CITY OF SAN FERNANDO–UNA senatorial candidate Migz Zubiri calls on the Department of Agriculture (DA) and the Department of Science and Technology (DOST) to grant more scholarships to children of farmers and students who really want to work as farmers and to manage farms to become profitable.
“Our farmers are getting old and very few young people, even farmers’ children, are not keen on farming. They have seen, how, despite the great efforts of their elders, the farms don’t give them higher incomes. So they asked, why go into farming at all?” said Zubiri who recognized the quandary faced by the young rural population.
Likewise, the disappointment of Agriculture and Agri-Business graduates who cannot find stable work at the Agriculture Department and its attached agencies due to current human resource hiring policies.
“The country’s food security is at risk as children of retiring farmers are not keen on taking over. And, only the large farm corporations, many foreign-controlled, are gaining young talents. It has also come to a point that caring for golf course grasses provides huge incomes compared to farming food crops or working at the DA. “
Zubiri, an Agri-Business Management graduate at the University of the Philippines – Los Banos, said the DOST has been granting scholarships in science and technology courses in public and private universities but these programs “hardly reach the intended target students or lack convincing power.”
“The DA and the DOST should show our youth that food crop farming can provide dependable income stream and job security,” Zubiri said.
Zubiri noted that farming in the Philippines can barely support a family. According to the Bureau of Agricultural Statistics, a farmer’s annual average income is about P20,000. “This is embarrassingly low compared to neighboring countries where farmers are considered entrepreneurs and businessmen,” Zubiri stressed.
The DA data revealed that the average age of our current farmers is 57. Many of these farmers are small landholders, tilling an average of 2.5 hectares.
“If this problem is not addressed, our food security situation will be very dim, especially if we take into account that climate change poses more serious challenges to farmers,” Zubiri said.
“Among the many crops that will suffer declining yields are rice, corn, coconut and sugar that provide staple food supplies and basic food processing ingredients,” Zubiri said.
Zubiri stressed that the DA should exert greater effort in coordinating with schools and review existing agriculture curriculum, training and research as a way to boost productivity and eliminate poverty among farmers. ●

Gov lauded for road linking two isolated villages
About the Philippines, Pampanga, Clark, and Angeles CityAPALIT, Pampanga – An eight-kilometer road linking two isolated villages to Apalit was recently completed benefitting some 14,000 residents who used to consider a nearby municipality in Bulacan province as their town proper.
Apalit Mayor Oscar Tetangco Jr. on Monday joined Gov. Lilia Pineda and Board Member Olga Frances David-Dizon in the inspection of the newly-completed road in Barangays Balucuc and Calantipe.
Tetangco said the people of both villages, “since time immemorial,” go to Pulilan, Bulacan for their businesses and other activities. He added that the travel time from Balucuc and Calantipe to the Apalit town proper where the public market, several business establishments and town hall are was about an hour and 30 minutes before the road’s completion.
“Now, we can reach the two villages from the town’s capital in 30 minutes or less,” said Tetangco, who added that they used to pass by Pulilan before reaching the other villages of Apalit.
“Some of the residents of Balucuc and Calantipe think they are from Bulacan because they do almost all their daily activities in Pulilan,” he added.
Tetangco disclosed that the road was completed three years earlier than he had promised due to the support of the first-term governor, who funded the completion of at least half of the eight-kilometer project.
Tetangco disclosed that the national government also released at least P15 million for the road, which was almost impassable for vehicles.
Balucuc Barangay Captain Gabby Mutuc said they have at least 10,000 residents who chiefly depend on rice production. He expressed gratitude to Pineda for helping the completion of the road which was supposed to be completed by 2016.
Calantipe, which has 4,000 people, also depends on rice production, it was learned. Both barangays produces some 400,000 cavans of palay yearly on three harvests.
Pineda said she had consulted farmers of Balucuc and Calantipe. She added that her government will assist them by providing farming equipment and inputs. ● Joey Pavia

Capitol makes true commitment to improve agriculture, Pineda vows budget for farmers’ irrigation
About the Philippines, Pampanga, Clark, and Angeles CitySAN LUIS, Pampanga–Governor Lilia G. Pineda yesterday pledged to allocate another P4 million for the repair of the irrigation system here which covers 500 hectares of ricefields in Barangay San Roque, the largest rice producer in the province.
This was gleaned during a consultation meeting with the San Roque Irrigators Association, farmer cooperatives and Barangay Agriculture and Fisheries Council chairmen of San Luis numbering around 400 farmers.
Pineda said earlier that the province has allocated P6 million in support of the National Irrigation Administration’s (NIA) funds amounting to P10 million for the repair of the irrigation system here.
Also in the consultation meeting, the governor gave 90 high-powered tractors and hand tractors to farmer cooperatives under the 85/15 counterparting scheme.
Pineda also provided a back hoe for the repair of irrigation canals in San Roque, with the NIA providing the fuel.
The governor also pledged for the construction of a farm-to-market road here measuring two linear kilometers going to Concepcion, San Simon town.
San Luis is a major rice production town of Pampanga and the major livelihood of residents here is farming.
The governor also committed to address the issues raised by the farmers.

Pineda eyes P1-B revenue from RPT thru ITAX system
About the Philippines, Pampanga, Clark, and Angeles CitySTA. RITA, Pampanga –The provincial government expects to collect at least P1-billion from real property tax (RPT) in the whole province with the implementation of the Integrated Taxation Management System (ITAX).
Yesterday, Pineda witnessed the launching of the ITAX for the town of Santa Rita, the second in the province after the municipality of Minalin. The towns of San Luis and Macabebe will be the next targets of the ITAX project.
Pineda said, According to the records of Provincial Assessor’s Office (PAO), the province already had an estimated P500-million collection on RPTs alone after the successful tax mapping operations last year. This was preceded by the P24-million yearly collection in the last 24 years.

She said the ITAX will improve the RPT collection when “properly and fully launched.”
The province’s Management Information System Office (MIS) and PAO together with the Provincial Treasurer’s Office led the second operation of the new iTax system.
According to Provincial Assessor Engr. Romeo Dizon, the iTax system aims to transform the province’s current tax collection from a lengthy, tedious, and manual process to an efficient, transparent, and automated system which will greatly benefit the Kapampangan tax payers, particularly in RPT.
Dizon said the province is “80 percent” dependent on the Internal Revenue Allotment (IRA). The ITAX, he added, will allow the first-class province “not to depend much in IRA but on local tax collections.”
This town’s real property data is now fully encoded following the recently concluded tax mapping operations conducted and fully-funded by the province.
According to the municipal assessor’s office, the tax mapping operations resulted in the list of 15,000 real property units here.
Manuel Mendoza of the PAO presented the iTax’s features while IT consultant Dave Concepcion led the demonstration of the new system in front of various stakeholders in this town led by Mayor Yolanda Pineda.
The mayor expressed her gratitude to the provincial government headed by Governor Pineda for the launch of said program, which she said will greatly benefit her constituents.
Meanwhile, Governor Pineda clarified that no additional fees will be charged to the tax payers for the implementation of the new iTax system.
Despite this, the governor remains optimistic on the revenue-generation capability of the new iTax system along with its efficiency and transparency.
The governor added, the new system will help the provincial government to be less dependent on its Internal Revenue Allotment (IRA) and proudly shared that Pampanga is one of the debt-free provinces in the country.
This fourth-class town was recognized for its effective streamlining of business permit.
Mayor Pineda said “they are honoured” and vowed to support the project aided by a German software technology. Her town was earlier cited by the Department of Interior and Local Government (DILG) for being the second most effective in streamlining businesses among the municipalities in Central Luzon.
Ryan Concepcion, IT consultant of Pampanga, said ITAX had drastically improved the RPT tax in the several provinces.
Concepcion said when La Union started to use the ITAX in 2007 they recorded some P69 million in collection or an increased of about P6 million. He added that the North Luzon province had collected some P295 million RPT in 2011.

Police report said Maria Fe Islum, 29, with her children aged 8, 7, and 2, went to the farmhouse here where her husband Jumer Islum, 32, was staying to confront the latter for not supporting them.
But Islum just ignored the victim and walked away.
Report said the dejected victim with her children went home in Alion where she hanged herself.

Capitol targets zero casualty for pregnant moms
About the Philippines, Pampanga, Clark, and Angeles CityLUBAO, Pampanga–Gov. Lilia Pineda said the provincial government targets zero casualty for mothers during pregnancy and in giving birth this year.
Pineda, who attended the free check-ups and consultation administered by the provincial health office (PHO) in the Second District, told pregnant mothers that she will help those who will undergo caesarian at the provincial and district hospitals at minimal cost to the family.
“The programs of the provincial government is not limited to free check-ups and consultation. We will also help in the expenses of those who will undergo caesarian section operation,” Pineda declared.
Dr. Imelda Labrador, provincial health officer for public health, stated that the assistance of the Capitol for mothers starts from conception to postnatal.
She said the free consultation and check-ups are crucial for six-to-nine-month pregnant women in order to ensure the safety and protection of the mother and the child.
“Consultation to health professionals is very important in monitoring the condition of pregnant mom. Early detection of any complications or disease will lessen the possibility of deaths,” said Labrador.
The maternal health care program of the provincial government consists of immunization, consultation to health professionals and giving away vitamins for health pregnancy.
Aside from these, Pineda distributed “Buntis Kits” to 1,000 pregnant mothers of the district who were also the recipients of the health care program.
Meanwhile, Dr. Melinda Cayabyab said Gov. Pineda initiated the activity to give proper medical attention to mothers especially to those who were diagnosed with abnormalities in their pregnancy. ●Jenna Lumbang

DepEd asked for update on JO list probe
About the Philippines, Pampanga, Clark, and Angeles CityANGELES CITY– The Department of Education (DepEd) has been urged to give an update to the investigation of 10 public school teachers here who are allegedly listed as job order employees of the city government.
Pampanga First District Representative Carmelo “Tarzan” Lazatin sent a letter to Angeles City Division of City Schools Superintendent Luz Arriola on January 11 asking for a follow-up on the case of the 10 public school teachers from Northville Elementary School.
In a letter addressed to Arriola, Lazatin cited reports claiming that several people, whose names were included in the list of job order employees in the recently concluded Cultural Mapping Program of the City Tourism Office and allegedly received a salary of P600 to P650 per day, denied receiving the said amount.
A copy of Lazatin’s letter has been forwarded to President Benigno Aquino, III and Department of Education Secretary Brother Armin Luistro.
One of the said teachers is Catherine Garcia, daughter of Barangay Lourdes Sur Kagawad Daniel Gutierrez, who claimed that she participated in the program voluntarily and did not receive any salary from the city government.
Earlier, senior citizens’ leader Francisco Esguerra, whose name was also included in the list, also denied receiving salary from the city government.
In his appearance in a local radio show, Esguerra explained that he, along with other members of the senior citizens’ federation, participated in the Cultural Mapping as volunteers and did not receive the said P600 to P650 daily salary.
Also included in the job order list is Barangay Margot Kagawad Nenita Ferrer who, earlier, joined several other alleged “ghost employees” of the city government in filing a supplemental complaint affidavit before the Office of the Deputy Ombudsman for Luzon.
The affidavit filed by Ferrer and the other witnesses are in support of the original complaint filed by local mediaman Robledo Sanchez against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, and City Treasurer Juliet Quinsaat in relation to the controversial job order appointments of the city government.
Deputy Ombudsman for Luzon Adoracion Agbada recently ordered Pamintuan and company to submit their counter affidavit within a period of ten days upon the receipt of the order.
Sanchez revealed, however, that on January 7 he received a copy of the Motion for Extension of Time submitted by Pamintuan and company asking the Deputy Ombudsman to extend the period of filing their Counter Affidavit and grant them an additional 15 days from January 7 to January 22.
Failure on the part of the Pamintuan camp to file their counter affidavit within the period allotted by the Deputy Ombudsman will be considered a waiver of their right to file a counter affidavit and other controverting evidence and will result to the submission of the case for resolution. ●

“Bulacan has the most number of voters in the region at 1,497,873; followed by Nueva Ecija with 1,363,646; Pampanga at 1,239,372; Tarlac with 692,948; Bataan with 456,648; Zambales at 444,202; and, Aurora with 128,355” COMELEC Regional Director Zoilo Perlas disclosed.
“There will be 7,905 clustered precincts in 2,822 voting centers for its 14 cities and 116 towns,” Perlas added.
Southern Tagalog remains the nation’s most vote rich area with over 8 million followed by Metro Manila with 5.9 million.
Meanwhile, some 1,429 local positions will be up for grabs in Region 3 consisting of 21 congressional seats, 7 gubernatorial, 7 vice gubernatorial, 68 provincial boards, 130 mayoral, 130 vice mayoral, and 1,066 councilors. ● (PIA 3)

NBI-3 has new regional director
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO–The National Bureau of Investigation in Central Luzon (NBI-3) will have a new chief after a turnover ceremony this week.
Outgoing NBI-3 Regional Chief Ricardo Diaz said Assistant Regional Director Jose Husto Yap will officially assume as acting regional director after a formal turnover of responsibilities set this week.
Diaz will be transferred to Northern Mindanao (Region 10) based on the transfer order he received Tuesday from NBI National Director Nonnatus Ceasar Rojas.
Diaz, who assumed on August 15, 2010, has been known for his accomplishments against human trafficking.
From September 2010 to present, Diaz has launched a total of 32 operations resulting to the entrapment and arrests of 83 subjects and rescue of 126 persons, most of them female minors.
Some of these operations were done in partnership with the Bureau of Immigration at the Clark International Airport, the Department of Social and Welfare Development and the International Justice Mission.

Ex-village chair hits school, solon on illegal fund grant
About the Philippines, Pampanga, Clark, and Angeles CityANGELES CITY–A former village chief here has criticized the chief of the Republic Central Colleges (RCC), a kin of Pampanga First District Representative Carmelo “Tarzan” Lazatin, for completely ignoring his request for documents relative to the grant of government funds to the said school.
Former Barangay Sto. Cristo chairman Aymer Alvarado criticized Dr. Victoria Lazatin-Angeles, president of the Republic Central Colleges (RCC) and sister of the congressman for not answering queries on the congressman’s alleged misuse of pork funds.
“This is definitely a sign of guilt. I know for sure that the RCC received funds not only from Lazatin’s Priority Development Assistance Fund (PDAF) but also from the executive budget of the city government of Angeles during those years he was mayor. This is conflict of interest and a very clear violation of laws against graft and corruption,” Alvarado said.
Alvarado also scored the 78-year old representative for “his eerie silence” on the issue.

“Ayaw ko po sanang madamay ang kolehiyong RCC dahil baka maapektuhan ang mga estudyante. Subali’t kailangan din na panagutan nila ang anumang paglabag sa batas na kanilang nagawa,” he said.
Alvarado, who graduated from the RCC in 1983, has already requested the commission to investigate the fund grant to the RCC from the 2010 to 2012 PDAF of the septuagenarian congressman.
“As an alumnus of the college, I wish that the RCC management will reveal the truth. It does not matter if this will result in the filing of criminal cases against Tarzan Lazatin, who is one of the owners.
