LAWYERS of Chief Justice Renato Corona are set to present in Monday’s impeachment trial Navotas Representative Tobias Tiangco and House Secretary General Marilyn Barua-Yap.
Defense spokesman Ramon Esguerra said Tiangco and Yap will prove that the impeachment complaint, signed by 188 members of the House of Representatives, lack probable cause and the required verification when it was transmitted to the Senate, which sat as an impeachment court.
Tiangco’s testimony will focus on the manner by which the 188 congressmen allegedly “railroaded” the hasty resolution to transmit the eight articles of impeachment to the Senate.
Tiangco left the majority bloc after he did not sign the complaint, along with other House members, including Deputy Speaker and Cavite Representative Jesus Crispin Remulla and Batangas Representative Hermilando Mandanas.
Afterwards, Tiangco delivered a privilege speech saying that while he supports the campaign of President Benigno Aquino III to make his predecessor, Gloria Macapagal-Arroyo, accountable for her sins, “in pursuing justice, it must be done in a manner that does not destroy our institutions and more importantly the co-equal status guaranteed by the Constitution.”
He also said the railroading of Corona’s impeachment showed that the leadership could no longer protect the integrity and independence of the chamber.
Barua-Yap, on the other hand, will testify on what transpired on the day the House voted to impeach Corona.
Earlier, Corona’s defense team said the Chief Justice’s wife, Cristina, will testify during the presentation of evidence, particularly on the supposed P37-million deposits of the Basa-Guidote Enterprises Inc. (BGEI) in their bank account at the Philippine Savings Bank.
Corona’s camp said the P11 million that appeared in the Chief Justice’s 2003 statement of assets, liabilities and net worth (SALN) was a loan from BGEI, a company owned by Cristina’s family.
PSBank president Pascual Garcia III, on cross examination by defense lead counsel Serafin Cuevas, earlier testified that the Coronas withdrawn their account from the bank’s Katipunan branch on December 12, 2011, the same day that the House impeached Corona.
Another defense counsel Tranquil Salvador III, meanwhile, said there is a strong possibility that Corona will personally testify in his own defense, a fact that the chief magistrate acknowledged in one of his media interviews last week.
But Salvador said there are risks involved in the magistrate personally testifying in the trial, such as being harassed or provoked by prosecution lawyers or some senator-judges.
The Supreme Court chief earlier said in a radio interview that he is open to testifying, but it will all depend on the advice of his lawyers.

150 informal settlers to benefit in AC gov’t housing program
About Angeles City, Clark, Subic and PampangaANGELES CITY- At least 150 families in this city will benefit in the recent direct land negotiated project entered into between the Angeles City Local Government and a private land owner in barangay Cutud.
The city government and Amelia Guiao, owner of the two hectare property in barangay Cutud signed a Memorandum of Agreement (MOA) that will enable residents and occupants in the said barangay to eventually own the area where they have been living at very low and affordable price.
According to Amos Rivera, officer-in-charge of the city’s Local Urban Poor Affairs and Housing Office (LUPAHO), the said project is covered under the city government’s urban poor socialized housing program and that the properties located in barangay Cutud will be sold through a direct-buy agreement.
“This means that qualified current residents and urban poor families in Cutud will directly pay the landowner at an affordable pricing and terms of payment pursuant to Republic Act 7279 or the Urban Poor Development and Housing Act of 1992” Rivera explained.
Under the MOA, the Guiao family agrees to sell their property to the beneficiaries in the amount of P300.00 per square meter if one-time full payment is to be made in cash.
However, if the beneficiaries are not capable of the one-time full payment basis, they can still make their payments at P350.00 and P400.00 per square meter payable within a period of one year and three years respectively.
The city government through LUPAHO will provide the necessary technical assistance for the said project and will handle the survey, census and tagging operation, organizing, titling and preparation of contracts for the beneficiaries.
“The payment of the beneficiaries shall start immediately after completion of the survey and execution of their respective contracts to sell,” Rivera added.
Mayor Edgardo Pamintuan expressed his gratitude to the Guaio family for their willingness to sell their properties at a lower price and for their genuine support to the city’s socialized housing program.
“This would be an early Christmas gift to the beneficiaries who have been living in this property for more than 40 years now,” Pamintuan said.
Coinciding with the MOA signing, is the awarding of land titles to nine informal settlers. The beneficiaries were from the villages of Capaya, Cuayan, Malabanias, Ninoy Aquino and Pandan.
Pamintuan said, this award is part of the ongoing processing work to qualified housing beneficiaries being undertaken in the city through its housing arm, the LUPAHO.
The nine identified beneficiaries have completed their payments under the city’s socialized housing program.
“The awarded land titles were among the various parcels of public land intended for homeless families in the city” Pamintuan added.
The mayor lauded Lupaho for working double time in delivering security shelters to Angeleños in response to a growing housing need.
Pamintuan reminded the housing program recipients to continue paying their monthly amortization for securing the ownership of their home lots.
LUPAHO reported that last year, around 1,200 families in Sitio Lambingan and San Anselmo, barangay Pampang and in Hadrian, barangay Balibago directly benefitted in the city’s land acquisition program.

UPLB student to be laid to rest

Prosecution doubts Corona will testify
Press ReleasesMANILA — The House prosecution panel said Sunday that Chief Justice Renato Corona is not likely to speak up on the witness stand, despite going on a media blitz last week to proclaim his innocence.
Corona has been appearing in television and radio interviews to insist that the impeachment complaint is rooted in the Supreme Court decision to distribute land in Hacienda Luisita, owned by President Benigno Aquino III’s relatives, to tenant farmers.
He also accused Senator Teofisto Guingona III of trying to convince him to go into early retirement so Supreme Court Associate Justice Antonio Carpio could be appointed in his place.
Guingona has denied this. He confirmed, however, that he had lunch with Corona last year.
Corona also said the closure of three peso time deposit accounts at Philippine Savings Bank (PSBank) on the same day he was impeached was a coincidence. He said loss of confidence in the bank prompted him to close down the accounts.
“We guess the Chief Justice is making all these noise so he can shift to a mute mode when the trial resumes. His tack is to seek an acquittal through media interviews,” Marikina Representative Romero Quimbo, prosecution spokesman, said Sunday.
Corona said he is willing to testify but that the decision is up to his lawyers.
“If the Chief Justice wants to tell the truth, then his place should be on the witness stand, not in the radio booth. The latter is where DJs spin music, not where a CJ can spin his version of events,” Aurora Representative Juan Edgardo Angara, another prosecution spokesman, said.
“He has a mouthful to say on supposed meetings and pressures for him to quit but on the most important issue of his undeclared and unexplained wealth, his lips are sealed,” Deputy Speaker Lorenzo Tañada III said.
Senate President Juan Ponce-Enrile, who has called on the Chief Justice to testify to clear his name, assured Corona that he will be treated with respect during the trial.
“The Chief Justice is head of an equal branch of government and should be respected, not disrespected. (If you do) it is like you disrespect your own country, your own Constitution. Until he (Corona) is pronounced guilty he is presumed innocent,” Enrile, presiding officer of the impeachment court, said in a radio interview over dzBB.
He said anyone who disrespects Corona will be ruled out of order and that he will stand by that ruling.
“They can remove me if they want,” he said, adding he would resign if Corona is not shown respect.
Senators will also be disallowed from cross-examining the Chief Justice. He said although senators are allowed to ask clarificatory questions, “(Senators) would be partisan if they cross-examine.”
Enrile said the cross-examination of witnesses for the defense should be left to the prosecution panel.
“We respect his right to explain to the public, but that is not evidence for us unless presented before the impeachment court,” Enrile said.
Corona earlier said he will open his bank accounts to the court. His wife, Cristina, is expected to testify on their bank accounts.

Prosecution doubts Corona will testify
Press ReleasesMANILA — The House prosecution panel said Sunday that Chief Justice Renato Corona is not likely to speak up on the witness stand, despite going on a media blitz last week to proclaim his innocence.
Corona has been appearing in television and radio interviews to insist that the impeachment complaint is rooted in the Supreme Court decision to distribute land in Hacienda Luisita, owned by President Benigno Aquino III’s relatives, to tenant farmers.
He also accused Senator Teofisto Guingona III of trying to convince him to go into early retirement so Supreme Court Associate Justice Antonio Carpio could be appointed in his place.
Guingona has denied this. He confirmed, however, that he had lunch with Corona last year.
Corona also said the closure of three peso time deposit accounts at Philippine Savings Bank (PSBank) on the same day he was impeached was a coincidence. He said loss of confidence in the bank prompted him to close down the accounts.
“We guess the Chief Justice is making all these noise so he can shift to a mute mode when the trial resumes. His tack is to seek an acquittal through media interviews,” Marikina Representative Romero Quimbo, prosecution spokesman, said Sunday.
Corona said he is willing to testify but that the decision is up to his lawyers.
“If the Chief Justice wants to tell the truth, then his place should be on the witness stand, not in the radio booth. The latter is where DJs spin music, not where a CJ can spin his version of events,” Aurora Representative Juan Edgardo Angara, another prosecution spokesman, said.
“He has a mouthful to say on supposed meetings and pressures for him to quit but on the most important issue of his undeclared and unexplained wealth, his lips are sealed,” Deputy Speaker Lorenzo Tañada III said.
Senate President Juan Ponce-Enrile, who has called on the Chief Justice to testify to clear his name, assured Corona that he will be treated with respect during the trial.
“The Chief Justice is head of an equal branch of government and should be respected, not disrespected. (If you do) it is like you disrespect your own country, your own Constitution. Until he (Corona) is pronounced guilty he is presumed innocent,” Enrile, presiding officer of the impeachment court, said in a radio interview over dzBB.
He said anyone who disrespects Corona will be ruled out of order and that he will stand by that ruling.
“They can remove me if they want,” he said, adding he would resign if Corona is not shown respect.
Senators will also be disallowed from cross-examining the Chief Justice. He said although senators are allowed to ask clarificatory questions, “(Senators) would be partisan if they cross-examine.”
Enrile said the cross-examination of witnesses for the defense should be left to the prosecution panel.
“We respect his right to explain to the public, but that is not evidence for us unless presented before the impeachment court,” Enrile said.
Corona earlier said he will open his bank accounts to the court. His wife, Cristina, is expected to testify on their bank accounts.

Defense to present 2 witnesses in Corona trial Monday
New ArticlesLAWYERS of Chief Justice Renato Corona are set to present in Monday’s impeachment trial Navotas Representative Tobias Tiangco and House Secretary General Marilyn Barua-Yap.
Defense spokesman Ramon Esguerra said Tiangco and Yap will prove that the impeachment complaint, signed by 188 members of the House of Representatives, lack probable cause and the required verification when it was transmitted to the Senate, which sat as an impeachment court.
Tiangco’s testimony will focus on the manner by which the 188 congressmen allegedly “railroaded” the hasty resolution to transmit the eight articles of impeachment to the Senate.
Tiangco left the majority bloc after he did not sign the complaint, along with other House members, including Deputy Speaker and Cavite Representative Jesus Crispin Remulla and Batangas Representative Hermilando Mandanas.
Afterwards, Tiangco delivered a privilege speech saying that while he supports the campaign of President Benigno Aquino III to make his predecessor, Gloria Macapagal-Arroyo, accountable for her sins, “in pursuing justice, it must be done in a manner that does not destroy our institutions and more importantly the co-equal status guaranteed by the Constitution.”
He also said the railroading of Corona’s impeachment showed that the leadership could no longer protect the integrity and independence of the chamber.
Barua-Yap, on the other hand, will testify on what transpired on the day the House voted to impeach Corona.
Earlier, Corona’s defense team said the Chief Justice’s wife, Cristina, will testify during the presentation of evidence, particularly on the supposed P37-million deposits of the Basa-Guidote Enterprises Inc. (BGEI) in their bank account at the Philippine Savings Bank.
Corona’s camp said the P11 million that appeared in the Chief Justice’s 2003 statement of assets, liabilities and net worth (SALN) was a loan from BGEI, a company owned by Cristina’s family.
PSBank president Pascual Garcia III, on cross examination by defense lead counsel Serafin Cuevas, earlier testified that the Coronas withdrawn their account from the bank’s Katipunan branch on December 12, 2011, the same day that the House impeached Corona.
Another defense counsel Tranquil Salvador III, meanwhile, said there is a strong possibility that Corona will personally testify in his own defense, a fact that the chief magistrate acknowledged in one of his media interviews last week.
But Salvador said there are risks involved in the magistrate personally testifying in the trial, such as being harassed or provoked by prosecution lawyers or some senator-judges.
The Supreme Court chief earlier said in a radio interview that he is open to testifying, but it will all depend on the advice of his lawyers.

BSP exec points to PSBank on leak
Press ReleasesMANILA, Philippines – An anti-money laundering specialist of the Bangko Sentral ng Pilipinas (BSP) pointed to Philippine Savings Bank (PSBank) officials as the ones who could have possibly leaked the signature cards of Chief Justice Renato Corona, which led to the disclosure of his multimillion-peso accounts in the impeachment court.
“From the start, I have been consistent that I neither requested nor received a copy of the signature card pertaining to the account of the Chief Justice,” Jerry Leal reiterated in his 21-page letter-affidavit explaining why he should not be cited in contempt by the Senate sitting as an impeachment court.
Leal said it was not established that he had a copy of the signature card of the Chief Justice or “that I have accessed such deposit account information.”
He slammed the testimonies of PSBank president Pascual Garcia III that he said were based on hearsay, “since he does not have personal knowledge on the issue and his allegations are bare, not being supported by documentary proof.”
Leal added that PSBank Katipunan branch manager Annabelle Tiongson and head of internal audit Emma Co, being officers of the bank, also lacked credibility since their testimonies were hearsay.
“Nobody can dispute that they naturally would not want their bank to be, one way or another, put in a bad light,” he said, noting that Tiongson showed uncertainty when asked who personally tagged the Chief Justice as a politically exposed person (PEP).
Leal added that Garcia’s statements were “unreliable, being generic, vague and inconsistent.”
He said it was also Garcia who insisted that the alleged bank signature card of the Chief Justice was “spurious or fake.”

BSP exec points to PSBank on leak
Press ReleasesMANILA, Philippines – An anti-money laundering specialist of the Bangko Sentral ng Pilipinas (BSP) pointed to Philippine Savings Bank (PSBank) officials as the ones who could have possibly leaked the signature cards of Chief Justice Renato Corona, which led to the disclosure of his multimillion-peso accounts in the impeachment court.
“From the start, I have been consistent that I neither requested nor received a copy of the signature card pertaining to the account of the Chief Justice,” Jerry Leal reiterated in his 21-page letter-affidavit explaining why he should not be cited in contempt by the Senate sitting as an impeachment court.
Leal said it was not established that he had a copy of the signature card of the Chief Justice or “that I have accessed such deposit account information.”
He slammed the testimonies of PSBank president Pascual Garcia III that he said were based on hearsay, “since he does not have personal knowledge on the issue and his allegations are bare, not being supported by documentary proof.”
Leal added that PSBank Katipunan branch manager Annabelle Tiongson and head of internal audit Emma Co, being officers of the bank, also lacked credibility since their testimonies were hearsay.
“Nobody can dispute that they naturally would not want their bank to be, one way or another, put in a bad light,” he said, noting that Tiongson showed uncertainty when asked who personally tagged the Chief Justice as a politically exposed person (PEP).
Leal added that Garcia’s statements were “unreliable, being generic, vague and inconsistent.”
He said it was also Garcia who insisted that the alleged bank signature card of the Chief Justice was “spurious or fake.”

Vice guv to build dialysis centers in 2 Pampanga towns
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — Vice Governor Joseller “Yeng” Guiao said over the weekend that he and some private partners will build dialysis centers for the poorest of the poor in Magalang and Mabalacat towns.
“We will start with a building worth P1 million to P2 million at the Andres Luciano [formerly Balitucan District Hospital] Medical Center in Magalang. Then, we will replicate this in Mabalacat so patients from nearby towns like Arayat and Mexico could also avail of services in the dialysis centers,” he said.
Guiao stressed that the centers will have 10-bed capacities and would be fully equipped.
“Each building or center will have a capacity of at least 10 beds each. They would be completely and fully equipped. These are in support of Governor Lilia Pineda’s priority health agenda and in line with the administration’s public-private partnership thrusts,” he added.
The three-termer vice governor also said that construction will start next month.
“We are looking at having the center in Magalang operational by May this year. After that, we will move on to Mabalacat for another dialysis center, he said.
Guiao recently donated 16 motorized hospital beds to the Andres Luciano Medical Center.
