ZAMBALES fishermen found the first male Pygmy Sperm Whale specimen in the Philippines stranded on the shores of San Narciso town on Sunday afternoon (16 Sept.)
The previous two finds, one in Bulacan and the other in Ilocos, were both female, according to Lem Aragones of the Philippines Marine Mammal Stranding Network.
Aragones said the whale, weak and with battle scratches & superficial injuries around the body when found, measured around 3 meters long, weighing some 700 to 800 kgs. and approximately “an old one.”
After preliminary assessment and initial treatment by Mariel Flores, resident veterinarian of Ocean Adventure, the whale was moved from the beach to a lagoon to stabilize its condition.
Philippine Coast Guard and Philippine Navy personnel kept an overnight watch on the beleaguered whale, which expired around noon the next day after discharging blood from its blowhole, the mammal’s equivalent of the human nose.
Experts say the whale must have died mainly because the shallow lagoon water was not enough to support the animal’s weight, crushing its lungs and other internal organs.
According to LTSG. Roland Domingo of the Philippine Coast Guard Auxillary (PCGA) CHS 102 Squadron SBMA, he had arranged with SBMA Chair & Administrator Roberto V. Garcia the use of SBMA’s vessel MV Binictican to help in the rescue efforts but before it could be deployed, they received news that the whale had already died. (VVV)

IBA, Zambales — Piecemeal charges filed by Consolidated Mines Inc. and its cohorts against Gov. Hermogenes E. Ebdane are more personal and political rather than legal, according to Atty. Ianela Jusi-Barrantes, lawyer of the governor of Zambales.
Jusi-Barrantes issued the statement in reaction to news reports that Ebdane is being charged with plunder before the Ombudsman.
The camp of governor decried the filing of the plunder charges against the Zambales official, pointing out that the complaint simply consisted of recycled issues that were just meant to inflict collateral political damage.
Atty. Jusi-Barrantes issued a stinging rebuke to private lawyer Reynaldo Bagatsing who filed the plunder case in connection with the operation of small-scale miners in Zambales to which the governor has given permits.
“It is unmistakable that grant of said small-scale mining permit (is) in contravention of Republic Act 7076, or the People’s Small-Scale Mining Act of 1991,” Bagatsing was quoted as saying in his eight-page complaint before the Ombudsman.
In a one-page statement to the media, Barrantes said however that the complaint was only a demolition job intended to malign Ebdane.
“Consistent with the style of Consolidated Mines Inc. (CMI) and its cohorts, the filing of yet another charge—this time for plunder against Zambales Governor Hermogenes E. Ebdane Jr.— was first published in the media before the governor was even informed or officially furnished with a copy of the purported complaint,” Barrantes said.
“The plunder charges, if one has actually been filed by a lawyer with no known connection with mining in Coto, Masinloc, Zambales, is nothing but a sequel (to) and offshoot of the charges field by CMI in July 2012 against Governor Ebdane with the Ombudsman, which, interestingly, was similarly highlighted by full media coverage,” she added.
“The allegations, as contained in the media reports are rehashed and recycled issues raising no new matters, but bringing in only new personalities,” Barrantes also said.
Ebdane’s lawyer also pointed out that the charges filed by CMI, which claims ownership of disputed mine tailings at the Coto Mines, “are more personal and political, with intent to discredit and damage the name of the governor, rather than legal.”
As such, “We will not glorify the charges, media coverage and all,” Barrantes said. “Instead, we will be answering all the allegations squarely in the proper forum, confident that the small-scale mining operations in Coto, Masinloc, is valid and legal, contrary to the claims of our relentless oppositors.”
Barrantes added that as a lawyer himself, complainant Bagatsing should “know fully well what plunder is, and what evidence he has—if any—to prove it.”

Dubbed as the Structured Archive and Retrieval System (SARS), which was jointly developed by Ed Michael Cruz and Jan Aries Gomez of SBMA’s Corporate Communications office, the new system is essentially scan-based and stores scanned memoranda, letters and forms used by the agency. Under the system, all correspondence and forms are scanned and archived, with delivery and distribution to addressee-departments and employees done through the agency’s Google-powered corporate e-mail accounts. Zerrudo also stressed that only documents and forms that require the signature of SBMA officials are printed for hard copies. This enables the agency to save on paper, printer toner, and photocopying services. More importantly, SARS is web-based. Users of the system can access file documents and forms anytime, anywhere with the use of 3G-enabled PCs, tablets and even smart phones. As part of the preparation for the full use of the system, each SBMA department has been assigned two document management officers who have been trained to use the system and are now responsible for their respective department’s document flow.
“With this system, the agency can enjoy cost savings of up to P12.5 million in operating and capital expenses this year, as we can do away with the procurement of an off-the-shelf document management system that costs P9 million,” Zerrudo said. The remaining P3.5-million savings will be realized from the expected 50 per cent decrease in the agency’s P7 million annual budget for bond paper, printer toner and photocopying services. With this, SBMA chairman and administrator Roberto Garcia urged all SBMA employees to help make the system work, so that the target savings could be achieved. “We always welcome smart and innovative ways of doing work here, especially when they are developed by our own employees, and generate savings and faster turnaround time,” Garcia said.
“Data are an essential component of effective management. With this system in place, we now have easy and faster access to high-quality and reliable information in support of more responsive decision-making and service delivery,” he added.
Since the implementation of SARS in May of this year, close to five gigabytes of the Agency’s official documents and forms have been stored digitally in the system.

PYGMY SPERM WHALE DIES DESPITE RESCUE
News About ClarkZAMBALES fishermen found the first male Pygmy Sperm Whale specimen in the Philippines stranded on the shores of San Narciso town on Sunday afternoon (16 Sept.)
The previous two finds, one in Bulacan and the other in Ilocos, were both female, according to Lem Aragones of the Philippines Marine Mammal Stranding Network.
Aragones said the whale, weak and with battle scratches & superficial injuries around the body when found, measured around 3 meters long, weighing some 700 to 800 kgs. and approximately “an old one.”
After preliminary assessment and initial treatment by Mariel Flores, resident veterinarian of Ocean Adventure, the whale was moved from the beach to a lagoon to stabilize its condition.
Philippine Coast Guard and Philippine Navy personnel kept an overnight watch on the beleaguered whale, which expired around noon the next day after discharging blood from its blowhole, the mammal’s equivalent of the human nose.
Experts say the whale must have died mainly because the shallow lagoon water was not enough to support the animal’s weight, crushing its lungs and other internal organs.
According to LTSG. Roland Domingo of the Philippine Coast Guard Auxillary (PCGA) CHS 102 Squadron SBMA, he had arranged with SBMA Chair & Administrator Roberto V. Garcia the use of SBMA’s vessel MV Binictican to help in the rescue efforts but before it could be deployed, they received news that the whale had already died. (VVV)

Ebdane camp says plunder charges are personal, political
News About ClarkIBA, Zambales — Piecemeal charges filed by Consolidated Mines Inc. and its cohorts against Gov. Hermogenes E. Ebdane are more personal and political rather than legal, according to Atty. Ianela Jusi-Barrantes, lawyer of the governor of Zambales.
Jusi-Barrantes issued the statement in reaction to news reports that Ebdane is being charged with plunder before the Ombudsman.
The camp of governor decried the filing of the plunder charges against the Zambales official, pointing out that the complaint simply consisted of recycled issues that were just meant to inflict collateral political damage.
Atty. Jusi-Barrantes issued a stinging rebuke to private lawyer Reynaldo Bagatsing who filed the plunder case in connection with the operation of small-scale miners in Zambales to which the governor has given permits.
“It is unmistakable that grant of said small-scale mining permit (is) in contravention of Republic Act 7076, or the People’s Small-Scale Mining Act of 1991,” Bagatsing was quoted as saying in his eight-page complaint before the Ombudsman.
In a one-page statement to the media, Barrantes said however that the complaint was only a demolition job intended to malign Ebdane.
“Consistent with the style of Consolidated Mines Inc. (CMI) and its cohorts, the filing of yet another charge—this time for plunder against Zambales Governor Hermogenes E. Ebdane Jr.— was first published in the media before the governor was even informed or officially furnished with a copy of the purported complaint,” Barrantes said.
“The plunder charges, if one has actually been filed by a lawyer with no known connection with mining in Coto, Masinloc, Zambales, is nothing but a sequel (to) and offshoot of the charges field by CMI in July 2012 against Governor Ebdane with the Ombudsman, which, interestingly, was similarly highlighted by full media coverage,” she added.
“The allegations, as contained in the media reports are rehashed and recycled issues raising no new matters, but bringing in only new personalities,” Barrantes also said.
Ebdane’s lawyer also pointed out that the charges filed by CMI, which claims ownership of disputed mine tailings at the Coto Mines, “are more personal and political, with intent to discredit and damage the name of the governor, rather than legal.”
As such, “We will not glorify the charges, media coverage and all,” Barrantes said. “Instead, we will be answering all the allegations squarely in the proper forum, confident that the small-scale mining operations in Coto, Masinloc, is valid and legal, contrary to the claims of our relentless oppositors.”
Barrantes added that as a lawyer himself, complainant Bagatsing should “know fully well what plunder is, and what evidence he has—if any—to prove it.”

SBMA goes paperless, eyes P12.5-M savings this year
News About ClarkSUBIC BAY FREEPORT – Here’s one good news for the environment: The Subic Bay Metropolitan Authority (SBMA) has embraced a new culture of a virtually paperless office. And it saves big money, too.
According to Marlo Zerrudo, officer in charge of the SBMA Information Technology Department, the Subic agency has introduced an in-house document management system that facilitates digital archiving and retrieval of office documents and forms.
Dubbed as the Structured Archive and Retrieval System (SARS), which was jointly developed by Ed Michael Cruz and Jan Aries Gomez of SBMA’s Corporate Communications office, the new system is essentially scan-based and stores scanned memoranda, letters and forms used by the agency. Under the system, all correspondence and forms are scanned and archived, with delivery and distribution to addressee-departments and employees done through the agency’s Google-powered corporate e-mail accounts. Zerrudo also stressed that only documents and forms that require the signature of SBMA officials are printed for hard copies. This enables the agency to save on paper, printer toner, and photocopying services. More importantly, SARS is web-based. Users of the system can access file documents and forms anytime, anywhere with the use of 3G-enabled PCs, tablets and even smart phones. As part of the preparation for the full use of the system, each SBMA department has been assigned two document management officers who have been trained to use the system and are now responsible for their respective department’s document flow.
“With this system, the agency can enjoy cost savings of up to P12.5 million in operating and capital expenses this year, as we can do away with the procurement of an off-the-shelf document management system that costs P9 million,” Zerrudo said. The remaining P3.5-million savings will be realized from the expected 50 per cent decrease in the agency’s P7 million annual budget for bond paper, printer toner and photocopying services. With this, SBMA chairman and administrator Roberto Garcia urged all SBMA employees to help make the system work, so that the target savings could be achieved. “We always welcome smart and innovative ways of doing work here, especially when they are developed by our own employees, and generate savings and faster turnaround time,” Garcia said.
“Data are an essential component of effective management. With this system in place, we now have easy and faster access to high-quality and reliable information in support of more responsive decision-making and service delivery,” he added.
Since the implementation of SARS in May of this year, close to five gigabytes of the Agency’s official documents and forms have been stored digitally in the system.
