MANILA — A medical report Monday showed the government already spending more than P120,000 for former President Gloria Arroyo since she was detained at the Veterans Memorial Medical Center (VMMC) in Quezon City.
Regional Trial Court (RTC) branch 112 spokesperson Felda Domingo said the VMMC and Arroyo’s attending physician were able to submit the medical report as well as the expenses incurred in her stay at the presidential suite of the VMMC beating Tuesday’s deadline imposed by Judge Jesus Mupas.
The latest medical report, which was signed by Dr. Rafaelita Javier, head of the VMMC’s Department of Rehabilitation Medicine, said that as to the expenses, the figure stood at P126,661,21 mostly from electrical consumption (P65,635.43) and P52.547 for medical procedures.
The medical report also showed that the 65-year-old Pampanga representative is still suffering from cervical spondylosis and spinal stenosis. She also complains of pains in the neck, back and thigh.
The report recommended “continued intensive physical therapy” for the former President from Monday to Friday, to ease the pain in her neck, back and thigh.
Mupas originally ordered Arroyo’s camp to submit such report on February 9 but they failed to do so, forcing the Commission on Elections (Comelec) last March 20 to file a motion asking the court to seek an explanation from her.
Prosecution lawyer Ma. Juana Valeza said they needed the medical report as it will help determine their basis for asking the court whether to keep the lawmaker at the VMMC or move her to a regular jail facility.
The prosecution said Arroyo’s latest condition was a major improvement considering that when she was brought to the VMMC last December after being confined at the St. Luke’s Medical Center (SLMC) in Taguig City, she was diagnosed with infectious colitis, hypocalcemia, hypoparathyroidism and vitamin D deficiency.
Arroyo’s counsel, Ray Montri Santos, however, clarified that despite some improvements to her health, she is still unfit to be discharged from the VMMC, more so transferred to a regular detention facility.
Arroyo is facing electoral sabotage charges before Mupas sala in connection with alleged irregularities in the 2007 senatorial election.
She pleaded not guilty to the charges during her arraignment last February 23.
Arroyo’s co-accused former Maguindanao governor Andal Ampatuan Sr. and former election supervisor Lintang Bedol have also entered not guilty pleas during their respective arraignment.
Electoral sabotage is a non-bailable offense and carries a life imprisonment term.
All of the accused had argued they should be allowed to post bail since the government’s witness against them is weak. (AH/Sunnex)

MANILA — Malacañang is not shutting the door for President Benigno Aquino III to have special powers to address the worsening blackouts in Mindanao.
The President’s allies at the House of Representatives have expressed willingness to grant Aquino the emergency powers to immediately address the power situation in Mindanao.
Deputy presidential spokesperson Abigail Valte said Malacañang has to study the proposal as soon as it is filed in Congress.
“We will have to study the proposal when filed in the Lower House (House of Representatives),” she said.
Residents of Mindanao have been complaining about the long hours of brownouts, which have been affecting businesses.
“As of the present time, the power situation is being addressed by the Department of Energy (DOE) with the stakeholders in Mindanao,” Valte said.
The DOE has dispatched 120-megawatt power barges in Mindanao to augment the electricity supply from the hydropower plants but electric cooperatives are not contracting them yet because of the higher power cost.
Eastern Samar Representative Ben Evardone, chairman of the House committee on public information, said if the widespread blackout continues in Mindanao, this could damage the image of the Philippines.
The administration lawmakers also raised the possibility of the President calling for a special session so that Congress could grant him emergency powers.
Congress has been on a Lenten break and will only resume its session in May.
The government earlier admitted that power blackouts could last until 2013.
Valte said the government is currently trying to resolve the problem.
Malacañang warned residents in Mindanao that if they will not share the burden of shouldering the higher cost of electricity rates, they will continue to suffer long hours of brownouts.
Energy Secretary Jose Rene Almendras had also said residents in Mindanao have to pay more for their electricity consumption as they will source out their power from diesel-run power barges.
The power shortage in Mindanao could be alleviated by 2014 when a 300-MW coal-fired plant becomes operational, Almendras said. (SDR/Sunnex)

THE camp of former President Gloria Arroyo questioned the materiality and relevance of the two witnesses presented by the prosecution during Tuesday’s resumption of the hearing on her petition to fix bail before a Pasay court.
Arroyo’s legal counsel, Ray Montri Santos, said witnesses presented by the prosecution before the sala of Pasay City Regional Trial Court (RTC) Branch 112 Judge Jesus Mupas have no knowledge on the alleged tampering of votes in Maguindanao in the 2007 senatorial election.
The former president and her co-accused, former Maguindanao governor Andal Ampatuan Sr., and former election supervisor Lintang Bedol are facing charges of poll sabotage.
Prosecutor Ma. Juana Valeza presented Commission on Elections (Comelec) employees Juan Vergel Soriano of the records section and Retzie Villena of the human resource management office during the bail hearing to identify election documents purportedly showing the tampering of votes.
Soriano is the custodian of the election documents allegedly relating to the case while Villena was the one who allegedly received the ballot box containing the certificate of canvass from Maguindanao.
At the start of the hearing, Santos’s and Bedol’s lawyer, Reynaldo Princesa, agreed to stipulate on merely the existence of the election documents to be identified by Soriano as he had no personal knowledge on the preparation thereof but they later posed objections when Valeza began asking him about the contents of documents showing the voter turnout in Maguindanao in the elections of 2004, 2007 and 2008.
The defense counsels argued that Valeza could not ask questions about matters not covered by the cross-examination and that was not part of the stipulation.
The court, however, allowed Valeza to ask questions relating to the contents of the documents.
Villena for her part testified that she was part of the reception committee that received the ballot box purportedly containing the Certificate of Canvass (COC) from Maguindanao from acting election officer Christina Roan Manara.
However, the defense questioned the documentary evidence showing such receipt did not show that a ballot box was actually turned over by Manara with Princesa saying that Villena submitted a “wrong certification” because it showed receipt of neither the ballot box nor the certificate of canvass as certified therein.
On cross-examination by Princesa both witnesses admitted that they have no knowledge of any tampering of votes in Maguindanao as alleged by the Comelec.
For his part, Santos said the testimonies of Soriano and Villena did not prove anything with respect to the tampering as they had no personal knowledge on the allegations raised against the accused in the case.
The defense lawyers also scored the Comelec for presenting corroborating witnesses before presenting the principal witnesses as the usual trial practice. They said the prosecution should go directly to the allegations since what is being heard is merely the petitions for bail.
Earlier, the prosecution said they intend to submit a total of 249 evidentiary exhibits and 42 witnesses though Valeza said they may dispense with the presentation of the other witnesses if the defense would be willing to stipulate on their testimonies, a fact that the defense said they cannot agree without them being able to see the evidence first.
In a related development, Ampatuan’s lawyer, Sigfrid Fortun, said his client would also join the bail hearings of her co-accused.
All of the accused argued they should be allowed to post bail since the government’s witness against them is weak, with the former chief executive saying the case against her hinged on the lone testimony of former Maguindanao provincial administrator Nurie Unas.
Election sabotage is a non-bailable offense, especially if the case against the accused is strong. (AH/Sunnex)

PRESIDENT Beningo Aquino III has directed the Cabinet’s economic cluster to accelerate the approval of public-private partnership (PPP) projects.
Spearheading the Philippine Investment Forum at The Peninsula Manila in Makati City, Aquino said the government should not miss the opportunity brought about by the renewed interest on the Philippines from local and foreign businessmen.
“There has to be more speed in terms of giving a thumbs up, or a thumbs down to all the various projects that are under consideration. We cannot afford to think of decades upon decades,” he said.
“We are missing the opportunities that are already extant,” he added.
The President said at least eight PPP projects will be rolled out this year. These include building schools, roads, bridges and airports.
One particular focus is rehabilitation and improvement of the Ninoy Aquino International Airport (NAIA), which now becomes congested as more air traffic is experienced by the country.
“There is a need to really expand our gateways and various studies are underway to determine exactly how best to achieve that,” the Chief Executive said referring to NAIA.
“There are limitations to how much you can expand NAIA especially given the density of the population in the surrounding areas. But that should not stop us from having the facilities available for the tourists,” he said.
Aquino said there is also a study being done on a proposal to build a nautical highway aimed at cutting down travel time from Luzon to Mindanao. He said the proponents of the project want to reduce travel time from Mindanao to Luzon from three days to about 15 hours.
Once this is realized, the President stressed that products coming from the south could easily reach Metro Manila consumers, thus, a big boost to Mindanao’s agricultural producers.
He also hoped to implement simultaneously the North Luzon-South Luzon Expressway given the interest of not only one, but several proponents.
Aquino also expressed hope that the recently approved P60-billion Light Rail Transit Line 1 South Extension project, which will connect the LRT 1 to Cavite province, could be operational before he steps down from office in 2016.
“I have full faith that Transportation and Communication Secretary Mar Roxas will have this extension operational at the soonest possible time. And if I haven’t ridden on it by 2015, I will be very severely disappointed,” he said.
Since he assumed the presidency, Aquino batted for the PPP projects. But so far, only one had been bidded out last year, the P1.4-billion four-kilometer Daang Hari-South Luzon Expressway under the PPP projects. (SDR/Sunnex)

Mother’s Day is this week. I’m a single woman with no children and my mother died eight years ago. So when all the mothers in our congregation get a rose for Mother’s Day, how am I supposed to feel?
On Good Friday this year our minister mentioned Jesus’ words in Matthew 28:48:
“Who is my mother, and who are my brothers?” Pointing to his disciples, he said, “Here are my mother and my brothers. For whoever does the will of my Father in heaven is my brother and sister and mother.”
I thought of Mary standing near the cross and weeping. I imagined myself being Mary and suddenly realized that I am old enough to have a 33-year-old son. I am 67 and have never had a child, but my eyes filled with tears.
Then I remembered the parable of the sheep and the goats in Matthew 25:31-40. The disciples say:
“Lord, when did we see you hungry and feed you, or thirsty and give you something to drink? When did we see you a stranger and invite you in, or needing clothes and clothe you? When did we see you sick or in prison and go visit you?”
And Jesus answered:
“I tell you the truth, whatever you did for one of the least of these brothers of mine, you did for me.”
Every person is made in God’s image, and Jesus can be loved in all of them. Someone once said to me of an older sister who had been nursing her in the hospital, “She is so motherly.” I had never thought of her as “motherly” before, because she was single. But when I observed her, it was true.
Yes, I thought, we can all be brothers and sisters and mothers to Jesus when we love him “in the least of these”—in those around us. Four of my nieces live in the same community as I do. They and their children need a little extra mothering sometimes—their mother lives in England. I have the opportunity to mother anyone in our community or in the neighbourhood, anyone in the local nursing home or the local jail. The possibilities are endless.
And my heart filled with joy.
This year when all the mothers in our congregation are given a rose—and I get one too (because I am so old)—I’m going to accept it with joy.

If childhood had a soundtrack, mine would be the hammering keys and intermittent “ping” of a busy typewriter.

From as far back as I can remember, my mother would regularly disappear into her study to write on her IBM Selectric, emerging hours later with piles of papers and empty coffee cups, with a dreamy, satisfied expression on her face. When I was in elementary school, she was working on a master’s degree in literature, and, by the time I started high school, she had begun an autobiographical novel that would consume her for the rest of her life.

Although I occasionally resented these absences, I was intensely curious about what went on behind that closed study door. What could possibly demand so much of her attention? Then, in third or fourth grade, she gave me a little blue diary with a golden lock and key, and I got my first inkling that writing down one’s private thoughts and observations could be kind of … thrilling.

I’ll never forget the delicious anticipation of taking my diary out to the back yard and opening it up to a fresh page. And what did it matter that I wrote things like, “Our cat had kittens today” or “I hate my sister?” A writer was born.

Recognizing a kindred spirit, my mother took me under her wing. Together, we’d pour over my stories and school papers, discussing the finer points of grammar or word choice. Thanks to her tutorials, by the time I left home I could write a well-crafted essay or research paper in my sleep.

But I had learned about more than just form and structure; I had learned to care about precision and clarity in language. My mother’s fierce interest in the rhythm and beauty of words had sparked an answering passion in me and this passion would lead me to my career as a professional writer.

The years passed, I moved away, married, had two children and continued to write. Then, in my early 30s, my father died and my mother asked me to help her edit her novel. I immediately agreed, grateful for the excuse it would give us to regularly get together. We soon fell into a comfortable — and comforting — routine. Every few weeks, she would come up to New York from her home in Washington, D.C. and stay with me. We would lie at either end of the couch passing pages of her manuscript back and forth, along with a plate of cheese or fruit, and talk about my various cuts and changes. Although our roles as editor/writer were reversed, it felt like old times.

My mother’s book needed a lot of paring down — it was well over 1,000 pages at this point — but I soaked up every word. At last, I had access to the mysteries of my private, self-contained mother! Riveted, I read about her unhappy childhood: Her glamorous, neglectful parents, her stiff elderly grandparents who took her in when her parents disappeared. I drank it all in, amazed that she’d emerged from this lonely childhood such a strong and independent-minded woman, determined to have a different kind of family — a different kind of life.

As her editor this time around, I was ostensibly her “teacher,” but I quickly understood that I was still learning from her. No longer about grammar and language, but about the value and importance of looking inward, of observing and understanding yourself, and then capturing those insights on the page. This is what she had been doing for all those years in her study, I thought, grateful to have been brought into that process.

In the end, my mother never published her book. I think she couldn’t bear to expose so much of herself to the world. But one of the last things she said to me before she died was that she had led a writer’s life and that she was proud of her choices. She had no regrets.

There have been many moments since my mother’s death in 2001 when I have missed her. On holidays and birthdays certainly, but even more so, on the day I sold my first book. But whenever one of my daughters hands me something they’ve written and says, “Mom, can you read this for me?” I feel her right there beside me. http://www.parentdish.com/2011/05/08/passing-on-a-love-of-words/

In honor of Mother’s Day, I thought I’d take a look at one of the most important and oft-used tools in any mom’s arsenal: the warning phrase.

Don’t act like you don’t have one, because I know you do.

I have two. I call them my shot-across-the-bow phrases. They are what I say when my kids are getting on my nerves and I want them to know that if they keep it up, there will be trouble. Or, at least I want them to think if they keep it up, there will be trouble, even though sometimes I’m really not all that committed to carrying through, truth be told.

My first shot-across-the-bow phrase is “Don’t peeve me.” I can’t begin to count how many times I’ve said it. I use this one when I need them to go amuse themselves, or they start doing something they know annoys me. Sometimes I add the word “child” to make it slightly more serious, as in “Don’t peeve me, child.”

Another one of my favorites is “Don’t make me beat you.” It’s a solid step up from “Don’t peeve me.” I warn them that if they are bad, I will beat them senseless with my Senseless Beating Stick. The Senseless Beating Stick is famous in my house, and has an aura of mystery as it’s never been seen before. The kids are beginning to wonder if it even exists. I’ve explained to them that, if they’re lucky, they’ll never have to find out.

I asked a few other moms to share their fave warning phrases with me, and, when they did, I was surprised at how much each saying made me want to chuckle.

What happens when a cynical hard-core New Yorker reluctantly moves to the South to care for the mother who always drove her crazy? To her (my) surprise, she falls madly in love with both.

Unfortunately, one was not destined to last.

It was Mama Jo’s inability to live alone and horrifying hoarding, and a drop in income on my end, that brought us together. Once out of her depressing home and into a new clean one with me, the adventures began. We explored wineries all over North Carolina, spent an evening in the company of a few male strippers and a lot of out-of-control women, and climbed naked into a hot tub in the woods. Then she couldn’t get out. It was hilarious after I triumphantly used muscles I didn’t know I had.

A bevy of drop-dead gorgeous drag queens hosting a bingo fundraiser serenaded her on her 83rd birthday. Then she joyously danced with one of them. I displayed her entire massive doll collection for the first time in 40 years (and to my shock fell in love with them, as well). A long-fractured family finally came together. The few years we had together were some of the best of my life, and hers.

I always know when the anniversary of Mama Jo’s passing is approaching. The bluebirds begin making their first nest of the year in the box outside the kitchen window. This time, it marked five years since I lost her. I still miss her terribly, talk to her, cry over her. It doesn’t get easier. Knowing I’m not alone and that this is normal is a consolation. And that “anticipatory grief” is worse.

I was warned by a hospice worker when my mother was deemed “actively dying” that I was going through the most difficult part. In hindsight, it was true. Helplessness and sadness engulfed me as I faced the fact that my mother was never going to leave our house again alive.

What should I say to her now, or not say? Do, or not do? I would cling to the slightest hope that she was getting better. She ate a little more today! She slept less! I’d sit in the driver’s seat of the car that had taken us on so many journeys filled with tender and insightful conversations and sob uncontrollably at the thought that there would be no more. It was pure hell for three-and-a-half months.

And then, relief.

I describe it in the memoir I wrote about the experience as feeling like I’d been climbing a mountain with a backpack strapped on and having no idea how heavy it was until I took it off. But what beautiful vistas I saw while hiking.

After Mama Jo’s death I was concerned I wouldn’t be able to handle Mother’s Day. The opposite has happened. It feels as though every day is Mother’s Day. I’m forever connected to her in a way I wasn’t when she was still here.

If you are facing the loss of Mom or any loved one, here’s my advice: Be there. Just sit, hold their hand, and quietly be present. I wish I’d done more of that and less worrying about the loss. And brought more drag queens into the mix. http://www.parentdish.com/2011/05/06/motherhood-moments-coping-with-mothers-day-when-mom-is-in-decl/

Mother’s Day can be rough on those of us who can’t take our mothers to brunch or pick up the phone to wish them a good day. Remembering who they were before they went beyond our reach; imagining what they would say to us now if they were within hugging distance, is bittersweet.
My Mom died eight years ago. It still doesn’t seem possible.
The death of a mother is like nothing else. The bond we have to her is like nothing else. We can be three or eighty when we lose our Moms it doesn’t matter. The devastation is deep and the hollow sense of loss never completely goes away.
My Mom was no saint. If she wears a halo now it’s propped up by little devil’s horns. She was frustrating, moody, beautiful and charming. I hated her when she gave me the cold silent treatment and adored her when she beamed her mega watt smile my way. She was sharp as a whip, read Jean Paul Sartre in French for fun and loyally watched the Guiding Light, her favorite soap opera, daily. She was eccentric and down to earth; had difficult episodes of depressionand was a tenacious optimist. I miss her.
Mother’s Day has its place. It was created to honor mothers who had lost their sons during the Civil War, the ultimate sacrifice for their country. God knows mothers everywhere deserve a holiday.
But for us whose mothers are gone, how do we get through this holiday that highlights our loss? Here are six suggestions:

1. Do something that will honor or please her. Preparing and serving some of Mom’s favorites foods is what I like to do.
2. Call or be with someone who remembers and may be missing her too. You can bet my sisters and I will be calling each other to share memories.
3. Write your Mom a little Mother’s Day note or postcard. Catch her up on your life. Try to focus on the life part not death.
4. Let others pamper you a bit, or pamper yourself. If you’re a Mom, enjoy your kids’ attention. If you’re not, enjoy a masseuse’s attention.
5. Avoid restaurants. The restaurants are packed with families celebrating Mother’s Day. You don’t have to expose yourself if doing so is stressful. There are alternatives: Your family can get terrific take out, organize a barbecue in a park, let them cook for you at home.
6. Tell your kids stories about their grandmother. My kids and I will remember how she loved to do magic tricks for them and how she loved to laugh.
Even though your Mom is gone your love for her, and hers for you, is not. That is worth celebrating.
