JOINING the campaign rallies of two different parties would be problematic, a leader of the ruling Liberal Party (LP) said Monday.
Budget Secretary Florencio Abad said the so-called common candidates should comply with the policy of the ruling party not to join campaign rallies of the rival – United Nationalist Alliance (UNA) – to avoid problem with the coalition.
“You know it’s going to be problematic not just for the candidates of all but also for the coalition. That’s why that policy precisely is meant to promote equity, fairness and harmony within the parties’ coalition,” said Abad, an LP stalwart.
Abad said those serving two parties at the same time are making themselves vulnerable to intrigues.
Senators Loren Legarda and Francis Escudero, and Movie and Television Review and Classification Board chairperson Grace Poe-Llamanzares are common candidates of the administration party led by President Benigno Aquino III and UNA of Vice President Jejomar Binay.
Abad said while the three agreed to be adopted by UNA, they still have to campaign under one party.
“You have to make a distinction between being adopted and campaigning with. You can be adopted without necessarily having to join them in their campaigns. You continue to endorse your slate. But the moment you endorse two slates, you’re going to be fodder for intrigues,” he said.
Asked if all three have submitted to the rules of ruling party, he answered: “Common sense dictates that even if you are not informed about it, you would know as a politician that if you stand on two platforms endorsing two sets of candidates, who will believe you? You will just yourself into trouble.”
President Benigno Aquino III on Monday led the proclamation of the final senatorial slate of the administration coalition at Club Filipino in San Juan City.
Aside from the common candidates, also included in the line-up are reelectionists Senators Alan Peter Cayetano, Aquilino “Koko” Pimentel III and Antonio Trillanes IV; former senators Ramon “Jun” Magsaysay Jr. and Jamby Madrigal; Aurora Representative Juan Edgardo “Sonny” Angara; former Las Piñas congresswoman Cynthia Villar; former Akbayan party-list representative Risa Hontiveros; and Aquino’s first cousin, Paolo Benigno “Bam” Aquino IV.
The candidates were drawn from five different parties: LP, Nationalist People’s Coalition led by Aquino’s uncle Danding Cojuangco, Nacionalista Party of Senator Manuel Villar, Laban ng Demokratikong Pilipino led by Senator Edgardo Angara, and Partido Demokratiko Pilipino-Lakas ng Bayan (PDP) founded by Pimentel’s father and former senator Aquilino Pimentel Jr.
Abad said it is normal in Philippine politics to see candidates who are not allies but belong to the same party.
“That happens in Philippine politics, it’s nothing new. What is important is that the head is very clear about what the direction should be and I think that’s most important because that’s where the coalition should be headed,” he said.
He added that even President Aquino is satisfied with the administration slate knowing that they are pushing for one advocacy.

MANILA — Two more petitions questioning the constitutionality of Republic Act (RA) 10175 or the Cybercrime Prevention Act were filed Monday at the Supreme Court (SC), bringing the number of filed petitions to seven.
The sixth petition was filed by a group led by the Kabataan party-list, while the seventh petition was filed by a group composed of Bagong Alyansang Makabayan (Bayan), national artist Bienvenido Lumbrera, Kilusang Mayo Uno, Karapatan, Courage, Anakpawis and Gabriela.
Similar to earlier petitions, petitioners challenged the constitutionality of Sections 4, 5, 6, 7, 19 and 20 of the law. Section 4(c) 4 provides the definition of Internet libel, while Section 5 deals with aiding, abetting or attempting the commission of cybercrime.
Sections 6 and 7 provide for penalties for violations of traditional crimes committed using information communication technology and the relationship with existing crimes.
Section 19 allows the restriction or blocking access to computer data found to be in violation of the law, while Section 20 penalizes failure to comply with orders from law enforcement authorities.
In their petition, Kabataan Representatives Raymond Palatino and Antonio Tinio asked the High Court to issue writs of prohibition and mandamus against respondents Executive Secretary Paquito Ochoa and Justice Secretary Leila de Lima, enjoining them from implementing the cybercrime law for being “void, vague and overbreadth.”
Palatino said he will also file a bill at the House of Representatives calling for the repeal of RA 10175, for it to be replaced by the “Internet Freedom Act of 2012.”
Palatino’s proposed measure will enumerate the rights of netizens, the supposed target of the controversial Cybercrime Law, which penalizes online libel.
“If we analyze the Cybercrime Law, it is apparent that it restricts rather than protect netizens. Apart from repealing RA 10175 through the Internet Freedom Bill, we intend to lay down the inalienable rights of Filipino Internet users,” Palatino said.
Palatino noted that Internet access and online freedom of expression was recently added by the United Nations Human Rights Council to the list of basic human rights.
“With the Internet Freedom Bill, we seek to assert this right, and ensure that the Internet is free from censorship and totalitarian suppression,” the lawmaker said.
Senator Francis Escudero earlier said he will file a similar measure in the Senate to remove several provisions in the Cybercrime Law.
Aside from Palatino, other petitioners were Vencer Crisostomo of militant group Anakbayan, Ma. Katherine Elona of Philippine Collegian, Isabelle Baguisi of the National Union of Students of the Philippines.
Kabataan said the order of blocking or restricting access to computer data may infringe upon legitimate and protected acts and speech – taken down without the benefit of due process, notice and hearing.
“The prospect of news websites, political blogs and online commentaries summarily taken down based on a prima facie finding of a violation of a computer data is all too real under this provision. As a result, the DOJ (Department of Justice) becomes an all-too-powerful body, which can impose prior restraint and subsequent punishment upon protected speech on the mere guise of restricting or blocking access to computer data,” the group said.
The Bayan group, meanwhile, impleaded President Benigno Aquino III as respondent in their petition, along with Senate President Juan Ponce Enrile, House Speaker Feliciano Belmonte, Executive Secretary Ochoa, Justice Secretary de Lima, Louis Napoleon Casambre (executive director of the Information and Communications Technology Office), NBI Director Nonnatus Rojas, Philippine National Police Chief Nicanor Bartolome, and Local Government Secretary Manuel Roxas II.
Meantime, before the controversial anti-cybercrime law was passed, Justice Secretary de Lima already expressed opposition to the provision on Internet libel, but her effort to strike it out was thwarted by Malacañang.
Speaking to reporters in an ambush interview on Monday, de Lima said that she had submitted a position paper to the Palace, which questioned why the authors of RA 10175 had inserted the provision on libel.
Her position paper, however, was disregarded by Malacañang when President Aquino signed the measure into law last September 12.
Under Section 19 of RA 10175, the Secretary of Justice is given blanket authority to restrict or block access to computer data that would be found having prima facie evidence of violation of the cybercrime law.
Opponents of the law, however, claimed this provision arrogates upon the DOJ Secretary the functions of the courts.
“I know there are objectionable portions and may I state, for the record, na hindi sa amin nanggaling ang mga provisions na yun (the questionable provisions did not come from us),” she said.
“In fact, our position papers will show that we have actually questioned all that. Authors of law should explain why these portions are there. Against kasi ang mga provisions na ‘yun (those provisions are against the rights to freedom of expression and speech). We manifested that position but that was before the law became a law,” she added.
A statement given by the DOJ to reporters Monday afternoon quoted de Lima as stating that since 2007, when the DOJ first crafted the consolidated cybercrime bill, Internet libel was never part of any versions, and the main purpose of the legislation was to cover acts committed with new technologies that were not included or could not have been anticipated by the Revised Penal Code or special penal laws.
“The DOJ recommended the deletion of cyber defamation, cyber threats and internet libel. Moreover, we strongly pointed out that it is a penal legislation but the law confuses cybercrime and cyber security – two different concepts. The creation of a new bureaucratic structure that cannot be responsible for operations will impede the successful implementation of the law,” de Lima said.
She said that since the cybercrime bill has already been passed into law, the DOJ has no other alternative but to implement it, unless struck down by the Supreme Court for being unconstitutional or appropriate amendments are introduced in the implementing rules and regulations (IRR) to clarify the ambiguous provisions.
“As I said, duty ng executive na mag-implement (it is the Executive Department’s duty to implement the law). But I think we need to craft muna (first) the appropriate rules and regulations. DOJ is tasked to implement the IRR. The IRR cannot go beyond or against the provisions of the law,” she said.
To do that, de Lima said she will create an “office” composed of 100 fiscals who will train in cyber-forensics, and who will prosecute offenses related to cyberspace.
The DOJ is also set to conduct a multi-sectoral forum on October 9 with key stakeholders to address issues and concerns in the implementation of the law.

ANGELES CITY — While branding the grand Fiestang Kuliat 2012 as a venue for the city to soar higher much that it is themed “Fiestang Kuliat 2012: Sulagpo Angeles!”, Mayor Edgardo Pamintuan emphasized that the 20th twin feasts is apolitical and a pure celebration of Angeleños’ spiritual customs and cultural traditions.
After the press preview and official launch of Fiestang Kuliat 2012 at SM City Clark yesterday, Pamintuan told Sun.Star Pampanga that in keeping with the salute to the resiliency of Angeleños as it rose from the ashes of Mt. Pinatubo 20 years ago, the committee he chairs decided to shoo away from politicking during the month long celebration of Fiestang Kuliat this October.
Check our new look and tell us what you think.
“You know, in the past, politics just seeps in during Fiestang Kuliat. Even during the time of my predecessors, it was like that pero hindi tayo nakialam. We revived the Fiestang Kuliat, particularly the Tigtigan, Terakan Keng Dalan to buoy up the spirit of Angeleños and celebrate our resiliency. No politics at all and we would want it to stay that way,” he said.
Pamintuan furthered: “Like I’ve said before , Angeles City will soar higher in the years to come under our wing. Fiestang Kuliat is a venue for us to soar higher. It embodies the success of our efforts and unity. It showcases our religiosity, warmth and hospitality and all about Angeles City, who we are as a people.”
“Definitely, we do not want this year’s Fiestang Kuliat to have any political color,” concluded Pamintuan.

STO. TOMAS – Criminal and administrative cases have been filed against Mayor Joselito Naguit before the offices of the Provincial Prosecutor and the Department of the Interior and Local Government (DILG) Monday.
Zoilo T. Briones, 83, of Barangay Sto. Niño Sapa here filed the said cases against the mayor.
Briones claimed that Naguit lied when he denied his involvement in a mauling incident which left the former with contusions as evidenced by a medical certificate.
He said the medical certificate signed by Dr. Hena Aldaba, resident physician of the Jose B. Lingad Memorial General Hospital and the police blotter will attest to the fact that he was assaulted by the mayor and his group.
Briones stated that he remains firm with his previous statement that he was hit by Naguit in different parts of his body while his two bodyguards held his arms.
In his complaint dated September 25, 2012 submitted to the Prosecutor’s Office, Briones stated: “Ang pagmamaltrato sa akin ni Mayor Joselito F. Naguit at dalawa niyang kasamahan ay nagdulot ng kahihiyan at takot dahil maraming tao ang nakakita sa insidente at hindi isinaalang alang ang aking edad.”
The mauling controversy stemmed from a confrontation between Briones and a member of the mayor’s staff, asking the latter to remove a pile of sand blocking the front of the former’s driveway.
In the administrative case, Naguit was charged with grave abuse of authority and conduct unbecoming of a public official.
Briones prays that after observance of due process, respondent mayor be dismissed from service and be disqualified from holding public office in the future.
However, it was learned that DILG regional office will only endorse the said complaint to the Provincial Board who apparently has jurisdiction over the matter.
Earlier, Naguit also filed a case of direct assault against his accuser Briones.

CITY OF SAN FERNANDO – A number of candidates have filed their certificates of candidacy (COCs) Monday in various Commission on Election (Comelec) offices in the province, accompanied either by supporters and runningmates.
Among those who filed their COCs Monday were re-electionist Mabalacat City Mayor Marino ‘Boking’ Morales and his runningmates, re-electionist Rep. Aurelio ‘Dong’ Gonzales (3rd district), former Angeles City administrator and political officer Mark Allen Sison who is seeking for the vice mayoralty post, and Dr. Rey Aquino, making a comeback as city mayor of San Fernando, and his runningmates.
Mayor Morales urged Monday his constituents to pick credible and qualified candidates who will vie for elective positions in next year’s polls.
Morales issued the statement shortly after he, together with his runningmates under the Kambilan Ning Memalen Kapampangan (Kambilan) local political party, filed his certificate of candidacy Tuesday morning.
Morales said leaders of the newly-converted city should have substance, vision, and passion for the people.
“Ngayon po ay nasa panahon na naman tayo ng ating mga nanunungkulan. Piliin po nating mabuti ang kandidatong lumalapit sa atin. Sa inyong mga kamay po nakasalalay ang lalong ikauunlad ng ating siyudad,” Morales said.
He also cited Mabalacat’s strategic location which will help in realizing the dream of leaders for the city – to become Makati North of Manila in 20 years.
The city mayor also mentioned programs on health, environment, peace and order, education, among others.
He also asked the support of his constituents in realizing the programs of administration. “Kung wala ang suporta ng mga tao, wala rin tayong magagawa,” the mayor said.
Councilor Elizabeth Pineda filed her certificate of candidacy for vice mayor under Morales’s slate.
Councilor bets under Morales ticket include Councilors Roland “Rox” Peña, Rogelio Yumul, and Froilan Galang; Board Member Krizzanel “Win-Win” Garbo, Dwight Morales, Tomas Manalo, Eddie Sotto, Joey Santos, Carlo Nino Rivera, Amaru “Bok” Tiglao.
Dong bids for 3rd term
Rep. Aurelio “Dong” Gonzales Jr. (third district) filed his certificate of candidacy Monday before the Pampanga provincial Commission on Elections (Comelec) office in a bid for a third term in office under the Nationalist People’s Coalition (NPC).
Gonzales and hundreds of his supporters attended a solemn Eucharistic Mass at the Sto. Niño Parish Church here before parading along Capitol Boulevard and staging a brief stop at the Provincial Capitol.
The filing brought with it a festive mood with drums and regular confetti drops from a hovering helicopter all throughout the long walk to the Comelec office.
The two-term congressman is set to battle it out with City of San Fernando Mayor Oscar Rodriguez who set to stage a comeback. Gonzales said he does not consider Rodriguez as an adversary in the 2013 race.
“My greatest concern now is how to continue my programs for the district. Anyone is free to run in the congressional race,” Gonzales said.
Gonzales added that he will honor the alliances made NPC in the national level. He added that NPC in the local level will still consider the rule on “equity of the incumbent.” However, if a candidate from a coalition party member would field in a candidate, the worst possible event would be a “free zone” scenario for the district.
Gonzales added that he is optimistic about his chances in the 2013 race.
Gonzales is the first congressional candidate to file his certificate of candidacy and the first incumbent government official to have filed such in the provincial Comelec office here.
‘Oca not my foe’
“Mayor [Oscar] Oca [Rodriguez] is not my foe in 2013,” so quipped Gonzales, Jr. Monday after filing his certificate of candidacy at the Commission on Elections Provincial Office.
Gonzales, who is seeking his third term, was the first official to file his certificate of candidacy Monday, marching with hundreds of supporters to the Comelec office early morning after hearing Holy Mass at the Sto. Niño Parish, in a show of force that came complete with a “higante” and a chopper dropping confetti along the route.
He will face Rodriguez in the congressional race in next year’s polls.
“Actually, hindi si Mayor Oca ang kalaban ko kung hindi ang pagnanasa nating makapagsilbi muli at ituloy ang P5.0 billion worth of projects natin sa distrito. I know the people will soon speak and they will decide for themselves,” Gonzales said.
On Sunday during his state of the district address, Gonzales never mentioned nor hit on the opposition, but focused on his desire to serve by continuing his third and last term.
“I just want to continue to be the solution to be problem as I open another chapter in serving you and the Third District come 2013 and beyond. Sana po ay sama-sama pa rin tayong isulong ang progreso sa tersera distrito na nasimulan natin sa limang taong nakaraan.”
Amid cheers of support from folks and local leaders, Gonzales said: “Utang na loob ko po sa inyo ang pagkakataong inyong ibinigay sa akin upang pagsilbihan kayo. I gave my best, I gave my all. And I promise to give more in the coming years if you will again give me the trust and mandate to continue making the district more progressive, responsive and truly a place where I could be the solution to your problems.”
The lawmaker very particular about education, where some P107 million in assistance was poured in the past five years.
“Education is the key to progress. Ito po ang namana ko sa aking mga magulang na hindi kayang nakawin nino man. Ito rin po ang nais kong ipamana sa mga kabataan at kanilang pamilya ngayon. Pangako ko pong itatatguyod kayo dahil ito ang susi tungo sa magandang bukas. Power is temporary. But education is a wealth that could not be taken away from you,” stressed Gonzales.
Aside from education, he said, some P4 billion worth of infrastructure had been put up in the district, with some P1.0 billion more in the offing.
About P22 million more in health programs, Gonzales added, benefitted the poor in Bacolor, City of San Fernando, Mexico, Sta. Ana and Arayat, hand in hand with some P11 million in agricultural assistance.
“Sa atin po, pantay-pantay lahat. Walang mahirap, walang mayaman. Tayo po ay hindi gumagamit ng tao at ang aking sandata ay ang aking Rosary kung saan ipinagdarasal ko kayo araw-araw,” quipped Gonzales.
Quoting Winston Churchill, he said: “Every day you make progress. Every step may be fruitful. Yet there will stretch out before you and ever lengthening, ever-ascending, ever improving path. But this, far from discouraging, will only add to the joy and glory to the climb.”
“Milabas ne pu ing limang banua. At sana magpatuloy ta pa king kekatang pamiyabe at pamisaup kabang lalakad tamu king hamun para lalo taya pang pasantingan, palaguan at paunlaran ing kekatamung distritu at paglingkuran ding kekatang kabalen. Paburen yu ku pu sanang maging solusyon keng kekatamung problema bilang talasuyu,” said Gonzales.
Sison files candidacy for VM
Former Angeles City administrator and Vice President Jejomar Binay’s political officer Mark Allen Sison filed Monday his certificate of candidacy before the city Commission on Elections (Comelec) in Angeles City, running as an independent vice mayoralty candidate of the United Nationalist Alliance (UNA).
Sison was accompanied by dozens of supporters who were wearing orange shirts with the UNA logo. UNA is the party of Vice President Jejomar Binay.
The former city administrator said his previous stint as city officer here gives him a well rounded understanding of the workings and needs of the city.
Asked if who would be the mayor he will be supporting, Sison said he will announce who it will be in the coming weeks. Sison said he will be running as an independent candidate but would be openly campaigning for the UNA candidates and guest candidates for the national and congressional level.
Sison said he is ready to battle it out in the 2013 vice mayoralty race here among at least five other candidates. Among his advocacies include the construction of barangay senior citizens centers in 33 barangays of Angeles City that will be equipped with wheelchairs, crutches/canes, nebulizers, and other medical equipment.
Sison said he is setting his eyes on a free cinema viewing for all senior citizens and birthday cakes to all senior citizens during their natal days. Sison said he also sees the importance of a medical assistance and burial assistance program for the city that will benefit indigents and the abandoned.
He added that he has started work on a scholarship program for indigent students that will identify 20 per village to be enrolled with regular educational assistance in all state universities and colleges (SUCs), and at the AMA Computer University, St. Jude College and Medical Center.
For the education sector, he is forwarding the implementation of an information technology program to all public elementary and secondary schools.
He said he had started work on PCSO-sponsored medical/dental missions and supplemental feeding programs for this city. Sison added that his legacy would be a modern legislative building.
Dr. Aquino files his COC
Dr. Rey Aquino was the first candidate to file his certificate of candidacy for the mayoralty post at the Comelec at the city hall of San Fernando Monday morning.
Aquino, a third term mayor of this city, was accompanied by runningmate lawyer Raul Macalino and 10 city councilorables Puring Bamba, Jay Cuyugan, Bong David, Russel Halili, Angie Hizon, BJ Tiger Lagman, Ayzel Macalino, Jep Miranda, Jay Patio and Rey Pekson.
Dr. Aquino said his team — Team Fernandino — is affiliated with the United Nationalist Alliance (UNA), the party of Vice President Jojo Binay.
Hundreds of supporters attended a Mass at the San Fernando Cathedral before filing their COCs.
After they filed their COC, Aquino, Macalino and 10 city councilorables walked from the city hall to covered court of Villa Barosa in Barangay Dolores here.
The group was met by at least 5,000 residents from different barangays, after which a press conference was held.
In his short speech, Aquino said he chose to file his CoC yesterday (October) because it was also on Oct. 1, 1995 when residents of San Fernando experienced massive flooding.
If elected, Aquino said, “Bibigyan ko ng pansin ang kalusugan, edukasyon, peace and order at mabigyan ng agarang solusyon ang pagbaha ng lungsod.”
He said he can achieve all of these, “kung tutulungan ninyo ako sa aking panunungkulan.”(Reynaldo G. Navales, Ian Ocampo Flora, Jovi T. De Leon and Ric Sapnu)

NUEVO LAREDO, Mexico – Police on Sunday found the remains of seven people whose bodies were chopped up and dumped in cars in northern Mexico, near the US border.
Police in Nuevo Laredo received a phone tip Sunday reporting bodies found in two cars that had been abandoned in a shopping center, state prosecutors said in a statement.
A source with the prosecutors’ office, speaking privately, said the bodies were those of six men between 30-35 and another person whose age and gender had not been confirmed.
Just September 14, the bodies of 16 people were found spread over two locations in Nuevo Laredo.
The grisly incidents come on the heels of the September 12 arrest of Gulf cartel boss Eduardo Costilla, alias “El Coss,” in Tampico, Tamaulipas state. The Gulf cartel has been weakened by its clash with the Zetas, a rival group set up by army deserters.
The Zetas were originally hired as enforcers for the Gulf Cartel, but turned on their employers and have taken over their lucrative turf, which includes key land routes to smuggle drugs across Central America and into the United States.
Mexico has been in the grip of a massive crime wave in recent years, with more than 60,000 people killed in drug-related violence since the launch of a military crackdown against the cartels in 2006.

AMMAN – “I wish I could live at the Zaatari Syrian refugee camp because there is water there,” a Jordanian man says, frustrated that he has not had any tap water of his own in months.
“I cannot remember the last time I got municipal water. Maybe if I go live with the Syrian refugees I might get some of the water the government provides them,” said the 50-year-old man from the northern city of Irbid.
He is one of hundreds of thousands of Jordanians who suffer from chronic water shortage in one of the world’s 10 driest countries, which is 92 percent desert.
Many ordinary Jordanians, as well as others in government circles, complain that tens of thousands of Syrian refugees who have fled from the conflict at home are draining the country’s meager water resources.
In recent weeks, people have demonstrated in southern and northern villages for not receiving water for the past two months, burning tyres, blocking roads and seizing a Water Authority tanker.
Their only alternative is to buy from private suppliers at grossly inflated prices, or even steal it.
“This summer has been tough and hot, and the increasing Syrian refugees and sometimes tourists have added pressures to water resources,” Water Authority Secretary General Fayez Bataineh told AFP.
“But at the same time people’s reaction to some limited and isolated problems is highly exaggerated.”
Years of below-average rainfall have created a shortfall of 500 million cubic metres (17.5 billion cubic feet) a year, and the country forecasts it will need 1.6 billion cubic metres of water a year by 2015.
The country’s 10 dams, which can store up to 325 million cubic meters, now contain around 70 million cubic meters.
“Some people do not get water as scheduled, while others do not get enough. But when some steal water and sabotage pipes, the situation become worse,” Bataineh said.
“I think we have managed to control the situation. As for Syrian refugees in Zaatari, water tankers provide each one of them with 30 litres a day because their use of water is limited.”
More than 30,000 Syrian refugees live in Zaatari, near the Syrian border.
Other refugees are concentrated in the northern cities, which already suffer from water shortage, while the demand on water is expected to increase.
In June, the government said that each Syrian needs at least 80 litres of fresh water.
“The authority pumps water to us once a week, less than 24 hours. It was never enough,” said the mother of five Umm Iyad.
“We wait for this water to come so we can wash clothes, shower and clean the house. Even if we want to invite people for lunch or dinner, we make sure they come when the water comes.”
Umm Iyad lives in a hilly area in Amman, where water pressure is sometimes too weak to fill storage tanks in her building.
“Because of that, we are forced many times to buy water. And sometimes, we miss our turn in getting water if a tiny electricity glitch affects the municipal pumping. There are many things that need to be done but there is not enough water.
“If we are lucky, we buy a four-cubic-meter water tanker from the Water Authority for around nine dinars ($12/9.33 euros). But sometimes it is not available, which forces us to pay 25 dinars for the same amount from private water suppliers.”
Jordan’s average annual consumption stands at around 900 million cubic metres, but more than 60 percent of that water goes to agriculture, which contributes 3.6 percent to gross domestic product, according to official figures.
Struggling to battle a chronic water shortage, Jordan is mulling controversial plans to extract water.
It is tapping into a 300,000-year-old aquifer, despite concerns about high levels of radiation, while studying ways to build a canal from the Red Sea to the Dead Sea.
It is also seeking to develop peaceful nuclear energy in order to desalinate water and produce power.
“The country suffers from a chronic water shortage. It means that challenges are expected all the time, particularly during the summer,” Bataineh said.
“We are doing are best to cope, but mistakes and problems happen sometimes.”

UNITED NATIONS – Half of Somalia’s population wants out of the impoverished, conflict-stricken nation even as it takes the first steps to shed its reputation as the world’s most failed state, a new UN report says.
The United Nations sent a small army of surveyors across the vast East African nation – some risking their lives in militant zones now under attack from African Union troops- to get the views of its long-suffering 9.5 million people for a development survey.
Their report, released to coincide with a mini-summit on Somalia at the UN General Assembly last week, must have made sobering reading for the international leaders who welcomed the new president, Hassan Sheikh Mohamud, and warned him he still has a lot of work to do.
Seventy percent of Somalis are aged under 30 and the UN’s Somalia Human Development Report said more than two thirds of those young people want to flee.
The reasons are clear. After two decades of conflict and corrupt, chaotic governance, more than half of the population aged over 15 has no jobs. And Somalia may have the world’s worst unemployment rate, the UN report said.
The dearth of jobs makes unemployed, disillusioned youths a prey to the recruiters for Shebab fighters now battling AU forces for their last bastion at Kismayo and the pirates who have become a scourge of the Indian Ocean.
Mogadishu man Jamac Said told surveyors how he tried to get to Europe with four other boys and two girls through Ethiopia, Sudan, Libya and Italy.
They were stopped by South Sudan rebels who raped the girls. They went on but were detained by the Sudanese army for 19 months before being sent back to Somalia.
Said tried to get through Kenya a second time. He got as far as the Kenyan border town of Garissa, was beaten in prison for two months and only released after paying a ransom.
The UN estimates that between 450,000 and 1.5 million people have died in the country because of conflict and famine since the fall of dictator Mohamed SiadBarre in 1991.
There are more than 600,000 Somalis in refugee camps in neighboring countries. The UN estimates that 53,000 people tried to cross the Gulf of Aden to get into Yemen last year, and that hundreds, if not thousands, died.
“Somalia, not surprisingly, remains at the bottom of the list of the world’s failed states,” said the report.
But it stressed that the relative calm in the autonomous northern regions of Somaliland and Puntland proved there is hope for even this desperate case.
While the report said the rest of the world has spent $55 billion on Somalia’s troubles in over the past two decades, it called on donors to invest in helping the country’s desperate youth.
The international community is pinning its hopes on the new president and the African Union troops who hope taking Kismayo will be a major step to bolstering the fledgling government.
Outgoing African Union chairman Jean Ping highlighted the “myriad, complex and daunting challenges” facing Hassan, the target of an assassination attempt two days after his election, and his international backers.
The AU force, officially known as AMISOM and mainly made up of troops from Uganda, Burundi, Kenya and Djibouti, has almost doubled to 17,000 in the past year but Ping said it needs new finance and equipment.
Speaking to the mini-summit on Somalia, Hassan vowed to confront what the UN report called “Somalia’s legacy of corrupt and abusive political leadership.”
“Somalia has been through about 15 peace processes and plans since 1991. With the backing now on offer, this president has a better chance than all the others who have tried,” said one African minister who was at the UN meeting and spoke on condition of anonymity.
“It will need a long time and a miracle to beat all the enemies and obstacles he faces.”

Budget chief: Standing on two platforms is problematic
Press ReleasesJOINING the campaign rallies of two different parties would be problematic, a leader of the ruling Liberal Party (LP) said Monday.

UNA releases 12-man senatorial slate
Press ReleasesCURRENT and former senators and scions of political clans are among those who made it to the final senatorial line-up of the United Nationalist Alliance (UNA) of Vice President Jejomar Binay and former President Joseph Estrada for next year’s midterm polls.
They are Senator Gregorio Honasan II, San Juan City Representative Joseph Victor “JV” Ejercito, Cagayan Representative Juan “Jackie” Ponce Enrile Jr., Zambales Representative Milagros “Mitos” Magsaysay, former senators Ernesto Maceda, Juan Miguel Zubiri, Richard Gordon, former Tarlac governor Margarita “Tingting” Cojuangco and businessman Joey de Venecia III.
Senators Francis Escudero and Loren Legarda and Movie and Television Review and Classification Board (MTRCB) Grace Poe-Llamanzares complete the roster as guest candidates. The three are also included in the line-up of the ruling Liberal Party led by President Benigno Aquino III.
In an advisory released by the Office of the Vice President, the coalition will assemble at the Manila Hotel at 11 a.m. Monday before proceeding to the headquarters of the Commission on Elections (Comelec) for the filing of certificate of candidacy (COC) at 1 p.m.
Binay will be joined by Estrada, Senate President Juan Ponce Enrile and the senatorial bets except for the guest candidates. Escudero had said he will file his COC as independent on Tuesday.
President Aquino, for his part, is expected to announce the administration senatorial slate on Monday at Club Filipino in Greenhills, San Juan.
Deputy presidential spokesperson Abigail Valte, in her weekly interview over Radyo ng Bayan, said the President will deliver a speech at the event scheduled at 10 a.m.
Valte does not know if the senatorial candidates of LP will be filing their COCs after the proclamation.
Meanwhile, environmental group Eco Waste Coalition called on politicians to moderate their garbage and keep the vicinities of Comelec offices clean and without litter as they file their COCs from October 1 to 5.
“Enlightened voters will not be pleased to see obsessive candidates holding wasteful gatherings and parades, creating trash and chaotic traffic, as if they have already won the trust of the electorate,” said Von Hernandez, president of Eco Waste.
The EcoWaste Coalition, as in past elections, will provide the public with guidelines on how to identify and select “green” candidates, and will actively promote waste prevention and reduction before, during and after the campaign period.

2 more petitions filed vs anti-cybercrime law
Press ReleasesMANILA — Two more petitions questioning the constitutionality of Republic Act (RA) 10175 or the Cybercrime Prevention Act were filed Monday at the Supreme Court (SC), bringing the number of filed petitions to seven.

Lazatin condemns attempt on Agnew’s life
About Angeles City, Clark, Subic and PampangaTuesday, October 2, 2012
ANGELES CITY — Congressman Carmelo “Tarzan” Lazatin has condemned the shooting of businessman Richard Agnew stating that the city police “should get to the bottom of it.”
“Nakakatakot na ang mga nangyayari. Una kinikikilan ang mga negosyante. Hina-harass at sinasara ang mga negosyo nila. Ngayon naman ay tinatangka na nilang patayin,” Lazatin said.
Gunmen reportedly missed their intended target Agnew, who was inside his car near his residence the other day.
Agnew is a known supporter of Lazatin who revealed that the former’s
business in Barangay Balibago was repeatedly closed by authorities for unclear violations.
“This shooting incident will surely cripple the business and tourism in Angeles City, the lawmaker said.
Lazatin also added that police must also take a look onto a possible political angle on the incident.

EdPam: ‘No politics in Fiestang Kuliat’
About Angeles City, Clark, Subic and PampangaTuesday, October 2, 2012

Mayor faces criminal, admin raps
Press ReleasesTuesday, October 2, 2012

Candidates file COCs
About Angeles City, Clark, Subic and PampangaTuesday, October 2, 2012

7 brutally murdered in northern Mexico
Press ReleasesNUEVO LAREDO, Mexico – Police on Sunday found the remains of seven people whose bodies were chopped up and dumped in cars in northern Mexico, near the US border.

Jordanian thirst for water grows
Press ReleasesAMMAN – “I wish I could live at the Zaatari Syrian refugee camp because there is water there,” a Jordanian man says, frustrated that he has not had any tap water of his own in months.

For most Somalis, the only answer is flee
Press ReleasesUNITED NATIONS – Half of Somalia’s population wants out of the impoverished, conflict-stricken nation even as it takes the first steps to shed its reputation as the world’s most failed state, a new UN report says.
