MANILA — Britain, Australia and Canada joined the United States on Saturday in warning their citizens of a security threat in the Philippines, particularly in the capital, Manila.
Philippine authorities said they have no information of a specific threat against Westerners but are treating the warnings seriously.
On Friday, the U.S. Embassy in Manila said “reliable security forces” detected a threat specifically in suburban Pasay City where it maintains a residential facility and a Veterans Affairs office.
It urged U.S. citizens to avoid gatherings that may be regarded as “American events.” The threat remains through Oct. 10, it added.
In their separate warnings, the three other governments cited Friday’s U.S. “emergency message.”
Australians were advised to “exercise a high degree of caution in the Philippines because of the high threat of terrorist attack and the high level of serious crime.”
Britons were told that terrorist attacks “could be indiscriminate” and targets could include places frequented by foreigners such as airports, shopping malls, and churches.
Canadians were warned of “an ongoing terrorist threat to Westerners and Western interests in the Philippines” and bombings that “could occur at any time in Manila and other key cities.”
Metropolitan Manila police chief Leonardo Espina said Saturday that he had ordered beefed up security for embassies with increased patrols by uniformed and plainclothes officers.
Such measures were taken in the wake of attacks that killed the American ambassador in Libya following Muslim protests against an anti-Islam film. Similar protests in the Philippines have been peaceful.
Espina said the U.S. Embassy warning is based on “their own parameters and systems of risk assessment.”
Armed forces spokesman Col. Arnulfo Burgos said the military has not monitored any “significant threat” against Americans and other Westerners. “Nevertheless, we are taking this seriously,” he added.
The foreign governments reminded its citizens not to travel to certain areas in the southern Philippines where the al-Qaida-linked Abu Sayyaf group operates.
The group is notorious for kidnappings, beheadings and bombings. It is on the U.S. and European lists of terrorist groups. (AP)

MANILA — At least three more countries warned their nationals in the Philippines against a possible terrorist attack after the United States Embassy cited on Friday a security threat in Metro Manila.
The United Kingdom, Australia, and Canada cautioned their citizens with the first two countries placing their warnings under the “terrorism” category.
“Any attack could be indiscriminate and we advise British nationals to exercise particular caution and extra vigilance in places frequented by expatriates and foreign nationals,” the UK Foreign and Commonwealth Office said in its travel advice.
“There is a high threat from terrorism. Attacks could be indiscriminate, including in places frequented by expatriates and foreign travelers,” it added.
Australia also advised its nationals to exercise “a high degree of caution” due to “high threat of terrorist attack and the high level of serious crime,” adding that there are security risks in some areas in Mindanao.
“We strongly advise you not to travel to central and western Mindanao, including the Zamboanga Peninsula and Sulu Archipelago, due to the very high threat of terrorist attack, kidnapping, violent crime and violent clashes between armed groups. Australians in these areas should leave immediately,” the Australia’s Department of Foreign Affairs and Trade said in an advisory.
Meanwhile, the Foreign Affairs and International Trade Canada alerted its nationals for possible explosive attacks in the country.
“Continuing reports suggest that there is an ongoing terrorist threat to Westerners and Western interests in the Philippines. Bomb attacks could occur at any time in Manila and other key cities,” the Canadian agency said.
On Friday, the US Embassy warned its citizens against a possible security threat in Metro Manila, particularly in the Pasay City neighborhood.
The threat remains in effect until October 10.
Malacañang, meanwhile, assured Saturday that law enforcers have tightened security measures for the alleged threats in the country, particularly at the US Embassy facility.
Speaking over state-run dzRB, deputy presidential spokesperson Abigail Valte said they have coordinated with the Metro Manila police under Chief Superintendent Leonardo Espina.
According to Valte, Espina said security has been augmented for the reported threats.

STO. TOMAS – Former Mayor Romeo “Ninong” Ronquillo said Tuesday he is ready to unseat incumbent Mayor Joselito Naguit.
Ronquillo said he decided to run for mayor in 2013 “to free the town from irregularities” which according to him “had compromised the delivery of programs and other basic services to the people of Sto. Tomas.”
Alam mo noong una wala naman tayong planong tumakbo. Masaya na sana tayo bilang negosyante lamang pero nitong mga nagdaang buwan nakita natin na hindi na maganda ang itinatakbo ng ating bayan. At tayo ang nakikita ng taongbayan na alternatibong kandidato,” he said.
Asked about his plans for Sto. Tomas, he explained that the safety of the people is first on his list.
Ronquillo claimed that the municipality was caught unprepared with the recent flooding, which resulted in the death of some residents, damage to properties and inconvenience to business operations.
The flooding was later blamed on illegal quarry operations conducted within the perimeter of the damaged San Fernando-Sto. Tomas-Minalin Tail Dike and nearby areas.
“Uunahin natin na mag-invest sa mga heavy equipments para may magamit tayo sa panahon ng kalamidad. Magsasagawa tayo ng massive desilting activity sa Federoza at ibang pang ilog natin,” he stated.
Ronquillo also plans to institutionalize the provision of free maternal health care among residents.
“Titiyakin natin na ligtas ang ating mga nanay na nagdadalang tao at sikapin nating libre na ang panganganak nila,” he said.
Also included in his list of priorities are the completion of unfinished barangay roads, education for poor but deserving students, rehabilitation of the public cemetery, additional benefits for senior citizens among others.

ANGELES CITY — Mayor Edgardo Pamintuan said Tuesday this city had stagnated in the 12 years that former mayor Francis Nepomuceno and Rep. Carmelo Lazatin (1st district, Pampanga) ruled as chief executives, respectively.
Pamintuan made a sharp contrast of his administration and that of his adversaries stating that health services and the development of the whole city have been put on hold in the past administrations, with little accomplishments in performance governance and other standards set by the Department of Interior and Local Government.
Though he credits his rivals for having done their part of the city, the mayor said it was not enough.
“There was even a time that Angeles City was overtaken in development by other component cities,” Pamintuan said, stressing said his administration was able to strive for development and move this city forward.
Pamintuan said his administration was able to move the city forward with the establishment of the City College of Angeles and strengthening of social services and finances of the city.
Pamintuan said they inherited more than P64 million in debt on garbage from the previous administration. A mountain of wastes has been dumped near ONA and Pampang Public Market, records show.
“When I learned about this, I made sure it will be addressed promptly. Today, we encourage every household to segregate as we continue our advocacy of protecting our environment,” he said.
Pamintuan said he is now ready to face the challenges posed by his opponents and their allies in the 2013 mayoralty race here.
Lazatin earlier announced his plan to run for city mayor here while Nepomuceno is staging a comeback as 1st District Representative.
The potential running mates of Lazatin’s team include former vice mayor and veteran journalist Max Sangil; Lazatin’s son Carmelo “Pogi” Lazatin Jr.; incumbent councilors Alfie Bonifacio and Brian Nepomuceno; lawyers Angelo “Pinggoy” Lopez, Imelda “IQ” Tuazon and Nino Enriquez; and businessman Mon Dizon.

CITY OF SAN FERNANDO —The Kambilan ning Memalen Kapampangan or Kambilan has unanimously endorsed former Pampanga Mayors League president and ex-Lubao mayor Dennis “Delta” Pineda as vice-gubernatorial candidate in next year’s polls.
The provincial party convened Monday afternoon at the Bren Z. Guaio Convention Center in this city, with an estimated 5,000 political leaders and members from Pampanga’s 20 towns and two cities professing their loyalty and alliance to Kambilan, including the candidacy of Pineda who will run hand-in-hand with incumbent Governor Lilia Pineda who is reportedly unopposed in 2013.
“Delta,” according to Sun.Star Pampanga sources, will the best qualified to clash head on with Senator Lito Lapid’s son Maynard, who had earlier declared his intention to gun for the post.
“Delta na at wala ng iba pa. That is 100 percent approved,” said Kambilan stalwarts.
Gov. Pineda led the presentation of returning candidates and new political faces from the province’s 18 towns and two cities with the exemption of Angeles City which does not belong to the province’s political jurisdiction.
Guv: ‘You decide’
Speaking before members of the Kambilan, Governor Pineda — after presenting the qualifications of her son — told them that it was up to them to vote for Delta or choose among options.
“Pakisabi ku mu, kauli yu bale, ika yu na at deng kayabe yu bale at king komunidad ing magdesisyun,” she said in her simple request.
For Vice Governor and first district congressman wannabe Joseller “Yeng” Guiao, however, the opportunity of having Delta at the legislative branch of Capitol is another sign of unity that will propel Pampanga further.
“It could only happen here. This is a great opportunity for us to move ahead with the programs of the Capitol for our cabalens. This would allow for greater unity and harmonious relationship between the executive and legislative branches. Most importantly, it is the welfare of the Kapampangans that will be on top as we put continuity in our plans and programs for 2013 and ahead,” Guiao said.
Barangay leaders interviewed by Sun.Star Pampanga are unanimous in saying that the tandem would prove beneficial to the development of Pampanga and the continuation of the programs started by Gov. Pineda.
Meanwhile, party spokesperson Rosve Henson said that “final line-up of the party, he said, will be made after the filing of certificates of candidacy from October 1-5, 2012.”
Coinciding with the launching of Kambilan, former Bacolor Mayor Romeo “Buddy” Dungca, Kambilan secretary-general led the mass oath taking the newly recruited Kambilan members most of whom are incumbent mayors, vice mayors, councilors and provincial board members.
Also present during the occasion were local party supporters from the cities of Mabalacat and San Fernando headed by Mayor Marino Morales with his team and Vice Mayor Edwin Santiago and his party mates respectively.
The governor also reminded the Kambilan members to avoid engaging into character assassination only to advance their political interest.

STO. TOMAS — Mayor Joselito Naguit said Tuesday he has filed a case of direct assault versus Zolio T. Briones, 83, who accused the mayor of allegedly mauling him last week.
Briones, of Barangay Sto. Niño Sapa, is also set to face libel and oral defamation charges.
Naguit told Sun.Star Pampanga that he contemplated on filing charges against the senior citizen after the latter did not stop from “discrediting his name and being a party to the political motives of his detractors.”
“Initially for humanitarian reasons I did not want to file any charges. But what he did in the media should be corrected and this is my way of making the truth known,” Naguit told Sun.Star Pampanga.
In his complaint dated September 20, 2012 of the Provincial Prosecutor’s Office, Naguit said “on or about 10:00 in the morning of September 19, 2012, while on board my vehicle passing through Magsaysay Street, Barangay Sto. Niño Sapa, a male person blocked our path and uttered ‘A_i___l kang mayor ka, abusado ka magnanakaw at walang kang alam gawin dito sa bayan ng Sto. Tomas kaya hindi tayo umaasenso.’ Thereafter he stopped talking when together with my companion [we] descended from the vehicle and the said person fled away from the said place.”
A witness—one Donito Tongol, 32, a Municipal Government employee verified the incident—Naguit said he immediately reported it to local police and identified the elderly as Briones.
“Actually, I could have on the spot asked for police assistance at the time of the incident because it was really a direct assault pero hindi natin ginawa iyun. Later though, we got information that Briones was accompanied by my political opponents to police to file a complaint of physical injuries against me despite Tatang Zoilo’s insistence that I did not hit him. Sabi nga niya, ni hindi dumapo ang kamay ni mayor sa akin.
But reports in papers pictured a different scene na hawak daw ng mga security aide ko ang mga kamay niya at pinagsusuntok ko siya. I will never do that because I respect the elderly and everybody in this town.

Nevertheless, we have more witnesses who will confirm the incident,” Naguit told Sun.Star Pampanga.
Police records showed that Naguit allegedly hit Briones in different parts of his body while two of the mayor’s companions allegedly held his hands — which the mayor and his bodyguards denied.
The incident stemmed from a confrontation between Briones and a member of the mayor’s staff, asking the latter to remove a pile of sand blocking the front of the former’s driveway.
Naguit said there were bystanders who saw the incident and who could attest that no such manhandling happened.
He said Briones is also being pushed by his political rivals to discredit him and ruin his political name.
Naguit said it is very unfortunate that a senior citizen would figure in a complaint to redeem his honor. He said he has always been a supporter of the senior citizen chapters here and have faithfully accorded them their rights to a 1-percent budget allocation from the municipal government.
Based on a medical certificate dated September 19, 2012 signed by Dr. Hena Aldaba, resident physician of the Jose B. Lingad Memorial General Hospital, Briones allegedly suffered contusions in his abdominal area.
Briones also said it was not the first time that he was hit by the mayor.
Briones recounted that in 1996, he was allegedly harassed by Naguit, saying that he was a critic of the latter. Briones was a former village chief of Sto. Niño from 1982 to 1986.
Naguit said no such physical abuse was done to Briones. He added that he did not hit Briones in the past and such issue would have been made public even then. Naguit also questioned the timeliness of Briones’s complaints, adding that he senses political motives behind the complaint.
“We would like to ferret out the truth and set things straight. We hope that with the filing of appropriate cases, we could be vindicated,” Naguit said.
Meanwhile, witnesses here agree with Naguit. One Carlito Canlas said that Briones had “lied” to the police, adding that no physical injury was accorded Briones during the incident. He said there were also people who can attest to what happened.
“The mayor exercised restraint even if Briones did not show his mild manners. There was no hitting or mauling that happened,” Canlas said.

MANILA — A human rights group expressed concern over the continued absence of former army general JovitoPalparan Jr. in the court hearings of the kidnapping and serious illegal detention charges filed against him.
Palparan, who is blamed for the disappearances and torture of University of the Philippines students Karen Empeno and SherlynCadapan, was missing once again on Monday’s hearing at the Malolos Regional Trial Court.
“It will be almost a year since the hearings on the case against Palparan et al have started but not a shadow of Palparan was ever seen in Court. We want Palparan to face the court and put behind bars,” said Cristina Palabay, secretary-general of the human rights group Karapatan.
“The Aquino government should ensure that these hearings should go in that direction, otherwise this is just going to be an exercise in futility,” she added.
In the recent hearing, Raymond Manalo, the farmer who became acquainted with the two missing UP students, testified before the court that he saw how the soldiers abused the victims when they were in a military camp in Limay, Bataan.
Manalo, also a torture victim, positively identified before the Court, Lieutenant Colonel Felipe Anotado as one of the soldiers who frequented the camp in the company of Palparan.Anotado, one of Palparan’s co-accused, was in the courtroom during the hearing.
Meanwhile, authorities assured that continuous efforts are being made to arrest the country’s most wanted fugitives, including Palparan, but admitted that there are hurdles in putting them behind bars.
The Philippine National Police said there are difficulties in tracking down the top fugitives since these are former political figures who have financial resources and support.
Aside from Palparan, the other wanted men are former Dinagat Island representative Ruben Ecleo Jr., former Palawan governor Joel Reyes, and Coron Mayor Mario Reyes.
Ecleo is convicted for killing his wife while the two Reyeses are tagged in the killing of environmentalist and broadcaster Gerry Ortega.
Last month, President Benigno Aquino III raised the reward for each wanted man to P2 million for information leading to the fugitives’ apprehension.
Earlier this year, the Criminal Investigation and Detection Group (CIDG) pressed for a “more aggressive” manhunt against the so-called “Big Four.”
Police Director Samuel Pagdilao Jr., CIDG chief, ordered all regional and provincial chiefs to prioritize the gathering of information on the whereabouts of the fugitives and those who continuously provide refuge and financial support to them.
Pagdilao told all CIDG commanders to make it a top priority task for all Community Investigative Support members to help them in finding leads on the whereabouts of Palparan.
The CIDG chief also appealed to the people sympathetic to Palparan to help convince the fugitive to turn himself in to the authorities and prove his innocence in court.

MANILA — Doors have been shut for Vice President JejomarBinay’s daughter Nancy in the senatorial line-up of the United Nationalist Alliance (UNA) in next year’s midterm elections while a slot is being reserved for a relative of President Benigno Aquino III.
Owing to her father’s popularity, Nancy immediately made it to the list of potential winners based on the August 31-September 7 survey of Pulse Asia. But Binay dismissed the poll results, saying his daughter will have her chance to join politics some other time.
“Thank you to those who have expressed trust in my eldest child but it’s too early (for her to run as senator),” Binay told reporters late Wednesday.
With Nancy out of the pool, UNA is now seriously considering former Tarlac Governor Margarita “Tingting” Cojuangco to complete the 12-man slate. Negotiations with Cojuangco’s husband, Jose, are already 85 percent to 90 percent complete, Binay said.

3 countries join US security alert in Philippines
Press ReleasesMANILA — Britain, Australia and Canada joined the United States on Saturday in warning their citizens of a security threat in the Philippines, particularly in the capital, Manila.
Philippine authorities said they have no information of a specific threat against Westerners but are treating the warnings seriously.
On Friday, the U.S. Embassy in Manila said “reliable security forces” detected a threat specifically in suburban Pasay City where it maintains a residential facility and a Veterans Affairs office.
It urged U.S. citizens to avoid gatherings that may be regarded as “American events.” The threat remains through Oct. 10, it added.
In their separate warnings, the three other governments cited Friday’s U.S. “emergency message.”
Australians were advised to “exercise a high degree of caution in the Philippines because of the high threat of terrorist attack and the high level of serious crime.”
Britons were told that terrorist attacks “could be indiscriminate” and targets could include places frequented by foreigners such as airports, shopping malls, and churches.
Canadians were warned of “an ongoing terrorist threat to Westerners and Western interests in the Philippines” and bombings that “could occur at any time in Manila and other key cities.”
Metropolitan Manila police chief Leonardo Espina said Saturday that he had ordered beefed up security for embassies with increased patrols by uniformed and plainclothes officers.
Such measures were taken in the wake of attacks that killed the American ambassador in Libya following Muslim protests against an anti-Islam film. Similar protests in the Philippines have been peaceful.
Espina said the U.S. Embassy warning is based on “their own parameters and systems of risk assessment.”
Armed forces spokesman Col. Arnulfo Burgos said the military has not monitored any “significant threat” against Americans and other Westerners. “Nevertheless, we are taking this seriously,” he added.
The foreign governments reminded its citizens not to travel to certain areas in the southern Philippines where the al-Qaida-linked Abu Sayyaf group operates.
The group is notorious for kidnappings, beheadings and bombings. It is on the U.S. and European lists of terrorist groups. (AP)

UK, Australia warn citizens of ‘possible’ terror attacks in Metro Manila
Press ReleasesMANILA — At least three more countries warned their nationals in the Philippines against a possible terrorist attack after the United States Embassy cited on Friday a security threat in Metro Manila.
The United Kingdom, Australia, and Canada cautioned their citizens with the first two countries placing their warnings under the “terrorism” category.
“Any attack could be indiscriminate and we advise British nationals to exercise particular caution and extra vigilance in places frequented by expatriates and foreign nationals,” the UK Foreign and Commonwealth Office said in its travel advice.
“There is a high threat from terrorism. Attacks could be indiscriminate, including in places frequented by expatriates and foreign travelers,” it added.
Australia also advised its nationals to exercise “a high degree of caution” due to “high threat of terrorist attack and the high level of serious crime,” adding that there are security risks in some areas in Mindanao.
“We strongly advise you not to travel to central and western Mindanao, including the Zamboanga Peninsula and Sulu Archipelago, due to the very high threat of terrorist attack, kidnapping, violent crime and violent clashes between armed groups. Australians in these areas should leave immediately,” the Australia’s Department of Foreign Affairs and Trade said in an advisory.
Meanwhile, the Foreign Affairs and International Trade Canada alerted its nationals for possible explosive attacks in the country.
“Continuing reports suggest that there is an ongoing terrorist threat to Westerners and Western interests in the Philippines. Bomb attacks could occur at any time in Manila and other key cities,” the Canadian agency said.
On Friday, the US Embassy warned its citizens against a possible security threat in Metro Manila, particularly in the Pasay City neighborhood.
The threat remains in effect until October 10.
Malacañang, meanwhile, assured Saturday that law enforcers have tightened security measures for the alleged threats in the country, particularly at the US Embassy facility.
Speaking over state-run dzRB, deputy presidential spokesperson Abigail Valte said they have coordinated with the Metro Manila police under Chief Superintendent Leonardo Espina.
According to Valte, Espina said security has been augmented for the reported threats.

‘Ninong’ vows to unseat incumbent mayor
Press ReleasesSTO. TOMAS – Former Mayor Romeo “Ninong” Ronquillo said Tuesday he is ready to unseat incumbent Mayor Joselito Naguit.
Ronquillo said he decided to run for mayor in 2013 “to free the town from irregularities” which according to him “had compromised the delivery of programs and other basic services to the people of Sto. Tomas.”

Asked about his plans for Sto. Tomas, he explained that the safety of the people is first on his list.
Ronquillo claimed that the municipality was caught unprepared with the recent flooding, which resulted in the death of some residents, damage to properties and inconvenience to business operations.
The flooding was later blamed on illegal quarry operations conducted within the perimeter of the damaged San Fernando-Sto. Tomas-Minalin Tail Dike and nearby areas.
“Uunahin natin na mag-invest sa mga heavy equipments para may magamit tayo sa panahon ng kalamidad. Magsasagawa tayo ng massive desilting activity sa Federoza at ibang pang ilog natin,” he stated.
Ronquillo also plans to institutionalize the provision of free maternal health care among residents.
“Titiyakin natin na ligtas ang ating mga nanay na nagdadalang tao at sikapin nating libre na ang panganganak nila,” he said.
Also included in his list of priorities are the completion of unfinished barangay roads, education for poor but deserving students, rehabilitation of the public cemetery, additional benefits for senior citizens among others.

‘Angeles City stagnated in 12 years of Nepo, Lazatin’
About Angeles City, Clark, Subic and PampangaANGELES CITY — Mayor Edgardo Pamintuan said Tuesday this city had stagnated in the 12 years that former mayor Francis Nepomuceno and Rep. Carmelo Lazatin (1st district, Pampanga) ruled as chief executives, respectively.
Pamintuan made a sharp contrast of his administration and that of his adversaries stating that health services and the development of the whole city have been put on hold in the past administrations, with little accomplishments in performance governance and other standards set by the Department of Interior and Local Government.
Though he credits his rivals for having done their part of the city, the mayor said it was not enough.
“There was even a time that Angeles City was overtaken in development by other component cities,” Pamintuan said, stressing said his administration was able to strive for development and move this city forward.
Pamintuan said his administration was able to move the city forward with the establishment of the City College of Angeles and strengthening of social services and finances of the city.
Pamintuan said they inherited more than P64 million in debt on garbage from the previous administration. A mountain of wastes has been dumped near ONA and Pampang Public Market, records show.
“When I learned about this, I made sure it will be addressed promptly. Today, we encourage every household to segregate as we continue our advocacy of protecting our environment,” he said.
Pamintuan said he is now ready to face the challenges posed by his opponents and their allies in the 2013 mayoralty race here.
Lazatin earlier announced his plan to run for city mayor here while Nepomuceno is staging a comeback as 1st District Representative.
The potential running mates of Lazatin’s team include former vice mayor and veteran journalist Max Sangil; Lazatin’s son Carmelo “Pogi” Lazatin Jr.; incumbent councilors Alfie Bonifacio and Brian Nepomuceno; lawyers Angelo “Pinggoy” Lopez, Imelda “IQ” Tuazon and Nino Enriquez; and businessman Mon Dizon.

Kambilan all for ‘Delta’ as VG in 2013
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO —The Kambilan ning Memalen Kapampangan or Kambilan has unanimously endorsed former Pampanga Mayors League president and ex-Lubao mayor Dennis “Delta” Pineda as vice-gubernatorial candidate in next year’s polls.
The provincial party convened Monday afternoon at the Bren Z. Guaio Convention Center in this city, with an estimated 5,000 political leaders and members from Pampanga’s 20 towns and two cities professing their loyalty and alliance to Kambilan, including the candidacy of Pineda who will run hand-in-hand with incumbent Governor Lilia Pineda who is reportedly unopposed in 2013.
“Delta,” according to Sun.Star Pampanga sources, will the best qualified to clash head on with Senator Lito Lapid’s son Maynard, who had earlier declared his intention to gun for the post.
“Delta na at wala ng iba pa. That is 100 percent approved,” said Kambilan stalwarts.
Gov. Pineda led the presentation of returning candidates and new political faces from the province’s 18 towns and two cities with the exemption of Angeles City which does not belong to the province’s political jurisdiction.
Guv: ‘You decide’
Speaking before members of the Kambilan, Governor Pineda — after presenting the qualifications of her son — told them that it was up to them to vote for Delta or choose among options.
“Pakisabi ku mu, kauli yu bale, ika yu na at deng kayabe yu bale at king komunidad ing magdesisyun,” she said in her simple request.
For Vice Governor and first district congressman wannabe Joseller “Yeng” Guiao, however, the opportunity of having Delta at the legislative branch of Capitol is another sign of unity that will propel Pampanga further.
“It could only happen here. This is a great opportunity for us to move ahead with the programs of the Capitol for our cabalens. This would allow for greater unity and harmonious relationship between the executive and legislative branches. Most importantly, it is the welfare of the Kapampangans that will be on top as we put continuity in our plans and programs for 2013 and ahead,” Guiao said.
Barangay leaders interviewed by Sun.Star Pampanga are unanimous in saying that the tandem would prove beneficial to the development of Pampanga and the continuation of the programs started by Gov. Pineda.
Meanwhile, party spokesperson Rosve Henson said that “final line-up of the party, he said, will be made after the filing of certificates of candidacy from October 1-5, 2012.”
Coinciding with the launching of Kambilan, former Bacolor Mayor Romeo “Buddy” Dungca, Kambilan secretary-general led the mass oath taking the newly recruited Kambilan members most of whom are incumbent mayors, vice mayors, councilors and provincial board members.
Also present during the occasion were local party supporters from the cities of Mabalacat and San Fernando headed by Mayor Marino Morales with his team and Vice Mayor Edwin Santiago and his party mates respectively.
The governor also reminded the Kambilan members to avoid engaging into character assassination only to advance their political interest.
“Balu ku ating kayung katunggali, ali kayu pu mipanataki, mipanyira neng daratang a kampanya,” she told present Kambilan members.

Mayor files multiple raps vs accuser
Press ReleasesSTO. TOMAS — Mayor Joselito Naguit said Tuesday he has filed a case of direct assault versus Zolio T. Briones, 83, who accused the mayor of allegedly mauling him last week.
Briones, of Barangay Sto. Niño Sapa, is also set to face libel and oral defamation charges.
Naguit told Sun.Star Pampanga that he contemplated on filing charges against the senior citizen after the latter did not stop from “discrediting his name and being a party to the political motives of his detractors.”
“Initially for humanitarian reasons I did not want to file any charges. But what he did in the media should be corrected and this is my way of making the truth known,” Naguit told Sun.Star Pampanga.
In his complaint dated September 20, 2012 of the Provincial Prosecutor’s Office, Naguit said “on or about 10:00 in the morning of September 19, 2012, while on board my vehicle passing through Magsaysay Street, Barangay Sto. Niño Sapa, a male person blocked our path and uttered ‘A_i___l kang mayor ka, abusado ka magnanakaw at walang kang alam gawin dito sa bayan ng Sto. Tomas kaya hindi tayo umaasenso.’ Thereafter he stopped talking when together with my companion [we] descended from the vehicle and the said person fled away from the said place.”
A witness—one Donito Tongol, 32, a Municipal Government employee verified the incident—Naguit said he immediately reported it to local police and identified the elderly as Briones.
“Actually, I could have on the spot asked for police assistance at the time of the incident because it was really a direct assault pero hindi natin ginawa iyun. Later though, we got information that Briones was accompanied by my political opponents to police to file a complaint of physical injuries against me despite Tatang Zoilo’s insistence that I did not hit him. Sabi nga niya, ni hindi dumapo ang kamay ni mayor sa akin.
But reports in papers pictured a different scene na hawak daw ng mga security aide ko ang mga kamay niya at pinagsusuntok ko siya. I will never do that because I respect the elderly and everybody in this town.

Nevertheless, we have more witnesses who will confirm the incident,” Naguit told Sun.Star Pampanga.
Police records showed that Naguit allegedly hit Briones in different parts of his body while two of the mayor’s companions allegedly held his hands — which the mayor and his bodyguards denied.
The incident stemmed from a confrontation between Briones and a member of the mayor’s staff, asking the latter to remove a pile of sand blocking the front of the former’s driveway.
Naguit said there were bystanders who saw the incident and who could attest that no such manhandling happened.
He said Briones is also being pushed by his political rivals to discredit him and ruin his political name.
Naguit said it is very unfortunate that a senior citizen would figure in a complaint to redeem his honor. He said he has always been a supporter of the senior citizen chapters here and have faithfully accorded them their rights to a 1-percent budget allocation from the municipal government.
Based on a medical certificate dated September 19, 2012 signed by Dr. Hena Aldaba, resident physician of the Jose B. Lingad Memorial General Hospital, Briones allegedly suffered contusions in his abdominal area.
Briones also said it was not the first time that he was hit by the mayor.
Briones recounted that in 1996, he was allegedly harassed by Naguit, saying that he was a critic of the latter. Briones was a former village chief of Sto. Niño from 1982 to 1986.
Naguit said no such physical abuse was done to Briones. He added that he did not hit Briones in the past and such issue would have been made public even then. Naguit also questioned the timeliness of Briones’s complaints, adding that he senses political motives behind the complaint.
“We would like to ferret out the truth and set things straight. We hope that with the filing of appropriate cases, we could be vindicated,” Naguit said.
Meanwhile, witnesses here agree with Naguit. One Carlito Canlas said that Briones had “lied” to the police, adding that no physical injury was accorded Briones during the incident. He said there were also people who can attest to what happened.
“The mayor exercised restraint even if Briones did not show his mild manners. There was no hitting or mauling that happened,” Canlas said.

Police chief orders crackdown on ‘sex toy’ vendors in Quiapo
Press ReleasesMANILA — National Capital Region Police Office (NCRPO) Director Leonardo Espina has directed the leadership of the Manila Police District (MPD) to crackdown on “sex toy” vendors operating in the city’s Quiapo and Sta. Cruz districts.
Espina issued the order to MPD head Chief Superintendent Alejandro Gutierrez after receiving complaints from women passing in the above-mentioned areas.
“Please eradicate all sex toys in your area of responsibility,” Espina told the MPD chief.
Besides the “sex toys” crackdown, the NCRPO chief also instructed the MPD to apprehend sellers of untested sex enhancement medication in Manila on the grounds that the above-mentioned items are hazardous to the health.

Rights group hit Palparan absence in court hearings
Press ReleasesMANILA — A human rights group expressed concern over the continued absence of former army general JovitoPalparan Jr. in the court hearings of the kidnapping and serious illegal detention charges filed against him.
Palparan, who is blamed for the disappearances and torture of University of the Philippines students Karen Empeno and SherlynCadapan, was missing once again on Monday’s hearing at the Malolos Regional Trial Court.
“It will be almost a year since the hearings on the case against Palparan et al have started but not a shadow of Palparan was ever seen in Court. We want Palparan to face the court and put behind bars,” said Cristina Palabay, secretary-general of the human rights group Karapatan.
“The Aquino government should ensure that these hearings should go in that direction, otherwise this is just going to be an exercise in futility,” she added.
In the recent hearing, Raymond Manalo, the farmer who became acquainted with the two missing UP students, testified before the court that he saw how the soldiers abused the victims when they were in a military camp in Limay, Bataan.
Manalo, also a torture victim, positively identified before the Court, Lieutenant Colonel Felipe Anotado as one of the soldiers who frequented the camp in the company of Palparan.Anotado, one of Palparan’s co-accused, was in the courtroom during the hearing.
Meanwhile, authorities assured that continuous efforts are being made to arrest the country’s most wanted fugitives, including Palparan, but admitted that there are hurdles in putting them behind bars.
The Philippine National Police said there are difficulties in tracking down the top fugitives since these are former political figures who have financial resources and support.
Aside from Palparan, the other wanted men are former Dinagat Island representative Ruben Ecleo Jr., former Palawan governor Joel Reyes, and Coron Mayor Mario Reyes.
Ecleo is convicted for killing his wife while the two Reyeses are tagged in the killing of environmentalist and broadcaster Gerry Ortega.
Last month, President Benigno Aquino III raised the reward for each wanted man to P2 million for information leading to the fugitives’ apprehension.
Earlier this year, the Criminal Investigation and Detection Group (CIDG) pressed for a “more aggressive” manhunt against the so-called “Big Four.”
Police Director Samuel Pagdilao Jr., CIDG chief, ordered all regional and provincial chiefs to prioritize the gathering of information on the whereabouts of the fugitives and those who continuously provide refuge and financial support to them.
Pagdilao told all CIDG commanders to make it a top priority task for all Community Investigative Support members to help them in finding leads on the whereabouts of Palparan.
The CIDG chief also appealed to the people sympathetic to Palparan to help convince the fugitive to turn himself in to the authorities and prove his innocence in court.

Owing to her father’s popularity, Nancy immediately made it to the list of potential winners based on the August 31-September 7 survey of Pulse Asia. But Binay dismissed the poll results, saying his daughter will have her chance to join politics some other time.
“Thank you to those who have expressed trust in my eldest child but it’s too early (for her to run as senator),” Binay told reporters late Wednesday.
With Nancy out of the pool, UNA is now seriously considering former Tarlac Governor Margarita “Tingting” Cojuangco to complete the 12-man slate. Negotiations with Cojuangco’s husband, Jose, are already 85 percent to 90 percent complete, Binay said.

Tingting once eyed the vice gubernatorial post of the Autonomous Region in Muslim Mindanao (Armm) but Aquino signed a law last year that synchronized the elections there to May 2013.
