MANILA — Tropical Storm “Marce” is now out of the Philippine Area of Responsibility (PAR), the state weather bureau on Saturday said.
With this development, it is expected that weather in Luzon will improve.
Weather forecaster Jori Loiz said Marce exited on Friday evening as it moves towards Vietnam.
However, Loiz said an intertropical convergence zone (ITCZ) is now affecting Palawan and the Visayas.
An ITCZ is a merge of winds from different directions, which is also a breeding ground for a low pressure area (LPA).
Loiz said the weather agency is keeping eye on a new tropical depression near east of Northern Luzon that has a high chance of entering the Philippine territory by Monday.
Based on models,it is still very far to affect the country. But once it enters PAR, it will be called Nina, the 14th tropical cyclone to enter the country this year.
Loiz said expect two to three tropical cyclone to enter PAR this October.
In its advisory, Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said that Palawan, Mindoro and Visayas will be cloudy with occasional moderate to heavy rains and thunderstorms.
Metro Manila and the rest of the country will be partly cloudy with brief rainshowers or thunderstorms.
Pagasa said moderate to strong winds blowing from the northeast to north will prevail over the Cordillera Administrative Region, Cagayan Valley, Ilocos region and Bicol region and from the southwest to south over western Visayas and the rest of Luzon and the coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the southwest to northwest with slight to moderate seas.
The weather agency also issued gale warning as strong to gale force wind is expected to affect the northern and western seaboards of Northern Luzon and the western seaboard of Central Luzon.
Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves. (PNA)

PRESIDENT Benigno Aquino III is confident the government has a strong case against former President and now Pampanga Representative Gloria Macapagal-Arroyo, who was arrested for plunder last Thursday.
The non-bailable charge filed against Arroyo was in connection with the alleged misuse of P365 million in Philippine Charity Sweepstakes Office (PCSO) funds during her term as president.
Sought for comment, Aquino said “we will not file a case that has no substantial evidence.” “We are not superficial to just file a case that in the end would put us to shame because it is weak,” he added.
The Chief Executive said the government, through the PCSO, thoroughly prepared and studied the plunder case against Arroyo and her nine other co-accused.
“Before, we were criticized why we took so long to file cases against her. It’s because we prepared very well so that the people who disobeyed the law will be held accountable,” he said.
Aquino believed that the plunder case could lead to the final conviction of the former leader, who is facing a separate case of electoral sabotage.
Arroyo was put under hospital arrest again at the Veteran’s Memorial Medical Center (VMMC) since the police served the arrest warrant on her Thursday.
She returned to the VMMC Thursday morning for her regular therapy session but was advised to be admitted after complaining numbness of several parts of body. Arroyo’s doctors said she was suffering from dehydration and hypertension.
Previously, Arroyo was detained the same hospital for an electoral sabotage charge filed by the Commission on Elections. She was given temporary freedom after posting P1 million bail.

ANTI-KIDNAPPING operatives have arrested on Friday a Korean national allegedly involved in the kidnapping of a fellow Korean in Cebu last year.
Chief Inspector Erwin Doma of the Sorsogon provincial police office named the suspect as Kim Jong Seok was nabbed by the police operatives and personnel of the Matnog town police station around 9:10 p.m. at the Matnog Ferry Terminal in Caloocan village in Matnog town.
“Subject arrested person was appraised of his constitutional rights in the dialect known to him and was brought to concerned unit for proper disposition,” said Doma.
Doma said his arrest was in connection with a pending kidnap-for-ransom case filed against him before the sala of Cebu City judge Gilbert Moises. No bail had been recommended for him, the official said.
Seok is among the four Koreans implicated in the kidnapping of fellow Korean Kwon Young Hoon in August 21, shortly after he arrived for a vacation in Cebu in August 21 last year.
The victim was kept at an apartment in Lapu-Lapu City and was released two days later after he paid $7,000 ransom. (VR/Sunnex)

GOVERNMENT forces have arrested two ranking officials of the Communist Party of the Philippines (CPP) and two companions in Aurora Boulevard in Quezon City on Friday, a military spokesman said.
Colonel Generoso Bolina, Armed Forces of the Philippines Southern Luzon Command spokesman, said one of the suspects was Benjamin Mendoza, alias Lorens, Kenji, and Dave, the secretary of the Southern Tagalog Regional Party Committee and member of the CPP’s Central Committee.
Bolina was nabbed around 12:15 a.m. by soldiers and policemen by virtue of two arrest warrants issued by the Lucena City Regional Trial Court for rebellion. The government has raised a P5.6 reward for his capture.
Also nabbed was Josephine Mendoza, a member of the Executive Committee of the Southern Regional Party Committee, and two still unidentified suspects.
Bolina said they are still determining if Benjamin and Josephine are family-related.
Solcom chief Major General Alan Luga commended the troops for the arrest of the four.
Bolina said Benjamin started his involvement with the CPP’s armed wing, New People’s Army, in as an active member of a youth/student organization in 1975 as a leader of the Samahan Demokratiko Kabataan in the National Capital Region.
Five years later, he was named commanding officer of the Crispin Tagamolila Command in charge of the security of Central Committee members.
Bolina said Benjamin is a graduate of Commando Operation, Heavy Weapon Operation, bomb making and sniping course, which he took in Libya on 1981 to 1982.
In 1984, he became the commanding officer of the NPA in Oriental Mindoro. Two years later, he was designated as a staff of the STRPC.
Bolina said Benjamin had been meted with “lifetime disciplinary action” due to “intensive involvement” in purging of suspected deep penetration agents in Laguna and Quezon decades ago.

CITY OF SAN FERNANDO — Some 99 percent or 19 out of the 20 Pampanga mayors pledged support to the reelection bid of Governor Lilia Pineda.
Pineda was joined by the mayors when she filed her certificate of candidacy (COC) before the provincial office of the Commission on Elections (Comelec) on Friday.
Among the mayors who are backing the reelection bid of the governor are Marino Morales (Mabalacat City), Romulo Pecson (Magalang), Jerry Pelayo (Candaba), Venancio Macapagal (San Luis), Annette Balgan (Macabebe), Peter Flores (Masantol), Arturo Naguit (Minalin), Mylene Pineda-Cayabyab (Lubao), Yolly Pineda (Sta. Rita), Ric Rivera (Guagua), Eduardo Guerrero (Floridablanca), Joselito Naguit (Sto. Tomas) and Jun Tetangco (Apalit), Condralito dela Cruz (Porac), Leonora Simbulan Capule Wong (San Simon), Luis Chito Espino (Arayat), Teddy Tumang (Mexico), Lala Leoncio (Sasmuan), and Rommel Omeng Concepcion (Sta. Ana).
They are all members of Kambilan, a local political party established by the governor.
Bacolor Mayor Jose Maria Hizon said he and his mother Lolita Hizon, who are both running as independent candidates, are fully supportive to the governor’s bid for reelection.
City Mayor Oscar Rodriguez is the only incumbent mayor who may possibly support the gubernatorial bid of former governor Eddie Panlilio, a priest-turned-politician. Rodriguez and Panlilio are both members of the ruling Liberal Party.
But Vice Mayor Edwin Santiago, Rodriguez’s choice for the mayoralty race in this city, took his oath as member of the Kambilan party.
Pineda has gained the trust of local officials after she has delivered tangible programs, which benefited the Kapampangan people.
The governor reiterated her appeal to political allies to refrain from political bickering and focus on platforms of government and how they could help uplift the way of life of the less fortunate.

CITY OF SAN FERNANDO — No less than President Benigno Aquino III proclaimed Friday at Heroes Hall Mayor Oscar Rodriguez and former governor Ed Panlilio as the Liberal Party’s bets for the third district congressional post and gubernatorial seat, respectively.
The official announcement was confirmed as Rodriguez, accompanied by supporters and the Magsilbi Tamu Team led by mayoralty candidate Edwin Santiago, filed his certificate of candidacy (COC) at 12:05 p.m.
Panlilio and runningmate lawyer Ma. Amalia Tiglao-Cayanan filed their COCs around 1 p.m.
“This is what we wanted all along. We will continue our programs and projects in the City of San Fernando and expand this to the whole third district towns of Bacolor, Mexico, Sta. Ana and Arayat. The very good thing here is we have the window to the national leadership which supports us. Hindi nakasara ang itaas sa ating adhikain,” Rodriguez said.
He added that if given the mandate, like his battlecry for 2013 — Our Choice Again — declares, he would maximize all opportunities and resources for the development of the Third District.
On his race against with incumbent and reelectionist Representative Aurelio Gonzales Jr., Rodriguez told Sun.Star Pampanga: “It will be the people’s choice. At the end of the day, he is still my inaanak at kamag-anak. May the best man win.”
For Panlilio, his decision to run again versus incumbent Governor Lilia Pineda was based on the clamor of the people.
“It is the people who asked me [to] embrace our advocacies for change again. The LP leadership also convinced me to run much that Mayor Oca is running instead for Congress. I gave it much thought and in such extraordinary situation, the Canon Law dictates that we make a stand even if we are sanctioned with suspension and ultimately dispensation. But we have to stand for reforms and change and finally eradicate jueteng politics and jueteng governance in the Capitol,” said Panlilio.
For her part, Tiglao-Cayanan told Sun.Star it is Panlilio’s advocacies that made her go for the vice-gubernatorial post and slug it out with former Lubao mayor Dennis Pineda.
“I once was an SK (Sangguniang Kabataan) representative. I come from a political clan too from Mabalacat. But I believe in Among Ed’s advocacies and we will stand by those. My advantage is that I come as a fresh new face in the political arena embracing good governance,” said Tiglao-Cayanan. (JTD)

CITY OF SAN FERNANDO — Governor Lilia Pineda asked contending candidates, parties and groups on Friday to refrain from mudslinging, black propaganda and dirty politicking as the 2013 political season begins.
The governor, together with Kambilan bets, filed her certificate of candidacy (COC) around 10 a.m. Friday before the Commission on Elections (Comelec) office here.
With her were vice-gubernatorial bet Dennis Pineda, congressmen wannabe Vice Governor Joseller Guiao, Candaba Mayor Jerry Pelayo, board members and mayors from Pampanga.
“I just hope that all candidates in the 2013 elections would refrain from mudslinging and black propaganda. Sana walang siraan at malinis ang pamamaraan ng pagpapa-abot nila sa mga Kapampangan ng kanilang hangaring makapagsilbi,” she said.
“Alam ko na political season na pero at the end of all these, sana ay sama-sama pa rin tayong lahat sa pagtatrabaho tungo sa kapakanan ng Pampanga,” she added.
On her bid for reelection versus former governor Ed Panlilio, Pineda said “sana po ay pakinggan ninyo siya. Baka po may mas magandang programa siya. Mabuti na rin na may pagpipilian ang taong bayan at ang mga Kapampangan na ang bahalang mag-desisyon.”
Tight race
It will be a tight race for seats at the Provincial Board as stalwarts Rosve Henson, Dinan Labung, Mexico Mayor Teddy Tumang and independent Roy Vinzons all filed their COCs with the Comelec.
In the third district race are also incumbent Board Members Monina Laus and Trina Dizon.
At the second district, incumbent Board Member Salvador Dimson is in the race with Liberal Party bet Leila Buan and co-aspirants Ludi Muli, Art Salalila and Tonton Torres, among others.
First district Board Member Crisostomo Garbo will slug it out with incumbent Mabalacat councilors Jerry Basilio and Oscar Aurelio over the second seat to be vacated by last termer Tarcicio DC Halili, who will gun for a council seat in Mabalacat City.
A three cornered fight, meanwhile, looms in the fourth district as former Board Member Nelson Calara battles it out with incumbents Nestor “Bay” Tolentino and Ricardo Yabut.

CLARK FREEPORT — The Clark International Airport Corporation (CIAC) has announced the reduction of the terminal fee from P600 to P450 for international passengers effective October 2012.
CIAC president Victor Jose Luciano said the price is the lowest in all airports in the country today.
Luciano said the CIAC board, during a special board meeting on September 20, approved the adjustment of fee charged to outbound passengers using the Clark International Airport.
He said the new rate, P350 for terminal fee and P100 for security fee, will take effect this October.
“This is a good news to our passengers were we had lowered the current P600 terminal fee to only P450, it will attract more travelers and tourists to utilized the Clark International Airport,” Luciano added.
The current P150 terminal fee for domestic passengers will remain.
“Clark International Airport collects the lowest terminal fee than any other international airports in the country that includes the Ninoy Aquino International Airport in Metro Manila which collects P500,” Luciano said.
Clark International Airport is home to six budget carriers operating 24 hours a day. These include Air Asia Philippines and Air Asia Berhad which flies to Kuala Lumpur and Kota Kinabalu, Macau and Singapore.
Cebu Pacific Air flies to Hong Kong, Bangkok, Macau and Singapore, Airphil Express to Hong Kong and Singapore, South East Asian Airlines (Seair) to Bangkok, Hong Kong, and Kota Kinabalu, and Jin Air to Incheon in South Korea.
Air Asia Philippine also flies to Davao, Kalibo, Cebu and Puerto Princesa; Airphil Express to Cebu, Davao, Kalibo and Puerto Princesa; Seair to Kalibo and Cebu Pacific to Cebu.

MEXICO CITY— Mexican archaeologists said Friday they uncovered the largest number of skulls ever found in one offering at the most sacred temple of the Aztec empire dating back more than 500 years.
The finding reveals new ways the pre-Colombian civilization used skulls in rituals at Mexico City’s Templo Mayor, experts said. That’s where the most important Aztec ceremonies took place between 1325 until the Spanish conquest in 1521.
The 50 skulls were found at one sacrificial stone. Five were buried under the stone, and each had holes on both sides — signaling they were hung on a skull rack.
Archaeologist Raul Barrera of Mexico’s National Institute of Anthropology and History said the other 45 skulls appeared to have just been dumped on top of the stone.
The team of archeologists unearthed the skulls and jaw bones in August. They stumbled on them as they were renovating a section of the Templo Mayor in the heart of Mexico City.
Barrera said they believe the 45 skulls were those of women and men between 20 and 35 years old and could have been dug up from other sites and reburied.
Last August, the Mexican government announced experts had found an unprecedented human burial at another spot in the same temple in which the skeleton of a young woman, possibly sacrificed personifying a goddess, was surrounded by piles of nearly 1,800 bones. Another unusual finding this summer was a “sacred tree,” which looks like a battered oak trunk emerging from a well and which experts say was brought from a mountain region for a ritual.
The skulls shown to the media Friday were in good condition but cracked on each side of the head, possibly because of the wooden stake that ran through them so they could be placed in a skull rack.
Barrera said the key in the discovery was the sacrificial rock, which looks like a gray headstone.
“Underneath the sacrificial stone, we found an offering of five skulls. These skulls were pierced with a stick,” he said. “These are very important findings.”
University of Florida archaeologist Susan Gillespie, who was not involved in the excavation, said it caught her attention that the skulls that had been on the rack, called tzompantli, were buried separately.
“It provides rather novel information on the use and reuse of skulls for ritual events at the Templo Mayor,” Gillespie said in an email.
Also, the common belief about Aztec sacrificial stones is that a person being sacrificed was killed by cutting open the chest and pulling out the heart.
“We normally associate (it) with heart removal rather than decapitation,” she said. “It ultimately gives us a better understanding of how the Aztecs used the human body in various ways in their ritual practices.

The House of Representatives will investigate the ambush of a Subanen tribe chieftain which led to the death of his 11-year-old son and the series of violent incidents in a gold-rich mining area allegedly being exploited by illegal mining groups and syndicates in Balabag, Zamboanga del Sur.
At the same time, Laguna Rep. Dan Fernandez, chair of the House committee on ecology, vowed to conduct a joint investigation with the House committee on public order of illegal mining groups believed to have abused and destroyed the forest reserves and the environment in the area.
Fernandez said the most vicious form of violence perpetrated by these illegal mining groups is the indiscriminate destruction of the natural resources in the area.
‘‘If the killings and violence perpetrated by private armed groups unleashed by illegal gold mining operators in Balabag, Zamboanga del Sur, are condemnable, the loss of natural resources for future generations of indigenous peoples and the community in the area is equally condemnable too,” Fernandez said.
Fernandez issued the press statement in support of House Resolution No. 2792 which was filed at the House of Representatives in response to the ambush on Sept. 14 of Subanen chief Datu Timuay Manda, a second term barangay chairman of Barangay Conacon, by several armed men. Manda’s 11-year old son died in the attack.
Manda, a Subanen chieftain, is at the forefront of a campaign against illegal mining and illegal logging, in Zamboanga del Sur.
“We condemn illegal mining and the violence it continues to unleash in Balabag,” Fernandez said.

“With the issuance of Executive Order No. 79 by President Aquino to rationalize, develop and promote responsible and sustainable mining in the country, we will now be able to effectively crack down on illegal miners and syndicates who have caused not only harm to the lives of our people but have been causing large-scale, irreparable destruction to our environment and huge economic losses due to rampant smuggling of the illegal gold they produce,” Fernandez said.
The resolution, authored by Agham party-list Rep. Angelo Palmones, underscored the need for Congress “to identify legislative options to safeguard the safety of committed environmentalist” as well as crackdown on illegal mining and illegal logging activities in the area and to bring perpetrators to justice.
“His avowed anti-illegal mining and anti-illegal logging advocacies have incurred the ire of perpetrators of these illegal activities who are well-organized, well-funded and well-armed,” the resolution read.
Maguindanao Rep. Simeon Datumanong, an opposition stalwart, said he would coauthor the resolution, saying that a House inquiry is imperative because the violence is merely an offshoot of blatant disregard and uncontrolled illegal gold mining in the area by illegal mining groups.

‘Marce’ exits Philippines, ITCZ spotted
Press ReleasesMANILA — Tropical Storm “Marce” is now out of the Philippine Area of Responsibility (PAR), the state weather bureau on Saturday said.
With this development, it is expected that weather in Luzon will improve.
Weather forecaster Jori Loiz said Marce exited on Friday evening as it moves towards Vietnam.
However, Loiz said an intertropical convergence zone (ITCZ) is now affecting Palawan and the Visayas.
An ITCZ is a merge of winds from different directions, which is also a breeding ground for a low pressure area (LPA).
Loiz said the weather agency is keeping eye on a new tropical depression near east of Northern Luzon that has a high chance of entering the Philippine territory by Monday.
Based on models,it is still very far to affect the country. But once it enters PAR, it will be called Nina, the 14th tropical cyclone to enter the country this year.
Loiz said expect two to three tropical cyclone to enter PAR this October.
In its advisory, Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said that Palawan, Mindoro and Visayas will be cloudy with occasional moderate to heavy rains and thunderstorms.
Metro Manila and the rest of the country will be partly cloudy with brief rainshowers or thunderstorms.
Pagasa said moderate to strong winds blowing from the northeast to north will prevail over the Cordillera Administrative Region, Cagayan Valley, Ilocos region and Bicol region and from the southwest to south over western Visayas and the rest of Luzon and the coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the southwest to northwest with slight to moderate seas.
The weather agency also issued gale warning as strong to gale force wind is expected to affect the northern and western seaboards of Northern Luzon and the western seaboard of Central Luzon.
Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves. (PNA)

Government has ‘strong’ case vs Arroyo
Press ReleasesPRESIDENT Benigno Aquino III is confident the government has a strong case against former President and now Pampanga Representative Gloria Macapagal-Arroyo, who was arrested for plunder last Thursday.
The non-bailable charge filed against Arroyo was in connection with the alleged misuse of P365 million in Philippine Charity Sweepstakes Office (PCSO) funds during her term as president.
Sought for comment, Aquino said “we will not file a case that has no substantial evidence.” “We are not superficial to just file a case that in the end would put us to shame because it is weak,” he added.
The Chief Executive said the government, through the PCSO, thoroughly prepared and studied the plunder case against Arroyo and her nine other co-accused.
“Before, we were criticized why we took so long to file cases against her. It’s because we prepared very well so that the people who disobeyed the law will be held accountable,” he said.
Aquino believed that the plunder case could lead to the final conviction of the former leader, who is facing a separate case of electoral sabotage.
Arroyo was put under hospital arrest again at the Veteran’s Memorial Medical Center (VMMC) since the police served the arrest warrant on her Thursday.
She returned to the VMMC Thursday morning for her regular therapy session but was advised to be admitted after complaining numbness of several parts of body. Arroyo’s doctors said she was suffering from dehydration and hypertension.
Previously, Arroyo was detained the same hospital for an electoral sabotage charge filed by the Commission on Elections. She was given temporary freedom after posting P1 million bail.

Korean arrested for kidnapping
Press ReleasesANTI-KIDNAPPING operatives have arrested on Friday a Korean national allegedly involved in the kidnapping of a fellow Korean in Cebu last year.
Chief Inspector Erwin Doma of the Sorsogon provincial police office named the suspect as Kim Jong Seok was nabbed by the police operatives and personnel of the Matnog town police station around 9:10 p.m. at the Matnog Ferry Terminal in Caloocan village in Matnog town.
“Subject arrested person was appraised of his constitutional rights in the dialect known to him and was brought to concerned unit for proper disposition,” said Doma.
Doma said his arrest was in connection with a pending kidnap-for-ransom case filed against him before the sala of Cebu City judge Gilbert Moises. No bail had been recommended for him, the official said.
Seok is among the four Koreans implicated in the kidnapping of fellow Korean Kwon Young Hoon in August 21, shortly after he arrived for a vacation in Cebu in August 21 last year.
The victim was kept at an apartment in Lapu-Lapu City and was released two days later after he paid $7,000 ransom. (VR/Sunnex)

2 rebel leaders arrested in Quezon City
Press ReleasesGOVERNMENT forces have arrested two ranking officials of the Communist Party of the Philippines (CPP) and two companions in Aurora Boulevard in Quezon City on Friday, a military spokesman said.
Colonel Generoso Bolina, Armed Forces of the Philippines Southern Luzon Command spokesman, said one of the suspects was Benjamin Mendoza, alias Lorens, Kenji, and Dave, the secretary of the Southern Tagalog Regional Party Committee and member of the CPP’s Central Committee.
Bolina was nabbed around 12:15 a.m. by soldiers and policemen by virtue of two arrest warrants issued by the Lucena City Regional Trial Court for rebellion. The government has raised a P5.6 reward for his capture.
Also nabbed was Josephine Mendoza, a member of the Executive Committee of the Southern Regional Party Committee, and two still unidentified suspects.
Bolina said they are still determining if Benjamin and Josephine are family-related.
Solcom chief Major General Alan Luga commended the troops for the arrest of the four.
Bolina said Benjamin started his involvement with the CPP’s armed wing, New People’s Army, in as an active member of a youth/student organization in 1975 as a leader of the Samahan Demokratiko Kabataan in the National Capital Region.
Five years later, he was named commanding officer of the Crispin Tagamolila Command in charge of the security of Central Committee members.
Bolina said Benjamin is a graduate of Commando Operation, Heavy Weapon Operation, bomb making and sniping course, which he took in Libya on 1981 to 1982.
In 1984, he became the commanding officer of the NPA in Oriental Mindoro. Two years later, he was designated as a staff of the STRPC.
Bolina said Benjamin had been meted with “lifetime disciplinary action” due to “intensive involvement” in purging of suspected deep penetration agents in Laguna and Quezon decades ago.

Pineda was joined by the mayors when she filed her certificate of candidacy (COC) before the provincial office of the Commission on Elections (Comelec) on Friday.
Among the mayors who are backing the reelection bid of the governor are Marino Morales (Mabalacat City), Romulo Pecson (Magalang), Jerry Pelayo (Candaba), Venancio Macapagal (San Luis), Annette Balgan (Macabebe), Peter Flores (Masantol), Arturo Naguit (Minalin), Mylene Pineda-Cayabyab (Lubao), Yolly Pineda (Sta. Rita), Ric Rivera (Guagua), Eduardo Guerrero (Floridablanca), Joselito Naguit (Sto. Tomas) and Jun Tetangco (Apalit), Condralito dela Cruz (Porac), Leonora Simbulan Capule Wong (San Simon), Luis Chito Espino (Arayat), Teddy Tumang (Mexico), Lala Leoncio (Sasmuan), and Rommel Omeng Concepcion (Sta. Ana).
They are all members of Kambilan, a local political party established by the governor.

About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — No less than President Benigno Aquino III proclaimed Friday at Heroes Hall Mayor Oscar Rodriguez and former governor Ed Panlilio as the Liberal Party’s bets for the third district congressional post and gubernatorial seat, respectively.
The official announcement was confirmed as Rodriguez, accompanied by supporters and the Magsilbi Tamu Team led by mayoralty candidate Edwin Santiago, filed his certificate of candidacy (COC) at 12:05 p.m.
Panlilio and runningmate lawyer Ma. Amalia Tiglao-Cayanan filed their COCs around 1 p.m.
“This is what we wanted all along. We will continue our programs and projects in the City of San Fernando and expand this to the whole third district towns of Bacolor, Mexico, Sta. Ana and Arayat. The very good thing here is we have the window to the national leadership which supports us. Hindi nakasara ang itaas sa ating adhikain,” Rodriguez said.
He added that if given the mandate, like his battlecry for 2013 — Our Choice Again — declares, he would maximize all opportunities and resources for the development of the Third District.
On his race against with incumbent and reelectionist Representative Aurelio Gonzales Jr., Rodriguez told Sun.Star Pampanga: “It will be the people’s choice. At the end of the day, he is still my inaanak at kamag-anak. May the best man win.”
For Panlilio, his decision to run again versus incumbent Governor Lilia Pineda was based on the clamor of the people.
“It is the people who asked me [to] embrace our advocacies for change again. The LP leadership also convinced me to run much that Mayor Oca is running instead for Congress. I gave it much thought and in such extraordinary situation, the Canon Law dictates that we make a stand even if we are sanctioned with suspension and ultimately dispensation. But we have to stand for reforms and change and finally eradicate jueteng politics and jueteng governance in the Capitol,” said Panlilio.
For her part, Tiglao-Cayanan told Sun.Star it is Panlilio’s advocacies that made her go for the vice-gubernatorial post and slug it out with former Lubao mayor Dennis Pineda.
“I once was an SK (Sangguniang Kabataan) representative. I come from a political clan too from Mabalacat. But I believe in Among Ed’s advocacies and we will stand by those. My advantage is that I come as a fresh new face in the political arena embracing good governance,” said Tiglao-Cayanan. (JTD)

Guv appeals: No mudslinging
About Angeles City, Clark, Subic and PampangaCITY OF SAN FERNANDO — Governor Lilia Pineda asked contending candidates, parties and groups on Friday to refrain from mudslinging, black propaganda and dirty politicking as the 2013 political season begins.
The governor, together with Kambilan bets, filed her certificate of candidacy (COC) around 10 a.m. Friday before the Commission on Elections (Comelec) office here.
With her were vice-gubernatorial bet Dennis Pineda, congressmen wannabe Vice Governor Joseller Guiao, Candaba Mayor Jerry Pelayo, board members and mayors from Pampanga.
“I just hope that all candidates in the 2013 elections would refrain from mudslinging and black propaganda. Sana walang siraan at malinis ang pamamaraan ng pagpapa-abot nila sa mga Kapampangan ng kanilang hangaring makapagsilbi,” she said.
“Alam ko na political season na pero at the end of all these, sana ay sama-sama pa rin tayong lahat sa pagtatrabaho tungo sa kapakanan ng Pampanga,” she added.
On her bid for reelection versus former governor Ed Panlilio, Pineda said “sana po ay pakinggan ninyo siya. Baka po may mas magandang programa siya. Mabuti na rin na may pagpipilian ang taong bayan at ang mga Kapampangan na ang bahalang mag-desisyon.”
Tight race
It will be a tight race for seats at the Provincial Board as stalwarts Rosve Henson, Dinan Labung, Mexico Mayor Teddy Tumang and independent Roy Vinzons all filed their COCs with the Comelec.
In the third district race are also incumbent Board Members Monina Laus and Trina Dizon.
At the second district, incumbent Board Member Salvador Dimson is in the race with Liberal Party bet Leila Buan and co-aspirants Ludi Muli, Art Salalila and Tonton Torres, among others.
First district Board Member Crisostomo Garbo will slug it out with incumbent Mabalacat councilors Jerry Basilio and Oscar Aurelio over the second seat to be vacated by last termer Tarcicio DC Halili, who will gun for a council seat in Mabalacat City.
A three cornered fight, meanwhile, looms in the fourth district as former Board Member Nelson Calara battles it out with incumbents Nestor “Bay” Tolentino and Ricardo Yabut.

Clark airport reduces terminal fee to P450
About Angeles City, Clark, Subic and PampangaCLARK FREEPORT — The Clark International Airport Corporation (CIAC) has announced the reduction of the terminal fee from P600 to P450 for international passengers effective October 2012.
CIAC president Victor Jose Luciano said the price is the lowest in all airports in the country today.
Luciano said the CIAC board, during a special board meeting on September 20, approved the adjustment of fee charged to outbound passengers using the Clark International Airport.
He said the new rate, P350 for terminal fee and P100 for security fee, will take effect this October.
“This is a good news to our passengers were we had lowered the current P600 terminal fee to only P450, it will attract more travelers and tourists to utilized the Clark International Airport,” Luciano added.
The current P150 terminal fee for domestic passengers will remain.
“Clark International Airport collects the lowest terminal fee than any other international airports in the country that includes the Ninoy Aquino International Airport in Metro Manila which collects P500,” Luciano said.
Clark International Airport is home to six budget carriers operating 24 hours a day. These include Air Asia Philippines and Air Asia Berhad which flies to Kuala Lumpur and Kota Kinabalu, Macau and Singapore.
Cebu Pacific Air flies to Hong Kong, Bangkok, Macau and Singapore, Airphil Express to Hong Kong and Singapore, South East Asian Airlines (Seair) to Bangkok, Hong Kong, and Kota Kinabalu, and Jin Air to Incheon in South Korea.
Air Asia Philippine also flies to Davao, Kalibo, Cebu and Puerto Princesa; Airphil Express to Cebu, Davao, Kalibo and Puerto Princesa; Seair to Kalibo and Cebu Pacific to Cebu.
Other carriers are Asiana Airlines that flies Clark-Incheon with connecting flights to the United States, and Dragonair Clark-Hong Kong.

Mexico finds 50 skulls in sacred Aztec temple
Press ReleasesMEXICO CITY— Mexican archaeologists said Friday they uncovered the largest number of skulls ever found in one offering at the most sacred temple of the Aztec empire dating back more than 500 years.
The finding reveals new ways the pre-Colombian civilization used skulls in rituals at Mexico City’s Templo Mayor, experts said. That’s where the most important Aztec ceremonies took place between 1325 until the Spanish conquest in 1521.
The 50 skulls were found at one sacrificial stone. Five were buried under the stone, and each had holes on both sides — signaling they were hung on a skull rack.
Archaeologist Raul Barrera of Mexico’s National Institute of Anthropology and History said the other 45 skulls appeared to have just been dumped on top of the stone.
The team of archeologists unearthed the skulls and jaw bones in August. They stumbled on them as they were renovating a section of the Templo Mayor in the heart of Mexico City.
Barrera said they believe the 45 skulls were those of women and men between 20 and 35 years old and could have been dug up from other sites and reburied.
Last August, the Mexican government announced experts had found an unprecedented human burial at another spot in the same temple in which the skeleton of a young woman, possibly sacrificed personifying a goddess, was surrounded by piles of nearly 1,800 bones. Another unusual finding this summer was a “sacred tree,” which looks like a battered oak trunk emerging from a well and which experts say was brought from a mountain region for a ritual.
The skulls shown to the media Friday were in good condition but cracked on each side of the head, possibly because of the wooden stake that ran through them so they could be placed in a skull rack.
Barrera said the key in the discovery was the sacrificial rock, which looks like a gray headstone.
“Underneath the sacrificial stone, we found an offering of five skulls. These skulls were pierced with a stick,” he said. “These are very important findings.”
University of Florida archaeologist Susan Gillespie, who was not involved in the excavation, said it caught her attention that the skulls that had been on the rack, called tzompantli, were buried separately.
“It provides rather novel information on the use and reuse of skulls for ritual events at the Templo Mayor,” Gillespie said in an email.
Also, the common belief about Aztec sacrificial stones is that a person being sacrificed was killed by cutting open the chest and pulling out the heart.
“We normally associate (it) with heart removal rather than decapitation,” she said. “It ultimately gives us a better understanding of how the Aztecs used the human body in various ways in their ritual practices.

Zambo ambush, illegal mining to be probed
Press ReleasesThe House of Representatives will investigate the ambush of a Subanen tribe chieftain which led to the death of his 11-year-old son and the series of violent incidents in a gold-rich mining area allegedly being exploited by illegal mining groups and syndicates in Balabag, Zamboanga del Sur.
At the same time, Laguna Rep. Dan Fernandez, chair of the House committee on ecology, vowed to conduct a joint investigation with the House committee on public order of illegal mining groups believed to have abused and destroyed the forest reserves and the environment in the area.
Fernandez said the most vicious form of violence perpetrated by these illegal mining groups is the indiscriminate destruction of the natural resources in the area.
‘‘If the killings and violence perpetrated by private armed groups unleashed by illegal gold mining operators in Balabag, Zamboanga del Sur, are condemnable, the loss of natural resources for future generations of indigenous peoples and the community in the area is equally condemnable too,” Fernandez said.
Fernandez issued the press statement in support of House Resolution No. 2792 which was filed at the House of Representatives in response to the ambush on Sept. 14 of Subanen chief Datu Timuay Manda, a second term barangay chairman of Barangay Conacon, by several armed men. Manda’s 11-year old son died in the attack.
Manda, a Subanen chieftain, is at the forefront of a campaign against illegal mining and illegal logging, in Zamboanga del Sur.
“We condemn illegal mining and the violence it continues to unleash in Balabag,” Fernandez said.
Responsible mining
“With the issuance of Executive Order No. 79 by President Aquino to rationalize, develop and promote responsible and sustainable mining in the country, we will now be able to effectively crack down on illegal miners and syndicates who have caused not only harm to the lives of our people but have been causing large-scale, irreparable destruction to our environment and huge economic losses due to rampant smuggling of the illegal gold they produce,” Fernandez said.
The resolution, authored by Agham party-list Rep. Angelo Palmones, underscored the need for Congress “to identify legislative options to safeguard the safety of committed environmentalist” as well as crackdown on illegal mining and illegal logging activities in the area and to bring perpetrators to justice.
“His avowed anti-illegal mining and anti-illegal logging advocacies have incurred the ire of perpetrators of these illegal activities who are well-organized, well-funded and well-armed,” the resolution read.
Maguindanao Rep. Simeon Datumanong, an opposition stalwart, said he would coauthor the resolution, saying that a House inquiry is imperative because the violence is merely an offshoot of blatant disregard and uncontrolled illegal gold mining in the area by illegal mining groups.
