ANGELES CITY, Pampanga — Pampanga 1st District Rep. Carmelo “Tarzan” Lazatin is seeking six additional Regional Trial Courts (RTCs) to expedite the resolution of cases in this city, Mabalacat City, and neighboring towns.
Lazatin said that in order to improve the disposition and administration of justice in the district and to ensure the rights to a speedy trial, the number of courts must be increased.
“Due to the limited number of trial courts here, the judges in these eight RTCs are overworked because they need to try and decide a lot of cases, which cannot be done overnight. So what happens is that some other cases are being delayed,” he said.
“The delay in the resolution of cases runs contrary to what Section 16, Article 111 of the 1987 Constitution guarantees to each person, which is a right to speedy trial,” he added.
Under the Batasang Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980, Angeles City only has eight RTCs.
Angeles City Executive Judge Omar Viola said that each of the RTCs of Angeles City have between 700 and 900 cases at the present rate cases are being filed. Soon each RTC will be handling 1,000 cases. (Mark Anthony N.Manuel)

MANILA — Seven people were drowned while five others were still missing as ferry boat foundered off Tampat Point, Bongao, Tawi-Tawi Wednesday.
Lieutenant Commander Armand Balilo said the M/V Siranan, carrying around 27 passengers and crew, sank off around 4 a.m.
Balilo said the vessel came from Sipangkot Island, which is part of the Sibutu Group, and was headed to Bongao when it encountered heavy waves causing it to sink.
Rescue operations resulted in the recovery of 15 other passengers and the fatalities.
Search operations are still ongoing for the five missing persons. (PNA)

CITY OF SAN FERNANDO — A Pampanga legislator member said Wednesday that the “moro-moro statement” made by Minalin Mayor Arthur Naguit was meant to question the Provincial Board’s integrity on matters involving the breach of San Fernando-Sto. Tomas-Minalin Tail Dike.
“This is a big lie and malicious insinuation,” said fourth district Board Member Nestor Tolentino on allegations that the committee on environment’s hearing merely served the end of Naguit’s political opponent, former mayor Edgardo Flores.
According to Tolentino, the statement is a malicious allegation that was designed to downgrade and embarrass the proceedings.
Earlier, the municipal councils in the towns of Sto. Tomas and Minalin asked the board members to conduct a deeper investigation on the breach of the said tail dike.
Flores, representing the “Save Minalin Movement,” was allowed during the hearing to show a video footage of the alleged quarrying activities by a certain Rondon Mercado.
According to reports, it was Mayor Naguit who gave the authority to Mercado to haul quarry materials from the dredged portion of the river channel going to the Minalin Poultry Cooperative (Mipolco).
Contrary to the claims of Naguit, Tolentino said that never in his political career that he connived with anybody or allow himself to be used to advance any interest.

ANGELES CITY — Some 10,000 Compact Fluorescent Lamps (CFLs) will be distributed to 5,000 households here starting September 22 as part of the Philippine Energy Efficiency Project (PEEP) of the Department of Energy (DOE).
First district Representative Carmelo Lazatin, in line with his memorandum of agreement with DOE Secretary Jose Rene Almendras, will distribute two light bulbs for each family.
Lazatin will distribute CFLs in 2,200 households at the EPZA Resettlement in Barangay Pulung Cacutud on September 22; in Northville, Barangay Cutud on September 24; and in 600 households in Barangay Sapalibutad on September 25.
Councilor Bryan Matthew Nepomuceno, Lazatin’s son Carmelo Lazatin Jr., veteran news anchor Max Sangil, lawyers Nino Enriquez and Maria Imelda “IQ” Tuazon are expected to assist Lazatin during the bulb distribution.
In order to qualify for the distribution of CFLs, the 5,000 recipient households were asked to submit their electric bills to their district representative.
Former Pulung Cacutud barangay chairman Angelo De Leon expressed gratitude to Lazatin.
“We are very grateful to Congressman Lazatin for choosing our barangay as one of the beneficiaries for the CFL distribution. These CFLs will be very helpful in helping residents lower their energy consumption and save on their electric bill,” he said.
CFLs are smaller versions of the fluorescent lamps and are alternatives to the traditional incandescent bulb because they have longer lifespan and consume less energy.
Compared to incandescent bulbs, CFLs produce light more efficiently and no energy goes to waste. A 14-watt CFL produces the same amount of light as a 75-watt incandescent bulb which means that using CFL instead of an incandescent bulb will save energy and lower electric bill.
According to the CFL briefer from the DOE, at a rate of P10 per kilowatt hour, the electric bill for using an 11-watt CFL for 240 hours in one month is P26.40.
Given the same rate, the electric bill for using a 50-watt incandescent bulb for the same amount of time is worth P120.
The distribution of CFLs is part of the National Residential Lighting Program, which seeks to encourage households to replace incandescent bulbs with energy-saving CFLs, started last year.

PORAC — The P2-million extension wing of the Porac Manpower Training Center here that will cater to more programs and classes for the education of out-of-school youths and residents needing skills training was inaugurated Tuesday.
Local officials here led by Mayor Condralito dela Cruz and Vice Mayor Dexter David led the inauguration of the newly constructed facility.
Dela Cruz told Sun.Star Pampanga that the extension facility was made possible through the support of CDC.
It was former CDC president Felipe Antonio Remollo who facilitated the assistance that saw construction of a machine shop area and four lecture rooms for the students of the center.
The Porac Manpower Training Center was set up by the town to provide training and skills development for locals here. The programs are run through the help of Technical Education and Skills Development Authority (Tesda).
It was in 1988 when the Porac Manpower Training Center was established under the leadership of ex-mayor Exequiel A. Gamboa who was then a vice mayor of this town, together with former mayor Roy L. David.
Since then, the facility has offered short courses in machine sewing, auto-mechanic courses, and electronic repair short courses, among others.
David, for his part, said the center has produced thousands of graduates in different livelihood and skills training programs since the initial operation of the center.
In 2011 alone, some 142 Aetas completed skills training programs at the municipality’s training center in Barangay Cangatba. (IOF)

GUAGUA — While many people build up on commercialized foodstuff, delicacy merchants here are lamenting over the gradual “falling out of love” of locals with traditional food delicacies.
“People are no longer craving for the food that we served long ago. They would rather buy those foodstuff filled with preservatives than cook the food that we traditionally prepare during Christmas,” said Nimfa Manalo, proprietor of Nimfa’s Deli here.
She said most people now are more interested in easy-to-prepare food.
“In the past, we were asked to cook and prepare suman and kalame for even affluent families, but now it seems that most people would rather do their food preparation the easier way,” she said.
She cited the high price of ingredients and the painstaking time to prepare home-cooked delicacies like tsokolateng batirul, kalame, suman, and mamon tustado.
Deli merchants here pointed out that the process of making such delicacies for a whole family would take around four to five hours, depending on the volume to be made.
“Families seem to have stopped passing the food tradition to the next generation. Those who cannot cook the delicacies could not resort to deli merchants to cook for them since the price alone is very discouraging,” Manalo said.
Despite this, deli merchants here are hoping that the attention given by local government units in the province would reawaken the interest in Kapampangan native cooking.
They said the youth should not be deprived of such interest.
The town of Guagua and its neighboring towns of Sasmuan and Sta. Rita are home to native delicacies and traditional Christmas cooking.
Recently, the cultural arts group Arti.Sta Rita celebrated the 6th Duman Festival, highlighting native Kapampangan cooking and delicacies, especially the Christmas cereal duman.
The Save Pampanga Movement has incorporated the “Pamangan Kapampangan” in its yearly celebration of the Sinukwan Festival, in which different town delicacies and native Kapampangan cooking were exhibited.

Binga Dam in Benguet and Magat Dam in the Ifugao-Isabela area still kept their gates open on Tuesday to let out excess water, PAGASA said.
As of 6 a.m. Tuesday, PAGASA said Binga kept one gate open at 0.7 meter, while Magat kept one gate open at two meters.
PAGASA said Binga’s water level was at 574.48 meters, slightly below the 574.60 meters recorded Monday morning.
This was below the 575-meter high level of Binga Dam, it said.
On the other hand, Magat’s water level was 193.33 meters, higher than Monday’s 193 meters. This was above the 190-meter high level of the dam.

LOS ANGELES – Family members of a California man linked to an anti-Islam film that triggered violent protests across the Muslim world went into hiding on Monday, with sheriff’s deputies escorting them from their home to an undisclosed location, authorities said.
The family of Nakoula Basseley Nakoula, 55, was accompanied from their two-story stucco house in the Los Angeles suburb of Cerritos before dawn on Monday, Los Angeles County sheriff’s spokesman Steve Whitmore said.
“They are gone,” Whitmore said, adding that deputies gave the family a ride to an undisclosed location to meet Nakoula, who left the home voluntarily on Saturday to be interviewed by federal authorities and has not returned.
Whitmore said he did not know where Nakoula and his family were headed but they were not expected to return to the home in Cerritos, which has been besieged by the media for nearly a week.
“It’s not our concern anymore at all,” Whitmore said.
The 13-minute English-language movie, which was circulated on the Internet under several titles including “Innocence of Muslims,” mocks the Prophet Mohammad and portrays him as a buffoon.
The film helped generate a torrent of violence last week in which the U.S. ambassador to Libya and three other Americans were killed in an attack in Benghazi. U.S. and other foreign embassies were stormed in cities in Asia, Africa and the Middle East by furious Muslims.
For many Muslims, any depiction of the prophet is blasphemous. Caricatures deemed insulting in the past have provoked protests and drawn condemnations from officials, preachers, ordinary Muslims and many Christians.
U.S. officials have said authorities were not investigating the film project itself and that even if it was inflammatory or led to violence, simply producing it cannot be considered a crime in the United States, which has strong free speech laws.
But Nakoula, whose name has been widely linked to the film in media reports, was interviewed by federal probation officers on Saturday after leaving the house under police escort.
Nakoula was sentenced to 21 months in prison after he pleaded guilty to bank fraud in 2010, a term that was to be followed by five years on supervised release, according to court documents. He remains on probation in that case.
Authorities have said that probation officials were looking into his possible violations of the terms of his release linked to the making the YouTube film. Those terms restrict him from accessing the Internet or assuming aliases without the approval of probation officer.
The home in Cerritos, which now stands unoccupied, was used in filming a scene from “Innocence of Muslims,” according to a crew member who spoke to Reuters on the condition that his name not be used.
Nakoula has denied involvement in the film in a telephone call to his Coptic Christian bishop in Los Angeles, the bishop told Reuters.
In film clips circulating on YouTube, distinctive front doors shown from the inside in one scene were nearly indistinguishable from the front doors of Nakoula’s house as seen from the outside.

6 Additional Pampanga RTCs Sought
About Angeles City, Clark, Subic and PampangaANGELES CITY, Pampanga — Pampanga 1st District Rep. Carmelo “Tarzan” Lazatin is seeking six additional Regional Trial Courts (RTCs) to expedite the resolution of cases in this city, Mabalacat City, and neighboring towns.
Lazatin said that in order to improve the disposition and administration of justice in the district and to ensure the rights to a speedy trial, the number of courts must be increased.
“Due to the limited number of trial courts here, the judges in these eight RTCs are overworked because they need to try and decide a lot of cases, which cannot be done overnight. So what happens is that some other cases are being delayed,” he said.
“The delay in the resolution of cases runs contrary to what Section 16, Article 111 of the 1987 Constitution guarantees to each person, which is a right to speedy trial,” he added.
Under the Batasang Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980, Angeles City only has eight RTCs.
Angeles City Executive Judge Omar Viola said that each of the RTCs of Angeles City have between 700 and 900 cases at the present rate cases are being filed. Soon each RTC will be handling 1,000 cases. (Mark Anthony N.Manuel)

He said the swimming suit competition will be held at the SM City San Fernando Downtown in December 4, while the pre-pageant will be at the Event Centre of SM City Clark in December 7. The coronation night is in December 10 at the Bren Z. Guiao Gym.
The organizers added the 22 contestants will have a tour in Marquee Mall, Angeles City.

Seven killed, five missing as ferry boat sinks off Tawi-Tawi
Press ReleasesMANILA — Seven people were drowned while five others were still missing as ferry boat foundered off Tampat Point, Bongao, Tawi-Tawi Wednesday.
Lieutenant Commander Armand Balilo said the M/V Siranan, carrying around 27 passengers and crew, sank off around 4 a.m.
Balilo said the vessel came from Sipangkot Island, which is part of the Sibutu Group, and was headed to Bongao when it encountered heavy waves causing it to sink.
Rescue operations resulted in the recovery of 15 other passengers and the fatalities.
Search operations are still ongoing for the five missing persons. (PNA)

Mayor’s statement ‘questions’ Provincial Board’s integrity
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — A Pampanga legislator member said Wednesday that the “moro-moro statement” made by Minalin Mayor Arthur Naguit was meant to question the Provincial Board’s integrity on matters involving the breach of San Fernando-Sto. Tomas-Minalin Tail Dike.
“This is a big lie and malicious insinuation,” said fourth district Board Member Nestor Tolentino on allegations that the committee on environment’s hearing merely served the end of Naguit’s political opponent, former mayor Edgardo Flores.
According to Tolentino, the statement is a malicious allegation that was designed to downgrade and embarrass the proceedings.
Earlier, the municipal councils in the towns of Sto. Tomas and Minalin asked the board members to conduct a deeper investigation on the breach of the said tail dike.
Flores, representing the “Save Minalin Movement,” was allowed during the hearing to show a video footage of the alleged quarrying activities by a certain Rondon Mercado.
According to reports, it was Mayor Naguit who gave the authority to Mercado to haul quarry materials from the dredged portion of the river channel going to the Minalin Poultry Cooperative (Mipolco).
Contrary to the claims of Naguit, Tolentino said that never in his political career that he connived with anybody or allow himself to be used to advance any interest.

Angeles folk to get energy-saving bulbs
About Angeles City, Clark, Subic and PampangaANGELES CITY — Some 10,000 Compact Fluorescent Lamps (CFLs) will be distributed to 5,000 households here starting September 22 as part of the Philippine Energy Efficiency Project (PEEP) of the Department of Energy (DOE).
First district Representative Carmelo Lazatin, in line with his memorandum of agreement with DOE Secretary Jose Rene Almendras, will distribute two light bulbs for each family.
Lazatin will distribute CFLs in 2,200 households at the EPZA Resettlement in Barangay Pulung Cacutud on September 22; in Northville, Barangay Cutud on September 24; and in 600 households in Barangay Sapalibutad on September 25.
Councilor Bryan Matthew Nepomuceno, Lazatin’s son Carmelo Lazatin Jr., veteran news anchor Max Sangil, lawyers Nino Enriquez and Maria Imelda “IQ” Tuazon are expected to assist Lazatin during the bulb distribution.
In order to qualify for the distribution of CFLs, the 5,000 recipient households were asked to submit their electric bills to their district representative.
Former Pulung Cacutud barangay chairman Angelo De Leon expressed gratitude to Lazatin.
“We are very grateful to Congressman Lazatin for choosing our barangay as one of the beneficiaries for the CFL distribution. These CFLs will be very helpful in helping residents lower their energy consumption and save on their electric bill,” he said.
CFLs are smaller versions of the fluorescent lamps and are alternatives to the traditional incandescent bulb because they have longer lifespan and consume less energy.
Compared to incandescent bulbs, CFLs produce light more efficiently and no energy goes to waste. A 14-watt CFL produces the same amount of light as a 75-watt incandescent bulb which means that using CFL instead of an incandescent bulb will save energy and lower electric bill.
According to the CFL briefer from the DOE, at a rate of P10 per kilowatt hour, the electric bill for using an 11-watt CFL for 240 hours in one month is P26.40.
Given the same rate, the electric bill for using a 50-watt incandescent bulb for the same amount of time is worth P120.
The distribution of CFLs is part of the National Residential Lighting Program, which seeks to encourage households to replace incandescent bulbs with energy-saving CFLs, started last year.

P2-M Porac training center wing inaugurated
Press ReleasesPORAC — The P2-million extension wing of the Porac Manpower Training Center here that will cater to more programs and classes for the education of out-of-school youths and residents needing skills training was inaugurated Tuesday.
Local officials here led by Mayor Condralito dela Cruz and Vice Mayor Dexter David led the inauguration of the newly constructed facility.
Dela Cruz told Sun.Star Pampanga that the extension facility was made possible through the support of CDC.
It was former CDC president Felipe Antonio Remollo who facilitated the assistance that saw construction of a machine shop area and four lecture rooms for the students of the center.
The Porac Manpower Training Center was set up by the town to provide training and skills development for locals here. The programs are run through the help of Technical Education and Skills Development Authority (Tesda).
It was in 1988 when the Porac Manpower Training Center was established under the leadership of ex-mayor Exequiel A. Gamboa who was then a vice mayor of this town, together with former mayor Roy L. David.
Since then, the facility has offered short courses in machine sewing, auto-mechanic courses, and electronic repair short courses, among others.
David, for his part, said the center has produced thousands of graduates in different livelihood and skills training programs since the initial operation of the center.
In 2011 alone, some 142 Aetas completed skills training programs at the municipality’s training center in Barangay Cangatba. (IOF)

Delicacy makers cry over ‘dying tradition’
About Angeles City, Clark, Subic and PampangaGUAGUA — While many people build up on commercialized foodstuff, delicacy merchants here are lamenting over the gradual “falling out of love” of locals with traditional food delicacies.
“People are no longer craving for the food that we served long ago. They would rather buy those foodstuff filled with preservatives than cook the food that we traditionally prepare during Christmas,” said Nimfa Manalo, proprietor of Nimfa’s Deli here.
She said most people now are more interested in easy-to-prepare food.
“In the past, we were asked to cook and prepare suman and kalame for even affluent families, but now it seems that most people would rather do their food preparation the easier way,” she said.
She cited the high price of ingredients and the painstaking time to prepare home-cooked delicacies like tsokolateng batirul, kalame, suman, and mamon tustado.
Deli merchants here pointed out that the process of making such delicacies for a whole family would take around four to five hours, depending on the volume to be made.
“Families seem to have stopped passing the food tradition to the next generation. Those who cannot cook the delicacies could not resort to deli merchants to cook for them since the price alone is very discouraging,” Manalo said.
Despite this, deli merchants here are hoping that the attention given by local government units in the province would reawaken the interest in Kapampangan native cooking.
They said the youth should not be deprived of such interest.
The town of Guagua and its neighboring towns of Sasmuan and Sta. Rita are home to native delicacies and traditional Christmas cooking.
Recently, the cultural arts group Arti.Sta Rita celebrated the 6th Duman Festival, highlighting native Kapampangan cooking and delicacies, especially the Christmas cereal duman.
The Save Pampanga Movement has incorporated the “Pamangan Kapampangan” in its yearly celebration of the Sinukwan Festival, in which different town delicacies and native Kapampangan cooking were exhibited.

LRT’s no-smoking policy extends to e-cigarettes

LRT Authority spokesman Hernando Cabrera said this amid questions from LRT riders on whether e-cigarettes, nicotine-fee alternatives to the real thing, are allowed.
“For those asking, e-cigarette smoking is prohibited in all LRT-1 and 2 trains and stations,” Cabrera said in a post on his Twitter account.

2 dams in Luzon keep gates open, let out excess water
Press ReleasesBinga Dam in Benguet and Magat Dam in the Ifugao-Isabela area still kept their gates open on Tuesday to let out excess water, PAGASA said.
As of 6 a.m. Tuesday, PAGASA said Binga kept one gate open at 0.7 meter, while Magat kept one gate open at two meters.
PAGASA said Binga’s water level was at 574.48 meters, slightly below the 574.60 meters recorded Monday morning.
This was below the 575-meter high level of Binga Dam, it said.
On the other hand, Magat’s water level was 193.33 meters, higher than Monday’s 193 meters. This was above the 190-meter high level of the dam.
Both Binga and Magat had also kept one gate open each Monday to let out excess water. –KG, GMA News

Family of California man linked to anti-Islam film goes into hiding
Press ReleasesLOS ANGELES – Family members of a California man linked to an anti-Islam film that triggered violent protests across the Muslim world went into hiding on Monday, with sheriff’s deputies escorting them from their home to an undisclosed location, authorities said.
The family of Nakoula Basseley Nakoula, 55, was accompanied from their two-story stucco house in the Los Angeles suburb of Cerritos before dawn on Monday, Los Angeles County sheriff’s spokesman Steve Whitmore said.
“They are gone,” Whitmore said, adding that deputies gave the family a ride to an undisclosed location to meet Nakoula, who left the home voluntarily on Saturday to be interviewed by federal authorities and has not returned.
Whitmore said he did not know where Nakoula and his family were headed but they were not expected to return to the home in Cerritos, which has been besieged by the media for nearly a week.
“It’s not our concern anymore at all,” Whitmore said.
The 13-minute English-language movie, which was circulated on the Internet under several titles including “Innocence of Muslims,” mocks the Prophet Mohammad and portrays him as a buffoon.
The film helped generate a torrent of violence last week in which the U.S. ambassador to Libya and three other Americans were killed in an attack in Benghazi. U.S. and other foreign embassies were stormed in cities in Asia, Africa and the Middle East by furious Muslims.
For many Muslims, any depiction of the prophet is blasphemous. Caricatures deemed insulting in the past have provoked protests and drawn condemnations from officials, preachers, ordinary Muslims and many Christians.
U.S. officials have said authorities were not investigating the film project itself and that even if it was inflammatory or led to violence, simply producing it cannot be considered a crime in the United States, which has strong free speech laws.
But Nakoula, whose name has been widely linked to the film in media reports, was interviewed by federal probation officers on Saturday after leaving the house under police escort.
Nakoula was sentenced to 21 months in prison after he pleaded guilty to bank fraud in 2010, a term that was to be followed by five years on supervised release, according to court documents. He remains on probation in that case.
Authorities have said that probation officials were looking into his possible violations of the terms of his release linked to the making the YouTube film. Those terms restrict him from accessing the Internet or assuming aliases without the approval of probation officer.
The home in Cerritos, which now stands unoccupied, was used in filming a scene from “Innocence of Muslims,” according to a crew member who spoke to Reuters on the condition that his name not be used.
Nakoula has denied involvement in the film in a telephone call to his Coptic Christian bishop in Los Angeles, the bishop told Reuters.
In film clips circulating on YouTube, distinctive front doors shown from the inside in one scene were nearly indistinguishable from the front doors of Nakoula’s house as seen from the outside.
