The intensive training for lifeguards, part of the joint effort of the Red Cross and RP Energy in keeping Zambales Province “drown free.” Long-time Zambales resident and resort owner Roger Bound is on a mission—he wants to stomp out drowning incidents in the beaches of Subic Bay and eventually the whole of Zambales province. His simple but effective idea—to deploy a local army of highly-trained lifeguards to patrol the province’s waters.
Bound’s brainchild “Drown-free Zambales” aims to have lifeguards patrol all popular beaches in the province especially during the peak months to protect local and foreign visitors and the local community. “Subic can be a haven for foreign visitors, but it currently offers no or little aquatic safety resources,” said Bound. “If Subic wants to be ‘world-class’, it needs world-class lifeguards on its beaches.”
Drown-Free Zambales has already produced 30 lifeguards, patrolling stations in Iba, Botolan, San Narciso and San Antonio. “Our goal this year is to train an additional 50 and expand the number of beaches manned,” said Bound.
The project aims to train 400 lifeguards by 2015. A partnership with the Subic-based power company RP Energy, the project found more support from members of the Zambales Resort Owners Association (ZAMROA), Philippine Life Saving Society, the Provincial Government of Zambales, Botolan and San Antonio local government units and Surf Life Saving Australia.
Training is free and covers all facets of aquatic safety. “Those who want to join the program need to perform at least 240 hours of community work each year and be willing to train and improve their saving and surveillance skills,” said Bound.
A number of those who have trained were previously unemployed. “Now, lifeguards under the program earn more than enough per day, plus lunch and merienda,” Bound said.
Participants of the program will be recognized globally, specifically by the International Life Saving Federation. “After a reassessment, their license is valid internationally, thus they can apply abroad and will have the most respected identity worldwide in life saving practices.”
Proof of the quality of its training, Drown-Free Zambales lifeguards under Zambales Team I won in the 2012 Philippine National Surf Life Saving Championships, known as the “Great Titan Challenge” held in Negros Occidental, beating Korean, Australian and other Philippine teams. Zambales Team II took fourth place.
In November, the Philippines will be represented for the first time by Zambales Team members at the World Surf Life Saving Championships that will be held in Adeleide, Australia. “Life Saving is not only a job of saving other people’s lives, it is also about caring for one’s self, about being physically and mentally fit. News About ClarkSUBIC BAY FREEPORT – At least five young men who stole electrical cables & wires and other items on Friday night from the unoccupied SBMA-owned building of the former Legenda Hotel, went about their business undisturbed by SBMA law-enforcers present who exerted no effort to apprehend them but simply watched as if watching a movie in a theatre.
Subic Bay News was able to document the incident, which had SBMA Law Enforcement Dept. (LED) head Gen. (ret.) Orlando Maddela fuming mad at his men upon learning of the incident.
Maddela said he has ordered an investigation and more appropriate actions will be taken.

News About ClarkSUBIC FREEPORT – The lifeless body of a 21-year-old male has been recovered around 7:30 PM tonight by Philippine Cost Guard (PCG) divers at El Kabayo Falls here after over three hours of search & retrieval operations.
Authorities identified the victim as Marlon Patron of Maceda St., Sampaloc, Manila.
Investigations revealed that Patron and eight other companions dropped by this freeport to cap a weekend outing at Potipot Island, Candelaria, Zambales, over 123 kms. north of Subic Bay. His companions, all safe and sound, were identified as Joseph Oraiz, RJ Privado, Ferdinand & Margarette Aguilar, Christine Que, Joey Sanchez, August Ramirez and Gian Carlo Lim, all from Metro-Manila.
The Subic Bay Metropolitan Authority (SBMA) Tourism authorities, which allegedly hosted the group, has yet to issue a statement on the incident.

Foresters’ vigilance urged
About Angeles City, Clark, Subic and PampangaSUBIC BAY FREEPORT – Stressing the need to protect the remaining forests in the country, Society of Filipino Foresters, Inc. (SFFI) national council president Renato De Rueda urged fellow foresters to be vigilant in performing their duty as guardians of the environment.
De Rueda issued this challenge during the recent “National Summit Conference on Forest Law Enforcement, Governance and Trade”, which was held at the Subic Bay Exhibition and Convention Center here to mark the 64th founding anniversary of the SFFI.
De Rueda said that forests need to be protected from the abusive exploitation of natural resources, because they can yield so much beneficial products if properly taken care of. “Kailangan nating mapangalagaan ito laban sa mga gustong sumira ng ating mga kabundukan, kasama na dito ang illegal na pagto-troso at pagkuha ng iba’t-ibang produkto ng kagubatan, at pagkakaingin,” he said as he addressed convention delegates. “Kailangan po natin ng mga mabubuting pamamaraan para mapangalagaan ang ating kagubatan,” he added.
At the same time, De Rueda noted that forest protection is often a very difficult and dangerous job, and has claimed the lives of several foresters since 2010. “Mayroon na po tayong labing-apat na kamatayan dahil sa pagtatanggol sa ating kagubatan, sa pagseserbisyo sa ating bayan,” he said. Still, it is the foresters who should lead the people in protecting the environment, he insisted. “Kung mayroon pong dapat na manguna sa pangangalaga ng ating mga kagubatan, dapat ay tayong mga Filipino foresters. Kailangan po nating magkaisa para tulungan ang Inang Bayan sa pamamagitan ng epektibong pamamahala sa mga natitira pang mga kabundukan at para tulungang lumago ang ating mga kagubatan,” he said. De Rueda said that towards this end, topics like forest law enforcement that were tackled in the convention would help foresters in performing their duties.
Meanwhile, Subic Bay Metropolitan Authority (SBMA) senior deputy administrator Ramon Agregado thanked members of the SFFI for doing their job in protecting the environment, and assured them that the SBMA will do its part as well. “From our end we can assure you that SBMA will continue to do more than its fair share in protecting, preserving and managing this heavily-forested paradise that is Subic Bay,” he said.
The SFFI was founded in 1948 and aims to represent and promote the science, technology, education, practice and business of forestry in the Philippines. It currently has 8,000 members from across the country.

Press ReleasesThe intensive training for lifeguards, part of the joint effort of the Red Cross and RP Energy in keeping Zambales Province “drown free.” Long-time Zambales resident and resort owner Roger Bound is on a mission—he wants to stomp out drowning incidents in the beaches of Subic Bay and eventually the whole of Zambales province. His simple but effective idea—to deploy a local army of highly-trained lifeguards to patrol the province’s waters.
Bound’s brainchild “Drown-free Zambales” aims to have lifeguards patrol all popular beaches in the province especially during the peak months to protect local and foreign visitors and the local community. “Subic can be a haven for foreign visitors, but it currently offers no or little aquatic safety resources,” said Bound. “If Subic wants to be ‘world-class’, it needs world-class lifeguards on its beaches.”
Drown-Free Zambales has already produced 30 lifeguards, patrolling stations in Iba, Botolan, San Narciso and San Antonio. “Our goal this year is to train an additional 50 and expand the number of beaches manned,” said Bound.
The project aims to train 400 lifeguards by 2015. A partnership with the Subic-based power company RP Energy, the project found more support from members of the Zambales Resort Owners Association (ZAMROA), Philippine Life Saving Society, the Provincial Government of Zambales, Botolan and San Antonio local government units and Surf Life Saving Australia.
Training is free and covers all facets of aquatic safety. “Those who want to join the program need to perform at least 240 hours of community work each year and be willing to train and improve their saving and surveillance skills,” said Bound.
A number of those who have trained were previously unemployed. “Now, lifeguards under the program earn more than enough per day, plus lunch and merienda,” Bound said.
Participants of the program will be recognized globally, specifically by the International Life Saving Federation. “After a reassessment, their license is valid internationally, thus they can apply abroad and will have the most respected identity worldwide in life saving practices.”
Proof of the quality of its training, Drown-Free Zambales lifeguards under Zambales Team I won in the 2012 Philippine National Surf Life Saving Championships, known as the “Great Titan Challenge” held in Negros Occidental, beating Korean, Australian and other Philippine teams. Zambales Team II took fourth place.
In November, the Philippines will be represented for the first time by Zambales Team members at the World Surf Life Saving Championships that will be held in Adeleide, Australia. “Life Saving is not only a job of saving other people’s lives, it is also about caring for one’s self, about being physically and mentally fit. The series of lectures, dubbed KliniKaBarangay Health and Wellness Training, is in line with RP Energy’s thrust to improve health care services within the 16 barangays of Subic and Pastolan Village, an Aeta community in Zambales.
The training program was able to establish 17 quick response teams that will become “frontliners” in providing maternal care and implementing disease prevention in their respective barangays. The participants were awarded with KliniKaBarangay Health and Wellness kits composed of BHW uniforms, a cellphone, list of hotline numbers, first aid equipment, a maternal health starter set and KliniKaBarangay Quick Reference Guide for everyday operations. “
With the proper training and health equipment, these KliniKaBarangay health advocates can now effectively initiate health promotion and disease prevention as well as establish other quick response teams in their respective barangays,” said RP Energy project manager Grant Smith.

IBA, Zambales – Vowing to sustain the development momentum that his administration has started in 2010, Gov. Hermogenes Ebdane Jr. on Wednesday led a full ticket in filing for candidacy in the mid-term elections next year.
Garbed in the party colors of red and blue, Ebdane and other provincial aspirants belonging to the “Sulong Zambales” Party trooped to the Comelec office here in full force, accompanied and cheered on by supporters and candidates for municipal mayors and councillors in the 13 towns of Zambales.
“Now, under the Sulong Zambales Party, we can do away with the inherent conflict from being affiliated with various national parties, and we can therefore focus our energies to developing our community and serving our provincemates,” he said. Ebdane, who will be making a second bid for the governorship, has teamed up with mostly incumbent officials who have helped the Ebdane administration create a winning formula of community service and greater economic opportunities since winning in 2010.
These include Vice Gov. Ramon Lacbain II, who will be Ebdane’s running mate, Mayor Jay Khonghun of Subic town; Mayor Jose Rodriguez of San Marcelino; Mayor Peter Lim of San Narciso; Mayor Carolyn Fariñas of San Felipe; Mayor Ronald Apostol of Cabangan; Mayor Generoso Amog of Palauig; Mayor Desiree Edora of Masinloc; and Mayor Jean Moraña of Candelaria, who will be running for a seat in the provincial board.
Rep. Jun Omar Ebdane of the Second District will also be seeking re-election, while for the First Legislative District, the party has fielded former Subic mayor Jeffrey Khonghun.
The full Sulong Zambales slate was completed by former mayor Wilma Billman, who will be seeking a new term in Castillejos town; Engr. Leo Lonzanida in San Antonio; businesswoman Doris Maniquis who is the party’s frontrunner in Botolan; provincial administrator Jun Rundy Ebdane for the capital town of Iba; businessman Napoleon Edquid for Candelaria; and civic leader Connie Marty for Sta. Cruz. Also running under the Ebdane ticket for the provincial board are: Jonathan Khonghun, Jose Benedicto Felarca, and Jose Gutierrez for the First District; and Atty. Sancho Abasta, Atty. Sam Ablola, Atty. Roberto Blanco, Atty. Renato Collado, Engr. Porfirio Elamparo, former Cabangan mayor Jess Mendigorin; and Mayor Jean Moraña of Candelaria.
Staying true to the party slogan “Walang Iwanan,” all the candidates in the municipal level, who have filed their respective COCs earlier in the day, accompanied the governor and the rest of the provincial ticket at the provincial COMELEC office in Iba. Ebdane said he and his party mates have banded together under the Sulong Zambales Party despite belonging to different national political groups, in order to continue the effective implementation of local development initiatives under his administration.
The party, which was formally created only in March this year, is the first local political party to be founded in Zambales. “Our collective leadership has been recognized over the last two years, highlighted by the DILG Seal of Good Housekeeping which was awarded to the province and its municipalities in 2011,” Ebdane said. Ebdane said the Sulong Zambales Party will be known for its people-oriented programs, adherence to the rule of law, peace and order, greater economic opportunities, and participating governance.
