Council okays P16-B dam in Tarlac

CITY OF SAN FERNANDO — The Regional Development Council (RDC) in Central Luzon recently gave the green light for the construction of the P16.09-billion Balog-Balog Multipurpose (BBM) dam in San Jose town, Tarlac.
In a statement, RDC said the rock-filled dam, which is part of the second phase of the BBM project of the National Irrigation Administration (NIA), will be about 113.5 meters from the riverbed to the crest with water storage capacity of 625 million cubic meters.
The facility is expected to render irrigation services to an additional 21,935 hectares of farmlands in the province, bringing the total irrigation service area of BBM project to 34,410 hectares.
A reservoir of around 1,800 hectares within the edifice will be utilized for tilapia production.
Once constructed and fully operated by 2016, the BBM dam is projected to produce an incremental crop yield of 116.7 thousand metric tons of rice per year with an estimated value of $34.72 million and 93.55 thousand metric tons of tilapia per year with a net production of P506 million.
Apart from irrigation and fishery, the RDC said the dam will also be complemented with a hydro-electric power plant with a total installed capacity of 43.5 megawatts that can supply the present power requirements of Tarlac City or four medium-sized towns with an aggregate population of about 250,000.
RDC is the highest policy-making body in Central Luzon and serves as the counterpart of the National Economic Development Authority board at the sub-national level. It is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region and serves as a forum where local efforts can be related and integrated with national development activities.
Council members include all governors, city mayors, municipal mayors of capital towns, presidents of municipal mayors league, regional directors of National Government agencies and representatives from the private sector.

Girl raped by neighbor

ANGELES CITY — A six-year-old girl was allegedly raped by her neighbor in a village here on New Year, the city police said.
The suspect — Reynaldo Mercado, 45, of Barangay Balibago — was drunk when he abused the victim, according to Chief Inspector Luisito M. Tan, Police Station 4 chief.
Mercado was charged with rape before the City Prosecutor’s Office Monday.
The suspect denied raping the girl, saying he treated the victim as his own child.
“Hindi ko po magagawa ‘yun, parang anak ko na po ang bata,” Mercado said.
But the girl told her parents and policewomen handling the case that Mercado kissed her and abused her.
Physicians found lacerations on the girl’s organ, Tan said.
The inquest fiscal confirmed the detention of Mercado, who is now detained at the Police Station 4. (Reynaldo G. Navales)

Government adopts new payroll plan

THE Philippine government will adopt a national payroll system within the year covering the departments of Education, Public Works and Highways, Budget, Finance, the Armed Forces, and the National Police.
Announced by Budget Secretary Florencio Abad on Tuesday, the move is part of the Good Governance and Anti-corruption (GGAC) plan, intended to simplify and integrate the government’s database to further improve efforts against graft and corruption.

Under the plan, which also aims to ensure transparency in government transactions, all government agencies are also required to disclose their budget information, Abad said.
The government is also expanding the operations of the Philippine Government Electronic Procurement System to further promote transparency.
Abad added the President also wants all local government units to disclose their budgets.
The GGAC pursues three initiatives such as transparency, accountability, and citizen engagement, Budget Secretary Florencio Abad said after emerging from a Cabinet cluster meeting in Malacanang.
“The proposal was approved without objection,” Abad said, adding it was discussed for two hours.
“Pursuing transparency, accountability and citizens engagements requires us to also look into the necessary legislation and policy that need to be reviewed and strengthened. And then promote the digitization and innovations in governments operations. And finally, undertake an aggressive advocacy and communication campaign,” he said.
As a punitive action, the government will work for speedy resolution of different cases, particularly those about graft and corruption. It targets to improve the annual case resolution rate of the Department of Justice (DOJ) from its present level to about 85 percent.
The Revenue Integrity Protection Service (Rips) output will also be increased, the Budget chief said, adding the government is also strengthening its single portal for government information.
The government also expects the business and economic environment to improve once the measure is in place.
For his part, presidential spokesman Edwin Lacierda said the components of the cluster plan address problems of graft and corruption by timely analysis and reporting of government data.“It also aims to harness a stable society as a partner in these efforts for better and detailed explanations,” he said. Government peace panel gets new military adviser

A VETERAN brigade commander with the 6th Infantry Division in Maguindanao has been designated the new senior military adviser to the Government of the Philippines peace panel negotiation with the Moro Islamic Liberation Front (MILF), the Office of the Presidential Adviser on the Peace Process (Opapp) announced Tuesday.
Brigadier General Leo Cresente Ferrer replaces Brigadier General Restituto Aguilar, who retired in August.
Ferrer, a former commander of Task Force General Santos, was tapped to lead the 601st Infantry Brigade in 2009 right after the Maguindanao Massacre.
The Opapp, in a press statement, noted Ferrer “helped recover the Ampatuans’ firearms cache and apprehend those allegedly involved in the massacre.”
The Ampatuans are a powerful clan in Maguindanao believed to be behind the deaths of 57 people killed in 2009 over a political rivalry.
“When his brigade was transferred to Lanao del Norte where Commander Bravo Macapaar of the MILF Bangsamoro Islamic Armed Forces operated, Ferrer was able to deal with lawless armed groups involved in kidnapping, piracy and extortion while ensuring that no violations were made against the ceasefire agreement,” Opapp added.
Prior to that, Ferrer was also a “pioneer member and secretariat head” of the GPH Ad Hoc Joint Action Group, a joint effort between the government and the MILF to deal with “lawless elements” in or near MILF communities.
“I am pleased that someone like Brigadier General Ferrer, who’s bringing with him rich insights and experiences, will be working closely with our negotiating panel,” Presidential Peace Adviser Teresita Quintos-Deles said.
Ferrer, who hails from Pangasinan, graduated from the Philippine Military Academy in 1981.

Low pressure area off Mindanao won’t turn into storm

STATE weather forecasters ruled out the possibility of a storm caused by a low pressure area off Mindanao even as the government asked the residents to heed warnings in case of a pre-emptive evacuation due to heavy flooding.
Foreign weather agencies also had the same assessment after the Japanese Meteorological Agency and the Joint Typhoon Warning Center of the US Navy did not issue any storm alert on Tuesday.
The weather disturbance was spotted at 550 kilometers east southeast of General Santos City and is expected to dump rains in the island in the next few days, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
“Right now, there is a slim chance for the LPA to intensify into tropical depression in the next three days. However, we are expecting it to bring rains over Eastern Mindanao beginning Wednesday,” Pagasa Administrator Nathaniel Servando told Sun.Star.
In response, the National Disaster Risk Reduction and Management Council (NDRRMC) issued a red alert status, where agencies and the local government units had to coordinate efforts in preparation for the potential storm.
NDRRMC Executive Director Benito Ramos also advised regional centers in Mindanao to undertake precautionary measures including pre-emptive evacuation of families in low-lying and mountainous areas if the situation warrants.

Proposed Skybridge to cut Edsa traffic by 40%

TRAFFIC on the Philippines’ busiest highway will be slashed by as much as 40 percent once a new alternate structure called the Skybridge will be built.
This was announced on Tuesday by the Metropolitan Manila Development Authority (MMDA), saying the elevated roadway will serve as an alternate route to Epiphanio de los Santos Avenue (Edsa), the country’s busiest highway.
The Skybridge will begin at E. Rodriguez Avenue in Quezon City and end at an area near the former Sta. Ana Racetrack in Makati City, resulting in improved travel times to and from both locations to 15 or 20 minutes, instead of the current one hour or more, the MMDA said.
The 8.3-kilometer-long Skybridge is expected to cost P11 billion and may take a year to be built.
Once the Skybridge is in place, travel along Edsa would be faster by as much as 20 to 29 kilometers per hour at the north-bound lane and 20-29 kilometers per hour at the south-bound section.
“The design of the Skybridge would utilize esteros, thereby not affecting traffic flow along EDSA and other streets,” MMDA Chief Francis Tolentino said.
He also said that the agency would first seek the approval of the National Economic and Development Authority and the Department of Public Works and Highways (DPWH).
Last year, DPWH Secretary Rogelio Singson said his office is evaluating a proposal to build an elevated highway over Edsa from Roxas Boulevard to Balintawak in Quezon City to address the worsening congestion in the metropolis’ prime thoroughfare.
The proposed project will cost approximately P50 billion and will also consist of three lanes for both the north and south-bound portion. (AH/Sunnex)

Prosecution dares Chief Justice to disclose assets

MANILA — The House prosecution panel challenged Tuesday Supreme Court (SC) Chief Justice Renato Corona to disclose his statements of assets, liabilities, and net worth (SALN) after receiving documents indicating his purchase of a high-end condominium unit in Taguig City.
Corona and his wife Cristina purchased a 303.5-square-meter condominium unit from the Megaworld Corporation on December 16, 2009, said House justice committee chairman Niel Tupas Jr., also the prosecution panel head, citing documents the panel received.
Also included in the condominium purchase were three parking slots measuring 12.5 square meters each.
The unit purchased is situated in the 38th floor of Bellagio Tower 1 located at the Fort Bonifacio in Taguig City.
The Condominium Certificate of Title was then transferred just five weeks after the P14.5-million unit was purchased.
Corona was an associate justice before he was appointed by former President Gloria Macapagal-Arroyo as Chief Justice in May 2010.
“We are challenging the Chief Justice to disclose to the public his Statements of Assets and Liabilities. There are still many other documents in the possession of the panel showing Corona’s properties,” Tupas said.
The prosecution team has accused Corona of culpable violation of the Constitution and betrayal of public trust for his failure to disclose to the public his SALN.
This is one of the eight articles contained in the impeachment complaint signed by 188 members of the House of Representatives.
Court Administrator and SC spokesperson Midas Marquez earlier said an appropriate motion should be filed before the SC questioning a September 1992 en banc resolution.
The en banc resolution issued during the term of Chief Justice Andres Narvasa disallows the disclosure of the SALN of the members of the judiciary.
In Malacañang, President Benigno Aquino III instructed his Cabinet and Liberal partymates to distance themselves from the Senate, which will act as impeachment court as the trial against Chief Justice Renato Corona starts on January 16.
Budget Secretary Florencio Abad said the President made the instruction to avoid accusations that the executive is trying to intervene in the impeachment process against Corona.
“We respect the separation of branches here. The President has given us instruction to distance ourselves especially from the Senate because they are going to act as a trial court,” Abad said.
Abad said there were no efforts coming from the executive or the partymates of Aquino in the Liberal Party to influence the senators, two weeks before the impeachment trial starts.
Presidential spokesperson Edwin Lacierda echoed Abad’s statement, saying the President would want to allay accusations that the executive branch is “encroaching all the branches of government.”
The Budget chief, meanwhile, assured that the Aquino administration will cooperate with the prosecutors of Corona’s case by providing information that will be needed in the trial.
Malacañang will also leave it to the Senate whether it will agree to conduct preliminary hearings before the impeachment trial.
Meantime, a fifth petition to stop the impeachment trial of Corona was filed before the Supreme Court Tuesday by Alan Paguia (lawyer of former President Joseph Estrada) and former lawmaker Homobono Adaza.
The two accused the House of Representatives of grave abuse of discretion amounting to lack of jurisdiction by accepting the articles of impeachment against Corona before it was verified.
“Under the third Paragraph of Section 3, Rule 7 of the Rules, an unsigned pleading produces no legal effect,” the 23-page petition read.
Similar petitions were earlier filed by lawyer Vladimir Cabigao, tax informer Danilo Lihaylihay, Oliver Lozano, and former Integrated Bar of the Philippines president Vicente Millora.
Lacierda said the Palace will leave it to the SC to decide on the petition but they also expect the High Court to let the impeachment process in the Senate prosper.
“We will be more than happy if the SC issued a statement that this is already a political question and now subject to the discretion of the representatives of the people,” he said.
Senators, acting as judges on the complaint, will resume their legislative duties after a month-long holiday break on January 16 but actual trial may begin later if Corona’s request for pre-trial will be granted.
A pre-trial will help expedite the proceedings since the process will determine how many witnesses will be summoned and what documents will be presented by both the prosecution and defense panels.

Public school teachers get P100,000 assistance

STA. ANA — Mayor Rommel Concepcion distributed Tuesday P100,000 as assistance to the Public School Teachers Association of Sta. Ana in a bid to improve teaching conditions here.
Concepcion said the fund is the annual contribution of the Municipal Government of Sta. Ana to the various programs of the association.
He said the fund is expected to be used for the development programs for the teachers.
“We expect the funds to be used for the teachers’ immediate assistance program like medical and other teaching-related needs,” Concepcion said.
Concepcion also urged the group to create a system of support programs for public school teachers here. He said the move would ensure that the teachers would be able to avail themselves of certain benefits in times of need.
The Municipal Government, according to Concepcion, has also allocated a yearly funding support for the public school teachers, senior citizens and indigents based on available funds.

Refurbished Magalang hospital opens Monday

CITY OF SAN FERNANDO – The Provincial Government said the newly rehabilitated Don Andres Luciano Memorial Hospital (DALMH) (formerly known as Balitucan District Hospital) in Magalang town will open to the public on Monday.
Governor Lilia Pineda said at least P35 million was spent for the construction of the new building. The budget was part of the some P700 million released by the Capitol in 2011 for various projects on health, education, livelihood and infrastructure, among others.
The 50-bed district hospital mostly serves residents from nearby Angeles City, Arayat and Mabalacat towns.
The newly completed building also houses the wards, emergency room, laboratory, pharmacy, dental offices, supply room, doctor’s quarters and staff offices.
Pineda said the upgrading and rehabilitation of several district hospitals in the province including the DALMH aims to provide efficient and effective health services for the underprivileged Kapampangans.
Earlier, the governor met with George Samson, president and CEO of the Detroit, Michigan-based World Medical Relief Inc. (WMRI), Representative Carmelo Lazatin (1st district, Pampanga) and Magalang Mayor Romy Pecson at the Clark Freeport to finalize plans for the opening of the hospital’s new building next week.
Pineda thanked Samson, a native of Barangay San Pedro II in Magalang, for the WMRI’s donation of beds and other hospital equipment.
Pineda said Department of Health also gave P5 million for the birthing station at the DALMH, which sits on a one-hectare area donated by Don Andres Luciano, grandfather of Clark International Airport Corp. president and CEO Victor Jose Luciano. (Herbert P. Mapiles)
