IBA, Zambales — The Zambales provincial government, in partnership with private companies and non-government organizations, has launched a mass-based livelihood program designed to create more income for residents and to revolutionize the local economy.
Gov. Hermogenes Ebdane Jr. said the Pangkabuhayang Panghabangbuhay program, or POGE Zambales, would boost household income and expand the province’s tax base by developing more local entrepreneurs. “We need revenues to be able to pursue the programs for development that we have lined up for Zambales. But we do not want to tax the residents more than what they are paying now. So, our strategy is to create more taxpayers,” Ebdane explained during the project launch here on Saturday.
“By turning each Zambaleño into an entrepreneur, we intend to collect more taxes and, hence, generate more funds to develop our community,” Ebdane added.
POGE, a name chosen by project participants in a consultation meeting last month, stands for “Program Of the people and by the people; Good governance for Excellent income”. According to Jun Tupaz, a professional on trade development and head coordinator of the POGE project, the participation of thousands of Zambales residents is critical to the success of this livelihood program, since the basic objective is to put up family businesses.
Tupaz said the program involves orienting the people and identifying the viable business activities in the province; organizing residents to introduce them to the concept of entrepreneurship; providing training for skills development, transfer of technology, preparation of business plans, consultancy and guidance during the early periods of the business; as well as providing access to capital and introducing participants to ready markets.
Tupaz said that Gov. Ebdane had gathered experts from various fields to provide technical knowhow for about 20 projects identified for the POGE program. The specialists come from established national and international companies like Purefoods, Nestle, Seagate Global, and MacKay Group. Moreover, experts from government agencies like the Department of Agriculture, as well as freelance specialists, were also tapped to provide support in terms of logistics, marketing, and other project requirements.
Meanwhile, William Lawton, chairman of Seagate Global Group, an international merchant bank focused on sustainable community development through investments and trade in China and other areas in Southeast Asia, will provide financial advice, access to capital, and related services for the POGE program.
Ebdane said that after initial study by experts, some 20 business lines have been identified as viable projects that are suited to the locality. These includes Marshall grass farming, livestock and poultry, meat and dairy processing, organic aquaculture and modern fishing methods, castor oil farming and processing, fruit and vegetable processing, coffee farming and processing, raising of golden shower and paulownia trees, apple mango juice production, as well as sewing and homestay program.
To make each family project viable, the participants will be organized into clusters to make their production and services commercially significant, Ebdane said. According to projections by the POGE team, after two years of implementation, a family enrolled in the program will be able to earn at least 25,000 pesos per month.
The POGE program, Gov. Ebdane said, is a realization of his pledge to “build our Zambales by building consensus and building community.” “This project will create greater momentum in our desire to further develop Zambales,” Ebdane said. “And what is beautiful about this scheme, is that it is the people who would make it work.”

The tie-up was recently formalized in a Memorandum of Agreement signed by the Professional Regulatory Commission Chairperson Teresita R. Manzala and Treasurer of the Philippines Roberto B. Tan with SM Mart President Jorge T. Mendiola and SM Mart SVP for Controllership Ricky Lim at the Mall of Asia Arena Annex Building Auditorium.With this, one can now file and renew his or her PRC License ID at SM Business Centers, which now accept payments for PRC License Renewal.
These include working professionals from 36 different fields Accountancy, Architecture, Veterinary Medicine, Medicine, Engineering (Aeronautical, Marine, Metallurgical, Civil and Chemical and Mining), Geology, Nutrition-Dietitics, Social Work, Criminology, Pharmacy, Dentistry, Midwifery, Psychology, Medical Technology, Nursing, Optometry, Environmental Planning, and Fisheries. Professional teachers, librarians, agriculturists, foresters, marine deck and marine engine workers can now also renew their PRC License ID annually at SM Business Centers. SUBIC BAY FREEPORT — Health-conscious senior citizens in this free port have formed a walkers club here in cooperation with a popular commercial facility, which has agreed to accommodate the daily exercise activities of the newly-formed group.
The “Subic Bay Six o’clock Habit Club,” which was organized by Atty. Severo M. Pastor, manager of the Subic Bay Metropolitan Authority (SBMA) labor department, has requested the use of the promenade area of Ayala Mall’s Harbor Point here.
Harbor Point operations manager Derrick Q. Manuel said that while the agreement is being finalized with top management, walkers may already use open alleys inside the mall except for those that are still restricted due to shop construction work. Manuel added that while only the Coffee Bean shop opens at 6 am, Starbucks coffee shop had confirmed that they would start receiving customers at 7 am also to accommodate the walkers.
Pastor, who has been walking with friends as his early morning ritual, said the Harbor Point facility is perfect for senior citizens. “Senior citizens can walk around at Harbor Point’s covered areas freely and safely even when it rains,” Pastor said. “In fact, because Harbor Point has large open spaces, we can also bring the whole family with us so that we can do some exercises while the shops are still closed.” Pastor said the focus of the Six o’clock Habit Club is to promote health and wellness among senior citizens.
“It’s a well-known fact that walking can add more years to life, so I’m sure that walking and interacting with other people would be a big help to senior citizens like me,” he added. Aside from requesting Harbor Point for walking space, Pastor said that his group has also requested appropriate areas at the ground floor for tai-chi or calisthenics. And, as some doctors and other medical practitioners are expected to join the club, Pastor said that he would also ask them to provide free medical services to the senior citizens, like blood pressure or blood sugar checks.
The group has initially agreed upon a three-day-a-week schedule — Tuesdays, Thursdays and Saturdays, and more frequently thereafter until walking becomes a daily habit. He added that residents, businessmen and workers from the Freeport and Olongapo areas are welcome to join the club. SUBIC BAY FREEPORT – The Philippines needs to ensure that economic development be felt by the masses, said an economic expert during the Asian Development Bank (ADB) Economic Forum held here on September 4 at the Lighthouse Marina Resort.
Norio Usui, ADB senior country economist, said that in order to fully enjoy the economic growth that the country is experiencing, key policy challenges should be discussed so that the Philippines can embark on a sustainable and inclusive growth. Usui said that although the Philippines has a very strong services sector in the form of business process outsourcing (BPO), “it is not sufficient to address development challenges to inclusive growth.” He noted that the services sector’s labor demand is only one percent of the total labor force and is biased towards the relatively skilled workers, thus leaving the majority of the labor force underutilized. He said that the country should develop the industrial sector, since it can help create more job opportunities for the growing labor force.
Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia, who also spoke during the forum, shared this view and added that inclusive growth is critical now that foreign economies are moving to Asia.
“It appears that with the present situation now in Europe and America where the economies are very bad because of the Spanish and the Greek crises, they are now really looking at Asia,” he said. Garcia also noted that the country is enjoying a very stable economic growth, something that the Philippines has not experienced for a very long time. He attributed this to the good governance of the present administration. “It’s a very good time for the Philippines,” Garcia asserted. “As I’ve always mentioned, I think the main reason why the foreign investors are very interested in the Philippines now is because they perceive the new administration under President Aquino as a very stable one, a very transparent one,” he added. However, Garcia said that this development should shift down to the masses, otherwise it would be meaningless. “How can you sustain a growth rate constantly increasing? There is a lot of pressure; there are a lot of factors that come into that,” Garcia also said. “So are we just looking into a temporary situation wherein the Philippines is on the upswing, or are we going to expect a clash with foreign economies? We must consider these things,” he further noted.

SAN DIEGO (NNS) — Seventy civil service mariners, and approximately 400 Navy, Army and non-governmental organization (NGO) personnel aboard Military Sealift Command hospital ship USNS Mercy (T-AH 20) has returned to San Diego Sept. 14.
They steamed more than 20,000 miles – nearly the distance of circling the equator – to Indonesia, the Philippines, Vietnam and Cambodia as the lead vessel for Pacific Partnership 2012 (PP12).
PP12 is a nearly five-month humanitarian and civic assistance mission that resulted in medical treatment for nearly 50,000 people. Many of the ship’s mission personnel – which total about 1,200 service members and civilians – have already returned home.
The 894-foot Mercy, one of two U.S. Navy hospital ships, is operated by the U.S. Navy’s Military Sealift Command. MSC’s civil service mariners were responsible for Mercy’s operation and navigation.
In addition, since the ship is too large for pierside visits, mariners operated small boats to transport patients and personnel between ship and shore. Doctors and nurses from the ship’s medical treatment facility worked with medical professionals from numerous governmental agencies, non-governmental organizations and the host nations to provide medical care, including immunizations, general and specialty surgeries, dental care and vision services.
At the invitation of the host nations, PP12 brought the expertise of U.S. service members and personnel from 13 partner nation militaries and 28 NGOs to build and strengthen relationships and work together to learn how to better collectively respond to natural disasters and crisis. As part of the medical outreach effort, which took place both ashore and aboard the ship, Mercy’s team treated more than 49,000 people ashore, including dental care and services like the distribution of eyeglasses and sunglasses. The team performed more than 900 shipboard surgeries, and treated or evaluated more than 7,000 livestock and domestic animals.
In addition, the Mercy team conducted more than 60,000 hours during 62 subject-matter expert exchanges in the four countries visited on topics including first aid, nursing, cardiology, orthopedics, nutrition, disaster response, water and food safety, and public health promotion.
U.S., Australian and host-nation engineers built or refurbished 13 buildings and the crew collectively participated in more than 100 community service projects to include the delivery of 244 pallets (more than 144,000 pounds) of donated supplies requested by host nations.
Pacific Partnership 2012 is a U.S. Pacific Fleet mission led by three different element commanders: civilian Capt. Jonathan Olmsted, Mercy’s civil service master; Navy Capt. James Morgan, commander for the overall Pacific Partnership mission; and Navy Capt. Timothy Hinman, commander of the medical treatment facility responsible for providing care aboard Mercy and ashore.
“My most profound memory was watching six surgeries – all of which were performed in a 30-minute timeframe while we were anchored off the Philippines,” said Olmsted, who has overall responsibility for Mercy’s movement and the safety of its nearly 1,000 passengers. “We saw four children and two adults receive life-changing procedures including cataract transplants, tumor removals, and other corrective surgery. That’s when it really hit me why PP12 is so important.”
Supply utilityman Carmelita Kawasaki said that the mission’s success is evident from the facial expressions of those receiving help. Kawasaki noticed this especially while volunteering her sleep hours to work at a public elementary school in Indonesia. “You can feel the gratitude and happiness in their hearts, and sense that we are very welcome in their place,” she said.
Engine utilityman Darlene Mertz, who works in Mercy’s vast, engineering spaces, cites a memory from Vietnam as her favorite from the trip.
“I was walking down a ship’s passageway after a long and hot eight-hour watch in the engine room when I ran into a group of patients,” said Mertz. “An elderly woman stopped me and asked, via her translator, what I do on the ship. I told her I work in the engine room keeping the boilers on so we have steam for the ship’s propulsion and power for the hospital. She looked at me and said, ‘thank you for being here.’”

Hundreds of government employees from the Subic Bay Metropolitan Authority and local government units in Olongapo City and Zambales join a fun walk in celebration of the 112th anniversary of Philippine Civil Service.
SUBIC BAY FREEPORT — Officials from various local government units and national agencies acclaimed the role of civil servants in nation building, as government employees from Zambales and Olongapo City met here recently for the 112th anniversary of the Philippine Civil Service.
The Subic Bay Metropolitan Authority (SBMA) hosted the festivities here, as hundreds of government workers joined a fun walk in the early morning of September 15, and then participated in fun games at the Subic Gymnasium. Atty. Ramon Agregado, SBMA senior deputy administrator for support services, welcomed the delegates on behalf of SBMA Chairman Roberto V. Garcia.
During the welcome ceremony, Atty. Karin Litz P. Zerna, Region III director of the Civil Service Commission (CSC), said that Central Luzon has a lot of exemplary public servants good enough to make it to the list of national CSC awardees who will be recognized this month. Among the recipients, she added, is Marilou Dungog of the SBMA Public Relations Department, who was cited for her work in helping establish alternative livelihood projects for fisher folk in the Subic Bay Freeport area.
Olongapo City Mayor James Gordon Jr., meanwhile, said the Civil Service Commission had gone far in terms of improving the lives of the Filipino people, and public servants have proven themselves worthy of being in the service, as evidenced by the country’s economic growth today.
For his part, Zambales provincial administrator Engr. Jun Runstedt Ebdane described government employees as the “backbone of the government who make delivery of service to the people not only possible, but indispensable.” “Dapat may yabang natin sabihin na kawani ako ng Pamahalaang Pilipinas; isa akong lingkod-bayan,” Ebdane also urged his fellow civil servants, reminding them to be proud of their role in nation building. The CSC anniversary celebration also provided an occasion for government employees to bond and engage in fitness games, and promote local culture as well.
The celebration was headlined by a three-kilometer fun walk dubbed as “Race to Serve” which started at 6:00 in the morning. About 250 delegates from various local government units walked altogether from the Boardwalk Park here to the gym where they also held fun games. Edwin Sunglao Sr., personnel specialist at CSC Zambales, said the games were made part of the program because social gathering is a rare opportunity among the public servants in Zambales and Olongapo.
The program was also interspersed with cultural presentations, like a dance number by delegates from Masinloc town. In the same program, the Harbor Point mall in the Subic Bay Freeport and SM mall in Olongapo announced that they are offering a 5-10 percent discount privilege for government employees who will shop within the month of September, which has been designated as Civil Service month.

Ebdane launches POGE, a Mass-Based Livelihood Program
Press ReleasesIBA, Zambales — The Zambales provincial government, in partnership with private companies and non-government organizations, has launched a mass-based livelihood program designed to create more income for residents and to revolutionize the local economy.
Gov. Hermogenes Ebdane Jr. said the Pangkabuhayang Panghabangbuhay program, or POGE Zambales, would boost household income and expand the province’s tax base by developing more local entrepreneurs. “We need revenues to be able to pursue the programs for development that we have lined up for Zambales. But we do not want to tax the residents more than what they are paying now. So, our strategy is to create more taxpayers,” Ebdane explained during the project launch here on Saturday.
“By turning each Zambaleño into an entrepreneur, we intend to collect more taxes and, hence, generate more funds to develop our community,” Ebdane added.
POGE, a name chosen by project participants in a consultation meeting last month, stands for “Program Of the people and by the people; Good governance for Excellent income”. According to Jun Tupaz, a professional on trade development and head coordinator of the POGE project, the participation of thousands of Zambales residents is critical to the success of this livelihood program, since the basic objective is to put up family businesses.
Tupaz said the program involves orienting the people and identifying the viable business activities in the province; organizing residents to introduce them to the concept of entrepreneurship; providing training for skills development, transfer of technology, preparation of business plans, consultancy and guidance during the early periods of the business; as well as providing access to capital and introducing participants to ready markets.
Tupaz said that Gov. Ebdane had gathered experts from various fields to provide technical knowhow for about 20 projects identified for the POGE program. The specialists come from established national and international companies like Purefoods, Nestle, Seagate Global, and MacKay Group. Moreover, experts from government agencies like the Department of Agriculture, as well as freelance specialists, were also tapped to provide support in terms of logistics, marketing, and other project requirements.
Meanwhile, William Lawton, chairman of Seagate Global Group, an international merchant bank focused on sustainable community development through investments and trade in China and other areas in Southeast Asia, will provide financial advice, access to capital, and related services for the POGE program.
Ebdane said that after initial study by experts, some 20 business lines have been identified as viable projects that are suited to the locality. These includes Marshall grass farming, livestock and poultry, meat and dairy processing, organic aquaculture and modern fishing methods, castor oil farming and processing, fruit and vegetable processing, coffee farming and processing, raising of golden shower and paulownia trees, apple mango juice production, as well as sewing and homestay program.
To make each family project viable, the participants will be organized into clusters to make their production and services commercially significant, Ebdane said. According to projections by the POGE team, after two years of implementation, a family enrolled in the program will be able to earn at least 25,000 pesos per month.
The POGE program, Gov. Ebdane said, is a realization of his pledge to “build our Zambales by building consensus and building community.” “This project will create greater momentum in our desire to further develop Zambales,” Ebdane said. “And what is beautiful about this scheme, is that it is the people who would make it work.”

These include working professionals from 36 different fields Accountancy, Architecture, Veterinary Medicine, Medicine, Engineering (Aeronautical, Marine, Metallurgical, Civil and Chemical and Mining), Geology, Nutrition-Dietitics, Social Work, Criminology, Pharmacy, Dentistry, Midwifery, Psychology, Medical Technology, Nursing, Optometry, Environmental Planning, and Fisheries. Professional teachers, librarians, agriculturists, foresters, marine deck and marine engine workers can now also renew their PRC License ID annually at SM Business Centers. The “Subic Bay Six o’clock Habit Club,” which was organized by Atty. Severo M. Pastor, manager of the Subic Bay Metropolitan Authority (SBMA) labor department, has requested the use of the promenade area of Ayala Mall’s Harbor Point here.
Harbor Point operations manager Derrick Q. Manuel said that while the agreement is being finalized with top management, walkers may already use open alleys inside the mall except for those that are still restricted due to shop construction work. Manuel added that while only the Coffee Bean shop opens at 6 am, Starbucks coffee shop had confirmed that they would start receiving customers at 7 am also to accommodate the walkers.
Pastor, who has been walking with friends as his early morning ritual, said the Harbor Point facility is perfect for senior citizens. “Senior citizens can walk around at Harbor Point’s covered areas freely and safely even when it rains,” Pastor said. “In fact, because Harbor Point has large open spaces, we can also bring the whole family with us so that we can do some exercises while the shops are still closed.” Pastor said the focus of the Six o’clock Habit Club is to promote health and wellness among senior citizens.
“It’s a well-known fact that walking can add more years to life, so I’m sure that walking and interacting with other people would be a big help to senior citizens like me,” he added. Aside from requesting Harbor Point for walking space, Pastor said that his group has also requested appropriate areas at the ground floor for tai-chi or calisthenics. And, as some doctors and other medical practitioners are expected to join the club, Pastor said that he would also ask them to provide free medical services to the senior citizens, like blood pressure or blood sugar checks.
The group has initially agreed upon a three-day-a-week schedule — Tuesdays, Thursdays and Saturdays, and more frequently thereafter until walking becomes a daily habit. He added that residents, businessmen and workers from the Freeport and Olongapo areas are welcome to join the club. About Angeles City, Clark, Subic and PampangaSUBIC BAY FREEPORT – The Philippines needs to ensure that economic development be felt by the masses, said an economic expert during the Asian Development Bank (ADB) Economic Forum held here on September 4 at the Lighthouse Marina Resort.
Norio Usui, ADB senior country economist, said that in order to fully enjoy the economic growth that the country is experiencing, key policy challenges should be discussed so that the Philippines can embark on a sustainable and inclusive growth. Usui said that although the Philippines has a very strong services sector in the form of business process outsourcing (BPO), “it is not sufficient to address development challenges to inclusive growth.” He noted that the services sector’s labor demand is only one percent of the total labor force and is biased towards the relatively skilled workers, thus leaving the majority of the labor force underutilized. He said that the country should develop the industrial sector, since it can help create more job opportunities for the growing labor force.
Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia, who also spoke during the forum, shared this view and added that inclusive growth is critical now that foreign economies are moving to Asia.
“It appears that with the present situation now in Europe and America where the economies are very bad because of the Spanish and the Greek crises, they are now really looking at Asia,” he said. Garcia also noted that the country is enjoying a very stable economic growth, something that the Philippines has not experienced for a very long time. He attributed this to the good governance of the present administration. “It’s a very good time for the Philippines,” Garcia asserted. “As I’ve always mentioned, I think the main reason why the foreign investors are very interested in the Philippines now is because they perceive the new administration under President Aquino as a very stable one, a very transparent one,” he added. However, Garcia said that this development should shift down to the masses, otherwise it would be meaningless. “How can you sustain a growth rate constantly increasing? There is a lot of pressure; there are a lot of factors that come into that,” Garcia also said. “So are we just looking into a temporary situation wherein the Philippines is on the upswing, or are we going to expect a clash with foreign economies? We must consider these things,” he further noted.

USNS Mercy Completes Humanitarian Mission In Southeast Asia
Press ReleasesSAN DIEGO (NNS) — Seventy civil service mariners, and approximately 400 Navy, Army and non-governmental organization (NGO) personnel aboard Military Sealift Command hospital ship USNS Mercy (T-AH 20) has returned to San Diego Sept. 14.
They steamed more than 20,000 miles – nearly the distance of circling the equator – to Indonesia, the Philippines, Vietnam and Cambodia as the lead vessel for Pacific Partnership 2012 (PP12).
PP12 is a nearly five-month humanitarian and civic assistance mission that resulted in medical treatment for nearly 50,000 people. Many of the ship’s mission personnel – which total about 1,200 service members and civilians – have already returned home.
The 894-foot Mercy, one of two U.S. Navy hospital ships, is operated by the U.S. Navy’s Military Sealift Command. MSC’s civil service mariners were responsible for Mercy’s operation and navigation.
In addition, since the ship is too large for pierside visits, mariners operated small boats to transport patients and personnel between ship and shore. Doctors and nurses from the ship’s medical treatment facility worked with medical professionals from numerous governmental agencies, non-governmental organizations and the host nations to provide medical care, including immunizations, general and specialty surgeries, dental care and vision services.
At the invitation of the host nations, PP12 brought the expertise of U.S. service members and personnel from 13 partner nation militaries and 28 NGOs to build and strengthen relationships and work together to learn how to better collectively respond to natural disasters and crisis. As part of the medical outreach effort, which took place both ashore and aboard the ship, Mercy’s team treated more than 49,000 people ashore, including dental care and services like the distribution of eyeglasses and sunglasses. The team performed more than 900 shipboard surgeries, and treated or evaluated more than 7,000 livestock and domestic animals.
In addition, the Mercy team conducted more than 60,000 hours during 62 subject-matter expert exchanges in the four countries visited on topics including first aid, nursing, cardiology, orthopedics, nutrition, disaster response, water and food safety, and public health promotion.
U.S., Australian and host-nation engineers built or refurbished 13 buildings and the crew collectively participated in more than 100 community service projects to include the delivery of 244 pallets (more than 144,000 pounds) of donated supplies requested by host nations.
Pacific Partnership 2012 is a U.S. Pacific Fleet mission led by three different element commanders: civilian Capt. Jonathan Olmsted, Mercy’s civil service master; Navy Capt. James Morgan, commander for the overall Pacific Partnership mission; and Navy Capt. Timothy Hinman, commander of the medical treatment facility responsible for providing care aboard Mercy and ashore.
“My most profound memory was watching six surgeries – all of which were performed in a 30-minute timeframe while we were anchored off the Philippines,” said Olmsted, who has overall responsibility for Mercy’s movement and the safety of its nearly 1,000 passengers. “We saw four children and two adults receive life-changing procedures including cataract transplants, tumor removals, and other corrective surgery. That’s when it really hit me why PP12 is so important.”
Supply utilityman Carmelita Kawasaki said that the mission’s success is evident from the facial expressions of those receiving help. Kawasaki noticed this especially while volunteering her sleep hours to work at a public elementary school in Indonesia. “You can feel the gratitude and happiness in their hearts, and sense that we are very welcome in their place,” she said.
Engine utilityman Darlene Mertz, who works in Mercy’s vast, engineering spaces, cites a memory from Vietnam as her favorite from the trip.
“I was walking down a ship’s passageway after a long and hot eight-hour watch in the engine room when I ran into a group of patients,” said Mertz. “An elderly woman stopped me and asked, via her translator, what I do on the ship. I told her I work in the engine room keeping the boilers on so we have steam for the ship’s propulsion and power for the hospital. She looked at me and said, ‘thank you for being here.’”
Military Sealift Command operates approximately 110 noncombatant, civilian-crewed ships that replenish U.S. Navy ships, conduct specialized missions, strategically preposition combat cargo at sea around the world and move military equipment and supplies used by deployed U.S. forces.

Usui said that although the Philippines has a very strong services sector in the form of business process outsourcing (BPO), “it is not sufficient to address development challenges to inclusive growth.” He noted that the services sector’s labor demand is only one percent of the total labor force and is biased towards the relatively skilled workers, thus leaving the majority of the labor force underutilized. He said that the country should develop the industrial sector, since it can help create more job opportunities for the growing labor force.
Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia, who also spoke during the forum, shared this view and added that inclusive growth is critical now that foreign economies are moving to Asia.
“It appears that with the present situation now in Europe and America where the economies are very bad because of the Spanish and the Greek crises, they are now really looking at Asia,” he said. Garcia also noted that the country is enjoying a very stable economic growth, something that the Philippines has not experienced for a very long time. He attributed this to the good governance of the present administration. “It’s a very good time for the Philippines,” Garcia asserted. “As I’ve always mentioned, I think the main reason why the foreign investors are very interested in the Philippines now is because they perceive the new administration under President Aquino as a very stable one, a very transparent one,” he added. However, Garcia said that this development should shift down to the masses, otherwise it would be meaningless. “How can you sustain a growth rate constantly increasing? There is a lot of pressure; there are a lot of factors that come into that,” Garcia also said. “So are we just looking into a temporary situation wherein the Philippines is on the upswing, or are we going to expect a clash with foreign economies? We must consider these things,” he further noted.

SUBIC BAY FREEPORT — Officials from various local government units and national agencies acclaimed the role of civil servants in nation building, as government employees from Zambales and Olongapo City met here recently for the 112th anniversary of the Philippine Civil Service.
The Subic Bay Metropolitan Authority (SBMA) hosted the festivities here, as hundreds of government workers joined a fun walk in the early morning of September 15, and then participated in fun games at the Subic Gymnasium. Atty. Ramon Agregado, SBMA senior deputy administrator for support services, welcomed the delegates on behalf of SBMA Chairman Roberto V. Garcia.
During the welcome ceremony, Atty. Karin Litz P. Zerna, Region III director of the Civil Service Commission (CSC), said that Central Luzon has a lot of exemplary public servants good enough to make it to the list of national CSC awardees who will be recognized this month. Among the recipients, she added, is Marilou Dungog of the SBMA Public Relations Department, who was cited for her work in helping establish alternative livelihood projects for fisher folk in the Subic Bay Freeport area.
Olongapo City Mayor James Gordon Jr., meanwhile, said the Civil Service Commission had gone far in terms of improving the lives of the Filipino people, and public servants have proven themselves worthy of being in the service, as evidenced by the country’s economic growth today.
For his part, Zambales provincial administrator Engr. Jun Runstedt Ebdane described government employees as the “backbone of the government who make delivery of service to the people not only possible, but indispensable.” “Dapat may yabang natin sabihin na kawani ako ng Pamahalaang Pilipinas; isa akong lingkod-bayan,” Ebdane also urged his fellow civil servants, reminding them to be proud of their role in nation building. The CSC anniversary celebration also provided an occasion for government employees to bond and engage in fitness games, and promote local culture as well.
The celebration was headlined by a three-kilometer fun walk dubbed as “Race to Serve” which started at 6:00 in the morning. About 250 delegates from various local government units walked altogether from the Boardwalk Park here to the gym where they also held fun games. Edwin Sunglao Sr., personnel specialist at CSC Zambales, said the games were made part of the program because social gathering is a rare opportunity among the public servants in Zambales and Olongapo.
The program was also interspersed with cultural presentations, like a dance number by delegates from Masinloc town. In the same program, the Harbor Point mall in the Subic Bay Freeport and SM mall in Olongapo announced that they are offering a 5-10 percent discount privilege for government employees who will shop within the month of September, which has been designated as Civil Service month.

After entering Clark Freeport from Dau and Angeles City, proceed straight along the main highway MA Roxas, passing the stand-along wine shop called Clark Wine Center on the right, continue to bear right making no turns at all, go past Mimosa Leisure Estate on the opposite side of the road, one will hit a major intersection. Go straight and the road becomes Creekside Road. YATS Clearwater Resort and Country Club is on the right just 200m down.
