The 23 senator-judges will vote on the three articles of impeachment on Tuesday, May 29.
The prosecution panel needs at least 16 votes in just one article of impeachment to secure a conviction. Only eight votes meanwhile are needed by Corona’s lawyers to have their client acquitted of the charges. Speaker Belmonte also said that as representatives of the people, senator judges should ensure a Judiciary that is “independent” and free from “personal ambition and personal greed.”“We want a Judiciary where no one can say anything offensive about our justices, because they truly live in the light of justice and integrity, and will willingly endure the harsh glare of public scrutiny, because they have nothing to hide,” he added. After the two first speakers for the prosecution zeroed in on Article II or Corona’s failure to truthfully disclose his statement of assets, liabilities and net worth (SALNs), Belmonte focused on the two other charges in the impeachment complaint. The House Speaker said the prosecutors have proven that “the highest magistrate of the land is willing to tip the scales of justice with his own hands, when it comes to the former President” referring to former President-turned-Pampanga Representative Gloria Macapagal-Arroyo. Arroyo appointed Corona as Associate Justice in 2002 and as Chief Justice in 2010.“When Mr. Corona handed down a TRO (temporary restraining order) effectively allowing Mrs. Arroyo to leave the country, the nation uttered a collective cry of outrage because the very spirit of public accountability was coming under attack – by no less than the Chief Justice, supposedly the highest embodiment of justice in the land,” he said. Article VII of the impeachment complaint accuses Corona of partiality in allowing the Arroyo couple to leave the country through the issuance of a temporary restraining order. The House leader also said that Corona’s partiality was evident when the Supreme Court reversed a final ruling in a case involving the Flight Attendants and Stewards Association of the Philippines. In Article III, Corona was impeached for his failure to a provision in the Constitution which requires members of the Judiciary to be of proven competence, integrity, probity and independence after flip-flopping in final and executory cases.“Your Honors, I stand as the voice of an institution that, together with yours, form the legislative branch of government. The Legislature crafts and passes the laws. The Executive enforces these laws. Of what use are our efforts to build a better future, if the head of the entire Judiciary interprets the laws through the crucible of partisanship, profit, and personal ambition?” Belmonte asserted.

MALACAÑANG said on Monday it respects the decision of China’s quarantine agency to deny the Philippines’ quarantine experts to jointly examine bananas imported from the country. Deputy presidential spokesperson Abigail Valte said the Philippine government understands the stand of China as it is part of their law.”We spoke to (Agriculture) Secretary (Proceso) Alcala this morning and we verified the report that was reported in one of the major news agencies. And, as far as the government is concerned, that is the prerogative of the Chinese government to disallow the joint inspection,” Valte said.
An international news agency reported on Saturday that the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) rejected the Philippines’ offer to send quarantine experts to jointly examine the fruits exported to China, citing violation of international conventions and Chinese laws. AQSIQ also reportedly denied sending their own delegates to the Philippines to conduct inspections in plantations and ports. In light of China’s disagreement in joint inspections, Malacañang assured that the concerns and needs of the banana exporters, particularly the small players, will be addressed.”As to the small players, the President has already given the instructions to Department of Agriculture (DA) to assist the small players in making sure that they are compliant with international standards as to our exports… To make sure that their packaging warehouses and facilities will be up to par,” she said. Valte said the DA and the Bureau of Plant Industry will be inspecting small banana players to check what assistance the government could extend to them. She said this is not part of assistance plan President Benigno Aquino III earlier ordered for his economic managers to draft. Valte clarified that the government has not discussed loans as form of assistance to banana exporters. Presidential spokesperson Edwin Lacierda earlier said assistance in form of cash or fertilizer is being eyed by the administration. As China allowed more Philippine bananas to enter its market, Valte said the Palace expects the situation to continue to normalize. There have been 190 containers of bananas that were allowed to enter into Chinese market since China imposed stricter quarantine measures on Philippine bananas.

THE Supreme Court (SC) may moot the petition of Chief Justice Renato Corona to stop the Senate impeachment court from probing his bank deposits in view of the magistrate’s unconditional waiver over his bank accounts. The Senate, sitting as an impeachment court, is expected to take a vote today, Tuesday, on whether or not to convict Corona on three remaining articles of impeachment. Corona in his petition also asked the SC to eventually declare null and void the impeachment complaint filed by 188 members of the House of Representatives having been filed without any basis. The Corona petition is separate from the petition filed by PS Bank seeking the same reliefs from the Court, and which landed in the division of Associate Justice Estela Perlas-Bernabe, an appointee of President Benigno Aquino III. The SC later on granted PSBank’s petition for the issuance of a temporary restraining order. Meanwhile, the Integrated Bar of the Philippines (IBP) said it should be up to the High Court to make a determination or interpret the spirit of Republic Act 6426 (foreign currency deposits law), and not the Senate.IBP spokesman Dennis Habawel said in a statement that there is “no hard and fast rule” in deciding whether Corona’s interpretation of the confidentiality clause in the FDC law is correct or not.”Since the SC has not decided any case involving the applicability of the secrecy of foreign currency bank deposits to the SALN (statement of assets, liabilities and net worth), there is no hard and fast rule by which to say whether or not the interpretation given by the CJ is correct. In the light of the CJ’s un-rebutted claim that in a BIR (Bureau of Internal Revenue) study, no public official has ever declared foreign currency deposits in any SALN, it would seem that the compliance officers of other agencies of government share the CJ’s interpretation that dollar deposits need not be disclosed in the SALN by any public officer,” said Habawel.”At the very least, it is the basis for good faith not only of the CJ and the other compliance officers but of all public officers relying on such interpretation,” the IBP official said.

A brief program hosted by the Angeles City Tourism Office (ACTO) coincided Monday’s flag raising rites at the City Hall grounds with performances from the Angeles City Rondalla and the Sinukwan Performing Arts.Pamintuan said “displaying the flag is a way of renewing the spirit of nationalism, patriotism and the love for freedom.”Republic Act 8491, Section 26 declares May 28 to June 12 of each year as “Flag Days,” during which period all offices, agencies and instrumentalities of government, business establishments, institutions of learning and private homes are enjoined to display the flag.The period commemorates the “Battle of Alapan” in May 28, 1898 when the national flag was first unfurled in Imus, Cavite by General Emilio Aguinaldo and culminates on June 12 or 15 days afterwards when the Philippine Flag was waved in full view of the world following the formal proclamation of independence in Kawit, Cavite.Pamintuan stressed that many people remain unfamiliar not only with the date of the celebration but what the National Flag Day calls for: “respect for the flag.”The mayor said he will request the Division of City Schools here to issue a memorandum that will teach and remind students on the history and significance of the Philippine flag.“This will strengthen the national pride among our students,” he explained.Pamintuan instructed the City Engineer’s Office to install or display Philippine flags in City Government buildings and major thoroughfares on or before May 28 to June 30.Pamintuan encouraged Angeleños, especially businessmen, to display the Philippine flag within their establishments on the same period.Angeles City is the 7th official heritage site for the simultaneous flag raising rites commemorating the June 12 Independence Day.The local tourism office here has announced that the city was once again chosen as one of the sites in the country where the ceremonial hoisting of the Philippine Flag will be held on June 12.The National Historical Commission of the Philippines (NHCP) has officially included the Pamintuan House in this city in the list of historical sites for the Independence Day celebration.The simultaneous celebration of the Independence Day in historical places will be at the Gen. ANGELES CITY — Some 100 children are set to receive free harelip and cleft palate surgeries from the Kapampangan Development Foundation (KDF), Operation Smile and the Philippine Charity Sweepstakes Office (PCSO) at the Rafael Lazatin Memorial Hospital on May 30 to June 3.KDF president Benigno Ricafort said the beneficiaries come from poor families who cannot afford the costly reconstructive facial surgery and the accompanying cost of the medicines. He added that the mission is part of the Smiling Free Program of the KDF which is currently being funded by the PCSO.Doctors and participants in the mission will be working on a volunteer basis, according to Ricafort, stressing that such is the case with other KDF programs. Under the said program, beneficiaries would not be spending on the operation expenses and medicines.
“Expenses for such operations are really very burdensome to most indigents. The program aims to lighten that burden and give beneficiaries a better chance to live their lives without such deformities, particularly, the young ones,” Ricafort said.The incidence of oral cleft in the Philippines is estimated at one in every 500 live births. With an average of two million live births a year, 4,000 new cleft cases are added annually here in the country.Recent study shows that malnutrition and lack of Vitamin 6 and folic acid during the pregnancy period might be one of the causes of harelip, cleft palate and other facial deformities.Ricafort said commercial reconstructive surgery usually costs thousands of pesos, but with the KDF program, patients would not be spending for the surgery as it would be shouldered by KDF and other partner organizations that share their resources for the program. SAN SIMON — A 21-year-old tricycle driver was arrested by police authorities in a drug bust operation conducted over the weekend along Barangay San Isidro this town, a police report said Monday.Police identified the suspect as Benjamin Calma Celis alias Jepoy, single and resident of Barangay San Agustin this town.Investigations revealed that an informant reported that Calma was engaged in selling shabu.The local police here immediately formed a team and conducted a buy-bust operation in Barangay San Isidro, with a police officer acting as poseur-buyer.The suspect was arrested during his “transaction” with the poseur buyer.Confiscated from the suspect’s possession were five heat-sealed transparent plastic sachets containing suspected shabu, P500 used as marked money, and a red Yamaha motorcycle with side car (IF 4332). The House Speaker said the prosecutors have proven that “the highest magistrate of the land is willing to tip the scales of justice with his own hands, when it comes to the former President” referring to former President-turned-Pampanga Representative Gloria Macapagal-Arroyo. Arroyo appointed Corona as Associate Justice in 2002 and as Chief Justice in 2010.“When Mr. Corona handed down a TRO (temporary restraining order) effectively allowing Mrs. Arroyo to leave the country, the nation uttered a collective cry of outrage because the very spirit of public accountability was coming under attack – by no less than the Chief Justice, supposedly the highest embodiment of justice in the land,” he said. Article VII of the impeachment complaint accuses Corona of partiality in allowing the Arroyo couple to leave the country through the issuance of a temporary restraining order. The House leader also said that Corona’s partiality was evident when the Supreme Court reversed a final ruling in a case involving the Flight Attendants and Stewards Association of the Philippines. In Article III, Corona was impeached for his failure to a provision in the Constitution which requires members of the Judiciary to be of proven competence, integrity, probity and independence after flip-flopping in final and executory cases.“Your Honors, I stand as the voice of an institution that, together with yours, form the legislative branch of government. The Legislature crafts and passes the laws. The Executive enforces these laws. Of what use are our efforts to build a better future, if the head of the entire Judiciary interprets the laws through the crucible of partisanship, profit, and personal ambition?” Belmonte asserted.

Palace respects China’s rejection of joint inspection on banana exports
About Angeles City, Clark, Subic and PampangaMALACAÑANG said on Monday it respects the decision of China’s quarantine agency to deny the Philippines’ quarantine experts to jointly examine bananas imported from the country. Deputy presidential spokesperson Abigail Valte said the Philippine government understands the stand of China as it is part of their law.”We spoke to (Agriculture) Secretary (Proceso) Alcala this morning and we verified the report that was reported in one of the major news agencies. And, as far as the government is concerned, that is the prerogative of the Chinese government to disallow the joint inspection,” Valte said.
An international news agency reported on Saturday that the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) rejected the Philippines’ offer to send quarantine experts to jointly examine the fruits exported to China, citing violation of international conventions and Chinese laws. AQSIQ also reportedly denied sending their own delegates to the Philippines to conduct inspections in plantations and ports. In light of China’s disagreement in joint inspections, Malacañang assured that the concerns and needs of the banana exporters, particularly the small players, will be addressed.”As to the small players, the President has already given the instructions to Department of Agriculture (DA) to assist the small players in making sure that they are compliant with international standards as to our exports… To make sure that their packaging warehouses and facilities will be up to par,” she said. Valte said the DA and the Bureau of Plant Industry will be inspecting small banana players to check what assistance the government could extend to them. She said this is not part of assistance plan President Benigno Aquino III earlier ordered for his economic managers to draft. Valte clarified that the government has not discussed loans as form of assistance to banana exporters. Presidential spokesperson Edwin Lacierda earlier said assistance in form of cash or fertilizer is being eyed by the administration. As China allowed more Philippine bananas to enter its market, Valte said the Palace expects the situation to continue to normalize. There have been 190 containers of bananas that were allowed to enter into Chinese market since China imposed stricter quarantine measures on Philippine bananas.

“Nobody should comment about the thing that is still under the judgment of the court! That is dangerous. It might influence the judgment of the Senators,” the Catholic prelate added. He said the people should let the senators decide on the case.”Let us leave the case to the senators. We trust the leadership of Senate President Juan Ponce Enrile, as well as the judgment of the other senators,” Medroso said. For his part, Baguio Bishop Carlito Cenzon is praying that justice andnotself-interest will prevail in the impeachment court.”We pray that God will guide the impeachment court for his justice to prevail over self-interest,” he said.

High Court likely to debate Corona petition
About Angeles City, Clark, Subic and PampangaTHE Supreme Court (SC) may moot the petition of Chief Justice Renato Corona to stop the Senate impeachment court from probing his bank deposits in view of the magistrate’s unconditional waiver over his bank accounts. The Senate, sitting as an impeachment court, is expected to take a vote today, Tuesday, on whether or not to convict Corona on three remaining articles of impeachment. Corona in his petition also asked the SC to eventually declare null and void the impeachment complaint filed by 188 members of the House of Representatives having been filed without any basis. The Corona petition is separate from the petition filed by PS Bank seeking the same reliefs from the Court, and which landed in the division of Associate Justice Estela Perlas-Bernabe, an appointee of President Benigno Aquino III. The SC later on granted PSBank’s petition for the issuance of a temporary restraining order. Meanwhile, the Integrated Bar of the Philippines (IBP) said it should be up to the High Court to make a determination or interpret the spirit of Republic Act 6426 (foreign currency deposits law), and not the Senate.IBP spokesman Dennis Habawel said in a statement that there is “no hard and fast rule” in deciding whether Corona’s interpretation of the confidentiality clause in the FDC law is correct or not.”Since the SC has not decided any case involving the applicability of the secrecy of foreign currency bank deposits to the SALN (statement of assets, liabilities and net worth), there is no hard and fast rule by which to say whether or not the interpretation given by the CJ is correct. In the light of the CJ’s un-rebutted claim that in a BIR (Bureau of Internal Revenue) study, no public official has ever declared foreign currency deposits in any SALN, it would seem that the compliance officers of other agencies of government share the CJ’s interpretation that dollar deposits need not be disclosed in the SALN by any public officer,” said Habawel.”At the very least, it is the basis for good faith not only of the CJ and the other compliance officers but of all public officers relying on such interpretation,” the IBP official said.

City observes National Flag Day
About Angeles City, Clark, Subic and PampangaANGELES CITY – Mayor Edgardo Pamintuan led other city officials in celebrating the National Flag Day, commemorating the day when the Philippine flag was first unfurled 114 years ago during the Battle of Alapan.
A brief program hosted by the Angeles City Tourism Office (ACTO) coincided Monday’s flag raising rites at the City Hall grounds with performances from the Angeles City Rondalla and the Sinukwan Performing Arts.Pamintuan said “displaying the flag is a way of renewing the spirit of nationalism, patriotism and the love for freedom.”Republic Act 8491, Section 26 declares May 28 to June 12 of each year as “Flag Days,” during which period all offices, agencies and instrumentalities of government, business establishments, institutions of learning and private homes are enjoined to display the flag.The period commemorates the “Battle of Alapan” in May 28, 1898 when the national flag was first unfurled in Imus, Cavite by General Emilio Aguinaldo and culminates on June 12 or 15 days afterwards when the Philippine Flag was waved in full view of the world following the formal proclamation of independence in Kawit, Cavite.Pamintuan stressed that many people remain unfamiliar not only with the date of the celebration but what the National Flag Day calls for: “respect for the flag.”The mayor said he will request the Division of City Schools here to issue a memorandum that will teach and remind students on the history and significance of the Philippine flag.“This will strengthen the national pride among our students,” he explained.Pamintuan instructed the City Engineer’s Office to install or display Philippine flags in City Government buildings and major thoroughfares on or before May 28 to June 30.Pamintuan encouraged Angeleños, especially businessmen, to display the Philippine flag within their establishments on the same period.Angeles City is the 7th official heritage site for the simultaneous flag raising rites commemorating the June 12 Independence Day.The local tourism office here has announced that the city was once again chosen as one of the sites in the country where the ceremonial hoisting of the Philippine Flag will be held on June 12.The National Historical Commission of the Philippines (NHCP) has officially included the Pamintuan House in this city in the list of historical sites for the Independence Day celebration.The simultaneous celebration of the Independence Day in historical places will be at the Gen. 100 kids to get free harelip, Cleft Palate Surgeries
About Angeles City, Clark, Subic and PampangaANGELES CITY — Some 100 children are set to receive free harelip and cleft palate surgeries from the Kapampangan Development Foundation (KDF), Operation Smile and the Philippine Charity Sweepstakes Office (PCSO) at the Rafael Lazatin Memorial Hospital on May 30 to June 3.KDF president Benigno Ricafort said the beneficiaries come from poor families who cannot afford the costly reconstructive facial surgery and the accompanying cost of the medicines. He added that the mission is part of the Smiling Free Program of the KDF which is currently being funded by the PCSO.Doctors and participants in the mission will be working on a volunteer basis, according to Ricafort, stressing that such is the case with other KDF programs. Under the said program, beneficiaries would not be spending on the operation expenses and medicines.
“Expenses for such operations are really very burdensome to most indigents. The program aims to lighten that burden and give beneficiaries a better chance to live their lives without such deformities, particularly, the young ones,” Ricafort said.The incidence of oral cleft in the Philippines is estimated at one in every 500 live births. With an average of two million live births a year, 4,000 new cleft cases are added annually here in the country.Recent study shows that malnutrition and lack of Vitamin 6 and folic acid during the pregnancy period might be one of the causes of harelip, cleft palate and other facial deformities.Ricafort said commercial reconstructive surgery usually costs thousands of pesos, but with the KDF program, patients would not be spending for the surgery as it would be shouldered by KDF and other partner organizations that share their resources for the program. About Angeles City, Clark, Subic and PampangaSAN SIMON — A 21-year-old tricycle driver was arrested by police authorities in a drug bust operation conducted over the weekend along Barangay San Isidro this town, a police report said Monday.Police identified the suspect as Benjamin Calma Celis alias Jepoy, single and resident of Barangay San Agustin this town.Investigations revealed that an informant reported that Calma was engaged in selling shabu.The local police here immediately formed a team and conducted a buy-bust operation in Barangay San Isidro, with a police officer acting as poseur-buyer.The suspect was arrested during his “transaction” with the poseur buyer.Confiscated from the suspect’s possession were five heat-sealed transparent plastic sachets containing suspected shabu, P500 used as marked money, and a red Yamaha motorcycle with side car (IF 4332). About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — Councilor Jimmy Lazatin is set to file this week a resolution encouraging all private and public schools in this city to use the book “Iniang Malati Ku” as a supplemental reading material.Lazatin said this is in line with the Department of Education (DepEd) Order 74, which requires schools to offer a Kapampangan subject and use the dialect as medium of instruction in all subjects except Filipino and English.Lazatin said the book will be a helpful tool in reacquainting the Kapampangan youth with their native language and will give them a glimpse of how their parents spent their childhood before the advent of modern gadgets.Lazatin said the book features childhood memoirs on Kapampangan traditions and culture that gives a unique picture of the unique Kapampangan experience of living in a tradition and culture-bound community.The book is entirely written in Kapampangan and was launched last May 25.The book is also being recommended by local officials and Roman Catholic Church leaders here.”The book is easy to read and will surely be a good source material in teaching the Kapampangan language. Schools here are encouraged to at least have a copy at their library as they start to build their resource materials on the Kapampangan language,” Lazatin said.

It now houses pools, villas, cottages, zip lines, a lagoon from recycled water for kayaking and other recreational facilities.Dela Cruz said the local government will support Poracay in its expansion as well as development of surrounding areas. “Definitely we will support upcoming developments there and help in promoting the resort.
