal to lead the charge for the Eagles, who amassed 365 points. In second place was La Salle with 347 points while UP took third with 286.
In the distaff side, the Lady Maroons dominated the pool with 568 points to overwhelm neighboring school Ateneo, which ended up with 326 points and La Salle, which had 196 points in third place.
“The hard work of the girls paid off. They always strive to work harder,” said UP coach Noel Rivera.
En route to its 13th women’s crown, UP posted a fresh record in the 400-meter medley relay courtesy of Whitney Dy, Tiara Tudio, Dennice Cordero and Tin Hipol with a time of 4:39.97.
Delia Cordero also won the Rookie-MVP plum.
La Salle tanker Johansen Aguilar, meanwhile, was named back-to-back MVP after bagging seven gold medals.
What sealed Aguilar’s victory was last Saturday’s 400-meter individual medley event where he beat Ngui with a time of 4:43.11, a new league record. Ngui settled for silver with 4:48.36.

Storm speeds out of Japan after injuring dozens
Press ReleasesTOKYO — A weakening tropical storm was speeding out of Japan on Monday after bringing gale-strength winds to Tokyo and injuring dozens of people, causing blackouts and paralyzing traffic to the south and west of the capital.
Japan’s Meteorological Agency had warned Tokyo residents to stay indoors while Typhoon Jelawat (Typhoon Lawin in the Philippines) passed Sunday night. The storm then had winds of up to 126 kilometers (78 miles) an hour but weakened to a tropical storm with 108 kph (67 mph) in the morning.
On Sunday, Nagoya City issued an evacuation advisory to more than 50,000 residents because of fear of flooding from a swollen river. A similar advisory was issued for more than 10,000 people in the northern city of Ishinomaki that was hit by last year’s tsunami.
The typhoon left 145 people with minor injuries in southern and western Japan, about half of them on the southern island of Okinawa, public broadcaster NHK said. Tens of thousands of homes were without electricity.
Kyodo news agency reported one fatality, a man who was swept away by seawater while fishing in Okinawa.
Dozens of trains were halted in coastal areas around Tokyo and many stores inside the capital closed early Sunday as the storm approached. It is expected to move into the Pacific Ocean early Monday. (AP)

Review of old case puzzles cardinal
Press ReleasesCEBU CITY –- The child abuse case in the United States against a high-ranking Cebu Church official had been resolved more than 20 years ago, said Archbishop Emeritus Ricardo Cardinal Vidal.
The cardinal, who arrived in Manila last Saturday night, met and talked with Msgr. Cristobal Garcia last week.
“Ok namansiya (He’s ok). I told him, ‘Just suffer a little. The damage has been done. The Lord will restore everything’,” Cardinal Vidal said.
He added that he has all the documents pertaining to the transfer of Msgr. Garcia from the Dominican congregation in the United States to the Archdiocese of Cebu.
The ongoing investigation by the Holy See or the office of Pope Benedict XVI on the same case puzzles Cardinal Vidal, who added that media reports seem to portray that the Church “has done nothing” about Garcia’s case.
“I have already institutionalized his incardination 20 years ago,” Cardinal Vidal told Sun.Star Cebu. He added that the Dominican superior at that time was happy that Garcia was accepted in the archdiocese.
Priestly faculties
He referred to the process Garcia underwent of leaving the Dominican congregation in the United States and being accepted in the Archdiocese of Cebu.
“He (Garcia) was given back all his priestly faculties. He underwent a program under (the late) Archbishop Manuel Salvador who was a canon lawyer,” Vidal said, after giving a speech at the Indiana Aerospace University’s Saint Therese of Lisieux chapel in Lapu-Lapu City on Sunday.
Archbishop Salvador was a co-adjutor Archbishop of Cebu in the early 1970s.
“On this day of Saint Therese, we are reminded once again of spiritual childhood. During the time of Saint Therese, the elevator was just invented and she used it as reference to get to heaven as fast as she could,” said Cardinal Vidal during the school’s foundation anniversary.
What prompted it?
University chairman JovenalToring gave Cardinal Vidal a replica of the RPC 50 airplane used during the fluvial procession of the Sinulog celebration, as a token of appreciation for supporting a scholarship program for poor but deserving students.
The 81-year-old prelate, who served as Cebu’s archbishop for almost three decades, said he does not know why Garcia’s old case is being reviewed by the Holy See. He added that he does not know what triggered the probe.
Garcia was ordained a Dominican priest by Vidal’s predecessor, the late Julio Cardinal Rosales. He was then incardinated by Vidal and later given the title monsignori then appointed Archdiocesan Commission on Worship chairman.
He was relieved of all his official functions in the Archdiocese of Cebu by Archbishop Jose Palma earlier this year, to heed an instruction from the Holy See.
Msgr. Cris, as he is popularly known, also used to be the business manager of the archdiocesan newsletter Ang Bag-ongLungsoranon, in-charge of the publication Mag-ambahan Kita and spiritual director of World of Fatima and BukasLoobsaDiyos communities.
Track record
He is known as a collector of religious artifacts made from various materials such as ivory, silver, porcelain and even one Nativity scene made from candy wrappers. These items are usually on display during the Lenten season or other religious occasions at the Archdiocesan Shrine of the Black Nazarene in Cansojong, Talisay City or in malls and museums in Cebu City.
Garcia also founded the Society of the Angels of Peace (SAP), which is a religious congregation of priests, brothers and nuns dedicated to assisting in liturgical services in parishes.
Canon lawyer Msgr. Raul Go earlier explained that Garcia is on administrative leave, pending the investigation by Vatican officials.
Vidal said he was saddened by the news on Garcia and he encourages those who want to show their support to come out and do so.

NDRRMC warns possible tsunami in PH after 7.1 quake rattles Colombia
Press ReleasesMANILA, Philippines—The National Disaster Risk Reduction and Management Council warned early Monday all local offices for possible tsunami occurrences after a 7.1-magnitute shook southwestern Colombia Sunday, a report from Radyo Inquirer 990 AM said.
Though no damage or injuries were reported in Colombia, the NDRRMC gave a directive for its provincial offices to prepare for any eventualities.
Associated Press reported the quake struck at 11:31 a.m. local time 30 miles (48 kilometers) from the regional capital of Popayan and was felt in Bogota as well as 10 of Colombia’s 32 states. The U.S. Geological Survey said its epicenter was 94 miles (150 kilometers) beneath the earth’s surface.
The quake was the most powerful to hit Colombia since a 7.2-magnitude temblor shook the same region in 2004, said Patricia Pedraza of Colombia’s geological service.
Security chief Edith Cabeza of Cauca state, of which Popayan is the capital, said the “white city” of 270,000 inhabitants suffered no damage.
Popayan’s historical center was largely reconstructed after a March 1983 quake that killed at least 250 people.

Inquirer Read-Along: Learning early about Naga’s simple hero
Press ReleasesMANILA, Philippines—How better to cement Jesse Robredo’s legacy in Philippine history and society than to teach to the next generation his humility as a government official and his passion in serving the public.
Around 80 elementary students in grades one to three from Pasig City learned about the former secretary of the interior and local government when he was mayor of Naga City during a Philippine Daily Inquirer Read Along with Khalil Kaimo and Paolo Valenciano.
They read the children’s book “The Public’s Servant” by Didith Tan Rodrigo, which tells about Robredo’s simple and down-to-earth acts as mayor of Naga. The book is part of Ramon Magsaysay Award Foundation’s “Great Men and Women of Asia – Children’s Series.” Robredo was an awardee for government service in 2000.
“We need more people like [Robredo] and what better way than to start with the kids when they’re very young,” Valenciano said in an interview with Inquirer after the Read Along.
The book is told in simple “Internet chat” style between two friends, Chris or “XtnXtra” played by Kaimo, who is in New York, and Matt or “MattDude2000,” played by Valenciano, who is on vacation in his parents’ hometown of Naga City.
Matt chats with Chris about his personal encounters with “Mayor Jesse.” The first time when Mayor Jesse was playing basketball on the streets with locals and wearing regular T-shirt and shorts.
The second time, Matt goes, was when he saw Mayor Jesse go out to the ricefields in a bicycle to bring back a girl who ran away from her parents. And the third time was when a typhoon hit the city and Mayor Jesse led the rescue team in saving people from the devastation.
Throughout the chat sessions between them Chris and Matt express awe and surprise at Mayor Jesse’s acts and behavior that were contrary to the common perception of a government official.
The biggest surprise that Matt found out about Mayor Jesse was when he saw the latter sweeping the streets on his own after the mess caused by the storm.
Valenciano said he found that part of the story having the most impact on the children. “I could see some of the kids were also like ‘What? He was sweeping the [streets]?’” he said.
“I think subconsciously we’re teaching them humility, and right now it’s what the country needs,” Valenciano said.
Kaimo expressed his wish that there would be more government officials like Robredo. “They [should] lead by example rather than [boast] ‘I built this [and] I built that.’ How many of them do you actually see sweeping streets and cleaning up their city?” Kaimo said.
When asked what significance Mayor Jesse could have on children, Valenciano said, “He wasn’t really doing great things, he wasn’t really building bridges. He was just a simple guy doing honest work. That’s what’s good to teach to children.”
“Its good to let the kids know about people that have [made a significant impact] just by doing what’s right,” he added.
Kaimo said that it was because Mayor Jesse led by example that he became significant to the people of Naga. “The people at the top start it, then the people under them will see it and they’ll start doing it. The domino [effect] doesn’t start at the bottom, it should start at the top.”
During the story-telling, the kids were so engrossed that when Kaimo and Valenciano tried to provide explanations, one kid spoke out and requested that they continue with the story already.
Near the end of the book, Chris expressed disbelief in Matt’s stories about the mayor of Naga. “So this mayor plays basketball with anyone, rides a bike to save a child, and sweeps the streets after a storm? Dude, that’s not a mayor!” Chris said in disbelief.
“That’s… I don’t know what that is,” he told Matt.
Matt replied simply: “Well, that’s Naga’s mayor!”
The 80 students who heard and read the story of Mayor Jesse hopefully have found a new hero to look up to and emulate.

Comelec opens filing of CoCs
Press ReleasesMANILA, Philippines—A total of 18, 054 elective positions are up for grabs as the Commission on Elections (Comelec ) officially opened on Monday the filing of certificates of candidacy for national and local posts.
The filing will be open until Friday, from 8 a.m. to 5 p.m. daily, Comelec spokesman James Jimenez said in an interview over Radyo Inquirer 990AM.
“Hangggang 5pm. Walanang extension (Until 5pm. There is no extension),” Jimenez said. In the previous years, the final day’s schedule was always extended up to midnight.
In an earlier interview, Comelec chairman SixtoBrillantes said the new schedule is meant to remind the candidates to be punctual and to serve as an example to their constituents.
Only candidates who are running for the Senate will file at the main office of the Comelec in Intramuros, Manila while those vying for a congressional seat in the National Capital Region will be in the regional office located just near the tribunal’s office.
To pave the way for the filing of the CoC, Jimenez said voters’ registration will be temporarily suspended from Monday to Friday this week.
It will resume on Saturday, October 6, the spokesman added.

Justice chief: Anti-cybercrime law will protect netizens’ rights
Press ReleasesMANILA — Justice Secretary Leila de Lima, the only Cabinet secretary who stands to be empowered more under the Cybercrime Prevention Act, gave assurance on Sunday that constitutional rights of netizens will be protected in the implementation of the new law.
Five petitions have been filed last week at the Supreme Court questioning the constitutionality of Republic Act 10175 or the Cybercrime Prevention Act of 2012, the last of which was filed by lawyer Harry Roque on Friday.
De Lima was among the respondents named in the petitions, which are set to be tackled by SC justices on Tuesday.
But de Lima, in a statement, said that she will exercise the powers granted to her by the law judiciously and prudently.
“Any power or authority granted by the law to Department of Justice and secretary of Justice will be exercised judiciously and prudently, within the standards or parameters set forth in the law and with due regard to fundamental, human rights of individuals,” she said.
De Lima, who arrived in the weekend from a forum on human rights in Washington, DC, was chair of the Commission on Human Rights during the Arroyo administration, before she was tapped to head the DOJ by President Aquino in 2010.
Under Section 19 of RA 10175, de Lima will have the authority to restrict or block access to computer data found to have prima facie violation of cybercrimes defined in the same law.
Notwithstanding the mounting legal protests against and the admission of some senators of the flaws of the law, she said her office will implement the anti-cybercrime act.
“As part of the executive branch, the role of DOJ and SOJ is simply to execute the laws of the land. We did not make that law, which should and ought to be deemed constitutional, unless otherwise declared by the SC,” she said.
Aside from Roque, the other petitioners are
businessman Louis Biraogo, the group AlabngMamamahayag (ALAM), cyberlaw experts led by lawyer Jose Jesus Disini, and Senator TeofistoGuingona III, who was the lone senator who had opposed the passage of the cybercrime bill in the Senate.
Petitioners are one in denouncing Sections 4(c), 5, 7, 12, and 19 of the controversial law, saying these infringe the rights to freedom of speech and expression, as well as have vague provisions on libel, which in effect criminalizes an online show of public opinion.
They further assailed the undue delegation of powers to the DOJ Secretary insofar as it violates the constitutional principle of separation of powers between the courts and the executive, as well as violates the citizen’s right against unauthorized searches and seizures.
Outrage over the controversial Cybercrime Prevention Act continues as a youth party-list group will go to the Supreme Court on Monday to file a petition seeking to declare unconstitutional some provisions on the new law that allegedly violate freedom of expression.
Among the early signatories to the petition for prohibition are Kabataan party-list Representative Raymond Palatino, ACT Teachers party-list Representative Antonio Tinio, University of the Philippines (UP) Student Regent Cleve Arguelles, Philippine Collegian editor-in-chief Katherine Elona, and UP College of Mass Communication Dean Roland Tolentino.
Just like other groups, Kabataan is opposing Section 19 of Republic Act 10175, which authorizes the DOJ to impose a total access ban on social networking sites in the future.
