CITY OF SAN FERNANDO–Since the upcoming midterm elections is less than a year to go, the Commission on Elections (Comelec) said there will be no more replacements for incumbent officials who died before the 2013 polls.
“At this point po, wala nang replacement. Elections are less than a year away, so hihintayin na lang po,” Comelec Spokesperson James Jimenez said in a phone interview when asked if deceased Provincial Board Member Tarcicio “Tars” Halili should be replaced.
With the upcoming elections, Jimenez said deceased independent candidates cannot be replaced.
Halili, who died of cardiac arrest on October 22, vacated the first district provincial board seat at the Sangguniang Panlalawigan.
Florida Dijan, chief of the regional Department of Interior and Local Government in Central Luzon (DILG 3), said appointments for replacement to deceased provincial board members come from the Philippine president.
“However, before the appointment, a recommendation of replacements will be made by the Provincial Board. The recommendation will be submitted to our office but at this point, we haven’t received any,” Dijan said.
Arthur Punzalan, chief of staff and spokesperson of Vice Governor Joseller “Yeng” Guiao, said their office has not yet received any resolutions recommending a replacement for Halili.
Halili’s immediate family members have earlier declined to replace him.

CLARK FREEPORT— The Accredited Voluntary Arbitrator of the Department of Labor and Employment has upheld the Constitutional rights of employees’ union of the state-owned firm here and resolved collective bargaining agreement in favor of the workers.
In the dispositive section of the 10-page promulgation of AVA, Froilan M. Bacungan stated that: “Wherefore, premises considered, the Accredited Voluntary Arbitrator resolves to issue a decision favorable to the members of the Association of CDC Supervisory Union in recognition of their Constitutional Right to Collective Bargaining and Negotiation as provided in Article XIII Sec. 3 of the Constitution.”
“Such approval (referring to the disputed provisions of the CBA) should be presumed considering the Labor Code provision: Art. 4. Construction in favor of labor. All doubts in the implementation and interpretation of the provisions of this Code, including its implementing rules and regulations, shall be resolved in favor of labor,” said Bacungan in the dispositive page.
Bacungan, former College of Law dean of the University of the Philippines, also disputed the claims of the Government Commission of GOCC (GCG) that the AVA has no jurisdiction of the labor case filed for voluntary arbitration.
“This conferment of jurisdiction under the Labor Code was not amended by Republic Act 10149 under its General Repealing Clause nor by Executive Order No. 7 series of 2010,” the decision said. GCG is being chaired by Sec. Cesar Villanueva, former College of Law dean at the Ateneo de Manila University.
Bacungan said that the “Labor Code is in nature of a special law. This pronouncement long upheld by the Supreme Court. On the other hand, RA 10149 is in the nature of general on GOCCs. The rule is that on specific matter the special law shall prevail over the general law, which shall be resorted to only to supply deficiencies in the former.”
“In addition, where there are two statutes, the earlier special and the later general—the terms of the general broad enough to include the matter provided for in the special—the fact that one is special and the other is general creates a presumption that the special is to be considered as remaining an exceptional to the general, one as a general law of the land, the other as the law of a particular care.”
He also furthered that “it is a canon of statutory construction that a later statue, general in its terms and not expressly repealing a prior special statute, will ordinarily not affect the special provisions of such earlier statue.”
The ACSP and CDC management agreed to have the case brought to an AVA to resolve the issue on the non-implementation of the CBA, which was approved by CDC and its Board of Directors last March.
But in a letter, GCG Chair Cesar Villanueva told CDC Chair and OIC Eduardo Oban, Jr. that “CBAs between employees and GOCC employers may no longer be negotiated.”
Villanueva also stated in the letter that AVA has no jurisdiction over the labor case that ACSP and CDC submitted to the voluntary arbitrator following the non-resolution of the case which was brought to the National Conciliation and Mediation Board, who the suggest to ACSP and CDC to have the case submitted to AVA for resolution.
Bacungan cited that “any law to the contrary, notwithstanding, no GOCC shall be exempt from the coverage of the Compensation and Position Classification System developed by the GCG under RA 10149.
Presently, there are two CBAs that have yet to be implemented: the agreement between the rank and file union of CIAC which has yet to be implemented despite its signing in 2010; and the CBA of the supervisory group of CDC, which was the subject of Villanueva’s letter.

CITY OF SAN FERNANDO – Mayor Oscar Rodriguez said on Tuesday that it was the “prerogative” of his vice mayor to choose his running-mate for the 2013 elections.
“Kung totoo man iyon, prerogative ni Edsa (Vice Mayor Edwin Santiago) iyon as mayoralty candidate. (If that is true, it’s the prerogative of EDSA as the candidate for mayor),” said Rodriguez in a SMS txt message sent to this reporter.
This came as Santiago declined to comment on reported choice of Councilor Renato “Ato” Agustin as his running mate in next year’s local elections.
“I am pre-occupied with work,” said Santiago in a phone interview on Wednesday. He served as Rodriguez’s vice mayor for three straight terms beginning 2004.
The three-term mayor, who has yet to announce his political plans for 2013, said “pareho namang sumusuporta sa amin and dalawang iyon (both of them are supportive of us),” referring to Agustin and Councilor Jimmy Lazatin who has been a loyal Rodriguez-Santiago supporter since entering city politics in 2004.
“Kaya lang, isa lang ang puwedeng kunin,” Rodriguez lamented.
In many events at city hall, including at a recent flag-raising ceremony, Rodriguez has “bundled” Santiago and Lazatin as the tandem for 2013.
Washing his hands off the reported choice of Agustin as Santiago’s vice mayor, Rodriguez stressed:

ANGELES CITY — A presiding judge at the Regional Trial Court (RTC) in Manila who hails from Barangay Sto. Domingo here was recently named one of the four outstanding judges of the country.
Lawyer Maria Theresa Gomez-Estoesta, presiding judge of the RTC Branch 7, received the prestigious award in the Second-Level Courts Category named the Chief Justice Cayetano Arellano Award.
Because of her achievement, Councilor Maricel Morales on Tuesday sponsored a City Council resolution presented to Gomez-Estoesta.
During the awarding at the council’s regular session, Gomez-Estoesta, with her husband Lawyer Eric Vincent Estoesta, said she considers the award as “a challenge, more work and responsibility.”
Gomez-Estoesta is the first cousin of beauty queen-turned-councilor Morales, sponsor of Resolution 6548 (series of 2012) congratulating Gomez-Estoesta for winning the award presented by the council led by Vice Mayor Vicky Vega-Cabigting.
“Of course, I am biased as first cousin of the judge. But her award is an honor to all of us,” said Morales, who read the entire content of the resolution before the start of the regular session.

CITY OF SAN FERNANDO—South Korean Ambassador to the Philippines Lee Hye-min has underscored the important contribution of overseas Filipino workers (OFWs) based in Pampanga and vowed to work further with Gov. Lilia Pineda to send more of her constituents to work as factory and skilled workers in South Korea.
Lee, during a courtesy call to Pineda on Friday at the Capitol, told Pineda that Korean investors had prepared to hire Kapampangas (local term for Pampanga folk) because they are “kind. hardworking and reliable.”
“I just came here to thank the governor for the workers from Pampanga,” said Lee, who arrived on schedule at 11 a.m. for the one-hour meeting and ceremonial with Pineda and Pampanga Board Members Cris Garbo, Trina Dizon, Monz Laus, Jun Dimson and Fritzie David-Dizon.
Lee said he also visited to meet with leaders of South Korean firms based in the Pampanga numbering at least 13,000. Most of them are based in Angeles City and the Clark Freeport, he said.
Pineda expressed elation over the preference of South Korean businessmen to OFWs based in the province, considered as the regional center of Central Luzon.
“Indeed, our greatest asset is our people who are beautiful inside and out,” said Pineda in the dialect.
“The Kapampangans are not just talented but are passionate in everything they do,” she said.
Pineda said with help of her children – former Mayor Dennis Pineda and incumbent Lubao Mayor Mylyn Pineda-Cayabyab – they were able to assist more than 6,000 people to get high-paying jobs in South Korea. She added that most of whom are from their hometown of Lubao.
“It’s a collective effort. My children and I were just a small part of helping get quality jobs for Pampanga residents,” Pineda said, adding that when she assumed her post in 2010, there were some 2,000 OFWs in South Korea.
Pineda, who is set to be honored today at the Capitol for being conferred “Most Outstanding Governor” of the Philippines on Public Employment Service Office (Peso), said the province “is always committed to help OFWs since day one [of her administration].”

Senate probers on Wednesday ordered the arrest of at least 20 rice traders suspected to be fronting for rice smugglers linked to the P500-million illegal rice shipment seized at the Subic free port.
At the resumption of the rice- smuggling inquiry on Wednesday, Senate President Juan Ponce Enrile also asked the National Bureau of Investigation (NBI) to conduct a thorough background check of the trading companies and cooperatives believed to be used by the traders in seeking the release of the confiscated rice shipment.
Sen. Francis Pangilinan, chairman of the Agriculture committee conducting the inquiry, said the arrest orders were issued after Enrile moved to cite the 20 traders in contempt for repeatedly ignoring summons to appear at the Senate hearings.
The traders non-appearance prompted Enrile to suspect that the list of rice traders and their companies linked to the seized shipment were either fictitious or, “if they exist [at all], they are nothing but paper organizations and, therefore, dummies of certain interested and influential parties.”
Enrile then moved to direct the NBI to conduct a separate inquiry “into the background of those named and report the matter to the committee so that we can take proper action against them, including their principals.”
Enrile and Pangilinan learned at the abbreviated hearing that at least five of the 21 subpoenas for the summoned traders could not be served because the addresses were fictitious.
Senate process servers reported to the committee that among those who could not be located were: Efren John Frac of Chon Buri Trading, Jeffrey Daradal of Mahindra Rice and Food Trading, Jupiter Ong of Red Mountain Grain and Cereal, Jenny Alfonso of Wish Granted Enterprises, and Michel Cao of Swings Grans and Rice Enterprises.

The Department of Transportation and Communications (DOTC) is still gathering consensus for the need to replace the congested Ninoy Aquino International Airport (Naia) with Clark International Airport (CIA) in Clark, Pampanga.
“Clearly, there is no decision yet, but based on what I’ve heard and how I’ve been briefed, we are headed to Clark,” said Transportation Secretary Joseph Abaya.
“I’m still trying to form [a decision] if there is indeed a consensus to move there because there are a lot of conditions [that have to be satisfied] before that could be viable…the study of a speed rail and the winding down of NorthRail. So there’s a lot of prerequisites before you could clearly say we are definitely moving to Clark,” Abaya said.
Earlier, the International Air Transport Association (IATA) urged the Philippine government to drop the plan to transform CIA as the country’s main international airport next to the Naia, saying that this is not the solution to address capacity shortage.
“Clark is not a solution to long-term issue capacity to service the market because it’s too far away from Manila and it’s in Manila where people want to come for business, for tourism, among others. Something needs to be done to provide adequate capacity in Manila but Clark is not a solution,” said Tony Tyler, director general and chief executive officer of IATA.
CIA is 100 kilometers away from Manila with no affordable and efficient transport link. Even if the government constructs a high-speed railway system to transport passengers coming from the metropolis all the way to Clark, Tyler suggested that the government spend the money elsewhere, possibly for an alternative airport within Manila.
“It’s better to spend it on a significant market,” said Tyler.
There were plans to use the NorthRail project as the high-speed railway, but talks between the Philippines and China were stalled.
“The decision was to wind down and we are now entering an arbitration case with the Chinese government. The purpose of which is to determine how much and who pays who. We would have to commission the OGCC [Office of the Government Corporate Counsel]. For Clark to be viable we need a high-speed rail. We must see the viability of the high-speed rail. It is being studied right now,” said Abaya.
Another solution is to construct another airport close to Manila, but Abaya said he has yet to be informed about this.
“We have not heard formally from anyone who wants to build an airport in Bulacan,” said Abaya.
Earlier, Philippine Airlines proposed to build an international airport in a still-undisclosed place that is close to Manila.

CLARK FREEPORT – Orphaned by the death of Interior and Local Governments Sec. Jesse Robredo, the first “eGov Awards” seeking good governance in local government units (LGUS) through modern information technology has been named after him.
The eGov Awards was initiated earlier this year under a memorandum of agreement between Robredo and the National ICT Confederation of the Philippines (NICP) and the Cyber City Teleservices Philippines Inc. (CCTP).
CyberCity president George Sorio announced here yesterday the LGU finalists in the nationwide competition under two categories, namely, the government-to-business (G2B) and the government-to-customer (G2C)categories.
G2B covers the use of information and communications technology (ICT) to facilitate business transactions with Local Government Units (LGUs) while G2C covers the use of ICT to ease the public’s transactions with LGUs.
Sorio said the awards, initially referred to simply as eGov Awards, is now dubbed “Jesse Robredo Awards for Excellence in ICT for Good Governance” as he noted the late secretary’s support for it as a measure for government transparency.

The MOA signed with Robredo said the awards would establish a “strategic approach to stimulate the country’s good governance initiatives to enable LGUs to become catalyst of change and index model of development anchored in the Philippine Digital Strategy (PDS) 2011-2016 which foresees the emergence of intelligent enabled-cities with full access to information and services anytime, anywhere.”
Robredo then emphasized “the need for institutional capability and sustainability as well as significant outcomes as a result of using ICT as a tool for local government processes.”
CyberCity said “the objective of the awards is to encourage the effective and efficient utilization of information and communications technology (ICT) in the delivery of services and performance of the duties and responsibilities by local government units (LGUs).
It also aims to commend, collate and document best practices of LGUs in integrating ICT in their processes to serve as example and benchmarks to other LGU’s, to improve the business ecosystem of the LGUs and
motivate the private and business sector to actively participate and/or invest in the growth of the LGU’s , and to promote transparency in governance.”
The winners in the awards would be announced later this month, with the awarding rites expected to be held in Sta. Rosa City in Laguna.

No more replacement for Halili
News About ClarkCITY OF SAN FERNANDO–Since the upcoming midterm elections is less than a year to go, the Commission on Elections (Comelec) said there will be no more replacements for incumbent officials who died before the 2013 polls.
“At this point po, wala nang replacement. Elections are less than a year away, so hihintayin na lang po,” Comelec Spokesperson James Jimenez said in a phone interview when asked if deceased Provincial Board Member Tarcicio “Tars” Halili should be replaced.
With the upcoming elections, Jimenez said deceased independent candidates cannot be replaced.
Halili, who died of cardiac arrest on October 22, vacated the first district provincial board seat at the Sangguniang Panlalawigan.
Florida Dijan, chief of the regional Department of Interior and Local Government in Central Luzon (DILG 3), said appointments for replacement to deceased provincial board members come from the Philippine president.
“However, before the appointment, a recommendation of replacements will be made by the Provincial Board. The recommendation will be submitted to our office but at this point, we haven’t received any,” Dijan said.
Arthur Punzalan, chief of staff and spokesperson of Vice Governor Joseller “Yeng” Guiao, said their office has not yet received any resolutions recommending a replacement for Halili.
Halili’s immediate family members have earlier declined to replace him.

CDC workers win CBA case DOLE arbiter upholds Clark union’s rights
News About ClarkCLARK FREEPORT— The Accredited Voluntary Arbitrator of the Department of Labor and Employment has upheld the Constitutional rights of employees’ union of the state-owned firm here and resolved collective bargaining agreement in favor of the workers.
In the dispositive section of the 10-page promulgation of AVA, Froilan M. Bacungan stated that: “Wherefore, premises considered, the Accredited Voluntary Arbitrator resolves to issue a decision favorable to the members of the Association of CDC Supervisory Union in recognition of their Constitutional Right to Collective Bargaining and Negotiation as provided in Article XIII Sec. 3 of the Constitution.”
“Such approval (referring to the disputed provisions of the CBA) should be presumed considering the Labor Code provision: Art. 4. Construction in favor of labor. All doubts in the implementation and interpretation of the provisions of this Code, including its implementing rules and regulations, shall be resolved in favor of labor,” said Bacungan in the dispositive page.
Bacungan, former College of Law dean of the University of the Philippines, also disputed the claims of the Government Commission of GOCC (GCG) that the AVA has no jurisdiction of the labor case filed for voluntary arbitration.
“This conferment of jurisdiction under the Labor Code was not amended by Republic Act 10149 under its General Repealing Clause nor by Executive Order No. 7 series of 2010,” the decision said. GCG is being chaired by Sec. Cesar Villanueva, former College of Law dean at the Ateneo de Manila University.
Bacungan said that the “Labor Code is in nature of a special law. This pronouncement long upheld by the Supreme Court. On the other hand, RA 10149 is in the nature of general on GOCCs. The rule is that on specific matter the special law shall prevail over the general law, which shall be resorted to only to supply deficiencies in the former.”
“In addition, where there are two statutes, the earlier special and the later general—the terms of the general broad enough to include the matter provided for in the special—the fact that one is special and the other is general creates a presumption that the special is to be considered as remaining an exceptional to the general, one as a general law of the land, the other as the law of a particular care.”
He also furthered that “it is a canon of statutory construction that a later statue, general in its terms and not expressly repealing a prior special statute, will ordinarily not affect the special provisions of such earlier statue.”
The ACSP and CDC management agreed to have the case brought to an AVA to resolve the issue on the non-implementation of the CBA, which was approved by CDC and its Board of Directors last March.
But in a letter, GCG Chair Cesar Villanueva told CDC Chair and OIC Eduardo Oban, Jr. that “CBAs between employees and GOCC employers may no longer be negotiated.”
Villanueva also stated in the letter that AVA has no jurisdiction over the labor case that ACSP and CDC submitted to the voluntary arbitrator following the non-resolution of the case which was brought to the National Conciliation and Mediation Board, who the suggest to ACSP and CDC to have the case submitted to AVA for resolution.
Bacungan cited that “any law to the contrary, notwithstanding, no GOCC shall be exempt from the coverage of the Compensation and Position Classification System developed by the GCG under RA 10149.
Presently, there are two CBAs that have yet to be implemented: the agreement between the rank and file union of CIAC which has yet to be implemented despite its signing in 2010; and the CBA of the supervisory group of CDC, which was the subject of Villanueva’s letter.

Santiago declines to comment Oca washes hands of Edsa-Ato tandem
Press ReleasesCITY OF SAN FERNANDO – Mayor Oscar Rodriguez said on Tuesday that it was the “prerogative” of his vice mayor to choose his running-mate for the 2013 elections.
“Kung totoo man iyon, prerogative ni Edsa (Vice Mayor Edwin Santiago) iyon as mayoralty candidate. (If that is true, it’s the prerogative of EDSA as the candidate for mayor),” said Rodriguez in a SMS txt message sent to this reporter.
This came as Santiago declined to comment on reported choice of Councilor Renato “Ato” Agustin as his running mate in next year’s local elections.
“I am pre-occupied with work,” said Santiago in a phone interview on Wednesday. He served as Rodriguez’s vice mayor for three straight terms beginning 2004.
The three-term mayor, who has yet to announce his political plans for 2013, said “pareho namang sumusuporta sa amin and dalawang iyon (both of them are supportive of us),” referring to Agustin and Councilor Jimmy Lazatin who has been a loyal Rodriguez-Santiago supporter since entering city politics in 2004.
“Kaya lang, isa lang ang puwedeng kunin,” Rodriguez lamented.
In many events at city hall, including at a recent flag-raising ceremony, Rodriguez has “bundled” Santiago and Lazatin as the tandem for 2013.
Washing his hands off the reported choice of Agustin as Santiago’s vice mayor, Rodriguez stressed:

“Of course, I am biased as first cousin of the judge. But her award is an honor to all of us,” said Morales, who read the entire content of the resolution before the start of the regular session.

South Korean envoy lauds Pampanga OFWs as ‘reliable’
News About ClarkCITY OF SAN FERNANDO—South Korean Ambassador to the Philippines Lee Hye-min has underscored the important contribution of overseas Filipino workers (OFWs) based in Pampanga and vowed to work further with Gov. Lilia Pineda to send more of her constituents to work as factory and skilled workers in South Korea.
Lee, during a courtesy call to Pineda on Friday at the Capitol, told Pineda that Korean investors had prepared to hire Kapampangas (local term for Pampanga folk) because they are “kind. hardworking and reliable.”
“I just came here to thank the governor for the workers from Pampanga,” said Lee, who arrived on schedule at 11 a.m. for the one-hour meeting and ceremonial with Pineda and Pampanga Board Members Cris Garbo, Trina Dizon, Monz Laus, Jun Dimson and Fritzie David-Dizon.
Lee said he also visited to meet with leaders of South Korean firms based in the Pampanga numbering at least 13,000. Most of them are based in Angeles City and the Clark Freeport, he said.
Pineda expressed elation over the preference of South Korean businessmen to OFWs based in the province, considered as the regional center of Central Luzon.
“Indeed, our greatest asset is our people who are beautiful inside and out,” said Pineda in the dialect.
“The Kapampangans are not just talented but are passionate in everything they do,” she said.
Pineda said with help of her children – former Mayor Dennis Pineda and incumbent Lubao Mayor Mylyn Pineda-Cayabyab – they were able to assist more than 6,000 people to get high-paying jobs in South Korea. She added that most of whom are from their hometown of Lubao.
“It’s a collective effort. My children and I were just a small part of helping get quality jobs for Pampanga residents,” Pineda said, adding that when she assumed her post in 2010, there were some 2,000 OFWs in South Korea.
Pineda, who is set to be honored today at the Capitol for being conferred “Most Outstanding Governor” of the Philippines on Public Employment Service Office (Peso), said the province “is always committed to help OFWs since day one [of her administration].”

Senate probers order arrest of rice traders linked to P500-M Subic smuggling case
News About ClarkSenate probers on Wednesday ordered the arrest of at least 20 rice traders suspected to be fronting for rice smugglers linked to the P500-million illegal rice shipment seized at the Subic free port.
At the resumption of the rice- smuggling inquiry on Wednesday, Senate President Juan Ponce Enrile also asked the National Bureau of Investigation (NBI) to conduct a thorough background check of the trading companies and cooperatives believed to be used by the traders in seeking the release of the confiscated rice shipment.
Sen. Francis Pangilinan, chairman of the Agriculture committee conducting the inquiry, said the arrest orders were issued after Enrile moved to cite the 20 traders in contempt for repeatedly ignoring summons to appear at the Senate hearings.
The traders non-appearance prompted Enrile to suspect that the list of rice traders and their companies linked to the seized shipment were either fictitious or, “if they exist [at all], they are nothing but paper organizations and, therefore, dummies of certain interested and influential parties.”
Enrile then moved to direct the NBI to conduct a separate inquiry “into the background of those named and report the matter to the committee so that we can take proper action against them, including their principals.”
Enrile and Pangilinan learned at the abbreviated hearing that at least five of the 21 subpoenas for the summoned traders could not be served because the addresses were fictitious.
Senate process servers reported to the committee that among those who could not be located were: Efren John Frac of Chon Buri Trading, Jeffrey Daradal of Mahindra Rice and Food Trading, Jupiter Ong of Red Mountain Grain and Cereal, Jenny Alfonso of Wish Granted Enterprises, and Michel Cao of Swings Grans and Rice Enterprises.
As ordered by Enrile, the NBI is also expected to conduct background checks on the following: Emily Alabado of Ugnayang Magbubukid ng San Isidro, Crisanta Reyes of Malimpangpang Multi-Purpose Cooperative, Elpidio Mendoza of Sili Multi-Purpose Cooperative, Maximo Hernandez of Samahan ng Magsasakang Kapampangan at Katagalugan, Juanito David of Kapatirang Takusa Multi-Purpose Cooperative, Michael Villanueva of Jaded Ranch Grains Trading, Gil Calipayan of King Casey Trading, Sandra Lim of Lexant Trading, Louie London Teading, Willy Sy of Montevallo Enterprises, Enigo Espiritu of Nemid fusion Rice and GVRains Enterprises, Jason Colodado of Pure Country Trading, Dennis Gonzales of St. Dominique Rice and Food Enterprises, Jenny Reyes of West Point Cereals Enterprises, Ricardo Gatuz of Formosa Multi-Purpose Cooperative, Juanito Evangelista of riverview Multi-Purpose Cooperative, Ronaldo Valdez of Sitio Muzon Farmers Cooperative, Zenaida Abano of Sta. DOTC still studying replacing Naia with Clark airport
News About ClarkThe Department of Transportation and Communications (DOTC) is still gathering consensus for the need to replace the congested Ninoy Aquino International Airport (Naia) with Clark International Airport (CIA) in Clark, Pampanga.
“Clearly, there is no decision yet, but based on what I’ve heard and how I’ve been briefed, we are headed to Clark,” said Transportation Secretary Joseph Abaya.
“I’m still trying to form [a decision] if there is indeed a consensus to move there because there are a lot of conditions [that have to be satisfied] before that could be viable…the study of a speed rail and the winding down of NorthRail. So there’s a lot of prerequisites before you could clearly say we are definitely moving to Clark,” Abaya said.
Earlier, the International Air Transport Association (IATA) urged the Philippine government to drop the plan to transform CIA as the country’s main international airport next to the Naia, saying that this is not the solution to address capacity shortage.
“Clark is not a solution to long-term issue capacity to service the market because it’s too far away from Manila and it’s in Manila where people want to come for business, for tourism, among others. Something needs to be done to provide adequate capacity in Manila but Clark is not a solution,” said Tony Tyler, director general and chief executive officer of IATA.
CIA is 100 kilometers away from Manila with no affordable and efficient transport link. Even if the government constructs a high-speed railway system to transport passengers coming from the metropolis all the way to Clark, Tyler suggested that the government spend the money elsewhere, possibly for an alternative airport within Manila.
“It’s better to spend it on a significant market,” said Tyler.
There were plans to use the NorthRail project as the high-speed railway, but talks between the Philippines and China were stalled.
“The decision was to wind down and we are now entering an arbitration case with the Chinese government. The purpose of which is to determine how much and who pays who. We would have to commission the OGCC [Office of the Government Corporate Counsel]. For Clark to be viable we need a high-speed rail. We must see the viability of the high-speed rail. It is being studied right now,” said Abaya.
Another solution is to construct another airport close to Manila, but Abaya said he has yet to be informed about this.
“We have not heard formally from anyone who wants to build an airport in Bulacan,” said Abaya.
Earlier, Philippine Airlines proposed to build an international airport in a still-undisclosed place that is close to Manila.

ICT awards pushed by Robredo lives on, named after him By Ding Cervantes
News About ClarkCLARK FREEPORT – Orphaned by the death of Interior and Local Governments Sec. Jesse Robredo, the first “eGov Awards” seeking good governance in local government units (LGUS) through modern information technology has been named after him.
The eGov Awards was initiated earlier this year under a memorandum of agreement between Robredo and the National ICT Confederation of the Philippines (NICP) and the Cyber City Teleservices Philippines Inc. (CCTP).
CyberCity president George Sorio announced here yesterday the LGU finalists in the nationwide competition under two categories, namely, the government-to-business (G2B) and the government-to-customer (G2C)categories.
G2B covers the use of information and communications technology (ICT) to facilitate business transactions with Local Government Units (LGUs) while G2C covers the use of ICT to ease the public’s transactions with LGUs.
Sorio said the awards, initially referred to simply as eGov Awards, is now dubbed “Jesse Robredo Awards for Excellence in ICT for Good Governance” as he noted the late secretary’s support for it as a measure for government transparency.
CyberCity announced here yesterday the finalists under the G2B category as the local governments of Balanga City in Bataan, Carmona in Cavite, San Fernando in La Union, Cebu City, Ormoc City, Iloilo province, Koronadal City, Butuan City and Cagayan de Oro City.
The finalists under the G2C category are Naga City, Laguna province, Tarlac province, Iloilo province, Negros Occidental province, Ormoc City, Davao City, Agusan del Sur province, and General Santos City.
The MOA signed with Robredo said the awards would establish a “strategic approach to stimulate the country’s good governance initiatives to enable LGUs to become catalyst of change and index model of development anchored in the Philippine Digital Strategy (PDS) 2011-2016 which foresees the emergence of intelligent enabled-cities with full access to information and services anytime, anywhere.”
Robredo then emphasized “the need for institutional capability and sustainability as well as significant outcomes as a result of using ICT as a tool for local government processes.”
CyberCity said “the objective of the awards is to encourage the effective and efficient utilization of information and communications technology (ICT) in the delivery of services and performance of the duties and responsibilities by local government units (LGUs).
It also aims to commend, collate and document best practices of LGUs in integrating ICT in their processes to serve as example and benchmarks to other LGU’s, to improve the business ecosystem of the LGUs and
motivate the private and business sector to actively participate and/or invest in the growth of the LGU’s , and to promote transparency in governance.”
The winners in the awards would be announced later this month, with the awarding rites expected to be held in Sta. Rosa City in Laguna.

Joshua Pacio, a Grade 7 student of the Constancio Padilla National High School, is only able to facilitate his personal activities, concerns and necessities through his feet thus he moves chess pieces through them too.
Pacio’s elementary school teacher Maribel Tablo said Joshua is a very conscientious and hard working student and had trained for chess since his primary years.
Joshua’s present teacher Noemi Cariaga said he almost always gets hurt every time he loses his balance. But he never lets his being a person with disability be a stumbling block for him to excel and become a champion in chess.

SM scholarship application now open for SY 2013-2014
News About ClarkThe SM Scholarship Program established in 1993 is now accepting applicants for SY 2013-2014.
Admission to the program is open to graduating students or graduates of public high schools located in the National Capital Region; in Luzon (Batangas, Benguet, Bulacan, Camarines Sur, Cavite, Laguna, Pampanga, Pangasinan, Quezon, Rizal, Tarlac, and Zambales; in Visayas (Cebu, Iloiloand Negros Occidental); and in Mindanao (Davao, General Santos, and Misamis Oriental).
Scholars are encouraged to attend schools/universities nearest their residence.
Applicants must have a fourth year weighted average of at least 88% in the second or third grading period. They should belong to families whose annual household income is at most P150,000.
SM Foundation has 1,100 scholars every year enrolled in 70 partner schools throughout the country.
While bulk of the scholars is financed by the Foundation there are scholars that are sponsored by partners of the Foundation but whose scholarships are managed by the Foundation.
Aside from tuition fees, SM Foundation will shoulder the expenses for books, transportation, board and lodging of the scholars.
Scholars will also be given the opportunity to work in SM Supermalls, Department Stores, Supermarkets, Hypermarkets, or in Save More branches during their semestral or Christmas break to enable the scholars to earn.
Scholars may enrol in any of the following courses leading to a baccalaureate degree: Computer Science; Information Technology; Information Management; Electronics and Communications Engineering; Computer Engineering; Civil Engineering; Electrical Engineering; Mechanical Engineering; Elementary Education; Secondary Education major in Biology, Chemistry, Physics, Mathematics or English; Accountancy; and Business Administration major in Accountancy.
