Pampanga airport name needs legislation

CLARK FREEPORT — The Clark International Airport Corporation clarified it did not drop the name of the late President Diosdado Macapagal in the airport, noting the resolution issued by the Board of the Clark Development Corporation in 2001 is “subject to required legislation.”
“To put things in their proper perspective, in the first place the undersigned as president and CEO spoke in behalf of the management of the Clark International Airport Corporation, the operating arm of the Clark International Airport. And management has been tasked by the CIAC Board to implement Board Resolution No. SM-10-05, Series of 2011,” said CIAC President and CEO Victor Jose I. Luciano.
The CIAC Board during its 10th Special Board Meeting on October 14, 2011 approved the said resolution restoring the name of Clark International Airport.
The resolution states that it will restore the name “Clark International Airport” to refer to the Clark Civil Aviation Complex within the Clark Freeport Zone to enhance its international acceptance and to preserve its historical significance.”
The Board resolved further that Terminal 1 will be named as “Diosdado Macapagal Terminal (DMT) in recognition of the legacy of former President Diosdado P. Macapagal as the first Kapampangan to become the President of the Republic of the Philippines.”
It was Clark Development Corporation President and CEO Felipe Antonio B. Remollo, acting chairman who initiated the move to restore the original name of the airport to “Clark International Airport”.
The CIAC Board led by Remollo, Luciano, Directors Jose Ma. Fernandez, Reynaldo Catacutan, Felipe Gerardo Mallari, Bienvenido O. Manga, and Jose R. Simeon, Bases Conversion and Development Authority (BCDA) President and CEO Arnel Paciano Casanova and BCDA Chairman Felicito Payuno also concurred in the resolution.
Former CDC President Emmanuel Y. Angeles and the previous CDC Board were behind the renaming of the Clark International Airport to DMIA in July 2001 through a Board Resolution 07-08.
From a historical perspective, the previous CDC Board approved Resolution 07-08 in 2001 renaming Clark International Airport to Diosdado Macapagal International Airport “subject to required legislation.”
The renaming of the Clark International Airport to DMIA was not elevated to the House of Representatives for approval. It had a slim chance of being approved in both lower and upper house, according to some Pampanga politicians.
Political supporters of former President Gloria Macapagal-Arroyo were behind the move to retain the DMIA name.

McDonalds foundation donates day-care center in Guagua

GUAGUA — The Ronald McDonald House Charities (RMHC) turned over to local officials here Thursday its first Bahay Bulilit Day Care Center in Pampanga.
In coordination with the local government headed by Mayor Ricardo Rivera, the RMHC built the day-care center in Barangay San Jose here to reach out to children residing in said village and nearby Barangay Natividad.
Rivera, who thanked the RMHC officials led by RMHC Treasurer and McDonald’s Philippines executive vice president and Chief Finance Officer Romeo Bachoco, said the children will no longer have to cross the busy Olongapo-Gapan road to attend classes under the day-care program of the Department of Social Welfare and Development.
The mayor said several accidents involving kids crossing the main highway, particularly at the San Juan intersection, were reported by the town police.
“Ngayon po ay hindi na tatawid ng highway ang mga bata. Kaya tayo po ay nag decide na dito na sa San Jose gawin ang day-care center,” Rivera said.
He also said the local government is planning to establish a primary school near the day-care center.
“Since na naumpisahan na po ng McDonald’s itong project dito, magtatayo rin po tayo ng primary school kahit na grade 1 hanggang grade 2 lang muna para matulungan natin ang mga bata dito,” the mayor said.
Bachoco, for his part, said that one of the major programs of the RMHC is the Bahay Bulilit, which started during the time of Former President Gloria Macapagal-Arroyo as head of the DSWD.
He said they have partnered with the Department of Education and local government units in the implementation of the project.
As part of its corporate social responsibility, McDonald’s Philippines is committed to provide learning tools to children across the country, according to Bachoco.
He said the Guagua day-care center is the 22nd Bahay Bulilit in the country. The RMHC builds day-care centers in places where the national government fails to give its attention.
“RMHC aims to reach out to Filipino children around the country,” Bachoco said.
He expressed gratitude to the local officials, saying: “We are thrilled to have formed a strong partnership with the local government of Guagua that way to the completion of the first Bahay Bulilit in the province. The Municipal Government donated the lot where the structure was erected.
The municipal social welfare and development office, headed by Beth Ortiz, will handle the operation of the day-care center.
Ortiz said there are about 1,388 pupils enrolled under their day-care program and the figure will increase because of the new center which can accommodate more than 30 kids at a time.
San Jose chairman Mariano Bucud thanked the Bachoco, Rivera, Arroyo, Governor Lilia Pineda and other officials for the project.
“Malaking pribelehiyo po ito para sa amin. Hindi na kailangan lumayo ang mga bata para mag-aral,” Bucud said.
Established in 1995, the RMHC began operations in the Philippines to uplift the children’s lives through programs that address basic needs on shelter, education, and others.

JPE says BSP expert ‘lying’ on bank leak

MANILA, Philippines – Senate President Juan Ponce Enrile called Bangko Sentral ng Pilipinas (BSP) anti-money laundering expert Jerry Leal a liar and moved to cite him for contempt during yesterday’s inquiry into the alleged leak of documents on Chief Justice Renato Corona’s deposit accounts with Philippine Savings Bank (PSBank).
Enrile made the accusation after Leal gave conflicting statements regarding the BSP’s examination of some PSBank accounts – including Corona’s – in September 2010.
Trouble began when PSBank president Pascual Garcia III maintained that records of Corona’s account with the Katipunan branch of PSBank were among the documents sought by Leal from the bank for BSP’s examination.
Leal denied asking for information on the account of Corona or receiving those documents.
“There is an untruth in this particular case. Somewhere along the way there is a falsehood being done. Somebody’s lying, I’m not saying cover up, somebody’s lying,” Enrile said at the start of the hearing.
The alleged leak of Corona’s bank documents came to light during the early stage of the impeachment trial. Even then, Leal and Garcia had clashing testimonies on the matter.
In yesterday’s Senate hearing, Garcia cited two separate instructions from Leal regarding the examination on the so-called covered accounts of PSBank. He said that Leal required the bank to submit a soft copy of account opening documents covering the period April 1, 2009 to September 2010.
Garcia said Leal’s instructions covered Corona’s account.
Soft copies of the information provided to Leal included the opening date for the accounts, customer type, account name and number and the originating branch.
“For the purpose of this audit, the information also includes all transactions,” Garcia said.
Leal denied having received anything related to the accounts of Corona, specifically signature cards and other account opening documents. “They have a log sheet. We have copies. We acknowledge receipt for identification and proper accounting of records,” Leal said.
According to Garcia, a second instruction was emailed by Leal to the BSP head examiner, lawyer Elmer Damasco, on Nov. 24, 2010, a day before the exit conference of the examination, to submit the account opening forms and signature specimen cards of 112 sample accounts plus eight more.
Garcia pointed out that the eight accounts, including Corona’s, were identified by Leal because of the need to tag them as “politically exposed persons.”
Quoting the email, a copy of which was furnished to the compliance officer of PSBank, Garcia said that Leal furnished an advance copy of his findings to the bank for compliance “so that they can prepare for the meeting tomorrow (Nov. 25, 2010), the exit conference for the examination.”
Leal said that the documents were only presented to him for review but that these were returned to the bank.
He maintained that the BSP does not have copies of the signature cards because it does not require these for its examinations.
But when asked by Senate committee on banks, financial institutions and currencies chairman Sergio Osmeña III if he had ever taken any copy outside the premises of the bank, Leal admitted that he had for “some accounts with major findings wherein we need proof.”
Osmeña also asked Leal if he had made copies of the screenshots of the account information of the bank’s clients. Leal said that he did not because it was the bank which made the copies for him.
Eventually, Leal admitted that he did bring out copies of signature cards that were shown to him by PSBank.
PSBank’s internal audit head Emma Co confirmed the claims of Garcia, saying that she was present during the exit conference on Nov. 25 when the documents were turned over to Leal.
PSBank, however, was not able to provide any documentation of Leal’s receipt of the documents. Garcia said that it was most likely just an oversight on their part because they had to rush the completion of the requirements of the BSP. Both Garcia and Leal said that they were willing to undergo a polygraph or lie detector test to determine who was telling the truth.
At this point, Enrile declared he was convinced that Leal was lying.
“I am convinced that this man is lying. With all my years of law practice, I know when a person is lying,” Enrile said, referring to Leal.
Enrile said Leal may have also been the source of the leaked documents.
Osmeña directed Leal to explain to the committee why he should not be cited for contempt for allegedly trying to deceive the senators.
He said that a meeting among the members of the committee would be held on Monday to discuss whether Leal would be cited for contempt.
Enrile said Leal should stay in detention at the Senate until he decides to tell the truth.
“We’re having a problem in the impeachment court, to tell you the truth. We are going to judge a person, one of the highest officials of the country, recognized by the world as a chief justice of this country. And we are now in a quandary on how to deal with this problem,” Enrile said. “We are ready to exercise our duties to convict him on the basis of evidence presented if those evidence are indeed authentic, genuine.”
Enrile also said he was surprised that the BSP did not investigate the matter, considering its potentially adverse impact on the local banking sector.
The issue of Corona’s bank accounts with PSBank emerged after the prosecution panel in his impeachment trial attached copies of these documents to its supplemental request for subpoena on the bank records of the Chief Justice.
The prosecution claimed the documents came from an anonymous source. Garcia and PSBank Katipunan branch manager Annabelle Tiongson had claimed the attached document was fake.
Garcia earlier cited 42 distinct differences between the attached document and the original document held by the bank.
During yesterday’s hearing, Garcia pointed out that one of the differences was that the photocopied document attached by the prosecution bore indications that the signatures were traced.
Garcia did not deny that the information contained in the attached document was a result of a leak of information contained in the original documents held by the bank.
However, he said that the bank is “very confident that if submitted for technical analysis, the document submitted to the impeachment court is not a photocopy of the original.”
Enrile said that Leal faces up to five years imprisonment for violating the bank secrecy laws if it is proven that he was behind the leak.
When sought for comment, BSP deputy governor Nestor Espenilla Jr. said they will submit a report on the matter to the Senate.

DOE assures oil firms on reimbursements

The Department of Energy (DOE) assured oil companies that they will be reimbursed for tax payments on petroleum products coursed through and used in economic zones.

Energy Secretary Jose Rene Almendras said that the government will pay back oil companies for petroleum products affected by a recent Bureau of Internal Revenue (BIR) order requiring them to pay for taxes even in economic zones. “They will be reimbursed as long as they sell it to the domestic market. But we will let Finance handle that,” he said.

The BIR issued Regulation 2-2012 on February 17, 2012 for tax payments in economic zones in a bid to curb the alleged rampant smuggling that originate from these industrial enclaves. Prior to the order, oil imports that pass through economic zones were not levied value-added and excise tax on the presumption that these products are not to be sold elsewhere in the country.

Instead, oil companies are now required to pay such duties and file a claim for refund or tax credit before the Bureau of Customs, subject to the endorsement of the BIR. The BIR regulation states that “no claim for refund shall be granted unless it is properly shown to the satisfaction of the BIR that said petroleum or petroleum products have been sold to a duly registered locator and have been utilized in the registered activity/operation of the locator, or that such have been sold and have been used for international shipping or air transport operations, or that the entities to which the said goods were sold are statutorily zero-rated for VAT [value added tax], and/or exempt from excise taxes.”

CIDG probes cops in extortion racket

MANILA, Philippines – Criminal Investigation and Detection Group chief Director Samuel Pagdilao Jr. ordered yesterday an investigation into reports of an extortion racket by CIDG personnel targeting Chinese living in Manila.
According to reports, the CIDG’s Anti-Fraud and Commercial Crime Division (AFCCD) recently arrested on Feb. 23 a Chinese man in Ongpin on false drug charges, brought him to Camp Crame, and forced him to pay P1.5 million for his release.
“Those involved in the incident would immediately be administratively relieved from the AFCCD to give way to an impartial investigation and if warranted by the results – a pre-charged and summary hearing proceedings,” Pagdilao said.
Pagdilao named Chief Superintendent Benito Estipona, CIDG deputy director for administration, to head a fact-finding investigation to identify the members of AFCCD involved in the incident.
He noted that the AFCCD has become increasingly involved in a series of alleged “irregular” activities, the latest of which is the alleged kidnap of a Chinese businessman in Malabon City.
The CIDG chief ordered a thorough review and assessment of the AFCCD’s morale and efficiency and the leadership qualities of its commanders and sub-commanders for the purpose of instituting drastic reforms, including the complete top-to-bottom overhaul of the division by staffing it with entirely new officers and personnel.

Aquino bares ouster plot

A plot to remove him from office purportedly by people who plundered government in the past and who would want to return to the “old system of graft and corruption” was bared by President Benigno Aquino 3rd himself on Thursday.

In his speech during the 26th anniversary of the Presidential Security Group (PSG) at Malacañang Park, the President disclosed that some people who were influential in the past are behind such attempt.

“There are some who want to bring back the old system where they amassed huge amounts of money, because they know that we will not agree to that, they want me removed from the picture so that no one will prosecute them anymore,” Mr. Aquino said.

But PSG commander Colonel Ramon Mateo Dizon seemed clueless about any move to have the Commander-in-Chief ousted, saying that they have not monitored any planned coup d’etat or threats to the life of their principal.

“It is business as usual for us. But as far as a possible coup is concerned, that is negative. The Armed Forces of the Philippines is solid behind the President,” Dizon said.

The President did not identify in particular who are the individuals or groups interested in booting him out.

Although Mr. Aquino mentioned former President Ferdinand Marcos, who was then his family’s fiercest nemesis, he did not say whether the late strongman’s family was behind the plot.

The Marcos family is facing several cases of ill-gotten wealth, with a number of its pieces of property already confiscated in favor of the government.

The President also did not attribute such sinister plot to his immediate predecessor, former President and now Rep. Gloria Arroyo of Pampanga province, whose family is being accused by authorities of allegedly massive graft.

But Mr. Aquino said that he was not bothered by reports of any planned coup because he was protected by the PSG, “the people who serve as my shield from elements who want to prevent the reforms that we are pushing for.”

The President is not alien to coups d’etat.

He was barely in his early 20s when his mother, Corazon Aquino, who was then the country’s president, experienced nine coup attempts.

In one fierce fighting in 1987, Mr. Aquino sustained serious gunshot wounds when renegade soldiers tried to take over Malacañang.

Since then, he became fascinated with guns, maybe in hindsight just so he could protect himself at the very least.
