Drilon allots P100M for regional hospital

ILONGGO Senator Franklin Drilon has set aside his P100 million to help fund the modernization of Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH), which is currently under the leadership of his younger brother, Dr. Julius Drilon.
Dr. Drilon paid a New Year’s call to Mayor Evelio R. Leonardia and informed him of the said development, as well as other updates relative to the modernization of the regional hospital located in Bacolod City.
He said that President Benigno Aquino III has approved the requests of the Department of Health and Sen. Drilon.
“I was informed by the Department of Budget (DBM) that the funds given by President Aquino through my brother Sen. Franklin Drilon through the efforts of Health Secretary Enrique Ona was approved. We will start the construction of the Phase 1 Tower which is worth P100 million this year. We will destroy the old Tower Building and change it to a new one,” he said.
Hospital officials are finalizing the details of the architectural design of the building and how it would function.
He said that among the plans is the addition of 250 to 260 beds, excluding the Operating Room, Critical Care Unit and Neonatal Intensive Care and Pediatric Intensive Care Unit.
CLMMRH will have an increased bed capacity from 400 to 600 beds when all these developments are implemented completely in the next three years.
The approved bed capacity of CLMMRH, which is a tertiary care level facility, is 400 beds.
“But now the running daily census of patients is between 540 to 560 beds which is no longer a healthy set up,” Dr. Drilon said.
The regional hospital has a memorandum of agreement with the City Health Office headed by Dr. Salome Biñas to accommodate normal deliveries at the City’s Birthing Center at the CHO compound.
In addition, there are 31 Barangay Health Centers now which are actively operating in the city.
Improving infrastructure and equipment
As to the infrastructure development at the regional hospital, Dr. Drilon reported that the construction of the six-storey Multi Specialty Building has started and is eyed for completion by the last quarter of 2012.
“We have modern imaging system. The CT Scan and almost all radiologic equipment are new, including the operating room and an additional 130 beds. We have private rooms that can cater to patients who wish to avail of our services. The renovation of the Mother and Child building which will increase the bed capacity of that building to 200 beds along with the 12 beds Intensive Care Unit (ICU) is also underway,” he said.
According to Drilon, the most important thing is that “we redirect our thrust and priorities. We will cater to the needs of the less privileged sector of our society. Rest assured that our staff is being briefed and are educated to treat the patients well.”
Ona said that the Corazon Locsin has been left out by the DOH for the past 20 years and he makes sure now that they will never forget Corazon Locsin in terms of pouring more developments, revealed Drilon.
“We are very active now. Our front liners which are the nurses, doctors and social service personnel and staff have been re-oriented on this process. We made them really understand that our work and duty is to serve the majority of the patients who are poor. Expect good attitudes of our personnel with regard to handling the day to day affairs of the hospital,” he said.
He encouraged the pregnant women to choose the City’s Birthing Center when they are due to deliver babies. The facilities at the birthing center are better than the wards of some hospitals in the city, he said.
The regional hospital caters to 80 percent of pregnant women who are residents of Bacolod City.
There are patients who stay in the wards while others are forced to stay at the corridors due to over congestion which is no longer ideal for a hospital operation.
“This is due to the fact that we cannot and we don’t deny admission because we are the end point referral of all the hospitals in Negros Occidental. Unless the patients need further specialized care that we cannot provide, that’s the time that we transfer them to other hospitals. But we always find means to cater to the 99% of the medical cases that are brought to us,” he explained.
Dr. Drilon also reported that CLMMRH will soon have a new Emergency Room which is located at the Burgos area of the hospital.
“We hope that in six months time, we will inaugurate it together with our new laboratory which we inaugurated last December 15, 2011. I also hope that this year again, we will finish the complex so that we can give better service and better facility to the people who are seeking our services,” he said.
No lunch break policy
Moreover, he also implemented a no Lunch Break policy of the Civil Service Commission and Department of Health.
“Others have complained but it is but normal. If you institute change, somebody will complain. We don’t have new policies and programs, rules and regulations. I just implemented the existing rules and regulations of the Department of Health and Civil Service Commission. I received some complaints from the workers but I don’t blame them.
These rules and regulations were there even before I was born. These are nothing new.
I am very happy and grateful that when it was implemented like the No Lunch Break policy of the Civil Service Commission which had been there for a couple of years, we implement it now.
Our support services department at the Admin Section has no more Lunch Break. Half of the force takes their lunch while the other half stays to process the payments and other business papers.
He added that due to the inherent location of the buildings, the movements and human traffic are quite difficult, thus the processing of the bills and cash are being computerized.
He said that part of their planning is the convenience of the clients.
They will strategically locate the admitting section and cashier so that they will have free flowing.
The structures at CLMMRH are old and the facility is not hospital grade as it was not upgraded for the past couple of years despite the fact that the medical field has changed and improved so fast. The most important thing is that it’s clean and is very well serving the health needs of our people.
He said that he has been receiving feedback from the patients and all these good things and accolades are received in behalf of his fellow workers at the CLMMRH.
