Village captain in Pampanga killed
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO, Philippines—Two motorcycle-riding men shot and killed a barangay (village) captain of Mexico town in Pampanga on Thursday, the third village chief killed this year in the province, which has been included among 15 “high risk” areas for the 2013 elections.
Police said San Miguel barangay captain Jose Gonzales Jr. was driving his patrol car with his son Jayson, a Sangguniang Kabataan leader, toward the town proper at past 11 a.m. when the gunmen fired at them at close range. The killers fled toward Arayat town.
A doctor declared the elder Gonzales dead on arrival at the Mexico Community Hospital. His son was transferred to a hospital in the nearby City of San Fernando.
The motive of the killing was not yet clear, according to Senior Superintendent R’win Pagkalinawan, provincial police director.
Inquirer sources said Gonzales had a heated argument several weeks ago with Mayor Teddy Tumang, who has been suspended for three months by the Office of the Ombudsman.
Before this, two village chiefs in Arayat were waylaid. Barangay captains Joel Puyat of San Agustin Norte and Armando Castro of Barangay San Roque Bitas were killed in August and October.

Subic folk protest coal plant ECC
About the Philippines, Pampanga, Clark, and Angeles CitySUBIC BAY FREEPORT—Businessmen, officials and residents of communities around this economic zone protested the issuance of an amended environmental compliance certificate (ECC) to the proponent of a coal-fired power plant here, citing pending issues and opposition against the project.
“I wonder how the Environmental Management Bureau (an attached agency of the Department of Environment and Natural Resources) issued the ECC despite the very strong opposition of local governments and civil society organizations to the establishment of this coal-fired plant within Subic Bay,” said Zambales Vice Gov. Ramon Lacbain II on Tuesday.
The RP Energy, a consortium of energy firms led by Manila Electric Co., Aboitiz and Taiwan Cogen, wants to build a 600-megawatt coal-fired power plant in Redondo Peninsula in this free port.
Olongapo City and Zambales officials have issued several resolutions opposing the coal-fired power plant due to its impact on the Subic Bay environment, a major business and tourism drawer.
The Subic Bay Metropolitan Authority (SBMA), which conducted a social acceptability process for the project last year, recorded the strongest opposition to the power plant.
“I hope the DENR-EMB can still reconsider its decision granting the ECC to RP Energy, which, to this day, has not submitted to the provincial board of Zambales the list of benefits that local communities would get and, most importantly, how the coal plant would be operated with the least effect on the environment and health of the people,” Lacbain said.
Asked if RP Energy can start building the coal plant now that it wields the amended ECC, SBMA Chair Roberto Garcia said: “They do not have a construction permit. They are only doing site development, for which they have a permit.”
Garcia also said the Supreme Court had issued a Writ of Kalikasan on the project in August, which effectively bars the start of construction.
Lawyer Michael Matias, chief environment impact assessment officer of the EMB, said RP Energy has to comply with all conditions attached to the ECC. A copy of the amended ECC states that RP Energy is required to mount a communication and information campaign, conduct regular risk and safety assessments and install a weather station at the project site. It must also regularly monitor air particles, noise and smoke emission levels from the would-be plant.
The ECC also requires RP Energy to annually report on the condition and population of fish in its area of coverage, and that of local algae and coral reefs.
But Jen Velarmino, spokesperson for the Subic Bay Freeport Chamber for Health and Environment Conservation, said an awareness campaign should have come before the ECC was amended.

Residents, officials doubt Turla's involvement in kidnapping
About the Philippines, Pampanga, Clark, and Angeles CityCANDABA – Residents and barangay officials in Mapanique here doubted the alleged involvement of Randy Turla in a kidnapping incident in Baliuag Bulacan.
“Hindi po kami naniniwala na magagawa yun ni Randy. Kababata kupa iyan, isa siyang mabuting tao. Marami siya natutulungan tao dito sa barangay,” Enrico Catacutan, Mapanique barangay chief said.
Catacutan added it’s hard to believe that Turla would venture into such illegal activity knowing that he is doing good in his business and has enough properties.
“Negosyante po siya. May ari siya ng gasolinahan at mayroon siyang mga negosyo at mga ari-arian,” he stated.
Another resident here claimed Turla has been regularly helping indigent individuals in the locality.
“Baka po siniraan lamang siya ng kanyang mga kalaban,” a resident here who requested not to be named told Sun Star Pampanga.
It can be recalled that Emerson Magadia, a trader was kidnapped sometime February 14 this year allegedly by the group of Turla.
Based on the police report, Turla is allegedly a member of kidnap-for-randog gang along with Azenith Briones, 32, Richardo Hovilla Jr., 23,both are residents of Barangay Subic in Baliuag Bulacan, Manuel Atencio, 46, of Barangay Pescadores here, Raymond Inano, resident of Barangay Pala Pala San Ildefonso Bulacan, Guilbert Tambot and certain Dencio ‘aka’ Jay of Barangay Mapanique Candaba.
Briones, Hovilla, Atencio were formally charged before the office of the prosecutor following their arrest effected by Bulacan police in two separate operations conducted in Barangay Sapang Putik and Barangay Subic.

Holy Week: It’s more fun in the Phl
About the Philippines, Pampanga, Clark, and Angeles CitySAN FERNANDO, Pampanga, Philippines — Thousands of local and foreign visitors are expected to flock to Pampanga this Holy Week to witness traditional Lenten practices in the province, the City Tourism Office said yesterday.
Dubbed the “Holy Week Spectacle in the Philippines,” provincial authorities have prepared an itinerary for visitors that will start off with witnessing flagellants in Barangay San Pedro Cutud on Wednesday morning.
Maundy Thursday will be devoted to the Pabasa ng Pasyon or nonstop chanting of texts on the life and passion of Jesus Christ in chapels in San Fernando and Angeles City.
Tourists can witness a procession of flagellants heading to church for their “final journey” and for prayers.
On Good Friday, tourists will witness the Via Crucis or the Way of the Cross, the 51-year-old street drama on the passion of Christ performed by local residents in San Pedro Cutud.
At noon, seven to ten penitents will be crucified in San Pedro Cutud, an event which highlights the Holy Week celebration and is witnessed by thousands.

Another crucifixion takes place around 2 p.m. at Barangay Lourdes Northwest in Angeles City.
On the program for Black Saturday is shopping for Kapampangan delicacies, arts and crafts in San Fernando, San Matias, and Mexico.
And at dawn on Easter Sunday, tourists are invited to join the most elaborate Salubong, a reenactment of the meeting of Christ and His mother Mary after His resurrection. It will start at 4 a.m. at the Sta. Maria Parish Church in Balibago, Angeles City.
There’s also a whole-day festivity on Easter Sunday in Sto. Tomas town, with the Sabuaga festival featuring the showering of petals on the image of the Virgin Mary. Petals and confetti will rain down on the whole route of the procession around the poblacion, as residents from the town’s seven barangays gather for street dancing.
Festivities starting at 2 p.m. include a trade fair, variety shows and a fireworks display in the evening.

Discharge of polluted water in Pampanga River noted
About the Philippines, Pampanga, Clark, and Angeles CityMACABEBE – Some residents here whose main source of living is defendent on fishing are complaining about discharge of waste and polluted water to Pampanga River and other major waterways.
Pepito Lagman, a resident in one of the coastal barangays in this town bared most of the fishpond operators are causing pollution through discharge of contaminated water in the nearest body of water.
“Wala naman tayong gustong siraan pero yung mga may ari ng fishpond na nagpapakain ng feeds sa kanilang mga isda naglalabas ng tubig na may halong chemical mula sa kanilang pinapakain. Apektado kasi ang ani dahil sa chemical na nakakain ng mga isda sa labas ng mga fishponds,” he told Sun Star Pampanga in an interview.
Lagman said the adverse effect could be avoided if the fihspond owners and operators are responsible enough in the conduct of their business.
“Dapat i-require silang magkaroon ng septic tank para doon na lamang nila ilabas yung tubig mula sa kanilang mga fishpond. Parehong makikinabang ang kalikasan at ang mga taong umaasa lamang sa biyaya ng kailugan,” he added.
Another fisherman here shared that before, they have been catching several kilos ng fish in just three hours of fishing in Pampanga River, which according to him enough to feed his family for a day aside from being able to buy immediate needs of the family.
“Pero ngayon konti na lamang ang nakukuha kahit buong araw kapang mangisda,” the fisherman stated.
With this, Lagman suggested that the municipal government should regulate the conduct of doing fishing business in the locality to ensure that the welfare residents is not compromise

VM advocates for clean, honest elections
About the Philippines, Pampanga, Clark, and Angeles CityCANDABA – Incumbent Vice Mayor Daniel Gallardo other day disclosed that he wanted win in the 2013 midterm elections with a his conscience clean and that he be judged based on his performance as presiding officer in the municipal council.
Gallardo said he would not compromise his long years in public service just to get a fresh mandate unlike candidates who are resorting to indirect vote buying activity.
“Gusto ko manalo ako, hindi dahil namili ako ng boto kundi gusto talaga ako ng mga tao,” he pointed out.
The vice mayor is advocating for a clean and honest elections so that in the end the people here would get the kind of government they deserve.
“Kung magpupunta lang sila sa akin parahumingi ng pera huwag na lang dahil mapapahiya lang sila sa akin. Kahit hindi na nila ako iboto,” he stated.
It was learned that Gallardo has been subjected to an election protest by ex-mayor Normita Evangelista who run for vice mayor in 2010 before Regional Trial Court Branch 48 Judge Serafin B. David in the City of San Fernando on the grounds that the results of the election for vice mayor were “pre-programmed”. .
However, the Commission on Elections (Comelec) junked with finality the motion for reconsideration on petition for certiorari and mandamus filed against him in relation to the May 2010 polls.
Gallardo who garnered 15,388 votes as against the 15,262 votes of Evangelista, a margin of 126 votes in 2010 elections.
He is currently the running mate of Gerard Patrick “Kuya Pat” Pelayo under the Kapanalig at Kambilan neng Memalen Pampanga (Kambilan) party.

Village chief dares Cabigting to resign
About the Philippines, Pampanga, Clark, and Angeles CityANGELES CITY – Barangay Claro M. Recto chair Valentino Lagman dared over the weekend Vice Mayor Vicky Vega-Cabigting to resign if the proper court finds there’s truth to his allegations of ghost purchases under the office of the Vice Mayor worth P120,000.
Lagman, at the same time, vowed to resign if there is no truth to his allegations over Cabigting.
Lagman said he would not have filed charges before the office of the Ombudsman against Cabigting and other councilors if there is no truth to his allegations.
Earlier, Lagman filed graft charges before the Office of the Ombudsman against seven city officials in connection with the alleged anomalous procurement of laptops and cellular phones.
Also facing graft charges, aside from Cabigting, are General Services Officer Menandro G. Dizon, Administrator Dennis Albert S. Pamintuan, and Councilors Jericho G. Aguas, Jesus S. Sangil, Alexander P. Indiongco, and Edgardo D. Pamintuan Jr.
Other complainants who filed the charges along with Lagman are broadcaster Medardo David and lawyer Francisco Ramos Buan Jr.
In their joint complaint-affidavit, the complainants claimed that the seven city officials connived with vendors of a cellphone shop to effect ghost purchases of four units of laptops in August 2011.
They alleged that “no such purchases were made and worse, no actual deliveries.”
The officials allegedly violated several laws including Republic Act 3019 – Anti-Graft and Corrupt Practices Act, Republic Act 9184 – Government Procurement Reform Act, Republic Act 6713 – Code of Conduct and Ethical Standards of Public Officials and Employees, and Section 52 of Civil Service Commission (CSC) Resolution 99-1936, dated August 31, 1999, otherwise known as the “Uniform Rules in Administrative Cases in the Civil Service, for Serious Dishonesty and Grave Misconduct.
Lagman said he has a letter coming from Acer Philippines attesting that the serial numbers of the four laptops they submitted to the City Government were non-existent and invalid.
“Hinahamon ko sila na patunayan na wala sila ginawang anomalya. Kung ako ay mali ako ay magbibitiw bilang barangay kapitan ng aking barangay,” Lagman added. ( Rey Navales)

90 minors rescued from Angeles City club
About the Philippines, Pampanga, Clark, and Angeles CityCAMP OLIVAS — Police operatives rescued over the weekend at least 90 minors suspected to be engaged in prostitution at Club Camelot, Fields Avenue in Angeles City.
Police Regional Office (PRO)-Central Luzon Director Edgardo Ladao said the owner of the club identified as Bernard Gerbes, 48, a German temporarily residing at Timog Park Subdivision in Angeles City, was arrested by the raiding team of Anti-Human Trafficking Task Force, Regional Women and Children Protection, 3rd Regional Public Safety Battalion, members of the International Justice Mission, and Regional Social Welfare and Development.
Also arrested were Editha Secretario, 52, lady keeper, of Mt. View, Balibago; Janell Ocampo, 39, of Pulung Maragul; Nitchel Trimidal, 26, of Barangay Malabanias; Dianna Mallari, 24, of Malabanias, all in Angeles City; and Ramil Marino, 31, choreographer, of Dau, Mabalacat City.
The raiding team was armed with a search warrant issued by Judge Ma. Theresa Mendoza-Arcega of 3JR, Regional Trial Court branch 17, Malolos, Bulacan.
Ladao said that prior to the police operation, an informant reported that more or less 80 girls are working at the said club being managed by a certain “Bernie.”
According to the informant, some of the girls are minors being handled by a “mamasang” for prostitution activities.
The arrested suspects and the items seized from them were taken to the office of the Regional Women and Children’s Protection Division here for proper disposition.
The rescued minors were interviewed and were subjected to medical examination before they were turned over to the custody of the regional DSWD for proper disposition and counseling, Ladao said.
He said the police operation was done in a proper and orderly manner, and was witnessed by barangay officials of said place.
Ladao commended the operating troops for a job well done.

Pampanga village celebrates feast every Good Friday
About the Philippines, Pampanga, Clark, and Angeles CityPAMPANGA, Philippines – While Catholics are accustomed to fast and abstain from eating meat on Good Friday to commemorate the passion of Christ, a predominantly Catholic village in San Fernando celebrates its fiesta with plenty of meat dishes on the hallowed day.
Residents of Barangay San Pedro Cutud started celebrating their fiesta every Good Friday in the 1960s, when local and foreign tourists started visiting the village to witness traditional Lenten practices, particularly the actual crucifixions in a “mini Golgotha” here.
Before the 1960s, residents religiously observed fasting and abstinence every Feb. 22, the feast of their patron St. Peter. Four other dates are also associated with commemorating the saint, but none falls on any day near Good Friday.
Kapampangan Catholic priests here seemed to have softened their views on the issue.
Retired Benedictine priest Fr. Ed Santos expressed tolerance for the Good Friday fiesta in the village, saying that like many Filipinos, most of the local folk have been fasting and abstaining all year round because of poverty.
But he noted that “fasting and abstinence is a canonical practice to remind us that we are under the Bishop, the Pope. Some priests say those who do not practice this commit mortal sins, while others say otherwise.”

The practice of fasting and abstinence is based on the 1966 Apostolic Constitution of Pope Paul VI, Paenitemini, and codified in the 1983 Code of Canon Law. Abstinence is required throughout the year on Fridays although the bishops’ conferences in some areas allow other penitential acts. During Ash Wednesday and Good Friday, abstinence and fasting are also required of Catholics.
Fr. Sol Gabriel, a parish priest in Angeles City, has a similar view. He said, “I will not limit myself to that perspective (that village folk commit mortal sins for not fasting and abstaining on Good Friday).”
While noting that the Catholic Church prescribes fasting and abstinence on Good Friday, Gabriel also said he does not “condemn” San Pedro Cutud folk.
“Instead, they should be just told about the consequences of what they’re doing. It (Good Friday) is not for show and fiesta,” he added.
On one hand, Santos said Catholic authorities may “grant dispensation during fiestas.”
Santos, who is also a Kapampangan historian, recalled there was a time when local Church authorities granted San Pedro Cutud folk dispensation from fasting and abstinence on Good Friday. But “we just don’t know whether that dispensation has expired.”
Santos, however, stressed that the question of fasting and abstinence on Good Friday is “between your conscience and God.”
For his part, Gabriel said that while he does not condemn San Pedro Cutud folk for shelving fasting and abstinence on Good Friday, he noted that there is a need “to rectify the situation.”
“Some of the people are just ignorant (of Church laws), but they can celebrate without going against the laws of the Church,” he said, adding “love the sinner, hate the sin.”
