MEXICO, Pampanga — Principals, teachers and master educators lauded the Pampanga 1 Electric Cooperative (Pelco 1) and its power provider-partner, AES Philippines, for the firms’ “Connect-A-School” project.
“Connect-a-School” is a corporate social responsibility (CSR) program of Pelco 1, involving some P2 million in donations coming from the AES Foundation for community projects of the outstanding cooperative.
Partnering with Pelco 1 and AES for the endeavor is the Knowledge Channel Foundation (K-Channel).
Over the weekend, 24 public elementary and high schools each received learning packages consisting of a laptop with programmed K-Channel learning modules for both students and teachers, an LCD projector and accessories designed to enhance classroom education.
A total of 96 educators from the franchise areas of Pelco 1 in Mexico, Sta. Ana, Arayat, Candaba, San Luis and Magalang also underwent the K-Channel seminar at the Edita Bueno Hall of Pelco 1 in its headquarters in Barangay Sto. Domingo.
The teachers and school heads, led by Pampanga Schools Superintendent Nicholas Capulong, said the project will improve the performance of their students.
“I can assure Pelco 1, AES and K-Channel that these learning resources will go a long way in improving the performance of our students in the National Achievement Test. We have long been in search of a private partner in this quest and we thank you so much for coming to Pampanga,” said Capulong.
Pelco 1 general manager Loliano Allas agreed and said: “Makakatulong ito sa pagpapataas ng antas ng pag-aaral n gating mga anak. Rest assured, Pelco 1 and AES will continue to have more beneficial CSRs for our member-consumers. Upcoming is a community clinic for them.”
K-Channel president and executive director Elvira Lopez-Bautista said the mobile learning modules have been designed for ease and convenience of both students and teachers.

CITY OF SAN FERNANDO – A top official of the Pampanga Chamber of Commerce and Industry Inc. (PamCham) said the local economy is now getting healthier as projected.
PamCham vice chairman Rene Romero, now co-chairman [representing the private sector] of the Regional Competitiveness Council, said the advent of the 2013 elections, the country’s earning recently positive ratings in competitiveness and the re-election of US President Barack Obama are contributing to the rebound of the local economy and the boosting of the purchasing power of consumers like Kapampangans and Filipinos in general.
He earlier projected – based on local parameters and observations of colleagues at PamCham – that the economy will be shaky but not alarming, due to the “burning out” of giant economies like the US and China and insufficient circulation of money locally.
He said then that the economy will gain momentum at the onset of elections in October and could last until June next year when money remains in steady circulation.
“Money has started circulating because of the coming elections when candidates filed their certificates last month. Consumer spending towards the Christmas Season is growing because of this, as they are beginning to have stronger purchasing power. This is evident now in malls and other stores where people are buying an assortment of products and goods,” Romero said.
Romero added that the positive rise in the country’s competitiveness index is another factor in buoying up the local economy. “That is a good sign for investors, exporters and the labor sector, since more jobs will be generated, remittances increased and exports expectedly returning to normal levels. We are hopeful with these especially with the re-election of US President Barack Obama.”
He said the decision of Americans to give Obama another term is “practical” and will have effects on its and the Philippines’ economic landscape.
“And since the Philippine economy is affected by US policies, we expect them to rebound as well and gain positive results from renewed trade, especially our exports to them…” Romero said.
“With all these factors positively interplaying until next year, we in the industry and private sector are optimistic of a healthier local economy and greater purchasing power for consumers,” he added.

ANGELES CITY — A veteran newsman has filed graft and corruption charges before the Ombudsman against Mayor Edgardo Pamintuan and several others in connection with the 2,506 “job order” employees of the City Government.
Robledo Sanchez filed the case before the Office of the Ombudsman based on documents he gathered, including appointment papers of job order employees signed by Pamintuan, his secretary Kirk Galanza, and City Administrator Dennis Albert Pamintuan.
Sanchez stated that from July 1, 2012 to September 20, 2012, the job order employees of the City Government have reached 2,506, outnumbering the total number of City Hall’s regular (815), contractual (39) and casual employees (357).
The said job order appointments account for almost 70 percent of the city’s total manpower.
“Nakakapagtaka dahil kung ang lahat ng mga job order na ito ay totoo, pumapasok at hindi ghost employee, sa kanila pa lang, punong-puno na ang City Hall,” Sanchez said.
Sanchez said the appointment of the “job orders” is a violation of Civil Service Commission (CSC) Memorandum Circular No. 17 Series of 2002, dated June 24, 2002, which states that contracts for job order employees should be submitted to the CSC Regional Office to be reviewed on whether the said contracts are complying with CSC guidelines.
Job order employees are being paid on a daily basis and receive no benefits usually given to regular employees, like GSIS, PAG-IBIG, among others.
Aside from Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and other department heads were also charged for violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act and RA 6713 or the Code of Conduct and Ethical Standards of Public Officials and Employees.

Lazatin Hireling
(Representative Carmelo) Lazatin is at the height of desperation in the filing of a case against me that is clearly politically motivated.
We have in fact heard of this case months ago, just after Lazatin announced his candidacy. Robling Sanchez, a self-styled media person, is just a hireling of Lazatin.
The matter of hiring job order (JO) employees was also a practice of Lazatin when he was mayor. Most if not all local government units (LGUs), as well as National Government agencies, resort to hiring job orders and contract of service employees because of the limited number of plantilla positions, particularly if an LGU is implementing many programs and projects.
All the JOs we hired are doing specific tasks from being street sweepers, traffic enforcers, market guards, day care workers, barangay health workers, hospital staff, fiscal and court personnel to program heads.
Many of these JOs are working on the field as street sweepers, traffic aides, garbage collectors, sanitary workers, among others. Not all are working in the offices of the city hall building.
Even Dr. Marietta Gaddi, the vice president of the City College of Angeles, is a job order employee. She has a PhD. Bishop Joe Briones, who is head of the Task Force One Million Trees, is also a JO employee. Most of our nurses and health workers, who deal with life and death situations, are likewise job order employees.
I have eight programs with 27 components under my contract with the Angeleños. These programs are mostly implemented by JOs.
We also have JOs who were hired by Lazatin himself, and whom we retained because of the nature of their tasks, which is continuing, such as street sweeping and garbage collecting.
These JOs are actually not considered as government employees, and are without the usual benefits of regular employees. They are hired to do specific tasks within a certain time frame. Their contracts range from three to six months, which is allowed under rules and regulations of the Civil Service Commission.
But during the time of Lazatin, it was reported that the caretakers of his cock farm and his house help are JOs paid by city hall. In fact, there were more JOs during the time of my predecessor.
This is an issue I will face squarely even if it just pure political harassment.

CLARK FREEPORT – The Philippines’ largest national flag carrier, Cebu Pacific is expected to fly its 70-millionth passenger any time in the next seven days.
“Since CEB started operations in 1996, we have now flown very close to 70 million passengers. This number is a testament to how much CEB’s trademark low fares and extensive route network have revolutionized air travel in the Philippines,” said CEB VP for Marketing and Distribution Candice Iyog.
The countdown started Friday during the launch of the North Philippine (NorthPhil) Tourism and Travel Expo at the Marquee Mall in Angeles City, where CEB is the official airline partner for the 4th year.
“CEB’s one and only lucky 70 millionth passenger will check in on any of our approximately 2,000 weekly domestic and international flights, within a week from now. That lucky Juan will receive 70 free domestic one-way tickets, so we are very excited to hit this milestone and award our lucky passenger,” Iyog added.
CEB kicks off the countdown with a PHP7 base fare seat sale to any of the airline’s 32 domestic and 19 international destinations. Sale period is until November 12, 2012 or until seats last, for travel from June 1 to December 15, 2013, except for Osaka which has a travel period from June 1 to October 19, 2013.
The airline also holds a special P0 (zero) base fare seat sale for its Clark hub, just in time for the NorthPhil Expo where CEB has a booth. The seat sale period is also until November 12, 2012 or until seats last, for travel from March 1 to May 30, 2013. Up for grabs are seats from Clark to Hong Kong, Singapore, Macau, Bangkok and Cebu.

CITY OF SAN FERNANDO—The Department of Labor and Employment (DOLE) regional office has recently forged an agreement with different mining companies in Zambales in a bid to ensure welfare and protection of industry workers.
DOLE Regional Director Raymundo G. Agravante announced the signing of the memorandum of agreement (MOA) with Zambales Mining Industrial Tripartite Council (M-ITC) on Voluntary Code of Good Practices (VGCP).
The VCGP covers the 10 areas of good practices which include compliance to labor standards, health coordination for training and education, recruitment and termination, occupational safety and health, productivity, dispute settlement, legitimate contracting and sub-contracting, social dialogue, collaboration of government partners, and monitoring of the code.
DOLE-3 Assistant Regional Director Geraldine M. Panlilio, together with DOLE Zambales Field Office head Efren M. Reyes, and Zambales Vice Governor and provincial PESO manager Ramon G. Lacbain II, led the signing of the VCGP which was participated in by 17 management and labor representatives from the mining companies in Zambales.
Among those who sent representatives in the signing are: YinYi Phil. Mining Inc., Black Dragon Corp., BNMI, EnRoz, RMB Geomine, Templeton Resources Inc., West Cathamen Corp., DMCI, Von Mina, Spartan Mining and Ellard Enterprise.
Reynante N. Lugtu, DOLE- Zambales supervising labor and employment officer, said the VCGP was developed to serve as a guide for self-governance and self-regulation and to further enhance tripartite engagement of the social partners in promoting continuous growth and development in the mining industry.
“We established a network with the Zambales M-ITC with the goal to prevent and avoid labor disputes from happening. More importantly, we want to protect the welfare of our mining workers by empowering them to be productive,” he said.
Panlilio, in her message, thanked the mining companies in Zambales for forging a partnership with the DOLE through the VCGP, which signals the start of a good friendship and a benchmark in the mining industry as a whole.
Vice Governor Lacbain expressed his gratitude to the DOLE for its initiative in creating the Zambales M-ITC.
“This tripartite is a big help for us in developing harmonious working relationships and resolving labor disputes as well. Rest assured, that we will promote and protect the welfare of our constituents,” he said.

CITY OF SAN FERNANDO—To contribute in meeting the present administration’s 16-point agenda, especially on improving the quality of service for all Filipinos, the Department of Health is determined to be certified by the International Organization for Standardization or ISO by 2013.
“Each CHD was given a time frame of 18 months to be ISO certified. But we, in the [Center for Health Development 3], are targeting the certification for just seven months,” Regional Director Leonita Gorgolon stated.
Taking part on the journey for ISO certification, the CHD 3 conducted series of orientations and trainings for all the employees, from the security personnel to the regional director.
These activities aim to make sure that all employees understand well why the whole DOH, not only the CHD 3, need to institutionalize a Quality Management System (QMS) certifiable to ISO 9001:2008.
The regional director, as the Quality Management Representative (QMR), recognizes the value of being ISO certified, stating that it is to ensure global competitiveness, gain the citizen’s trust and confidence and align the department’s vision with the current thrust of the national government on good governance and anti-corruption.
Some significant benefits of being ISO certified would be better image of the DOH, improved planning and performance review, improved communication, clearly defined interface among offices and fact-based decisions.
These will all be possible through the eight QMS principles necessary for the organization to have an effective and efficient system, developed by the ISO technical committee 176.
The principles are client focus, leadership, involvement of people, process approach, system approach, continual improvement, factual approach to decision making and mutually beneficial supplier relationship.
The DOH is considered to be the first government agency to have a department-wide ISO QMS certification and is now regarded to be the biggest organization eying for the ISO certification.
ISO is a non-governmental organization and the world’s largest developer and publisher of international standards on good quality management practices. LUBAO, Pampanga—Mayor Mylyn Pineda-Cayabyab the other day said she foresees economic growth with the establishment of the new town hall along the national highway here.
The municipal building, which will be built along the Jose Abad Santos Avenue (JASA), will be her government’s “top agenda” during her second term.
“It is already on our agenda in coordination with the town council. But we can’t give other details so not to pre-empt the project,” she said.
Pineda-Cayabyab, who is unopposed for the second straight time for the 2013 elections, said the new hall will bring in more businesses and economic activities benefitting residents of the first-class municipality.
The mayor also hopes the move would generate more local taxes for the town, which is known to produce sampaguita, rice sugar cane and fish.
The old municipall hall is in Barangay San Nicolas I, which is about two kilometers from JASA and is located in the central portion of the town proper.
Pineda-Cayabyab also said the LGU is prioritizing the improvement of businesses in her town.
Meanwhile, Second District Board Member Salvador “Jun” Dimson welcomed the plan, saying the proposed municipal hall “is a brilliant one” improving the over-all image of the town.

ANGELES CITY—The Partido Abe Kapampangan (PAK) branded Pampanga First District Representative Carmelo “Tarzan” Lazatin as the “root cause” of all problems that beset the city government of Angeles.
PAK also declared that without Lazatin, the City of Angeles has the potential to develop into one of the best cities of the country if not of South East Asia and the Asia-Pacific.
William Aguilar, PAK deputy secretary general, said that, “Lazatin’s brand of dirty traditional and patronage politics is one of the worst if not the worst in the entire country. He did everything with one motive in mind – that is to protect his own selfish interest.”
Onerous loans
Aguilar pointed-out that the loans acquired by Lazatin as mayor were onerous and very detrimental to the city and the local government, aside from being very controversial if not totally anomalous.
“Just imagine a loan of almost P200 million just to reconstruct the San Nicolas Public Market. The said amount was too much for the said project. We could not help but suspect that there were irregularities in the implementation of this project,” Aguilar said.
Aside from the P186-million loan for the public market, Lazatin also borrowed money from government banks to purchase garbage bins, construction of the slaughterhouse, to buy computers for the Ospital Ning Angeles, and for school buildings and socialized housing.
“Instead of improving local revenues, Lazatin resorted to the counter-productive measure of obtaining long-term loan with interests. Even the purchase of garbage bins was implemented through a loan,” Aguilar lamented.
Non-remittance to GSIS
“Because of the loans of Lazatin, the city government suffered from yearly budget deficit including accounts payable of P50 million or more. Under Lazatin, the city government also failed to regularly remit the GSIS, PAG-IBIG fund and PhilHealth contributions of permanent, contractual and casual government employees as indicated in the Annual Reports of 2003, 2004 and 2005 of the Commission on Audit,” Aguilar added.
“To make matters worse, Lazatin even understated the target revenues from real property taxes resulting in heavy reliance on the Internal Revenue Allotment (IRA) to the ratio of 70 percent IRA and 30% local sources,” Aguilar stressed, adding that, “We view this as an indication that assessment of taxes paid during Lazatin’s time was characterized by under-the-table negotiations with tax collections at the losing end.”
Without transparency
The PAK party likewise alleged that Lazatin managed the city government as if it is his own business “in violation of the provisions of the Local Government Code.”
“Based on our investigation, Lazatin failed to regularly convene local councils and boards including the Local Development Council, the Local Peace and Order Council, the Local School Board and the Local Health Board,” Aguilar revealed.
“He never believed in transparency and participative governance. To him, good governance does not exist although he could pay lip-service to it to serve his political objective. However, Lazatin could not and will never understand its true meaning. He simply does not care because to him he is the ‘king of the jungle.’ He will not go down from his pedestal to be with the ordinary people,” Aguilar said.
Solving the ‘problem’
“How do you solve a problem like Tarzan Lazatin?” Aguilar asked.
He answered, “By rejecting him in the polls. By ensuring the end of dirty traditional and patronage politics that Tarzan sponsored for 25 long years. By supporting genuine issue based advocacies, and pro-people programs and projects.”

Educators laud electric cooperative
News About ClarkMEXICO, Pampanga — Principals, teachers and master educators lauded the Pampanga 1 Electric Cooperative (Pelco 1) and its power provider-partner, AES Philippines, for the firms’ “Connect-A-School” project.
“Connect-a-School” is a corporate social responsibility (CSR) program of Pelco 1, involving some P2 million in donations coming from the AES Foundation for community projects of the outstanding cooperative.
Partnering with Pelco 1 and AES for the endeavor is the Knowledge Channel Foundation (K-Channel).
Over the weekend, 24 public elementary and high schools each received learning packages consisting of a laptop with programmed K-Channel learning modules for both students and teachers, an LCD projector and accessories designed to enhance classroom education.
A total of 96 educators from the franchise areas of Pelco 1 in Mexico, Sta. Ana, Arayat, Candaba, San Luis and Magalang also underwent the K-Channel seminar at the Edita Bueno Hall of Pelco 1 in its headquarters in Barangay Sto. Domingo.
The teachers and school heads, led by Pampanga Schools Superintendent Nicholas Capulong, said the project will improve the performance of their students.
“I can assure Pelco 1, AES and K-Channel that these learning resources will go a long way in improving the performance of our students in the National Achievement Test. We have long been in search of a private partner in this quest and we thank you so much for coming to Pampanga,” said Capulong.
Pelco 1 general manager Loliano Allas agreed and said: “Makakatulong ito sa pagpapataas ng antas ng pag-aaral n gating mga anak. Rest assured, Pelco 1 and AES will continue to have more beneficial CSRs for our member-consumers. Upcoming is a community clinic for them.”
K-Channel president and executive director Elvira Lopez-Bautista said the mobile learning modules have been designed for ease and convenience of both students and teachers.

Bizman: Local economy getting ‘healthier’
News About ClarkCITY OF SAN FERNANDO – A top official of the Pampanga Chamber of Commerce and Industry Inc. (PamCham) said the local economy is now getting healthier as projected.
PamCham vice chairman Rene Romero, now co-chairman [representing the private sector] of the Regional Competitiveness Council, said the advent of the 2013 elections, the country’s earning recently positive ratings in competitiveness and the re-election of US President Barack Obama are contributing to the rebound of the local economy and the boosting of the purchasing power of consumers like Kapampangans and Filipinos in general.
He earlier projected – based on local parameters and observations of colleagues at PamCham – that the economy will be shaky but not alarming, due to the “burning out” of giant economies like the US and China and insufficient circulation of money locally.
He said then that the economy will gain momentum at the onset of elections in October and could last until June next year when money remains in steady circulation.
“Money has started circulating because of the coming elections when candidates filed their certificates last month. Consumer spending towards the Christmas Season is growing because of this, as they are beginning to have stronger purchasing power. This is evident now in malls and other stores where people are buying an assortment of products and goods,” Romero said.
Romero added that the positive rise in the country’s competitiveness index is another factor in buoying up the local economy. “That is a good sign for investors, exporters and the labor sector, since more jobs will be generated, remittances increased and exports expectedly returning to normal levels. We are hopeful with these especially with the re-election of US President Barack Obama.”
He said the decision of Americans to give Obama another term is “practical” and will have effects on its and the Philippines’ economic landscape.
“And since the Philippine economy is affected by US policies, we expect them to rebound as well and gain positive results from renewed trade, especially our exports to them…” Romero said.
“With all these factors positively interplaying until next year, we in the industry and private sector are optimistic of a healthier local economy and greater purchasing power for consumers,” he added.

Mayor faces graft raps over job order workers
News About ClarkANGELES CITY — A veteran newsman has filed graft and corruption charges before the Ombudsman against Mayor Edgardo Pamintuan and several others in connection with the 2,506 “job order” employees of the City Government.
Robledo Sanchez filed the case before the Office of the Ombudsman based on documents he gathered, including appointment papers of job order employees signed by Pamintuan, his secretary Kirk Galanza, and City Administrator Dennis Albert Pamintuan.
Sanchez stated that from July 1, 2012 to September 20, 2012, the job order employees of the City Government have reached 2,506, outnumbering the total number of City Hall’s regular (815), contractual (39) and casual employees (357).
The said job order appointments account for almost 70 percent of the city’s total manpower.
“Nakakapagtaka dahil kung ang lahat ng mga job order na ito ay totoo, pumapasok at hindi ghost employee, sa kanila pa lang, punong-puno na ang City Hall,” Sanchez said.
Sanchez said the appointment of the “job orders” is a violation of Civil Service Commission (CSC) Memorandum Circular No. 17 Series of 2002, dated June 24, 2002, which states that contracts for job order employees should be submitted to the CSC Regional Office to be reviewed on whether the said contracts are complying with CSC guidelines.
Job order employees are being paid on a daily basis and receive no benefits usually given to regular employees, like GSIS, PAG-IBIG, among others.
Aside from Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and other department heads were also charged for violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act and RA 6713 or the Code of Conduct and Ethical Standards of Public Officials and Employees.

Lazatin Hireling
(Representative Carmelo) Lazatin is at the height of desperation in the filing of a case against me that is clearly politically motivated.
We have in fact heard of this case months ago, just after Lazatin announced his candidacy. Robling Sanchez, a self-styled media person, is just a hireling of Lazatin.
The matter of hiring job order (JO) employees was also a practice of Lazatin when he was mayor. Most if not all local government units (LGUs), as well as National Government agencies, resort to hiring job orders and contract of service employees because of the limited number of plantilla positions, particularly if an LGU is implementing many programs and projects.
All the JOs we hired are doing specific tasks from being street sweepers, traffic enforcers, market guards, day care workers, barangay health workers, hospital staff, fiscal and court personnel to program heads.
Many of these JOs are working on the field as street sweepers, traffic aides, garbage collectors, sanitary workers, among others. Not all are working in the offices of the city hall building.
Even Dr. Marietta Gaddi, the vice president of the City College of Angeles, is a job order employee. She has a PhD. Bishop Joe Briones, who is head of the Task Force One Million Trees, is also a JO employee. Most of our nurses and health workers, who deal with life and death situations, are likewise job order employees.
I have eight programs with 27 components under my contract with the Angeleños. These programs are mostly implemented by JOs.
We also have JOs who were hired by Lazatin himself, and whom we retained because of the nature of their tasks, which is continuing, such as street sweeping and garbage collecting.
These JOs are actually not considered as government employees, and are without the usual benefits of regular employees. They are hired to do specific tasks within a certain time frame. Their contracts range from three to six months, which is allowed under rules and regulations of the Civil Service Commission.
But during the time of Lazatin, it was reported that the caretakers of his cock farm and his house help are JOs paid by city hall. In fact, there were more JOs during the time of my predecessor.
This is an issue I will face squarely even if it just pure political harassment.

CEB soon to fly 70-millionth passenger Holds P7 systemwide seat sale
News About ClarkCLARK FREEPORT – The Philippines’ largest national flag carrier, Cebu Pacific is expected to fly its 70-millionth passenger any time in the next seven days.
“Since CEB started operations in 1996, we have now flown very close to 70 million passengers. This number is a testament to how much CEB’s trademark low fares and extensive route network have revolutionized air travel in the Philippines,” said CEB VP for Marketing and Distribution Candice Iyog.
The countdown started Friday during the launch of the North Philippine (NorthPhil) Tourism and Travel Expo at the Marquee Mall in Angeles City, where CEB is the official airline partner for the 4th year.
“CEB’s one and only lucky 70 millionth passenger will check in on any of our approximately 2,000 weekly domestic and international flights, within a week from now. That lucky Juan will receive 70 free domestic one-way tickets, so we are very excited to hit this milestone and award our lucky passenger,” Iyog added.
CEB kicks off the countdown with a PHP7 base fare seat sale to any of the airline’s 32 domestic and 19 international destinations. Sale period is until November 12, 2012 or until seats last, for travel from June 1 to December 15, 2013, except for Osaka which has a travel period from June 1 to October 19, 2013.
The airline also holds a special P0 (zero) base fare seat sale for its Clark hub, just in time for the NorthPhil Expo where CEB has a booth. The seat sale period is also until November 12, 2012 or until seats last, for travel from March 1 to May 30, 2013. Up for grabs are seats from Clark to Hong Kong, Singapore, Macau, Bangkok and Cebu.
These seat sale fares are available through www.cebupacificair.com only, and are exclusive of check-in baggage allowance, taxes, fuel surcharges and admin fees.
CEB currently operates 10 Airbus A319, 22 Airbus A320 and 8 ATR-72 500 aircraft. Its fleet of 40 aircraft – with an average age of 3.6 years – is the largest aircraft fleet in the Philippines. Between 2012 and 2021, Cebu Pacific will take delivery of 19 more Airbus A320 and 30 Airbus A321neo aircraft orders. It is slated to begin long-haul services in the 3rd quarter of 2013.

Pact forged to promote welfare of Zambales mining workers
News About ClarkCITY OF SAN FERNANDO—The Department of Labor and Employment (DOLE) regional office has recently forged an agreement with different mining companies in Zambales in a bid to ensure welfare and protection of industry workers.
DOLE Regional Director Raymundo G. Agravante announced the signing of the memorandum of agreement (MOA) with Zambales Mining Industrial Tripartite Council (M-ITC) on Voluntary Code of Good Practices (VGCP).
The VCGP covers the 10 areas of good practices which include compliance to labor standards, health coordination for training and education, recruitment and termination, occupational safety and health, productivity, dispute settlement, legitimate contracting and sub-contracting, social dialogue, collaboration of government partners, and monitoring of the code.
DOLE-3 Assistant Regional Director Geraldine M. Panlilio, together with DOLE Zambales Field Office head Efren M. Reyes, and Zambales Vice Governor and provincial PESO manager Ramon G. Lacbain II, led the signing of the VCGP which was participated in by 17 management and labor representatives from the mining companies in Zambales.
Among those who sent representatives in the signing are: YinYi Phil. Mining Inc., Black Dragon Corp., BNMI, EnRoz, RMB Geomine, Templeton Resources Inc., West Cathamen Corp., DMCI, Von Mina, Spartan Mining and Ellard Enterprise.
Reynante N. Lugtu, DOLE- Zambales supervising labor and employment officer, said the VCGP was developed to serve as a guide for self-governance and self-regulation and to further enhance tripartite engagement of the social partners in promoting continuous growth and development in the mining industry.
“We established a network with the Zambales M-ITC with the goal to prevent and avoid labor disputes from happening. More importantly, we want to protect the welfare of our mining workers by empowering them to be productive,” he said.
Panlilio, in her message, thanked the mining companies in Zambales for forging a partnership with the DOLE through the VCGP, which signals the start of a good friendship and a benchmark in the mining industry as a whole.
Vice Governor Lacbain expressed his gratitude to the DOLE for its initiative in creating the Zambales M-ITC.
“This tripartite is a big help for us in developing harmonious working relationships and resolving labor disputes as well. Rest assured, that we will promote and protect the welfare of our constituents,” he said.
Efrelyn Juan, labor representative from Black Dragon Corporation, on the other hand, said the VCGP will highly benefit workers. ● (PNA)

Zyeplus Skills Development Program, which will hold a seminar on November 30, intends to help individuals or groups who wish to make money out of their hobbies.
Zyeplus has several affiliate firms with Technology Education Skills and Development Authority (TESDA) accreditation.
During the upcoming livelihood seminar, facilitators with various experiences in baking and cooking with several hotels in this city will teach participants to learn the art and science of baking and bread making to include pastry making into a lucrative livelihood project.

News About ClarkCITY OF SAN FERNANDO—To contribute in meeting the present administration’s 16-point agenda, especially on improving the quality of service for all Filipinos, the Department of Health is determined to be certified by the International Organization for Standardization or ISO by 2013.
“Each CHD was given a time frame of 18 months to be ISO certified. But we, in the [Center for Health Development 3], are targeting the certification for just seven months,” Regional Director Leonita Gorgolon stated.
Taking part on the journey for ISO certification, the CHD 3 conducted series of orientations and trainings for all the employees, from the security personnel to the regional director.
These activities aim to make sure that all employees understand well why the whole DOH, not only the CHD 3, need to institutionalize a Quality Management System (QMS) certifiable to ISO 9001:2008.
The regional director, as the Quality Management Representative (QMR), recognizes the value of being ISO certified, stating that it is to ensure global competitiveness, gain the citizen’s trust and confidence and align the department’s vision with the current thrust of the national government on good governance and anti-corruption.
Some significant benefits of being ISO certified would be better image of the DOH, improved planning and performance review, improved communication, clearly defined interface among offices and fact-based decisions.
These will all be possible through the eight QMS principles necessary for the organization to have an effective and efficient system, developed by the ISO technical committee 176.
The principles are client focus, leadership, involvement of people, process approach, system approach, continual improvement, factual approach to decision making and mutually beneficial supplier relationship.
The DOH is considered to be the first government agency to have a department-wide ISO QMS certification and is now regarded to be the biggest organization eying for the ISO certification.

Lubao mayor mulls new municipal hall
News About ClarkLUBAO, Pampanga—Mayor Mylyn Pineda-Cayabyab the other day said she foresees economic growth with the establishment of the new town hall along the national highway here.
The municipal building, which will be built along the Jose Abad Santos Avenue (JASA), will be her government’s “top agenda” during her second term.
“It is already on our agenda in coordination with the town council. But we can’t give other details so not to pre-empt the project,” she said.
Pineda-Cayabyab, who is unopposed for the second straight time for the 2013 elections, said the new hall will bring in more businesses and economic activities benefitting residents of the first-class municipality.
The mayor also hopes the move would generate more local taxes for the town, which is known to produce sampaguita, rice sugar cane and fish.
The old municipall hall is in Barangay San Nicolas I, which is about two kilometers from JASA and is located in the central portion of the town proper.
Pineda-Cayabyab also said the LGU is prioritizing the improvement of businesses in her town.
Meanwhile, Second District Board Member Salvador “Jun” Dimson welcomed the plan, saying the proposed municipal hall “is a brilliant one” improving the over-all image of the town.

PAK: Tarzan is the problem
News About ClarkANGELES CITY—The Partido Abe Kapampangan (PAK) branded Pampanga First District Representative Carmelo “Tarzan” Lazatin as the “root cause” of all problems that beset the city government of Angeles.
PAK also declared that without Lazatin, the City of Angeles has the potential to develop into one of the best cities of the country if not of South East Asia and the Asia-Pacific.
William Aguilar, PAK deputy secretary general, said that, “Lazatin’s brand of dirty traditional and patronage politics is one of the worst if not the worst in the entire country. He did everything with one motive in mind – that is to protect his own selfish interest.”
Onerous loans
Aguilar pointed-out that the loans acquired by Lazatin as mayor were onerous and very detrimental to the city and the local government, aside from being very controversial if not totally anomalous.
“Just imagine a loan of almost P200 million just to reconstruct the San Nicolas Public Market. The said amount was too much for the said project. We could not help but suspect that there were irregularities in the implementation of this project,” Aguilar said.
Aside from the P186-million loan for the public market, Lazatin also borrowed money from government banks to purchase garbage bins, construction of the slaughterhouse, to buy computers for the Ospital Ning Angeles, and for school buildings and socialized housing.
“Instead of improving local revenues, Lazatin resorted to the counter-productive measure of obtaining long-term loan with interests. Even the purchase of garbage bins was implemented through a loan,” Aguilar lamented.
Non-remittance to GSIS
“Because of the loans of Lazatin, the city government suffered from yearly budget deficit including accounts payable of P50 million or more. Under Lazatin, the city government also failed to regularly remit the GSIS, PAG-IBIG fund and PhilHealth contributions of permanent, contractual and casual government employees as indicated in the Annual Reports of 2003, 2004 and 2005 of the Commission on Audit,” Aguilar added.
“To make matters worse, Lazatin even understated the target revenues from real property taxes resulting in heavy reliance on the Internal Revenue Allotment (IRA) to the ratio of 70 percent IRA and 30% local sources,” Aguilar stressed, adding that, “We view this as an indication that assessment of taxes paid during Lazatin’s time was characterized by under-the-table negotiations with tax collections at the losing end.”
Without transparency
The PAK party likewise alleged that Lazatin managed the city government as if it is his own business “in violation of the provisions of the Local Government Code.”
“Based on our investigation, Lazatin failed to regularly convene local councils and boards including the Local Development Council, the Local Peace and Order Council, the Local School Board and the Local Health Board,” Aguilar revealed.
“He never believed in transparency and participative governance. To him, good governance does not exist although he could pay lip-service to it to serve his political objective. However, Lazatin could not and will never understand its true meaning. He simply does not care because to him he is the ‘king of the jungle.’ He will not go down from his pedestal to be with the ordinary people,” Aguilar said.
Solving the ‘problem’
“How do you solve a problem like Tarzan Lazatin?” Aguilar asked.
He answered, “By rejecting him in the polls. By ensuring the end of dirty traditional and patronage politics that Tarzan sponsored for 25 long years. By supporting genuine issue based advocacies, and pro-people programs and projects.”
