CANDABA — The Provincial Government urged local officials here to expedite the processing of papers involving the transfer of certificate of titles of the lot where the community hospital is proposed to be constructed.
This came as the construction of the hospital has been delayed as a result of the problem involving ownership of the lot.
“It is up to the officials of this town on when we can construct the hospital. It all depends on their diligence,” Governor Lilia Pineda recently told the barangay officials.
Pineda, in a meeting with the barangay officials here, reiterated that she is not abandoning her promise of establishing a hospital for the residents in Candaba East.
“Our cabalens in the Tagalog region of Candaba go to Bulacan for medical attention when, in fact, they should be going seeking medical attention in Pampanga. They are also Kapampangans that need our attention,” Pineda said.
Among the barangays that could benefit from the hospital are Paligui, Bahay Pare, Dulong Ilog, Pulung Gubat, Barit, Tinajero, Mangga, Dalayap, Visal Sto. Nino, Visal Sto. Cristo, Visal San Pablo, Pulong Plazan and Pangclara.
In addition, the governor also planned to construct a birthing station in the municipal extension hall in Barangay Salapungan.
With this, the residents thanked the Provincial Government.

Guv, agri department distribute hand tractors

CITY OF SAN FERNANDO — The Department of Agriculture (DA), in cooperation with the Provincial Government of Pampanga led by Governor Lilia Pineda, distributed hand tractors to various towns of the province at the Capitol on Wednesday.
The distribution is part of the DA’s commitment to mechanize farm work by helping farmers and farmer associations with acquiring their own farm machineries under a cost-sharing scheme.
However, for the distributed tractors, Pineda said the DA has given them all to the various municipalities with the cost already shouldered by the department. She added that the facilities will greatly boost the farm production among farmers.
“I am asking the mayors to utilize these machineries to the fullest benefit of their farmer constituents. The machineries are now under their care and should be given fuel funding so that they can be used by farmers within the whole cropping season,” Pineda said.
Meanwhile, Mayor Condralito dela Cruz thanked Pineda and the DA for the machineries given to local government units.
He said their hand tractor will be made available for use to various barangays on a schedule to be determined by the Municipal Agriculturist of Porac. (Ian Ocampo Flora)

Officials form new local party in Angeles City

ANGELES CITY — A new political party, with an all-Kapampangan membership, was formally launched here Wednesday in a bid to broaden grassroots participation in local politics and policy-making.
Angeles City officials, led by Mayor Edgardo Pamintuan, multi-sectoral representatives and ordinary citizens gathered at Mar’s Garden Restaurant for the founding assembly of Partido Abe Kapampangan to ratify its constitution and by-laws, pass resolutions and elect its officers.
Pamintuan told Sun.Star Pampanga that the local party was created to advance the interests of Kapampangans here and abroad.
“Basically, Partido Abe Kapampangan was founded to advance the interests of Kapampangans wherever they are. This first every Kapampangan local party will bear the dreams and aspirations of ordinary citizens and members because it transcends politics to encompass aspects like culture and environment,” Pamintuan said.
He described Partido Abe Kapampangan as a broad, citizen-based political party. It will not only have politicians as members, he said, but card-bearing members among the ordinary citizens addressed as “Abe,” (friend, comrade) regardless of rank and gender.
Pamintuan added it is open for affiliation with any other political party.
Partido Abe Kapampangan has a national reach and membership among Kapampangans who reside outside Pampanga or Angeles City and is seen to actively participate in local and national elections, either through the fielding of its own candidates and/or adoption of national candidates, based on principled alliances with other political groups and parties.
Aside from participation in elections, Pamintuan disclosed, Partido Abe Kapampangan shall also engage in issue advocacies, such as good governance, participatory governance, clean and sustainable environmental management and other issues consistent with the party’s basic principles.
The party’s basic principles are anchored on “Four Pillars”, which include parity and equitability in development; participatory governance; efficiency in service; and transparency and accountability.
“Definitely, Partido Abe Kapampangan will champion and advocate for the development of Pampanga and the interests of the Kapampangans wherever they are, not only during election time but every time,” Pamintuan said

Vice guv supports senator’s programs, initiatives

CITY OF SAN FERNANDO — Vice Governor Joseller “Yeng” Guiao will always be in support of the programs and initiatives of Senator Aquilino “Koko” Pimentel III, according to the Guiao’s spokesperson Art Punsalan.
Punsalan said Guiao is particularly impressed with the advocacies of Pimentel under the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban).
Punsalan said both politicians share common advocacies and political values.
Both Pimentel’s father former Senator Aquilino Pimentel Jr. and the late Bren Guiao shared friendship that Punsalan said is now shared by their sons.
“The vice governor shares the good senator’s concern
for disaster preparedness, concerns of the youth sector and of overseas Filipino workers. This same concerns are also among the main issues that the vice governor tries to address in his own little way in government,” Punsalan said.
In an interview with the press, Pimentel said high priority should be given to disaster preparedness systems, as he lauded President Benigno Aquino III for allocating P14.2 billion as disaster preparedness fund in addition to the P7.5-billion calamity fund in the 2012 General Appropriations Act. Screenings for free cleft palate, lip surgeries opened

BACOLOR — The Kapampangan Development Foundation (KDF), in cooperation with the Philippine Charity Sweepstakes Office (PCSO), will be hosting the next batch of screenings for its free cleft palate and cleft lip surgeries.
KDF president Benigno Ricafort told Sun.Star Pampanga that the screenings will be held at the Jose A. Datu Medical Center (JADMC) in Barangay San Vicente here on April 11.
Ricafort said the funding for the programs has been made possible through the cooperation of the PCSO. He said such free surgeries aim to benefit indigent Kapampangans and their families suffering from facial deformities like cleft palate and cleft lip.
“The expenses for such operations are really very burdensome to most indigents. The program aims to lighten that burden and give beneficiaries a better chance to live their lives without such deformities, particularly, the young ones,” Ricafort said.
The incidence of oral cleft in the Philippines is estimated at one in every 500 live births. With an average of two million live births a year, 4,000 new cleft cases are added annually here in the country.
Recent study shows that malnutrition and lack of Vitamin 6 and Folic Acid during pregnancy period might be one of the causes of harelip, cleft palate and other facial deformities.
Ricafort said commercial reconstructive surgery usually costs thousands of pesos, but with the KDF program, patients would not be spending for the surgery as it would be shouldered by KDF and other partner organizations that share their resources for the program.
During the screening date, KDF will also have cataract surgeries, prosthetic distributions, among others.
The event is expected to be attended by partner organizations like Rotary Clubs of Pampanga, Quota International of Pampanga, Soroptimist Club, Lions Club, and government officials. (Ian Ocampo Flora)

Scouts to hold homecoming in Clark

CLARK FREEPORT — At least 33 members from the seven chapters of the
Philippine Scouts Heritage Society (PSHS) based in United States will join the homecoming activities inside this Freeport on April 7 and 8.
Albert Labrador, PSHS spokesperson, said aside from the seven chapters in the US, some 60 local members in the country will also join the PSHS reunion.
The PS “Living History” Company will host the event in cooperation with
Clark Development Corporation–Tourism and Promotion Office.
The event will also be assisted by Peregrine Development Int’l Inc., VFW Post 2485 A.C, 600th ABW–PAF, Arts Culture Tourism Office of Pampanga,
Clark Riding Stable Inc. Wind Tunnel International, Fontana Leisure Parks, DNS Clark, Military Vehicle Collectors Club ofthe Philippines, and Dominic Aquino.
“This will be the very first time the PSHS will have its reunion in
Philippine soil and in the home Fort of the Scouts at Fort Stotsenburg
Hotel,” Labrador said.
Labrador said the Philippine Scouts was authorized by the US Congress on Feb 2, 1901 enlisting 6,000 Filipinos for service in the US Army.
In April 10, 1922, the Philippine Division was organized and the carabao insigna with the red and yellow colors of Spain was adopted on July 8, 1922.
By the outbreak of the World War II, the Scouts increased to 12,000 from a prewar strength of 7,000 and became the US front line troops in the Pacific during the WWII.
Filipinos considered selection to the Philippine Scouts a great honor and although many scouts were the sons of Gen. Emilio Aguinaldo soldiers, they were intensely loyal to US, deeply proud of their regiment.
The Philippine Scouts were official integrated into the regular US Army in 1923. The scouts were famous for their soldierly qualities.
The Philippine Scouts were trained and disciplined as any soldier in history. They were elite, highly spirited and well-known throughout the Army for their love of soldiering and superb marksmanship with both pistol and rifle.
Labrador said registration will be held on April 7, where some of the veterans like Felipe Fernandez and Dan Figuracio will share first-hand accounts. There will also be showing of the documentary film “Forgotten Soldiers,” remembering the soldiers interred at the Clark Cemetery, and presentation of Japanese Perspective on the Philippine Defense Campaign in 1941-42.
At 10:30 a.m. to 12 noon on April 8, there will be wreath-laying at the Clark Veterans Cemetery. At 4 p.m., a Battle Re-enactment at the Parade Ground in front of the Clark Museum will be held, Labrador said. (Reynaldo G. Navales)

Police nab man for drugs

MABALACAT — Police apprehended recently a 42-year-old man suspected of selling illegal drugs in Barangay Camachiles here.
Suspect Jimmy Bondoc Lawrence, of Santa Lucia Resettlement Center, Magalang town, was arrested in a buy-bust operation conducted by elements of the town police led by Senior Inspector Rogelio V. Manalang.
Superintendent Rodney Raymond Louie J. Baloyo IV, town police chief, said Lawrence yielded methamphetamine (shabu) after the drug operation.
The Angeles City Crime Laboratory Office confirmed that the substance seized from the suspect is illegal drugs.
Lawrence was charged with drug pushing before the Provincial Prosecutor’s Office in Angeles City.
Assistant Provincial Prosecutor Christopher J. Dela Cruz confirmed Lawrence’s detention with no bail recommended, according to Baloyo.
The suspect is now detained at the Mabalacat Police Station. He will be transferred to the Bureau of Jail Management and Penology in Angeles City. (Reynaldo G. Navales)

Damaged dike threatens safety of residents

ARAYAT – Local leaders in three villages here have expressed their worry for the safety of their constituents as the damages to several portions of the major dike here remain unattended several months after the recent typhoons.
Nazario Vinuya, village chief in Mapalad, said the Department of Public Works and Highways (DPWH) failed to rehabilitate the scourged portion of the Arayat-Apalit setback levee in their area, despite continuing request made by them.
Vinuya said the dike was destroyed in the latter part of last year when the province was bombarded by a series of
typhoons.
He said if the same volume of water during Typhoon Pedring will again cross the Pampanga River, thousands are threatened to be displaced considering that the damage sustained by the dike is yet to be addressed by the DPWH.
Vinuya likewise cited that the dike’s portion in Barangay Batasan is also in the same condition.
“Kapag malakas na ang ulan ay binabantayan na namin ang aming lugar. Bente-kuatro oras na ang ginagawa naming monitoring para hindi kami mabigla ng pagdating ng tubig,” he said.
Manuel Suva, Guemasan village chief, also noted that the dike in between their locality and Cupang village is also still in a “sorry state.” (Herbert P. Mapiles)

Town, Tesda launch ‘hilot’ training program

CANDABA – The Municipal Government, in coordination with the Technical Education and Skills Development Authority (Tesda), recently launched a “hilot” wellness training program here at the Ms. Earth Park in Barangay Mandasig.
Municipal Social Welfare Development officer Myline Biccay said the training has been conducted in three consecutive days under the theme of “Libreng pag-aaral para sa hanapbuhay na marangal.”
The participants came from the 33 barangays here.
Biccay also said the “hilot” wellness training was made possible through the help and participation of Archangel Schools for Skills and Development Inc.
She added that the same aims to provide home-based employment opportunities for each of the participant.

Motorists irked by traffic jams

CITY OF SAN FERNANDO – Motorists plying the stretch of Jose Abad Santos Avenue (JASA) in this city are disappointed by the daily heavy build-up of traffic in one of the province’s most important gateway.
The heavy traffic, starting early morning, is a result of three ongoing works – the Lazatin Flyover in the intersection of JASA; the pedestrian footbridge at Barangay Dolores; and road improvements between SM City Pampanga and Robinsons Starmills in Barangay San Jose – being done by the Department of Public Works and Highways (DPWH).
Motorists reached by Sun.Star Pampanga Thursday including Artemio Ocampo from Guagua and Luis Borromeo from San Fernando said they were irked by the construction works and the ensuing traffic jams that cause delays in trips and inconvenience to passengers.
“Parang wrong timing yata itong ginagawa nila. Sana pagkatapos na lang ng Holy Week nila inumpisahan dahil maraming papunta ng Subic at Bataan at pabalik ng Manila. Araw-araw ganito, eh. Nadi-delay ang biyahe umpisa ng madaling araw. Iyun aming alternate routes ay malayo. Iyung mga bus at truck hindi naman puwedeng pumasok sa mga daan sa loob ng San Fernando. Sana ay ayusin nila,” Ocampo, a public utility van driver, said.
Borromeo, a salesman, added: “It’s annoying. We understand that works have to done along this OG Road (former Gapan-San Fernando-Olongapo Road, now JASA). Pero sana pinaghandaan. This is my regular route every day. But 30 to 45 minutes of delay is a big factor in my work. Iyung iba na hindi familiar with the alternate routes, naliligaw. Just imagine kung gaano kahaba itong traffic from NLEx (North Luzon Expressway) exit at pabalik. At malakas sa gas ha? Ang mahal pa naman ng gasoline ngayon. I hope they could finish the works on time so traffic could normalize.”
Pines Pineda of the City Traffic Management Division (CTMD), in an interview, disclosed that the City Government is doing all it can to address the problem.
“Even if these are national projects, we are doing all we can to ease traffic along JASA. We have sufficient traffic enforcers and aides assisting personnel from DPWH. We have also posted advisories on alternate routes,” Pineda said.
Pineda identified the alternate routes for motorists.
“For the Lazatin Flyover construction, all vehicles from the east (Zambales/Olongapo) are advised to take SCTEX (Subic Clark Tarlac Expressway); east-to-west-bound vehicles, take Guagua/Bacolor leading to San Fernando; for east to west, motorists may take San Vicente, Mega Dike, Palawe, access road at Central Terminal; and from west to east, motorists can use the JASA flyover, the Manila North Road, then Barangay Del Rosario, Mega Dike or take the High School Boulevard in Teopaco, out towards Capitol Boulevard and use both outer lanes of the road,” Pineda said.
