MANILA, Philippines – Village officials of Barangay Bangkal in Makati City assured their constituents that contingency measures will be in place to address any possible effects of the Multi-Phase Extraction (MPE) system that will be used in the coming days to hasten the recovery of oil that may have contaminated groundwater due to an oil leak in the area.
Barangay Bangkal Councilman Richard Saquilayan said the First Philippine Industrial Corporation (FPIC) will start, in the next few days, the MPE system to extract around one million liters of fuel that remain trapped underground, that came from the company’s pipeline.
“We have contingency plans for all scenarios that we have pictured, including the worst-case scenarios. But we hope that we will not come to that because what we only want is for everyone and everything would go back to normal,” said Saquilayan, referring to the oil leak caused by FPIC’s pipeline two years ago.
The safety measures also intend to alleviate worries of the several villagers regarding the system of extraction.
A first time in country, the MPE, or dual-phase extraction, uses a high-vacuum system to remove both contaminated groundwater and soil vapor from the subsurface.
The MPE system is a vacuum-enhanced extraction to remediate pure product and petroleum hydrocarbons in the dissolved and vapor phases. Vapor will pass through the system.
The system was installed near the Magallanes flyover, a few meters away from the condominium.
Traffic in Barangay Bangkal, which was rerouted due to diggings brought by the oil leak problem in the area, would soon go back to normal, he added.
