MABALACAT — Governor Lilia “Nanay” Pineda and Mayor Marino”Boking” Morales announced Sunday that they fully support Vice Governor Joseller “Yeng” Guiao and Board Member Krizzanel “Win” Garbo’s worthwhile activities in this town.

Governor Pineda who has also graced the inter-barangay basketball cup said before hundreds of barangay officials, barangay tanods and basketball players and other residents in Madapdap Resettlement , Barangay Dapdap here that her administration is fully supporting the vice governor in his activities in the 1st district.
Guiao, who has openly expressed interest in joining the congressional race in 2013 claimed that this will be the first time that a basketball tournament will be held free of everything that it needed.

He added, the basketball cup is divided into two division – small and big barangay.

Forty thousand pesos (P40,000) – first prize, P30,000 second prize, P20,000 – 3rd prize, P10,000 – 4th prize baling division, makikabuuan a alagang P200,000,” she said.
With this, Guiao said all players from small and big barangays will be given a chance to play and win the basketball cup.

On Issuance of Mayor’s Permit: Pampanga Model of Best Practices in CL
Pampanga will be recognized as a model of best practices in the issuance of Mayor’s Permit in awarding ceremonies to be held on Wednesday, April 25, at the Jasmine Function Room, Fontana Leisure Park Convention Center, Clark Freeport Zone.
The award will be given by the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) for the full compliance by the province’s 20 municipalities and two cities to Component 1 of the Nationwide Streamlining of Business Permits and Licensing Systems (BPLS) in the Philippines.
This developed as Aurora Governor Bellaflor Angara-Castillo, president of the CLGCFI, wrote to Pampanga Governor Lilia G. Pineda informing her of the province’s inclusion in the local government units which will be recognized in said program.
Rommel Pineda, head of the Provincial Investment and Promotion Office (PIPO), said that this is a positive step in the streamlining efforts of the provincial government, towards making it a truly business-friendly and ideal investment destination, which is a goal of Governor Pineda’s administration.
“This is another feather in the cap of the provincial leadership and a result of the cooperative efforts done by the PIPO, and the provincial offices of the Departments of Trade and Industry (DTI) and the Interior and Local Government (DILG),” Pineda stressed.
Pineda explained that Pampanga’s recognition is due to its full compliance to Component 1 of the BPLS which requires the adoption of the BPLS unified form, maximum of five steps, maximum of five days processing time for new applications and one day for renewals, and maximum of two signatories in the issuance of Mayor’s Permit.
Governor Pineda, for her part, commended the municipalities and cities of the province for their full compliance to the BPLS requirements and the joint efforts of the PIPO, DTI and DILG, and enjoined all stakeholders to continue promoting Pampanga as an investment haven.
Expected to attend the awarding ceremonies are Angara-Castillo, Governors Wilhelmino M. Sy-Alvarado of Bulacan, CLGCFI vice-president; Victor A. Yap of Tarlac, secretary; Enrique T. PMTC Partners With Private Outfit for Training On Backhoe Loader Operation
Press ReleasesThe Provincial Manpower Training Center (PMTC), in partnership with a private outfit, recently started a15-day pilot training on backhoe loader operation in Lubao town in line with the provincial government’s desire to provide employment and livelihood opportunities to its constituents.
PMTC Officer-in-Charge Francis Maslog said that 25 qualified individuals from barangays San Antonio and San Francisco in the municipality of Lubao benefit from the free undertaking, the first-ever training on heavy equipment operation conducted in Pampanga.
The Holy Cross Training and Assessment Center, a Manila-based private training outfit, has generously shared the use of its back hoe, needed fuel including the training venue as part of its corporate social responsibility commitment, Maslog said.
He added that after the training, the management of Holy Cross would also assist the trainees in gaining employment in both local and foreign companies.
“We continuously look for various innovative ways to provide target needy sectors with employable skills and trainings as it is one of the priority thrusts of Governor Lilia G. Pineda’s administration,” Maslog explained.
The PMTC also plans to conduct trainings on machinist operation and motorcycle engine mechanic soon.
“We have likewise lined-up the conduct of training on carpentry for the production of needed school desks for the Department of Education. This would again be in partnership with the Chamber of Furniture Industry of the Philippines-Pampanga chapter (CFIPP) as in the furniture upholstery training we conducted recently.”
More so, plans for the wellness hilot massage training for Aetas are underway to further boost the development of upland barangay Nabuclod, Floridablanca as an ideal eco-tourism destination. This would be in close coordination with the Provincial Social Welfare and Development Office (PSWDO) and Public Employment Services Office (PESO).
Maslog said that aside from the in-house trainings conducted at the Provincial Engineer’s Office (PEO) Compound and Bren Z. Guiao Sports Complex in the City of San Fernando, the PMTC also holds community-based trainings.
He reported that trainings on electrical installation and maintenance in Guagua, barangay Pulung Gubat in Candaba and Mexico towns including welding in Apalit have been conducted by the PMTC.
The governor is very much supportive to the implementation of various skills training programs to qualified out-of-school youths, unemployed adults and other interested individuals in the province, Maslog concluded.

P72-M dike asphalting project underway
Press ReleasesCANDABA — The P72-million asphalting project on the Arayat-Apalit setback levee here has pushed through despite the strong opposition from members of the Pampanga Mayors’ League (PML) and other local leaders.
“Malaking bahagi na ng dike ang naaspaltuhan na. Sa unang tingin ay maganda ito dahil mula sa dating bako-bakong kalagayan ay patag na ito. Kaya lang ang totoong problema ay hindi parin nasulusyunan dahil inilagay ang asphalt ng hindi pinatitibay ang mahinang pundasyon nito,” said Genaro Sangalang, a resident here.
Department of Public Works and Highways (DPWH) Regional Director Antonio Molano earlier suspended the said project following the breaches in several portions of Arayat-Apalit setback levee during the onslaught of Typhoon Pedring.
Molano said the asphalting project needs a second look considering the structural foundation of Arayat-Apalit setback levee has been weakened by the strong current of water spilling over from the Pampanga River during the past typhoon.
The action of Molano was followed by the passage of a resolution by the PML calling the attention of President Benigno Aquino to suspend all infrastructure projects intended for the third and fourth districts of the province, including the same asphalting project.
PML president Mayor Jerry Pelayo earlier explained the current structural defects of the setback levee have rendered it in a critical condition. The structure serves as the second line of defense of the province against flooding.

Execs hail Pamintuan’s nomination in World Mayor Awards

In separate interviews Monday at City Hall and Capitol, Vice Governor Joseller “Yeng” Guiao and City of San Fernando Mayor Oscar Rodriguez hailed and congratulated Pamintuan for the feat.
The officials said Pamintuan, for barely 21 months in office, has made significant achievements as local chief executive. These include stabilizing Angeles City’s financial state, strengthening solid waste management and improving the delivery of services to Angeleños with his administration’s vaunted “Agyu Tamu” battlecry.
Guiao, the aspiring first district lawmaker, said: “Mayor Pamintuan has proven time and again how Kapampangan leaders are His achievements will speak for themselves. I know that he can do more for Angeles City given his unsurpassed leadership. We hope he could make it to the top of the World Mayor Awards because even now, he already is the pride of the Kapampangans.”
Rodriguez, also president of the League of Cities of the Philippines, said it is an honor not only for Angeles City and Pampanga, but the whole Philippines as well, to have another Kapampangan leader in the roster where he himself was ranked fourth a few years back.
“It’s an honor to have Mayor Ed in the nomination. Just being nominated in the World Mayors Awards is already a distinction. And having another Kapampangan, our sister city colleague, as world-class mayor is indeed an honor and distinction — a testament that Kapampangan leaders embrace good governance. I pray he will follow the rank of other Philippine mayors who made it,” said Rodriguez.
And even with the nomination, Pamintuan said he “is not expecting much on the search and will continue to work and fulfill his contract with Angeleños.”
The City Mayors Foundation, which undertakes the search every two years, will announce the top world mayors in December this year.

CITY OF SAN FERNANDO — The Department of Public Works and Highways (DPWH) said Monday that the Lazatin flyover in the intersection of Jose Abad Santos Avenue (Jasa) here is expected to be finished by June 30 this year.
The project, amounting to P330 million, is part of the Presidential Bridge Program and is expected to benefit motorists and commuters here and relieve the otherwise busy area from road traffic.
DPWH District Engineer Jose Datu said the original target date of completion for the project is supposed to be October of this year.
“But the construction is being targeted to be finished by June 30 so that the traffic and commercial activity in the area could return to normal,” Datu said.
While construction is still ongoing, Datu said the DPWH is advising motorists to take alternate routes to avoid heavy traffic.
Earlier, motorists and commuters in this city expressed their disappointment on the daily heavy build-up of traffic in one of the province’s most important gateways.
The heavy traffic, starting early morning, is a result of three ongoing works — the Lazatin flyover in the intersection of Jasa; the pedestrian footbridge at Barangay Dolores; and road improvements between SM City Pampanga and Robinsons Starmills in Barangay San Jose. These are all being done by the Public Works agency.

Cecile Licad, whom the New York Times described as “a combination of fragile grace and fiery power,” will perform for the first time in this province in a concert dubbed, “An Evening with Chopin and Liszt.”
Her performance is a tribute to her fellow Kapampangans as her father is a native of Porac town.
Licad will be playing Chopin’s Polonaise-Fantaisie in A-flat major, Op. 61; Three Mazurkas op.56. Andante spianato et Grande Polonaise Brillante in E-flat major, Op. 22; and Liszt’s Miserere du “Trovatore” de Verdi – Paraphrase de Concert and Après une Lecture de Dante: Fantasia quasi Sonata.
Cecile Licad first received international recognition in 1981 as one of the youngest musicians to receive the prestigious Leventritt Gold Medal, and she has appeared as soloist with the Chicago Symphony, Boston Symphony, Philadelphia Orchestra, New York Philharmonic and National Symphony, among others.
She is also a highly accomplished chamber musician, performing with ensembles such as the Guarneri and Takács Quartets and with the Chamber Music Society of Lincoln Center.

About Angeles City, Clark, Subic and Pampanga, News About ClarkPRESIDENT Benigno Aquino III encouraged on Sunday local and foreign tourists to visit and personally experience other world-class tourism sites in the Philippines.
In his message during the official inauguration of the Puerto Princesa Underground River (PPUR) as one of the world’s New Seven Wonders of Nature (N7WN) in Pasay City on Friday night, Aquino bared that the various concerned agencies of the government has been focused in promoting the country’s existing and newly identified tourist spots that may provide more economic opportunities for the people.
“I am happy to tell you that the Department of Environment and Natural Resources and the Department of Tourism are working together to market even more natural wonders in our country as eco-tourism destinations. I understand that 78 of them have been identified in addition to those that we already have,” he said.
He noted the potential contribution of the tourism industry in providing more employment opportunities.
“While they may not have the acclaim and titles that the Puerto Princesa Underground River has garnered, I can guarantee you that they will be equally representative of the beauty and the diversity of our country and they will undoubtedly boost our tourism industry as well,” the President said, adding tourism creates opportunities for the Filipinos and has an immediate palpable effect on the local economy.
“I am told that for each tourist that sets foot on our shores, one new job is created. Each tourist will have travel agents fixing the itineraries, tour guides who will show them around and merchants who will hopefully be able to sell them our locally made delicacies and handicrafts and a lot of others who are at the service industry,” he added.
The President also shared with the people his personal experiences in visiting the PPUR and the amazing sight of the naturally carved formations within the navigable river.
“Not long ago, I had a chance to explore the Puerto Princesa Underground River myself. It was an amazing experience. Journeying down a river that winds through a subterranean cave system is like traveling back in time with walls and caverns that have been shaped by the elements and extraordinary formations of stalactites and stalagmites,” the President said.
“The Underground River is a true example of the artistry of nature when it is preserved and cared for by man. The river has also helped us understand our Earth a little more. Words alone cannot do justice to the Underground River,” he noted.
The President said one must experience it firsthand to be able to understand exactly why it is one of the New Seven Wonders of Nature.
“So, please consider this as an open invitation to visit, if not, revisit the Puerto Princesa Underground River and see for yourselves what millions of people around the world voted for and ultimately realize that, yes, it is indeed more fun in the Philippines,” he said.
Puerto Princesa Underground River is located some 50 kilometers north of the city of Puerto Princesa, in Palawan. It boasts of a limestone karst mountain landscape, several large chambers containing significant formations of stalactites and stalagmites, and an 8.2-kilometer navigable underground river that winds through a cave before flowing directly into the West Philippine Sea. At the exit, a flawless lagoon is framed by ancient trees growing right to the water’s edge.

Speak Out: In defense of Angeles City and all Angeleños
About Angeles City, Clark, Subic and Pampanga, News About ClarkWE WRITE to demand a public apology from Mr. Arnel San Pedro for the callous and reckless manner with which he has maliciously depicted the City of Angeles as nothing more than a place of prostitution and gambling in his column appearing in the March 26, 2012 issue of Sun.Star Pampanga entitled “More domestic flights.”
We feel aggrieved, insulted and utterly victimized by Mr. San Pedro’s traitorous remarks that tend to pull down the emerging image of Angeles City as, according to respected columnist Mr. Bong Lacson, a place with “more than enough reasons to like, aye, to love” (“Liking Angeles,” by Bong Lacson, Punto Central Luzon, 18 October 2012).
Traitorous, indeed, if we are to point out that while Mr. Lacson hails not from our beloved city, Mr. San Pedro is supposed to be a long-time resident.
We would have forgiven Mr. San Pedro’s hollow efforts to publicize what has already been reported in both local and national media that, true enough, more and more domestic and international flights are coming into the Diosdado Macapagal International Airport inside Clark Freeport Zone.
Setting aside professional media ethics, we can only expect a pseudo-reporter like Mr. San Pedro to exploit such propitious developments to mouth mindless paeans to Mr. Victor Luciano, the president of Clark International Airport Corporation where Mr. San Pedro is gainfully employed.
We would have forgiven Mr. San Pedro’s strained efforts to also herald the increased activities at the DMIA as a glorious boon to the much-delayed aspirations of nearby Municipality of Mabalacat to become a component city.
Never mind why Mr. San Pedro suddenly goes off on a tangent. Just bear in mind that Mr. San Pedro has been profitably moonlighting as an amateur publicity agent of Mabalacat’s municipal government.
But what we cannot forgive, what utterly disturbs our sense of community with the rest of Metro Clark area, is the fact that after all his positive cerebration of current events, Mr. San Pedro goes on a rabid attack against the City of Angeles and its people without any provocation and without any sane reason for it.
First and out of nowhere, Mr. San Pedro goes out on a limb and suddenly declares that “the Clark International Airport is not located in Angeles City — only the gate of the Clark Freeport Zone is located in Angeles City.”
What is he trying to say? That Angeles City is an insignificant geographical accident to the booming Clark airport? That the large number of hotel rooms, restaurants, tourist transport operators, travel agencies and tour operators, specialty shops and other tourism establishments that can be found in Angeles City are not important considerations for airlines and passengers to come to Clark airport? Even though the Department of Tourism and everyone else in the industry have often said so?
More importantly, who cares if Clark airport is in the territorial jurisdiction of Mabalacat or Angeles or Porac or Bamban or Capas? The undeniable fact is that Angeles City was at the forefront of efforts of these local government units in lobbying for the passage of RA 7227 or the Bases Conversion and Development Act of 1992. Such lobbying efforts culminated with each LGU’s legislative branch giving their respective concurrence by resolution that paved the way for the creation of Clark Freeport Zone and subsequently the development of the Clark airport.
Clearly, with his inutile insistence that Clark airport is not in Angeles City, Mr. San Pedro betrays his myopic view that local economic development is purely anchored on parochial and personal interests.
Next and the unkindest cut of all, Mr. San Pedro blindsides Angeles City and its hardworking people by saying “we should now give emphasis on the development of our fledgling tourism industry. Tourism is not all about prostitution dens along Fields Avenue or the poker lairs that mushroom in Angeles City.”
Again, what is he trying to say? That there is nothing else worth visiting or liking in Angeles? That Mr. Bong Lacson is wrong? That Angeles City does not have “Tigtigan, Terakan Keng Dalan” attended by tens of thousands of people every year? No sizzling sisig people from all over the country and the world can’t help but come back for? No five star international hotels, giant shopping malls, world-class restaurants and coffee shops, and grand palazzos and golf course? No La Naval and Apu fiestas? No Center for Kapampangan Studies, Pamintuan Mansion, Museo ning Angeles, and Holy Rosary Church?
Again, we are perplexed why such a crude and cruel putdown would come from a supposed son of Angeles City. What has our city done to Mr. San Pedro but to be the choice of his and his family’s residence through all these years?
In the light of these and in defense of Angeles City and all Angeleños, we demand a public apology from Mr. Arnel San Pedro for his irresponsible and baseless remarks, for the undeserved damnation he has brought upon our city and its people and for belittling our people’s long history of hard work and perseverance to build and rebuild a city we can all be proud of.
In the event of his refusal to apologize to the people of Angeles City, we petition the Sangguniang Panlungsod of Angeles to issue a resolution declaring Mr. Arnel San Pedro a persona non-grata.
