THE Philippine government and the secessionist Moro Islamic Liberation Front (MILF) resume on Monday the formal peace talks in Malaysia with the hope of bridging the gap on their respective positions, official said on Sunday.
Office of the Presidential Adviser on the Peace Process Secretary Teresita Deles said the Aquino administration hopes that the three-day talks will be able to build on the gains established with the signing of the Decision Points on Principles during the 27th exploratory talks last month in Kuala Lumpur.
One of the decision points was the government and MILF peace panels’ agreement to create a new autonomous political entity that will replace the existing Autonomous Region of Muslim Mindanao.
“We pray for the two panels to be able to bridge the gaps between the parties’ positions and expand common grounds towards the peace our people have long desired and which our country badly needs to achieve lasting progress,” Deles said.
The government panel goes to Kuala Lumpur having undergone intensive preparations for the substantive agenda which are on the table, she said.
The substantive agenda on the table include power-sharing, wealth-sharing and transition, she said.
“These are difficult issues which may test the will and patience of the two parties,” Deles added.
The official earlier assured that any final peace pact with the MILF will be publicized first before being signed.

CAMP OLIVAS — The Police Regional Office (PRO)-Central Luzon has activated its “Siyasat–Special Project” recently to continuously monitor and evaluate or validate the deployment and utilization of police personnel.

ANGELES CITY — In line with its 50th anniversary celebration, the Angeles University Foundation (AUF) awarded on Saturday at least eight alumni who excelled in their respective professions.
The awardees include Corazon Y. Capitulo, Bachelor of Science in Education 1970, in the field of education; Engineer Rafael C. Yabut, Bachelor of Science in Civil Engineering 1976, in the field of government service; Lyn V. Lansangan, Bachelor of Science in Education 1982, in the field of education; and Maria Antonette C. “The 50th anniversary celebration of AUF brings me back to May 25, 1962 when we started with just 11 faculty members, an enrolment of 611 and a two-storey building with seven classrooms,” Angeles said.
“AUF has indeed gone a long way from being a wooden university into a world-class higher education noted for its quality instruction, research, and community service,” he added.
The occasion is a celebration of thanksgiving and a tribute to those who have made a big difference in shaping AUF’s history, according to him.
“We acknowledge with deep gratitude our generous benefactors and friends who support our scholarships and infrastructure development,” he added.
He also cited the commitment of his parents Agustin and Barbara, the school founders, “that no one should be denied education due to poverty.”
For his part, Angeles said AUF, in its half century of official existence, can point to many achievements – from being the Angeles Institute of Technology on May 25, 1962 into becoming the first private university in Central Luzon on April 16, 1971, after less than nine years of operation.
“This celebration is an opportune time for us to renew our commitment to quality education that ensures not only professional success but the total development of students anchored on genuine Catholic education that is holistic, integrated and formative,” he said.

CANDABA — Some 37 incoming Grade 1 pupils from Barangay Pasig this town have benefited from the Summer Kindergarten Program (SKP) of the New Era University (NEU).

ANGELES CITY — The Land Transportation Office (LTO) in this city conducted over the weekend its “big clean-up and sorting day” in compliance with the requirements stipulated in its ISO certification.
LTO-Angeles City chief Aida Santiago said the clean up and sorting day is done twice a year — once every semester — to keep a clean and healthy workplace as mandated in its quality workplace system.
“We do this twice a year to maintain quality work stations to provide the best service we can offer our clients. Aside from the clean-up, we also do big sorting of records and old and unserviceable equipment. This time, we also focused on our pocket gardens and planted more plants in keeping with the call to preserve and protect the environment, much that we are a lead agency involved in advocacies like the Clean Air Act,” she told Sun.Star Pampanga.
Sorting of old and obsolete records, she added, is done according to a process of scheduled records disposition.
“Everything has to be properly filed to support our database and our computerized processing of licenses, applications and motor vehicle registration to avoid problems and inconvenience to applicants and keep up with the standards of our ISO 9001:2008 certification,” disclosed Santiago.
The LTO Angeles City processes a total volume of about 500 to 1,000 applications in a single day.
She disclosed that in 2011, marked increases in licensing volume have been noted.
“From January to April this year, our number of licenses issued increased from 6,748 in 2011 of the same period to 6,838. In law enforcement, we had 1,582 recorded in 2011 versus 1,662 of the same period, from January to April,” she said.

CITY OF SAN FERNANDO — The Integrated Medical Assistance (IMA) program of the Provincial Government is in full swing and has already served thousands of underprivileged Kapampangans in all towns of the province.
Governor Lilia Pineda has initiated the formation of a team of medical experts composed of surgeons, specialists in urology, oncology, neurology and pulmonology.
Under the IMA program, the governor provided her constituents free access to medical experts in public hospitals.
It was learned that for the second half of 2011, more than 3,630 persons were served from various medical missions conducted in different municipalities.
Pineda likewise launched “Nars ni Nanay Program,” which led to the hiring of some 200 nurses to augment the health services in Pampanga’s 20 municipalities.
The program is designed to mobilize the registered nurses. The competencies that will be gained by the nurses upon completion of the program will include both health and special focus on curative and preventive measures.
They are also tasked to detect tuberculosis patients in all the barangays of the province.
Recently, the IMA program has served at least 217 patients involving minor operations held at Escholastica Romero District Hospital.

PORAC — Farmers in Barangay Pio in this town said they want Malele Creek in neighboring Barangay Planas desilted and rid of boulders and stones to provide proper irrigation to their farms.
But a farmers group, the Nagkakaisang Mamamayan para sa Agrikultura at Kalikasan, in a letter to Governor Lilia Pineda said desilting the river would reduce irrigation in Planas and Pio and will endanger the Subic-Clark-Tarlac Expressway.
The group asked the governor not to renew the permit of Clarkstone Corporation, which would desilt the river.
The firm is owned by Calantas village chief Gilbert Baking.
“Walang katotohanan ang mga iyon. Dapat nga maisaayos ang ilog, matanggal ang mga bato, maprotektahan at malinis upang magkaroon ng wastong irigasyon patungo sa aming mga dayat. Iyung sinasabi nilang tulay sa highway, eh, malayo iyun at hind manganganib,” a farmer in Barangay Pio said.
The farmers’ pleas were corroborated by Ramir Sese, owner and permitee of the private land where desilting was stopped.
“Kami po mismo ang lumapit kay Kapitan Baking upang maalis na ang mga naglalakihang bato dito at makapagtanim na kami ulit. Ngayon po ay nahinto dahil expired nga daw iyung permit ng Clarkstone,” Sese said.
A copy of the joint resolution dated January 17, 2012 and signed by village chiefs Alfer Nacu (Planas), Jack Rubi (Pio) and Eddie Santos (Diaz) and their respective barangay councils was obtained by Sun.Star Pampanga.
It sought approval from the governor for the construction of an irrigation dam and desilting the bank of the Malele River traversing the three barangays, citing that farmers from the villages depend on it for steady supply of water for their crops.
The joint resolution was also endorsed by Porac Mayor Condralito Dela Cruz in a letter dated March 7, 2012.
“First, the river is in my jurisdiction. If it’s desilted, the value of lands here will increase. Our farmers would also be able to plant,” Nacu said.
Rubi agreed with Nacu and attested to the memorandum of agreement forged between Baking’s Clarkstone and the barangay.
Baking said they immediately stopped their desilting and dredging activities as soon as their permit expired last May 6.
“But we have applied for a renewal last April and from what I gathered, it is now being processed. Nonetheless, we stopped the desilting and dredging of the river in compliance with the law. We will wait for the permit,” he said.

CLARK FREEPORT — Clark International Airport Corporation president Victor Jose Luciano has announced that Dragonair, a partner airline of Hong Kong’s flag carrier Cathay Pacific, will start its Clark-Hong Kong flights and vice versa on Tuesday.
Luciano said the entry of Dragonair in Clark is a welcome development as the airline will add up to budget carriers in serving residents in the airport’s catchment area in Northern parts of Metro Manila and the most part of Central and Northern Luzon.
“Clark will have another global reach with Dragonair, Cathay Pacific, choosing Clark. We are now connected to the four corners of the globe with the 150 destinations of CX (Cathay Pacific) and 31 destinations of Dragonair,” Luciano said.
“Our countrymen from Northern and Central Luzon, as well as Northern Metro Manila, who are residing or working in the Middle East, the whole of Asia, Europe, America, and as far as Africa can now use Clark Airport for their travel,” he added.

CITY OF SAN FERNANDO — The Pampanga Chamber of Commerce and Industry (PamCham) has appealed to the Land Transportation Office (LTO) to reconsider its policy involving over-speeding motorists in the North Luzon Expressway (NLEx) and the Subic-Clark-Tarlac Expressway (SCTEx).
In a letter to Assistant Secretary Virginia P. Torres, PamCham chairman Levy P. Laus and PamCham president Marco Antonio Jimenez appealed the LTO policy of requiring over-speeding violators in the NLEx and SCTEx to retrieve their confiscated licenses from the LTO main office in Quezon City.
Instead, PamCham officials proposed that erring motorists be given the option to claim their confiscated licenses and pay the corresponding penalty from either the LTO main office or the LTO regional office here.
The NLEx and SCTEx are both located in Central Luzon and, for this reason, it is presumed that a substantial number of apprehended over-speeding violators are from the region.
“The current policy has caused and is causing considerable inconvenience, additional expense and unnecessary time expenditure on the part of erring motorists, particularly those from Central and North Luzon,” the officials said in a statement.
The PamCham officials said the current policy is more favorable to erring motorists from Metro Manila because of their proximity to the LTO main office in Quezon City.
They added that for violators in Central Luzon, the more reasonable and practical policy is to allow them to retrieve their confiscated licenses from the LTO regional office here in this city.
“We believe that is the basic rationale for our regional government agencies, and that is to bring the government and its services as close as possible to the public, particularly in the countryside,” the officials said.
PamCham, one of the most active chapters of the Philippine Chamber of Commerce and Industry, aims to serve as catalyst for countryside growth and development in Central Luzon.
The group has been a long-time exponent of public-private partnership as a vital strategy in boosting economic and social progress in the region.

Government, Moro rebels resume talks
About Angeles City, Clark, Subic and PampangaTHE Philippine government and the secessionist Moro Islamic Liberation Front (MILF) resume on Monday the formal peace talks in Malaysia with the hope of bridging the gap on their respective positions, official said on Sunday.
Office of the Presidential Adviser on the Peace Process Secretary Teresita Deles said the Aquino administration hopes that the three-day talks will be able to build on the gains established with the signing of the Decision Points on Principles during the 27th exploratory talks last month in Kuala Lumpur.
One of the decision points was the government and MILF peace panels’ agreement to create a new autonomous political entity that will replace the existing Autonomous Region of Muslim Mindanao.
“We pray for the two panels to be able to bridge the gaps between the parties’ positions and expand common grounds towards the peace our people have long desired and which our country badly needs to achieve lasting progress,” Deles said.
The government panel goes to Kuala Lumpur having undergone intensive preparations for the substantive agenda which are on the table, she said.
The substantive agenda on the table include power-sharing, wealth-sharing and transition, she said.
“These are difficult issues which may test the will and patience of the two parties,” Deles added.
The official earlier assured that any final peace pact with the MILF will be publicized first before being signed.

The program shall also prepare all police units for the forthcoming conduct of Annual General Inspection/Operational Readiness, Security Inspection, Test and Evaluation 2012.

About Angeles City, Clark, Subic and PampangaANGELES CITY — In line with its 50th anniversary celebration, the Angeles University Foundation (AUF) awarded on Saturday at least eight alumni who excelled in their respective professions.
The awardees include Corazon Y. Capitulo, Bachelor of Science in Education 1970, in the field of education; Engineer Rafael C. Yabut, Bachelor of Science in Civil Engineering 1976, in the field of government service; Lyn V. Lansangan, Bachelor of Science in Education 1982, in the field of education; and Maria Antonette C. Esguerra, Bachelor of Science in Nursing 1987 in the field of health sciences.
The other awardees are Maria Therese, Bachelor of Science in Nursing 1993, in the field of community service; Police Superintendent Allan R. Macapagal, Bachelor of Science in Criminology, in the field of law enforcement; Dr. Carmelo C. Cunanan, Bachelor of Science in Physical Therapy 1995, in the field of health education; and Rev. Fr. Enrique M. Lusung, Bachelor of Science in Psychology 1996 in religious.
AUF officials, led by chancellor Emmanuel Y. Angeles and president Joseph Angeles, congratulated the outstanding alumni.
“The 50th anniversary celebration of AUF brings me back to May 25, 1962 when we started with just 11 faculty members, an enrolment of 611 and a two-storey building with seven classrooms,” Angeles said.
“AUF has indeed gone a long way from being a wooden university into a world-class higher education noted for its quality instruction, research, and community service,” he added.
The occasion is a celebration of thanksgiving and a tribute to those who have made a big difference in shaping AUF’s history, according to him.
“We acknowledge with deep gratitude our generous benefactors and friends who support our scholarships and infrastructure development,” he added.
He also cited the commitment of his parents Agustin and Barbara, the school founders, “that no one should be denied education due to poverty.”
For his part, Angeles said AUF, in its half century of official existence, can point to many achievements – from being the Angeles Institute of Technology on May 25, 1962 into becoming the first private university in Central Luzon on April 16, 1971, after less than nine years of operation.
“This celebration is an opportune time for us to renew our commitment to quality education that ensures not only professional success but the total development of students anchored on genuine Catholic education that is holistic, integrated and formative,” he said.

Children get free summer education
About Angeles City, Clark, Subic and PampangaCANDABA — Some 37 incoming Grade 1 pupils from Barangay Pasig this town have benefited from the Summer Kindergarten Program (SKP) of the New Era University (NEU).
The program is being implemented annually by NEU all throughout the province with the help of the various locales of the Iglesia Ni Cristo in the Ecclesiastical District of Pampanga.
SKP started 23 years ago when it was first envisioned by the church administration.
Under the program, pre-school education is totally free.
Pupils in Candaba were also provided free papers, pencils and other educational materials as prepared by volunteer-teachers.
The New Era University is also issuing certificates to the graduates duly honored by the Department of Education (DepEd).

Transportation office goes ‘green’
About Angeles City, Clark, Subic and PampangaANGELES CITY — The Land Transportation Office (LTO) in this city conducted over the weekend its “big clean-up and sorting day” in compliance with the requirements stipulated in its ISO certification.
LTO-Angeles City chief Aida Santiago said the clean up and sorting day is done twice a year — once every semester — to keep a clean and healthy workplace as mandated in its quality workplace system.
“We do this twice a year to maintain quality work stations to provide the best service we can offer our clients. Aside from the clean-up, we also do big sorting of records and old and unserviceable equipment. This time, we also focused on our pocket gardens and planted more plants in keeping with the call to preserve and protect the environment, much that we are a lead agency involved in advocacies like the Clean Air Act,” she told Sun.Star Pampanga.
Sorting of old and obsolete records, she added, is done according to a process of scheduled records disposition.
“Everything has to be properly filed to support our database and our computerized processing of licenses, applications and motor vehicle registration to avoid problems and inconvenience to applicants and keep up with the standards of our ISO 9001:2008 certification,” disclosed Santiago.
The LTO Angeles City processes a total volume of about 500 to 1,000 applications in a single day.
She disclosed that in 2011, marked increases in licensing volume have been noted.
“From January to April this year, our number of licenses issued increased from 6,748 in 2011 of the same period to 6,838. In law enforcement, we had 1,582 recorded in 2011 versus 1,662 of the same period, from January to April,” she said.

About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — The Integrated Medical Assistance (IMA) program of the Provincial Government is in full swing and has already served thousands of underprivileged Kapampangans in all towns of the province.
Governor Lilia Pineda has initiated the formation of a team of medical experts composed of surgeons, specialists in urology, oncology, neurology and pulmonology.
Under the IMA program, the governor provided her constituents free access to medical experts in public hospitals.
It was learned that for the second half of 2011, more than 3,630 persons were served from various medical missions conducted in different municipalities.
Pineda likewise launched “Nars ni Nanay Program,” which led to the hiring of some 200 nurses to augment the health services in Pampanga’s 20 municipalities.
The program is designed to mobilize the registered nurses. The competencies that will be gained by the nurses upon completion of the program will include both health and special focus on curative and preventive measures.
They are also tasked to detect tuberculosis patients in all the barangays of the province.
Recently, the IMA program has served at least 217 patients involving minor operations held at Escholastica Romero District Hospital.

Farmers prefer desilting of river
About Angeles City, Clark, Subic and PampangaPORAC — Farmers in Barangay Pio in this town said they want Malele Creek in neighboring Barangay Planas desilted and rid of boulders and stones to provide proper irrigation to their farms.
But a farmers group, the Nagkakaisang Mamamayan para sa Agrikultura at Kalikasan, in a letter to Governor Lilia Pineda said desilting the river would reduce irrigation in Planas and Pio and will endanger the Subic-Clark-Tarlac Expressway.
The group asked the governor not to renew the permit of Clarkstone Corporation, which would desilt the river.
The firm is owned by Calantas village chief Gilbert Baking.
“Walang katotohanan ang mga iyon. Dapat nga maisaayos ang ilog, matanggal ang mga bato, maprotektahan at malinis upang magkaroon ng wastong irigasyon patungo sa aming mga dayat. Iyung sinasabi nilang tulay sa highway, eh, malayo iyun at hind manganganib,” a farmer in Barangay Pio said.
The farmers’ pleas were corroborated by Ramir Sese, owner and permitee of the private land where desilting was stopped.
“Kami po mismo ang lumapit kay Kapitan Baking upang maalis na ang mga naglalakihang bato dito at makapagtanim na kami ulit. Ngayon po ay nahinto dahil expired nga daw iyung permit ng Clarkstone,” Sese said.
A copy of the joint resolution dated January 17, 2012 and signed by village chiefs Alfer Nacu (Planas), Jack Rubi (Pio) and Eddie Santos (Diaz) and their respective barangay councils was obtained by Sun.Star Pampanga.
It sought approval from the governor for the construction of an irrigation dam and desilting the bank of the Malele River traversing the three barangays, citing that farmers from the villages depend on it for steady supply of water for their crops.
The joint resolution was also endorsed by Porac Mayor Condralito Dela Cruz in a letter dated March 7, 2012.
“First, the river is in my jurisdiction. If it’s desilted, the value of lands here will increase. Our farmers would also be able to plant,” Nacu said.
Rubi agreed with Nacu and attested to the memorandum of agreement forged between Baking’s Clarkstone and the barangay.
Baking said they immediately stopped their desilting and dredging activities as soon as their permit expired last May 6.
“But we have applied for a renewal last April and from what I gathered, it is now being processed. Nonetheless, we stopped the desilting and dredging of the river in compliance with the law. We will wait for the permit,” he said.

Dragonair to launch Clark-Hong Kong flights
About Angeles City, Clark, Subic and PampangaCLARK FREEPORT — Clark International Airport Corporation president Victor Jose Luciano has announced that Dragonair, a partner airline of Hong Kong’s flag carrier Cathay Pacific, will start its Clark-Hong Kong flights and vice versa on Tuesday.
Luciano said the entry of Dragonair in Clark is a welcome development as the airline will add up to budget carriers in serving residents in the airport’s catchment area in Northern parts of Metro Manila and the most part of Central and Northern Luzon.
“Clark will have another global reach with Dragonair, Cathay Pacific, choosing Clark. We are now connected to the four corners of the globe with the 150 destinations of CX (Cathay Pacific) and 31 destinations of Dragonair,” Luciano said.
“Our countrymen from Northern and Central Luzon, as well as Northern Metro Manila, who are residing or working in the Middle East, the whole of Asia, Europe, America, and as far as Africa can now use Clark Airport for their travel,” he added.
Tourism will get a “tremendous boost” by the entry of the airline into Clark, according to Luciano.
In line with Dragonair’s launch in Clark, passengers may avail themselves of special economy class roundtrip tickets for only US$70 per person. This is valid for a minimum of two passengers travelling together.
Overseas Filipino workers may also avail themselves of a one-way travel ticket for only US$35. Booking period is from June 30 to November 30.
Dragonair serves in-flight snacks with beverages and also provides a 20-kilogram baggage allowance without extra charge.
The airline has scheduled daily flights for passengers’ convenience and accessibility. Passengers may use Hong Kong as a transitory point to easily connect to other Dragonair flights to 36 destinations in the Asia-Pacific, including 19 locations in mainland China.

Traders appeal transportation office’s policy
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — The Pampanga Chamber of Commerce and Industry (PamCham) has appealed to the Land Transportation Office (LTO) to reconsider its policy involving over-speeding motorists in the North Luzon Expressway (NLEx) and the Subic-Clark-Tarlac Expressway (SCTEx).
In a letter to Assistant Secretary Virginia P. Torres, PamCham chairman Levy P. Laus and PamCham president Marco Antonio Jimenez appealed the LTO policy of requiring over-speeding violators in the NLEx and SCTEx to retrieve their confiscated licenses from the LTO main office in Quezon City.
Instead, PamCham officials proposed that erring motorists be given the option to claim their confiscated licenses and pay the corresponding penalty from either the LTO main office or the LTO regional office here.
The NLEx and SCTEx are both located in Central Luzon and, for this reason, it is presumed that a substantial number of apprehended over-speeding violators are from the region.
“The current policy has caused and is causing considerable inconvenience, additional expense and unnecessary time expenditure on the part of erring motorists, particularly those from Central and North Luzon,” the officials said in a statement.
The PamCham officials said the current policy is more favorable to erring motorists from Metro Manila because of their proximity to the LTO main office in Quezon City.
They added that for violators in Central Luzon, the more reasonable and practical policy is to allow them to retrieve their confiscated licenses from the LTO regional office here in this city.
“We believe that is the basic rationale for our regional government agencies, and that is to bring the government and its services as close as possible to the public, particularly in the countryside,” the officials said.
PamCham, one of the most active chapters of the Philippine Chamber of Commerce and Industry, aims to serve as catalyst for countryside growth and development in Central Luzon.
The group has been a long-time exponent of public-private partnership as a vital strategy in boosting economic and social progress in the region.
