4. ‘2013 Angeles City budget scrutinized’ CITY OF SAN FERNANDO–Central Luzon’s three provinces, namely, Bulacan, Bataan and Zambales, are free from toxic red tides according to Shellfish Bulletin latest advisory No. 28 dated December 7.
Bureau of Fisheries and Aquatic Resources (BFAR) Regional Director Remedios Ongtangco said coastal waters of Bulacan and Bataan—towns of Mariveles, Limay, Orion, Pilar, Balanga, Orani, Abucay and Samal in Manila Bay; and, Masinloc Bay in Zambales are free from toxic red tides.
Shellfish from the mentioned areas can now be gathered, harvested and sold in markets for human consumption.
Meanwhile, shellfishes collected at Dumanquillas Bay in Zamboanga del Sur; Murcielagos Bay in Zamboanga del Norte and Misamis Occidental, and coastal waters of Bolinao and Anda in Pangasinan are still positive for paralytic shellfish poison that is beyond the regulatory limit.
Ongtangco noted that all types of shellfish and Acetes ap or alamang from the said areas are not safe for human consumption.
“Fish, squids, shrimps, and crabs are safe for human consumption provided that they are fresh and washed thoroughly and internal organs such as gills and intestines are removed before cooking,” he added. • Joelyn G. Baluyut

ANGELES CITY–A councilor here assured that the city government’s 2013 budget was scrutinized by correcting some irregula-rities.
Councilor Maricel Morales, also chairwoman of the city’s finance appropriation, said the P1.311 billion city budget for 2013 was thoroughly studied.
“So, it doesn’t appear that the council is a puppet of the mayor, the budget was scrutinized. We saw some irregularities and we corrected them,” Morales said.
Some of the irregularities seen during the three day budget hearing were funds for gas and other vehicle maintenance products even if the department does not have a government issued vehicle yet.
“When departments create their budget, they anticipate what they will be needing. We decided that we cannot program budgets for vehicle maintenance materials if we do not have the vehicle yet,” Morales said.
Aside from assumptions, Morales said other irregularities include typographical errors.
“There was an overestimated budget of P115 million but we have corrected that,” Morales said.
The P1.311 billion budget for 2013 was higher compared to the P1.2 billion budget for 2012.
Morales assured that the city is not bankrupted and has enough budget to deliver basic services to Angeleños. ●Charlene Cayabyab
