Aquino: World Bank complaint shows another flaw in judiciary

PRESIDENT Benigno Aquino III said on Monday the alleged misuse of the World Bank (WB) loan alloted for the projects of the Supreme Cout (SC) is another proof that the judicial system is flawed and in need of reform.
In an interview during his engagement in Tarlac, the President said one could not contest that the WB issue is politically motivated since the complainant is an independent foreign party.
“Dagdag pruweba pa ‘yan ‘nung ating mga sinasabing kakulangan o dapat isaayos ng hudikatura,” Aquino said.
Senate finance committee chairman Franklin Drilon filed a resolution calling for the investigation into the alleged WB fund mess stemmed from the aide memoire dated December 28, 2011 sent by WB acting country director Matthew Stephens to Associate Justice Teresita Leonardo de Carpio, chairperson of the Judicial Reform Support Project (JRSP) management committee.
The aide memoire cited alleged “ineligible expenditures, including those incurred outside the agreed procurement plan.”
The WB told the High Court to refund a total of $199,900 (P8.7 million) comprising ineligible expenditures, adding that 70 out of 133 transactions made using the loan meant for the JRSP were not covered by the loan.
A big part of the loan was supposedly used to purchase computers including P2 million worth of laptops for various SC offices. Part of the money was also allegedly used to pay for the airfare of SC officials.
Drilon earlier pressed the importance of investigating the alleged irregularities, saying it “could prejudice the standing and credit-worthiness” of the SC and the entire Philippines before the international financial institutions.
Aquino, on the other hand, believes that the anomaly would not jeopardize other foreign loans granted to the government.
“Palagay ko ‘pag na-rectify ‘yung mga findings nila dito at ma-rectify rin natin ‘yung ating ginagawa sa ating judiciary system ay magiging kaagapay na naman natin sila sa pagpapaganda ng ating hudikatura,” he said.
Asked if someone should be held liable for the alleged fund misuse, he deferred comments, saying it would be better to wait for the investigation of the Commission on Audit. (Jill Beltran/Sunnex)
