CITY OF SAN FERNANDO — Councilor Jimmy Lazatin has been nominated in the search for The Outstanding Councilors of the Philippines (TOCP).
Lazatin told Sun.Star Pampanga that he has officially been informed by TOCP proponents JCI Philippines and the Philippine Councilors’ League of the nomination, a crack to be with 10 best legislators, which comes after being nominated as one of the outstanding alumni of the University of the Assumption in this city.
Lazatin, who is aspiring to be the city’s next vice mayor, chairs the 4th City Council’s committees on good governance, ethics and education.
He has passed landmark ordinances on education and proposed such critical bills as the Anti-Epal law for local implementation.
In his last term as councilor and a lawmaker, he has stood his ground as one of the august body’s “fiscalizers” on legislative measures.
“I am very honored to be nominated in the prestigious search for the country’s 10 outstanding councilors. I take it more as a challenge to continue doing my best as a lawmaker and serving the people of San Fernando. Whether we make it to the finals or not, I humbly consider the nomination–together with that from the University of the Assumption–as honor and recognition of the work we have done and continue to do for our people and stakeholders,” Lazatin said.
The TOCP Awards is uniquely given for outstanding leadership and excellent contributions to local legislation, governance and the nation at large. Its primary aim is for the recognition of the outstanding achievement of the country’s councilors which have benefited significantly their constituents, the community and the nation.
Likewise, it will also inspire others, especially the youth, with the recognition to these achievements and/or leadership of the awardees-leaders who have demonstrated vigor and innovativeness in tackling the problems of society and offering solutions. Moreover, the said award will also challenge and inspire councilors to become development-oriented and to excel beyond the ordinary.
Recently, Senator Edgardo Angara signed a Memorandum of Agreement with the Junior Chamber International Philippines and the Philippine Councilors League, pledging P1.5 million each, or a total of P15 million, for the next batch of awardees of The Outstanding Councilors of the Philippines.
In 2006 during the incumbency of JCI Philippines national president Ismael P. Penado, conceived the idea that gives due recognition to Philippine councilors for their outstanding achievements and excellent deeds to their constituents. Realizing that it is important to bestow awards to our local legislators for their exceptional works and meritorious service in their respective community benefiting their constituents, it was at this point that he set an appointment for an exploratory talk with Mandaue City Councilor, lawyer Carlo Pontico R. Fortuna who is a former JCI Philippines 2005 general legal counsel, 2003 Comelec chairman and 2006 president of the JCI Mandaue who then at that time the incumbent national president of the Philippine Councilors’ League (PCL). Both these two distinguished gentlemen being a well seasoned JCI member agreed with the proposal to confer said award. It’s first MOA signing was held last August 24, 2006 in which Senator Edgardo J. Angara accepted to be the main sponsor.
The Outstanding Councilor of the Philippines (TOCP) Award will now become an annual undertaking of the JCI Philippines in partnership with the Philippine Councilors League. In its 1st year the Office of Senator Edgardo J. Angara has agreed to be the major sponsor of the project. The said award will join the two other flagship projects of JCI Philippines, namely The Outstanding Young Men (Toym) Award and The Outstanding Policemen of the Philippines (TOPP) Award where over the years, both awards have become institutions, having developed a reputation for its selectiveness of outstanding young men and the men in uniform upon whom the award is conferred.
For 48 years, Toym seeks to give recognition to young men and women whose selfless dedication to their profession or vocation has resulted in significant contributions to the welfare of their countrymen and our country at large, as well as to the advancement of their respective fields of endeavor. The awardees who have become light of the nation totaling 394 by now, is literally a Philippine “Who’s Who” in outstanding achievement in areas such as community service, the arts, literature, journalism, education law, politics, agriculture, science and technology, economics, banking, business, sports, government service, and other fields of endeavor. The TOPP has been successfully given for the last 39 years in recognition of the exceptional and outstanding achievements of our men and women in uniform rendered beyond the call of duty.

DPWH-1 Reiterates: National roads cannot be used to dry palay
About the Philippines, Pampanga, Clark, and Angeles CitySAN FERNANDO CITY, La Union (PIA) — The Department of Public Works and Highways (DPWH) in the region is alerting all district engineers to secure major thoroughfares from being utilized as palay solar dryers, so that the safety of motorists passing through national highways is ensured.
DPWH Secretary Rogelio L. Singson underlined the agency’s directive to strengthen ways and means in preventing farmers and rice traders from using such major thoroughfares for aforesaid purpose.
Singson emphasized that national highways were widened to facilitate smoother flow of traffic especially in major arterial roads and not so they can be used as solar dryers for palay or corn.
He added that the presence of big stones or boulders to protect the palay from being overrun by vehicles poses danger to motorists.
In an interview with Engineer Cornelio Amita, OIC-Chief of Highways Maintenance Division, he said that the order has been relayed to all district engineers in the different district offices of the agency in the region.
DPWH personnel were deployed to monitor all areas of jurisdiction and implement strict compliance in coordination with local police.
Specially cited for strict compliance is Western Pangasinan, particularly in the Mangatarem-Pangasinan-Tarlac Road.
Also, Singson stressed the prohibition of use of center lanes of widened national roads by tricycles and motorcycles because they hamper smooth flow of traffic.
The absence of appropriate tail lights on these slow-moving vehicles during night time also poses danger to motorists, and thus the emphasis for said vehicles to use outer lanes, the DPWH secretary said.
Singson is urging the local government units (LGUs) and the Philippine National Police (PNP) to help ease heavy traffic particularly approaches to market areas and poblacions/town centers, and to strictly enforce the “no parking” regulations or encroachments of vehicles on national roads, especially on widened portions.
As such, Amita said the issue will also be raised to the Regional Law Enforcement Coordinating Council with emphasis on the convergence of the PNP and LGUs, especially barangay officials, for more effective implementation of Singson’s order.

(CLGCFI), in partnership with the Department of Trade and Industry (DTI) and Department of the Interior and Local Government (DILG), recently honored local government units (LGUs) in the region with excellent implementation of streamlined procedures in the issuance of a mayor’s permit.
Olongapo emerged as the recipient in the city category while the towns of San Luis, Aurora; Limay, Bataan; Sta. Maria, Bulacan; San Antonio, Nueva Ecija; Mexico, Pampanga; Capas, Tarlac and Masinloc, Zambales took home top awards in the first and second class municipality category.
First place trophies were likewise given to the following third, fourth and fifth class towns: Baler, Aurora; Abucay, Bataan; Llanera, Nueva Ecija; San Luis, Pampanga; Anao, Tarlac and San Felipe, Zambales.
Moreover, Sta. Maria town in Bulacan was named Best in Information Technology Innovations, and Olongapo City as Best in Customer Relations, and as Most Successful LGU in institutionalizing Business Permits and Licensing System reforms.
“The annual recognition seeks to acknowledge the efforts of local chief executives and their Business Permits and Licensing Office (BPLO) staff to eliminate red tape and reduce the cost of doing business in their respective municipalities and cities,” said DTI Regional Director and CLGCFI member Blesila Lantayona.
She added “Turnaround time, client feedback, internal monitoring system and organizational development served as the criteria in the selection of awardees.”
Streamlining procedures in the issuance of a mayor’s permit is one of the pioneer programs of CLGCFI.
With the help of DTI-3 and DILG-3, the foundation was able to convince all 130 municipal and city governments to streamline their procedures, thus elevating the level of Central Luzon’s competitiveness as an investment destination.
The CLGCFI was created in 1994 to provide policy decisions and facilitate the planning, coordination and monitoring of investment-related projects in the region.
Aside from the regional director of DTI, other members of the foundation include the DTI Undersecretary for Industry & Investments along with the governors of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales provinces.

2 Nueva Ecija village chiefs arrested
About the Philippines, Pampanga, Clark, and Angeles CityCAMP OLIVAS – Two barangay chiefs in Nueva Ecija were arrested by policemen on Wednesday.
Arrested were Barangay chiefs Federico Vercida of San Carlos, Aliaga and Joel Nunez, 40, of Hometeads 1, Talavera.
Senior Superintendent Ricardo Nieves, Nueva Ecija police provincial director, said Saturday that police operatives swooped down on the barangay hall of Vercida armed with a search warrant issued by Judge Ramon Pamolar of the Regional Trial Court Branch 32.
Seized from Vercida were one Armscor caliber .45 pistol with four magazines, a holster, and one SAS 12-gauge shotgun, with markings Shooters and assorted ammunition.
Vercida, Nieves said, failed to present any written exemption permit from the Commission on Elections which bans the carrying of firearms outside residence on account of the coming May 13, 2013 local and national elections.
Nieves said a police team with a search warrant arrested Nunez in his residence in Homestead 1, and confiscated from him a caliber .45 Norinco pistol and several assorted ammunition.
He said appropriate charges are ready to be filed in court against the two barangay chairmen. (Ric Sapnu)

Councilor: Put up WiFi hot spots
About the Philippines, Pampanga, Clark, and Angeles CityANGELES CITY – Former Councilor Max Sangil has cited the need to install wireless fidelity (WiFi) hot spots in every villages all over the city.
Sangil, a veteran journalist running for councilor here, said the city needs to adapt today’s communication technology.
He said this is only one of his programs if he will be elected member of the City Council.
The WiFi zones should be put up in central business districts and plazas of every village, said Sangil, who topped the councilor post in the 1995 polls.
Aside from this, he is also planning to push for the installation of closed circuit television (CCTV) cameras in major streets to monitor crimes and other incidents.
Once seated at the City Council, Sangil said he will scrutinize the budget which now soared to P1.3 billion.
“We will participate in the fiscal management of the City Government,” said Sangil, also a former chair of the Committee on Finances.
He also vowed to upgrade legislative works and promote transparency in local governance.
Sangil added that he will also push for development programs for the youth and delivery of basic services.
“Ang laki na ng budget ng siyudad at maglalaan tayo ng podo para sa mga programang tutulong sa ating mga kabataan,” Sangil said.
In 1998, Sangil acted as city mayor for four months and the budget then was less than P300 million.

KDF calls for referrals for free cleft palate surgeries
About the Philippines, Pampanga, Clark, and Angeles CitySTA. RITA — The Kapampangan Development Foundation (KDF) is calling for referrals for its free cleft palate and harelip surgery missions with Operation Smile on July 3 to 6 at the Ospital ning Angeles here, in a bid to provide free reconstructive surgery to indigent beneficiaries.
KDF president Benigno Ricafort told Sun.Star Pampanga that the surgery mission is part of the year-round campaign to disseminate information and announce that every six months, the KDF is hosting free surgeries with the help of volunteer doctors.
“We will do surgeries; therefore, all they have to do is register and they need not pay anything. The educational campaign is that it is best that beneficiaries be operated on after six months after birth and for best results within one year, especially for the cleft palate,” Ricafort said.
Ricafort is inviting poor families who cannot afford the costly reconstructive facial surgery and the accompanying cost of the medicines to avail themselves of the free cleft palate and harelip surgeries, which will be conducted by volunteer doctors from Operation Smile.
The incidence of oral cleft in the Philippines is estimated at one in every 500 live births.
With an average of two million live births a year, 4,000 new cleft cases are added annually in the country.
Recent study shows that malnutrition and lack of Vitamin 6 and folic acid during the pregnancy period might be one of the causes of harelip, cleft palate and other facial deformities.
Ricafort said commercial reconstructive surgery usually costs thousands of pesos, but with the KDF program, patients would not be spending for the surgery as it would be shouldered by KDF and other partner organizations that share their resources for the program.

Environment department acts vs forest wildfires
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO — The Department of Environment and Natural Resources (DENR) in Central Luzon region has heightened its alert as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) declared on Tuesday the official start of this year’s summer season.
More than 2,000 DENR forest and fire protection officers and upland farmers, who are active members of people’s organizations throughout Central Luzon, joined forces to combat the threats of wildfire in vast tracts of dry grasslands in the provinces of Zambales, Tarlac, Bulacan and Nueva Ecija, revealed Maximo Dichoso, executive director of the regional DENR here.
“Forest fire incidents peak in summer, usually from February to May, when arid conditions become more pronounced,” he said, adding that rainfall during these months is less than 200 millimeters (mm), down from the national average of more than 2,300 mm.
Close to 200 hectares of forest plantations and reforestation projects were scorched last year by wildfires that spread from adjacent grasslands, he said.
Pagasa has warned that the warm dry spells of El Niño will continue this year.
Amid threats of El Niño, 120 people’s organizations with community-based forest management projects with the DENR race to establish fire and green breaks in some 21,000 ha of forestlands under their stewardship.
“Forest villagers and local governments are better able to deal immediately with fire emergencies. Engaging their services will help DENR respond quickly when fire breaks out in remote places,” he said.
The DENR regularly provides science-based fire management trainings to active members of people’s organizations to enable them to respond quickly to fire alerts.
Forest fire prevention is essential to sustain the gains of the National Greening Program (NGP) so that government investments don’t go to waste, DENR Forestry deputy director Sofio Quintana explained.
More than 12,000 hectares of new forests have been established throughout Central Luzon since President Benigno Aquino III launched the NGP in 2011.
DENR statistics showed that Central Luzon has more than 400,000 hectares of grasslands and other open areas.
Forest fires release carbon dioxide and sulfur into the atmosphere and contribute to global warming and climate change.
Studies from the earth observatory of the National Aeronautics Space Administration, said the burning of tropical forests releases 2.4 gigatons of carbon into the atmosphere each year.

Kabalen students make it to regional TOSP finals
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO – Two students from the Mary the Queen College (MQC) were nominated in this year’s regional search for the Ten Outstanding Students of the Philippines (TOSP) after meeting the required academic and social responsibility qualifications.
Representing the school in the search are Kelvin Cadiang (Accountancy) and Leomar Bucud (Information System department), said Maria Fe Gonzales, Outreach head and trainer of the two nominees,
“We can never tell or say if they will make it or not. What I always tell them is to speak from the heart during the interview,” Gonzales said.
She said MQC was among those invited by the Commission on Higher Education (Ched) to participate in the search, which is already an achievement in itself.
Gonzales said three MQC students have given honor to the school after having been nominated in the regional search for the past three years — Mark Gil Tuazon was one of the 30 finalists for 2012 and the only one from Pampanga; Sarah Colis, an awardee in 2011 also at the regional level; and the very first one to have been nominated in 2010, Rudolph Jay Velasco, who was declared as one of the Top Ten Outstanding Students of the Philippines at the regional level.
“Rest assured that Mary the Queen College is preparing its entrants for this year’s search very well,” Gonzales said.
These awards — aside from the latest six CPA Board Passers and from the previous CPA Passers and LET Passers and other more achievements — prove MQC’s ability to produce competitive students, she said.
“It is one way of showing the fulfillment of the school’s vision and mission through its ten-year existence,” she said.

Cop: Maleldo rites orderly, 'solemn'
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO – Although thousands of local and foreign tourists trooped to the three Maleldo sites in this city, the observance of Good Friday here remained peaceful, orderly and solemn.
City police chief Ricardo David said that as early as 9 a.m., the more than 250 uniformed and plainclothes police operatives with K-9 sniffers in tow, were deployed to the Via Crucis sites in barangays San Juan, Sta. Lucia and San Pedro Cutud.
Several foreign officials and dignitaries joined Maleldo executive committee chairman Councilor Jimmy Lazatin and co-chair Engineer Marni Castro in the 51st Maleldo or Lenten rites where some 20 penitents were nailed to the cross, accompanied by around 2,000 flagellants.
“Actually, our men have been in the areas since Wednesday and Maundy Thursday to assist those doing the Visita Iglesia. This Good Friday, we beefed up our forces to ensure the safety of tourists and visitors. We also installed CCTVs in strategic areas where our police assistance centers are located,” David said.
He told Sun.Star Pampanga that despite the estimated 50,000 spectators, the observance of Maleldo this year was orderly and peaceful.
“So far we have not received reports of any major incidents except for isolated cases of lost cellular phones and a report of a pickpocket. I would say that this year’s Maleldo is peaceful and orderly because of the good preparations and planning,” added David.
Similarly, members of the City Emergency Rescue Unit and medical teams reported no major health or life-threatening situations save for a few cases of dizziness due to the blistering heat.
Traffic Management head Pines Pineda also reported that traffic to and from the staging areas was manageable.

About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO — Councilor Jimmy Lazatin has been nominated in the search for The Outstanding Councilors of the Philippines (TOCP).
Lazatin told Sun.Star Pampanga that he has officially been informed by TOCP proponents JCI Philippines and the Philippine Councilors’ League of the nomination, a crack to be with 10 best legislators, which comes after being nominated as one of the outstanding alumni of the University of the Assumption in this city.
Lazatin, who is aspiring to be the city’s next vice mayor, chairs the 4th City Council’s committees on good governance, ethics and education.
He has passed landmark ordinances on education and proposed such critical bills as the Anti-Epal law for local implementation.
In his last term as councilor and a lawmaker, he has stood his ground as one of the august body’s “fiscalizers” on legislative measures.
“I am very honored to be nominated in the prestigious search for the country’s 10 outstanding councilors. I take it more as a challenge to continue doing my best as a lawmaker and serving the people of San Fernando. Whether we make it to the finals or not, I humbly consider the nomination–together with that from the University of the Assumption–as honor and recognition of the work we have done and continue to do for our people and stakeholders,” Lazatin said.
The TOCP Awards is uniquely given for outstanding leadership and excellent contributions to local legislation, governance and the nation at large. Its primary aim is for the recognition of the outstanding achievement of the country’s councilors which have benefited significantly their constituents, the community and the nation.
Likewise, it will also inspire others, especially the youth, with the recognition to these achievements and/or leadership of the awardees-leaders who have demonstrated vigor and innovativeness in tackling the problems of society and offering solutions. Moreover, the said award will also challenge and inspire councilors to become development-oriented and to excel beyond the ordinary.
Recently, Senator Edgardo Angara signed a Memorandum of Agreement with the Junior Chamber International Philippines and the Philippine Councilors League, pledging P1.5 million each, or a total of P15 million, for the next batch of awardees of The Outstanding Councilors of the Philippines.
In 2006 during the incumbency of JCI Philippines national president Ismael P. Penado, conceived the idea that gives due recognition to Philippine councilors for their outstanding achievements and excellent deeds to their constituents. Realizing that it is important to bestow awards to our local legislators for their exceptional works and meritorious service in their respective community benefiting their constituents, it was at this point that he set an appointment for an exploratory talk with Mandaue City Councilor, lawyer Carlo Pontico R. Fortuna who is a former JCI Philippines 2005 general legal counsel, 2003 Comelec chairman and 2006 president of the JCI Mandaue who then at that time the incumbent national president of the Philippine Councilors’ League (PCL). Both these two distinguished gentlemen being a well seasoned JCI member agreed with the proposal to confer said award. It’s first MOA signing was held last August 24, 2006 in which Senator Edgardo J. Angara accepted to be the main sponsor.
The Outstanding Councilor of the Philippines (TOCP) Award will now become an annual undertaking of the JCI Philippines in partnership with the Philippine Councilors League. In its 1st year the Office of Senator Edgardo J. Angara has agreed to be the major sponsor of the project. The said award will join the two other flagship projects of JCI Philippines, namely The Outstanding Young Men (Toym) Award and The Outstanding Policemen of the Philippines (TOPP) Award where over the years, both awards have become institutions, having developed a reputation for its selectiveness of outstanding young men and the men in uniform upon whom the award is conferred.
For 48 years, Toym seeks to give recognition to young men and women whose selfless dedication to their profession or vocation has resulted in significant contributions to the welfare of their countrymen and our country at large, as well as to the advancement of their respective fields of endeavor. The awardees who have become light of the nation totaling 394 by now, is literally a Philippine “Who’s Who” in outstanding achievement in areas such as community service, the arts, literature, journalism, education law, politics, agriculture, science and technology, economics, banking, business, sports, government service, and other fields of endeavor. The TOPP has been successfully given for the last 39 years in recognition of the exceptional and outstanding achievements of our men and women in uniform rendered beyond the call of duty.

Vice guv 'vindicated' on quarry revenues
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO – Vice Governor Joseller “Yeng” Guiao admitted over the weekend that he “now feels vindicated” over quarry revenues after it peaked to a historic and record-breaking P650 million last year.
Guiao, branded as “quarry fighter and overseer,” told Sun.Star Pampanga that he is overjoyed with the 30-month quarry revenues under the administration of Governor Lelia Pineda, after being informed of the projection that it will hit the P770 million mark at the end of his term.
“I feel vindicated and relieved because of the results of the quarry revenues in our term. We have long fought the realistic income, which started during the Lapid administration. We vigilantly kept our watch over the quarry industry not only for Capitol but for the benefit of the industry stakeholders and the Kapampangans,” he said.
Guaio, who is seeking Pampanga’s 1st District congressional seat, added that he can now leave the halls of the Provincial Board with a legacy that he hopes would be protected and institutionalized.
“For many years we strived to put all the correct parameters in quarry operations so we can get the real figures and a picture of the industry. We at the Sangguniang Panlalawigan (Provincial Board) did not stop instituting measures and reforms for the quarry industry, for the main reason that our kabalens should not be deprived of the benefits they should get from our quarry operations. Having done that, at least most of it, we can now move on to the next level to protect and institutionalize it,” he said.
Guiao noted that the PB and the Provincial Government Environment and Natural Resources Office headed by Engr. Art Punsalan, with the approval of Governor Lilia Pineda, will push for the immediate computerization of quarry operations seen to maximize income and its potential.
“We are working on that now and hope to realize it before the end of our term, so that whoever takes the helm of Capitol will certainly go on with the institutionalized processes we have implemented after years of struggle,” concluded Guiao.
