CITY OF SAN FERNANDO, Pampanga, April 8 (PIA) — The Regional Disaster Risk Reduction and Management Council (RDRRMC) has identified 987 flood-prone barangays with 255,159 families in Central Luzon.
The breakdown per province is as follows: Aurora -106 barangays in 8 towns with 27,596 families at risk; Bataan – 87 barangays in 11 municipalities with 34,514 threatened families; Bulacan – 133 barangays in 18 towns and 3,346 families; Nueva Ecija – 235 flood-prone barangays in 24 towns and 71,881 families; Pampanga- 231 barangays in 15 towns and 71,881 families; Tarlac – 141 barangays in 14 towns and 41,857 families facing threat; and Zambales with 54 barangays in 7 towns and 13,748 families at risk.
As part of the disaster risk reduction planning, the provinces have also identified the number of schools to be occupied as evacuation centers and what areas are also designated as evacuation centers in case disasters hit the areas.
In Aurora, eight elementary schools, covered courts, the municipal buildings, churches and identified higher grounds are ready for occupation by evacuees.
There are 23 schools, the Dinalupihan Sports Complex, the Provincial Capitol, the Peoples’ Center and municipal covered courts are assigned evacuation centers in Bataan.
Meanwhile, Nueva Ecija identified Days Hotel, the Convention Center and Sports Complex in Palayan City, the Ladies Dormitory in Palayan City and 505 schools as evacuation centers.
Cabanatuan City designated the Transport Central Terminal, NFA Cabanatuan compound, barangay halls, gyms, covered courts, chapels and the Ladies Dormitory and 31 schools.
The Provincial Capitol Grounds, the Pampanga Sports Complex, and covered courts in the municipalities and 135 schools are considered higher grounds in Pampanga while the Gabay Diwa Rehab Center and seven schools will accommodate evacuees from Angeles City.
For Olongapo City, the Multi-Purpose Skills Training Center, the East Tapinac Oval Track, the Remy Fields at the SBMA, Upper Mau Camp (SBMA), barangay halls and five schools will serve as evacuation centers.
Identified in Zambales as potential centers are covered courts, barangay halls, community livelihood centers, municipal auditoriums, gyms, the public malls and 82 schools.
Some 15 schools, the Paniqui and the Moncada evacuation centers, barangay halls, covered courts, and productivity centers are slated to be shelters in Tarlac in times of calamities.
For Bulacan, evacuees may occupy the provincial gym, SM Baliuag, Provincial Engineering Office, and the Bulacan Sports Complex.
Office of Civil Defense (OCD) Regional Director Josefina Timoteo said part of disaster preparedness is the location of resources and infrastructure and their capacities. Aquino to visit historical sites on Independence Day
About Angeles City, Clark, Subic and PampangaPRESIDENT Benigno Aquino III will visit historical places to mark the Philippine Independence Day, a Malacanang official said Monday.
Presidential spokesperson Edwin Lacierda said the public could expect the President to move around every year visiting sites with historical importance to Filipinos.
“This is an idea of the National Historical Commission that aims to really provide meaning and emphasis to all these historical sites that play the role in the country gaining independence,” he said.
“We believe that it is also one way of imbibing the historical significance of these places. And also it’s more fun in the Philippines to visit the historical sites,” he added.
President Aquino will lead a flag raising ceremony at Barasoain Church in Malolos, Bulacan in celebration of the 114th Independence Day today, Tuesday.
Barasoain Church is considered as historical as it has been the site of the 1899 Constitutional Convention of the First Philippine Republic. It has earned the distinction as the “Cradle of Democracy in the East”.
He will also lead a wreath laying activity at the statue of the first Philippine President Emilio Aguinaldo situated in front of the church.
He is also expected to deliver his Independence Day speech in Malolos.
“He will speak about Independence…It will be a philosophical speech, I believe. Something that lays down also the philosophy of what he’s fighting for,” Lacierda said.
Last year, President Aquino went to Emilio Aguinaldo’s house in Kawit, Cavite, where the Philippine Independence from Spanish rule in 1898 was declared.
The President will proceed from Bulacan to Malacanang for the traditional Vin d’ Honneur with the diplomatic community.
“I think the President will still work on Tuesday as he has papers to catch up with,” added Lacierda.

Now in this article, we shall explore “why a chess player commit mistakes?” There are three (3) things that I want to discuss. (1) Poor opening Preparation (2) Miscalculation and (3) Making a Plan.These three (3) are the most common mistakes in chess game often seen on a amateur chess game.
When I was reading my book “Kasparov Chess Opening Repertoire,” the world champion said that his opening preparation is up to twenty (20) moves or more due to the inclusion of his middle game preparation or positioning of pieces to a fixed plan.Those players who do not give importance to the Opening Preparation can be compared to a runner without shoes.
When I was in CLRAA 2012 held at Iba Zambales, I witnessed how a player from another province smashed an Olongapo City chess bet on the opening stage, I will not mention his name to protect his integrity. On that day he lost a match, he went to the staircase of the HRM Building of Ramon Magsaysay Technological University (RMTU) sat down, shaking his head in diasappointment of his game.

OVER 33,000 VISIT M/V LOGOS HOPE IN SUBIC
About Angeles City, Clark, Subic and PampangaSUBIC BAY FREEPORT – The crew of M/V Logos Hope, the world’s largest book fair, said they are happy that Filipino book lovers kept on visiting their ship throughout its three-week stay after it arrived here in Subic on March 16.
The vessel, which berthed at the Alava Pier, has received more than 33,000 visitors who browsed through some 5,000 available book titles on board, and viewed interactive displays like “Life X-perience,” which is about HIV.
More visitors flocked to the book fair until it closed on April 8, Easter Sunday. Until then, the book fair remained open every day, from 10:00 a.m. to 9:30 p.m., except on Holy Thursday and Good Friday in observance of the Holy Week.
Tom Dyer, captain of M/V Logos Hope, said that it has always been a pleasure for them to be in the Philippines. “I like being in the Philippines. You have a very positive cheerful spirit,” he said. “Anywhere in the world that you go, when you find a Filipino community, there is so much joy. We are very thankful to be here.”
Dyer also thanked the Subic Bay Metropolitan Authority for providing assistance to the ship’s crew. He also praised the Freeport’s port facilities. “It’s nice when we come in to a berth and we’re not moving because of the swell and the tide,” Dyer said. “In some ports we have to actually leave the berth because there’s just too much motion. But we feel very secure here and we feel very welcome here, so thank you.”
Apart from making books available to the public, the crew of M/V Logos Hope also conducted offshore volunteer services in communities surrounding the Freeport.
“We have been working in prisons and schools. We have been in places where we can provide books,” said Naomi Armstrong, one of the Logosvolunteers. “Our dentists have also gone out doing work in the communities.”
Armstrong also said that after the book fair closed on April 8, the ship was dry-docked also in Subic for repairs and maintenance which is expected to last for two months. The ship will be sailing out of Subic on June 25 and head off to Indonesia, their next book-fair stop.
Asked if M/V Logos Hope would be returning to Subic, Armstrong said she is positive about it. “The M/V Doulos (the predecessor of M/V Logos Hope) has been here in Subic six times before, so we will definitely return. When will that be, we don’t know,” Armstrong said.
In any case, Armstrong said the crew really enjoyed Subic Bay. “The people here have been very friendly, and we have enjoyed our visit here in the Philippines generally. It’s been a lovely country to visit,” Armstrong added. ###

For the first phase of the project implementation, however, WiFi access will be available within 100 meters from the following: Lighthouse Marina, Pier One, Bayfront Hotel, NetWorx, Subic Freeport Exchange, MeatPlus, PLDT main office, Remy Field, Subic Bay Yacht Club, Royal Subic, Eastern and Petron gas stations, All Hands Beach Resort, and Zoobic Safari.

Lansangan said that more establishments have expressed their intention to participate in the WiFi Zone Project and subscribe as access points so that more visitors and tourists can enjoy wireless Internet access anywhere in the free port.

About Angeles City, Clark, Subic and PampangaSUBIC BAY FREEPORT— Chairman and Administrator Roberto Garcia of the Subic Bay Metropolitan Authority (SBMA) encouraged youth leaders to do their part in the economic development of the country by helping promote investor confidence in the local economy.
Speaking before an assembly of Sangguniang Kabataan (SK) chapters in Central Luzon here on Tuesday, Garcia said that Filipinos, especially the youth, must do their best to take advantage of the present economic upswing.
Garcia also commented on the summit’s theme, “Braving the Challenges of Unending Youth Empowerment, Dedication and Commitment to Good Governance,” saying that this choice was very timely in light of government efforts to restore investor confidence.
“Alam ninyo, ang Indonesia noong araw ay napaka-corrupt na bansa. But with their president who went on a very strong anti-corruption campaign, investors came back with confidence,” Garcia said.
In the 1960s, Garcia noted, the Philippines was second only to Japan. But it later slid down continuously because of corruption, inefficiency, lack of infrastructure and other problems, thereby earning the description as the “sick man of Asia.”
“But with the President Aquino’s election last year, what has happened is that the Philippines is now among the VIPs (Vietnam, Indonesia and Philippines) that foreign investors are looking at,” the SBMA official said.
The Philippines, according to Garcia, is now heading for an economic upswing, with the stock market registering record highs —a sign of investors’ confidence.
He added that the Sangguniang Kabataan members should contribute their share in maintaining “good governance” as one way of helping in the programs of the President.
“As President Aquino has always said, ‘the future lies in the youth’. So we must do our best to contribute to the programs of the President to take advantage of economic opportunities so that we can provide more jobs for our countrymen,” he added.
Garcia also reminded the youth leaders that they have the appropriate skills and talent necessary for the Philippines to move forward continuously.
“So, on your conference today, I hope you can address this,” he said. More than 350 SK officers and members from provinces and cities in the region attended the three-day Second SK Central Luzon Youth Summit, which started on April 10 at Travelers Hotel in this Freeport.
