Renal Care Center to keep 3-shift schedule

ANGELES CITY –Mayor Edgardo Pamintuan has directed hospital officials of the Angeles City Renal Care Unit (ACRCU) at the Ospital Ning Angeles (ONA) to strictly conform to the three-shift schedule to minimize the wear and tear of the dialysis machines and the over extension of work hours of nurses.
Pamintuan has also instructed renal care staff, that henceforth only “life threatening” emergencies will be entertained after 10 p.m.
“We do not want a situation where our machines will malfunction due to overuse and our staff nurses to work beyond their scheduled shifts,” the mayor said.
Pamintuan issued this directive as ACRCU officials clarified newspaper reports that patients charged with P700 “emergency fee” are only those who undergo dialysis treatment beyond the unit’s operational hours.
Dr. Jose Ramon Suarez, head of ACRCU said that the additional fee being charged is an internal agreement between the requesting patient and some ACRCU personnel and compensates the additional or overtime hours of nurses who work beyond the unit’s operational hours, which is from 6 a.m. to 10 p.m. only.
Suarez said ACRCU has three treatment shifts per day: the first shift starts at 6 a.m. to 11 a.m.; second shift is from 11:30 a.m. to 4:30 p.m.; while the third shift commences at 5 p.m. until 10 p.m.
“Most of our nurses are performing jobs beyond their regular eight-hour duty and they are not getting extra pay if they work beyond their scheduled shifts,” Suarez explained.
“We view the P700 emergency payment as a ‘deterrent’ to patients who fail to come on their scheduled treatment appointment since they will have to pay the additional amount,” he said.
Suarez added that patients who really needed the treatment are willing to pay the said amount which is way below the daily shift compensation or salary of each nurse.
Most of the staff nurse at the ACRCU are job order employees and receives a daily rate of P400 only.
“We would like to inform the public that a dialysis treatment is not a 20-minute medical consultation but a 4 to 6 hours procedure requiring technical skills and medical knowhow of the staff,” Suarez said.
