Pampanga ranks 10th in human development

CITY OF SAN FERNANDO — Pampanga, after all, is not just about the age-old jueteng, colorful politicians and sexually active priests. It is also among the top 10 provinces in the country in terms of human development.

This was gleaned from the 2012-2013 Philippine Human Development Report (PHDR) launched last month by the Human Development Network (HDN) in collaboration with the United Nations Development Programme (UNDP) and the National Statistical Coordination Board.

The report covered the years from 1997 and 2009, a period marked by the 1997 Asian financial crisis and the 2008 global economic recession.

In 1997, Pampanga was actually on the 9th spot in the top 10 list led by Batanes, Rizal, Benguet, Laguna, Cavite, Batangas, Bataan, Bulacan and Zambales in that order.

Twelve years later, the province slid down to 10th place, bumped off by Ilocos Norte, a new entrant along with Nueva Vizcaya.

These provinces had high levels of achievement in life expectancy, health and education components of the HDI.

As defined, the HDI is a summary measure of human development covering three basic dimensions: a long and healthy life, knowledge, and a decent standard of living. It is said to be motivated by the principle that income alone cannot faithfully reflect the basic dimension of human development.

Pampanga is home to the Clark Freeport Zone with no less than 200 locators, mostly exporters, an international airport, a growing hub for budget airlines, three giant malls of the country — SM, Robinsons and Marquee — located in its two prime cities, San Fernando and Angeles, and top performing and award-winning countryside businesses and entrepreneurs, notably the Laus Group, the leading dealership network and most diverse countryside business in the country today.

The Pampanga Chamber of Commerce and Industry, an avowed catalyst for countryside development, is also one of the most active chambers in the country.

In 1997, Pampanga was the no. 1 province in terms of life expectancy at birth. Twelve years later, it did not make it to the top 10 list.

The report noted that Pampanga was one of two provinces, the other was Sulu – that began with the so-called PCI-lopsided progress from 1997 to 2003 and then turned into a vicious cycle from 2003 to 2009.

From 1995 to 2007, Pampanga was governed by the father-and son Lito and Mark Lapid.

The elder Lapid is now a two-term senator while his son, Mark, is the general manager of the Tourism Infrastructure and Economic Zone Authority (TIEZA). Former priest Eddie Panlilio was the governor from 2007 to 2010.
As defined, a lopsided progress is when per capita income grows but there is poor HDI performance. In the case of Pampanga, the years from 1997 to 2003 was a time of recovery and rehabilitation following the massive devastation wrought by the Mt. Pinatubo eruption. The subsequent period can be considered an unprecedented “re-growing” period, a time when huge Manila-based companies began expanding toward Pampanga, a phenomenon that bolstered economic and business growth.

In a vicious cycle of development, such as when Pampanga lost its top HDI ranking during the period covering 2003 to 2009, income declines along with human development. On the whole, Pampanga’s progress under three governors in 12 years from 1997 to 2009 was rated vicious.

What factors contributed to Pampanga’s movement from lopsided progress to a vicious one is still unclear and is simply explained by the report as “the volatility of achievements.”

“Further explorations in depth are clearly needed,” the report said.

How the province will have fared from 2010 to 2016 under Governor Lilia Pineda is still both a challenge and a conundrum.
