Pageant chairperson Board Member Olga Frances “Fritzie” David-Dizon said her initial meetings with Jose “Wo” Rosete, manager of Smart’s Public Affairs Department, “was not just successful but we all felt the genuine concern and generosity of the people behind the top wireless company in the country.”
“Special thanks to MVP for consistent support to his province-mates and the Pampanga government led by Gov. Lilia Pineda,” said David-Dizon, referring to Smart Chairman Manuel V. Pangilinan of Apalit, Pampanga who was the special guest and speaker of last year’s week-long Pampanga founding anniversary celebrations.
David-Dizon said that Sun Cellular, which was purchased by Pangilinan this year, will also be one of the major sponsors of the event.
The annual beauty pageant participated in by the province’s 19 towns and three cities and the Most Outstanding Kapampangan Awards (MOKA) on December 11 are the highlights of the founding anniversary events.
Arwin Lingat, Pampanga tourism officer, disclosed that the SM supermalls in Angeles City and the two in this capital city will be the hosts of various events lined-up for the contest and anniversary celebration.
He said the swimsuit competition will be held at the SM City San Fernando Downtown on December 4, while the pre-pageant will be at the Event Centre of SM City Clark on December 7. The coronation night is on December 10 at the Bren Z. Guiao Gym here.
The organizers said there will also be activities at the SM City Pampanga and the Savemore Supermarket in Apalit related to the week-long activities. They added that the 22 contestants will have a tour at the Ayala-owned Marquee Mall in Angeles City.
Fontana Leisure Parks, one of the top tourism destinations at the Clark Freeport, is also a major sponsor of the event.

CITY OF SAN FERNANDO–The provincial government on Tuesday provided some P2.8 million as financial assistance to 14 more barangays in the province.
Governor Lilia Pineda said that only those barangays with Internal Revenue Allotment (IRA) of P1.1 million and below were given assistance.
The barangay-beneficiaries were Buenavista, Kawayan, Eden, Gandos, Masamat, Panipuan, San Rafael, San Roque and Suklaban, all in Mexico town.
The others were San Bartolome, San Jose and Sto. Rosario, all in Sta. Ana town and San Agustin Sur and Lapaz Turu in Arayat town.
Each barangay received at least P200,000.
Pineda said the financial assistance is intended to augment the funds of barangays for their operational expenses, considering their limited budget share from the national taxes.
“We know that they have meagre funds. That’s why we are giving them financial assistance that they can utilize for their barangays,” she said. ● (PNA)

HERMOSA, Bataan–A Department of Education (DepEd) service vehicle accidentally hit an old woman who died due to severe injuries on Monday.
Police report said Loreta Yandoc, 72, a resident of Barangay San Pedro, this town, was accidentally side swept along the road in Brgy. San Pedro by a DepEd vehicle driven by the agency driver Raul Rubiano, 58.
The victim was thrown away almost 10 meters due to the impact. Report said Rubiano rushed the victim to Orani Bataan District Hospital. However, Yandoc was pronounced dead on arrival by the attending physician Dra. Suzan Galvez.
The remains of the victim were brought to Funeraria Punzalan, Orani, Bataan.
The vehicle was impounded at the Hermosa Municipal Police Station.

MACABEBE, Pampanga–Governor Lilia Pineda led the distribution of loans to some 85 women of this town with a total amount of at least P850,000 as part of the Negosyo king Panyulung Program (NPP) of the provincial government.
Provincial Cooperative and Entrepreneurial Development Office (PCEDO) head Mamerto Gatus said NPP targets marginalized Kapampangans especially women who want to start a small business at home.
Gatus said that they received P10,000 each payable in six months without interest and no collateral needed.
“Most of the beneficiaries are women who have sari-sari store, stall in the market and those who sell foods,” Gatus added.
For Pineda, this livelihood program is also tantamount to women empowerment.
“Together with their husbands, they can help earning for their family,” Pineda said.
“Even at home, our kabalen could start a small business of their own. They can contribute to the meagre income of the family, send their children to school and pay for their health care expenses,” said Pineda.
All over Pampanga, the provincial government has 2,365 beneficiaries under this livelihood program wherein PCEDO has released at least P34 million and 98 percent or P29 million were already paid by the borrowers. ●Jenna Lumbang

ANGELES CITY – Mayor Edgardo Pamintuan will receive the “Most Outstanding Mayor Award” from Superbrands Marketing International Inc. (SMI) in fitting ceremonies Wednesday at the Mandarin Oriental Hotel, Makati City.
Pamintuan will be awarded along with six other local chief executives from across the country for their exemplary performance in governance in their respective localities.
The other awardees are: Jeannie Barzaga–Dasmarinas, Cavite; Benjie Lim–Dagupan, Pangasinan; Alfredo Lim–Manila/National Capital Region; Marilyn Naguiat – Binan, Laguna; Maynard Sabili – Lipa, Batangas and Jonathan Tan – Pandan, Antique.
“I am privileged and flattered to be included in the roster of awardees from an international institution that recognizes the best brands in the world,” Pamintuan said.
“I can’t hardly believe that the mayor of a small city outside of Metro Manila that was once upon a time at the epicenter of one of history’s greatest natural cataclysm, the eruption of Mt. Pinatubo in 1991, would be among the recipients of SMI’s recognition,” he added.
Recently, Pamintuan said that Angeleños should be proud of the fact that Angeles City registered the lowest in the incidence of corruption all over the country, as per a national survey conducted by the Social Weather Station (SWS).
“The SWS findings validated the six awards our city received from the Department of Interior and Local Government (DILG) about a month ago on good governance and transparency,” Pamintuan stressed.
Superbrands Marketing International Inc., representing Superbrands Ltd. International, is an award-giving body represented in 88 countries worldwide having awarded 14,000 branded products and services.
Harry Tambuatco, SMI President & CEO said that in the Philippines, SMI has branded some 200 products in the past 14 years.

ANGELES CITY–A village council member from here hit Mayor Edgardo Pamintuan for including his wife in the job order (JO) appointments without her knowledge, adding to the list of the mayor’s “ghost employees.”
William David, Barangay Lourdes Northwest Kagawad and Councilmen’s League of Angeles City (CLAC) Vice President for External Affairs, questioned the inclusion of his wife’s name in the list of JOs after his father, veteran broadcaster Medardo “Med” David, read some of the names listed as JOs in his radio program last week.
According to David, his wife, Irene David, has no knowledge about her name being included in the list of the city government’s JOs and does not even go to the city hall to collect her supposed salary.
Irene David is designated as an administrative assistant in the Philhealth Program under the Office of the Mayor and is given a daily rate of P500 or P11,000 a month. Her appointment was issued on June 29, 2012 until December 31, 2012 and was signed by Secretary to the Mayor, Leonardo “Kirk” Galanza, and approved by Mayor Pamintuan.
“Malaking panlilinlang ang ginagawang ito ng administrasyon ni Mayor Pamintuan,” said David, “Kung nagagawa nila ang ganitong panlilinlang sa mga kagawad, paano pa sa mga ordinaryong mamamayan?”
David also hit Barangay Pandan Kagawad and CLAC President Arlon Lacson for conniving with this scheme by the Pamintuan administration.
David encouraged his fellow barangay officials whose relatives’ names has been listed as JOs without their knowledge to come out in the open in order to stop this practice.
“Ang malaking katanungan, kung hindi alam ng mga nakalistang tao na kasama sila sa mga JO, sino ang pumipirma ng payroll ng mga taong ito kada buwan?” said David, “Walang kaalam-alam ang asawa ko dito kaya sino ang pumipirma ng payroll niya?”
David also hit Pamintuan for lambasting his father for raising the issue on the exorbitant number of JOs in the city hall.
“Tinitira nila ang tatay ko, ngayong base sa appointment papers ng mga JOs, lumalabas na totoo lahat ng sinasabi niya tungkol sa mga ‘ghost employees’ ng city hall,” David said.
Earlier, newsman Robledo Sanchez also called Pamintuan out for having several relatives of barangay officials listed as JOs under the city government, even when the said JOs are not actually reporting working.
Sanchez cited the case of Edward “Sakurai” Gueco, son of Barangay Malabanias Kagawad Antonia Gueco, who is also listed as an Administrative Assistant under the Philhealth Program of the Office of the Mayor and earning a daily rate of P500. Sanchez said that he has received reports from village residents who attest that Edward Gueco is not actually working for the city government because he is currently in Singapore.
There is also the case of Nestle Joy Paras, wife of Barangay Malabanias Kagawad Edwin Nacu’s brother. Residents report that Paras is not working for city hall and only stays at home taking care of her two children.
Also included in the list of job order employees are Jonathan Gonzales, son of Kagawad Santiago Gonzales, and Norberto Tanhueco, husband of former Barangay Pulung Bulu Chairwoman Gloria Tanhueco.
Norberto Tanhueco, according to Sanchez, only stays at home and looks after their pigs.
On October 19, 2012, Sanchez filed a complaint against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and the different respective Department Heads before the Office of the Ombudsman in relation to the 2,506 job order employees of the City Government. ●Charlene A. BALANGA CITY–A lawyer will run congressman of Bataan’s First District.
In a press conference here, lawyer Jay Consunji said that he will substitute for former board member Edwin Enrile who earlier filed his certificate of candidacy under the political party Nationalist People’s Coalition (NPC).
He announced that he will replace Enrile even before the set deadline of December 21 for substitution of candidates.
Consunji also revealed that high-ranking officials of NPC had told him that he’s “the first option for the position and none else had been considered”.
The lawyer disclosed that while Bases Conversion Development Authority Chairman Tong Payumo and former governor Ding Roman are the ones who convinced him to enter politics, the “ultimate decision is solely of his own”.
Payumo is said to substitute for Boy Roman of the NPC as gubernatioral candidate. On the hand, former governor Roman (NPC) is running as congressman of the second district.
Consunji also explained his decision to run congressman is not a direct challenge to reelectionist incumbent Congresswoman Herminia Roman but actually a “challenge for him to surpass himself and to offer himself to the people of the district as an alternative candidate”.
For his platforms, he revealed that he will have concrete programs for youth development, women empowerment, environment protection, and economic growth, among others. ●Butch Gunio

ANGELES CITY–Pampanga First District Representative Carmelo “Tarzan” Lazatin’s bill seeking for the establishment of six additional regional trial courts here has been approved by the House Committee on Justice.
During the hearing held last November 14, the committee, chaired by Iloilo 5th District Rep. Neil Tupaz, Jr., has approved Lazatin’s House Bill 5532 entitled “An Act Creating Six Additional Branches of the Regional Trial Court in the Third Judicial Region to be Stationed at the City of Angeles, Province Of Pampanga, Further Amending for the Purpose Batas Pambansa Bilang 129, Otherwise known as ‘The Judiciary Reorganization Act Of 1980,’ as Amended, and Appropriating Funds Therefor.”
Under the Batasang Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980, Angeles City only has eight RTCs.
“Due to the limited number of trial courts here, the judges in these eight RTCs are overworked because they need to try and decide a lot of cases, which cannot be done overnight. So what happens is that some other cases are being delayed,” Lazatin said.
Lazatin explained that in order to improve the disposition and administration of justice and to ensure the rights to a speedy trial, the number of courts must necessarily be increased.
“The delay in the resolution of cases runs contrary to what Section 16, Article 111 of the 1987 Constitution guarantees to each person, which is a right to speedy trial,” Lazatin added.
Quoting a letter from Judge Omar Viola, Executive Judge of Angeles City Regional Trial Court, Lazatin said the Honorable Judge informed him that “the Regional Trial Courts of Angeles City have an average of 700 to 900 cases for each court and at the rate the cases are being filed, each docket of the court will reach the 1,000 mark”.
The situation cited by Judge Viola also prompted the City Council of Angeles City to pass a resolution requesting Lazatin to push for the creation of additional Regional Trial Court branches.
At present, 22 of the 75 regional trial courts comprising the Third Judicial Region are based in the province of Pampanga and eight in Angeles City.
If enacted into law, the Supreme Court will assign the respective branch numbers for the created branches.
The Chief Justice of the Supreme Court, in coordination with the Secretary of the Department of Justice, shall immediately include in the Court’s program the implementation of the measure.
Meanwhile, the Supreme Court, through its representative, Deputy Court Adminitrator Antonio Eugenio, Jr., expressed its full support to the measure, hailing Congressman Lazatin for proposing the establishment of Additional Regional Trial Courts in Angeles City.
A similar measure, Senate Bill 3056, authored by Senator Francis “Chiz” Escudero has been approved on third reading at the Senate on September 19, 2012 and is now at the House of Representatives for concurrence. ● Charlene Cayabyab

CITY OF SAN FERNANDO–The parents of Joselito Zapanta, a Kapampangan who was sentenced to death through decapitation in Saudi Arabia, had expressed gratitude to Governor Lilia G. Pineda and to the officers and members of the Pampanga Association of Capitol Employees (PACE) on Monday for their P350,000 donation to the two children of the convicted overseas Filipino worker.
Mona Zapanta, mother of Joselito, said the financial assistance is a big help for his son’s 7 and 8 year old kids who suffer in this most trying time of their lives because of their father’s situation.
The governor said the donation of the capitol employees will serve as trust fund which will be used for the education of Joselito’s children.
Joselito’s mother, who met the governor after her visit to Zapanta in Saudi Arabia, said her son never ceases to hope especially now that he knows the government and the Kapampangan people are supporting him.
“My son is grateful knowing that Gov. Pineda and the Aquino administration are helping him to raise for his blood money,” Jesus Zapanta, father of Joselito said.
It can be recalled that Governor Pineda also announced that the Pampanga Mayors’ League has pledged P2 million for the blood money of Joselito.
Pineda said she initiated the fund raising for Zapanta after she learned about his plight abroad.
She said the mayors had already committed to give P100,000 each for the Kabalen who is now on death row.
“Members of the Pampanga Mayors League are willing to take part in raising blood money for Joselito. They have agreed that each of them will give P100,000,” the governor said.
Joselito was sentenced to death for killing his Sudanese landlord in a rental dispute. He was given four months to raise P44 million as blood money in payment for the crime he has committed. ●Jenna Lumbang

ANGELES CITY — More than 50,000 participants from different sectors here are expected to troop to Plaza Miranda today, Thursday, as the City Government leads the anti-drug march rally on its second year.
The event will be held in culmination of the month-long celebration of the National Dangerous Drugs Awareness and Prevention Month.
“If we really want to bust drug-related criminalities in the city, we must tap the support of its main market — the people,” said Angeles City Anti-Drug Abuse Council (Acadac) chief Annaliza Suller.
“Last year was a success. This year, we have widened our scope of participants since we have embraced more sectors to take part on this historical advocacy rally,” said Suller.
At least 45,000 youths of all academic levels from the 29 public elementary schools, 33 private and public high schools, and eight colleges and universities are expected to take part.
Sectoral leaders, law enforcers, and residents from the 33 barangays with the 133 transport terminal groups of the city will also join the march.
Members of the 26 non-government organizations in this city will also join the rally and converge at the plaza together with the 5,000 employees and managers from the participating business establishments.
Also, the 105 entertainment establishments in Fields Avenue through the League of Angeles City Entertainers and Managers Incorporated (Lacem) convened and pledged a hundred-percent support to the advocacy march for the first time.
“After the success of the rally in 2011, we were able to encourage the massive support of different sectors in the anti-illegal drug campaign of the city,” Suller said.
Meanwhile, Mayor Edgardo Pamintuan exhorted all Angeleños to take part on the advocacy rally.
“Let us make it again. Let us prove that we are all united in this crusade towards making Angeles, a drug-free city,” Pamintuan said.
The Anti-Drug Rally will be held simultaneously from four assembly points, namely: Chevalier School (Angeles-San Fernando exit), Sto. Cristo Rotonda (near Dieg’s Bakery), Sta. Teresita Crossing, and Nepo Quadrangle.
The Philippine National Police, Angeles City Traffic Enforcement Group, Angeles City Disaster Risk Reduction and Management Office, and the City Health Office are tasked to ensure the safety of the participants.
Pamintuan, Vice Mayor Vicky Vega-Cabigting and the rest of the City Council members will lead the march rally from the aforementioned assembly points that will start at 2 p.m.

The annual beauty pageant participated in by the province’s 19 towns and three cities and the Most Outstanding Kapampangan Awards (MOKA) on December 11 are the highlights of the founding anniversary events.
Arwin Lingat, Pampanga tourism officer, disclosed that the SM supermalls in Angeles City and the two in this capital city will be the hosts of various events lined-up for the contest and anniversary celebration.
He said the swimsuit competition will be held at the SM City San Fernando Downtown on December 4, while the pre-pageant will be at the Event Centre of SM City Clark on December 7. The coronation night is on December 10 at the Bren Z. Guiao Gym here.
The organizers said there will also be activities at the SM City Pampanga and the Savemore Supermarket in Apalit related to the week-long activities. They added that the 22 contestants will have a tour at the Ayala-owned Marquee Mall in Angeles City.

Pineda releases additional funds to 14 more villages
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO–The provincial government on Tuesday provided some P2.8 million as financial assistance to 14 more barangays in the province.
Governor Lilia Pineda said that only those barangays with Internal Revenue Allotment (IRA) of P1.1 million and below were given assistance.
The barangay-beneficiaries were Buenavista, Kawayan, Eden, Gandos, Masamat, Panipuan, San Rafael, San Roque and Suklaban, all in Mexico town.
The others were San Bartolome, San Jose and Sto. Rosario, all in Sta. Ana town and San Agustin Sur and Lapaz Turu in Arayat town.
Each barangay received at least P200,000.
Pineda said the financial assistance is intended to augment the funds of barangays for their operational expenses, considering their limited budget share from the national taxes.
“We know that they have meagre funds. That’s why we are giving them financial assistance that they can utilize for their barangays,” she said. ● (PNA)

DepEd car hits woman dead
Press ReleasesHERMOSA, Bataan–A Department of Education (DepEd) service vehicle accidentally hit an old woman who died due to severe injuries on Monday.
Police report said Loreta Yandoc, 72, a resident of Barangay San Pedro, this town, was accidentally side swept along the road in Brgy. San Pedro by a DepEd vehicle driven by the agency driver Raul Rubiano, 58.
The victim was thrown away almost 10 meters due to the impact. Report said Rubiano rushed the victim to Orani Bataan District Hospital. However, Yandoc was pronounced dead on arrival by the attending physician Dra. Suzan Galvez.
The remains of the victim were brought to Funeraria Punzalan, Orani, Bataan.
The vehicle was impounded at the Hermosa Municipal Police Station.
Police report said a case of reckless imprudence resulting to homicide is now being readied against the suspect. ●Butch Gunio

Macabebe women granted P850-T loans
News About ClarkMACABEBE, Pampanga–Governor Lilia Pineda led the distribution of loans to some 85 women of this town with a total amount of at least P850,000 as part of the Negosyo king Panyulung Program (NPP) of the provincial government.
Provincial Cooperative and Entrepreneurial Development Office (PCEDO) head Mamerto Gatus said NPP targets marginalized Kapampangans especially women who want to start a small business at home.
Gatus said that they received P10,000 each payable in six months without interest and no collateral needed.
“Most of the beneficiaries are women who have sari-sari store, stall in the market and those who sell foods,” Gatus added.
For Pineda, this livelihood program is also tantamount to women empowerment.
“Together with their husbands, they can help earning for their family,” Pineda said.
“Even at home, our kabalen could start a small business of their own. They can contribute to the meagre income of the family, send their children to school and pay for their health care expenses,” said Pineda.
All over Pampanga, the provincial government has 2,365 beneficiaries under this livelihood program wherein PCEDO has released at least P34 million and 98 percent or P29 million were already paid by the borrowers. ●Jenna Lumbang

EdPam named ‘Most Outstanding Mayor’
News About ClarkANGELES CITY – Mayor Edgardo Pamintuan will receive the “Most Outstanding Mayor Award” from Superbrands Marketing International Inc. (SMI) in fitting ceremonies Wednesday at the Mandarin Oriental Hotel, Makati City.
Pamintuan will be awarded along with six other local chief executives from across the country for their exemplary performance in governance in their respective localities.
The other awardees are: Jeannie Barzaga–Dasmarinas, Cavite; Benjie Lim–Dagupan, Pangasinan; Alfredo Lim–Manila/National Capital Region; Marilyn Naguiat – Binan, Laguna; Maynard Sabili – Lipa, Batangas and Jonathan Tan – Pandan, Antique.
“I am privileged and flattered to be included in the roster of awardees from an international institution that recognizes the best brands in the world,” Pamintuan said.
“I can’t hardly believe that the mayor of a small city outside of Metro Manila that was once upon a time at the epicenter of one of history’s greatest natural cataclysm, the eruption of Mt. Pinatubo in 1991, would be among the recipients of SMI’s recognition,” he added.
Recently, Pamintuan said that Angeleños should be proud of the fact that Angeles City registered the lowest in the incidence of corruption all over the country, as per a national survey conducted by the Social Weather Station (SWS).
“The SWS findings validated the six awards our city received from the Department of Interior and Local Government (DILG) about a month ago on good governance and transparency,” Pamintuan stressed.
Superbrands Marketing International Inc., representing Superbrands Ltd. International, is an award-giving body represented in 88 countries worldwide having awarded 14,000 branded products and services.
Harry Tambuatco, SMI President & CEO said that in the Philippines, SMI has branded some 200 products in the past 14 years.
He said that this is the first time that SMI will recognize and pay tribute to the contributions of city and town mayors in the Philippines.
“We are the only international award-giving body on marketing/branding in the Philippines, known as the global brand arbiter,” Tambuatco added.
Aside from recognizing and awarding products and services, SMI has also paid tribute tooutstanding congressmen, dignitaries and professionals.
Tambuatco noted that the success of the “Outstanding” project awarding congressmen, dignitaries and professionals has prompted SMI to extend awards to the Most Outstanding Mayors.

Village kagawad assails Pamintuan for JO list
News About ClarkANGELES CITY–A village council member from here hit Mayor Edgardo Pamintuan for including his wife in the job order (JO) appointments without her knowledge, adding to the list of the mayor’s “ghost employees.”
William David, Barangay Lourdes Northwest Kagawad and Councilmen’s League of Angeles City (CLAC) Vice President for External Affairs, questioned the inclusion of his wife’s name in the list of JOs after his father, veteran broadcaster Medardo “Med” David, read some of the names listed as JOs in his radio program last week.
According to David, his wife, Irene David, has no knowledge about her name being included in the list of the city government’s JOs and does not even go to the city hall to collect her supposed salary.
Irene David is designated as an administrative assistant in the Philhealth Program under the Office of the Mayor and is given a daily rate of P500 or P11,000 a month. Her appointment was issued on June 29, 2012 until December 31, 2012 and was signed by Secretary to the Mayor, Leonardo “Kirk” Galanza, and approved by Mayor Pamintuan.
“Malaking panlilinlang ang ginagawang ito ng administrasyon ni Mayor Pamintuan,” said David, “Kung nagagawa nila ang ganitong panlilinlang sa mga kagawad, paano pa sa mga ordinaryong mamamayan?”
David also hit Barangay Pandan Kagawad and CLAC President Arlon Lacson for conniving with this scheme by the Pamintuan administration.
David encouraged his fellow barangay officials whose relatives’ names has been listed as JOs without their knowledge to come out in the open in order to stop this practice.
“Ang malaking katanungan, kung hindi alam ng mga nakalistang tao na kasama sila sa mga JO, sino ang pumipirma ng payroll ng mga taong ito kada buwan?” said David, “Walang kaalam-alam ang asawa ko dito kaya sino ang pumipirma ng payroll niya?”
David also hit Pamintuan for lambasting his father for raising the issue on the exorbitant number of JOs in the city hall.
“Tinitira nila ang tatay ko, ngayong base sa appointment papers ng mga JOs, lumalabas na totoo lahat ng sinasabi niya tungkol sa mga ‘ghost employees’ ng city hall,” David said.
Earlier, newsman Robledo Sanchez also called Pamintuan out for having several relatives of barangay officials listed as JOs under the city government, even when the said JOs are not actually reporting working.
Sanchez cited the case of Edward “Sakurai” Gueco, son of Barangay Malabanias Kagawad Antonia Gueco, who is also listed as an Administrative Assistant under the Philhealth Program of the Office of the Mayor and earning a daily rate of P500. Sanchez said that he has received reports from village residents who attest that Edward Gueco is not actually working for the city government because he is currently in Singapore.
There is also the case of Nestle Joy Paras, wife of Barangay Malabanias Kagawad Edwin Nacu’s brother. Residents report that Paras is not working for city hall and only stays at home taking care of her two children.
Also included in the list of job order employees are Jonathan Gonzales, son of Kagawad Santiago Gonzales, and Norberto Tanhueco, husband of former Barangay Pulung Bulu Chairwoman Gloria Tanhueco.
Norberto Tanhueco, according to Sanchez, only stays at home and looks after their pigs.
On October 19, 2012, Sanchez filed a complaint against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and the different respective Department Heads before the Office of the Ombudsman in relation to the 2,506 job order employees of the City Government. ●Charlene A. Lawyer to run Bataan congressman
News About ClarkBALANGA CITY–A lawyer will run congressman of Bataan’s First District.
In a press conference here, lawyer Jay Consunji said that he will substitute for former board member Edwin Enrile who earlier filed his certificate of candidacy under the political party Nationalist People’s Coalition (NPC).
He announced that he will replace Enrile even before the set deadline of December 21 for substitution of candidates.
Consunji also revealed that high-ranking officials of NPC had told him that he’s “the first option for the position and none else had been considered”.
The lawyer disclosed that while Bases Conversion Development Authority Chairman Tong Payumo and former governor Ding Roman are the ones who convinced him to enter politics, the “ultimate decision is solely of his own”.
Payumo is said to substitute for Boy Roman of the NPC as gubernatioral candidate. On the hand, former governor Roman (NPC) is running as congressman of the second district.
Consunji also explained his decision to run congressman is not a direct challenge to reelectionist incumbent Congresswoman Herminia Roman but actually a “challenge for him to surpass himself and to offer himself to the people of the district as an alternative candidate”.
For his platforms, he revealed that he will have concrete programs for youth development, women empowerment, environment protection, and economic growth, among others. ●Butch Gunio

Tarzan bill for more trial courts okayed
News About ClarkANGELES CITY–Pampanga First District Representative Carmelo “Tarzan” Lazatin’s bill seeking for the establishment of six additional regional trial courts here has been approved by the House Committee on Justice.
During the hearing held last November 14, the committee, chaired by Iloilo 5th District Rep. Neil Tupaz, Jr., has approved Lazatin’s House Bill 5532 entitled “An Act Creating Six Additional Branches of the Regional Trial Court in the Third Judicial Region to be Stationed at the City of Angeles, Province Of Pampanga, Further Amending for the Purpose Batas Pambansa Bilang 129, Otherwise known as ‘The Judiciary Reorganization Act Of 1980,’ as Amended, and Appropriating Funds Therefor.”
Under the Batasang Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980, Angeles City only has eight RTCs.
“Due to the limited number of trial courts here, the judges in these eight RTCs are overworked because they need to try and decide a lot of cases, which cannot be done overnight. So what happens is that some other cases are being delayed,” Lazatin said.
Lazatin explained that in order to improve the disposition and administration of justice and to ensure the rights to a speedy trial, the number of courts must necessarily be increased.
“The delay in the resolution of cases runs contrary to what Section 16, Article 111 of the 1987 Constitution guarantees to each person, which is a right to speedy trial,” Lazatin added.
Quoting a letter from Judge Omar Viola, Executive Judge of Angeles City Regional Trial Court, Lazatin said the Honorable Judge informed him that “the Regional Trial Courts of Angeles City have an average of 700 to 900 cases for each court and at the rate the cases are being filed, each docket of the court will reach the 1,000 mark”.
The situation cited by Judge Viola also prompted the City Council of Angeles City to pass a resolution requesting Lazatin to push for the creation of additional Regional Trial Court branches.
At present, 22 of the 75 regional trial courts comprising the Third Judicial Region are based in the province of Pampanga and eight in Angeles City.
If enacted into law, the Supreme Court will assign the respective branch numbers for the created branches.
The Chief Justice of the Supreme Court, in coordination with the Secretary of the Department of Justice, shall immediately include in the Court’s program the implementation of the measure.
Meanwhile, the Supreme Court, through its representative, Deputy Court Adminitrator Antonio Eugenio, Jr., expressed its full support to the measure, hailing Congressman Lazatin for proposing the establishment of Additional Regional Trial Courts in Angeles City.
A similar measure, Senate Bill 3056, authored by Senator Francis “Chiz” Escudero has been approved on third reading at the Senate on September 19, 2012 and is now at the House of Representatives for concurrence. ● Charlene Cayabyab

Capitol workers donate P350-T for Zapanta kin
News About ClarkCITY OF SAN FERNANDO–The parents of Joselito Zapanta, a Kapampangan who was sentenced to death through decapitation in Saudi Arabia, had expressed gratitude to Governor Lilia G. Pineda and to the officers and members of the Pampanga Association of Capitol Employees (PACE) on Monday for their P350,000 donation to the two children of the convicted overseas Filipino worker.
Mona Zapanta, mother of Joselito, said the financial assistance is a big help for his son’s 7 and 8 year old kids who suffer in this most trying time of their lives because of their father’s situation.
The governor said the donation of the capitol employees will serve as trust fund which will be used for the education of Joselito’s children.
Joselito’s mother, who met the governor after her visit to Zapanta in Saudi Arabia, said her son never ceases to hope especially now that he knows the government and the Kapampangan people are supporting him.
“My son is grateful knowing that Gov. Pineda and the Aquino administration are helping him to raise for his blood money,” Jesus Zapanta, father of Joselito said.
It can be recalled that Governor Pineda also announced that the Pampanga Mayors’ League has pledged P2 million for the blood money of Joselito.
Pineda said she initiated the fund raising for Zapanta after she learned about his plight abroad.
She said the mayors had already committed to give P100,000 each for the Kabalen who is now on death row.
“Members of the Pampanga Mayors League are willing to take part in raising blood money for Joselito. They have agreed that each of them will give P100,000,” the governor said.
Joselito was sentenced to death for killing his Sudanese landlord in a rental dispute. He was given four months to raise P44 million as blood money in payment for the crime he has committed. ●Jenna Lumbang

housands to join Angeles’ 2nd anti-drug march rally
News About ClarkANGELES CITY — More than 50,000 participants from different sectors here are expected to troop to Plaza Miranda today, Thursday, as the City Government leads the anti-drug march rally on its second year.
The event will be held in culmination of the month-long celebration of the National Dangerous Drugs Awareness and Prevention Month.
“If we really want to bust drug-related criminalities in the city, we must tap the support of its main market — the people,” said Angeles City Anti-Drug Abuse Council (Acadac) chief Annaliza Suller.
“Last year was a success. This year, we have widened our scope of participants since we have embraced more sectors to take part on this historical advocacy rally,” said Suller.
At least 45,000 youths of all academic levels from the 29 public elementary schools, 33 private and public high schools, and eight colleges and universities are expected to take part.
Sectoral leaders, law enforcers, and residents from the 33 barangays with the 133 transport terminal groups of the city will also join the march.
Members of the 26 non-government organizations in this city will also join the rally and converge at the plaza together with the 5,000 employees and managers from the participating business establishments.
Also, the 105 entertainment establishments in Fields Avenue through the League of Angeles City Entertainers and Managers Incorporated (Lacem) convened and pledged a hundred-percent support to the advocacy march for the first time.
“After the success of the rally in 2011, we were able to encourage the massive support of different sectors in the anti-illegal drug campaign of the city,” Suller said.
Meanwhile, Mayor Edgardo Pamintuan exhorted all Angeleños to take part on the advocacy rally.
“Let us make it again. Let us prove that we are all united in this crusade towards making Angeles, a drug-free city,” Pamintuan said.
The Anti-Drug Rally will be held simultaneously from four assembly points, namely: Chevalier School (Angeles-San Fernando exit), Sto. Cristo Rotonda (near Dieg’s Bakery), Sta. Teresita Crossing, and Nepo Quadrangle.
The Philippine National Police, Angeles City Traffic Enforcement Group, Angeles City Disaster Risk Reduction and Management Office, and the City Health Office are tasked to ensure the safety of the participants.
Pamintuan, Vice Mayor Vicky Vega-Cabigting and the rest of the City Council members will lead the march rally from the aforementioned assembly points that will start at 2 p.m.
