Jin Kyun Ahn, president of the Korean shipbuilder giant, said that the scheduled vessel delivery will highlight the competitiveness of HHIC-Phil’s Subic shipyard which produced the state-of-the-art commercial vessels. “What made this possible is our very efficient, cutting-edge shipbuilding facilities and highly skilled workforce”, he said.
President Ahn explained that Hanjin’s Subic shipyard is compliant with international safety standards as evidenced by its ISO certification and that “the well-being of our shipyard workers is given top priority in all stages of the production process”.
Ahn said that Hanjin has made great strides in promoting the welfare of its workers while training them to become world-class shipbuilding employees, able to build huge ships for various foreign nations in the world.
He also recognized the HHIC-Phil’s shipyard safety committee (largely composed of shipbuilding subcontractors’ representatives) for exerting “utmost efforts in the implementation of the best health and safety practices in order to achieve zero fatal accident in the shipyard in the long term.”
The shipyard has a modern emergency medical facility being manned by competent medical professionals who are ready to provide quality health and medical services to the workers 24 hours a day, which is at par with the international standard.
”This strong resolve on safety concerns has substantially reduced reported cases of work-related accidents, and most noteworthy, fatal accidents have rarely happened.” according to President Ahn.
He also emphasized that the average rate of work-related accidents in the Subic shipyard is much lower as compared to any other heavy industries here and abroad, based on the available statistics from the DOLE and other international organizations.
As part of its commitment to maintain a hazard-free working environment for the shipyard workers, HHIC-Phil in cooperation with the Department of Labor and Employment (DOLE) thru the Bureau of Working Conditions have forged a pact last February 17 of this year.
The Memorandum of Understanding (MOU) is in line with DOLE’s KAPATIRAN-WISE-TAV program of pursuing a culture of compliance with labor standards and of occupational health and safety standards to attain high productivity and quality at the workplace – especially in the face of technological advancement, modernization and globalization.
Since 2006, HHIC-Phil operates two (2-) state-of-the-art Skill Development Centers – one located at SBFZ’s Industrial Park and the other in Cagayan de Oro City to fully equip Hanjin’s Filipino workforce with skills in shipbuilding, which has enabled its workforce to attain global competitiveness.
These training facilities, which serve as the catalyst for developing skills required in the shipyard, have already mentored more than 25,000 trainees and will continue to hone and develop Hanjin’s workforce to keep them globally competitive.
To date, Hanjin’s Subic shipyard currently employs nearly 20,000 local employees and continues to generate more job and business opportunities in the surrounding communities.
Maximizing its assets and capabilities, HHIC-Phil will be expanding its investment in the Philippines by engaging in offshore business, ship repair, and construction, fabrication and installation of various steel structures for key industries.

NEW SBMA ADMIN FEES NOW IN EFFECT
News About ClarkEffective middle of April, the Subic Bay Metropolitan Authority (SBMA) has started collecting administrative fees for processing post-registration requests of Subic Bay Freeport (SBF) locators.
This is by virtue of SBMA Board Resolution no. 12-03-4327 which was passed on March 16, 2012 to effect on April 16, 2012 or 30 days after its approval, according to a memorandum issued by Lawyer Jocelyn G. Alvarado, the Board Secretary for the meeting.
Previously, prospective locators were only required to pay a one-time filing fee of $50 for the processing of their investment application with succeding requests being processed without additional charges.
Henceforth, a Php 2,500 fee is already required for post-registration processing of additional requests.
This new admin fee is imposable to all regitered and/or existing locators with post registration requests which, among others, include renewal or amendment of lease and/or sublease agreements, reduction of lease area, transfer/ assignment of leasehold rights, change of approved corporate name, change of commencement date, additional/reduction/amendment of registered activity, additional/change of grace period, typo error corrections, etc.
The resolution, however, maintained that all requests made by incoming locators prior to registration shall be free of charge, for instance, change of corporate name.
Locators’ request relative to expansion project/s like acquisition, merger, additional facility and policy guidelines shall also be exempted from the new admin fees.
The administrative fee is payable at the Treasury Department, Ground Floor, Building 229. For multiple requests, payment is considered single, provided that multiple requests are indicated in just one letter of intent, received by the Busines & Investment Dept. on the same day. News About ClarkFOR over 50 years or so, Subic Bay News was the official publication of the US-run Subic Naval Base in Subic Bay.
When the Americans left in 1992 after the Philippines senate voted to abrogate the RP-US Military Bases Agreement (MBA), the publication of Subic Bay News also ceased to exist.
Two years after the former US base was relaunched into a bustling business community via its conversion into a freeport under the Subic Bay Metropolitan Authority (SBMA), Subic Bay News remained in the dust bins as the SBMA and even private entities came out with other various publications.
A former Subic Naval Base civilian employee, Vic V. Vizcocho, Jr., then already Metro-Manila based reporter of ABS-CBN DZMM, decided that something must be done to revive Subic Bay News, the publication which base employees and their families eagerly await weekly for news, job announcements and other information about the US Navy, the base and the community.
Going througth the process of registration at the Dept. of Trade & Industry (DTI), among other requirements, Vizcocho obtained the trade name in 1994 and has since been up to date in compliance to retain its status as a legal entity.

Subicwater P50-M filtration facility
News About Clark(Subicwater) activated on Wednesday a new filtration facility for its water-distribution system in Olongapo City with a capital expenditure of P50 million.
Subicwater Chairman Herbert Consunji, who led the inauguration ceremonies at the Mabayuan Water Treatment Plant (MWTP) in Olongapo, said the project will boost the water-treatment capacity of the Mabayuan plant by 36 percent, or about 10 million liters per day (MLD).
The plant, which supplies water to more than 18,200 water concessionaires in the northern part of this city, can now operate on a maximum capacity of 38 MLD because of the new filtration facility.
The service areas that will benefit most are the villages of Kalaklan, Mabayuan, East and West Bajac-bajac, Sta. Rita, Gordon Heights and Old Cabalan.
Consunji inaugurated the Mabayuan facility with Olongapo Mayor James Gordon Jr., Director Anne Gordon of the Subic Bay Metropolitan Authority, Subicwater Director Graham Fairclough, Subicwater General Manager Edna Canlas and Assistant General Manager Jaime Garcia. Consunji said that with more water being channeled into the distribution network, pressure in the pipes increases.
“This allows Subicwater to reach more households and establishments in MWTP’s service area of seven barangays, which are mountainous for the most part,” he said.

Both ship-owners are engaged in international shipping and maritime solutions. M/T Brightway and M/V FMG MATILDA were launched last April 27, 2011 and July 29, 2011, respectively and the 34th and 35th vessels to be delivered from Hanjin’s Subic shipyard. Singapore is M/T Brightway’s future port of registry while M/V FMG Matilda is Hong Kong.
Jin Kyun Ahn, president of the Korean shipbuilder giant, said that the scheduled vessel delivery will highlight the competitiveness of HHIC-Phil’s Subic shipyard which produced the state-of-the-art commercial vessels. “What made this possible is our very efficient, cutting-edge shipbuilding facilities and highly skilled workforce”, he said.
President Ahn explained that Hanjin’s Subic shipyard is compliant with international safety standards as evidenced by its ISO certification and that “the well-being of our shipyard workers is given top priority in all stages of the production process”.
Ahn said that Hanjin has made great strides in promoting the welfare of its workers while training them to become world-class shipbuilding employees, able to build huge ships for various foreign nations in the world.
He also recognized the HHIC-Phil’s shipyard safety committee (largely composed of shipbuilding subcontractors’ representatives) for exerting “utmost efforts in the implementation of the best health and safety practices in order to achieve zero fatal accident in the shipyard in the long term.”
The shipyard has a modern emergency medical facility being manned by competent medical professionals who are ready to provide quality health and medical services to the workers 24 hours a day, which is at par with the international standard.
”This strong resolve on safety concerns has substantially reduced reported cases of work-related accidents, and most noteworthy, fatal accidents have rarely happened.” according to President Ahn.
He also emphasized that the average rate of work-related accidents in the Subic shipyard is much lower as compared to any other heavy industries here and abroad, based on the available statistics from the DOLE and other international organizations.
As part of its commitment to maintain a hazard-free working environment for the shipyard workers, HHIC-Phil in cooperation with the Department of Labor and Employment (DOLE) thru the Bureau of Working Conditions have forged a pact last February 17 of this year.
The Memorandum of Understanding (MOU) is in line with DOLE’s KAPATIRAN-WISE-TAV program of pursuing a culture of compliance with labor standards and of occupational health and safety standards to attain high productivity and quality at the workplace – especially in the face of technological advancement, modernization and globalization.
Since 2006, HHIC-Phil operates two (2-) state-of-the-art Skill Development Centers – one located at SBFZ’s Industrial Park and the other in Cagayan de Oro City to fully equip Hanjin’s Filipino workforce with skills in shipbuilding, which has enabled its workforce to attain global competitiveness.
These training facilities, which serve as the catalyst for developing skills required in the shipyard, have already mentored more than 25,000 trainees and will continue to hone and develop Hanjin’s workforce to keep them globally competitive.
To date, Hanjin’s Subic shipyard currently employs nearly 20,000 local employees and continues to generate more job and business opportunities in the surrounding communities.
Maximizing its assets and capabilities, HHIC-Phil will be expanding its investment in the Philippines by engaging in offshore business, ship repair, and construction, fabrication and installation of various steel structures for key industries.

News About ClarkSUBIC BAY FREEPORT – The Hawaii National Guard, together with the Armed Forces of the Philippines and the Subic Bay Metropolitan Authority (SBMA) fire department, conducted a search and rescue exercise here on April 20 as part of the 28th Balikatan exercises between the military forces of the United States and the Philippines.
The exercise was held at the Collapsed Structure Search and Rescue Training Facility in this free port.
The facility is designed to simulate different scenarios during an earthquake.
Participants in the exercise demonstrated different rescue techniques such as high angle rope rescue, collapsed structure rescue, shoring, breaching and breaking.
Capt. Aaron Blanchard, officer in charge of the Hawaii National Guard, stressed the importance of disaster preparation.
“Obviously when disaster happens there’s no time to train then, and the only time to train is when you get opportunities like this,” said Blanchard. Blanchard also said that the Subic exercise gave them an opportunity to work with different agencies.
“It’s a learning experience for everyone. We learned techniques and procedures and we shared our experiences, too,” he said.
During the simulation, the participants also used the incident command system (ICS), an emergency system designed for planned and unplanned events. According to Capt. Ranny Magno, SBMA fire department chief, the ICS is a very flexible emergency response system that is being used in other countries.
“One of the features of ICS is that it is flexible and modular. In other words, its use depends on the situation. You can adjust it,” Magno said.
Magno also took note of the preparedness of the SBMA in responding to emergency situations.
“If there is a disaster, the SBMA is ready to respond, to give assistance,” he said.
“In many cases, when neighboring municipalities, towns and cities request for our help, we respond immediately.
We have the equipment, we have the manpower, plus the kind of discipline of responding immediately because time is the very essence in any emergency, especially in natural calamity.”
The Philippine National Red Cross along with the Olongapo City Disaster Risk Management Council also participated in the activity.
The Balikatan is a combined joint military exercise conducted under the 1951 Mutual Defense Treaty and the Visiting Forces Agreement between the two countries.

News About ClarkOLONGAPO – Mayor James “Bong” Gordon Jr. has reminded Olongapo residents to start preparing for the rainy season now, stressing the importance of putting in place whatever is needed to contain the possible effects of typhoons and other natural calamities.
“Habang matindi ang sikat ng araw, ayusin natin ang mga bubong at parte ng bahay na maaaring masira sa panahon ng bagyo at itaas ang mga gamit at papeles na importante upang hindi abutin ng baha,” Mayor Gordon said in his weekly program broadcast on local radio and television.
Gordon said the city’s Disaster Risk Reduction and Management Office (DRRMO) is also set to conduct a training on water rescue operations for barangay emergency response teams in the city.
It can be recalled that last month, the Office of Civil Defense (OCD) in Central Luzon has identified 987 flood-prone barangays with 255,159 families in Region 3. Pampanga topped the list with 231 flood-prone barangays in 15 towns and 71,881 families followed by Nueva Ecija with 235 barangays in 24 towns and 71,881 families while Zambales posted the smallest number with 54 barangays in seven towns and 13,748 families at risk.
In Olongapo City, the Multi-Purpose Skills Training Center, the East Tapinac Oval Track, the Remy Field at the SBMA, Upper Mau Camp (SBMA), barangay halls and five schools have been identified as potential evacuation centers.
DRRMO chief Angie Layug advised Olongapenos to fix their roofs, clean their gutters and help the city government in cleaning and de-silting canals and waterways. Layug also said that in cases of torrential rains, residents living within the vicinity of areas prone to landslides, rockslides and floods should exercise precautionary measures and be ready to evacuate before the situation worsens.
Likewise, the City Health Office is reminding the public to dispose of containers that might collect water and clean up potential breeding grounds of dengue-carrying mosquitoes.
“Now is the best time to search for and destroy mosquito breeding grounds so we can limit their population density even before the rainy season hits,” said City Health Officer Dr. Arnildo Tamayo. “If we do not limit the population of mosquitoes, chances are, there will be more mosquitoes to bite people and transfer dengue,” he added.
Mosquitoes are very prolific breeders; it only takes 12 days for a mosquito egg to become an adult mosquito. A female Aedes aegypti mosquito (the specie that carries dengue) is fertile throughout its life and can lay 60 to 100 eggs each time.
Dengue has become a year-long communicable disease in the country. With the upcoming rainy season, cases are expected to increase significantly.
The city government advises the public to inspect and regularly replace water in flower vases, pails and uncovered containers as they become mosquito breeding grounds.

“Free admissions may be availed during the first movie screening every Mondays and Tuesdays and valid senior citizens identification card must be presented upon entrance,” Times Square Cinemas Manager Roldan Escala explained.
Moreover, the free cinema admission for the senior citizens of Olongapo City is applicable only for regular movie screenings and will not apply to public holidays, red carpet premieres, advance and special screenings and Metro Manila Film Festival showings.
Programs for the welfare of senior citizens are in the priority agenda of Mayor Gordon in his HELPS program.

Press ReleasesSenior citizens can now watch movies for free on selected days at Times Square Cinemas, a subsidiary of Pacific Ace Subic Bay Corporation in Subic Bay Freeport Zone.
Olongapo Mayor James “Bong” Gordon Jr. said that Pacific Ace was the first to act in response to his letter asking theater operators in Olongapo to consider the Olongapo City Council Resolution No. 116, series of 2011, requesting all cinema operators to grant complimentary admission for Olongapo City senior citizens.
“Free admissions may be availed during the first movie screening every Mondays and Tuesdays and valid senior citizens identification card must be presented upon entrance,” Times Square Cinemas Manager Roldan Escala explained.
Moreover, the free cinema admission for the senior citizens of Olongapo City is applicable only for regular movie screenings and will not apply to public holidays, red carpet premieres, advance and special screenings and Metro Manila Film Festival showings.
Programs for the welfare of senior citizens are in the priority agenda of Mayor Gordon in his HELPS program.
HELPS stands for Health& Housing, Education & Environment Labor & Livelihood, Peace and Order, Sports and Social Welfare.
Last year alone, 6,280 medicine purchase slips and 1,111 grocery purchase slips were given by the City Social Welfare and Development Office to senior citizens in the city.
