Subic Bay Metropolitan Authority (SBMA) Chairman & Administrator Roberto V. The Senate has conducted an inquiry on Wednesday where Senators alleged SBMA officials connived in the alleged smuggling attempt.
The Senators, however, have not tagged any Customs official or employee who could have been in on the illegal transaction, if there was really one, since SBMA is but one of several government agencies in the freeport tasked to oversee if shipments are in order, raising suspicions on vested interests and political maneuverings as behind the expose.
“Walang smuggling na magaganap kung walang kasabwat na Customs,” the official said. “We, ourselves, would not allow smuggling of any goods via the Subic Freeport,” he added.
SBMA officials who asked not to be named insist there has been no violation yet as the shipment has remained in two warehouses inside the Subic Freeport which, according to the law, particularly R.A. 7227, is not under Customs jurisdiction.
Customs Commissioner Ruffy Biazon, an aspirant to the senatorial line-up of the administration’s slate, however, has declared the seizure of the shipment but Amira, a century-old respected grains company in India which shipped the rice, still asserts its right and ownership of the shipment, having been paying the SBMA some $14,000 every month in warehousing rentals, a real shot in the arm of the cash-strapped government agency.
“We are a Freeport so just as long as a shipment is within our fenced area and not brought outside to the Customs zone, Customs has no jurisdiction over it,” the SBMA official stressed, “mahirap ba intindihin iyon?”
Despite the declared seizure, the fate of the shipment remains unclear at present as another senate hearing has been scheduled also on Wednesday next week.
SBMA officials are wary that the Senate inquiry appears to be a direct meddling by politicians in the business managers’ running of the Freeport, something President Noynoy Aquino must not allow, one said.
“These politicians are destroying the essence of the Subic Bay Freeport and placing its stature in the eyes of the international community in jeopardy,” one old-time department manager said.
It is also possible that the Indian government will come to the aid of Amira, which stands to lose a lot of money due to some politician and customs officials’ grandstanding and political manuevering.

Honest SBMA employee returns P164,250 cheque
About Angeles City, Clark, Subic and Pampanga, News About ClarkSUBIC BAY FREEPORT — Just when we thought honesty was becoming a fading virtue, an employee of the Subic Bay Metropolitan Authority (SBMA) surrendered to the bank a P164,250-cheque that he found in a parking lot here.
“I live a Christian life and as a Christian, it is the right thing to do. And one Christian practice I value is ‘do not take what is not yours’,” said Tristan Madi, a supply officer at the SBMA Tourism Department. Madi recalled that he was on his way to his regular workout at the Slimmers’ World on Saturday when he found a pay-to-cash cheque at the parking area of the Banco de Oro branch in this free port.
The cheque was dated October 18 and issued by an unnamed depositor of the UnionBank Angeles City branch in Pampanga. Since it was weekend, Madi kept the cheque and waited for Monday to report the incident.
Early this week, Madi went to UnionBank Subic and surrendered the cheque that he found. UnionBank Subic Bay Freeport branch manager Cecille Oconer, meanwhile, confirmed that they have coordinated with the Angeles City branch to inform the owner of the cheque.
“We are glad that there are still people who choose not to take advantage of the situation, especially when the said cheque was made ‘pay to cash’,” Oconer said. She added that there were cases when lost cheques were encashed by unauthorized persons. Madi, who is married with two kids and has been with the SBMA Tourism Department for the last 15 years, said it was his first time to find a lost cheque and would still do the same if he ever found another one. “If it were mine and I lost it, I would have wanted it returned as well,” Madi said.

About Angeles City, Clark, Subic and PampangaIBA,Zambales –Congressman Jun Omar C. Ebdane of the Second District of Zambales released on Friday a total of P3 million in educational assistance to 6,000 students in four national high schools in the province, making good on his campaign promise to help provide for abetter future for the youth.
Ebdane, who was elected congressman in a special poll only in February, said the educational assistance was meant to give poor students a fighting chance in their everyday struggle to learn and gain better opportunities for their families.
Of the P3-million assistance, P311,500 went to 623 students at the San Antonio National High School P470,500 to 941 students at the Cabangan National High School; and P679,000 to 1,358 students at the Botolan National High School. The bulk of the fund, or a total of P1,539,000, was to given a total of 3,078 students at the Zambales National High School in this town.
Ebdane also announced the implementation of a full scholarship program for top-notch graduates from local public elementary and high schools next year, as well as a similar scholarship program in athletics. “We’re stressing the merit system in our scholarship program, as opposed to other programs that simply gave away cash,” Ebdane explained to teachers, students and parents gathered at the Zambales National High School (ZNHS) here on Friday.
We would like to motivate and inspire the youth to do their best in academics, so the top five students in scholastic standing in all our public schools will be qualified for full academic scholarship next year,” Ebdane said. ”Similarly, we will also be putting up a program for athletic scholarships so that our athletes would still receive a well-rounded education even when pursuing excellence in the field of sports, Ebdane also announced to the cheering crowd.
He said the athletic scholarship program is a brainchild of his father, Gov. Hermogenes E. Ebdane Jr., who is now putting up athletes dormitories at the Zambales Sports Complex in preparation for the implementation of the scholarship project. In the same the occasion, the young legislator also donated three computer units to the ZNHS and revealed his plan to equip every public school in the province with computer units. ”We want our students to be up to date in the use of computer technology, and we want them to avail of these for free,” Ebdane said.
He said that because of the lack of computer units in public schools, students still have to go to computer shops and spend for their research and school projects.But when computer units are available in public schools, not only will our students be technologically competitive, their parents will also be unburdened of having to spend extra for the use of computer time,” Ebdane added.
Meanwhile, teachers led by Zambales School Division Superintendent Malcolm Garma expressed their gratitude and praise for the congressman’s scholarship program for the youth in the province.
Charido Arrojado, a teacher of 19 years, said their school, the teachers and the students have already greatly benefited from Ebdane’s programs despite the short time that he has been in office. “Marami na siyang programa, hindi lang para sa akademya kundi pati sa sports. At maraming kabataan ang natutulungan sa mga programang ito,” Arrojado said.

Another Consultation on Coal Plant
About Angeles City, Clark, Subic and PampangaThe Department of Environment and Natural Resources (DENR) conducted last Friday a public consultation with the people of Subic, Olongapo City and Zambales province to hear their concerns about the proposed US$ 1.2 billion, 600-MW coal-fired power plant which will be built by Redondo Peninsula Energy, Inc. (RP Energy) at Redondo Peninsula, Subic Bay Freeport Zone.
The public hearing was held at the Subic Bay Exhibition and Convention Center (SBECC) with more than 5,000 people attending, most of whom came from the different barangays, schools, non-government offices (NGO’s) and local government units (LGU’s) in Zambales.
In a comprehensive and easy-to-understand presentation, RP Energy development analyst David Evangelista explained how the Subic coal-fired power plant will adopt the latest environment-friendly technology to ensure there will be negligible emissions.
RP Energy noted that the majority of the people of Zambales support the building of the Subic coal-fired plant to avert power shortages in Luzon in the years to come.
According to Evangelista, “some of them expressed concerns about possible environmental problems once the plant begins to operate, and that is to be expected in a transparent, consultation process. But we assured the community that we are one with them in preserving Subic’s rich environment as we will employ the most modern technologies to ensure negligible emissions”.
Meralco Power Generation Corporation General Manager Aaron Domingo reiterated that “the project will help provide the much-needed competitive and reliable capacity to contribute to the economic development of Luzon while making sure that environmental and health concerns are addressed through proper technologies and state-of-the-art equipment”.
Earlier, Department of Energy (DOE) secretary Rene Almendras told Subic Bay Metropolitan Authority (SBMA) president Robert Garcia that the Subic power plant would play a crucial role in the long-term viability of the Luzon power grid.
Almendras said that electricity consumption will increase on the average by 4.38-percent annually from 2012 to 2018, and if no power generation plant is built on the island in the next five years, there would be substantial and recurring power shortages in Luzon.

TWO RANKING SBMA OFFICIALS GO ON LEAVE TO APPEASE MEDDLING SENATE

The Senate has conducted an inquiry on Wednesday where Senators alleged SBMA officials connived in the alleged smuggling attempt.
The Senators, however, have not tagged any Customs official or employee who could have been in on the illegal transaction, if there was really one, since SBMA is but one of several government agencies in the freeport tasked to oversee if shipments are in order, raising suspicions on vested interests and political maneuverings as behind the expose.
“Walang smuggling na magaganap kung walang kasabwat na Customs,” the official said. “We, ourselves, would not allow smuggling of any goods via the Subic Freeport,” he added.
SBMA officials who asked not to be named insist there has been no violation yet as the shipment has remained in two warehouses inside the Subic Freeport which, according to the law, particularly R.A. 7227, is not under Customs jurisdiction.
Customs Commissioner Ruffy Biazon, an aspirant to the senatorial line-up of the administration’s slate, however, has declared the seizure of the shipment but Amira, a century-old respected grains company in India which shipped the rice, still asserts its right and ownership of the shipment, having been paying the SBMA some $14,000 every month in warehousing rentals, a real shot in the arm of the cash-strapped government agency.
“We are a Freeport so just as long as a shipment is within our fenced area and not brought outside to the Customs zone, Customs has no jurisdiction over it,” the SBMA official stressed, “mahirap ba intindihin iyon?”
Despite the declared seizure, the fate of the shipment remains unclear at present as another senate hearing has been scheduled also on Wednesday next week.
SBMA officials are wary that the Senate inquiry appears to be a direct meddling by politicians in the business managers’ running of the Freeport, something President Noynoy Aquino must not allow, one said.
“These politicians are destroying the essence of the Subic Bay Freeport and placing its stature in the eyes of the international community in jeopardy,” one old-time department manager said.
It is also possible that the Indian government will come to the aid of Amira, which stands to lose a lot of money due to some politician and customs officials’ grandstanding and political manuevering.

Free seeds, crop insurance for flood-affected farmers
News About ClarkThe Department of Agriculture (DA) will provide free rice seeds and crop insurance to farmers in Luzon whose crops were damaged by floodwaters and heavy rains due to typhoons Ferdie and Gener and the southwest monsoon.
Secretary Agriculture Proceso J. Alcala said flood-affected farmers will receive free seeds so they could replant, as well as free crop insurance coverage worth P10,000 per hectare. He said the initial damage of 20,000 metric tons of palay is minimal, and could be offset by the expected harvest from 180,000 hectares that participated under the early planting scheme of the DA in partnership with farmers served by major irrigation systems in Central Luzon and Isabela under the DA’s National Irrigation Administration (NIA).
Secretary Alcala made the assurance at a media briefing at the DA central office in Quezon City on August 13 where he reported the performance of the agriculture sector, which grew by one percent during the first six months of the year.
To offset crop losses, he said the DA will encourage farmers to plant a third crop of rice immediately after the current main season. Further, he said there is no need to import additional rice this year as there is sufficient supply. In fact, he said the harvest of palay during the first six months of the year has reached 7.89 million metric tons (MT), which is 4.2 percent higher than last year’s 7.58 million MT.
The good harvest is due to good weather and appropriate interventions by the DA through the provision of quality seeds and more irrigated areas. The prospects are also bright for the second semester palay production, based on survey of standing crops and on farmers’ planting intentions, according to the DA’s Bureau of Agricultural Statistics (BAS).
The DA-BAS forecasts that 3rd and 4th quarter palay production may reach 3.56 million MT, and 6.36 million MT, respectively for a total of 9.92 million MT. In all, palay production for 2012 may reach 17.8 million MT, which would be another record harvest, and 6.7 percnet more than last year’s output of 16.68 million MT.
Finally, Secretary Alcala said the country will start exporting premium, fancy, aromatic, heirloom, and organic rice next year. He said this early “we have to explore and develop the export market for Philippine aromatic and organic rice varieties.”

RP Energy organizes relief efforts for Zambales flood victims
News About ClarkOver 2,700 families from 16 barangays in Subic and Olongapo City affected by the severe monsoon floods received relief goods and assistance through Operation Habagat organized by power company Redondo Peninsula Energy Inc. (RP Energy).
More than 150 individuals volunteered in the relief operations across several evacuation centers in the municipality of Subic and Olongapo City.
On the other hand, affected families in the towns of San Felipe and San Antonio, Zambales were assisted by RP Energy through the Provincial Disaster Risk Management Office. Each relief bag contained food supplies to help affected residents and evacuees weather the lack of available food resources.
According to RP Energy project manager Grant Smith, “RP Energy is committed to the safety and welfare of its host and surrounding communities and we will make every effort to assist in times of calamity”. Operation Habagat partners included the Provincial Government of Zambales, the One Meralco Foundation, Department of Social Welfare and Development Olongapo City, Municipal Government of Subic, Subic Bay Metropolitan Authority (SBMA), Subic Chamber of Commerce, SBMA Rotary Club, Rotaract Subic and the US Peace Corps.
RP Energy Corporate Social Responsibility officer Victor Chan said, “We are grateful that several NGOs and civic-minded residents heeded Operation Habagat and responded to the needs of flood victims.”
The provinces of Zambales and Bataan were declared under a state of calamity after being hit by torrential rainfall brought about by the southwest monsoon enhanced by Typhoon Haikui. The enhanced weather disturbance also caused widespread flooding in the capital of Manila submerging 80% of the metropolis. Every year, more than 20 typhoons batter the country.
The Olongapo City’s Department of Social Welfare office said that around 500 families were evacuated while Zambales reported that 5,411 families from 61 barangays in eight towns were moved to evacuation centers.

Subic EnerZone gives relief goods to Olongapo, Bataan flood victims
About Angeles City, Clark, Subic and PampangaSubic EnerZone Corporation (SEZ) gave relief goods to victims of the massive flood that struck Central and Southern Luzon last August 7.
In cooperation with the Aboitiz Foundation, SEZ donated P100,000 each worth of drinking water, canned goods, instant noodles, and other grocery items to the Subic Bay Metropolitan Authority (SBMA) Disaster Coordinating Council and the Subic Bay Freeport Chamber of Commerce (SBFCC), August 9.
The contribution to SBFCC were distributed to hundreds of families in Olongapo City catered in evacuation centers at Sta. Rita Elementary School, Sta. Rita High School, Barretto Elementary School, and the Nagbaculao fishing village in Barangay Kalaklan.
Meanwhile, the relief goods to the SBMA Disaster Coordinating Council were distributed to hundreds of families in the Bataan municipalities of Dinalupihan and Hermosa.
Last August 10, Subic EnerZone’s SVP & COO Dante Pollescas and AVP & General Manager Warell Sario, together with SBMA’s board director Wilfredo Pineda and Procurement, Property, & Management Department Manager Rani Cruz, led the delivery of the items to Dinalupihan Mayor Joel Jaime Payumo and Hermosa Mayor Danilo Malana.
