THE National Police Commission (Napolcom) has formed a special task force to look into the alleged summary execution of two rape suspects at the Manila Police District (MPD) headquarters on Tuesday.
Napolcom Vice Chairman and Executive Officer Eduardo Escueta said the creation of the task force is part of their stepped-up efforts to investigate the incident, primarily to determine if there was indeed a “scuffle” as claimed by the policemen.
“The task force has gone to the MPD to look at the bottom of the case. This constitutes possible grave misconduct and gross neglect of duty,” Escueta said.
Earlier, the Commission on Human Rights (CHR) raised serious doubts about the deaths of Roderick Soliveres, 28, and Cecilio Bacolo Jr., 19, at the homicide section of the MPD headquarters Tuesday night.
Both suspects have been arrested for the rape-slay of a seven-year-old girl in Sta. Mesa, Manila Friday last week.
As part of the due process, Escueta said Napolcom investigators would get the statement of SPO1 Ramil Dimaguiba and PO3 Rodel Benitez.
If there is sufficient evidence against them, Escueta said both policemen face dismissal from the service.
“We cannot conclude yet what really happened there. We have to be careful about this investigation so as not to unnecessarily compromise our policemen,” the Napolcom official said.
Asked about the rules of engagement in cases where a suspect in custody puts the life of his captor at risk, Escueta said custodial officers should be careful in using deadly force to repel an aggression.
“They should first at least try to subdue the suspect, either by a punch or by simply overpowering him,” he said, adding the use of deadly force should be the last resort.
But Escueta admitted there is a thin line that divides what is “reasonable force” and “beyond reasonable force.”
Nevertheless, the official said it should be engrained to every policeman that dealing with criminal suspects in custody is governed by a set of rules, and this is taught to all police personnel during basic training.
He assured, however, that there will be no whitewash in the case. The Napolcom, he added, never tolerated summary execution-style of crime suspects in dealing justice.
The deaths of Soliveres and Bacolo took place just more than a month after a Chinese national, Gong Shu Yang, was killed during a supposed scuffle with his policemen escorts.

Metro Manila leaders told to beef up defenses vs calamities
SENATOR Loren Legarda on Friday called on local government units in the Greater Metro Manila Area (GMMA) to beef up defenses against the impact of disasters and climate change.
Legarda, chair of the Senate committee on climate change, made this call at the Regional Forum on Effective Disaster Risk Reduction and Climate Change Adaptation in GMMA held in Quezon City.
The senator said that with the National Capital Region counted as the seventh most vulnerable in the region and the most vulnerable in the country, efforts to mitigate disaster risks must be doubled.
“For cities like Metro Manila, where the main threats of extreme rainfall, sea level rise, and more powerful typhoons are present, a major flood could cause damage totaling almost a quarter of the metropolitan area’s gross domestic product (GDP) or 560 billion pesos,” the senator said.
Among the signs of GMMA’s vulnerability to extreme weather are typhoons Ondoy and Pepeng, which caused unprecedented flooding in Metro Manila, Rizal, Bulacan, Laguna, and Cavite. Close to a thousand people were killed in the floods and two million families were affected. The damage from the two typhoons cost the country around $4.4 billion, she said.
This was followed by typhoons Pedring and Quel in 2011, which hit Bulacan and other provinces in Luzon. Those typhoons caused P13.9 billion in damage to agriculture and infrastructure, the senator said.
Legarda convened the regional forum “to increase local understanding of disaster and climate science, impacts, and policy responses; encourage disaster and climate-proofing of development plans and learn from successful experiences from the field.”
The forum gathered representatives of local government units, national government agencies, non-government organizations, academe, and other sectors to facilitate the integration of disaster mitigation in local development plans.
The senator has been advocating having LGUs put in place disaster-risk reduction and management programs like early warning systems to prevent loss of life from natural calamities like floods.
Meanwhile, typhoons Pedring and Quiel in 2011 battered several provinces in Luzon, including Bulacan, and caused P13.9-billion worth of damages in agriculture and public infrastructure.

MANILA — Senate President Juan Ponce Enrile on Thursday ended a debate on values of property that Chief Justice Renato Corona declared in his asset statements, saying there was no need to “belabor the point.”
The prosecution has said Corona undervalued the properties in his statements of assets, liabilities, and net worth (SALN).
Serafin Cuevas, lead defense counsel, meanwhile said that if Corona had prepared and filed his SALNs based on values provided by city assessors, he cannot be faulted for that. He made clear, however, that he was speaking hypothetically.
He added that values change with time. “If I bought a condominium unit for P10 million three years ago, and now the value is only P1 million and I declare P1 million, is there fraud?” he said.
An assessor from Taguig City on Thursday presented to the Senate impeachment court documents showing the tax declarations of Corona’s high-end condominium units, which were not publicly declared for the years during which they were bought.
Minority Leader Alan Peter Cayetano, whose wife is a mayor in Taguig City, confirmed that local government units set the assessed values of property and that assessed values may change but the acquisition cost should be constant.
Cayetano also asked both sides to explain how they defined “fair market value”, but Senator Panfilo Lacson said there was no problem with the assumed values.
He said what interested him was the basis of the declared acquisition cost.
The prosecution said it should be the amount stated on the deed of sale. This was not about what was not put in the SALNs, but the assessed values, it said.
But Senator Ralph Recto said, “How come the amounts on the deeds of sale were not listed as the acquisition cost?”
Lacson said only Corona himself can explain why this was done.
Cuevas said that if this was done out of negligence, then Corona cannot be faulted either.
“We all know what are assets, what are liabilities, and what is net worth. Let’s not belabor this. Present evidence and proceed with the trial,” Enrile said.
He said there was no question that Corona declared certain properties in his SALNs. He also said it was clear that Corona has been accused of not declaring all his assets.
He said the only thing that the court needs to determine is whether the Chief Justice was remiss in the constitutional requirement to faithfully declare his net worth under oath.
“When you talk of graft and corruption, you talk about acquisition cost versus income,” he said, adding this is not based on “assumed values.”
Senator Francis Escudero, for his part, told both parties to argue in their summations whether failure to list the acquisition cost is a violation of the law.

ANGELES CITY — A group of businessmen has expressed opposition to the plan of the Bureau of Internal Revenue (BIR) District Office here to increase the zonal value of properties to P2,500 per square meter.
Metro Angeles Chamber of Commerce and Industry Incorporated (MACCII) chairman Mario Lazatin, together with other businessmen, submitted a position paper before the BIR office stipulating comments and recommendations regarding the planned increase in zonal valuation by as much as 1,400 percent.

The increase of property value will result in the increase in the capital gain tax the government imposes on real estate owners and developers.
Lazatin said they are opposing the drastic increase of the property value, which was announced during a public hearing on March 7, 2012.
He however clarified that they are not against the tax increase, but that it should be done in a smooth manner.
BIR Revenue District Officer Rosalina Legaspi, for her part, said there were no increase in property value and tax over the past 16 years. She added that the increase may be implemented every three years.
Based on the study conducted by MACCII, the increase acceptable to businessmen is 100 percent increase or P1,000 per square meter, according to Lazatin.
The group’s position paper stated that the people of Metro Angeles have been groaning under a staggering load of economic woes brought about by a series of natural and political calamities like the eruption of Mount Pinatubo in June 1991, the world financial crisis, the increase of peso value, which affected the competitiveness of local exporters and others.
Lazatin said tourism and the investments would be greatly affected by this drastic increase in zonal values.
The increase in real property taxes, which will be spurred by the zonal value hike, would also “slow down” economic activities and prejudice the prospects for home ownership for the low-income bracket, the traders’ position paper also stated.
Lazatin claimed that the city and other areas around the Clark Freeport should be competitive in terms of taxes in order to attract tourists and investors.
The BIR Angeles City District Office covers this city and four Pampanga towns including Mabalacat, Arayat, Magalang, and Porac.
Lazatin said they are willing to work out with the BIR in order to come out with a win-win solution to the problem.

SUBIC Bay Freeport: Dubbed as the energizer, Subic Bay Metropolitan Authority Chairman and Administrator Roberto Garcia bared in his first State of the Freeport Address his 5-year plan which will aims to revive the agencies thrust to make Subic generate more employment and investments.
Garcia presented several plans of the agency such as making it the top tourism capital of the Philippines by way of increasing sports tourism, bidding as a cruise ship destination and enhancing eco-tourism activities inside the Freeport.
He also plans to increase maritime activity, which he said has a good backing by the Department of Transportation and Communications.
“I have already talked to several shippers and they all agreed that Subic is the best place and had positive feedback,” he said.
Garcia also cited as a good start the arrival in Subic of the London-based MV Spirit of Adventure, the first cruise ship to arrive here this year with 378 passengers on board, mostly Europeans.
“Tourism Secretary Robert Jimenez specifically told me that Subic will become a cruise ship destination. And that is true because all of the passengers expressed their happiness in coming here, especially after seeing our rich eco-tourism facilities,” Garcia said.
Plans of building residential housing are also in the works, Garcia said.
Grand plan
One of Garcia’s grand plans is to convert the unutilized airport into a Sentosa-like resort, the one in Singapore, which hosts a resort and different tourism facilities in one place.
During his presentation, Garcia presented a map of the Subic Bay International Airport (SBIA) which he intended to divide into a water front villas, water-themed park, family hotel, golf course, BPO city, convention center, international theme park, hotel/casino science and technology park, duty free stores, office and residential, a super yacht club and luxury villas.
Challenges facing Subic
Garcia is the only top official since Subic was created in 1992 to formally say that the Freeport has lost a total P7billion cumulative loss.
To date, Garcia said, the Subic Freeport has only 300 hectares of leasable land out of the total 2,959 hectares leasable area.
Subic Freeport has a total land area of 67,452 hectares, 53,852 hectares of these are protected, while 10,341 are undeveloped and the rest are leasable.
The growth of the Freeport was at a standstill last year after Malacañang failed to appoint members of the board of directors to form quorum to tackle issue and new investments.
Job generation only grew by 0.50 percent from 88,450 in 2010 to 88,957 in 2011.
Committed investment grew by only 2 percent from $1.20 billion in 2010 to $1.210 billion in 2011.
Up for the challenge
Garcia is respected as a seasoned business executive and entrepreneur with over 40 years of experience in manufacturing, food and leisure industries.
He has been the man behind the success of Oriental and Motolite Corp. He served the company for more than 34 years before being appointed as the top man in Subic last year.
“The opportunities that exist today are very tremendous, believe me. And our plan is very bold and very ambitious but with the support of everyone, this plan will come true,” he said.
Just like any other top man who was appointed for the post, Garcia banked on the vision of former-chair-turned-Senator Richard Gordon to make Subic a thriving business and leisure destination in the region.

A SENIOR member of the House of Representatives warned that implementing the proposed excise tax system of Malacañang might result in the death of the country’s tobacco industry.
La Union Representative Victor Ortega, a member of the Northern Luzon Alliance (NLA), was referring to House Bill 5727, the Palace version of the sin tax reform proposal authored by House committee on appropriations chairman Joseph Emilio Abaya.
“While members of the NLA recognize the need to increase excise tax rates on tobacco products, they believe that any adjustments made must be moderate and within reasonable range,” Ortega said in a statement.
The veteran legislator expressed concern that implementing excessive increase in tax rates may result in the demise of the country’s tobacco industry.
Ortega said he consulted Ilocos Sur Governor Chavit Singson on the issue amid reports that he is backing the proposed bill authored by Abaya.
Ortega said the NLA and Governor Singson are one in saying that “while there is a need to increase taxes, any changes in the current excise tax system should reflect a sound balance between the government’s need for increased revenues and the need to protect local industries and other stakeholders”.
Abaya’s bill seeks to restructure the existing four-tiered excise tax system into a single tier system that will levy a P30 tax per pack on all tobacco products within three years of implementation.
The bill proposes a three-year transition period in unifying the tax rates on cigarettes and distilled spirits. The tax structure for fermented liquor will be immediately unified on the first year of the reform.

SENATE Minority Leader Alan Peter Cayetano has called on local government units (LGUs) to set aside more funds for firefighters given the higher risk of fires during the summer months.
Cayetano said there is an urgent need “to fortify local fire fighting units with equipment support is urgent because the likelihood of an increase in the incidence of fires is looming in the horizon now that Pagasa (Philippine Atmospheric, Geophysical and Astronomical Services Administration) has declared that summer has officially started.”
According to 2011 data from the Bureau of Fire Protection, there are 900 fires throughout the country in March last year. This jumped to 1,256 fires in April last year. The National Capital Region had the most fires from March to June last year at 1,499. Central Visayas had just 176 fires during the same period.
Cayetano said that with firefighters now also trained to take care of victims of vehicular accidents and to participate in rescue and retrieval operations during calamities, they should be given more government resources.
“When people are properly compensated and their concerns addressed, they will be more productive and effective in doing their work. In this profession, we need motivated men. Napolcom starts probe into death of 2 rape suspects
Press ReleasesTHE National Police Commission (Napolcom) has formed a special task force to look into the alleged summary execution of two rape suspects at the Manila Police District (MPD) headquarters on Tuesday.
Napolcom Vice Chairman and Executive Officer Eduardo Escueta said the creation of the task force is part of their stepped-up efforts to investigate the incident, primarily to determine if there was indeed a “scuffle” as claimed by the policemen.
“The task force has gone to the MPD to look at the bottom of the case. This constitutes possible grave misconduct and gross neglect of duty,” Escueta said.
Earlier, the Commission on Human Rights (CHR) raised serious doubts about the deaths of Roderick Soliveres, 28, and Cecilio Bacolo Jr., 19, at the homicide section of the MPD headquarters Tuesday night.
Both suspects have been arrested for the rape-slay of a seven-year-old girl in Sta. Mesa, Manila Friday last week.
As part of the due process, Escueta said Napolcom investigators would get the statement of SPO1 Ramil Dimaguiba and PO3 Rodel Benitez.
If there is sufficient evidence against them, Escueta said both policemen face dismissal from the service.
“We cannot conclude yet what really happened there. We have to be careful about this investigation so as not to unnecessarily compromise our policemen,” the Napolcom official said.
Asked about the rules of engagement in cases where a suspect in custody puts the life of his captor at risk, Escueta said custodial officers should be careful in using deadly force to repel an aggression.
“They should first at least try to subdue the suspect, either by a punch or by simply overpowering him,” he said, adding the use of deadly force should be the last resort.
But Escueta admitted there is a thin line that divides what is “reasonable force” and “beyond reasonable force.”
Nevertheless, the official said it should be engrained to every policeman that dealing with criminal suspects in custody is governed by a set of rules, and this is taught to all police personnel during basic training.
He assured, however, that there will be no whitewash in the case. The Napolcom, he added, never tolerated summary execution-style of crime suspects in dealing justice.
The deaths of Soliveres and Bacolo took place just more than a month after a Chinese national, Gong Shu Yang, was killed during a supposed scuffle with his policemen escorts.

SENATOR Loren Legarda on Friday called on local government units in the Greater Metro Manila Area (GMMA) to beef up defenses against the impact of disasters and climate change.
Legarda, chair of the Senate committee on climate change, made this call at the Regional Forum on Effective Disaster Risk Reduction and Climate Change Adaptation in GMMA held in Quezon City.
The senator said that with the National Capital Region counted as the seventh most vulnerable in the region and the most vulnerable in the country, efforts to mitigate disaster risks must be doubled.
“For cities like Metro Manila, where the main threats of extreme rainfall, sea level rise, and more powerful typhoons are present, a major flood could cause damage totaling almost a quarter of the metropolitan area’s gross domestic product (GDP) or 560 billion pesos,” the senator said.
Among the signs of GMMA’s vulnerability to extreme weather are typhoons Ondoy and Pepeng, which caused unprecedented flooding in Metro Manila, Rizal, Bulacan, Laguna, and Cavite. Close to a thousand people were killed in the floods and two million families were affected. The damage from the two typhoons cost the country around $4.4 billion, she said.
This was followed by typhoons Pedring and Quel in 2011, which hit Bulacan and other provinces in Luzon. Those typhoons caused P13.9 billion in damage to agriculture and infrastructure, the senator said.
Legarda convened the regional forum “to increase local understanding of disaster and climate science, impacts, and policy responses; encourage disaster and climate-proofing of development plans and learn from successful experiences from the field.”
The forum gathered representatives of local government units, national government agencies, non-government organizations, academe, and other sectors to facilitate the integration of disaster mitigation in local development plans.
The senator has been advocating having LGUs put in place disaster-risk reduction and management programs like early warning systems to prevent loss of life from natural calamities like floods.
Meanwhile, typhoons Pedring and Quiel in 2011 battered several provinces in Luzon, including Bulacan, and caused P13.9-billion worth of damages in agriculture and public infrastructure.

Senate President: Asset statement issue is simple
News About ClarkMANILA — Senate President Juan Ponce Enrile on Thursday ended a debate on values of property that Chief Justice Renato Corona declared in his asset statements, saying there was no need to “belabor the point.”
The prosecution has said Corona undervalued the properties in his statements of assets, liabilities, and net worth (SALN).
Serafin Cuevas, lead defense counsel, meanwhile said that if Corona had prepared and filed his SALNs based on values provided by city assessors, he cannot be faulted for that. He made clear, however, that he was speaking hypothetically.
He added that values change with time. “If I bought a condominium unit for P10 million three years ago, and now the value is only P1 million and I declare P1 million, is there fraud?” he said.
An assessor from Taguig City on Thursday presented to the Senate impeachment court documents showing the tax declarations of Corona’s high-end condominium units, which were not publicly declared for the years during which they were bought.
Minority Leader Alan Peter Cayetano, whose wife is a mayor in Taguig City, confirmed that local government units set the assessed values of property and that assessed values may change but the acquisition cost should be constant.
Cayetano also asked both sides to explain how they defined “fair market value”, but Senator Panfilo Lacson said there was no problem with the assumed values.
He said what interested him was the basis of the declared acquisition cost.
The prosecution said it should be the amount stated on the deed of sale. This was not about what was not put in the SALNs, but the assessed values, it said.
But Senator Ralph Recto said, “How come the amounts on the deeds of sale were not listed as the acquisition cost?”
Lacson said only Corona himself can explain why this was done.
Cuevas said that if this was done out of negligence, then Corona cannot be faulted either.
“We all know what are assets, what are liabilities, and what is net worth. Let’s not belabor this. Present evidence and proceed with the trial,” Enrile said.
He said there was no question that Corona declared certain properties in his SALNs. He also said it was clear that Corona has been accused of not declaring all his assets.
He said the only thing that the court needs to determine is whether the Chief Justice was remiss in the constitutional requirement to faithfully declare his net worth under oath.
“When you talk of graft and corruption, you talk about acquisition cost versus income,” he said, adding this is not based on “assumed values.”
Senator Francis Escudero, for his part, told both parties to argue in their summations whether failure to list the acquisition cost is a violation of the law.

Traders oppose BIR plan on zonal value hike
About Angeles City, Clark, Subic and PampangaANGELES CITY — A group of businessmen has expressed opposition to the plan of the Bureau of Internal Revenue (BIR) District Office here to increase the zonal value of properties to P2,500 per square meter.
Metro Angeles Chamber of Commerce and Industry Incorporated (MACCII) chairman Mario Lazatin, together with other businessmen, submitted a position paper before the BIR office stipulating comments and recommendations regarding the planned increase in zonal valuation by as much as 1,400 percent.

The increase of property value will result in the increase in the capital gain tax the government imposes on real estate owners and developers.
Lazatin said they are opposing the drastic increase of the property value, which was announced during a public hearing on March 7, 2012.
He however clarified that they are not against the tax increase, but that it should be done in a smooth manner.
BIR Revenue District Officer Rosalina Legaspi, for her part, said there were no increase in property value and tax over the past 16 years. She added that the increase may be implemented every three years.
Based on the study conducted by MACCII, the increase acceptable to businessmen is 100 percent increase or P1,000 per square meter, according to Lazatin.
The group’s position paper stated that the people of Metro Angeles have been groaning under a staggering load of economic woes brought about by a series of natural and political calamities like the eruption of Mount Pinatubo in June 1991, the world financial crisis, the increase of peso value, which affected the competitiveness of local exporters and others.
Lazatin said tourism and the investments would be greatly affected by this drastic increase in zonal values.
The increase in real property taxes, which will be spurred by the zonal value hike, would also “slow down” economic activities and prejudice the prospects for home ownership for the low-income bracket, the traders’ position paper also stated.
Lazatin claimed that the city and other areas around the Clark Freeport should be competitive in terms of taxes in order to attract tourists and investors.
The BIR Angeles City District Office covers this city and four Pampanga towns including Mabalacat, Arayat, Magalang, and Porac.
Lazatin said they are willing to work out with the BIR in order to come out with a win-win solution to the problem.

Subic’s top man bares all in first state address
About Angeles City, Clark, Subic and PampangaSUBIC Bay Freeport: Dubbed as the energizer, Subic Bay Metropolitan Authority Chairman and Administrator Roberto Garcia bared in his first State of the Freeport Address his 5-year plan which will aims to revive the agencies thrust to make Subic generate more employment and investments.
Garcia presented several plans of the agency such as making it the top tourism capital of the Philippines by way of increasing sports tourism, bidding as a cruise ship destination and enhancing eco-tourism activities inside the Freeport.
He also plans to increase maritime activity, which he said has a good backing by the Department of Transportation and Communications.
“I have already talked to several shippers and they all agreed that Subic is the best place and had positive feedback,” he said.
Garcia also cited as a good start the arrival in Subic of the London-based MV Spirit of Adventure, the first cruise ship to arrive here this year with 378 passengers on board, mostly Europeans.
“Tourism Secretary Robert Jimenez specifically told me that Subic will become a cruise ship destination. And that is true because all of the passengers expressed their happiness in coming here, especially after seeing our rich eco-tourism facilities,” Garcia said.
Plans of building residential housing are also in the works, Garcia said.
Grand plan
One of Garcia’s grand plans is to convert the unutilized airport into a Sentosa-like resort, the one in Singapore, which hosts a resort and different tourism facilities in one place.
During his presentation, Garcia presented a map of the Subic Bay International Airport (SBIA) which he intended to divide into a water front villas, water-themed park, family hotel, golf course, BPO city, convention center, international theme park, hotel/casino science and technology park, duty free stores, office and residential, a super yacht club and luxury villas.
Challenges facing Subic
Garcia is the only top official since Subic was created in 1992 to formally say that the Freeport has lost a total P7billion cumulative loss.
To date, Garcia said, the Subic Freeport has only 300 hectares of leasable land out of the total 2,959 hectares leasable area.
Subic Freeport has a total land area of 67,452 hectares, 53,852 hectares of these are protected, while 10,341 are undeveloped and the rest are leasable.
The growth of the Freeport was at a standstill last year after Malacañang failed to appoint members of the board of directors to form quorum to tackle issue and new investments.
Job generation only grew by 0.50 percent from 88,450 in 2010 to 88,957 in 2011.
Committed investment grew by only 2 percent from $1.20 billion in 2010 to $1.210 billion in 2011.
Up for the challenge
Garcia is respected as a seasoned business executive and entrepreneur with over 40 years of experience in manufacturing, food and leisure industries.
He has been the man behind the success of Oriental and Motolite Corp. He served the company for more than 34 years before being appointed as the top man in Subic last year.
“The opportunities that exist today are very tremendous, believe me. And our plan is very bold and very ambitious but with the support of everyone, this plan will come true,” he said.
Just like any other top man who was appointed for the post, Garcia banked on the vision of former-chair-turned-Senator Richard Gordon to make Subic a thriving business and leisure destination in the region.
“Let the lessons of the past and the opportunity of today help us realize the vision of the new Subic that we dream of.” Garcia said.

Sin taxes may kill tobacco industry: legislator
About Angeles City, Clark, Subic and PampangaA SENIOR member of the House of Representatives warned that implementing the proposed excise tax system of Malacañang might result in the death of the country’s tobacco industry.
La Union Representative Victor Ortega, a member of the Northern Luzon Alliance (NLA), was referring to House Bill 5727, the Palace version of the sin tax reform proposal authored by House committee on appropriations chairman Joseph Emilio Abaya.
“While members of the NLA recognize the need to increase excise tax rates on tobacco products, they believe that any adjustments made must be moderate and within reasonable range,” Ortega said in a statement.
The veteran legislator expressed concern that implementing excessive increase in tax rates may result in the demise of the country’s tobacco industry.
Ortega said he consulted Ilocos Sur Governor Chavit Singson on the issue amid reports that he is backing the proposed bill authored by Abaya.
Ortega said the NLA and Governor Singson are one in saying that “while there is a need to increase taxes, any changes in the current excise tax system should reflect a sound balance between the government’s need for increased revenues and the need to protect local industries and other stakeholders”.
Abaya’s bill seeks to restructure the existing four-tiered excise tax system into a single tier system that will levy a P30 tax per pack on all tobacco products within three years of implementation.
The bill proposes a three-year transition period in unifying the tax rates on cigarettes and distilled spirits. The tax structure for fermented liquor will be immediately unified on the first year of the reform.

LGUs urged to spend more for firefighters
About Angeles City, Clark, Subic and PampangaSENATE Minority Leader Alan Peter Cayetano has called on local government units (LGUs) to set aside more funds for firefighters given the higher risk of fires during the summer months.
Cayetano said there is an urgent need “to fortify local fire fighting units with equipment support is urgent because the likelihood of an increase in the incidence of fires is looming in the horizon now that Pagasa (Philippine Atmospheric, Geophysical and Astronomical Services Administration) has declared that summer has officially started.”
According to 2011 data from the Bureau of Fire Protection, there are 900 fires throughout the country in March last year. This jumped to 1,256 fires in April last year. The National Capital Region had the most fires from March to June last year at 1,499. Central Visayas had just 176 fires during the same period.
Cayetano said that with firefighters now also trained to take care of victims of vehicular accidents and to participate in rescue and retrieval operations during calamities, they should be given more government resources.
“When people are properly compensated and their concerns addressed, they will be more productive and effective in doing their work. In this profession, we need motivated men.
