Philippine communist guerrillas warned three mining companies Wednesday that they may be attacked again if they continue to use methods the rebels say harm the environment.
New People’s Army regional spokesman Jorge Madlos said the nickel mining companies in remote Claver town in southern Surigao del Norte province have refused to discuss the guerrillas’ concerns about the environment and the treatment of mine workers. Mining officials have denied the rebel allegations.
Military spokesman Col. Arnulfo Marcelo Burgos said attacks by more than 200 guerrillas on the sprawling mining compounds last October were part of extortion attempts. Government forces have bolstered security at the mines, he said.
The Maoist guerrillas disarmed guards, briefly held company staff, and burned company offices and heavy equipment during the Oct. 3 attacks, one of the largest rebel assaults in recent years. One of the companies was forced to temporarily shut down its operations.
Madlos acknowledged the rebels wanted what he called “revolutionary taxes” from the mining companies but said the attacks were primarily sparked by their concern over mining methods that have allegedly caused sea and land pollution in Claver, about 430 miles (700 kilometers) southeast of Manila.
The New People’s Army, which is listed by Washington as a terrorist group, has staged smaller attacks on mining companies and banana plantations in the south in the past, accusing them of exploiting the country’s resources and workers. The rebels are estimated to number slightly more than 4,000.
Peace talks with the guerrillas stalled last year after the government refused a rebel demand for the release of several of their captured comrades.
The Communist Party of the Philippines urged its armed wing, which celebrates its 43rd anniversary on Thursday, to intensify attacks on government forces, including small assaults that employ homemade bombs, land mines and booby-traps, “to demoralize and disintegrate the enemy.”

3 die, 17 hurt in highway mishap
About Angeles City, Clark, Subic and PampangaCAMP OLIVAS — Three persons died while 17 others were injured when their vehicle hit the slope of a culvert along the North Luzon Expressway (NLEx) in Barangay Suclaban, Mexico town Friday night.
In his report, Superintendent Ryan David, chief of police of Mexico, said three of the passengers of a Toyota Hi-Ace van (SKE-112) identified as Neila Bacugan, Fidela Robinson and Diosdado Basuel didn’t reach Jose B. Lingad (JBL) Memorial General Hospital alive.
The injured passengers, meanwhile, were rushed to the Angeles University Foundation Medical Center in Angeles City, Mexico Community Hospital in Mexico town and JBL were identified as Barangay councilman Romeo Rivera, 38; Romeo Palalon, 44; Mark Anthony Rivera, 11; Ronaldo Geogano, 33; Roberto Andaya, 38; Vicente Ignacio, 68; Teresita Corpuz, 67; Conrado Sabrani, 64; Lorenza Manuel, 77; Chyntia Bungares, 44; Mile Baswelt; Vangie Bacalzo, 69; Felesitas Lota, 77; Eleoteria Agustin, 68; Betty Laude; Florentina Lucasan, 65; and Manolita Bascuel, all of Caloocan City.
According to reports, driver Palalon lost control of the steering wheel while travelling along NLEx heading south, and accidentally hit the slope of a culvert and overturned. It then hit a tree on the right embankment of the road until it rested right side down facing north.
The van was registered to Barangay Bagombong, Caloocan City, the report said.
David said the van was taken to the Pulilan Storage facility in Pulilan, Bulacan.
The driver was invited to the Mexico Police Station for questioning and charges are being readied against him.

Special employment program enrollees welcomed
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — About 700 senior high school and college students enrolled this summer under the Special Program for Employment Students (Spes) were welcomed by the City Government recently.
The Spes aims to help poor but deserving students pursue their studies by giving them jobs during summer or semestral breaks.“Education is one of our top priorities,” said Mayor Oscar Rodriguez, whose priority and flagship is anchored on education.
The Spes beneficiaries, who underwent a stringent selection process, will be assigned at the different offices of the local government unit and will receive the same salary as regular city employees.
Mark Anthony Mallari, a graduating Business Management student of Don Honorio Ventura Technological State University, along with other Spes enrollees, expressed his gratitude for the opportunity.
“The program has helped me financially with my studies. I will not be on my last year now if it wasn’t because of SPpes. Also, I am able to boost my morale because of the experience working in the local government,” Mallari said.
Another program that the City Government of San Fernando is the partnership with the Alay Lakad Foundation, where recently, 12 students received their grants from the walk for a cause project, ensuring collegiate studies are in the works.
The initiative has provided a ray of hope to the out-of-school youth and many others wanting, but are wont of, adequate finances.

On the same day, AirAsia Philippines launched its twice daily flights to Davao City from the Clark International Airport and vice versa.
CIAC President and CEO Victor Jose I. Luciano signed the “Sister airport” agreement with FBIA head in the presence of Davao City Mayor Sara Duterte and Mabalacat Mayor Marino “Boking” Morales.
Tourism officials in Davao City said they will actively promote the flights in the Clark International Airport to attract more visitors to the largest city in the Philippines.
Luciano said the domestic flights will serve as feeder flights to overseas-bound carriers further increasing the number of travelers passing through the Clark International Airport.
Last year, the Clark airport posted 725,023 passengers or a 19 percent increase from the previous 607,704 in 2010.
Local travel operators in Davao City said they are now promoting Clark, which is free from pollution and traffic.
Roxas expressed his optimism on the viability of the Clark International Airport as the premier gateway of the country.

About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — Mayor Oscar Rodriguez bared Friday that an estimated P1.1 billion worth of infrastructure projects are ongoing in this city.
The City Government will spend some P300 million for some of the projects. The rest are funded by the National government through the Department of Public Works and Highways.“Yes. The City Government is on full blast as to these much-needed infrastructure projects. It’s a long list actually where we hope Fernandinos will eventually be the beneficiaries thereafter as the projects are realized,” Rodriguez said.
The mayor cited the City College building campus worth some P100 million; the Sagip Ilog Project, nearing completion at P700 million with P100 million as the city’s counterpart; the rehabilitation of Balimbing Creek somewhere at P60 million and many other works like the expansion of Lazatin Boulevard.
“Add to that national projects like the construction of the Lazatin-JASA [Jose Abad Santos Avenue] flyover, the construction of a footbridge in JASA Dolores, road upgrades and the widening of vital roads, plus of course, the construction of school buildings in most barangays, it totals to about P1.1 billion altogether,” said Rodriguez.
He said many other projects, like road widening schemes, have been submitted to the 4th City Council headed by Vice Mayor Edwin Santiago.
“I have forwarded my requests to the legislative and it will be up to them to approve of more proposals regarding infrastructure projects in the city which will benefit not only Fernandinos but other Kapampangans in neighboring towns. Palace finds ‘inaccuracies’ in 2010 census of population
About Angeles City, Clark, Subic and PampangaMalacañang said on Wednesday that President Benigno Aquino III has refused to certify yet the release of the 2010 national census of population in the country due to alleged inaccuracies in the result of the survey, particularly found in the Autonomous Region in Muslim Mindanao (Armm).
“At present time, there were inaccuracies in the census and the President cannot certify to a census that is inaccurate,” Deputy Presidential Spokesperson Abigal Valte said.
She cited the Armm wherein the enumerators or census takers mentioned a certain number of people in an area where they conducted the census.
“When the area was superimposed on a Google map, they discovered that half of the area was an empty field. Until the President is presented with an accurate census, he cannot certify a census which has been found to contain inaccuracies,” she said.
National Statistics Office Administrator Carmelita Ericta said that Aquino ordered her office for the “revalidation” of the census of population coming from the Armm.
Ericta, in a meeting with the President and other government officials in Malacañang Palace on Wednesday, said that in the 2010 census, her office validated the initial counts through the use of satellite maps.
“In fact, the initial report they (enumerators) gave us showed a growth rate of 10 percent and we tried to validate them to the extent that we could at that time given the resources. So it was down to five. So we see that this increase is almost twice the increase between 1990 and 2000 censuses,” she said.
While the trend in the population growth rates in the whole Philippines was downward from 1990 to 2007 – 2.36 percent, 2.34 percent, and 1.9 percent, respectively — the Armm recorded “tremendous increase” from 2.9 percent in 2000 to 5.5 percent in 2007, she said.
“In terms of its contribution to the population, we see that while in 1990 and 2000, the share of Armm was between 2.5 percent and 3.7 percent. There was a sharp increase in 2007 of this share to 4.7 percent,” she said.
She said there could be inaccuracies in the population in Armm because of political maneuvering by some local officials to ensure that they could get higher fund allocation from the national government and could use the data in the election.This Pampanga resort hotel is different from other hotels in Clark Philippines or hotel in Angeles City. Coloma receives Quadricentennial Service Award from UST
About Angeles City, Clark, Subic and PampangaPresidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. was awarded the Quadricentennial Service Award for his important role in the 400th founding anniversary celebration of the University of Santo Tomas (UST).
During an appreciation luncheon on Wednesday at the UST Main Building Lobby, Espana, Manila, UST Rector Rev. Fr. Rolando dela Rosa awarded the Quadricentennial Service Award to Coloma for his magnanimous support the university’s 400th year celebration, rekindling the Thomasian spirit and generating a deeper appreciation of its mission and vision.
The award also recognizes Coloma’s participation as the university’s partner in reaching out and communicating with UST’s various stakeholders about the milestone celebration of its 400th founding anniversary and his reliable collaboration in the final phase of the planning and execution of UST’s Exhibition and Concert at the Unesco Headquarters in Paris, France aimed at reaffirming the university’s role in building the Church, the nation and the family through the centuries.
Also present during the event were Manila Mayor Alfredo Lim and the recognized alumni of the university who were successful in their respective fields of profession.
The same award was given to the government television network Peoples’ Television (PTV) 4.
The university was established through the initiative of Bishop Miguel de Benavides, the third Archbishop of Manila. On July 24, 1605, he bequeathed the amount of P1,500 and his personal library for the establishment of a “seminary-college” to prepare young men for the priesthood. Those funds, and his personal library, became the nucleus for the start of UST and its library.
The founding of the UST followed on April 28, 1611. The original campus was located in Intramuros, the Walled City of Manila. UST was first called Colegio de Nuestra Señora del Santisimo Rosario, and later renamed Colegio de Santo Tomas, in memory of the foremost Dominican Theologian, St. Thomas Aquinas.

Filipino rebels threaten new attacks on mine firms
About Angeles City, Clark, Subic and PampangaPhilippine communist guerrillas warned three mining companies Wednesday that they may be attacked again if they continue to use methods the rebels say harm the environment.
New People’s Army regional spokesman Jorge Madlos said the nickel mining companies in remote Claver town in southern Surigao del Norte province have refused to discuss the guerrillas’ concerns about the environment and the treatment of mine workers. Mining officials have denied the rebel allegations.
Military spokesman Col. Arnulfo Marcelo Burgos said attacks by more than 200 guerrillas on the sprawling mining compounds last October were part of extortion attempts. Government forces have bolstered security at the mines, he said.
The Maoist guerrillas disarmed guards, briefly held company staff, and burned company offices and heavy equipment during the Oct. 3 attacks, one of the largest rebel assaults in recent years. One of the companies was forced to temporarily shut down its operations.
