A SANDIGANBAYAN official withheld comment regarding the possibility of former President Gloria Macapagal-Arroyo being arrested next week for entering into the controversial national broadband network deal in 2007.
This developed after the anti-graft court said its fourth division handling the three graft charges against Arroyo was given 10 days to determine probable cause to issue a warrant of arrest.
The window period will end on January 13.
Earlier in the day, the Sandiganbayan raffled off the cases to the division chaired by Justice Gregory Ong, who will be joined by Justices Jose Hernandez and Maria Cristina Cornejo.
“To ensure that all pronouncements will be accurate, Justice (Gregory) Ong wants all queries about the GMA (Arroyo) cases to be raised before his staff or clerk of court because they are in constant touch with him and can thus readily verify matters,” Sandiganbayan Executive Clerk of Court Renato Bocar told Sun.Star.
Arroyo is currently detained at a hospital suite in the Veteran’s Memorial Medical Center (VMMC) after she was accused of rigging the results of the 2007 senatorial elections, particularly in vote-rich Maguindanao.
Besides Arroyo, graft charges were slapped on her husband Jose Miguel, former Transportation secretary Leandro Mendoza and former elections chief Benjamin Abalos, who is likewise held for poll sabotage at the Southern Police District headquarters in Fort Bonifacio in Taguig City.
Graft charges are bailable but Arroyo and Abalos will still be under detention because they have been earlier indicted for a non-bailable offense.
At present, government agencies in the Philippines do not have a consolidated network.
The deal with Chinese telecommunications firm ZTE Corp. in April 2007 could have done this objective but the project was cancelled by Arroyo six months later due to allegations of illegal kickbacks and commissions.
The Office of the Ombudsman, which filed the graft case last week, included Arroyo in the charge sheet after she reportedly received “directly or indirectly, any gift, gratuity, or favor” so that the deal would push through.

CONGRESSWOMAN Gloria Macapagal-Arroyo’s rise and fall from power has eclipsed some of the recent issues and personalities for 2011, making her one of the top newsmakers in the country and her home province of Pampanga.
The former President’s arrest and current legal battles have polarized people, making every event of her current life a source of entertainment and fascination for most.
From her hospitalization in June for a “pinched nerve” at the St. Luke’s Medical Center in Taguig City, people have mixed reactions and feelings over how the government of President Benigno Aquino III is treating the former President.
Arroyo underwent three cervical spine surgeries and was also found suffering from hypoparathyroidism and a rare bone mineral disorder.
In November, Arroyo tried to flee the country to seek medical treatment but was prevented by the watchlist order issued by Justice Secretary Leila de Lima, despite the Supreme Court order that allowed her to leave.
A Pasay court issued a warrant of arrest against her for electoral sabotage and was detained at the St. Luke’s Medical Center in Taguig City, and then transferred to the Veterans Memorial Medical Center (VMMC) later on.
Her continuing struggles are expected to make news headlines even until the first quarter of 2012.

The loving governor has blazed through 2011 with flying colors, marking her first year in office with milestones in quarry collections, millions for development projects and dozens of grassroots programs that have made Pampanga a phenomenon. Indeed, it is for Kapampangans “Alagang Nanay, Serbisyong Tunay.”
‘Trustworthy’ Edpam
Angeles City Mayor Edgardo Pamintuan has planted a seed of trust in the hearts of Angeleños, which for years were burdened by disappointment in the previous administration. This is the very reason why his administration has done and achieved so much than what is expected.
The mayor’s expedient solutions to the City Government’s multiple debt problems at once earned him the trust of citizens and businessmen, a much-valued coin that paid for patience and consideration from the Angeles Electric Company, the Metro Clark Waste Management Corporation, and the Philippine Veterans Bank.
This willingness to trust Pamintuan has freed the City Government to launch more projects to benefit its citizenry, from medical and dental missions, finding solution to the traffic and garbage mess, the establishment of the Angeles City Renal Care unit to major improvements in the Rafael Lazatin Memorial Medical Center (RLLMC), to renegotiating plans for an impractical sports coliseum into a much-needed public city college.
Politicians’ ‘Godfather’
His expertise in lawmaking has made first district Representative Carmelo “Tarzan” Lazatin known a “godfather” of Pampanga politicians.
The past year, Lazatin’s performance in the Congress has earned him a Most Outstanding Congressman award, ranking third among all congressmen in the country by the Congress Magazine.
Lazatin gained the award following his pro-poor programs centered on education, health, employment and social services.
Moreover, Lazatin was the first congressman to have thought of addressing classroom backlog in his district when he started the “Kabahagi Ako: Adopt-A-School Program.” He was able to collect enough funds to repair and build at least 444 classrooms for Angeles City, Mabalacat and Magalang.
Lazatin was also the primary author of Mabalacat town’s cityhood bid, which he energetically pushed until its approval.
The ‘Visionary’ Mayor

No congressman in Pampanga can claim to have the most frequency of media exposure than third district Representative Aurelio Gonzales.
The son of peasant family from Mexico town has been making the news in 2011 with his list of community programs on health, education, and agriculture and poverty alleviation.
Considered one of the top political shakers and movers in the province, Gonzales has been making the headlines in the previous year when his privilege speech was included in the selected speeches of the 15th Congress published by the Office of the Secretary General and the Legislative Information Resources Management Department.
He was also given the honor as the first Filipino civil engineer to be conferred honorary membership by the Association of Structural Engineers of the Philippines (Asep).
Gonzales also has claim to be the first Kapampangan lawmaker to address the new Civil Engineering Board passers at the Philippine International Convention Center last December.
The lawmaker has made it to local and national newspapers with his millions of assistance to scholars, farmers and indigents.
‘Resourceful’ Chichos
Like the word resourceful implies, Clark International Airport Corporation President Victor Jose I. Luciano was able to deal skillfully and promptly with new situations and difficulties.
His knowledge in the aviation industry has become an instrument in the development of the Diosdado Macapagal International Airport as the country’s premier gateway.
Luciano has been effective in drumbeating his programs for the airport which attracted airlines including several budget carriers.
He was also instrumental in the drawing of the master development plan of the airport terminal which can accommodate 12 million passengers a year once it fully developed.
‘Relentless’ Boking
His relentless efforts to turn Mabalacat town into a city have made Mayor Marino “Boking” Morales most popular in 2011.
Morales envisions his town to be the Makati City of the North. In the past year, he managed to complete the cityhood requirements under the law, which include a land area of at least 10,000 hectares; population of at least 150,000 and an income of P100 million in the past two years.
He gained more popularity when he bravely faced the land dispute issue staged by Tarlac officials that have somehow compromised Mabalacat’s cityhood. Later, Morales said the land dispute will not peril his town’s expected cityhood in 2012.
‘Loyal’
Mayor Jerry Pelayo, despite continuing efforts of some officials close to the present administration of President Benigno Aquino for him to join the ruling political party, decided stay on the side of former President now Congresswoman Gloria Macapagal-Arroyo.
Pelayo has defined the real meaning of loyalty, unlike other politicians who in exchange of favors immediately shifted to the other political party.
The leadership of the present ruling party wants him to finally leave Lakas-Kampi-CMD (Christian Muslim Democrats) and join instead the Liberal Party (LP).
However, Pelayo maintained that he will remain loyal to his current party affiliation while supporting the present administration’s advocacy for good governance and other projects being implemented directly affecting the people of Pampanga.
The ‘Proactive’ Bizman
Following the declaration of Governor Lilia Pineda on December 12 as a special non-working holiday, businessman Rene Romero, in a local television program, admitted that he stills support the governor.
The Pampanga Chamber of Commerce and Industry Inc. (PamCham), through Romero, raised doubts as to the legality of the Capitol’s declaration.
However, Romero stressed in one interview that he will not turn his back on Pineda insofar as the governor continuously supports the development of the business sector in the province.
“The issue is too small to abandon the governor,” he stated in front of thousands of television viewers.

Sun.Star Pampanga learned this through a reliable source close to the group who said that a PML meeting took place in the house of Espino in Barangay Manga Cacutud last Wednesday afternoon.
The same source who requested anonymity said majority of the mayors “believe that Espino will be a strong contender for the second highest position in the province.”
“Lahat ng mga mayors na nag-attend ng meeting ay naniniwala na si Mayor Espino ay dapat na humabol bilang bise gobernador ng lalawigan Kapampangan, dahil sa kanyang experyensa at matagal na panunungkulan bilang isang barangay chairman, liga president at three-term mayor,” the source said.
The same source added that the mayors believe Espino will be a great help to Governor Lilia Pineda in the implementation of the Provincial Government’s programs like health services, education, infrastructure, food security, livelihood and others.
“Malaki ang tiwala at paniniwala ng mga mayors kay Mayor Espino, sa kadahilanan na naiintindihan niya ang mga pangagailangan ng mga tao sa barangay at munisipalidad. But Espino said in an exclusive interview over the weekend that it is still more than a year before the May 2013 elections.
“Matagal pa bago ang susunod na election, kaya hindi muna natin iniisip ang mga bagay na yan. Ang importante ay patuloy nating ibinibigay ang tunay na serbisyo at ipatupad ang mga programa at proyekto para sa aking mga kababayan,” he said.
Espino said, however, that he is greatly honored by the pronouncement of his fellow mayors.
“Siyempre, malaking karangalan na mapusuan ka ng kapwa ko mga mayors para ihabol bilang presiding officer ng Sanggunian Panlalawigan. Malaking responsibilidad ito pero maniniwala ako na kung tulong-tulong ang bawat isa sa amin ay walang imposible lalo na kung nasa puso ang pag-seserbisyo sa ating mga kapwa Kapampangan,” Espino said.
He said he has always supported the programs and projects of Pineda, since he believes that these are “pro-poor” and have benefitted the masses.

OFWs in Syria urged to heed call for repatriation

MALACANANG reiterated Monday its appeal to Filipinos in Syria to heed calls for mandatory repatriation after only 490 overseas Filipino workers (OFWs) of the total 17,000 have been repatriated since tension began in March.
Foreign Affairs Secretary Albert del Rosario flew to Damascus in Syria to personally facilitate the repatriation of some 4,000 Filipinos in the wake of escalating violence in connection with the uprising against President Bashar al-Assad.
“We would like to ask the Filipinos in Syria whether you are documented or undocumented to heed the appeal of the Philippine government,” Presidential spokesperson Edwin Lacierda said. “The [Department of Foreign Affairs] secretary is there right now and we would like to ask them to cooperate to ensure their safety and that’s the only purpose why we are appealing to them. We want to make sure that all Filipinos should be accounted for.
Ninety to 95 percent of Filipinos in Syria are believed to be undocumented, thus making it difficult to repatriate them.
Last December 22, the DFA raised the crisis alert level in Syria to “4”, thus, calling for the mandatory repatriation of Filipinos there amid the escalating tension there.
Lacierda commended del Rosario for personally overseeing the welfare of Filipinos in strife-torn Syria despite his old age.
“It shows that this government is serious in making sure that the safety of all the Filipinos is paramount in our agenda with respect to OFWs in Syria. That’s how seriously we take their safety. It shows how age does not matter insofar as Secretary Del Rosario is concerned,” Lacierda said, referring to del Rosario who is 72 years old.
Del Rosario earlier reported that the situation in Syria’s capital remains on high alert following the back-to-back car bombings last December 23.
He has ordered diplomat to proceed to Syria to oversee efforts by the Philippine Embassy to convince the 4,557 registered Filipinos to heed the government’s call for mandatory repatriation.
In a statement released late Monday afternoon, the DFA related that del Rosario already met with Syrian Foreign Minister Walid al-Moallem, Deputy Foreign Minister Ahmad Arnous, and other Syrian officials.
“Secretary del Rosario requested the Ministry’s assistance in further updating the Philippine Embassy in Damascus’ database on the deployment of overseas Filipinos across the country,” said the DFA. “This is in order to determine their exact location and other information on their deployment throughout Syria’s 13 governorates.”
The DFA also asked the Philippine Honorary Consuls in Aleppo and Idlib and Homs as well as Filipino community leaders, local media, and International Organization for Migration for assistance to help inform Filipinos of the mandatory repatriation order.

CLARK FREEPORT — At least 12 commercial aircrafts were diverted on New Year (January 1) to the Clark International Airport due to zero visibility at the Ninoy Aquino International Airport (NAIA).
Clark International Airport Corporation (CIAC) president Victor Jose I. Luciano said the diversion of the flights to Clark was caused by thick smog, which made it difficult for aircrafts to land at NAIA.
“We already have 10 aircrafts at Clark Airport, and we can accommodate them anytime. Clark Airport is safe,” Luciano said.
Commercial airlines from Cebu Pacific, Air Phil Express, Zest Air, Philippine Airlines and other foreign air carriers started to land at the 3.2-kilometer runway of Clark Airport around 7 a.m. of Sunday.
Luciano also said the Clark Airport is ready to accommodate flights for the safety and welfare of the passengers.
President Benigno Aquino III on December 29, 2011 signed Executive Order (EO) 64, making the Clark International Airport Corporation (CIAC), which operates Clark International Airport, an attached agency under the authority of the Department of Transportation and Communications (DOTC) headed by Secretary Manuel Roxas.
The move is seen to boost the development of Clark International Airport, geared as the country’s next premier gateway.
The EO was issued to oversee and monitor the developments at Clark airport.
Luciano said “this is a welcome development for the airport; and the government under the leadership of President Aquino can now focus to make Clark Airport as the next Premier International Gateway of the Philippines.”
Clark International Airport caters foreign and local air carries since operations started in October 2003. Among the air carriers flying out of Clark are Asiana Airlines of Korea, Air Asia Berhad of Malaysia, Cebu Pacific, Southeast Asian Airlines (Seair) and Tiger Airways of Singapore.
Luciano said that since 2003, Clark airport has been catering to more than three million passengers.
“Clark Airport is one of the busiest airports in the country today and we are still growing,” he said.

Justice department to beef up security amid threats

MANILA — The Department of Justice (DOJ) will beef up its security after its head, Secretary Leila de Lima, said she received “credible and reliable” threats.
“I’d rather be safe than sorry,” de Lima said Monday while announcing that agents of the department’s Intelligence and Service Operations Group and detailed members of the Presidential Security Group will be assigned to the department’s strategic points.
Although she denied she received death threats, de Lima said these “security threats” were the result of her moves to handle high profile cases.
“There was an advice that meron daw nagmamanman sa akin dyan sa paligid, sa labas and even within, but I asked our security group to validate that and that’s why ‘yun ang action nila, to beef up security,” she said.
She also confirmed that the threats were reportedly connected with the department’s filing of charges against retired Army Major General Jovito Palparan.
Palparan, dubbed the “butcher” by militant groups, had been charged by the DOJ for kidnapping and serious illegal detention in connection with the enforced disappearance of University of the Philippines student-activists Karen Empeno and Sherlyn Cadapan in 2006.
Even though the former military officer is now in hiding after a Malolos, Bulacan court issued a warrant of arrest against him, de Lima confirmed Monday that Palparan is still in the Philippines.
Authorities failed to nab Palparan at his house in Lakeview, Bagong Ilog in Pasig City on December 30 despite a government offer of P500,000 for any information leading to his arrest.
But de Lima was quick to withhold details of his location so as not to jeopardize the ongoing manhunt operations launched against him by the National Bureau of Investigation (NBI) and the Philippine National Police (PNP).
“They (NBI and PNP) have no vacation. They are continuously searching but as of the moment, we have agreed that we cannot be disclosing the details of what they are doing unless there are significant breakthroughs,” she said.
Also charged with two counts of kidnapping and serious illegal detention are Army Master Sergeant Rizal Hilario, Lieutenant Colonel Felipe Anotado and Staff Sergeant Edgardo Osorio.
Hilario is still at large, while Anotado and Osorio surrendered to authorities last December 20 after a warrant of arrest was issued against them.
Anotado and Osorio are now detained at the Philippine Army headquarters in Fort Bonifacio, Taguig City, after they were able to convince Judge Teodora Gonzales that there were threats to their security. (JVC/Virgil Lopez/Sunnex

Institutionalization of Clark Cares Program mulled

CLARK FREEPORT — Clark Development Corporation (CDC) president and CEO Felipe Antonio Remollo said he is studying plans to institutionalize the Clark Cares Program to provide continuous assistance to communities around this Freeport and to people and regions affected by calamities.
Remollo, in a recent interview after the success of the “Clark Cares: Human Chain for Typhoon Sendong Victims” last December 28, said the move will give the program a much further boost and render continuity to its program objectives.
“We plan to incorporate it so that we can help more people in need in times of calamities. The Clark Cares program is a good vehicle to unite efforts in helping people in need,” he said.
The Clark Cares Program was started by Remollo upon his assumption as CDC president. The CDC had launched the Clark Community Assistance, Relief and Emergency Services or “Clark Cares” in October of this year, amid preparations for upcoming typhoons expected to hit the country.
The Clark Cares Program was brought to the test when it was able to muster hundreds of participants in the “Human Chain for Typhoon Sendong Victim” event here.
The event gathered P604,000 in cash donations from hundreds of participants who trooped to the parade grounds.
Remollo said the relief operations are not only the CDC’s response to the dire conditions wrought by typhoons but also the state-owned corporation’s new Corporate Social Responsibility (CSR) program that is geared to help address the various concerns that affect local communities.
The CDC president said the institutionalization of the program will unite Freeport officials, employees and locators during efforts for relief and assistance operations not just in Pampanga but also in other parts of the country.

ANGELES CITY — The City Government here is a recipient of the Local Government Support Fund (LGSF) amounting to P25 million for successfully obtaining the Seal of Good Housekeeping from the Department of the Interior and Local Government (DILG).
DILG Secretary Jesse Robredo told Mayor Edgardo Pamintuan that the fund shall be utilized as capital expenditures and shall be used to augment the approved 2012 Annual Investment Plan of the city.
Robredo stated in an official communication that the fund shall be used in implementing any or a combination of the following projects “only”: a) Rural electrification; b) Local roads connecting national roads; c) Arterial farm-to-market roads and bridges; d) Local economic enterprises; e) Flood control and drainage; and f) To support the following priority projects of the National Government: Millennium Development Goals (MDG), Philippine Disaster Risk Reduction and Management Act of 2010, and Solid Waste Management Act of 2000.
Angeles City bagged the “Seal of Good Housekeeping” award given by the DILG in recognition of its exemplary performance in governance, full disclosure policy, transparency and accountability.
The city also excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement, and resource mobilization.
Pamintuan is thankful of the achievement, saying the P25 million will be a big help to the various development projects of his administration.
“This support fund will augment the expected reduction of our Internal Revenue Allotments (IRA) share this year,” Pamintuan said.
The mayor said the infrastructure projects that will be funded using the LGSF were already identified and submitted to the DILG for approval.
“As soon as the DILG has determined the soundness of the project, it will be endorsed to the Department of Budget and Management (DBM) for fund processing,” he said.
Also in 2011, Angeles City ranked fourth among local government units in the highly urbanized cities category in terms of effective and efficient implementation of the Local Governance Performance Management System.
The recognition was also given by the DILG.
“The awards and achievements that we have received inspire us to do more for our city and our people,” Pamintuan added.

‘Police did not use guns during New Year’

CAMP OLIVAS — Philippine National Police (PNP) Central Luzon chief Edgardo Ladao said policemen did not use their guns to make noise during the New Year’s celebration.
Ladao led the inspection and removal of the sealed tapes on the policemen’s firearms that were put before the New Year.
“No firearm of PNP personnel was involved in indiscriminate firing,” Ladao said after removing the seals on Monday.
The removing of seals is the culmination of the “No firing of guns” program that aims to prevent illegal discharge of firearms by members of the police force during the holidays.
“It has been a constant reminder from our Police Director General Nicanor Bartolome that all PNP personnel should be responsible firearms holders,” Ladao said.
At the Pampanga Police Office, Senior Superintendent Edgardo Tinio said no policeman from his jurisdiction used his firearm during the holidays.
Relatively, there were only two reported victims of stray bullets from Pampanga and Bulacan.
No fatal casualties were reported in the region during the New Year’s celebration.

ARAYAT – A businessman from Mexico town in Pampanga was seriously injured in a shooting incident Wednesday along the portion of Gapan-Olongapo road in this town.
Reports from the Pampanga Police Provincial Office (PPPO) revealed the incident happened Wednesday at about 8:50 p.m. in front of Beth store located at Purok 1 of Barangay San Nicolas here.
Authorities identified the victim as Mannylito Paras Pangilinan, 40, married, businessman and a resident of Sitio Tramo, Barangay Lagundi in Mexico town.
The victim was riding his Kawasaki HD-III tricycle on his way to Matamo, Arayat when two armed men fired at him.
The suspects reportedly used a M-6 rifle as evidenced by seven empty shells and one live ammunition recovered by the town police. (Herbert P. Mapiles)
